CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

The process of treating granular activated carbon for return to service in the recovery of gold in carbon-in-pulp and carbon-in-leach circuits has been investigated. Carbons from two US mines, one Canadian mine, and a South African pilot plant operation were characterized before and after regeneration. Thermal regeneration of the carbon was investigated using factorial analysis to determine the effect of interaction of furnace temperature, retention time, and use of supplemental steam. The operation of acid washing the service carbon was investigated, including a comparison of the use of nitric and hydrochloric acids. The effect of quenching regenerated carbon was also briefly studied. Prom the data obtained, guidelines are given for effective regeneration operation.

At a meeting of the Board of Directors, held Jan. 21, 1916, the following resolution was adopted: Resolved, that this Board has learned with indignation and sorrow of the unprovoked and brutal murder of 18 American citizens on January 10, in the State of Chihuahua, Mexico, and laments especially the death of Messrs. C. R. Watson, C. A. Pringle, H. C. Hase, and W. J. Wallace, who were members of the American Institute of Mining Engineers. As these men and their companies were engaged, in the lawful prosecution of their work, we trust that nothing will be allowed to prevent or delay appropriate action by our Government concerning the outrage by which they lost their lives;

The Institute maintains for the use of members (and especially for the use of out-of-town members) a reading and writing room, where all usual office facilities are available, including telephone, telegraph, receipt, forwarding and care of mail and express packages, etc. A file of current magazines is also maintained in this room, and the Institute's staff will lend its best efforts to serving the members in connection therewith. The Institute also maintains for the use of its members free dressing rooms, library research department, etc. Attention is called to these facilities at the present time in the belief. that they may be especially useful to out-of-town members in connection with the Meeting.

I herewith send to the Institute a sample of Pancake coal. It is rather early yet to make any estimate of the future value of the discovery; but it is certainly the most promising vein of coal yet discovered in the State of Nevada, and, I believe, the first true coal found west of the Rocky Mountains, or perhaps west of the Missouri River, unless some of the Utah coals belong to the coal measures of the Carboniferous age. In the next year the meetings and many papers will doubtless be filled with statistics on the growth of AIME, and, incidentally, on the mining industry. Let's try to keep our cool and avoid breaking our arms patting ourselves on the back. AIME, nationally and locally, runs on the drive and dynamism of a rather small number of its members. If you look at the annual SME Blue Book of national officers and committee members, you will be struck by the repetition of the same names throughout. Trend for a few men to shoulder the burdens and responsibilities can be seen on the local level, too.

With drilling costs playing a pivotal role in the economics of most mineral exploration programs, there has been a significant effort over the past decade to trim expenditures in this area. One result of these cost-cutting measures has been the substantial shift to use of rotary drills. By the mid-1970's, rotary drilling accounted for six times as much footage as core drilling in exploration work. Among the various rotary drilling techniques, the use of dual-tube drilling for continuous sampling is attracting growing interest. Factors such as drilling speed and cost advantages, coupled with favorable comparisons between chip samples and solid core samples, have helped to spark this interest.

THE third award of the W. L. Saunders Gold Medal for "distinguished achievement in mining" has been made to John Hays Hammond. The two previous awards were to David Brunton and Herbert C. Hoover. Since the principal events in Mr. Hammond's interesting life are not only well known to his many friends but were summarized in the April, 1928, issue of MINING AND METALLURGY (p. 186), it seems most appropriate to reproduce here the chronological record of his career that appears on pages 67 to 69 of "A Student Reverie," by his friend and fellow Freiberg student, F. G. Corning. Mr. Hammond, after graduating from Yale in 1876, was a student at Freiberg for the next three years.

The authors have shown much ingenuity in their experimental work. However, I wish to point out that anelasticity theory tells us that we must be cautious when we use pulse methods for measurements which are to be correlated with knowledge of static stress-strain behavior. A most important research and development item on ferroalloys in the calendar year of 1949 was the increase of interest in the recovery of secondary manganese. Owing to the importance of manganese to the nation's welfare, it is Ferroalloys most necessary that all possible avenues of research and development on the recovery of this vital metal be investigated. The principal objective of this new development is to recover manganese from steel furnace slags. Steel furnace slags contain a total of approximately 772,000 tons of metallic manganese which is compared to the 680,000 tons of metallic manganese as ferromanganese that is estimated to be used by the steel industry, annually, at this time.

