George Edward WebbeR, a member of the Institute since 1906, died in San Francisco, May 29,1922. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

The principal events during the year consisted in the exploitation of the Kirkuk field, the regular operation of the four-million-ton pipe line to the Mediterranean, and the discovery of low-gravity oil on three other structures in the West Tigris (Shergat) area. The Iraq Petroleum Co., Ltd. continued the systematic exploitation and exploration of its Kirkuk field, maintaining a carefully unitized operation. Bottom-hole pressure differentials and low gas-oil ratios were maintained. All crude was produced by flowing The cleaning up following the construction of the Mediterranean pipe line, which began deliveries in August, 1934, was completed during the first quarter of 1935. The line easily maintained its rated capacity for the remainder of the year. The Mosul Oilfields, Ltd., through its operating subsidiary, the B.O.D., Ltd., expanded its exploratory organization from 9 to 16 drilling rigs and discovercd 20" A.P.I. crude on the Sadid, Hibbarah and Qasab anticlines. Whether these discoveries will be commercial pools remains to be proved. The Qaiyarah-Najmah-Jawan field, which was discovered by the I.P.C. in 1928, was extended arid production was found in the Eo-Cretaceous as well as the "Main Limestone" (Eocene, Oligocene and Lower Miocene). Gas caps were found under each of the crests of the West Tigris structures. Negotiations are in progress between the Mosul Oilfields, Ltd. and the Iraq Government for the extension of the Anatolian Railway from the Turkish border to Mosul, with a view to tanking the heavy West Tigris crude to the Mediterranean. The subsidiary of the Anglo-Iranian Oil Co., Ltd.', the Khanaqin Oil Co., Ltd., continued to operate its Naft Khaneh field near the Iranian (Persian) border to supply the local Iraq market through the Rafidain Oil Co., Ltd. Somewhat more than 28 million barrels of crude was produced in Iraq during 1935. If geology is to continue to serve the mineral industry with increasing effectiveness as it has done in the past, there must be a steady output of better and better trained geologists and engineers with broader geological background. It may seem that the education and technical training of geologists belong entirely to the universities and colleges and has nothing to do with either Government surveys or the mining industry, outside of these activities furnishing a field for future work for the geological student. It will take but the most casual look, however, to see the large influence of Government surveys in education. Geological Maps Geological maps are essential tools in teaching geology, without which the instructor would be lost. Maps are produced by mining and oil companies, by university workers and by other individuals and institutions, but nearly all of the comprehensive maps, and most of the maps of small areas that are available, are directly or indirectly the work of public surveys. Such surveys in the past have been the only organizations with the continuity of effort and funds necessary to carry out projects that must combine the work of many individual geologists over long periods. Have we all the maps we need and of the quality we need? I believe that all who have used general maps, like the geological maps of the world, the maps of 'North America and the United States, maps of the several states and of smaller areas, appreciate fully the value of the maps as they are but realize also the value of greater accuracy, which can come only by more detailed work; and there are many areas of which we have no adequate maps. Other Helps I have chosen to emphasize maps as a help in preparing the young geologist to go out from the schools with some background of what has been accomplished and some outlook of what is yet to be done. Maps, however, are scarcely more essential to the teacher than many allied helps. Wide attention is being placed upon various methods for cleaning the fine sizes of bituminous coals. The author describes and analyzes the results achieved on wet concentrating tables of modern design on unclassified feeds of —Vz in. particle sizes, including tests on high-sulphur coals. THE increased economic necessity of cleaning the small sizes of coal has forced wide attention upon various methods or processes being used. Although numerous cleaning plants in the past have been cleaning coal smaller than Vz or % in., the large quantities of higher ash fines being produced by mechanical mining and the need for cleaner coal under competitive market conditions have brought about many new installations of fine-coal cleaning plants. Of various methods used, one of the more popular types is the wet concentrating table. Approximately 525 tables have been installed in the United States in the past four years of which 320 have been installed in 20, large new plants. There are now probably 1600 tables of all types in existence in this country for cleaning coal. The purpose of this paper is to describe the cleaning of fine coal by wet concentrating tables. Its scope is confined to a discussion of the theory of tabling and some of the factors entering into tabling action, a description of the Deister SuperDuty diagonal-deck coal table and a discussion of the results of tabling various fine sizes of coals. Al- though tables have been used for cleaning coal as coarse as 2 in. and favorable results are reported, this paper is limited to reporting on the results of cleaning coal fines from 1/2 in. down. Also, although it is well known that the performance of tables is even superior under classified or closely sized feed conditions, this paper concerns itself with the results achieved by tabling unclassified feeds. IT appears that in the earlier days of anthracite coal mining, 1824-25, the Lehigh region mined 76 per cent. of all the coal sent to market. During the same period Wyoming sent 12 and 5 per cent. respectively, whilst the Schuylkill sent 11 and 18 per cent., the number of tons marketed being in those days very small indeed. In the year 1828 the Schuylkill region mined over one-half of all the coal sent to market, and continued to do so for thirty years (with the exception of the year 1831), until 1858 ; since that date the pro¬duction has declined very steadily in comparison with the other regions, until, in 1876, it was only 34 per cent. Wyoming, in the year 1820, was mining 40 per cent., but the production of all the regions was very small ; in six years it declined to 5 per cent., increased to 34 per cent. in 1831, declined to 10 per cent. in 1838. Since which time the increase has been gradual, until 1873-75 Wyoming produced over 50 per cent. of all the anthracite coal sent to market. In 1867 the production exceeded that of Schuylkill, and has continued to do so since that time. In the year 1876, during the existence of the " coal combination," Wyoming lost 9 per cent. ; during the same time Lehigh gained 7 and Schuylkill 2 per cent. over their relative production of the preceding year, the decrease of Wyoming being two and a half million tons, the increase of the Lehigh one million, the decrease of the Schuylkill nearly three-quarters of a million. The extraordinary production of the Lehigh region at a time of decreased demand and in opposition to an agreement with the other regions to limit the supply to the supposed demand was the cause of the disagreement which ultimately broke up the combination of the great coal-producing and carrying companies. The Lehigh region produced very steadily, from 1829 to 1854, an average of about 22 per cent. of the whole production. From 1854

