Extensive coal and lignite deposits exist in Turkey. Bituminous coal is the nation's principal mineral resource; important not only as fuel for the industrial development of the country, but also as a means of obtaining foreign exchange. Of the electrical power generated during 1939, 82.8 per cent was derived from coal.' It is anticipated that the lignite deposits will be one of the major sources of power for the electrification of the country. Bituminous Coal The locations of the four principal bituminous-coal2 basins are indicated on Fig. 1. The Eregli-Zonguldak basin lies on the Black Sea northwest of Ankara; the Canakkale basin lies near the junction of the Dardannelles; the Trakya basin is in European Turkey northwest of the Bosphorus and the Erzurum basin lies far to the east. The Eregli-Zonguldak basin is the most important of the four. This coal basin was discovered in 1829 but did not arouse interest until 1848; up to 1865, its annual production had not exceeded 50,000 metric tons. In 1865, during the Sultanate, working of coal mines was started by the Navy department, and the annual production was 61,145 metric tons. In 1908, the Minister of Commerce and Agriculture was authorized to develop the whole coal basin. Production reached 264,397 metric tons in 1910, and during 1915-1922, preceding the revolution, the total produc- tion of the basin was' 2,676,043, or an average of 334,000 metric tons annually. The period of national revolution that followed was marked by a steady increase in coal production in Turkey, although world production decreased, because of the crisis of 1929-1932, about 52 per cent. ARea and Geology of the Coal Basin The geology of the Eregli-Zonguldak area is not yet completely known. The basin begins -at Gungazi, to the west of Eregli, and extends to Sogutozu, a distance of about 106 miles. The coal beds, however, appear only in places and the overlying Cretaceous strata hide them elsewhere. This area includes the most important centers, such as Kandilli, Alacaagzi, Teflenli, Kozlu, Gelik (see Fig. 2). The geological sequence of the district is correlated with the Cretaceous of the Balkans; which is, in turn, a prolongation of the Alpine zone. Geological surveys made by G. Ralli, R. Zeiller and P. Arni3 show that the Eregli-Zonguldak formations fall into three natural divisions. Series a, The Alacaagzi in the district of that name (Fig. 2), is of the Culm stage. The strata strike generally east-west and dip about 30" south. This series appears also around Kandilli and Camli, with a steeper angle of dip, but the deposits there lack regularity. The Alacaagzi stage appears also farther east, to the south of Kozlu and Gelik. The Alacaagzi series contains 15 seams of an average thickness of 2 ft. of good coal. R. H. Sweetser.—Mr. Reinartz spoke of slag containing 18 per cent FeO. I think he expressed the iron as oxide. I should like to ask at what point, in iron contents, it is usual practice to quit sending that open-hearth slag to the blast furnace? L. F. Reinartz.—NO problem is involved in disposing of open-hearth slag to our blast furnaces because, on account of the grades of iron and steel made by our company, the iron oxide in the slag is sufficiently high to make it very acceptable to the blast-furnace operator. I have been told that if the total iron oxide in the slag is under 18 to 20 per cent, it is not economical to use such slag in a blast furnace. J. T. Mackenzie,* Birmingham, A1a.—Mr. Reinartz mentioned sulfate in the limestone. I wonder if he did not use the wrong word. We always have assumed that the sulfate sulfur is practically harmless. Most limestone carries some pyrite (sulfide sulfur) which we thought was what gave the sulfur pick-up. L. F. Reinartz.—I have had no experience, personally, in the use of limestone high in sulfates. I have been told, on several occasions, by other open-hearth men, that the sulfates will be reduced and increase the sulfur content of the metal. We have never found any pyrite in our limestone. A. Hayes,† Middletown, Ohio.—I should think that sulfates would be readily reducible to sulfites, and possibly to sulfides at various distances through the slag layer, from the top down to the interface between the bath and the slag, because reducing conditions are certainly sufficiently strong next to the bath in the slag to reduce sulfates to sulfides. A. L. Feild,‡ Baltimore, Md.—What is Mr. Reinartz's theory as to the effect of silica in the slag on the iron oxide content of the metal? L. F. Reinartz.—I have no particular theory as to the effect of silica in the slag on the iron oxide content of the metal. I know from practical experience that it does have an influence on reduction of iron oxide in the metal. We know that if the silicon content of the charge, and, therefore, the silica of the slag is increased, the iron oxide in the slag will be decreased. Based on Dr. Herty's work, we assume that the iron oxide is correspondingly decreased in the metal. C. H. Herty, JR.,§ Bethlehem, Pa.—In the theory of iron oxide control, we have tackled the matter from the physical standpoint, rather than the chemical standpoint or from the slag itself, and we worked on the basis that the change in iron oxide content in a slag—that is, whether the slag increases or decreases in iron oxide—is due to the simple fact that if you put more iron oxide into the slag from the gas than you put oxygen from the slag into the metal, the slag must increase in iron oxide;