GEOLOGISTS who are acquainted with the mines of northeastern Mexico realize that the most important lead-silver replacement deposits of the province are confined to a single formation. But since the formation is several hundred meters thick, the author has determined the relative position of the lead mantos in the belief that this information will prove useful in the search for new mines. This article describes the stratigraphic location of lead-silver replacement deposits known in several mines situated in a region comprising part of the states of Coahuila and Nuevo Leon. The area studied extends for 200 km* (125 miles) from east to west and 70 km (45 miles) north to south.

Data are presented which show that fractions of varying densities from the same coals are oxidized at different rates by nitric acid. From oxidation data, the approximate quantity of "bright" and "dull" components may be calculated. Definite relationships between oxidation rate and rank are shown for density fractions from at least two bituminous coals. IN 1945, the Alabama State Mine Experiment Station initiated a program on the determination of fusain in certain coals of the state.1 Because of the lack of equipment and personnel necessary for microscopic examination, the chemical method2 was used exclusively. During studies of the distribution of fusain in fractions of various sizes and densities on a medium volatile coal, the author noted a higher rate of oxidation of the nonfusain part of the coal in the lower density fractions and the difference in rate became more marked the shorter the oxidation period used. Since durain and other "dull" components of coal have been reported3,4,5 to have higher densities than vitrain and the bright components, it appeared probable that the observed differences in rates of oxidation in the different density fractions were due to variations in petro-graphic composition. Such effects have been noticed by other workers.2,3 In order to obtain further evidence on this point, several Alabama coals of different rank have been separated into three or more fractions on the basis of density and their rates of oxidation determined, using the procedure specified for the determination of fusain, except that measurements were made at short time intervals as well as for the longer periods specified in the regular procedure. Significant differences in the rates of oxidation of the nonfusain part of the various fractions have been observed, and it is believed that studies of this type may make possible the identification of individual petrographic components or lead to methods for their semiquan-titative estimation. Properties of the Coals: Analyses and some properties of the whole coals studied are given in table I. The range in rank of the coals is not the widest possible within the state, but samples of the low volatile coals that occur in thin beds in the northeastern part of the state, were unavailable. The Clements bed is not, at present, considered workable. The coal is of medium volatile rank, quite friable, and very strongly swelling. Analyses of different size fractions show that the larger sizes are of higher rank than the smaller ones. Material passing the No. 50 sieve (all sieve sizes refer to the U. S. Standard Series) is close to high volatile A in rank, except for the size passing a No. 200 sieve, in which fusain is partially concentrated. Because of the variation in rank of the sizes of Clements coal, oxidation studies were made of two widely different size ranges. The + 1-in. material was crushed on rolls to about 1/8 in. and separated into five fractions by float-and-sink treatment in a benzene-carbon tetrachloride mixture. The — No. 4 + No. 8 and the — No. 4 + No. 50 size ranges tested overlap but the latter size was studied last with the expectation that it would include more oxidizable material than the first size. This proved not to be the case. Yields and properties of the specific gravity fractions oxidized are shown in table II. Milldale bed coal probably represents, as nearly as it is possible to do so, the "average" coal of the state. The material passing a No. 4 sieve was the only size range oxidized. Ventilation of all types of coal mines is fundamentally the same, in that sufficient air must be provided to properly dilute and remove dangerous and obnoxious gases and leave the oxygen content of the air not under 1 9 per cent in all places where men and animals must work. Perhaps animals should not be mentioned, as the speed of mechanical loading leaves livestock behind and outmoded. Since this paper has to do with the influence of mechanical loading equipment on ventilation, the problems will be confined to the splits and the coal-producing places of the mine. The removal of coal dust from the air, or its rapid transmission to the return air courses; the possible increase in the liberation of gases by the multiplication of cuts in the coal made during one shift or multiple shifts; and the additional electrical equipment at the faces, are the factors that cause the added importance to good ventilation in the permissible equipment area of gassy bituminous coal mines. Ventilation tor Mechanical Loading in Gassy Mines In gassy mines, the air currents must be maintained across the faces in such a way as to prevent short cuts to the returns and leaving pockets in which accumulation of gas might occur. To do this, two or more doors are required on almost every entry containing a track to the face, so located that in no event will a trip of cars block open the doors and permit the air to bypass some place or places on the air-approach side. This method frequently requires the use of unusual lengths of duplex cables to reach the mechanical equipment at the faces, particularly where the distances between parallel working places are 100 ft., as at the Nemacolin mine. Fig. I shows a pillar section being worked with mechanical loaders. This