In the early 1950's fishermen and their families around Minamata Bay in Japan were stricken with a mysterious neurological illness. The Minamata disease, as it came to be called, produced progressive weakening of the muscles, loss of vision, impairment of other cerebral functions, eventual paralysis and in some cases coma and death. The victims suffered structural injury to the brain. Minamata seabirds and household cats which, like the fishermen, subsist mainly on fish, showed signs of the same disease. This led to the discovery of high concentrations of mercury compounds in fish and shellfish taken from the bay, and the source of the mercury was traced to the effluent from a factory. Since then there have been other alarming incidents. In 1956 and 1960 outbreaks of mercurial poisoning involving hundreds of persons took place in Iraq, where farmers who had received grain seed treated with mercurial fungicides ate the seed instead of planting it. Similar outbreaks occurred in Pakistan and in Guatemala. In Sweden, game birds and other wildlife, apparently poisoned by mercury-treated seeds, began to be noticed in 1960. The Swedish Medical Board in 1967 banned the sale of fish from 40 lakes and rivers after it was found that fish caught in those waters contained high concentrations of methyl mercury. In 1970 alarm rose in North America. Following the discovery of mercury concentrations in fish in Lake Saint Clair by an investigator working in Canada, restrictions on fishing and the sale of fish were imposed in many areas in the U.S. and Canada. Government agencies in both countries began to take action to control the discharge of mercury-containing wastes into lakes and streams.

IN spite of considerable study,1-5 the nature of slime coatings in flotation is still not completely understood. However, phenomena that control flocculation and dispersion of colloidal systems are now interpreted in terms of electrical double layers."' Colloids will flocculate even though the particles carry the same charge, but when two dispersed colloids of opposite charge are mixed, flocculation ensues even more rapidly. Analogous phenomena seem responsible for slime coating on minerals in flotation systems. To shed new light on the issue it was considered desirable to devise a tool that would measure slime coatings. The usual method has been to examine photographs of presumably representative surfaces, after an intervening washing in running water. But such an examination is non-quantitative, and the changes in chemical environment represented by the washing may have removed the slime coatings that existed during flotation. To provide the possibility for a correlation with electrical double layer phenomena, the experiments were made with quartz, corundum, and iron oxide, for which electrokinetic data are available.8-12 Since the properties of the electrical double layers of these oxides depend on the pH of the solution, pH will be the most important variable. Furthermore, because the zero point of charge for silica, iron oxide, and alumina occurs at pH 3.7, 8, and 9.5, respectively, the relative charge on the slime and mineral can be changed over wide ranges. Because of its practical importance in quartz flotation, iron oxide powder was chosen as the slime. Also, its uniform composition, contrasting color, and ease of analysis make experimentation simple.

I AM very much impressed by this manifestation of international brotherhood; the mining engineers on both sides of the ocean have similar subjects to deal with, meet with the same difficulties, expose themselves sometimes to similar dangers; they are like companions in arms in the battle fought by mankind in order to subjugate the natural forces and to draw profit therefrom. There is no other field where this fraternity must manifest itself more actively than in the studies pursued with a view to improving the safety of mines and to rendering impossible in the future these mining disasters, which every year claim hundreds of victims. These are very difficult problems, the solution of which requires numerous and laborious experiments accompanied by very arduous scientific investigations; it is extremely desirable that the various mining countries, which have undertaken to solve these difficult problems, should unite their efforts in order to succeed as soon as possible and as well as possible. This idea has been fully grasped by your Bureau of Mines, which has brought me to Pittsburg; the daily exchange of views with the distinguished chief of-the mine investigation division, George S. Rice, and with his excellent collaborators, the comparison of the results obtained at Lievin and Bruceton, the checking of these results by means of new tests, the profound study of the measurements, diagrams, measuring and laboratory apparatus, the cooperative investigation of new apparatus, or the preparation of new investigations, are, I hope, of such a nature as to bring about great progress. I think that it will be interesting to you to know what has been done in France along this line.

