MUCH progress in -blast-furnace construction and in the manufacture of firebrick for furnace linings has been made since the publication of Bulletin 130 of the U. S. Bureau of Mines on "Blast-Furnace Breakouts, Explosions and Slips, and Methods of Prevention," by F. H. Willcox in 1917. At the time of publishing this report comparatively little information was available to blast-furnace men as to the fundamental facts relating to the character of blast-furnace refractories. Some of the accepted theories of only a few years ago have been completely reversed. The mortality of blast-furnace linings used to be so great that nearly every furnace plant had one or more complete linings in the brick shed ready for use in case of a lining suddenly "going out"; it was generally accepted that a furnace could not "keep her lines" more than two or three years at best, and often a hot spot in the shell would develop, or a breakout occur in the hearth or bosh within a year or two after blowing in on a new lining. In some respects these frequent relinings were not so detrimental as to he a complete loss because they afforded opportunities to take advantage of advances in blast-furnace practice. At present the cost of relining has greatly increased, but the life of a lining has also increased. Anything less than five years on a lining is now considered a short blast.

AT the Tulsa meeting of the A. P. I., the following reso-lutions, expressive of the policy of that organization, were among those adopted: RESOLVED, That we endorse the conclusion of the Federal Oil Conservation Board in its report of September, 1926, that the prevention of the waste of gas incident to the pro-duction of oil is of paramount importance in the conserva-tion and economical production of oil, and the president of the Institute is requested to appoint a committee of seven to devise and suggest to this board, or the executive com-mittee, such measures as will enable the industry, while continuing to meet the consumption requirements for pe-troleum and its products, to conserve in its natural state such reserves of petroleum as may not then be required for consumption. RESOLVED, That the president of the Institute appoint a committee of seven to formulate and recommend to this board or its executive committee, at the earliest practicable date, a program of legislation; Federal and State, to be advocated by the Institute giving sanction and effect to agreements by oil producers for the curtailment of produc-tion in pools where and during periods when there is over-production, having for their purpose the economical and orderly production of oil.

AN OIL and gas mining lease contract, as entered A into by and between 'the lessor and the lessee, contains certain express covenants stipulating, in part at least, the exact performance thereof; it also contains certain implied covenants, among which may be included that of protection of the leased premises against drainage by the drilling of necessary offset wells. In the drilling for, and production of, oil and gas, however, it not infrequently happens that the lessee, acting in good faith, does not deem it prudent to, drill a test thereon even though the location for such test is offset by a producing well on an adjoining lease. Such conclusion, on the part of the lessee, is generally construed by the lessor as constituting a breach of the implied covenant mentioned above, and he may take proper action to secure satisfaction therefor. The action against the lessee is generally for cancellation or relinquishment of the lease, together with, or apart from, claims for damages allegedly sustained through failure to properly protect against drainage of the leased premises.

The production of lightweight aggregates in Oregon is a new industry, and, like all new enterprises, it is suffering from growing pains characterized by numerous, small operations some of which flourish for a short time and then cease altogether. Normally all industrial mineral products are produced in a highly competitive atmosphere. At the present time this condition does not exist to a very marked degree in the state because as yet producers have not saturated the constantly expanding market. This paper has been prepared with the intention of outlining very briefly the current status of the various products now being used as lightweight aggregates in Oregon. The present picture will surely change, perhaps quite radically within even a short space of time.

MANY things must be considered in coming to a decision as to what type of crushing and grinding equipment is to be used for preparing run-of-mine ore for concentration, amalgamation, flotation, or cyanidation. This paper is intended in no sense as a thorough discussion of these various factors, but rather contains a few observations based on a wide experience in the manufacture and application of milling machinery. One important governing factor is the tonnage to be dealt with. In large plants treating several thousands of tons in eight hours, a large jaw or gyratory crusher of substantial construction is standard equipment for reducing ore to 8 or 10 in. or finer. In open-pit work, using power shovels with 4- or 5-yd. dippers, a jaw crusher should have a receiving opening of 48 by 60 in., or 60 by 84 in., so that dynamite or hand sledging will not be required for breaking to a finer size before primary crushing. The coarsely broken ore is then conveyed by a belt to vibrating screens, the oversize from which is again conveyed by belts to secondary crushers having openings of 12 or 14 in., the product from which is conveyed to storage. From storage, the material goes to a finishing gyratory for reduction to 1/4 in. or finer.

