[The conclusions arrived at by authors in paper read before the Petroleum Division and the California Sections of the Americam Institute of Mining and MetallurgicaI Engineers and the Standardization Division of the American Petroleum Tnstitute, at a joint session held at Los Angeles, Cal., Jan. 21, 1926, are presented below.] From the theoretical discussion and experimental evidence presented in this paper, the following conclusions may be drawn: 1. The efficiency of the oil-well plunger pump is dependent to an important degree upon the submergence provided. 2. Ample submergence must be secured in order to provide sufficient static pressure to force the oil through the restrictions interposed in the oil path at the standing valve and at the plunger nut surrounding the garbutt rod. These restrictions should be no smaller than is structurally necessary, in order to reduce resistance to oil flow to a minimum. 3. A part of the static pressure developed below the standing valve by submerging the pump is dissipated in overcoming the inertia and in providing upward acceleration for oil left between the pump valves at the conclusion of the down-stroke of the plunger, and of oil below the standing valve in the gas anchor above the oil inlet. This loss in effective static pressure can be reduced to a minimum by dispensing with the garbutt rod and placing the working valve at the lower end of the plunger. The valves should be as near together at the conclusion of the down-stroke of the plunger as is consistent with security in avoiding striking of the lower end of the plunger on the standing-valve crown. Gas anchors should be short, and oil inlets should be as near the standing valve as is consistent with proper gas exclusion. 4. Because of the presence of gas in solution in the oil, which tends to escape from solution under the reduced pressure conditions above the standing valve, the effective length of stroke of the plunger is reduced, and the suction effect of the rising plunger is largely nullified. The influx of oil through the standing valve is therefore chiefly dependent on static pressure developed by submergence.

THE earlier struggles in petroleum geology were directed to solving the origin and method of accumulation of petroleum. We are now fairly well agreed on those subjects. Most of us think that the great mass of petroleum commercially produced comes from plants or animals, or possibly from both. We are confident that the oil was not produced where it is now found but has accumulated in reservoirs of various kinds. The types of reservoirs are certainly variable but they just as certainly follow definite geologic laws. Some of these types of reservoirs can be determined from surface study; others cannot. We know, too, that these types of reservoirs (largely structures such as anticlines, domes, and terraces) are much more widespread than the oil pools. In other words, there are many places where good sands and good structures exist but where oil is not found. It is the purpose of this paper, therefore; to attempt to analyze, from a regional standpoint, some of the conditions that control the presence or absence of oil pools and to group them in a regional way, hence the term "Petroliferous Provinces." The paper lays no claim to presenting new facts but attempts to group and classify the information that so many have expressed again and again. The essential factors for an oil field are petroleum, a reservoir material, and conditions under which the petroleum can enter the reservoir but cannot escape except through the drill holes. The paper will first discuss the source of petroleum as it occurs in definite regions, then the regional arrangement of reservoir strata, and finally the areal arrangement of structures. To have petroleum, there must be a source. Since living matter is considered the source of the petroleum, geological conditions must, have been such that living organisms were abundant. Arid regions on the earth's surface have not given rise to living things-in sufficient abundance to produce oil; similarly, too cold regions and saline inland lakes. I doubt if many of our engineers know of the existence of coalfields extending over hundreds of miles of territory bordering on and lying contiguous to the Rio Grande River in Mexico. Essential as these facts are to those contemplating the starting of industrial works along our frontier, 1 have not been able to learn that any surveys or examinations have been made of these deposits, arid I trust the preliminary and unofficial investigations lately made by myself may be found of interest, especially to those of our members whose experience has been with poor fuel, or in districts remote from railway facilities. While it is true that Northern Mexico is generally bare of charcoal-making timber, yet no greater mistake can be made than to condemn the light, quick-growing woods found in profusion, and which cannot be excelled in flame or heat-pruducing qualities for boilers, reverberatory furnaces, or hearths. No country could be surer of a full supply of wood if wise legislation in regard to irrigation and preservation of young timber were adopted and enforced, but the beneficiation of the low-grade ores of Mexico demands a more dense fuel for furnace work, and, fortunately for metallurgists, who will hereafter make this frontier a base of operations, there have been disclosed, near the surface, seemingly inexhaustible beds of semi-anthracite and bituminous coals. No extensive openings have as yet been made, and my own workings at the Cedral mines are all that can yet be said to prove the quantity and quality of the coal, other openings furnishing only corroborative evidence. Our location (one hundred and ten miles west of the Rio Grande River) is on the western line of the depository basin, as it has existed since the period of activity along the volcanic line. The region farther inland I have not examined, but the elevations, as a rule, are much greater, though from the nature of the formation, they are not necessarily barren ground. Beginning at the base of the Santa Rosa Mountains (location of the Cedral mines), we find very interesting breaks in the foot-hills, disclosing the stratified rocks from the volcanic centres to the valleys.

