Prior to World War I, zinc was universally made by the distillation process. Small plants were operated at Cockle Creek, N.S.W., and Port Pirie, S.A. Then the electrolytic process was developed at Great Falls, Mont., in 1915 and at Trail. B.C. encouraging the Broken Hill companies to investigate the process. England's war-time need for zinc gave impetus to the development, and the site at Risdon, Tasmania, coincided with the developing hydro-electric power there. Experimental work was begun in 1917 by a proprietary company formed and owned by Broken Hill interests. Then in 1920, the principal features of the process having been established, a public company. Electrolytic Zinc Company of Australasia Ltd. was formed, now known as E.Z. Industries Ltd.

The Society of Automobile 'Engineers is planning to hold its Annual Meeting on Jan. 11, 1917. The Society extends a cordial invitation to the members of the Institute to attend a technical session on the afternoon of that day, in the auditorium of the Engineering Societies Building, and to take part in the proceedings. Papers are being prepared on the subjects of high-speed engines, dynamics of the automobile and electrical equipnment. It is also expected that important papers will be presented on aerial navigation over water, and the use of motor boats in war. Captain V. E. Clark of the Signal Corps is to give a paper on the requlrements of aeroplane design particularly as regards the experience of the Army in using aeroplanes in Mexico

ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has five major awards to make annually for excellence in technical papers, as follows: The Robert W. Hunt Medal, The Hadfield Prize, The J. E. Johnson Jr., Award, The Lewisohn Platinum Prize to senior members, and the President's Prize to junior members. ROBERT W. HUNT MEDAL The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to. a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel. The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five including the Chairman of the Iron and Steel Committee, shall be appointed by the iron and Steel Committee annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the. award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be designated "The Hunt Medallist." SIR ROBERT HADFIELD PRIZE Sir Robert Hadfield has offered an Institute prize of $1000 for researches with regard to the different forms of combination of carbon in iron and steel. Until within a few weeks no paper has been submitted which could compete for this prize. If the paper in hand should not meet the requirements, the donor has suggested that the prize be transferred and offered for: (a) the determination of the hardness in metals in connection. with super-hardness, (b) in consideration of questions of fuel economy, (c) in consideration of questions of industrial development and labor. J. E. JOHNSON, JR. AWARD This award is made from the income of a fund of $3000 donated by Mrs. Margaret Hilles Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron and Steel Committee, and a frequent contributor of papers to the Institute's TRANSACTIONS.

A model for transport processes in liquid mixtures is discussed which supposes that the elementary act involves a position exchange between two species and that the exchange is so confined by the solvent cage as to occur nearly isosterically. The rate-determining step, thus, is likened to a bi-molecular reaction and is so treated, using absolute rate theory. The cage model has been applied to diffusion, thermal diffusion, sedimentation and viscosity, but only the first and last of these phenomena are emphasized in the present paper. The model leads to semi-empirical relationships between the absolute value for a digusion coefficient and the activation energy for diffusion, between mutual and self-diffusion coefficients and for the variation of the viscosity of a binary mixture with composition. These are discussed in relation to experimental data for various systems, including hydrocarbon mixtures. It is shown that the proposed viscosity equation and seven other commonly used ones all may be regarded as special cases of a single general relationship; a brief critical analysis is made of the basis of selection of one or the other for data fitting or interpolation. INTRODUCTION AND GENERAL THEORY The present paper covers a brief discussion of a cage model for transport processes in liquid mixtures and how this model may be useful in treating the diffusional behavior and the viscosity of such systems. Since diffusion requires the more detailed treatment, it will be taken up first, and the model then applied to viscosity. There are two types of diffusion coefficients that may be measured