THE ore of the Iron King Mine, being very hard and having a very fine crystalline structure, presents many problems in milling that are not present in ordinary lead-zinc ores. This very fine crystallization causes much interlocking of minerals and is most prevalent between the gold and pyrite and the sphalerite and pyrite. The recovery of gold is extremely important in the economic value of the ore and therefore constitutes a large part of the metallurgical problem to be solved. All of the gold is free but it has not been observed in any of the mill products except under very high magnification. Some of the gold is tarnished, and this condition also makes recovery difficult. The gold values have been determined to be highest in association with chalchopyrite and arsenopyrite. The silver occurs mostly in association with galena and tennantite. A small amount of native silver has also been observed occasionally. The galena, being softer than the other minerals, frees much better in grinding. Some oxidation of galena is present in the ore, as the nonsulphide lead content amounts to approximately 10 pct of the total lead. Some oxidation of sphalerite is also present in the ore. Microscopic examination of the zinc concentrate shows many grains in the minus 325-mesh to be half pyrite, together with the fact that some of the zinc is marmatite, makes production of a high-grade zinc concentrate very difficult unless recovery is sacrificed. In the grinding, it has been determined that the flotation feed must be maintained at 85 pct minus 200-mesh to free the minerals sufficiently to make the best economic recoveries. Table I illustrates the effect of fine grinding. It shows that the bulk of the recovered minerals is in the minus 325-mesh size and is the part of the minerals that is more readily freed. The pyrite concentrate is not given in the table because it contains practically no minus 325-mesh. DEVELOPMENT OF PRESENT FLOWSHEET AND MILLING PRACTICE The first milling operation started in 1938, with a mill capacity of 140 tons daily, producing a bulk gold-silver-lead concentrate. After several stages of expansion and changes of the mill flowsheet, the mill is currently treating 380 tons of ore daily and three separate concentrates are produced. In order of their importance and value, these are: (1) lead concentrate, (2) zinc concentrate and (3) pyrite concentrate. The present average grade of mill heads is: gold 0.11 oz, silver 4.00 oz, lead 2.50 pct, zinc 7.60 pct, copper 0.22 pct, iron 22 pet and 30 pct insolubles. Specific gravity of the ore is 3.8. During the period when bulk flotation was practiced, the flowsheet was very simple. The ore was ground fine enough to liberate as much gold, silver and lead as possible. The chemical action of molten anhydrous pyridinium chloride (pyridine hydrochloride) on oxy salts and ores of some Group IV and V metals are discussed-in particular zirconium, hafnium, niobium (columbium) , and tantalum. Laboratory-scale experiments are described whose results suggest that this reaction might provide a practicable means of converting ores of these metals to the anhydrous metal chlorides. Experimental results are given which provide some insight into the nature of the reactions and some of the compounds which could be present at intermediate stages. The treatment of ores of the more refractory metals is difficult and expensive and often demands the use of gaseous chlorine, hydrogen fluoride, or other reagents which are, if nothing else, expensive and dangerous to use. This situation is, of course, due to the strong metal-oxygen affinity resulting from the high charge and the small size of the metal ion which combine to produce such high lattice energy in the metal oxide as to defeat standard reduction methods. Thus, the characteristic of these metals which leads to one of their most important properties—corrosion resistance—is the main hurdle in obtaining the metal. Many common methods' for treating ores of zirconium and niobium (columbium), for example, proceed as directly as possible to the preparation of anhydrous halides. These halides are purified by now standard processes of solvent extraction, fractional distillation, and so on. This paper reports on preliminary stages in the development of a method of treating these ores—particularly of niobium—so as to prepare the anhydrous, volatile halides by the use of chemical reagents which are much more easily handled than those used at present. CHEMICAL PRINCIPLES The solvent action of aminium halides has been referred to periodically in the literature over several decades. The chemistry of pyridinium chloride has been discussed particularly by Audreith2 and Starke.3 However, since this is not familiar chemistry in its nonaqueous setting, it is perhaps well to point out some general metallurgical principles and applications. One can use, as point of departure, the fact that HC1 dissolved in pyridine is an acid very much the same as aqueous HC1. It thus gives essentially all the reactions of the HC1 with which we are familiar. However, when the ratio of HC1:pyridine reaches 1:l (a ratio far higher than is possible with H2O) the solution becomes solid C5F5NHC1, pyridinium chloride.* Inter- estingly, the acidic properties of HC1 persist in this medium, although they are manifest only in the molten state of the compound. Some typical reactions of divalent metal compounds which we have carried out in our laboratories are the following: 2PyHCl + Zn — (ZnCl2) + H2 + 2Py 2PyHCl + MnO — (MnCl2) + H2O + 2Py 2PyHCl + CuS — (CuCl2) + H2S + 2Py 2PyHCl + CaCO3 — (CaCl2) + H2O + CO2 + 2Py In these equations, the parentheses indicate a solvated compound which in water would be predominantly a hydra ted cation but which in molten PyHCl will more likely be a complex chloro-anion of the type MC14-. Some important physical properties of pyridinium chloride (PyHCl) are given in Table I. One sees from the data in Table I that at the temperature of molten pyridinium chloride both water and pyridine will boil away. Thus the system will be kept anhydrous. For this reason the reaction 2NbCl5 + 5H2O— Nb2O5 + 10HC1 has no counterpart in molten PyHCl. Instead, the chloride is made even more stable by the formation of a hexachloro complex: Nb2O5 + 12PyHC1 — 2PyHNbC16 + 5H2O + 10Py One interesting property of these complexes is their thermal instability which for the case of niobium can be illustrated as PyHNbCl6 — PyHCl + NbCl5 With a view to possible use of this chemistry in ore treatment, we have attempted to dissolve Pyrochlore (essentially FeO - Nb2O5) and recover the NbC15 from it.

