Once again, the United States Congress is debating the minerals depletion allowance. If the past is any indication, the debate will quickly become politicized. Representatives of the densely populated but mineral-poor Northeast will no doubt claim that percentage depletion is sheer robbery of tax dollars perpetrated by corporations to line the pockets of wealthy investors. Many southern and western legislators, on the other hand, will portray the depletion allowance as our only savior from mineral deprivation, blackmail from foreign producers, and a stone-age nonmineral existence. Although this characterization of the usual minerals depletion debate may be overstated, the most unfortunate aspect is that the genuinely important role of the depletion allowance in domestic minerals production is often obscured in congressional hearings. This article will try to provide a basic understanding of the minerals depletion allowance, the underlying rationale, and the increasingly important role the allowance will play in the future. Although the discussions and conclusions can be extended to the metal mining industry in general, most of the examples are drawn from the copper industry.

Personal gain seems to be the most powerful incentive to economic progress. One of my first exposures to this phenomenon was the comparison between company stopes and leaser's stopes in a vein gold mine. The company stopes were 4 to 6 ft wide, whereas the leaser's stopes were so narrow that in some places one could not turn around. The company leased only that ground it felt was marginal to mine with day's- pay miners, but by skillful, careful and energetic mining, the leasers managed in most cases to make money for themselves and the company. The Hurting Truth This capitalist system, which puts a premium on successful risk taking, is under attack. Not that it hasn't been under attack all along. What hurts and angers us at this time is that the attack comes from the children of the system-its youth. Such blasphemy should, of course, be eradicated, root and branch. Or should it? Are we hurt in part because some of the things they say are true?

As far as known to the writer, no discovery has heretofore been made in the United States of deposits of beauxite, or the hydrated oxide of alumina. The deposit which forms the subject of this note was discovered in Floyd County, Georgia. Numerous "float" specimens, covering an area of about half an acre, indicate the location of the main deposit, which has thus far been opened to an inconsiderable extent only. The excavations show the beauxite to exist apparently as large masses in clay. The formation is Lower Silurian, as determined by the Geological Survey of Georgia. The surface in the immediate vicinity is covered with numerous angular fragments of chert, which is a characteristic rock throughout this formation in Georgia. An examination of the mineral shows it to have the oolitic structure common to several beauxites. It. varies in color from a light salmon to dark red, depending upon its contents of iron oxide. JAMES P.. MUNROE.-The present situation is vastly different from the situation at the, time the paper was written. We now know pretty well what our problem with the disabled soldier is: 50,000 disabled men have come back and the Surgeon General tells us that probably 35,000 more are coming over in the months of March and April. So the total number of disabled men will be 85,000, which of course includes a great number of slightly disabled. If we followed the proportion that obtains in other countries, we would have about 10 per cent. of those people to be retrained under the Vocational Law. As a matter of fact, the general intelligence of our men is so much higher and the provision the government has made for the training off these disabled men is so much more liberal than with the other governments that we feel very certain indeed that instead of having 8500, men to be retrained there will probably be twelve and possibly fifteen thousand.

The crude-oil production of Germany without Austria during 1938 amounted to 3,864,518 bbl., representing an increase of 21.7 per cent over the 3,173,373 bbl. produced in 1937. Adding the Austrian production, the crude-oil production of the new German Reich totaled 4,259,717 bbl. during 1938, representing an increase of 25.3 per cent compared with the respective figures of the previous year. According to published official data, and using a conversion factor of 1 metric ton equaling 7 bbl., the oil production of Germany in 1938 was as shown in Table 1. A semiofficial publication1 states that the program of the crude-oil industry for the second year (1938) of the four-year plan was successfully accomplished. According to the same source, new drilling developments at the following localities were promising: Reitbrook near Hamburg, Heide in Holstein, Eicklingen-Sandlingen near Celle, Steimbke near Nienburg, Worms in the Rhine Valley, Gifhorn near Braunschweig, Mölme near Oberg, and at other places. The drilling activity for oil is illustrated by the figures in Table 2.

Looking forward to growing demand for the output of the coal mines over the next decade, producers face serious problems in meeting the market. Among the difficulties are the Coal Mine Health and Safety Act of 1969, wildcat strikes, growing shortage of skilled and supervisory labor, pollution control and rising costs. The two-day program, planned by R. L. Frantz, covered all of these subjects and presented a few remarks on such wholesomely noncontroversial matters as ground support. A prediction of coal for electricity generation in 1980 was made by Philips amounting to 550 million tons, an amount equal to total output now, With respect to competition in this market, he said: "For the foreseeable future there is enough energy demand for all participating fuels." Banana oil conies not from bananas but from coal and science may just convert coal to meat loaf or some other surprising application may come out of research for product markets. Philips sees no revolution in mining methods although longwall mining will be expanded.

Actual field data from several wells are used to illustrate the application of the method of determining the average density of the fluid column in a flowing oil well in the Yates field, Pecos County, Texas. The depths of the wells in the Yates field vary from 900 to 1700 ft., depending on surface elevation and the location of the wells on structure. Production rates over 8000 bbl. per hour have been determined and many wells are capable of producing 2000 bbl. hourly. Gas-oil ratios are usually below 400 cu. ft. per barrel, but a few wells high on structure have produced over 3000 cu. ft. per barrel. Incidentally, tubing wells has cut these high ratios to as low as 400 cu. ft.' By common agreement of the operators all wells making ratios over 400 cu. ft. will be tubed. Daily production of the field is prorated to 110,000 bbl. from an open-flow potential of 5,000,000 bbl. based on hourly open-flow gages.