There was a general upward trend of all petroleum activities in Oklahoma during 1933, especially in the last quarter, though the average price for crude oil for the year was below 1932 and overproduction in East Texas demoralized conditions for several months. As the Federal Agencies established under the National Industry Recovery Act began to function conditions in Oklahoma were visibly affected and production of "hot oil" from Oklahoma City field practically ceased. More oil wells were completed, six new fields discovered, extensive geophysical prospecting carried on in many parts of the state, and an increased amount of clean-out and reconditioning work done in older pools during the past year. To increase quantity and rate of recovery of oil many wells producing from limestone formations were treated with hydrochloric acid. The Oklahoma City field had a reported production of 66,984,570 bbl. of oil during 1933, or almost exactly twice the amount reported for 1932. Potential tests and other indicators show that the wells are rapidly approaching the stage where mechanical lift must be applied to all of them, including the wells in the Wilcox sand zone. The major pipe-line companies serving the oil fields of Oklahoma have been anxious to make connections to all wells during 1933 and have indicated a willingness to accept all oil available. The amount offered has been restricted by proration orders, but the state did produce 178,356,-449 bbl. during the year, an increase of about 18.6 per cent over 1932. This increase was practically all due to the greater demand for Oklahoma City oil, as all other pools of any importance showed loss in production or very small gains last year. The U. S. Bureau of Mines' laboratory reports the lubricating distillate content of Oklahoma City crude from Arbuckle and Lower Simpson formations about 17 per cent by volume. East Texas oil is reported to contain about 5.6 per cent lubricating distillates. INTRODUCTION Scope of Work Tins paper represents the results of an investigation of the presence, amounts, and degree of concentration of heavy minerals found in the pulp of the phosphate flotation plant at Peace Valley, Fla., which is operated by the International Minerals and Chemical Corporation of Chicago. In this paper, heavy minerals are those, excepting collophane, that sink in acetylene tetrabromide with a specific gravity of 2.95. Percentages of heavy minerals at several points of the flowsheet and the species of minerals have been determined. Some information as to the screen size of the minerals has been acquired. Previous Work All previous published reports or investigations of the deposits of heavy minerals in Florida have been limited to present beach sands. The mining operations conducted by the Humphreys Gold Corp. about seven miles east of Jacksonville along an ancient shore line have been described in trade journals, but descriptions of the minerals have been lacking. Commercial grades of ilmenite, zircon, and rutile are produced on a large scale. Papers have been published on heavy minerals found on the Florida beaches.I-6 Location "International's" Peace Valley flotation plant is in south-central Polk County, Fla. about eight miles south of Bartow and along the Atlantic Coast Line Railroad. The mine surrounds the plant and includes about 1500 acres of the phosphatic lands in this area. GEOLOGY General Setting All of the rock underlying the area is almost horizontal. The oldest bed exposed is part of the Hawthorn phosphatic limestone of Miocene age. This outcrops in the stream bed of the Peace River about one mile east of the plant. Elsewhere the Hawthorn is covered except where it has been exposed by mining operations. The Bone Valley formation of Pliocene age, which is the phosphatic stratum extensively mined in this area, unconformably overlies the Hawthorn. Resting unconformably upon the Bone Valley formation are Pleistocene (?) terrace deposits of unconsolidated quartz sand which comprise the overburden of the phosphate ore. Stratigraphy Hawthorn formation: "Bedrock" of the pebble phosphate deposits is a cream to white colored, sandy, dense limestone containing varying amounts of small grains and nodules of collophane. A summary of oil and gas development in Ohio for 1935 must necessarily be brief. As attention of the state government to the oil and gas industry has never included the collection and compilation of statistics on production, either by producing sands, by counties, by fields, or for the state as a whole, such information as requested in Table 1 of this symposium is impossible to secure for this state. In the absence of production data chief attention must be directed to drilling activity for the year. Information such as can be compiled from various sources, including weekly drilling reports to operating companies and trade journals, is given in the following paragraphs with the realization that the data may not be complete in all its details. Drilling Activity by Fields Drilling activity during 1935 was similar to the preceding year in , that the major operating companies were generally content to drill lease-requirement and offset wells and in that comparatively little effort was made to discover new pools. A compilation of completions recorded in weekly reports to drilling companies and in trade journals show 1022 tests completed for the year in 53 counties of the state. Of this total number, 653 wells were commercial producers and 369 were classed as dry holes. Production was secured in 40 counties from formations ranging in depth to 5700 ft. and ranging in age from Middle Ordovician to upper Pennsyl-vanian. From the standpoint of new production for the year, the most important sands are the Clinton of Silurian age, the Berea of Mississippian age and the Shallow sands of Mississippian above the Berea and of Pennsylvanian age. Trenton Sand Field Production in the field of Trenton sand, which originally included parts of 15 counties in northwestern Ohio, is now on the decline. Seventy-three completions were reported in this field during 1935, of which 33.8 per cent were dry holes. Activity centered in Allen County with 12 completions, two of which were dry holes; in Hardin County with 11 producers; and in Wyandot County with 12 producers and 2 dry holes.

