ECOLOGICAL CONSIDERATIONS IN CYANIDATION PLANT PRACTICES Ecological controls of tailing storage pond effluents are mainly concerned with mercury and residual cyanide and are critical problems for gold and silver recovery plant operators. For example, mercury for direct amalgamation of gold ore was used at Homestake until 1970 when the Federal Government acted to prevent further use thereby forcing the abandonment of this practice. However, mercury is still used at Homestake, in South Africa, and also in some Philippine and Canadian cyanide plants for barrel amalgamation of free gold gravity concentrates. The amount of mercury involved in South African practice is about 150 ounces for every 100,000 tons of ore milled and which reaches the tailings ponds. In South Africa, it is obligatory that no pond effluent be discharged beyond the mining property boundaries and waters containing mercury and cyanide must be evaporated either on the tailings pond or in specially constructed evaporation dams. In some cyanide plants such as Carlin and Cortez in the United States, all supernatant solution from the tailings ponds are returned to the plant for reuse. When all solution cannot be reused, the excess may be evaporated in shallow ponds, or by spray systems inside of the tailings dam. Such plant reuse of tailings effluent depends strictly upon the degree of contamination or "fouling" of the barren solution and tailing water with cyanicides. Foul solutions that cannot be returned from the tailings pond may be effectively cleaned up by cyanide regeneration. Cyanogens in plant solutions exist chiefly as free alkali cyanides, as zinc and copper double cyanides, as sulphocyanides, and as ferrocyanides. From the free cyanides and zinc double cyanides, substantially complete recovery of the cyanogen is easily effected. Part of the cyanogen combined with copper is also recovered; regeneration of the remainder with the cyanogen existing as sulphocyanide and ferrocyanides requires special treatment. At this stage, it would be generally more practical to eliminate the remaining cyanogen by chlorination. Ecologists have also been concerned with pollution of ground waters from cyanidation plant tailings. An accute problem is solution seepage down stream from tailings dams and strict attention to prevent or collect any seepage is a real necessity. The tolerance levels of the total cyanide content in potable water set by several U. S. and State health agencies are 10 ppb, and 20 ppb discharged into ground waters. The cyanide content so established is, strangely enough, based on the survival tolerance of fingerling trout. Decanted waste water from tailings dams may be effectively treated by the use of alkaline chlorination for the purpose of destroying all cyanide compounds. The alkaline hypochlorite used to oxidize the cyanide to cyanate is applied as such or generated within the waste solution by adding caustic (NaOH) and chlorine gas. A second chemical reaction involves complete destruction of the sodium cyanate.

The general location of the orebodies and workings is illustrated by the vertical projection of orebodies of the district as shown in Fig. 1. The Uncle Sam, Southwest, and Czar workings have many connections to the surface through raises and extensive cracks that were caused by moving ground. These divisions are cool and are ventilated entirely by natural means. The Holbrook is ventilated partly by natural and partly by artificial ventilation, while the Spray, Gardner, Lowell; and Sacramento are ventilated entirely by mechanical means. In some of the divisions mentioned above a considerable quantity of air exhausts through shafts of adjoining properties.

It has been established' that vanadium exhibits a ductile to brittle transition temperature which increases with increasing hydrogen content. Optical microscopic examination at room temperature revealed no evidence of hydride precipitate in fractured specimens containing 100 ppm H, but hydrides were present in samples with 800 ppm H. More recently2 the strain rate and temperature dependences of the ductility drop in vanadium containing 6 ppm H were reported. It was argued that the ductile-brittle transition, while dependent on the presence of hydrogen, probably could not be explained by the precipitation of hydride. The bases of the argument were that 6 ppm H would not produce sufficient hydride to alter the ductility to the extent observed and no visual evidence of hydride was obtained. However, the data were not sufficient in these investigations 1,2 to define accurately the ductile-brittle transition temperature. Also, no information was available concerning the terminal solubility of hydrogen in vanadium at the low concentrations employed. westlake 3 has studied the electrical resistivity of vanadium at several hydrogen concentrations. He was able to detect the precipitation of hydride and to extend the hydrogen solvus to the composition and temperature range pertinent to the observed ductile-brittle transition behavior, Westlake compared his

