ALL critical and strategic materials procurement functions have been transferred from the Defense Minerals Administration, General Service Administration, and the Economic Cooperation Administration and are now centered in a newly formed agency, the Defense Materials Procurement Agency. DWA will report directly to the Director of Defense Mobilization. Mr. Truman stated that he intended to appoint Jess Larson, administrator or General Services to head the new agency (see Trends P. 756). W. C. Schroeder has been named acting director of the Defense Minerals Administration replacing James Boyd. He has been named also to a newly created assistant director position of the Bureau of Mines serving under Mr. Boyd who is director. Schroeder was formerly head of' the Synthetic Liquid Fuels Division of the Bureau of Mines.

BUSTS of James Douglas and his friend, Ben Williams, placed in front of the library at Bisbee, Ariz., were unveiled there on April 8, and the connection of the two men with the development of the. Copper Queen mine was reviewed. Judge Bisbee, the brother-in-law of Ben Wil-liams, secured an option on the Copper Queen claim, financed its development and sent Ben Williams in to build the smelter, which turned out its first copper in November, 1880. Dr. Douglas, who was then superintendent of the Chemi-cal Copper Co., at Phoenixville, Pa., had a refining plant and, looking for more metal to refine, came to Bisbee early in 1881, where he negotiated a contract to refine the Copper Queen copper.

The Northern West Virginia Region of Consolidation Coal Company consists of ten underground mines. The Pittsburgh seam of coal is being mined. This seam is approximately seven feet in thickness in our area. The mining equipment consists of twelve longwall systems and a combination of Joy and Jeffrey ripper type miners. There are a few boring type machines still in use, but these are rapidly being phased out. The auxiliary ventilation fans being utilized vary in type from single stage carriage mounted 20 horse-power Joys to 40 and 50 horsepower two-stage Joys, Buffalo Forge, and Peabody brands. The particular fans that we have primarily been working with on noise reduction are the two-stage 40 and 50 horsepower types.

Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining, 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County, Texas (Fig. I) illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls.

The typical block coal of the Brazil (Indiana) District differs in chemical composition but little from the coking coals of Western Pennsylvania. The physical difference, however, is quite marked; the latter has a cuboid structure made up of bituminous particles lying against each other, so that under the action of heat fusion throughout the mass readily takes place, while block coal is formed of alternate layers of rich bituminous matter and a charcoal-like substance, which is not only very slow of combustion, but so retards the transmission of heat that agglutination is prevented, and the coal burns away layer by layer, retaining its form until consumed. In situ mining techniques have become prominent in recent years due to declining ore grades, rising costs, and increasing concern for miners' health and safety. Current practices depend heavily on the effective and uniform fragmentation of the ore zone of interest, which not only provides for proper media flow but also exposes additional surface areas to react with the processing system. Specifically, current applications have focused on blasting to a mined-out opening or, in the case of shallow de- posits, blasting to the surface void. In the former case, several obstacles are encountered, including proper initiation, uniform fragmentation, and a lack of swell space for the blast, which tend to produce less desirable results in the zone of' interest.

In determilling the relative rate and in fi~lding the point where different inlpurities containecl in copper-matte are eliminated during the process of a converter-blow, the follo~ving results were obtainecl : A converter was selected which was starting on its sccolld charge. The first charge after lining had finished its copper " hot," and conseqaently no copper was adhering to the sides of the lining. MANY investigators, in their discussions, have reasoned that the ductile-brittle transition in iron could be explained by the intrusion of cleavage into the normal slip process. The purpose of this note is to apply the laws of critical normal stress for cleavage and critical shear stress for slip to explain the orientation and temperature dependence of the ductile-brittle transition in body-centered cubic metals. It will be found that within a certain temperature range, single crystals tested in tension will cleave or slip, depending on their orientation. Coal's participation in the domestic energy market depends to a very large extent upon the cost of coal delivered to consumers. Today the principal use of coal in the U.S. is in steam-electric generating stations. Generally, it is the delivered cost per million Btu's that is given the greatest weight in choosing either oil, natural gas or coal as the fuel used in these power plants. There are three major cost components of generating electric energy in steam-electric plants. These expenses expressed in terms of "dollars per kilowatt year" are: (1) operation and maintenance of necessary facilities, (2) fixed charges of necessary capital investment, and (3) fuel. A NEW preparation plant has been put in operation to treat coal from the recently opened Concord mine, located about 15 miles west of Birmingham, Ala., by the Tennessee Coal, Iron & Railroad Co., a U. S. Steel subsidiary. The mine produces metallurgical grade coking coal from the American seam for use as coke in the company's blast furnaces at the Fairfield and Enseley works. The capacity of the operation is 1000 tons of run-of-mine per hr, approximately half of which is delivered to the by-product coke plant at Fairfield after beneficiation to metallurgical grade. The remaining portion of the mine run is rock and refuse removed during preparation. No boiler coal or other fuels are produced by this mine.