Much has been said about the foreseeable exhaustion of known mineral reserves-particularly in the United States. It is claimed that we are about to become a have-not nation insofar as certain essential minerals are concerned; and in this respect our position is often contrasted with that of the world as a whole, largely because we have drawn so heavily on our domestic resources during the last fifty years. As a matter of fact, the difference is not great if one takes a reasonably long-term view of the situation. No one denies that nature endowed the United States richer in mineral resources than any other equal area. It is granted that we have skimmed the cream of many kinds of minerals; but in a free international trade in minerals it would not be many decades before the richer deposits-at least the deposits easy of discovery throughout the world would be depleted to much the same degree as those in the United States today. For it is a fact that the problem of satisfying the needs of our industrial society for minerals is fundamentally worldwide in scope. The singular and significant attribute to all minerals is that there is but a single crop. Forests can be grown, but mineral deposits can be replaced only by finding new ones. Thus, one of the vital tasks of the mining engineer, the petroleum engineer, and the geologist is to find these new mineral resources. Another task is to devise means and methods for the exploitation of, at costs that are economic, low-grade deposits and those deeply buried in the crust of the earth. The first need, however, is to find the deposits in the ground. If the assumptions of those who today fear an early exhaustion of all deposits are valid, the outlook for continued material and social progress is gloomy indeed. I take a more optimistic view, for it is my belief that vast new sources of needed minerals will have come to light before our known resources are gone. The real question is whether the outside layer of the crust of the earth that is accessible to engineers contains adequate mineral deposits; and whether engineers can find those deposits. The answer must be based on geologic science, geologic fact, and mining history. Every continent, and almost every country, has yielded minerals of industrial utility in substantial quantity. Mineral deposits are widespread. Geologists know the conditions that were favorable to the occurrence of ores and the types of rocks in which various kinds of ores may ordinarily be found. They know that such rocks occur over broad regions of the earth's surface. They also know that in large areas rocks that are potential carriers of ores are covered and concealed by material of entirely different character. Such cover may consist of lava flows, layers of volcanic ash, or beds of material washed down from the surrounding mountains. Sometimes those covers are thick, sometimes relatively thin. But men well-qualified to pass judgment are sure that concealed deposits, large in number and in size, exist close enough to the surface to make exploitation practical. Only by actual penetration of the surface can this contention be proved, but to conclude otherwise would be to ignore the laws of probability and to deny the over-all consistency of nature. The task of probing the crust of the earth to determine the location of these deposits, and to obtain some notion of their size and quality, poses serious problems. However, they should not be beyond human solution. Much more research must be done in analyzing and explaining the laws of ore deposition. New tools, in the shape of techniques and methods and of mechanical and electrical devices and instruments, must be developed. But no reasonable person can doubt that these objectives will be achieved. As the need becomes increasingly pressing, scientists and engineers will supply the imagination and the ingenuity that will provide the solution. The time and effort thus far devoted to the development of methods for locating hidden ore bodies have been pitifully meager. Energetic investigation of the subject of applied geophysics is essential to the success of the mineral industry, and I have no hesitation in predicting that effective techniques will be found and successfully applied. BORON as a hardenability agent of commercial importance has been the subject of extensive study in recent years. It has been suggested in the past that boron increases hardenability by combining with nitrogen, thus rendering it innocuous.