LATE in 1944 a group of petroleum and coal technologists was organized in Wash¬ington under the sponsorship of the Petroleum Administration for War and the U. S. Bureau of Mines. This group, known as the Technical Oil Mission, was placed under the authority of the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff, which was then promoting the organization of other missions to be sent to Germany to obtain technical information regarding various industries in that country. The objective of the Technical Oil Mission was to obtain technical data on German production of synthetic oil from coal and all other commercial practices and research projects connected with the oil industry. The primary purpose was to obtain such data as were immediately essential to assist the war against Germany and Japan, with secondary emphasis on technical information that would assist American industry after the end of the war. Since oil-production facilities in Ger¬many and the occupied countries con¬trolled by Germany were the top targets for strategic bombing, the Technical Oil Mission was the first group under the Technical Industrial Intelligence Com¬mittee to enter Germany. A few members of the group flew to London in February 1945 and the majority of the remainder followed in March. In London they were joined by an equal number of British investigators and the combined, mission was then sent into Germany under the authority of the Combined Intelligence Objectives Subcommittee (CIOS). A sum¬mary of the more important information gained by this combined British and American mission is presented below. GERMAN OIL PRODUCTION The oil available to Germany, both natural and synthetic, and including pro¬duction from occupied countries, reached a peak in late 1943 and early 1944. Pro¬duction at this time was at the rate of 1,200,000 metric tons per month, equiva¬lent to i00,000,000 bbl. per year, or about 7 per cent of the wartime production in the United States. Of this production, 50 per cent was crude oil from Romania and Hungary, 12 per cent was crude oil from Germany itself, including Austria, 9 per cent com¬prised coal-carbonization products, that is, tar and light oil, and only the remaining 29 per cent was synthetic liquid fuel made from coal or tar. Synthetic liquid fuel made in Germany was equivalent therefore to less than 2 per cent of war¬time production of crude oil in the United States. The success of the strategic bombing campaign against German oil-production facilities is demonstrated by the fact that by September 1944 the Ploesti fields of Romania and much of the syn¬thetic oil production had been eliminated, so that the amount of oil available to the German war machine was only 25 per cent of the peak quantity mentioned above. DURING 1931 the petroleum industry has faced the most hazardous periods of its existence, caused by large potentials, overproduction, and demoralized markets. Two state governors actually resorted to the use of the militia in an effort to restore a semi-stabilized condition within the industry, to prevent waste of the states' natural resources, and to restore prices to a level that would yield the states a reasonable tax revenue. These conditions have made it necessary to put into effect most. stringent economies and have produced a spirit of cooperation between companies to an extent that never before existed. The necessity for unified action on such matters as proration and the advantages to be gained by unit operation are being realized by the oil industry as a whole. Fewer wells have been drilled and wildcat operations almost eliminated: development and operation costs have been greatly reduced and more attention is being paid to efficient recovery methods. The net work of oil pipe- lines has grown rapidly especially in the area of East Texas. The construction and operation of natural gas and gasoline pipelines into areas far distant from the source of supply has been one of the outstanding accomplishments. Refining efficiency has continued to increase and the public is being supplied with a better grade of gasoline at a lower price. The unreasonable tax which state politicians have succeeded in placing on gasoline has encouraged tax evasion and unfair competition by un- scrupulous dealers and has misled the public as to the true price of gasoline.

FOR a number of years up to the economic setback of the 1929-1931 period, the greatest proportional advances in the mineral industries in California were made among the substances in the nonmetallic groupings, particularly among the so-called industrial minerals and the salines. During the past year or two, although these have not regained the stride that marked their progress in the preceding decade, we can still record, -some new developments. California produces annually between 55 and' 60 different minerals on a commercial scale. Of these, some 40 to 45 comprise the "structural," "industrial," and "salines" materials as grouped in the reports of the State's Division of Mines. FOR nearly 100 years wire rope has been fabricated in much the same way. To the great majority of mine superintendents wire rope is just wire rope, little or no semblance of individuality or identifying characteristics. Such an impression was fairly justified until three or four years ago when a practical means was found of performing or preshaping the wires and strands. This discovery permitted a revolutionary change in wire rope manufacture. Instead of merely twisting a number of wires into a strand, then twisting several strands into a complete rope (which twisting would naturally result in great internal strain, thus reducing the resiliency and over-all efficiency of the completed rope), the preformed wires and strands were laid in place without force or twisting. The obvious result was a rope more nearly approximating mechanical perfection. The applied loads are more evenly distributed throughout the component wires and strands, thus reducing unbalanced wire stresses. This results in a higher safety factor. The fact that preformed rope will not unravel when untied at the ends proves the absence of a torsional stress that exists in ordinary rope. A greater useful allowable stress in the wires is therefore possible in actual operating service.

