THE outstanding engineering accomplishment of the last three decades has been the development and application of more and cheaper power and its use instead of the labor of men and animals. Substitution of power for manual labor has taken effect on every hand in the United States. With the aid of energy mechanically available to his hand, one man does the work that only a few years ago required two, three or even a greater number of laborers. The results in respect to the favorable economic effects are well known; namely, increased production, higher wages and lower costs. On the other hand, the vast social effects, both good and bad, have been none the less important, even if less understood and only casually regarded. The chief sources of energy today are the mineral fuels, coal and petroleum. In the United States they yield more than 90 per cent of the total energy demand. Thirty years ago the proportion of energy supplied by the mineral fuels was likewise above 90 per cent, but the division according to origin was very different. These relations. are shown for the years 1900, 1930 and 1950 in Table 1.

The National Labor Board, on June 25, ended its activities preparatory to final, dissolution by the President. No new cases will be heard nor new applications received. Controversies, jointly submitted, that could not be concluded prior to June 30, were assigned to the joint chairmen or a section of the board for disposition. The conclusion of the board's activities marks the passing of. one of the governmental agencies created during the war to further production of war materials. The board was organized under a Presidential proclamation with former President Taft and Frank P. Walsh of Kansas City as joint Chairmen, and with five members representing labor, five employers' representatives, and two members acting for the public. Mr. Walsh resigned soon after the signing of the armistice and was succeeded by Basil M. Manly of Washington. During the year that ended May 31, the hoard received 1245 cases, made awards in 462 cases, dismissed 391 for various cases, referred 315 to specified agencies, and suspended one case. Fifty-three cases remained on the docket because the hoard could not agree, and 23 cases were pending.

The hacienda Sauceda is one of the largest and finest haciendas in the vicinity of the City of Zacatecas, Mexico, and is said to reduce ores by the Patio process more cheaply than any other establishment. It receives its supply of ore from the San Acacio mine. This mine has been for some time, like most of the Zacatecas mines, out of bonanza, and yields, at present, ore of rather low grade. The silver occurs principally as silver-glance, ruby-silver and native silver, associated with pyrites of iron and copper, and some galena and zinc-blende, in a gangue of pure quartz, which takes the form of amythyst whenever the ore is of high grade. All the ore, as it comes from the mine, is broken by hand into small pieces, and sorted before it is delivered to the hacienda. Here it is first crushed dry in Chili mills, and then ground wet in arrastras to an impalpable powder. The sulphurets not decomposed in the patio process are separated in the settlers from the tailings and concentrated by hand. By roasting them in a reverberatory furnace with carbonate copperores, "magistral" is obtained. All machinery is driven by mulepower.

C W. ROLFE, Professor of Geology, Emeritus, has of-fered a prize of $250 for the most valuable contribu-tion toward a new, better, or increased use of any mineral resource of the State of Illinois. The prize is open to anyone engaged in research, either privately, commercially, or in connection with any univer-sity or college staff, or any state or national bureau or sur-vey. The work must have been done, or at least completed, curing the year named. Three copies of the paper or books must be in the hands of the chairman of the committee on or before 6 p. m., May 1, 1928. If an unpublished paper is submitted, it should be typewritten, double spaced, on 8 1/2 by 11-in. paper. Unpublished results of study, or papers or books pub-lished since May 1, 1927, and before May 1, 1928, may be offered in the competition; but the results of the study must show real present or prospective economic value. The United States Coast and Geodetic Survey has announced the completion of a new outline map of the United States on the Lambert conformal conic projection, scale 1-5,000,000. This map is intended merely as a base to which may he added any kind of special information desired. The shore line is compiled from the most recent Coast and Geodetic Survey charts, state names and boundaries, principal rivers, capitals, and the largest cities in the different states are also embodied. The value of the new outline map on the Lambert projection can best be realized when it is stated that it shows that throughout the largest and most important part of the United States, that is, between latitudes 30 ½ and 49°, the maximum scale error is only 0.5 per cent. This amount of scale error of 0.5 per cent. is frequently less than the distortion due to the method of printing and to changes from the humidity of the air. Only in southernmost Florida and Texas does this projection attain its maximum error of 233 per cent. The map measures 25 inches by 39 inches and will be sold by the Government at 25 cents.

Discussion of the paper of JOEL H. WATKINS, presented at the New Fork meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 391 to 411. H. Rims, Ithaca, N. Y.-It is interesting to contemplate to what extent the American pottery industry would be affected in case the English supply of china clay were shut off for a considerable period of time. The English deposits are very large, and are worked on a most extensive scale. They are more easily and probably more cheaply worked than our American deposits, which are of vein-like nature. The American producer of washed clay is not always as careful as the foreign miner and washer of this material, although he has improved in recent years. Our American washing plants are, furthermore, not as economical of material as it seems to me they might be, for the reason that more or less of the finest clay is often allowed to overflow, due to insufficient settling tank capacity. This fact is often shown by the milky character, of the streams into which the waste water is discharged.