&apos; More recently it has been proposed that boron increases hardenability by reducing the free energy of sites of ferrite and pearlite nucleation.&apos; The segregation of boron to grain boundaries, the primary site of nucleation, would account for the large hardenability effect of minute additions of boron in steel. This grain boundary theory has found general acceptance while the concept of boron as a nitrogen scavenger has been disregarded. However, the interaction of boron and nitrogen in steel is considered to be important to hardenability because boron may be made ineffective by combination with nitrogen.". * The present work was undertaken to examine some of the effects of boron and nitrogen arid their interaction in steel. A base composition of moderate hardenability was chosen. This was a 0.35 pct C steel containing 2.50 pct Ni and 0.30 Mo. This composition was used because it contained no strong carbide, nitride, or Table I. The other alloys examined were modifications of the base composition and contained nitrogen, boron, or nitrogen plus boron. The compositions of the four alloys used are listed in Table I. The alloys were vacuum melted from electrolytic iron, electrolytic nickel, ferromolybdenum, and fer-roboron. When required, nitrogen was added by admitting a partial pressure of nitrogen over the melt after vacuum melting. The alloys were cast into 21h-in. diam ingots and hot rolled to %-in. sq bars. No ingot pattern was discernible on the polished and etched cross sections of the hot-rolled bars. The alloys were normalized at 1650°F, then machined into standard %-in. diam end-quench hardenability test bars. Four different austenitizing treatments were used: 60 rnin at 1550°F, 45 rnin at 1800°F, 30 rnin at 2000°F, and 20 rnin at 2000°F followed immediately by 30 rnin at 1550°F. The 1550" and 2000°F treatments were carried out in duplicate for each of the four steels. In order to prevent surface oxidation the bars were austenitized while buried under charcoal in an atmosphere of argon. After quenching the bars in a conventional end-quench fixture, the hardness surveys were made in the usual fashion on parallel flats ground along opposite sides of each bar. These were ground 0.050 in. deep rather than the conventional 0.015 in., to avoid decarburized or deboronized regions.5 The austenite grain sizes which resulted from each heat treatment were observed metallographically using Vilella&apos;s etch for martensite. The criterion used as a measure of hardenability was the distance from the quenched ends of the bars at which a hardness of RC 35 was observed. This hardness represented the inflection point on the hardness vs distance plot. Fig. 1 shows the hardenability of each steel after the several heat treatments. The duplicate tests demonstrated excellent reproducibility; the distance to Rc 35 was reproduced within 1/16 in. for duplicate test bars. All four alloys had the same grain-coarsening characteristics. Neither boron nor nitrogen had any observable effect on grain size. The grain sizes resulting from the various austenitizing treatments were ASTM 7 at 1550°F, ASTM 4 at 1800°F, and ASTM 2 at 2000°F. The small amount of boron in the boron steel greatly enhanced hardenability when the samples were austenitized at 1550°F. The low hardenability of the boron plus nitrogen steel showed that nitrogen eliminated the boron contribution to hardenability. Both steels containing nitrogen, with and without boron, exhibited lower hardenability than the base composition when quenched from 1550°F.