layout requires carrying the air in on the right and releasing it on the left, because the track clearance is on the right side and the line brattice is built on this side from the last crosscut to the face. Thus, the air travels to the face with greater velocity and gives more assurance of sweeping out the gas that might be exuding from the crevices of the coal. All working places, in driving through solid coal, are thus treated alike. They are all potentially gassy and must be swept clear of whatever may contaminate the air. Once the air starts into the working section, it is not released until it does a good job. Of course the volume of air must be large enough not only to dilute the gases but to carry away explosive fumes and fine coal dust quickly. Mechanical loading entails cutting and drilling of the coal during the same working period as the loading when two-shift and three-shift operations are employed, and all three processes create finely pulverized coal, which in itself is hazardous if not controlled by some means. Various factors can affect the quality of B1112 and B1113 steel as produced in a bessemer plant; among them: vessel-charging practice, blowing practice, ingot-pouring practice, ingot delivery-time practice, pit-heating practices, and ingot-rolling practice. Evaluation of the influence of ingot delivery time on quality has been chosen as the subject for this paper because this time is completely within the control of the operator, and on this particular factor there is a tremendous amount of information in the dusty archives of the average steel plant. In order to know how much improvement can be made and when attention should be directed to other factors that influence quality, in the continual struggle for improvement, the effect of ingot delivery time must be accurately evaluated. Once this is done, the importance of other variables can be accurately obtained, thus eliminating the necessity of resorting to opinions that are of doubtful value at best. In the study described herein, extensive use was made of the statistical card system as a method of determining the effect of ingot delivery time as a quality factor in bessemer screw-stock grades by simple direct correlation. The value of this statistical method as a means of accurately determining the influence of various factors has been amply demonstrated by Work1 for the bessemer process and by Hand and Gould2 and Fetters and Chipman3 for the open-hearth process. The quality records of 300,000 tons of bessemer screw-stock billets were used in this study of the effect of ingot delivery time on the rejections for breaks, pipe, check and seams. The reduction in the number of rejections for poor quality reduces the costs and increases the productivity per man-hour. The operator today, more than ever before, must know how to keep costs down, how to do it most quickly and in the best way, and how to obtain the highest quality in line with the ever increasing demands of the customer. It is necessary for him to know the individual relations and interrelations between various factors affecting the quality of the manufactured product if he is to produce material that will meet competitively the cost, performance, and quality demands of the trade. As a basis for further progress in several branches of metallurgy, particularly the study of physical properties of solid solutions and the kinetics of solid-solid reactions, a more complete understanding of the structure of solid solutions and the nature of the metallic bond is necessary. Any investigation contributing to this understanding should be of primary interest to the metallurgist. Since the metallic bond is characteristic of an assemblage of atoms, it can be studied only where this assemblage exists. One of the most promising approaches to this study of the interactions in metals is through the general problem of binary metallic solutions. Although crystal structures of many solid metallic solutions have been determined and solubility limits for many systems are given in phase diagram studies, progress beyond this is irregular. Electromotive force and vapor pressure determinations have provided thermodynamic activity data for small concentration and temperature ranges in the amalgams and a few other systems.1 In two systems, however, copper-zinc and iron-carbon, data are available for the calculation of activities over wide ranges of temperature and concentration. This activity data for the brass system is summarized in. the preceding paper.2 A detailed study of the solubility and distribution of carbon in iron is given by Smith and Darken .3 Their treatment of interaction energies is applicable only to dilute interstitial solutions. The objectives here will be to derive from activity data given in the previous paper for the brasses and structural considerations as much new and detailed information as possible about the interactions between copper and zinc in metallic solid solution and the effect of these interactions in determining the short range structure of the equilibrium phases; that is, we shall investigate the energy of interaction between pairs of atoms of the same and different kinds, the deviations of the distribution of nearest neighbors from complete randomness, and show that the conclusions found are consistent with the observed behavior of the brass system. The method of treatment is fairly general for substitutional metallic solid solutions and will be applied to other systems. The determination of vapor pressures of the components of alloy systems is being undertaken in this laboratory to supply more data for this purpose. The information obtained from solid solutions may be extended by careful analogy to liquids as long as the metallic type of bonding is preserved. Since it will be necessary to employ the language of thermodynamics, a brief summary defining the terms used extensively in solution theory is given below.