experimentally, apart from thermal diffusion quantities. The first is the mutual or binary diffusion coefficient, D which may be defined in terms of Fick's first law. This states that the permeation, or flux P, is proportional to the concentration gradient. In the usual experiment, P is measured relative to a frame of reference fixed with respect to the medium (e.g., the diaphragm in a diffusion cell); as a consequence, the same value of D is obtained regardless of whether P and C refer to Component 1 or to Component 2; i.e., there is only one independent mutual diffusion coefficient for a binary system. In addition to D there will be various self-diffusion coefficients. defined in terms of the gradient in labelled species i and its permeation in an otherwise uniform medium. The thermodynamic approach to mutual diffusion supposes that the actual driving force is the gradient of the chemical potential, i.e., that In the case of a dilute solution of solute, Eqs. 1 and 3 lead to the Einstein equation, If the solution is ideal and the friction coefficient is taken to be then the familiar Stokes- Einstein equation results. Mutual and self-diffusion coefficients can not be related on general thermodynamic grounds; it is necessary to invoke some additional assumptions, i.e., a model; several such have been proposed. Hartley and Crank' supposed the existence of separate, intrinsic diffusion coefficients (Dl and D2) for each component, essentially corresponding to the two self-diffusion coefficients. The two flows can not be independent, however, but must be coupled through the usual restriction that there be no net volume flow. For an ideal solution. one then obtains' Glasstone, et al' treated diffusion in terms of absolute rate theory, but their approach otherwise resembled the previously mentioned one in that each species was considered to move with respect to the general medium in a manner determined by its individual jump distance and specific rate constant. For other than dilute solutions, a coupling of flows leading to an equation such as Eq. 6 would again be present. However, as required by Eq. 6, one does expect that the self-diffusion coefficient for the solute and the mutual-diffusion coefficient for the system become identical at infinite dilution. Lamm4 recognized that there should be three distinctive interactions in a two-component system-1-1, 1-2 and 2-2 — and, therefore, proposed three rather than two fundamental friction coefficients. Mutual diffusion resulted from 1-2 interactions only, and self-diffusion resulted from 1-2 plus either 1-1 or 2-2 interactions. Again, a collective coupling between all motions was imposed to meet the condition of no net volume flow. Laity' has shown how to convert the Onsager equations to a form very similar to Lamm's. THE fire which occurred in the fall of 1906, at the works of the Boston & Colorado Smelting Co., Argo, Colo., destroyed entirely the gold- and silver-refinery of the plant; and in view of the development of modern practice in the refining of copper-mattes, etc., the management decided that it would be inadvisable to rebuild that part of the works for the continued use of the process which had been conducted therein for so many years as a metallurgical secret. This decision probably removes altogether from the sphere of practice the " Pearce " method for the separation of gold. At all events, it removes the business reasons which have prevented hitherto the publication of the principles involved. At the suggestion of Dr. Raymond, Secretary of the Institute, my father, Richard Pearce, the former manager of these works, has requested me to prepare a brief description of this process for the benefit of our members. Since I severed my connection with the Boston & Colorado Smelting Co. some time ago, I am indebted for some practical details to the present superintendent, Charles Rees, whose friendly assistance I would gratefully acknowledge. With regard to the history of the inception and development of this process by its inventor, Richard Pearce, I cannot do better than quote freely from his own notes and papers. HISTORY OF THE PEARCE PROCESS.' "In 1874 my entire time was directed to the improvements and additions to the plant at Black Hawk. The changes which I had made in the construction of the furnaces at Black Hawk proved so beneficial that I was requested to introduce the improvements at the branch works at Alma. The construction and operation of a simple and accurate vacuum-fusion apparatus are described in detail. Absolute accuracy of the oxygen analysis has been determined by the reduction of oxides weighed to 20.01 mg. The Bureau of Standards steel samples have been analyzed repeatedly, and their inadequacy for