NAME AND OBJECT. SEC. 1. This Institute is incorporated under the Membership Corporation Law of the State of New York ; its corporate name is AMERICAN INSTITUTE OF MINING ENGINEERS; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely (1) Members ; (2) Honorary Members , (3) Associates , and (4) Honorary Associates Only Members and Associates residing within the United States of America, Republic of Mexico and Dominion of Canada shall be entitled to vote at the meetings of the Institute. SEC. 2 All Members, Honorary Members, Associates and Honorary Associates of the American Institute of Mining Engineers as the same existed on the day of the incorporation of this Institute, are Members, Honorary Members, Associates and Honorary Associates, respectively, of this Corporation SEC. 3. The following classes of persons shall be eligible for membership in the Institute, namely, as Members and Honorary Members, all professional mining engineers, geologists, metallurgists or chemists, and all persons practically engaged in mining, metallurgy or metallurgical engineering ; as Associates and Honorary Associates, all persons desirous of being connected with the Institute who, in the opinion of the Council, are suitable. SEC 4. Every candidate for election as a Member or Associate of the Institute must be proposed for election by at least three Members or Associates; must be approved by the Committee on Membership, as prescribed in the By-Laws ; and .must be elected by the Council. Not less than three-fourths of the votes cast shall be necessary to an election Every person so elected shall become a Member or Associate, as the case may be, upon payment of his first dues as herein-after prescribed Each candidate for Honorary Member or Honorary Associate, must be recommended by at least ten Members or Associates ; must be approved by the Council ; and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of all the Directors present ; provided, however, that the number of Honorary Members and Honorary Associates shall not at any time exceed twenty SEC. 5. If any person elected a Member or Associate does not, within sixty days after notice of his election, accept the same and pay his initiation fee and dues for the current year, his election may be cancelled at the discretion of the Council.

While working, during the summer of 1877, upon the "Chemical composition and Physical Properties of Steel Rails," the results of which are given in my report with this title, I was struck with the surprising wear which some of the rails, which would ordinarily be called soft rails, had endured. At that time I knew of no chemical measure of softness except low carbon, and I found that a numher of rails with low carbon had endured as high or higher tonnage, with apparently as little loss of metal by wear, as those with higher carbon. My own work on steel rails that summer did not embrace any definite experiments as to the amount of metal worn off the rail per million tons which had passed aver it; and so I could get no more definite answer from that work, to the question at the head of this paper, than was given by comparing the appearance of the worn section of the rail with its tonnage. This comparison, however, served to arouse in my mind the query, whether the commonly received opinion as to the relation between the hardness and wearing power of steel is correct, as applied to steel rails. This opinion, if I am right, is: the harder the steel, the better will be the wear, and the limit of hardness is simply one of safety; hard, brittle steel being, of course, more liable to break than soft, tough steel. The query, although aroused, did not bear any immediate fruit, and, as will be evident to any one reading it, the report above referred to was written with the commonly received opinion in mind. Since that time I hare collected a little information upon this subject, which I should be glad to submit to the Institute, if for no other purpose, for the sake of arousing attention, and directing study to the question of hardness versus wear in steel rails. Before making known this information, howevcr, permit me a few words in reference to hardness. How shall we measure the hardness of steel ? Of the various ways of getting indications as to the hardness of steel, which are known, three mill serve our present purpose. These are: 1st. High carbon. THE production of crude oil in Wyoming rose to 44,290,010 bbl. in 1923 and declined, during 1924, to 39,295,030 bbl., a decrease of about 11 per cent. The Salt Creek field supplies 75 to 80 per cent. of the production. Pipeline runs from the Salt Creek field reached a maximum in November, 1923, at a daily average for the month of 116,437 barrels. During 1924, the gas pressure in Salt Creek has declined rapidly and the production dropped to about 60,000 bbl. per day. Part of 'the decline during the last few months was due to lack of power to pump the wells. The electric-power plant of the Midwest Refining Co. did not begin to deliver current until the middle of December, by which time several hundred wells were off production. The cold snap in December, which brought, the temperature down to 30° below zero on the 17th, tied up operations almost completely and the average production for the month was only 49,545 barrels. As more wells are being pumped and the number of dead wells reduced, the production is rising and was up to 61,000 bbl. during the last week of January. A further increase is expected as the weather becomes warmer. The production of Salt Creek, by months, during 1924 is given in Table 1. Plans for the Petroleum Division during the ensuing year are in process of development, in contemplation of the usual fall meetings in the Mid-Continent and California areas, as well as the annual meeting to be held in New York in February, 1936. Houston, Texas has been suggested as the place for the Mid-Continent fall meeting, the exact date to be announced shortly. During the past year, the Division's technical programs, as in former years, have emphasized the wide fields of engineering endeavor in the petroleum industry yet remaining for more thorough investigation and discussion. An effort has been made to bring an international interest into the proceedings of the Division by inviting the participation of prominent foreign technologists. This viewpoint should promote a continuation in 1935 of past high standards, afford a more thorough understanding of problems throughout the membership, and maintain the Institute's position among the various technical organizations functioning particularly in the oil-producing and refining areas. In the list of subjects proposed for the fall meetings is the problem of estimating petroleum reserves. Various factors requiring study will include productive sand volume, porosity, average permeability, saturation, and types of recovery. Research papers are proposed dealing with energy consumption per unit of oil recovered, reservoir pressure or energy loss relationship to the usual volumetric method of estimation, and the study of oil and gas segregation within the reservoir. Other subjects tentatively suggested include new casing practice in relationship to wells producing from several productive zones, progress in lifting methods, repressuring, advanced methods in drilling economies, and the economics of conservation. Although the threat of overproduction yet remains, to a lesser degree than during the past few years, intensive activity is now being directed towards the discovery of new petroleum reserves. This situation undoubtedly will influence, in some considerable degree, the channels through which technical activities will be directed. A continuation of the commendable work on production statistics for the various oil-producing states and foreign countries has been effected. The usual papers dealing with the general economics of the industry will be reserved for the annual New York Meeting. The Stabilization Committee maintains its membership of nationwide authorities, and interest is manifest in new developments to meet the changing requirements of the industry.