It has been repeatedly questioned whether estimates of oil reserves are of any practical value, as the greater number of such calculations previously made have subsequently been proved to be grossly inaccurate. But even admitting partial justification for such statements, it must be evident that some idea, however approximate, of the available reserves of essential minerals is of vital importance in mapping their development and the future trend of the related industries, particularly if it is kept constantly in mind that these estimates—which are never intended as a final word—must be continually subject to revision in accordance with the changes in their component factors. The value of these estimates, therefore, hinges on the clear understanding that they can only apply within the limited time when the controlling factors remain unchanged. It should be understood, however, that while estimates of possible and probable oil deposits are as a rule but idle conjectures, appraisals of proven oil reserves can undoubtedly be made with an ever-increasing degree of accuracy. And it is with this in mind that in the present study the endeavor has been to estimate only the world's proven oil reserves—the oil that yet remains underground in the producing fields—and their logical extensions, and to leave out of consideration the questionable volume of the probable and possible oil reserves. In Table 1 the countries at present producing oil in commercial quantities are listed in the order of the magnitude of their proven reserves. As shown in the table, the world's proven oil reserves are estimated at over 24 billion barrels, while the total production to the end of 1932 aggregates nearly 23 billions. Past production represents, therefore, 48 per cent, and proven reserves approximately 52 per cent of the total. About 61 per cent of the reserves are located in the American continent and close to 33 per cent in the Near East fields of Russia, Iraq and Persia. It is interesting to note that the proven reserves in the important producing regions almost equal if not exceed their production to date. The Mexican fields are a remarkable exception in this respect since they produced over 135 billion barrels and have proven reserves estimated at only 300 million barrels.

Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

This regiment, originally known as the First Engineer Reserve, will be remembered as the one recruited in New York City through the efforts of the Joint Military Committee of the National Engineering Societies. It was sent to England in August, 1917, and, after a few clays, forwarded to France and attached for immediate service to the British Expeditionary Force, without any opportunity for further field-training. This circumstance has led in some quarters to the impression that the regiment was one of engineers and mechanics merely, and had never been drilled under arms; whereas, in fact, it had received such instruction at Fort Totten for some time previous to its embarkation. It is true that in the famous affair of the German counter-attack after Byng's victory near Cambrai, the men of the Eleventh Engineers fought with pick-axes and tools, as well as with rifles borrowed from dead or wounded soldiers; but that was because they had left their own arms in camp, while doing the railroad-building work to which they had been detailed. The accomplishment of that work is really more remarkable than the behavior of the men under a German surprise-attack. It was before that counter-attack, and immediately after Byng's advance, that Field-Marshal Haig issued his despatch, announcing that the engineers deserved as much credit for that victory as the infantry, having performed miracles in keeping the railway transportation up to the fighting line. Indeed, the subsequent scrimmage, of which so much has been said, was ?Date possible only by the extraordinary position of the engineers at the very front, instead of in the rear, as might have been expected of them. A letter recently received from an officer of the regiment says: We have only recently been receiving the New York papers of early December, in which our regiment seems to have received much favorable mention. The stories were, in the main, true. Our men behaved themselves creditably, and certain of the officers received special mention for valor. Two of our 2d lieutenants were pro-moted to 1st lieutenant rank by special orders of General Pershing for "gallant con-duct in action," and about four others would have been decorated by the British,