the acceptable range of oxygen is presented. The limits of interference of manganese, aluminum, and titanium, and the effects of tin and water-cooling of the furnace tube have been investigated in detail. ANALYSIS by the vacuum-fusion method consists of melting a sample in a degassed graphite crucible under high vacuum and extracting oxygen as carbon monoxide, and nitrogen and hydrogen as gaseous elements. The resulting gas mixture is analyzed for its constituents, from which oxygen, nitrogen, and frequently hydrogen may be determined within 1/2 hr or less. The history and summary of methods1-4 and extensive reviews of literature'.' for the determination of gases in metals have been published in detail. The foundation of the modern vacuum-fusion method of analysis was laid by Jordan and Eckman,11 and Oberhoffer and his associates.1, 10 Diergarten,11, 12 Meyer,13 Thanheiser et al.,14, 15 Ericson and Benedicks,16 Ziegler,17, 18 Sloman,16-23 Thompson et al.,24 and later many others contributed to the improvement, accuracy, and limitations of the method. In some investigations, however, the limitations of the procedure and the errors involved in the analysis require further critical examination and evaluation. In many apparatuses, lunnecessarily complicated and cumbersome features and elaborate precautionary measures do not have conclusive advantages. The purpose of this invest:igation was, therefore, a) to construct a very simple and accurate apparatus, b) to determine the absolute accuracy of results, c) to establish the limits of interference of manganese. aluminum, and titanium, d) to reexamine critically the reduction and recovery of oxygen from oxide powders of various sizes, and e) to evaluate critically the eight steels of the Bureau of Standards."' Apparatus The apparatus used in this investigation is shown in Fig. 1. It has been used for over three years, during which several modifications were made. A brief description of the apparatus is as follows. The transparent silica or Vycor tube, E, is joined to the Pyrex head, B, by mean of a face to face ground joint sealed with mercury. A similarly sealed ball and socket joint would also have been satisfactory. A standard tapered ground joint, successfully used by some investigators, was tried, but in the absence of grease or vacuum cement it was very difficult to disassemble the joint. The graphite crucible, G, 15/16 or l 1/8 in. OD, 2 1/2 or 3 in. high, 1/10 in. wall, shown enlarged in Fig. 3a, is made from the rods containing less than 0.08 pet ash. Two baffles, overlapping sufficiently to prevent spattering, are inserted in two opposite slots cut on a band saw. Two small holes in the baffles permit the temperature measurement of the melt. A second type of crucible, Fig. 2, G, shown enlarged in Fig. 3b, is also satisfactory, though not as convenient as the crucible shown in Fig. 3a. Somewhat similar but more elaborate crucibles with baffles were first tried by Ericson and Benedicks,'" but were abandoned in favor of a crucible with a stopper and a peripheral graphite powder filter. Various versions of their crucible with a stopper have later been used by other analysts, 10-27, 27-30 The crucible is packed directly in E, Figs. 1 and 2, with —35 + 48 graphite powder for shielding and insulation. A minimum layer of 7 mm of powder is necessary for keeping E cool and minimizing the blank. The first use of graphite powder was made by Sloman,10-23 Who found that —200 mesh was the most satisfactory. The author tried various size powders from +20 to —100 mesh and found that a) particles of 28 mesh or larger were not sufficiently insulating and were heated by the induction current, b) the powder finer than 60 mesh packed too much and did not readily permit the escape of gases even when the crucible was heated very slowly; hence, the powder was occasionally blown out of the side in the crucible and in the mercury pump. The optimum size powder is, therefore, 35 to 48 mesh size or 0.4 mm in average diameter. The furnace is designed to eliminate excessive amounts of

