AMONG the problems confronting the mining engineer in Mexico in recent years, labor conflicts have come to occupy s prominent place. Each day they have become more serious and frequently have caused- the ruin of companies. It is therefore necessary for the engineer to understand the Federal Labor Law, the rights and obligations of companies and of their workmen, and the reasons for conflicts; to keep in mind the expense which may be caused companies; and to endeavor to avoid difficulties as far as possible. Our labor legislation is primarily to protect the workman and the constant tendency of the tribunals, including the Supreme Court of Justice, is to support the work- man in his demands against employer$, even at times granting him more than he asks, with no limit other than the economic capacity of the company to com-

The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

Roof bolts are the primary means of supplemental support in coal mines and are widely used in other mines. Presently, post installation loads are measured infrequently on only about 10% of the bolts by using standard torque wrenches that limit accuracy to about ± 30%. Because mine roof bolts are long, slender, non-uniformly sized, roughly forged, placed in a difficult environment, and subject to severe bending on installation, researchers have been unable to use ultrasonic reflection techniques to measure strain. A complete measurement system has now been assembled by the US Bureau of Mines, Denver Research Center. Obstacles such as bolt preparation, transducer mounting, reliable reflection, and calibration have been dealt with. The seemingly simple concept of measuring the time of flight of an ultrasonic pulse to a reflector is actually complex due to the need to measure to 0.0025 mm (0.0001 in.) accuracy, the sensitivity of velocity to temperature, and stress, and the stability required to make measurements over several years.

Of the numerous methods that have been tested or considered for the beneficiation of low-grade iron ores, this article deals only with proven flowsheets that are adopted in plants in operation or which have been reliably pilot-plant tested. Several recommended layouts are described and discussed. They illustrate recent trends and embody improvements and new features that have resulted from the experience acquired in the operation of the plants already in service. They have been developed, in the last few years, in the course of designing several iron ore beneficiation plants of various types and sizes. Some of the design features in the layouts which are submitted represent, in some respects, personal views and may not meet the full approval of others in this field. It is hoped that this presentation will provide an opportunity for constructive discussion of the problems involved and of suitable solutions.

By substituting photoelectric automatic car loading for mechanically induced hydraulic automatic loading and by protecting the process against operational failures, the engineering staff at International Minerals & Chemical Corp.'s Carlsbad potash mine has developed a reliable loading process that operates without an attendant. The photoelectric control, developed primarily because of frequent failures in the hydraulic control system, has not changed the basic loading operation and physical layout. Mine-run ore ranging in size from minus 200 mesh to 30-in. lumps is dumped onto a conveyor belt which discharges into a so-called "flop gate chute" which in turn, feeds the ore into six-ton capacity mine cars. Each car is filled progressively by moving the entire trip forward. When a car is filled 12 in. above its rim, the direction of flow into the car is reversed 180º and filling of the next car back is begun while the entire trip is moved forward again. Once the next car is properly spotted under the front chute, the flow is again directed to the forward position.

Enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969) has placed new responsibilities on the mining industry. The new law, aimed at eventually solving the problem of pneumoconiosis, sets new respirable dust standards at 2 mg per cu m. Techniques employed to date have been shown to lack total effectiveness in meeting the prescribed standards. Since it is possible that even the new standards will eventually have to be lowered to effectively attack the medical problem, the need for new and more reliable methods of assuring clean respirable air will intensity. This paper presents, in a preliminary manner, both the present technical capability and growth potential of cryogenic technology for supplying miners with clean breathing air. Work with two sizes of prototype supplied-air (cryogenic-liquid) respiratiors in Union Carbide's Fawn Coal mine, will be described. Other potentially fabricable systems will be discussed and a preliminary assessment made of the potential cost of introducing cryogenic air breathing systems in coal mine service.

COLUMBIA-SOUTHERN'S Barberton limestone mine, 8 miles southwest of Akron, Ohio, is a million-ton-per-year producer from a depth of over 2200 ft in a district where other underground mining at this depth is unknown. Mining extracts 46 of the top 51 ft from a formation of Devonian limestone discovered by drilling in the 1890's. The same drilling revealed extensive salt deposits below the lime- stone, which led to the location of the chemical plant at Barberton as a division of the Pittsburgh Plate Glass Co. in 1899. Soda ash was the principal product of the plant, and as production increased the demand for limestone increased. Columbia's first attempt to secure a reliable all-weather source of stone was the development of a quarry at Zanesville, Ohio, in 1919. Zanesville production eliminated some of the stock- piling required by the use of Michigan stone, avail- able only during the lake shipping season. Stone from some Zanesville horizons, however, was found to be more suitable for cement production than for soda ash, and rail transportation remained an important factor. As demand continued to increase, plans were made to develop the Barberton deposit.

The emergence of the dragline as the dominant stripping tool is described and reasons for this are noted. Brief comparisons are made with stripping shovels and wheel excavators. Representative output and machine availability figures for draglines are presented. The effect of changes in machine parameters such as boom length, swing power, and hoist power on machine productivity are discussed. An analysis of machine availability and the causes of machine downtime is made. Measures which are being taken to improve machine availability are discussed in detail. These include (1) improved methods of structural analysis, standardization of welded joints and welding methods to increase structural reliability and to develop more efficient structural designs, (2) standardization of gearing and mechanical componentry to permit the use of proven designs, (3) review of fairlead design and bucket hardware to improve rope life and reduce downtime, and (4) modifications to reduce maintenance time. The General Electric Data Logging system is described and consideration given to its use as a tool for improving productivity. Areas for future improvements in productivity are discussed.

In planning and designing of underground excavations and construction, it is of considerable importance that the stresses and displacements in the rock mass subjected to arbitrary sequences of unloading and loading be within allowable limits. For determination of the stress and displacement fields, the usual approach is to treat the rock as an elastic material and to apply the principles of the theory of elasticity. However, analytic solutions are available only for a limited class of problems of simple geometry and idealized material properties. Nonhomogeneity and anisotropy of material coupled with complex geometrical configuration and initial stress fields that are almost always preexistent in rock masses at great depths, render the problem intractable by analytical methods. Approximate solution techniques using numerical procedures have, therefore, to be resorted to. The finite element method as applied to plane stress analysis was introduced by Clough.1 It has developed into a powerful tool for the analysis of various field problems in structural and continuum mechanics. The method is well documented in the literature2-6 and, therefore, its historical development will not be discussed here. Wilson's analysis of the plane stress/strain problem has found extensive use in the area of soil and rock mechanics including stresses around underground openings; stresses and displacements in dams, foundations, etc.7-11 In his analysis of the axisymmetric solid,3 Wilson proposed a procedure to allow for certain cases of nonlinear material properties. In the study 208 heavy mineral concentrates (pan samples) from Jameson Land, East Greenland, are considered. Each concentrate has been analysed (by spectroscopy) for the content of (approx.) 25 elements. Furthermore the exact sampling position and the geological characteristics of the environment have been registered. In the study is shown how different multivariate methods combined with geological knowledge of the area can be used in the interpretation and classification of the data. Special emphasis is put on the problem of finding reliable expressions for the background level of the element concentrations in the area. This is done by means of severel discrimination procedures. The other main subject is a demonstration of the applicability of isoscore maps - originating from factor analyses - in the evaluation of the co-variability of the data, and thus give another way of classifying the individual samples according to the content of different elements.