AN electronic data-processing system is described which permits rapid, accurate, low-cost processing of strain-dependent damping data utilizing equipment normally available within the service facilities of most large laboratories. On analyzing the record of a stress-dependent damping test, the operator usually measures the double amplitudes at several points on the decay curve. The logarithmic decrement is then calculated for decay between consecutive amplitudes. These values of 6 are plotted against the corresponding maximum surface shear stress, T, which is proportional to the average of the two amplitudes between which is calculated: where d is the specimen diameter. The period of the vibration is not necessarily constant during decay; thus, each cycle must be counted. A decay curve may extend to, perhaps, 1000 cycles, and at least two curves are always obtained for each specimen or set of conditions. It can, therefore, be seen that manual analysis of decay curves is both tedious and costly in terms of man-hours. RECENTLY spectrophotometry has been reported to provide a convenient technique for the rapid and reproducible determination of xanthate concentration in pulp solution 1,2 and for a kinetic study of xanthate decomposition in acid solutions." Since the application of this analytical technique is feasible for those compounds showing pronounced light absorption maxima in the near ultraviolet region, it was deemed advisable to investigate the absorption spectra of some of the organic compounds that are used in flotation. It is known empirically that certain groups of atoms in an organic compound cause characteristic light absorption in the ultraviolet and near ultraviolet range, and the wavelengths and intensities of the corresponding absorption maxima are relatively independent of the nature of the remainder of the compound. The characteristic values of such groups, which are known as chromophores, are given in the literature. 4,5 According to this information, many of the sulphydryl compounds are expected to show absorption maxima in the near or long wavelength ultraviolet region, whereas the saturated fatty acids and the saturated alkylamines do not.

A study has been made of the feasibility of storing liquid meihane at low pressures in undergrohd caverns. Methane liquefies at — 258°F at atmospheric pressure. It is shown that the methane evaporation rates will rapidly decrease and cool the surrounding rock so that at the end of one month they would be between 50 Mcf/hr for a cavern of 25-ft radius and 700 Mcf/hr for a cavern of 100-ft radius. At the end of 10 years, the evaporation rates would be 18 and 100 Mcf/hr, respectively, for caverns of the same radii. The evaporation rates may be reduced by a factor of 2 to 10 by the application of insulation. The cost for mining the caverns is estimated to be $.75 to $1.25/Mcf of storage. This is substantially less than surface storage; it is believed to be safer and to result in lower maintenance, savings in space and savings in strategic materials. INTRODUCTION During the past few years, there has been an increasing interest in the economic feasibility of liquefying methane. Methane liquefaction is being considered for tanker transport; in addition, liquefaction is being reconsidered for shaving peak gas demands. Several articles have described natural gas liquefaction and the progress of the tanker in making trial runs from the United States to Great Britain to determine the feasibility of tanker transport. At the present time, pipelines are not designed to supply peak gas loads during extremely cold periods such as are oiten encountered in the North and Northeast. Gas is being stored in underground reservoirs en-route to its destination, but in many instances satisfactory storage in porous reservoirs has not been practical, especially along the Eastern seaboard where few petroleum reservoirs have been found. In England and other foreign countries, it is unlikely that satisfactory porous structures could be found, and it may be desirable to mine or excavate the rock to obtain storage. By storing the methane near the consumption point, product availability can be increased during periods of need. Methane liquefies at - 258OF at atmospheric pressure, and 1 cu ft of liquid methane will make about 600 cu ft of gaseous methane. Methane liquefaction for shaving peak gas demands was conducted in Cleveland, Ohio in the early 1940's. The Cleveland plant was designed to liquefy 4 MMcf/D of natural gas.' Development of several low-temperature processes has resulted in some improvements in the design of low-temperature storage vessels. Liquefied-methane storage vessels can be designed for various evaporation rates. The desired rate will depend on the reason for liquefaction. For shaving peak gas demands, the desired evaporation rates would be low, possibly between 0.2 and 1.5 per cent/day. For methane tanker transport and supply, the evaporation rates must be high and must equal the total daily rate of supply. It is apparent that the cost of storage facilities will depend on the objective and will vary appreciably. Surface storage of methane may cost between $3,000 and $20,000/MMscf, depending on the size and design. The failure of the surface storage vessels at Cleveland, with the resulting injury and loss of many lives, has caused considerable emphasis to be placed upon developing new, safer and improved methods of storing liquid methane. Storage of liquefied propane and butane in underground salt domes has been very satisfactory. The per-barrel cost of underground storage for any sizeable capacity is very small compared to the cost of surface storage for LPG mixtures. The larger the capacity of the underground storage, the less is the per-barrel cost. Numerous advantages appear to exist if liquefied methane could be satisfactorily stored underground, the principal advantages being increased safety, lower initial cost, lower maintenance cost, savings in space and savings in strategic materials. The purpose of this paper is to determine the feasibility of storing liquid methane underground in mined caverns. If a large spherical cavern is dug underground and is filled instantaneously with liquid methane, the surface of the sphere may approach the liquid methane temperature almost instantaneously. The temperature distribution for a sphere of radius r. in an infinite medium, initially at one temperature with spherical surface kept at T, from time t = 0, is given by Eq. 1.'