Meetings of this committee were held at the Institute headquarters on April 18, May 2 and 15, and June 19. At the meeting of June 19, the Secretary reported that letters of invitation to apply for membership in the Institute had been sent to all the alumni of the School of Mines of Columbia University and also to all State Mine Inspectors and their deputies. He also reported the securing of lists of the alumni of the Harvard Engineering Schools, and of the Mining Schools at Houghton, Mich. ; Butte, Mont. ; State College, Pa.. ; Seattle, Wash.; Fayetteville, Ark. Laramie, Wyo.; Montreal, Canada, and Worcester and Rensselaer Polytechnic Institutes. Arrangements were made to invite all these to join the Institute. It. was suggested that a member of the Institute resident in Australia be appointed to this Committee, also one from Japan. Attention of the members of the Committee was drawn to the fact that letters requesting others to join the Institute will be written in the offices of the Institute if desired. Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

Iraq Petroleum Co. together have produced more than 2,000,000 bbl. from all areas since 1927, most has been returned to the reservoir through the wells. Iraq Petroleum Company's small skimming plant at kirkuk supplies its operating requirements. Drilling Operations The Iraq Petroleum Co., since 1930, has discontinued exploratory drilling and concentrated on the exploitation of the Kirkrik field preparatory to filling its 84,000 bbl. pipe line. Drilling operations are on schedule and the I.P.C. expects to have its initial producing wells ready to turn into the line by April of this year. The Mosul Oil Fields Ltd., holding company of all the shares in the British Oil Development Co., after acquiring the "West Tigris Concession" in May, 1932, has completed a geological survey of its 46,000 square miles and is entering upon an exploratory drilling program with three cable-tool rigs. Petroleum in Iraq Transferred Territories in 1933* The Khanaqin Oil Co., which operates the Naft Khaneh field in the so-called Transferred Territories, has continued to supply the Iraq market with petroleum products during the period under review. The subject article is an excellent comparison between two potential oxidants, molecular oxygen and hydrogen peroxide, as used in the Palangana field at the time of the trials. The tests showed no advantage to using hydrogen peroxide; however, it would be unwise to generalize that the experience in these trials was universally true. During the time of the work cited, extremely high levels of an unusual impurity were recycling in the lixiviant, which substance was a catastrophically destructive catalyst for peroxide. Since this material was not removed before recycle, it was not surprising that much of the peroxide fed was decomposing in the feed piping and never made contact with the uranium mineralization. Under these conditions, indeed, peroxide showed no improvement over oxygen. This is, however, perhaps the most adverse environment encountered to date in US in-situ uranium leaching. In other operations, peroxide has proved advantageous where two factors have been exploited: 1.Despite the tendency for Hz02 to decompose to water and oxygen in the in-situ leach environment, its higher redox potential before decomposition has provided higher leach rates. In some formulations, overloading beyond the O2 saturation equivalent with peroxide has allowed higher oxidant levels, and higher leaching rates, when overloading with molecular O2, led to vapor-locking.

A PERUSAL of the most recent literature on the subject of hydrocarbons reveals that one point seems, to have been neglected by the various theories; that is, the influence of the bed-rock on the accumulation and distribution of oil and gas. This can be seen from the following statement of the principles of the most accepted theories. ANTICLINAL THEORY The anticlinal theory claims that the accumulation of the hydro-carbons in deposits of commercial importance was brought about by the gravity of the hydrocarbons, the oil and gas being forced to the top of the porous stratum by the difference of the specific gravity of the hydro-carbons and the water. The principal factors toward the accumulation were the general stratigraphic condition of the rocks, their texture and porosity, and their water content. This theory advocated the preexistence of structural deformation as the basis of the motion of gravity, thus implying the principle that the forces that have caused the deformation have had no influence on the movement of the hydrocarbons. STRUCTURAL THEORY According to the structural theory, the accumulation is due, chiefly, to the structure of the subsurface rocks and differs from the anticlinal theory, mainly, in not considering that the motion of the liquids have been caused by the force of gravity.