THE increasing need for the products of our mines, mills, and processing plants, the loss of mine manpower to plants other than those concerned with the mineral industry, and the drafting of our younger men into military service have created an acute situation in many places as to workers and production. This, in turn, has focused attention on the need for conserving manpower by conserving the health and life of our mining people. Health A world-wide tendency is noticeable in the mineral industry toward protecting the health of workmen,-particularly younger workers, as well as older workers who can continue to produce in many places where manpower is lacking. This matter was emphasized at the Geneva Labor Conference for Coal Mines at the Committee's fourth session, held in Geneva, Switzerland, May 7 through 19, 1951. Papers concerning the health of workers were presented at the annual meetings of the mining sections of the National Safety Council, the Coal Mine Inspectors' Institute of America, the American Public Health Association, and other organizations. Safety Conferences Without exception, the attendance at mining-safety conferences in widely separated places throughout the country during the year was the largest to date. What is needed at the safety meetings throughout the country is more-widespread attendance by those who can sell the idea to the workers that they are the focal point in accident prevention and that safety is not going to be achieved alone or even in part by laws, decrees, or commands, but by quiet influence, unconscious suggestion, and personal' guidance. If these are acquired by the workmen, a safe environment and ample, capable supervision supplied by management, accidents will be fewer and less severe. Many safety conferences attempt to develop the foregoing idea by enumerating and describing training programs for supervisors and workers alike. Nothing can replace a course in first aid for all persons employed at any mine or plant as an introductory and basic step to a successful safety program. READJUSTMENT Of the industrial world to a peace .basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet he clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the-latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and. what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the

The different types of blowing-engines in use are so numerous that it would not he practicable to consider them all in this paper. I shall therefore only take up briefly a few well known types. The style of blowing-engine most largely used in this country is the vertical engine with air-cylinder above, cross-head between steam and air-cylinders, and two fly-wheels, each having a wrist-pin in its hub, or in one arm. This kind of engine can be built cheaply, takes up little room and is very accessible. Its disadvantages are that the cross-head is liable to break, and that putting the wrist-pins in the wheels tends to set up vibrations in them. It is likely that on the whole this type of engine will continue to be built quite ex tensively. The same general arrangement has also been used to some extent, but not widely, in horizontal engines. The Bethlehem Iron Company has some very fine blowing-engines of this type, except that they are compound, having the one steam-cylinder replaced by two, side by side. These engines are noticeable not only for the very excellent workmanship on them, but also on account of the weight of the pistons being carried by steam-pressnre applied in chambers in the lower side, the steam being supplied to these chambers through the hollow piston-rods. This arrangement, I believe, has always worked well. Another type of engine which has given good satisfaction is the vertical double-engine, having air-cylinders above, steam-cylinders below them, and cranks at bottom, the engines being coupled to cranks on the ends of the shaft, placed at right angles to each other, the shaft carrying the fly-wheel at its center. Engines of this type, except that they are arranged horizontally, are also used to a con siderable extent. These engines avoid the disadvantage of having wrist-pins in the fly-wheels, and also dispense with the long cross head with its attendant disadvantages. The Gulf Coast area of Texas and Louisiana produced a total of 47,070,650 bbl. of oil during 1928, a decrease of 7,401,173 bbl. from the previous year. Of this amount Texas produced 39,353,950 bbl., or a decrease of 9,689,296 bbl. from the 1927 output. The Louisiana Gulf Coast produced 7,716,700 bbl., which is an increase of 2,288,123 bbl. over 1927. The decrease in the Texas Coastal area is due principally to the