INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. [ ] An overall objective of IFC is to assist entrepreneurs and others in the private sector raise the needed capital for business ventures. IFC does not compete with, nor seek to replace private initiative and capital. Rather, IFC helps to raise funds in order to undertake projects that would otherwise be held back by the lack of adequate funding. IFC can do this in several ways: IFC can invest in equity and make loans for its own account. The design and analysis of a circular, domed powerhouse for Pacific Gas and Electric (PG&E) Company's Kerckhoff 2 Project is described. Exploration, geologic stress determinations, mechanical properties, reinforcement and instrumentation are addressed briefly. The analyses of the circular, domed cavern and the comparison of predicted and field deformations are presented in somewhat more detail. The behavior of the completed powerhouse cavern has been found to be substantially as predicted by the analysis.

Iron-silicon alloys have had a great influence, in many ways, in modern industry. Silicon steels have been used almost exclusively for the construction of electrical machinery, but have also become an important material for structures which benefit by the high tensile and yield strengths of this material. In elaborating on the early history of work done on iron-silicon alloys, Greiner, Marsh and Stoughton1 went back as far as 1808, and pointed to Berzelius as the first producer of ferrosilicon. During the last twenty years some very important contributions in the form of studies of the iron-silicon system, as well as of the physical properties of these alloys, have been published. In consideration of the brit-tleness and poor machinability of alloys containing more than 5-6 pct Si, commercial interests have stimulated the research done on iron-silicon alloys, but mainly in the range of 0 to 6 pct Si. Yensen2 has shown the influence of im- purities, such as carbon, sulphur and phosphorus on the magnetic properties of 2, 4, and 6 pct Si alloys. Corson3 extended his investigation of physical properties to approximately 32 pct Si, and attributed the brittleness of the high-silicon material to the particular constitutional features of the alloys. Though mentioned earlier in the literature, the effect of nitrogen on crystal growth and magnetic permeability of iron-silicon alloys has been demonstrated recently by Morrill4 and Rostoker,5 respectively. In all the above quoted investigations, except that of Rostoker,5 sand or chill casting processes were employed for the preparation of samples. A major advantage of the powder metallurgy process is that it does away with time-consuming machining in many applications. The powder metal industry is always interested in pro- ducing a finished product employing a material which has presented considerably greater difficulties in manufacture by other methods. Steinit26 described preparation and testing of various Fe-Si alloys which were produced by the powder metallurgy process for the manufacture of armatures for small electric motors or generators. While Steinitz investigated alloys up to 6 pct Si, Rostoker5 went as high as 9 pct Si. The author7 previously discussed the diffusion of iron-silicon compacts containing 6 and 10 pct silicon. It is the object of this paper to study the progress of diffusion occurring in iron-silicon alloys by electrical resistivity measurements. All samples were prepared by pressing and sintering of compacts. Iron, silicon, and Fe-Si powders of various mesh size and compositions were employed to obtain test samples. It was assumed that complete diffusion had been obtained when the electrical resistivity reached a constant value characteristic for that particular alloy. To this end, electrical resistance measurements were used to follow the progress of alloying under various conditions.