For some years the Du Pont Company has utilized computer calculations to study the various theoretical properties of explosives. These studies have yielded valuable information on the effects of density changes or formulation changes on detonation rate, detonation pressure, explosion pressure, heat of explosion and numerous other properties, and have aided in evaluating the theoretical potential of explosives. In addition, a multitude of laboratory tests have been utilized for the evaluation of explosives. When comparing the computer data and the voluminous test data it became evident that numerous anomalies existed. Tests in rock were required to study explosives under borehole confinement. This fact was further emphasized after numerous field measurements showed that the borehole velocity of commercial explosives did not match the theoretical value but was dependent on conditions of field use. Since we are interested in the practical aspects of blasting, a program was initiated to evaluate explosives as used in commercial blasting. INSTRUMENTATION Most of you are familiar with the extensive work that has been done by the U. S. Bureau of Mines in their studies of strain measurements in rock. Early in our work we adopted procedures similar to those used by the Bureau of Mines. Strain pulses were measured by gages cemented in boreholes. Since we were primarily interested in the effect of explosives in the zone where fracture might occur, this system offered several disadvantages for Du Pont: 1. Cemented gages were expensive and not reusable. 2. When gage holes were used for several shots, there was considerable question as to the condition of the rock after the first shot.

The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification. The, taking away of the administration of the railroads from labor and restoration to the State.

During 1931 Peru maintained its position as the ninth oil-producing country of the world, with an output somewhat greater than that of Trinidad and Argentina, and considerably less than for Colombia and Mexico. Outside of the three old producing fields, there was little or no activity of importance; no new areas were brought in and no extensive wildcat drilling was done. On the other hand, the old fields continued to produce at a rate only slightly below normal and such restriction as existed may be attributed to market and not to field conditions. Political disturbances during the spring led to several strikes in the field, causing temporary suspension of activities there. However, such troubles were of short duration and no permanent loss of production was sustained. The production in barrels during the past three years for the three coastal fields of Peru has been as follows: The oil industry in Peru is relatively old; 29 wells were drilled in the Negritos area between 1888 and 1898. Prior to 1900 the production was relatively insignificant but from 1900 until 1929, it has slowly but steadily increased to a maximum annual production of over 13,000,000 bbl. The potential production of the fields since 1939 has exceeded the production of those years; the actual production has been controlled by market conditions. The production of the property of the International Petroleum CO. since 1900 has been just over 100,000,000 bbl. The production from the Peruvian fields will doubtless remain for some years at approximately the same level as during the past few years.

The death of John Frederic Blandy, which occurred September 17, 1903, at Prescott, Arizona, terminated the earthly activity of one of the most active and able of the American mining engineers of the last generation. Mr. Blandy was born, April 24, 1833, at Newark, Delaware. His father was an Englishman, who had been in business in the island of Madeira, and had come thence to settle in the United States. At the age of eighteen, he was attached to the engineering field-corps of the Philadelphia & Reading Railroad; but, after a year of this service, he went to Germany, where he spent three years, entering in 1852 the Mining Academy at Freiberg, Saxony. Graduates of that institution need not be told that, at the period referred to, it held unique prominence in its special field, not only by reason of the great investigators and instructors, such as Cotta, Breithaupt, Weisbach, Plattner and Gaetschmann, who belonged to its faculty and brilliantly blended theory and practice in its work, but also because rival institutions were few. It cannot be fairly said that Freiberg has fallen below its ancient standard of excellence. Its chairs of instruction are still occupied by eminent men, worthy successors of the illustrious teachers who preceded them. But a host of technical academies, especially in this country, munificently equipped and efficiently conducted, have come into existence during the last half-century; and no one institution can ever hereafter claim the pre-eminence which the Freiberg Mining Academy once enjoyed. In those days, American mining engineers returning with satisfactory credentials from that school were sure of immediate employment.