decline at Spindletop. Production at the beginning of the year in this field averaged 53,400 bbl. daily. At the end it had declined to 35,850 bbl. The increase in Louisiana was due to development in new fields at Kelso Bayou (East Hackberry), Sulphur, Sweet Lake, Bayou Boullion and Sorrento. This production was maintained by the drilling of 984 wells. Of this number 736 were located in Texas and 248 in Louisiana. Of the 984 wells drilled, 571 were reported as producers. Distribution of the various completions is listed in the accompanying tables compiled by Oil Weekly. New Developments New developments of particular importance in Texas were the finding of a 5000-bbl. well in formations of Cook Mountain age in the Clay Creek field located in northern Washington County by the Sun Oil Co. ; the discovery of oil at Dewalt in Fort Bend County by the Humble Oil & Refining Co.; the development of commercial production at Raccoon Bend in Austin County by the same company; and the finding of oil in formations of Oligocene age in the Refugio gas field of Refugio County. The most important development in Louisiana was the finding of oil at Sorrento, east of the Mississippi River, by the Gulf Production Co. The importance connected with these finds is not so great in that they opened up new fields, but in the new territories which they open as possibly productive of oil. Eastern Louisiana has been looked upon with considerable doubt on account of the theory which has prevailed among most geologists that the nature of the formations was not such as to produce oil. IN discussing the art of the goldsmith, it is apparent that it is an art requiring skill. He who wishes to be acclaimed a good master therein must be a good universal master in several arts, for the different kinds of work that come to his hands to be done are infinite. Those who work in gold and silver must outdistance all other craftsmen in learning and achievement to the same degree that their materials outdistance other metals in nobility. Therefore, it is necessary first of all to be a good designer, because design is the key that opens the doors not only to the goldsmith's craft but to all others. Then it is necessary that he understand melting and that he know well how to work with a hammer and how to use flat gravers and burins in engraving, as well as files and chisels. He must also possess certain secrets that are needful to the art, which in truth are parts of alchemy, such as softening gold when it is brittle and raw, coloring it when it has little color, soldering, enameling, working in niello, blanching, gilding, and an infinite number of things which must all be known in detail. But above all he who wishes to do this art well must be very patient in working, must know how to mould and how to proceed with the melt and with the file, hammer, chisel, or other implements for bringing his gold or silver work to the final state which he plans. He must also have good judgment in gems and know well how to recognize every [134v] good or defective quality they possess, and to distinguish the false gem from the true, either when set or when unmounted, as there is need; also how to value them both in buying or selling and in satisfying others who seek his appraisal. He should also be experienced not only in the technique of melting but also in the methods of assaying, parting, refining, cementing, and the like, and still many others. RepressuRIng, or gas drive, was first tried in the Seal Beach oil field during the fall of 1927, and was carried on until the spring of 1928. This experiment in the Upper or Bixby zone was highly successful in proving the feasibility of compressing gas to high pressures and also showed great increases in production. The project was discontinued because there were not enough wells to protect the property lines. In the development of the second or Selover zone, many more wells were drilled and after 2½ years of production the gas was depleted so that all producing wells in the zone were either pumping or on gas-lift. Edge-wat'er encroachment and the deepening of wells on neighboring properties to a third zone practically isolated the lease, so that during the spring of 1929 it was considered feasible to repressure the Selover zone on the Bixby lease of the Continental Oil Co. (Marland). As shown on Fig. 1, the main Seal Beach structure is an elongated dome with a northwest-southeast trend, and the north flank is cut by a fault nearly parallel to the axis of the structure. Bixby well No. 24 was chosen for the injection well on account of its location, as it is backed up by the fault and is surrounded by wells that protect the property