[Minerals, generally of great geological age, are to a very large extent the material basis of what we know as modern civilization. In most of the so-called civilized world the use f minerals has become such a commonplace that it is easy to se sight of their importance. It was the use of minerals, obably more than anything else, that made it possible for e American people to expand from the Atlantic seaboard the Pacific in a little over one hundred years. As the 1 to use the natural wealth at hand constitutes a funda¬ental element in American life, there seems to be justification for the thought that American geography is largely mineral geography. Of all American environmental reactions, the most striking are those which have come about through the use of the metals and the power fuels. If we turn to the ancient industry of agriculture, we find very little that is unique in North America except those developments which have come about through the use of machinery and transportation, both of which are contingent upon the use of minerals. Practically every crop now grown n North America was grown in some part of Europe before merica was discovered. One can point out exceptions to statement but in general it is true. The interest shown recently in selenium and tellurium has brought many requests for an assembling of the analytical chemistry of these two elements. The intention of this paper is to discuss all of the chemical principles utilized in the detection and quantitative determination of these elements, as well as to describe the works methods actually followed by producers of tellurium and selenium in the United States. These methods have been furnished by S. Skowronski of the Raritan Copper Works, H. D. Greenwood of the United States Metals Refining Co., F. F. Colcord of the U. S. S. Lead Refinery, and E. W. Rouse and A. E. Hall of the American Smelting and Refining Company. Occurrence Selenium is found associated with sulfur, to which in many respects it is quite similar. Occasionally deposits of native sulfur, notably those in the Lipari Islands, Kilauea, and Japan, show a red-brown coloration, I which is readily distinguished from that of other sulfur; this red-brown * sulfur contains a small amount of selenium. Not infrequently, the , sulfides of the heavy metals are accompanied by selenium and tellurium, • presumably as selenides and tellurides. The Scandinavian pyrite, which is one of the large sources of European sulfuric acid, when roasted has fur- - nished a large part of the selenium that has come to the United States; it I was in flue dust from the roasting of Scandinavian pyrites that the element was discovered by Berzelius in 1817. The resolution drafted by J. W. Richards, J. V. N. Dorr, and Allen H. Rogers on the death of J. E. Johnson, Jr., and adopted by the Board of Directors, is as follows: "The Boards of Directors of the American Institute of Mining and Metallurgical Engineers wishes to place on record its great personal loss in the sudden death of Mr. J. E. Johnson, Jr., our fellow Director of the activities of the Institute, a member our Executive Committee, Chairman of the Institute's Committee on Admissions, and Vice-chairman of its Iron and Steel Committee. "A mere recital of these positions of trust and responsibility, which he filled with conscientious efficiency and marked ability, shows how greatly the Institute has lost by his death. No one else of the Institute's officers could have been so illy spared. We, his colleagues, take up his tasks with a sense of our inability to discharge them as well as he, and this with a doubled sense of our loss. "Others have written and spoken of the blow which his death has been to the furtherance of the metallurgy of iron and steel. His pre-eminence in this line is one of the facts of which the Institute is justly proud. Here his personality, originality, courageousness in advocating new principles, clearness of writing and forcible presentation of facts, are irreplaceable. His two great treatises on the blast furnace are his literary and scientific memorial.

On June 15, Dr. E. E. Southard gave the following report to the Advisory Committee on Industrial Mental Hygiene of the. Engineering Foundation. Psychiatric social work, a new specialty in social work, was the topic of several section meetings (500-600 in attendance) at the National Conference for Social Work, held at Atlantic City, June 1-6. The new specialty was stated, by Dr. R. C. Cabot, to be the greatest single advance in medical social work since its establishment. Reports from three schools (Smith, New York, Philadelphia) indicate a good production rate of personnel, probably at least one hundred a; year, chiefly to be absorbed by hospitals, unless industrial psychiatry steps into the field. No detailed public announcements concerning industrial psychiatry were made; but private discussions elicited approval only for the program. Indications are that many non-medical social workers will decide to get additional training to go into medical social work and then to specialize in psychiatric social work and that many medical social workers will desire to specialize in psychiatric social work, with a view partly to entering reconstruction work, partly to entering industrial psychiatry. Suggestion has been made that psychiatric social workers may go into some kinds of, employment management and may look for special courses to that end. Evidence. has been brought that certain "compensated" psychopathic employees have been good (even very good) workmen: emphasis should be laid on this point to show the constructive aspect of industrial psychiatry:

In the Journal of the Iron and Steel Institute for 1881 (vol. ii., page 379), will be found an article upon this subject. The analyses there reported mere of samples taken from an ingot made especially rich in impurities and then cast in a sand-mould in order to give the elements a better chance to redistribute themselves, on account of the steel solidifying more slowly than when cast in an iron mould. Wishing to ascertain how much, if any, segregation takes place when the steel is cast in the ordinary way, I placed the subject in the hands of Mr. W. J. Olcott, a graduate of the Michigan University, who has carefully collected and analyzed samples taken from different parts of ingots and billets. In this undertaking he found himself somewhat embarrassed on account of being distant from steel-works, and therefore unable to supervise the selection of samples. He found, however, a competent and willing aid in the person of E. F. Wood, M.E., chemist of the Pittsburgh Bessemer Steel Company, Limited, who has spared no pains in collecting the desired samples and furnishing drawings and descriptions of the ingots from which the samples were taken. The following are the results obtained: Ingot No. 1. This ingot was about 5 feet long and 13 X 131/4 inches at the point of fracture, which was 2 feet from the bottom. The samples

IN view of the increasing importance of sintering in the beneficiation of iron ores preparatory to their reduction in the blast furnace, the writer believes the time is opportune for an up-to-date, though brief, discussion of the general principles of sintering, as well as a discussion of some of the recent improvements and mechanical developments that have been achieved in this industry, its present trend and future possibilities. Sintering may be defined as the agglomeration of fine mineral particles into a porous mass by incipient fusion caused by heat produced by com-bustion within the mass itself. Its first successful application, in connec-tion with the treatment of lead sulphide ores, was known as blast roasting. In this process the lead ore was given a preliminary roasting in a reverber-atory furnace, then the incandescent mass was placed in a pot with a grate and an updraft was applied. It was soon discovered that much better results were obtained by cooling the ore, moistening it, and placing it upon an incandescent layer of fuel previously placed upon a grate, and then applying the updraft blast of air until the charge was converted into a more or less agglomerated mass. The fuel was sulphur and the process one of desulphurization, which was the principal result desired. The application of downdraft to blast roasting brought about tremen-dous results; the principal one of which was that an air blast of high pressure could be passed through a layer of ore deposited on a grate, or on a grate covered by a layer of coarse porous material, without disturbing the particles of which the layer is composed. The air current is compelled to filter through the pores of the charge, whereas if the same pressure applied to the top surface of the charge with downdraft were applied to the bottom of the charge with updraft, the charge would be completely blown off the grate. Another result of reversing the draft was that a flame could readily be applied to the top surface of the charge for ignit-ing purposes.

Joseph Esrey Johnson, Jr., had already achieved rare distinction as an able metallurgist, clear thinker, brilliant author, and wise consulting engineer to bankers and operators; he had achieved the essentials of a great career when dcath cut short his activities on Apr. 4, 1919, in the forty-ninth year of his age. He belonged to a family of iron blast-furnace men and mine managers. His father, Major J. E. Johnson, after serving with distinction in the Army of the North, identified himself with the iron mines and blast furnace at Longdale, Va., with which he was connected during almost his entire business life. It is significant, that, during those troublous times of reconstruction in the South, he enjoyed always the affection and respect of his neighbors and associates alike. From him his son obtained not only a thorough training in blast-furnace practice and iron mining, but great personal courage and force of character. His mother, who survives both her husband and sons, possesses rare intellectuality, humor and a tenderness and human sympathy which those who were privileged to know well J. E. Johnson, Jr., recognized beneath his exterior of aggressiveness and will power. In a recently published analysis of the qualities which characterize the world's great men, three traits stand out preeminently; viz., independence, courage, and intellectuality. Each of these characteristics J. E. Johnson, Jr., possessed in extraordinary degree. His early education was obtained under a private tutor at Longdale, and this circumstance probably enhanced a natural tendency to independence of character and individuality which, however, under the control of his unusual power of straight thinking and clear analysis never allowed him to go far astray. It has been said of him that if once he set his mind to a problem, however knotty, he scored a bull's-eye before the subject was dropped. His manner of attacking a subject involved first mastering the details of the available knowledge; then, putting this acquired information to one side, with an untrammeled mind blazing out a path of his own, so clear, so well-defined, and expressed in such simple terms that he illuminated the whole subject without distorting the original data or discussion. His two books, "Blast-furnace Construction in America" and "The Principles, Operation, and Products of the Blast Furnace, "on the iron blast furnace together form the most comprehensive, the most enlightening, and the most useful treatise on the subject ever produced in any language. But his ability did not end with the mastery and elucidation of principles enunciated by his predecessors; his own