In spite of recent trends in the United States toward construction of steam generating plants near mine mouths, and toward use of high-voltage direct current for long-distance transmission of electricity, coal in substantial amounts is being transported over relatively long distances to serve specific needs. As coal is a low-cost bulk commodity which is more suitable for use near the point of origin, some of these long hauls are of considerable interest because they show what can be done under the pressure for more and more coal to support industrial and economic growth. Japan has an Insatiable Appetite for Coal Perhaps the longest U.S. coal journey begins in the east Appalachian Basin of southern Pennsylvania, eastern West Virginia, and southwestern Virginia. High-quality coking coal mined in these areas is shipped by rail to Baltimore, Md., and to Hampton Roads, Va., where the coal is reloaded on freighters for shipment primarily to western Europe and Japan. In 1967, shipments of coal to western Europe totaled 19 million tons, and shipments to Japan totaled 12 million tons. Japan also imports coal from Australia, the U.S.S.R., Canada, Poland, the People's Republic of China, and to a lesser ex- tent from several other countries. In an effort to solve long-term needs, Japanese steel interests have contracted for the purchase from the Kaiser Steel Corp. of 51 million long tons of coking coal over the period 1970 to 1985. The coal will come from the Kaiser Steel Corp. mine near Fernie, British Columbia. This arrangement will reduce Japan's future dependence on Appalachian Basin coal.

The paragraphs quoted, regarding Mr. Hoover's appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government's grasp of the problems of war and its resolve to apply, business principles to their solution."

The year 1926 has seen few radical changes or developments in methods of drilling and handling oil wells, but it has been a year of steady progress and development in deep drilling and production methods. Probably the outstanding development of the year was recognition by the directors of the American Petroleum Institute of the importance of natural gas in the production of oil, and the Institute directors' resolutions in December, 1926, regarding regulation of gas production with oil by state legislation. This matter is extremely important and will receive the attention of the industry in 1927. Advances in Drilling Equipment The history of the progress of deep well drilling is the solution of problems as they have confronted the operator. As the prospects for deeper production have become apparent, methods of penetrating the earth to greater depths have been devised. Rotary Equipment Improvements in the construction and in the methods of operation of rotary drilling equipment have practically caused elimination of cable tools in California for all but shallow work. The rotary drill, from 1910 when it began to be a practical factor in California, has been making steady advances, first displacing cable tools for drilling to the oil sands in proved fields and later displacing the cable-tool outfit entirely. With the perfection of machinery for taking core samples of the formation penetrated, the rotary drill has become generally used for wildcat work, continuous coring being practiced when desirable. Deep Holes The use of the rotary drill has made commercially feasible the opening of oil fields at greater depths than was considered possible with cable tools. THE first practical treatment of wood to prevent decay was devised early in the 19th century. At that time the oaken navy of England, when . the nation was fighting for its very existence, seemed doomed to annihilation by the swift ravages of decay. The acute situation inspired a desperate search for preventive measures and resulted in the development of the Burnett, Bethel and Kyan processes for impregnating wood with zinc chloride, coal-tar creosote and mercuric chloride, respectively. In the century that has elapsed, their use has spread throughout the world and the three original preservatives are used today in enormous quantities. Meanwhile, improved processes have been developed, new preservatives discovered, and the practice of impregnating wood to make it last longer has attained a position of major importance in the field of structural materials. USE OF PRESERVATIVES BY- THE RAILROADS In the application of wood preservatives in the United States the railroads have been the leaders for the past 50 years or more.. Having found, that decay is the chief cause of the early destruction of wood and that preservative treatment is the remedy, they have treated their ties and timber in increasing amounts(1) ?-in 1925 about 220,000,000 cubic feet. By preservative treatment the Santa Fe Railroad saves annually 1,500,000 ties in its 18,000 miles of track, and many other railroads effect similar savings. (2) In like manner the life of wooden bridges and trestles,(3) poles, marine piling, water tanks and other wooden railroad structures has been greatly increased, reducing the amount of timber required annually to maintain them.(5),(7)