lines. The results of the test made in the Bixby zone indicated that an injection well on the flanks of the structure would drive oil quickly to up-structure wells but would have a tendency to cause by-passing, while the drive to down-structure wells would be slower but more evenly distributed. Preferably the injection well would have been located on top of the dome but property divisions made this inadvisable. Well 24 had been completed in November, 1928, but on account of gas depletion the well failed to flow naturally. On gas-lift the well had an initial production of 1000 bbl. of oil with 30 per cent. emulsion. This well is 4825 ft, deep, penetrating 200 ft. of oil-bearing formation. The stack gases from regenerative furnaces lare very seldom utilized for the production of steam. If the temperature of the gases is not higher than 300" C. (572" F.) there is no economy in their use for this purpose, as the amount of available heat is very small and the temperature is so little above that of the steam that the interchange is too slow. With higher temperatures of the waste gases, however, good results can be obtained. At the plant of the New Jersey Zinc Co. (of Pa.) at Palmerton there are a number of return tubular boilers, each 6 ft. in diameter and 20 ft. long, with 96 3.5-in. tubes, which are heated by the waste gases from the spelter furnaces. These furnaces have continuous regenerators heating the air only and the stack gases reach the boilers at a temperature of about 450". The gas producers for one of these furnaces require 14 tons of anthracite (a mixture of Nos. 2 and 3 buckwheat), and the waste heat from the furnace gives a little more than 42 h.p. in steam. The boilers are not well adapted for the purpose, as they are much too large for the amount of heat going to them and the area of the tubes is not sufficient to take the gas from two furnaces without causing an objectionable amount of back pressure. The plant was built without any idea of using waste-heat boilers, and it was impossible to place the latter as close to the furnaces as they should be. Furnace and boiler are connected by an underground brick flue in which the temperature of the gas drops about 100°, losing 40 per cent. of its available heat. If the boilers were close to the furnaces the horse power of each would be 70 instead of 42. Even under these unfavorable conditions the boilers have been very advantageous, as one boiler easily supplies the steam necessary for two batteries of producers. With such low gas temperatures the heating surface of the boilers is, of course, not as efficient and the flue areas need to be considerably larger than for coal firing.

Mutch (Falconbridge Nickel Mines Ltd., Ona-ping, Ontario)—This contribution is prompted by the fact that the writer has recently published an article'!' which has in part the same general conclusions as B. S. Butler's, namely, the form of the standard mineral paragenesis in hypogene deposits and the parallel transition from early high temperature acid to late low temperature alkaline or neutral solutions. Since the writer also recognizes that he is not fully qualified to discuss the formation of ore deposits as a chemical problem, this discussion will be limited to summarizing other observations and will suggest how Butler's Table II might be made more effective. The form of Butler's table is not unlike that widely used by European geologists'" in which the various minerals are related to the types of ore fluids—peg-matitic, pneumatolic and hydrothermal. Thus the decrease in temperature and change in pH of the ore-bearing fluids as recognized by Butler may also be paralleled by perhaps even greater changes in composition, density, and character. W. H. Newhouse's article:" on the sequence of hypo-gene ore mineral deposition is still one of the most complete analyses of the problem. In it he makes four major observations: 1) The order of O, S, As, Sb is the same as their increasing atomic weights and the same as their melting points. 2) The order of the metallic elements is the same as the Schuermann series. 3) The general mineralogical order is paralleled by decreasing heats of formation. 