GEORGE K. BURGESS,* Washington, D. C. (written discussiont).-Professor Sauveur refers to the International Aircraft Standards Board in terns that would indicate his non-familiarity with, the organization and the working of this Board which, of course, is excusable on account of Professor Sauveur's absence in Europe at the time. He implies .that the work of this Board was entirely dominated by American interests, whereas diametrically the opposite was the case. The Board, was organized for the purpose of facilitating purchase in the United States, on the basis of common specifications, by the Allied air, services in the United States, and the Board performed a very valuable service in unify-ing the specifications of Italy, Great Britain, France, Canada, and the United States for such purposes. The proceedings of the Board were car-ried out on the basis of unanimous agreement of the representatives of the five countries and all the members from each of the countries were technical specialists or, had the advice of technical assistants. It would be difficult to find an instance of greater unity of purpose, readiness to' compromise, and efficient production than was shown by this Board, which produced seventy-eight specifications, in the preparation of which representative American manufacturers appeared before the Board.

THE tensile and notch tensile ductile-to-brittle transition characteristics of several refractory metals and alloys have been well documented.1-3 Electron-beam melted tantalum and columbium have been shown to retain excellent ductility at very low temperatures. Some indications of brittle behavior (low ductility and cleavage fracture) were observed with columbium tested at -253oC, but no similar effects were noticed with tantalum. Increasing the interstitial oxygen content in these two materials resulted in the detection of indications of brittle behavior at higher temperatures, although good ductility was retained in both bases at -196°C when they contained about 1 at. pet 0. Detailed descriptions of the impact transition behavior of these two materials at various purity levels have not been available. This technical note describes the effect of interstitial oxygen on the impact properties of wrought, fibered tantalum and columbium and compares the transition behavior to the previously determined tensile transition characteristics. Tantalum and columbium impact specimens with three different interstitial oxygen levels indicated in Table I were tested at temperatures ranging from -196o to 300°C. Oxygen additions were made to 1/2-in.-diam bars of electron-beam melted material in a Seiverts Apparatus. The purpose of this paper is to invite attention away from the obvious. direct monetary costs of oil-field overdevelopment (as distinguished from "social costs") to a consideration of the role played by the exercise of freedom to create even allegedly excessive1 plant facilities in contributing to the maintenance of equilibrium in the wholc economy and in promoting material progress. The obvious and most commonly discussed effect of overdevelopment of oil fields is illustrated by the allegation that already the excessive development of the East Texas field has cost upward of $162,000,000;2 in other words, the drilling of 12,500 wells more than the number estimated as the requirement for economical recovery of the reserve has unnecessarily raised the total cost of development that amount. Many other illustrations of so-called excessive development of oil pools could be presented. Some of them, like Cushing, Powell and Long Beach, might be drawn from the era antedating widespread discussion in the trade of such matters as optimum well spacing, reservoir energy, the conservation rate of depletion of reserves, etc. Numerous other cases can he found in the records of the current era, which began with the introduction of rationalized restriction of production. Besides East Texas, there may be mentioned Oklahoma City, Centralia and. more recently, the town-lot development of Bloomingdale, Michigan.

The Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting with this report the first of a series of cost comparisons which it plans to present the Institute. The plan is to assemble maintenance cost on all equipment connected with mechanical operations at the face of coal mines, to arrange these costs by districts, to make comparisons between districts, and within districts. This particular report covers data with respect to mobile loading machines, including both "on-track" and "off-track" equipment. It is anticipated—in fact, considerable data have already been accumulated—that next year complete maintenance costs by districts can he presented for complete loading units, including the various classes and combinations of on-track and off-track equipment. Data have also been collected with respect to some phases of maintenance methods and certain recommendations of the committee are included dealing with maintenance problems. In the assembly of these data more than 120 questionnaires were sent to operating companies throughout the United States. At the time the report was written 33 questionnaires had been returned with completed information and an additional group of companies had written that the information requested was not at present available but that they hoped to have such information available in the not far distant future. The first production on the Island of Trinidad was discovered 29 years ago; 13,275 acres were proved for oil and gas to the end of 1937, and 145,076,700 bbl. was produced from 2661 wells, or 10,928 bbl per acre. The production of oil in 1936 was 13,237,030 bbl. and in 1937 a new peak of 15,498,350 bbl. was reached. During November 1937, the daily average production was 43,350 bbl., or 35 bbl. per well, while the maximum gas production was 45 million cubic feet daily. Two hundred fifty wells were completed during 1937 and 15 abandoned. At the end of last year, 800 wells had been temporarily shut down, 1235 were producing oil and gas, and 2 were producing gas only. Six hundred seventy-nine dry wells had been drilled to the end of 1937. At the end of November 1937, the following oil-producing methods were in use: 395 wells flowing, 491 pumping, 97 on air-gas lift and 252 wells miscellaneous. There were no flooding operations. The oil is produced from the Miocene and Eocene and is of both asphalt and paraffin base. The gas produced averaged approximately 1050 B.t.u. per cu. ft. with 0.8 gal. of gasoline per 1000 cubic feet.