The reports for the years 1942 and 1943 were written in 1943 and 1944, respectively, and were summarized at the meetings of the Institute in February 1941 and February 1944, but were held in manuscript form until released for publication in 1945. 1942 During the year 1942, developments in the Peruvian oil industry continued to be subject to repercussions from the swelling war effort, which steadily diverted more of the normal supply of men and materials into war channels, and necessitated the rerouting of supply lines. The result in Peru was an increasing demand for crude oil and products. The production of petroleum in Peru in 1942 was 13,626,259 bbl., as compared with 11,935,584 bbl. in 1941—an increase of 1,690,675 bbl., or approximately 14 per cent. The largest increase, amounting to over 61 per cent, was from the Lobitos fields, but this increase was caused largely by the subnormal production in 1941. International Petroleum Company's production in the La Brea y Parinas field increased 727,111 bbl., or 7 per cent, whereas the Peruvian Government's production in the small Zorritos field declined 10,380 bbl., or approximately 20 per cent. The final production figures for the Ganso Azul field at Agua Caliente were not available for 1942 at the end of the year, but the production was believed to have increased approximately 80 per cent from 1941, or from 13,750 to approximately 25,000 barrels. Development and Exploration Exploration in Peru in 1942 was very limited and confined to areas adjacent to the older producing fields, and the efforts there were largely expended in the extension and development of the producing areas. This situation resulted partly from the shortage of transportation and drilling equipment, and also from the strong demand for increased production of oil. . International Petroleum Co. completed 69 wells during the year, including seven exploratory wells, three of which added moderate extensions to the proven areas. Sixty of the completions were oil wells and nine were dry holes. Lobitos Oilfields, at Lobitos and Restin, is understood to have concentrated its drilling effort on development rather than on exploration. The Peruvian Government operating at Zorritos confined its drilling to the development of the small producing areas previously found. During the year it announced plans to drill three exploratory wells in the Pirin area of southern Peru (see map on p. 638). It was reported that the Government had made a survey of the Sechura area (representing the southern part of the Northern National Reserve as shown on the map), but no work under this arrangement was announced. The Cia. Ganso Azul, at Agua Caliente, completed its No. 6 well as a producer on March 27, and during the year it completed the installation of a 400-bbl. topping plant.