4) The order is generally in decreasing hardness, higher metal content, and higher specific gravity. The order of 0, S, As, and Bi is also the same as their relative abundance. Another point worth mentioning about this series is that As, Sb, Bi, when abundant, often substitute for sulfur in the early pyrite-like minerals, whereas later in the sequence these elements appear to act more like metals. This behavior may be a further indication of the acid character of the early fluids. C. J. Sullivan"' has attempted to show that the sequence of the metallic elements is related to the order of their melting points and has discussed the interrelationship of the different types of bonding of sulfo-phile and oxiphile elements in minerals. Items 3 and 4 might best be summarized by saying that bonding of the minerals in the series appears to be from ionic to covalent to metallic, the early minerals being light in weight, hard, and near-transparent; the intermediate minerals of intermediate weight, semi-transparent, and semi-conducting; and the end minerals heavy, soft, and malleable, opaque and good conductors. A rapid fall in temperature has been assumed to be the cause of ore deposition in many deposits. Perhaps this in turn is the effect of a rapid release of energy in the form of pressure release and change of volume, the first minerals to form being those with the highest heats of formation which absorb the released energy the most rapidly. Butler's Table II could probably be streamlined and made more effective if the listed compounds were assembled as mineralogical groups as in Dana. Thus the sulfides, arsenides, antimonides, bismuthides, and sulfa salts could be arranged in AX,, AX, A2X2, etc. groups. Since these are continuous substitution series, in which the fields of stability and the heats of formation of the various individual minerals can be fairly regarded as similar, this should be accomplished with no loss of clarity. The occurrence of the individual minerals and the precise sequence of the mineral deposition in any one deposit is probably more dependent on the concentration and relative abundance of the component elements. The assembling of geological data in tabular form such as Butler's Table II will continue to be a very effective method of studying geological phenomena. The importance of this particular problem has been pointed out by C. F. Park,% who concludes that understanding of mechanisms of the standard paragenesis and interrelated problems of mineral zoning in space and time is one of the major keys to classification of ore deposits.

The zero-points-of-charge of apatite, calcite, and fluorite are pH 6.4, 10.8, and 10.0, respectively. Scheelite is negatively charged above at least pH 3. In this article, the flotation responses of these minerals in the presence of potassium oleate and sodium silicate are described and compared with electrokinetic data. Colloidal silica appears to be the species principally responsible for calcite depression, while silicate anion is the species responsible for fluorite depression. Additions as high as 1 x 10-3 mole/liter silicate have no effect on the flotation responses of apatite and scheelite. Selective flotation of nonmetallic minerals is difficult to achieve with fatty acids or soaps by themselves. As a result, specific reagents are added to aid these separations, and one of the reagents commonly employed for this purpose is sodium silicate. Flotation separations of various calcium-bearing minerals such as fluorite from calcite1-3 and scheelite from calcite2,4 and apatite,2,5 for example, almost always involve the use of sodium silicate. The mechanisms by which sodium silicate functions as a depressant are still not understood, probably for a number of reasons. For one thing, the dissolution process of sodium silicate is complex, giving rise to a number of ionic and colloidal species.' Moreover, the type and concentration of these species depend on the ratio of Na2O to SiO2, the concentration of sodium silicate, and the pH of the system.' At the present time, it is not known which species, colloidal silica or silicate anion, is responsible for depression. If colloidal silica is the species that is adsorbing, then adsorption must occur by electrostatic attraction between the colloid and the mineral surface. Silicate anion, on the other hand, may adsorb either physically or chemically. The objective of this paper is to determine first the active species of sodium silicate and then the conditions under which this species will adsorb and function as a depressant. EXPERIMENTAL MATERIALS AND METHODS Pure samples of apatite (Durango), calcite (Iceland-spar), fluorite, and scheelite were used in this investigation. Pure potassium oleate was used as collector, while reagent-grade HC1 and KOH were employed for pH adjustment. The sodium silicates used were samples obtained from the Philadelphia Quartz Co. In one series of experiments, various sodium silicates containing different ratios of SiO2 to Na2O were added to calcite systems. These sodium silicates contained SiO2-to-Na2O ratios of 3.75 to 1, 3.22 to 1, 2.40 to 1, and 1.60 to 1. All other experiments