The following advertisements show the contemporary view of the value of coal on a tract, usually as compared with farming advantages of several kinds. Fayette Gazette and Union Advertiser, February 10, 1798: "For Sale in Washington twp., Fayette Co., 211 acres of land whereon is a good new grist merchant mill, a good stone dam, and a house for the miller, about two acres of bottom, cleared and fenced, an excellent coal bank and saw-mill seat unimproved." Pittsburgh Gazette, March 19 and 26, 1802: Ads. offering for sale two properties, one of 38 acres, "together with a Coal Pitt and Lime Quarry, lying on the Monongahela side of Grant's Hill, and within one mile and a half of Pittsburgh," and the other two tracts of 700 acres on "Racoon creek, contiguous to which is a valuable limestone quarry, and a quarry of building stone, also plenty of stone coal." Pittsburgh Gazette, Oct. 8, 1802: A farm between Pittsburgh and Greensburg "with house, barn and a Smith shop-also, a fine sugar camp, and a Coal Bank within sight of the house," was offered for sale. The Farmers Register, Greensburg, Pa., March 13, 1802: An advertisement of a "plantation, six miles from Greensburg, there are two coal banks on it, one at each end of the place." The Commonwealth, Pittsburgh, Aug. 4,1805: A number of lots were laid off on Saw Mill Run, nearly opposite the first opening made on the Pittsburgh seam. They were from two to twenty acres each "and a great quantity of Limestone and stone coal." Pittsburgh Gazette, Aug. 9, Sept. 6, Sept. 27, Oct. 4, 1811; The Commonwealth, Aug. 19, 1811: Five tracts were advertised that contained coal. One had "fine springs and an inexhaustible mine of coal;" one, "excellent sugar camps, coal banks and limestone and a good mill seat;" one, "good sugar camps, an excellent coal bank and an elegant seat for a distillery;" another, a tract of 45,000 acres in Allegheny and Butler Counties affording "stone coal and iron ore, and seats for water works;" and the last a tract on Beck's Run, four miles from Pittsburgh "and a coal pit opened about one fourth of a mile from the river." The Mercury, Pittsburgh, April 8, Jan. 14, Feb. 11, 1813; Pittsburgh Gazette, April 16, Dec. 3, 1813: These tracts were advertised during the year in the vicinity of the city. One had "a good sugar camp, woodland and plenty of coal;" another, "a sugar camp and a coal bank on the premises;" while the others were "well timbered or well watered and had excellent stone coal." The Mercury, Pittsburgh, Feb. 2, 1814: A farm was offered for sale on the headwaters of Robinson's Run, in Washington County, four miles from Burgettstown, containing 60 acres, "a young bearing orchard,... a coal bank and a good sugar camp." Genius of Liberty and Fayette Advertiser, Uniontown, Pa., March 2, 1814, carried an advertisement of a sale of lots in the new town of Perriopolis; "the quantity and quality of the clay, sand and salt licks, near the premises, together with the timber and abundance of .stone coals The town of Perriopolis was situated upon a . farm at one time belonging to Washington.

IN THE careers of the men to whom I have referred we find typified the development of the chief prob-lems of engineering. The first is to shape and direct the forces of nature and thus to bring the world's resources to add to the comfort and welfare of man-kind. That, in a word, is the problem of production. Engineers have made a supreme contribution to the solution of that problem. But I feel that we have two somewhat newer branches of engineering which must command more and more of our attention. Those are what might be termed commercial and human engineering. Of what value is all our efficiency in pro-duction if we do not distribute efficiently, economically and effectively? And of what value is any of it unless we can add to the happiness and deeper satisfaction of those engaged in industry, as well as those who enjoy its -products? I predict that the outstanding advances in business over the next ten years will be in improved merchan-dising and distributing methods. Herein lies a wide field of opportunity for the engineer. We have briefly reviewed certain qualities of engi-neers who have become successful business executives. Is it possible for us to say that the material success of all these men was due to any one characteristic com-mon to each one of them? Indeed, I venture to assert that there is one quality which, in the last analysis, is determining as to whether any roan shall realize material success in this world of ours. That quality-so notable in the character of each one of the men I have named-is sound judgment. Moments arise in every life when it is necessary to say "yes" or to say "no" to a particular proposition or to a proposed line of action. It is the man who says "yes" at the proper time and "no" at the proper time who, in the final analysis, realizes business success. The ability to do this wisely is the mark of sound judg-ment, which is necessary in a business executive. I have known many business men seemingly slow in their mental processes, possessed apparently, of little imagination and of none of the flair which gives fasci-nation to so many characters, and yet who, when crises come-be they big or be they little-are able so to steer their business courses that they move in the right direction instead of into shallow waters or upon the rocks of trouble.