The difficulty of securing for experimental research the actual conditions to be found in practice very frequently deters many from engaging in such work. Probably no metallurgical operation is more difficult to imitate in the laboratory than the blast-furnace process. So many complex reactions take place within the furnace, under such varied conditions of time and temperature, with innumerable mechanical, physical, and chemical mutations, that while the results reached may approximate those obtained in practice, there is always something wanting. Much work of this kind has, nevertheless, been done, and is now being undertaken. We are indebted to the bold minds who have attempted it for our present real knowledge of the blast-furnace process. Not that those who have performed series of experiments at a few given temperatures can claim the honor. It required more than this—the ability to make a summary of all preceding experiments, to supply those which were wanting, and to confirm those that were doubtful. Sir I. One aspect of ocean mining that is frequently overlooked in discussions is the problem of establishing some form of legal control over the seas. Much of the discussion centers on mining in territorial waters, which are controlled by the various countries according to the Geneva Convention on the Continental Shelf, and perhaps by political subdivisions of countries such as the individual states of the U.S. But as technology improves and the mining of deeper waters becomes feasible, the problem of rights outside the continental shelf and territorial waters becomes a significant factor for anyone expending the time and capital for development. Several schemes are possible for regulating ocean mining but as yet none have been instituted, except what might be termed the "wait and see" approach. Even some of the coastal states in the U.S. have no regulations governing mining in the territorial waters under their jurisdiction. Until some regulation is formulated, there may well be little development in ocean mining due to the high risk of capital involved, both with respect to companies wishing to invest their own funds and financial institutions funding a venture to develop offshore mineral deposits.

The various aspects of the program are described, including cooperative studies with State and Federal agencies in revegetating efforts and wildlife management and also waste disposal practices as they relate to reclamation planning.

The most important decline in drilling activities during the past three years was in the Boryslaw-Tustanowice-Mraznica fields and at Bitkow in Eastern Poland. A small drilling increase in some fields of the Jaslo and Drohobycz districts, notably Wankowa, Ropienka and Rypne, cannot compensate in new production for the decline in the large fields.

To have been chosen by you to give the Howe Memorial Lecture is the greatest honor I have ever had and I should like to have you know that I appreciate it deeply. Many years ago I had the privilege and the pleasure of working with Professor Howe in the private laboratory which he had established in his home at Bedford Hills, New York. Without doubt he was one of the world's greatest metallurgists and so you can imagine what a difficult task it has been for me to live up to his teachings. Every morning Professor Howe would outline the work he wanted done and the recollections of those conferences are clear to me to this day. Sometimes he would ask me to ride in his automobile and the chauffeur had full instructions to go no more than fifteen miles an hour. If he did so, Professor Howe was sure to rap upon the man's shoulder with his cane. I assure you, however, Professor Howe's thinking was not at that rate. His homely advice, his patience and his perfect control of the English language still impress me. Many times I heard him dictate a complicated paper on metallurgy and never find it necessary to change a single word. There are no better words to describe the character of Professor Howe, in my opinion, than those used by Professor Sauveur when he presented the John Fritz Medal to him in 1917: "Lover of justice and humanity Public servant and public benefactor, Master of the English Language, Loyal and devoted friend, Untiring and unselfish worker in an important field of science." I hope you will bear with me with the same patience and understanding which he used to give to me. The peculiar behavior of steel at the yield point has long been known and has been the subject of much research, both in this country and abroad.',' Many theories, including some of mine and my colleagues, have been suggested, but none of them, in our opinion, fully explains to our satisfaction why the phenomena occur. Of particular importance has been the work of Nadai,3 Siebel and Pomp,' Sachs and Fiek,5 Rawdon,0 Kenyon and Burns,' Gensamer," Gensamer and Meh1,0 Davenport and Bain,'" Fell," Deutler,12 Brinkman,13 MacGregor,14 Hollomon,15 Cot-trell,16 and Palm." The question of what is occurring during this singular behavior is not only of interest from an academic point of view, but is of great practical importance for at least two reasons: 1—The highly localized plastic flow which occurs during the deep drawing of light-gage steel gives rise to surface markings which seriously mar its appearance, Fig. 1. If the forces causing the deformation are primarily tensile forces, these surface markings occur as depressions in the surface. Whereas, if the forces causing the deformation are primarily compressive, irregular lines of elevations occur. These surface markings are known as Luder's lines, Hartmann lines, the Piobert affect, and, in the shop, as "stretcher strains." 2—The steel is in the most suitable condition for deep drawing after the yield point phenomena have been removed. When this is done, the steel may be deep drawn more easily and to a greater extent.' It should be mentioned that steel is not the only metal which shows this peculiar behavior at the yield point. Stretcher strains occur, also, during the deformation of some copper-nickel-zinc alloys." The purpose of this paper is not an attempt to describe what causes the steel to behave in this peculiar manner, but an attempt: l—to describe what is taking place at the yield point; and 2—to show the influence of the rate of deformation on the tensile properties of some plain carbon steels. As is well-known, there are two methods of deforming a metal in tension: 1—by actually hanging an increasing amount of dead weight on the metal; or 2—by deforming the metal at some given rate or rates by means of oil pressure cylinders, screws, etc. With the first method, the load is always present and, clearly, no drop in load can ever occur while the steel is deforming. With the second method, the registered load is the resistance of the steel to the deformation being imposed upon it. The second method is the one most widely used, and is the one referred to throughout this paper. Nitric acid oxidation rate analyses of three coals, previously studied microscopically by the Bureau of Mines, revealed three components. Relative quantities agree with those found for the four components given by the Bureau and results are consistent with current ideas of coal constitution. Possible multi-component composition for bright coal and a reactivity-rank relation are suggested.