S. J. SINDEBAND*—(1) Discussing the properties of the powders used, Mr. Rostoker mentioned a silicon powder as being between 150 and 325 mesh. We always had much difficulty in measuring particle size of silicon powder by screen analysis, because of its tendency to agglomerate. I would be interested in the method used to measure these particle sizes. (2) Mr. Rostoker maintains that the measurement of magnetic properties is more accurate in determining complete homogenization of an alloy, than is the X ray diffraction technique. I wonder whether this is really true. Even when diffusion is complete, magnetic properties will change during continuation of the heat treatment, due to change in density and pore shapes, as has been demonstrated by Mr. Rostoker himself. Which effect is faster, the diffusion of the alloy components or the attainment of final density, will, in my opinion, depend very much on initial material and sintering conditions used. For magnetic applications, of course, the magnetic measurements are most suited for determining the point at which equilibrium conditions are reached. (3) I was glad to see that Mr. Rostoker had used sample sizes which are similar to those I had used previously, and I believe that ring samples of about 2 in. od will become more or less standard samples for the determination of magnetic properties of powder metallurgy products. I should like to ask how the density was changed for the samples on which the effect of porosity was investi- gated, and, further, why the sintering temperature used for this series of experiments was so low. It is somewhat surprising that a 24-hr treatment at 850°C acts so much more to spheroidize the pores than a treatment for 1 hr at 1100°C. But the effect seems to be indisputable. I have made an investigation of the influence of sintering temperature for longer times on the maximum permeabilities of iron powder compacts which was presented at the International Powder Metallurgy Conference in Graz, in 1948, and I hope that these results will be published here within a short time. The results of this investigation are confirmed by Mr. Rostoker's findings that the change of time from 1 to 24 hr changes the permeability behavior considerably in the direction as indicated by Polder and Van Santen for spheroidiza-tion of pores. The following have been compiled from information furnished through the courtesy of Dr. W. P. Haynes, of London, and Mr. T. V. Grigorescu of Ploesti, Rumania. Gura Ocnitzei was the most active field during the year, furnishing 40 per cent of the production and 50 per cent of the drilling activity. Extensions to the west in this field were made both by Concordia and Romana Americana. In these new extensions the bulk of the production comes from the Drader member of the Dacian, with an average depth of 1300 m.; the underlying third Meotic at 1700 m. has not been developed yet. In Gura Ocnitzei east no new drilling has been done in 1933, but here declining pressures have led to the extensive use of gas-lift and pumps. Ochiuri saw some small drilling activity, but production declined. Two good wells were brought in by Unirea and Astra at the close of the year. Boldesti continued to be developed on a general plan by the four major companies interested. Production was from the Meotic, which in this dome has been penetrated for 356 m. Reserves have been estimated at about 63,000,000 bbl. An important discovery in this area was the bringing in of Credit Minier No. 1 Harsa to the east of the main field and producing from the Meotic. This well came in during October, 1932, and is now making 1400 barrels. In the Moreni Piscuri field only routine operations have been carried on. The prolific sands are now declining rapidly. Ceptura also saw only routine operations. In the Arcesti field development of the Meotic continues. Seven new wells were brought in during the year and ten were drilling at the close of 1930. The field produced over a million barrels for the first time during 1933. In the other fields only routine operations were carried on. A considerable increase in efficiency of operations was noted during the year. The average drilling time has been reduced, coring programs have been amplified, and much care has been taken in straight hole drilling. The Schlumberger electrical coring apparatus is extensively used. Electric-driven rotaries have been introduced at Gura Ocnitzei. The Moniteur du Pétrole Rouman reports that the index cost of drilling one meter, taking 1929 as a base of 100, has been reduced to 32 in 1933.