The objective of this investigation was to study the liquid surface tension, solid surface energy, and grain-boundary energy of these metals and compare them to those found for the bcc solid-solution alloys, Cr-35e,&apos; 0-33e,&apos; and -25e. Five techniques were used to measure interface energies in high-purity polycrystal rod, wire, and sheet at 0.6 to 1.0 of the absolute liquidus temperature. The alloys were chosen to see if there was any connection between interface-energy behavior and the ductilizing rhenium effecL4j5 EXPERIMENTAL WORK Materials. A description of the materials used is presented in Table I. Chromium rod was prepared by arc melting iodide process crystals supplied by Chromallo Cor., hot extruding, and warm swaging to 0.63-cm-diam rod.6 The sheet was prepared by rolling as-extruded rod to 95 pct reduction in area from a hydrogen furnace at 800" to 900°C and surface grinding off 0.02 cm from each face. Cr-35Re rod was prepared by arc melting sintered rhenium powder and iodide chromium crystals, warm rod rolling to 50 pct reduction in area in cans, and swaging to 60 pct reduction in area at 1100" to 1200°C. Some of the rod was warm-rolled to sheet and then surface-ground. Portions of swaged chromium and Cr-35Re were further reduced by swaging and drawing to 0.013-cm-diam wire by the General Electric Co. Mo-33Re and W-25Re rod, sheet, and wire were provided by Chase Brass and Copper Co. The molybdenum sheet consisted of two lots, both essentially the same except for the carbon content. Liquid Surface Tension. The liquid surface tension of Cr-35Re, Mo-33Re, and W-25Re was measured by a combination of pendant-drop and drop-weight methods using techniques already decribed." Following out-gassing, molten drops were formed on the ends of centerless-ground Mo-33Re and W-25Re rods by electron bombardment at 5 x 106 mm. Similar drops were formed on outgassed Cr-35Re rods by induction heating under 1 atm of 99.995 pct Ar. Solid Surface Energy. Solid surface energy was measured by conducting microcreep experiments on molybdenum, Mo-33Re, chromium, and Cr-35Re wires at 2350°, 2306, 1550°, and 180O°C, respectively. In preparation, gage marks -2.5 cm apart and -0.001 cm deep were circumferentially scribed on the wire with a razor blade. Weights of the wire material were then attached. Five to seven reasonably straight wires were hung in a container made out of the wire material. The free end was placed through a small hole in the removable top and secured by bending a small portion 90 deg. The containers not only tended to provide vapor-solid equilibrium for the wires but also protected them from gaseous impurities. They were nominally 2.5 cm in diam by 5 cm high and were made from extruded chromium rod, Cr-35Re arc casting, molybdenum bar stock, or welded Mo-33Re sheet. After deg re as ing, the assembly was outgassed at a relatively low temperature to 2 x 10"5 mm and then recrystallized 2 to 8 hr at the creep temperature in a rhenium-element resistance furnace. The static argon atmosphere was gettered by tantalum radiation shielding. Specimen temperature was measured optically to 25"C using calibration with known melting points and blackbody conditions. The wires generally developed a stable bamboo-type structure according to Fig, l(b), (c), and (d) and retained their gage marks [upper portion of Fig. l(d)]. One or two of the weights were clipped off to provide a low load for the creep anneal. Several factors which affect the segregation and solidification of killed hot-topped steel ingots are: (1) pouring temperature, (2) volume in the hot top, (3) taper in the ingot, (4) pouring rate by varying the nozzle size, (5) segregation of several elements, (6) moving ingots before completely solidified. In most of this discussion, segregation will be measured in terms of carbon variation only. All the data given are results on S.A.E. 1040 analysis of fully killed steel direct-poured in hot-topped molds giving 20-in, square ingots. Thus the variables of analysis and ingot size and contour are eliminated. Segregation results are all on the rolled-bloom size, not on the ingot itself. They are results from plant-control work and not results of special research on ingot segregation. Pouring Temperature The temperature (or, more correctly, the amount of superheat above the liquidus-solidus) of the steel entering the ingot is, of course, one of the most important factors influencing segregation and solidification. Table 1 gives the average segregation of a number of heats of S.A.E. 1040 steel with normal pouring temperatures of 2775" to 2825" F. The table also gives some data on segregation in hot heats (pouring temperature 2840" to 2870" F.) and in cold heats with some skull (poured at 2725" to 2760" F.). The results in Table 1 are on steel ingots with 20-in. square cross section and 60 in. long to the hot top. The ingot weighs 7100 lb. and the hot top contains 14.3 per cent of the total ingot volume and 11.2 per cent of the total ingot weight. The results are from drillings after rolling the ingots to bloom size. Segregation results obtained on the bloom are probably not as great as they would be in the ingot itself, since heating the ingots for rolling can perhaps cause some migration of carbon from regions of high and low carbon to those of average carbon content.