B. C. Burgess-—Prior to hearing this paper presented at the San Francisco meeting, I travelled by car from Yuma, Ariz., across south-central California and up through the San Joaquin Valley. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. Another idea which might be investigated is to line canals and ditches with some water-repelling mineral like pyro-phyllite. Perhaps a comparatively thin sprayed-on

This study initiated to explore the potential of commercial chelating extractant for beneficiation of minerals revealed "LIX "65N to be an excellent collector for cuprite and chrysocolla. The collector action of the LIX is proposed to result from its chelation with copper species on the surface of the minerals. Thus, the syn-isomer of LIX65N, which is unable to form a chelate with copper ions, failed also to act as a collector. The proposed mechanism takes into account partitioning of LIX between the mineral surface (to form a surface chelate) and the copper chelate dispersed in the bulk aqueous phase (either due to formation of the chelate with dissolved copper, or due to detachment of chelate formed at surface). The efficiency of the collection is dependent upon this partitioning since the bulk chelate is found unable to collect. The marked decrease in flotation obtained when copper was added to the system supports this mechanism. The dependence of flotation of chrysocolla and cuprite on pH and reagentizing time is discussed on the basis of the proposed mechanism. Batch laboratory flotation tests using synthetic mixtures of oxide, sulfide and mixed oxide-sulfide copper minerals with quartz demonstrated the ability of LIX to separate the copper minerals from quartz.

I desire to state briefly my views respecting the great practical value of the Watertown testing-machine, and the necessity that exists, for an able permanent commission to supervise its operations, in order that the results of all tests made thereon may be properly worked out and rendered available for public use. It is doubtless known to the Institute that this machine has, for the past two years, been placed at the service of the public upon payment of a per diem charge. It was my privilege to be among the first to use the testing-machine, and the results of my first experiments were of such importance, owing to the great capacity and extreme accuracy of the machine, that it has since become my practice to have tests of all materials used in constructions that came under my charge, made at Watertown. As a conseqnence, nearly one hundred tests have been made on my account directly, and some two hundred and forty additional for work built from my designs. It may be confidently affirmed, that the factor of anxiety on all these structures is exceedingly small .m far as the quality of material is concerned, and it is undoubtedly a very great advantage for parties interested in construction to have

The Office of Price Stabilization broke the copper price loggerhead between the U. S. and Chile when it permitted copper wire and brass mills to add to their ceiling prices 80 pct of the increase in cost of foreign copper above the 27 1/2 cents per pound specified in the agreement with Chile. Another step forward in the processing of taconite seems to have been made with the patenting of a process for the strengthening of taconite pellets. The patent was issued to Fred D. De Vaney and assigne to the Erie Mining Co., of Hibbing, Minn. Strength of the pellets is improved by adding from one to five pounds of starch or sodium silicate. A new iron ore deposit discovered on Vancouver Island will start producing soon, and is expected to yield 2 million tons of magnetite over its span of operation. A new mill will be built by the Argonaut Construction Co., of San Francisco, at the deposits of the Utah Construction Co., its parent organization. The Organization for European Economic Cooperation banned the use of nickel and nickel alloy in the manufacture of about 500 products in an attempt to conserve nonferrous metals in short supply. Some 18 members of the organization have already volunteered to restrict nickel consumption.