Several publications1-7 during the past few years have demonstrated the markedly greater effect of cerium, as compared to all other alloying elements, in enhancing the strength and creep resistance of magnesium at elevated temperature either with or without the presence of other elements. In the work reported in Ref. 1-6, the cerium was added in the form of Mischmetal, which contains all the rare earth elements in essentially the same proportions as they occur in monazite sand, the principal ore of these metals. Mellor and Ridley7 have presented the creep characteristics at 200°C of magnesium alloys prepared both with pure cerium and with Mischmetal. Up to the present time, however, no comprehensive study of the effect of the various component elements of Mischmetal on the properties of sand-cast magnesium has been made. This hiatus in magnesium technology undoubtedly is associated with the difficulty in obtaining the rare earth metals separately. This investigation provides such a survey, the object of which was to determine which of the elements present in Mischmetal contributes the greatest effect in developing high strength and high resistance to creep at elevated temperatures. Toward this end the compositional variation of these properties has been determined as a function of temperature in the following alloy systems: 1. Magnesium-Mischmetal 2. Magnesium-cerium-free Misch- metal 3. Magnesium-didymiuin 4. Magnesium-praseodymium- lanthanum 5. Magnesium-cerium 6. Magnesium-lanthanum This designation, based on the names of the metals as furnished by the producer, is used throughout the paper in order to avoid the complicated system of listing all the elements present in the more complex alloys. The composition of the metals and the alloys is discussed in detail below. Preparation of Alloys ALLOYING INGREDIENTS The chemical composition of each of the six alloying ingredients used to prepare the alloys reported in this paper is given in Table 1. In each case, the percent total rare earths, percent cerium, percent neodymium, percent praseodymium, and percent thorium were determined in addition to the listed impurities. The percent lanthanum was determined by difference from the total rare earth content and consequently includes the other elements (samarium, terbium, yttrium, etc.) present in Mischmetal. These additional elements, however, seldom amount to more than 1 to 2 pet of the total rare earth content of Mischmetal. The iron content of the Mischmetal is considerably lower than that of the other metals. This grade of Mischmetal is now readily available. The metals are listed in the order of decreasing complexity. The total production of oil in Mexico in 1942 was 34,715,547 bbl.; that is, 8,179,254 bbl. less than the amount produced in 1941. The daily average for 1942 was 95,111 bbl., while that for 1941 was I17,520 barrels. The reduction of 22,409 bbl. per day in production was due to a decrease in exports because of the scarcity of tankers. This reduction has affected principally the Northern and Southern districts of the Tampico area; in December the Northern district (Panuco) was producing less than zoo0 bbl. per day with 445 wells shut down and the Southern district (GolJen Lane) less than $000 bbl. per day with 140 wells shut down. Drilling.—During the year 14 wells were drilled in Mexico, of which five were productive. Seven dry holes were drilled in Ebano, Tampico Northern district, in search for new producing fractures; plans are being made to explore this area by means of resistivity measurements. Three producing wells were completed in Poza Rica. Drilling in this important field will continue during 1943 to determine its extension to the west. In the Isthmus of Tehuantepec no wells were completed. Two gas wells were completed in northeastern Mexico. Wildcats.-—Two wildcat wells were completed during the year, to test the extension of the Golden Lane to the south; both were unproductive. In the Isthmus a deeper sand was found in the El Plan field* This discovery has made an important increase in the reserves in this field and will allow an increase in the production of the area during 1943. In December, three exploration wells were being drilled, two in the Tampico area and one in the Isthmus. Operating Technology.— Satisfactory progress has been made in Mexico in the application of petroleum engineering to the development and operation of the oil fields. Mud control is now an established practice and has lessened the number of fishing jobs and has allowed more open hole to be carried than formerly was possible. During 1942 the first effective use was made of determinations of bottom-hole pressure, and other modern production practices such as gun-perforating and squeeze-cementing are being introduced. Plans for 1943 The oil production during 1943 is expected to be slightly larger than that of 1942, especially if tankers are available for exporting crude and refined products. The Government proposes to increase exploration and drilling activities to increase the reserves and potential production of the country; about 50 wells will be drilled during the year, including wildcat wells in northeastern Mexico, Tampico and Isthmus areas and exploitation wells in the Ebano-Panuco, Poza Rica, El Plan and Cuichapa fields. SOME ten years ago the writer1 made a survey of college catalogues to determine what sort of training geologists were receiving in basic sciences. In the light of this compilation and subsequent experience, he made the statement at the 1939 meeting of the Institute that apparently only in schools offering a curriculum in geological engineering or in the geological option of mining engineering curricula could geologists hope to receive the training advocated by Hubbert.2 In the former study, schools of engineering were excluded because the preparation was known beforehand. The present study aims to consider engineering schools in an effort to determine not only what basic studies are required but what use is made of them in geological courses of the third and fourth years. The present study combined the method of consulting catalogues with a questionnaire. Letters were mailed to officials responsible for supervision of mineral industries curricula requesting information on: (I) the extent to which the engineering preparation of the first two years is actually used in the work of the last two; (2) the extent to which the engineering of the last two years is used in courses in geological engineering or geology; and (3) whether geologists or geological engineers teach descriptively or analytically. Both methods of securing information are open to criticism; the former on the basis of the incomplete information supplied by university catalogues concerning prerequisites and curricula and the latter on the ground that the questions may be phrased poorly or given insufficient consideration by replying officials. Fifty-six questionnaires were mailed and 39 (70 per cent) replies were received. Of the replies, 6 (11.3 per cent) were from