WHEN so many statements are being made relative to the requirements of zinc metal, it is difficult for some of us who are acquainted with the industry to visualize how it is possible to step up production so as to supply some of the fantastic requirement figures that are published from time to time. I shall attempt to approach this subject from the standpoint of existing conditions which affect production, also keeping in mind the price ceiling under which the industry operates. Total production of primary and secondary zinc in the United States for 1941 will be about 878,000 tons, to which should be added about 36,000 tons of Mexican slab zinc available for consumption or export from the United States, giving a total available of 914,000 tons. Production of slab zinc of all grades in 1942 should be 953,000 tons. Adding the available Mexican supply should bring the total to 989,000 tons.

An aerial magnetometer survey was carried out by the author's geophysical organization over the Vredefort dome, where Witwatersrand beds are wrapped around a granite plug 25 to 30 miles in diameter. The well- known magnetic shales of the Lower Witwatersrand system (to be referred to as LWW) give strong negative anomalies over the out-cropping portion of the dome. This is unusual as these same shales -cause positive anomalies over large areas near Johannesburg and along a strike of 130 miles between the East Rand and Klerksdorp. It is suggested that the negative polarization is caused by heat and stresses connected with the doming. This negative polarization of sedimentary beds, which usually cause positive anomalies, is a good example of how "magnetic lows" can be caused by "structural highs." Significant magnetic anomalies should be tested by gravity and seismic methods irrespective of the sign of the anomalies.

IN DECEMBER, 1934, the joint Committee on Fuel Values, of the American Institute of Minim and Metallurgical Engineers and the American Society of Mechanical Engineers, submitted a preliminary report, which briefly stated its conclusion that it was not possible to devise any formula for the valuation of coal, based upon the various physical and chemical properties, that would be generally applicable. That report also listed those chemical and physical properties of coal that are generally recognized to have some effect on its use in steam plants, and those physical characteristics of steam plants which affect, in one way or another the relative importance of the properties of coal used in them. Since then, the Committee has considered and discussed in greater detail the interrelationship of the properties of coal and plant characteristics. The conclusions of the Committee are summarized below, with certain recommendations regarding engineering procedure, which will promote the collection of more easily correlated observations with respect to this subject, and thus advance more rapidly the accumulation of data capable of general application.

W. J. Parton—Those operators faced with the problem of treating fine coal whether in bituminous or anthracite will find this paper most timely. I would like to take this opportunity of discussing Mr. Schiffman's paper and at the same time express certain views relating to our Tamaqua plant. I would like to ask the author what type of impeller and diffuser is used in the Denver cells? Screen analysis of products from individual cells indicate that coarser material resists flotation and only floats after greater retention time in the last few cells. Also, the need for a scavenger screen to reclaim non-floated coal particles further stresses this point. I have always felt that more efficient means of cleaning coal between 10-mesh and 28-mesh existed than flotation. Reagent and power costs are high for the flotation process. When floating +28-mesh particles, cell capacity is lowered and some of the particles are lost with the refuse. The Tamaqua plant of the Lehigh Navigation Coal Co. floats —28-mesh coal and capacity of recoverable coal is 40 tph for 1800 cu ft of Denver cells; or 0.05 tons per cu ft of cell. At Kimberly 7.75 tph for 600 cu ft of cell gives 0.013 ton per cu ft of cell. At Bessie 14 tph for 800 cu ft of cell gives 0.017 tons per cu ft of cell. It would be appreciated if the author would comment on what he feels is the upper size limit of particle to attain most efficient utilization of the flotation process. The dewatering screw is a very interesting development since it offers a simple way to prepare coal sludge for more complete clewatering by drainage or mechanical dewatering on screen or filters. In other words it could be used to accomplish the same thing as a thickener tank. I would appreciate having the author's comment on how he thinks such a screw dewaterer would work on a froth.* The process as used in floating coal at the Bessie and Kimberly plants may be referred to as more of a bulk oil float in contrast to a froth flotation process. Experiments on increasing capacity of cells is most interesting since we are going through such an experi- mental period at the present time. Recently a double overflow was installed on our No. 30 Denver cells. So far results are not conclusive. In reviewing this paper the following comments are made pertaining to investigation of methods for increasing capacity: Supercharging: Supercharged air in matte flotation or for that matter the use of the normal amount of air drawn in by the impeller would in all probability cause such an aeration in the cell as to destroy the buoyant effect given to the coal particles by the excessive amount of kerosine used. In other words, air creates an agitation zone throughout the cell, creating a boiling and thereby giving a lower recovery in the cell. It would be interesting to know whether the 7 pct increase in recovery was with no air being admitted to the stand pipe. Changing Impeller Speed: The speed of a receded disc impeller for a No. 30 cell as recommended by the Denver Equipment Co. is, I believe, approximately 250 rpm. At this speed and using supercharged air in excess of 8-oz pressure, we have observed a boiling action in the cells. In our flotation we endeavor to obtain some degree of froth flotation using pine oil as a frother. The boiling action as caused by increasing the amount of air added to the cells is detrimental to recovery in froth flotation. It is our belief that to obtain increased recovery from a cell in froth flotation, additional air must be introduced but at the same time this air must be dispersed throughout the pulp in the form of small bubbles and this can only be done by increasing the speed of the impeller. Therefore, if Mr. Schiffman decreased the speed of the No. 30 impellers and at the same time continued to use supercharged air, the boiling action may have been increased because larger bubbles developed. The lower recovery as reported could be due to this factor. Decreasing the impeller speed will definitely decrease the power consumed but may have other disadvantages. First, we believe it will permit "sanding" in the cell and this in our opinion will increase the wear on the impeller and diffuser, especially so, if there is pyrite and/or sand present in the feed. "Sanding" in the cell when air is used, as in froth flotation, will effect the dispersion of this air and cause boiling.