were conducted with the sodium silicate containing the ratio of 3.22 to 1, which is the one that is normally used in industry. Flotation experiments were conducted with 21/2-g charges of 48 x 150-mesh material in conductivity water with an apparatus and technique described previously. Electrokinetic experiments were conducted with both a Zeta Meter and streaming potential apparatus. Particle size was 48 x 65 mesh for the streaming potential experiments. EXPERIMENTAL RESULTS The first series of experiments involved flotation of scheelite in the absence and presence of sodium silicate. As shown in Fig. 1, flotation response was not affected with even the relatively high addition of 1 x 10-3 mole per liter sodium silicate. Interestingly though, no flotation was effected below pH 6 with this collector addition. The responses of apatite to flotation under these same conditions are given in Fig. 2. Similarly, no depression was obtained in basic media under these conditions. Similar experiments were conducted with fluorite, and in this case, depression was noted above about pH 11 with 1 x 10-3 mole per liter sodium silicate (Fig. 3). When calcite was floated with these same levels of addition of sodium silicate, essentially no flotation was possible above pH 7 (Fig. 4). A tough Conservation Act has been in force in Pennsylvania since January, 1964. Known as the Bituminous Coal Open Pit Mining Conservation Act, it is now under study by other coal producing states, and seems likely to serve as the blueprint for similar legislation elsewhere. It provides for the conservation and improvement of areas of land affected by open pit mining to decrease soil erosion, prevent pollution of rivers and streams, prevent combustion of unmined coal and generally improve the use and enjoyment of such lands. The cost of backfilling may go to as much as 40[c] or more per recovered ton and is cutting deeply into already reduced profit margins brought on by rising labor and equipment costs, static coal prices and less accessible coal. As a result, operators will be forced to seek greater efficiency.

Comerford (Smithsonian Astrophysical Observatovy)- The authors' concern about the effects of preferred orientation is justified and emphasizes a phenomenon that can be a source of serious error, but the cogency of their concluding statement bears close examination. They contend that comparison of intensities from parallel planes of the two phases, as proposed by Averbach, Comerford, and Bever,13 leads to incorrect results. The state- ment is based on the fact that, in Fig. 3, intensity measurements at extreme angles of tilt, (2, lead to different values than those given by the average of all the data. The proposed explanation is that unsuspected superpositions of (110), reflections spuriously enhance the martensite intensity. It might be taken as the engineer's solution of the case, starting with the assumption that steel is steel, while the tendency for a rail to have transverse fissures may, and probably does, depend, in part at least, on conditions met before it reaches the track. Admitting with the author that "brittleness of fracture in all grades of steel is characteristic of fatigue tests" we may yet look farther back to find out, if possible, why some rails and some steels are more prone to have transverse fissures than others, for it has been found that rails from certain heats of steel developed these fissures under a service which

THE W. I. Cook pool in Shackelford County, Texas, has been the subject of a number of papers and articles. Its unique position both as to operation and development has made it an ideal location for unit repressuring. The major portion of the pool is located on the W. I. Inc. and the Continental Oil Co. and operated by Roeser & Pendleton, Inc. The Humble Oil & Refining Co. and Tom James operate producing leases which have a vital bearing on the unity of the pool. Both have cooperated in the repressuring project. Practically the entire royalty is .owned by Mrs. W. I. Cook and she has given the operators her entire cooperation in all phases of unit repressuring.

Actually, in alrilost all cases, such funds are used " in the business," in which case, in addition to the periodical charges for principal of the fund, additional charges must he made at the end of each period to cover the interest and compound interest on previous charges. The periodical charge for sinking-fund thus becomes a varyillg and continually increasing one until the date of extinction. On many accounts it scems more natural and conveniellt to make the extinction by a fixed periodical charge under the legal rule for partial payments,