colleges of liberal arts unconnected with engineering schools, 11 (20 per cent) were from schools having curricula in geological engineering and 22 (39 per cent) were from departments of mining engineering. The number of replies and their distribution were satisfactory in spite of the receipt of only six from liberal arts colleges. It should be understood that the universities of which the catalogues were examined were not necessarily the same in both compilations. No departments that are admittedly or known to be acting solely as service departments were recorded in the second study. Table I shows that all professional schools require mathematics through calculus, whereas only 7 per cent of the liberal arts curricula expect the same level of preparation; only 73 per cent require trigonometry and 40 per cent college algebra. The proportion of geological engineering curricula requiring differential equations is higher than mining. All of the engineering schools require general and analytical chemistry, whereas only 77 per cent of liberal arts curricula require general and 18 per cent analytical. This reduction has affected principally the Northern and Southern districts of the Tampico area; in December the Northern district (Panuco) was producing less than zoo0 bbl. per day with 445 wells shut down and the Southern district (GolJen Lane) less than $000 bbl. per day with 140 wells shut down. Drilling.—During the year 14 wells were drilled in Mexico, of which five were productive. Seven dry holes were drilled in Ebano, Tampico Northern district, in search for new producing fractures; plans are being made to explore this area by means of resistivity measurements. Three producing wells were completed in Poza Rica. Drilling in this important field will continue during 1943 to determine its extension to the west. In the Isthmus of Tehuantepec no wells were completed. Two gas wells were completed in northeastern Mexico. Wildcats.-—Two wildcat wells were completed during the year, to test the extension of the Golden Lane to the south; both were unproductive. In the Isthmus a deeper sand was found in the El Plan field* This discovery has made an important increase in the reserves in this field and will allow an increase in the production of the area during 1943. In December, three exploration wells were being drilled, two in the Tampico area and one in the Isthmus. Operating Technology.— Satisfactory progress has been made in Mexico in the application of petroleum engineering to the development and operation of the oil fields. Mud control is now an established practice and has lessened the number of fishing jobs and has allowed more open hole to be carried than formerly was possible. During 1942 the first effective use was made of determinations of bottom-hole pressure, and other modern production practices such as gun-perforating and squeeze-cementing are being introduced. Plans for 1943 The oil production during 1943 is expected to be slightly larger than that of 1942, especially if tankers are available for exporting crude and refined products. The Government proposes to increase exploration and drilling activities to increase the reserves and potential production of the country; about 50 wells will be drilled during the year, including wildcat wells in northeastern Mexico, Tampico and Isthmus areas and exploitation wells in the Ebano-Panuco, Poza Rica, El Plan and Cuichapa fields. SINCE the first installation in 1936, the use of rubber-tired equipment for secondary mine haulage has increased rapidly. From August 1936 to January 1944, approximately 750 rubber-tired units were placed in operation. Of these, 650 units were installed after January 1940. During the year 1941, it per cent of the mobile loaded bituminous tonnage was hauled by rubber-tired equipment. This percentage increased to about 20 per cent during 1943. The first rubber-tired units were battery-powered tractor-trailer types. In the year 1938 the battery-powered self-contained car was introduced. In 1939, the cable-powered self-contained car made its appearance. These self-contained units are our modern "shuttle cars." By the end of 1941, approximately 15 per cent of the shuttle cars in operation were cable-powered. Installations made during 1942 and 1943 increased the proportion of cable-powered cars to about 40 per cent of the total number of shuttle cars in use. There is a marked trend toward cable-powered cars, although one need not make many trips to mines where both types are used to discover that opinions are highly controversial as to the relative advantages and field of use of each type. It is natural for mining engineers in the coal-mining industry to have diversified opinions regarding the use and application of coal-mining machinery. Coal mining is not a standardized industry; natural conditions vary from mine to mine. However, it is surprising how many operations in scattered fields arrive at the same conclusions and adopt similar methods. This happens not so much through cooperation and exchange of ideas as through hard, costly experimentation, involving months of low production and relatively high costs. What then, are the reasons for increased use of cable cars? Could it be that present scarcity of materials is forcing their use? True, battery cars require considerably more auxiliary equipment, but during 1942 it was no more difficult to obtain than shuttle-car cable. Furthermore, the trend toward cable cars started before curtailments on mining equipment took effect. Undoubtedly, cable-reel shuttle cars were introduced to produce coal at a lower cost by simplifying trackless mining through the elimination of auxiliary equipment, and by reducing the first cost on equipment. The theory of cable-powered shuttle cars is well based, as can be proved by successful operations. Many operators have weighed the advantages and disadvantages of each type carefully before choosing the type most suitable to their operation. Others have taken much for granted and accepted one or the other without much thought. At many small operations, low first cost is apt to be the deciding factor. One large company, with considerable experience in the use of battery locomotives, preferred to use cable cars even though it was neces¬sary to reduce the section voltage from

The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

SYNOPSIS It can be shown that the properties of intact rock are relatively unimportant in rock slope stability and that failures are controlled by structural discontinuities such as bedding planes, joints and faults in the rock mass. The frequency, orientation and inclination of these discontinuities as well as their strength characteristics are important factors to be considered in any rock slope analysis and their influence will be demonstrated by means of a number of practical examples. Methods for determining the mechanical properties of discontinuities will be reviewed and the interpretation of the strength test results for use in stability computations will be discussed.