ROBERT VAN ARSDALE NORRIS, who died at his home at Wilkes-Barre, Pa., on April 20, 1928, was born at Newark, N. J., on May 2, 1864, of parents who were direct descendants of such sterling New Eng-landers as Governor William Bradford, John Alden and Timothy Dwight. He went to the Collegiate School in New York and then to the Colum-bia School of Mines where he graduated with the class of 1885, having among class-mates A. S. Dwight, E. N. En-gelhardt, H. L. Hollis, G. B. Lee, Richard Moldenke, Wil-bur Sanders, Joseph Struth-ers, E. A. Wiltsee, and I. H. Woolson. His marked ability even among so many men of unusual ability caused him to be chosen as assistant to Pro- fessor Munroe in the summer school of mining and survey-ing immediately after gradua-tion, and he shortly after was also inspector of dredging operations on the Maurice River improvement work, Millville, N. J. The follow- ing year he worked in the chemical laboratory of Herman Behr in Brooklyn, and toward the end of 1886 he joined the staff of the Pennsylvania R. R. Coal Co. and the Susquehanna Coal Co. as assistant engineer. Six years later he was made principal assistant en- gineer and in 1900 he was made chief engineer of these companies. In 1904, he withdrew from them and estab- lished an office as a consulting engineer at Wilkes- Barre, later taking his son, Robert V., Jr., into partner- ship with him. They acted as consulting engineers for the coal department of the Delaware, Lackawanna & Western R. R. Co., the Lehigh Valley Coal Co., Coke Bros. & Go., Inc., the coal department of the Pennsyl- vania R. R. Co., the Wilkes-Barre & Hazelton R. R. Co., the Sterling Salt Co., and others, specializing in ex- amination and appraisal of coal properties, and also matters of Federal taxation.

ZAY JEFFRIES, who has been awarded the Douglas medal, established in 1922 by a group of the friends of the late James Douglas for distin-guished achievement in non-ferrous metallurgy, is one of the most notable graduates of the South Dakota School of Mines where he took his B. S. degree in 1910. The following year he was manager of the Ideal Mining Co., at Custer, and in 1911 he became instructor in metallurgy at the Case School of Applied Science, Cleve-land, where he remained until 1917, and in 1918 he took his D. Sc. degree at Harvard. During all this period he was engaged in experi-mental and consulting work for the Electric Railway Improvement Co., t h e Cleveland Steel Tool Co., the W. S. Tyler Co., the Lincoln Electric Co., the Aluminum Castings Co., and the Cleveland wire di-vision of the General Elec-tric Co. He is now en-gaged in general consulting work, especially for the Aluminum Co. of America, the General Electric Co., and the National Tube Co. He has contributed to the Transactions papers on the determination of grain size in metals (with A. H. Kline and E. B. In addition to participating freely in the discussion of other papers before the Institute he has found time to contribute notable papers to the Institute of Metals (Great Brit-ain), the principal technical journals, and to write a book on "The Science of Metals" in collaboration with R. S. Archer.

In the uniform of his country for the second time, Harry Phillip Stolz. Chairman of the A.I.M.E. Petroleum Division, holds a commission as Lieutenant-Commander in the Naval Reserve and is attached to the office of Inspector of Naval Petroleum Reserves in California. During World War I he left his studies at Stanford University to join the Army and was granted a commission as Second Lieutenant of Infantry. He remained in the Army Reserve until 1938 when he resigned to accept a commission as a member of the Naval Petroleum Reserves Advisory Board. Born in San Francisco Jan. 29,1899, where his father had lived since 1880, he was in that city during the turbulent year of 1906 where the city was ravaged by fire and earthquake.

DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.