ONE of the chief concerns of the Bethlehem Steel Co. naturally is the proper functioning of its organization. This involves the training of a continuous supply of younger men to fill the vacancies caused not only by the inevitable departure of older men, but also by the growth of existing establishment, and by expansion in new directions. It does not oper-ate a student training course with a fixed time schedule or with definite periods of rotation through the differ-ent divisions. To state the case positively, the gradu-ate's training course must operate continuously from the beginning of his employment through a long term of years. No period of weeks or months nor pair of years suffice to bring him into contact with all the com-binations needed to qualify him for the larger destiny toward which we hope he is headed. Our first step in selecting a college man is to require that he have a degree. We thus approximate the assur-ance that at least four annual siftings have reduced the chance that a non-worker may find himself in a job where work is necessary. The next step is to try to ascertain facts, from the graduate and from others who have known him at his home and in 'his college, to indi-cate whether our opportunities offer him a career that will challenge his continuing interest, and hold him to tenacious effort against all happenings. We aim to avoid knowingly bringing into our organization a man who will not develop in it enough enthusiasm to keep him happily striving. Having made our selections, we assemble the gradu-ates into a probationary observation circuit. We-put ourselves under their observation by taking them in small groups, usually of two to four men, on a circuit of every part of the Bethlehem plant, in which every manufacturing principle of our steel business is ex-emplified. The probationers work at something from day to day, with their hands if it can be arranged; otherwise in questioning, examining, and note-taking. Their observations include talks with superintendents, foremen, and workmen, the conditions under which workmen labor, apparatus, machinery, methods, design and operation of plant.

The formation of intermediate phase layers in cementation processes has been subjected to extensive qualitative investigation though to relatively little quantitative study; this work has recently been fully summarized by F. N. Rhines.' It is necessary here only to cnumerate the general conclusions drawn concerning the kinetic laws governing the growth of intermediate layers and to state what is known concerning the structural changes accompanying the generation of phase layers. I. When the intermediate phase is protective in type—i.e., when its density is less than that of the base metal, so that a continuous coating is formed and maintained—the isothermal growth of the phase follows a simple parabolic equation: X2 = kt [i] where X is the thickness of the alloy layer, k thc reaction rate constant, and t the time. The applicability of this equation to diffusion processes is tested by plotting the square of the thickness versus time, or by plotting the thickness versus the square root of time; the resultant achievement of a straight line in such a plot has been considered sufficient proof of the validity of this equation. Exceptions have been found where liquid phases are involved in the reaction, where the diffusion layer is cracked,2 and where thin semimetallic oxide and sulphide coatings are formed on metals.$ In the first two cases the thickness increases linearly with time, and in the latter it is a logarithmic function of time. 2. The rate of thickening varics with temperature according to the Arrhenius equation: k = Ae-Q/RT [2] where k is the parabolic rate constant of Eq. I, or some other rate-descriptive function, A is the action constant, e the base of natural logarithms, Q the heat of activation, R the gas constant, and T absolute temperature. This equation has been found to be generally valid except when transformations occur during reaction in either the base metal or in the reaction layer; in such instances Eq. 2 is still applicable with different values for the constants A and Q above and below the transformation temperature. 3. Ali phases that are stable at the temperature at which diffusion occurs will appear in the interdiffusion of two components. In some cases certain of the phases may be too thin to be observed and identified easily. Nonequilibrium phases have never been noted in thick reaction layers; i.e., layers of a thickness that may be discerned microscopically. The relative thickness of each phase in a diffusion layer is proportional to the concentration gradient and to the rate of diffusion in that phase.4 The reaction layers tend to have a