Introduction Scope of Work This paper represents the results of an investigation of the presence, amounts, and degree of concentration of heavy minerals found in the pulp of the phosphate flotation plant at Peace Valley, Fla., which is operated by the International Minerals and chemical Corporation of Chicago. In this paper, heavy minerals are those, excepting collophane, that sink in acetylene tetrabromide with a specific gravity of 2.95. Percentages of heavy minerals at several points of the flowsheet and the species of minerals have been determined. Some information as to the screen size of the minerals has been acquired. Previous Work All previous published reports or investigations of the deposits of heavy minerals in Florida have been limited to present beach sands. The mining operations conducted by the Humphreys Gold Corp. about seven miles east of Jacksonville along an ancient shore line have been described in trade journals, but descriptions of the minerals have been lacking. Commercial grades of ilmenite, zircon, and rutile are produced on a large scale. Papers have been published on heavy minerals found on the Florida beaches.1-6 Location "International's" Peace Valley flotation plant is in south-central Polk County, Fla. about eight miles south of Bartow and along the Atlantic Coast Line Railroad. The mine surrounds the plant and includes about 1500 acres of the phosphatic lands in this area. Geology General Setting All of the rock underlying the area is almost horizontal. The oldest bed exposed is part of the Hawthorn phosphatic limestone of Miocene age. This outcrops in the stream bed of the Peace River about one mile east of the plant. Elsewhere the Hawthorn is covered except where it has been exposed by mining operations. The Bone Valley formation of Pliocene age, which is the phosphatic stratum extensively mined in this area, unconforma-bly overlies the Hawthorn. Resting unconformably upon the Bone Valley formation are Pleistocene (?) terrace deposits of unconsolidated quartz sand which comprise the overburden of the phosphate ore. Stratigraphy Hawthorn formation: "Bedrock" of the pebble phosphate deposits is a cream to white colored, sandy, dense limestone containing varying amounts of small grains and nodules of collophane. Drilling in Central Texas during 1933 was confined, for the most part, to the search for new serpentine plugs. Bastrop County led in this particular activity, with 50 completions during the 12 months' period, 12 of which were productive. Only one new field was opened in Central Texas during the year, it being known as "Hilbig" (Bastrop County) and was discovered by the Humble Oil & Refining Co. The finding of commercial production in the serpentine at 2500 ft. led to further search in this and surrounding counties, but without success. Bexar County actually provided the greatest amount of drilling but the activity was limited to shallow development from 400 to 2000 ft. The Edwards limestone pay, which has been such a factor in past years, received but slight attention during 1933. Unsuccessful exploration was carried on in Lee and Burleson counties. With the exception of Freestone County, the Woodbine sand area was given even less consideration. This county, because of its close proximity to Anderson and Leon counties, saw a very active leasing campaign and several important tests drilled. In Central Texas, 252 wells were completed in 1933, and of this number 52, or 21 per cent, were productive. Hilbig Field The discovery well, Humble Oil & Refining Company's Annie Hassler No. 1, was completed Feb. 16, 1933, for an initial production of 65 bbl. the first hour, through tubing and 1/2-in. choke. The production was found in serpentine at 2468 ft. and tested 37.2" A.P.I. gravity. Twelve producing wells were drilled during the year and served to indicate that not more than 300 acres would comprise the entire field. Daily production at the end of the year was 775 bbl., although the field potential was 18,240 bbl. daily through 1-in. choke. The field adapts itself to pressure maintenance, and this scientific handling is being undertaken by the Humble Oil & Refining Co. through one injection well. It is the only area in the district where work of this nature is under way. Proration of Oil The more stringent application of proration in 1933 did not affect materially the producing fields in Central Texas. This is accounted for

The method uses differential equations to describe financial performance rather than the more usual method of modeling mine accounts from year to year. The analysis shows there is a optimum mine life that can be easily determined if certain simplifications are made. Tables are given to facilitate computation of the optimum life.