IRWIN W. ALCORN, present Chairman of the Petroleum Division, was born Sept. 5, 1899 at Marietta, Ohio, and moved with his family to Robinson, Ill., at the time of the early oil development there. This was in the days of the Star spudders, mud, mules, and Stanley steamers. Al graduated from Robinson High School after participation in basket ball, also attaining the captaincy of the football team of that school. He entered Missouri School of Mines and Metallurgy in 1918 and was ushered by the Army into the S.A.T.C. In 1920 he transferred to the Massachusetts Institute of Technology, later to return to receive his B.S. degree -in metallurgy at Rolla, also joining the AIME. On graduation, he worked for the Skelly Oil Co. at Cushing, Okla., shifting to the Moore Refining Co. at DeNoya, Okla., as superintendent of a small pipe-line system. After an interval of two years with the National Supply Co. in Tulsa, he joined the Independent Oil and Gas Co. of that city, and at various times was chief engineer of the Texas division, superintendent of the West Texas pipe-line system, chief engineer of pipe-line construction, and chief engineer of the refining division. Al organized the Company's production engineering department. In 1930 the Company was merged with the Phillips Petroleum Co. The depression was in and Al was out, 'as was true nine months later when the Smith Separator Co. whose chief engineer he had become, was liquidated. ABOUT the time this magazine reaches its readers, Cresap P. Watson will celebrate his 53d birthday. If he spends that birthday at his West Los Angeles home, he won't be far, as distance is measured today, from Santa Barbara, where he was born on July 8, 1895. He is truly a member of a petroleum family; one brother, N. O. Watson, managed Royal Dutch Shell interests in Venezuela for years and is now general manager of the Caribbean Petroleum Co. at. Maracaibo; another brother, Rex, is vice-president of the Drilling and Exploration Co., while brother-in-law Ben Belt is an executive of Gulf Oil. His own life has centered in the petroleum industry since his first job in 1913 as camp cashier for a Mexican oil field at Tampico. Down on the isthmus of Tehuantepec he advanced to tool dresser and' production foreman for the company. The first World War interrupted his Mexican experience by transforming him into an artillery officer in France. Once the Army ceased to demand his services¬by then it was 1919-he returned to the task of furthering his professional career as agent for the Amerada Petroleum Corp. By 1927 he had reached the position in which he could be called an executive in the petroleum industry, having organized and become president of the Federal Royalties Co. His activities in local and national legislation affecting the petroleum industry increased as has his advocacy of the development of oil and gas fields under sound engineering and conservation principles through unitization or other co-operative forms of operation. Considerable amounts of his time go to the promotion of industry public relations.

THE technique of handling drilling muds varies somewhat, partly because of personal factors but mainly because of differences in forma-tion, the type of problems met with, and the general drilling conditions in different localities. The much greater depths to which bore holes are now carried have made necessary closer attention to and great modifications of all aspects of drilling-mud technique. Increased depth means smaller hole, smaller drill pipe, smaller clearances, higher pumping pressures, higher differen-tial pressures between shows and the mud column, less accurate control of the weight of the mud column, delayed receipt of formation data, and poorer samples. It means longer delays and greater hazards in rectifying mistakes or dealing with accidental occurrences. Equipment on a larger scale is necessary and more pains must be taken with layout. Lastly, the budget costs of raw materials have risen to high figures and economy of time and of direct monetary expenditure have come to mean much more than formerly. A mud laboratory is now part of the essential establishment of a modern oil field and to it current problems can be submitted for the most thorough investigation. The detailed chemical properties of all mate-rials purchased or quarried have to be investigated. Detailed data on the physical properties have to be ascertained and research on improve-ment of material and its most efficient use has to be carried out. In this paper we propose to discuss the main mud problems with which we have to deal in Iran, some of which are peculiar to our local conditions while others are of the general type common to all workers in this subject.

The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library; either by purchase or personal solicitation as, gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

REACTIVE metals are not only those sufficiently radioactive to be used as fuels, such as uranium and thorium, but all metals that will find application in power reactors. It is required of such metals that they be relatively inert or chemically unreactive, dimensionally stable at high temperatures and pressures, and either very absorbent of radioactivity or transparent to it. To gain the right perspective concerning these metals it is necessary at this point to explode some erroneous concepts propounded so often they have become accepted as fact. The first of these is that the great industrial nations, especially the U. S., have reached their pre-eminent position chiefly because they possess abundant mineral resources. Some U. S. mineral economists, echoed by the politicians, have taken this position so often that many of their theories and policies are based on the presence of developed mineral resources as a sine qua non to the country's greatness. Actually the reverse is true- under a social and political system granting free rein to the initiative and creativeness of its people, many hidden mineral resources that otherwise would have lain fallow have been developed into productive enterprises to the benefit of the national industrial economy. Again, once the proper incentive was furnished, other countries have also been able to establish valuable mineral enterprises in recent years; resources long dormant for lack of a proper economic environment suddenly have become valuable and productive. It is possible to name immediately several nations where such domestic economic developments have had favorable repercussions within the last decade. The absence of productive mines in any country is no indication that workable deposits do not exist within its territory.