ELASTIC constants of yttrium and eleven of the rare earth elements have been measured. This has been accomplished by measuring the propagation velocities of ultrasonic pulses. The velocity measurements were made by noting the elapsed time between an applied pulse and the appearance of successive echoes. The pulse-echo technique has become relatively common, and the basis of the measurement is outlined in several standard tests, e.g., Heuter and Bolt.1 Two important assumptions are made when using this method for the determination of elastic moduli. First, the pulse is assumed to propagate as a plane wave. To justify this assumption, the cross section of the test specimen should be large compared to the wave length of the transmitted pulse. For these measurements on the rare earth elements the minimum cross section wave length ratio was about 20. A second assumption which must be made when using polycrystalline specimens is that the grains are sufficiently numerous and randomly oriented so that the specimen may be approximated as elasti-cally isotopic. The grain size in the as-cast specimens which were used is believed to be sufficiently fine for this approximation, and the degree of preferred orientation is believed to be small. Supporting this viewpoint is the fact that elasticity measurements by the pulse-echo technique on as-cast specimens of other metals give results which are in satisfactory agreement with values obtained by other techniques. Hence, it is believed that the measured elasticity values for the rare earth elements are not apt to be seriously in error due to the assumption of elastic isotopy. The apparatus used in this determination was a modified Sperry Reflectoscope with a precisely calibrated time base circuit. Piezoelectric transducers were used both to generate the pulse and to detect the echoes. X-cut quartz crystals were used for the longitudinal modes, and Y-cut quartz crystals were used for the shear modes. Frequencies of 2.25 and 5 megacycles per sec were employed. Most of the specimens were 2.5 to 5.0 cm in length. Results Table I is a tabulation of the measured propagation velocities of longitudinal waves and of shear waves, together with densities obtained by Sped- ding, Daane, and Herrmann2 from lattice parameter measurements. The shear modulus, Poisson's ratio, and Young's modulus were calculated from the data in Table I through use of the following relationships: µ = pv32 [1] s=2-(vb/vs)2/2[1-(vb/vs)2] [2] and Y= 2µ(l+s) [3] where s is the shear modulus, Y is the Young's modulus, s is Poisson's ratio, p is the density, V0 is the longitudinal wave velocity, and v, is the shear wave velocity. The calculated quantities are shown in Table 11. Compressibility values can be computed from the relationship and the computed values may be compared with measured values obtained by Bridgman.8 Table III lists the data for such a comparison. The agreement is satisfactory, being particularly good for neodymi- um and gadolinium, poor for samarium, and intermediate for the other elements. Some variation is expected since Bridgman's measurements are isothermal, whereas the present measurements are adiabatic. In addition there may be some effect due to small variations in purity. Though most of the rare earth metals measured by Bridgman and all of the metals used in the present measurements were prepared at this laboratory, minor purity variations might exist since the samples came from different lots. Also, any imperfections such as dislocations, vacancies, voids, grain boundaries, microcracks, etc., should contribute to the volume change of a com-

The competitive position of producers of industrial minerals depends upon the delivered price of their product. Freight charges are a major factor in the sales to consumers.