The often-heard question "How can we interest young geologists and engineers in AIME?" is virtually the same as "How can we interest young geologists and engineers in the glamorous mining industry?" Many persons would reply that AIME and industry should improve their image by various devices aimed at high school students and teachers, boy scouts, and even grade school children. For more immediate results, I suggest that we concentrate our efforts at the professional level on students already identified as geol¬ogists and engineers. Why does our glamorous profession appear distinctly unglamorous to most of the engineers and geologists currently in college and graduate school? The answers seem quite simple to me. First, the profession talks almost exclusively to itself, seldom to the engineering or geologic public, and almost never to the lay public. Second, the industry has been overly conservative in all aspects of recruiting during an especially competitive and affluent period. Consequently, mining has taken a terrific public drubbing from preservationists who still portray its leaders as robber barons. SME and AIME have, of course, various commendable programs for enticing student interest, including student membership, the low dues for this membership, the somewhat reduced prices at which students can attend AIME meetings and buy AIME volumes, and the large number of AIME Student chapters on campuses. Obviously, more active encouragements are needed.

Since the blast Fired August 15th, 1878, which was described by Mr. Clark," and up to November, 1881, we have fired three smaller blasts, one in the southwest corner of the quarry and two in the buttress of rock left standing by the first blast near the mouth of the main gangway. We intended to keep an exact account of the stone thrown down by each blast, but the large quantity required by the furnaces since the beginning of 1879, and the time taken up by more important matters, have caused this to he neglected, so that it is not possible to separate exactly the cost and quantity of stone obtained during this time by the old method from that furnished by the large blasts; yet as the latter quantity has been much greater than the former, some notion of the value of the large-blast plan may be reached by comparing the figures from September, 1878, to November, 1881, with those for times when the old system was exclusively used. Since 1878 wages have been raised, lowered, and again raised, and to get a year of sufficiently large production for fair comparison it is necessary to go back to that ending April, 1872, when wage? and supplies were different from present prices and from those of 1878,.

Recently, Green reported some high-temperature, 0.60 to 0.89 T3, creep results on unalloyed tantalum. From his study he determined an activation energy of 114 kcal per mole for steady-state creep using the T, differential-temperature method25 for testing. He accounted for the difference between this value and 110 kcal per mole for self-diffusion by the temperature dependence of the elastic modulus, 4 kcal per mole. This reported activation energy is in apparent disagreement with that which can be determined from Green's isothermal data, which we have plotted as log creep rate vs 1/T in Fig. 15. From this figure, it appears that there are two activation energies of -185 kcal per mole at the higher temperatures and -75 kcal per mole at the lower temperatures. It is not obvious that the data can be fitted to a straight line corresponding to an activation energy of 114 kcal per mole. One is led to two possible conclusions regarding Green's study: there are two discrete processes controlling the creep rate from 0.60 to 0.89 Tm or the apparent activation energy is not discrete but continuously increases with increasing temperature. The former speculation would be in closer agreement with the high-temperature creep behavior of tungsten.28 The apparent disagreement between the activation energies determined by the AT and isothermal methods certainly suggests that further study on the high-temperature creep of tantalum is needed.