Conventional roof bolting may be giving ground to a new technique that utilizes only the ground itself to stabilize mine openings. This newly developed stress control technique (SCT) has initially been used in sedimentary ore bodies that are both overlain and underlain by weak strata. The technique is also suited to the design of production panels and main entry systems, and is readily adaptable to room and pillar as well as total- extraction mining, including both shortwall and longwall coal mining. In applications where the technique has been used, the requirements for roof bolting and floor renewal were virtually eliminated. The SCT comprises three basic methods and covers a wide range of problems associated with failing roofs and heaving floors in underground mines (see Table 1).

There are many methods of analysis available for compounds similar to those used in solvent extraction processes. However, the majority of these methods are not directly applicable to the determination of solvent extraction reagents, especially in raffinates. The number which are applicable is further reduced if limited to the more simple methods suitable for process control purposes. Commercial extractants are complex mixtures. The complexity is increased by the addition of diluents and modifiers in two-phase systems containing metals. Raffinates from solvent extraction processes contain the more polar components of the extractants and the products of decomposition. Only a limited amount of information is provided by total organic carbon or spectrophotometric analysis. The complexities of the systems require a combination of methods.

THAT management and purchasing have developed a more closely-knit working relationship is evidenced by the fact that more and more companies are appointing the heads of their purchasing departments to the position of vice president. This is concrete and dramatic indication that management is utilizing the knowledge and experience gained in this department and working with it at the policy-making level. When the engineering department is at the planning stage of a project, the purchasing department is being asked to sit in on the preliminary discussions . . .today. One result of this cooperation is that drawings and plans will reflect the current situation on material availability and another is that standardization will be incorporated in new construction and equipment.

THE Petroleum Division held a very successful meeting in Los Angeles, Oct. 4 and 5. The meeting was held on the eighth floor of the Chamber of Commerce building, the first day being devoted to technical sessions. Seventy-five members were registered before the opening of the first session. Glenn D. Robertson, vice-chairman of the local section, opened the meeting and introduced Edwin Higgins, managing director of the California Oil and Gas Association, who gave an interesting talk on the recently enacted gas conservation law in California. He explained that the law is an experiment which will be watched with a great deal of interest. The purpose of the law, which went into effect on Sept. 1, is to curb wastage and over-production of gas,

I have long been aware that ferruginous copper furnace-slags if fused in the electric arc will yield metallic iron containing copper, and in order to confirm this knowledge, and to obtain further information of the behavior of such slags in the high temperature and reducing conditions of the electric furnace, a number of samples of slag were fused in an experimental electric furnace. The results obtained, given in Table I., show that a very large amount of metallic iron was produced, and that this iron carried with it practically all the copper, gold, and silver, and more than 50 per cent. of the sulphur, of the original slag. The metallic buttons formed in the electric furnace were clean, hard, but not brittle.

About 11 o'clock on the night of September 3, Lieutenant Bowles, with Lieutenant Joseph B. Keckler, 355th Infantry, in command of a reconnoitering patrol of our troops, encountered the enemy. In the ensuing engagement your son received a rifle bullet through his heart. His death was instantaneous and painless. His remains were intcrred with full military honors on the 4th of September." He was promoted to First Lieutenant, but his commission did not reach him before his death. He was president of the Missouri Mining Association, Missouri School of Mines, for the year 1916-17.

PLANS for development of the San Manuel ore- body have been worked out and are progressing parallel with construction of the surface plant. This property lies in the Old Hat mining district, Pinal County, Ariz., about a mile south of Tiger where the St. Anthony mine once produced gold, molybdenum, vanadidn, lead, and zinc. Two development shafts have been completed and serve as ingress for preparation of the 1475 haulage level and 1415 grizzly level. Three other shafts are being put down. The Nos. 3A and 3B shafts will provide the ore hoisting facilities. The No. 4 shaft, now being sunk, will be at the main mine service and supply yard, with primary function to provide the mine with supplies.