TWENTY years ago, W. T. Burns, in his paper presented at the Butte Meeting of the Institute, discussed the general scheme then in use in the electrolytic copper refinery of the Anaconda Copper Mining. Co. at Great Falls, Mont., for removing impurities from tank-room electrolyte and controlling its acid content. Since then marked changes have taken place in copper-refinery practice at Great Falls. The electrolytic copper refinery in use in 1913 has been replaced by a new and entirely modern plant capable of producing up to 27,000,000 lb. of cathode copper per month. With the building of the new plant in 1916, the treatment of converter anodes was discontinued. At first the substitution of refined anodes for converter anodes resulted in a decrease in the impurity content of the anodes, but as time went on, changes in metallurgical practices at the smelter resulted in substantial increases in the impurity content of the anodes. The leaching of the silver slime to remove copper before shipment to Raritan for treatment further added to the purification problem. The fact that the scheme of purifying electrolyte which Mr. Burns described in his paper&apos; has proved adequate for our needs under a wide variation of conditions speaks well for its essential soundness.

THE Eötvös torsion balance permits the measurement of certain second derivatives of the gravity-potential, which are known as the gradients of gravity and the curvature values for an, equipotential plane of gravity. These quantities are influenced on level ground by the configuration of the masses underneath. Hence, the torsion balance has gained great importance for the location of geological structures and thus indirectly for the discovery of oil and other mineral deposits. If the ground is not level, however, the measurements become more difficult, because the superficial mass-irregularities also produce more or less considerable disturbances. It is necessary, therefore, to determine the shape of the surrounding topography by leveling as well as by consulting topographic maps and to compute its influence upon the torsion balance. The correction thus determined is called, in general, the topographic correction; it is composed of two constituents, the terrain correction and the cartographic correction. The terrain correction would be that part of the topographic correction as derived from the direct leveling of the area surrounding the station, whereas the data for the computation of the cartographic correction are obtained from a topographic map, usually beginning with a radius of 100 meters, as under most circumstances it is difficult to level along a larger concentric circle about the station.

URANIUM is commonly recovered by either column ion exchange (IX) or basket ion exchange (RIP) from solutions resulting from sulfuric acid leaching of uranium-bearing ores. In both operations a solid state ion exchanging resin is used, the major difference being that practically clear uranium pregnant solutions are required for passage through resin columns whereas in RIP, leach slurries from which only the sands have been removed are caused to flow through ion exchanging resins contained in baskets. The solvent extraction process as used for recovering uranium from acid leach solutions is also an ion exchanging process, but one in which the ion exchanging medium is a liquid rather than a solid state resin. For this reason, SX is often referred to as liquid ion exchange, although liquid- liquid extraction is probably more accurate. Uranium in its sulfuric acid leach solutions exists in an equilibrium that may be visualized as follows: [ ] Because of an equilibrium of this nature, uranium may be recovered on either cation exchanging or anion exchanging resins and then concentrated during the resin eluting operation. Similarly, solvent extraction processes may utilize either anion ex- changing or cation exchanging liquid organic phases, which capture the uranium and permit its subsequent concentration when the organic phase is stripped.

THE observations here presented are those, not of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons ;n the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of&apos; labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition.

By using alloys with subzero Ms temperatures, this investigation demonstrates that the amount of decomposition of martensite during the quench from austenite may be considerable and especially so in specimens of large cross -sections and high Ms temperatures. The activation energy for decomposition as measured dilutometrically is PREVTOUS investigations of the initial decomposition of Fe-C system martensite have invariably been limited to alloys having M, temperatures above a function of the amount of transformation which has taken place. The amount of transformation is a linear finction of log time. A correction term to the activation energy is derived for dilatometric measurements in which no end-point of the transformation is detected. room temperature. In such alloys the martensite is tempered during the quench to an extent dictated by the quench rate and temperature of formation. This tempering, called quench-tempering, Q-tempering, self-tempering, or auto-tempering, although frequently acknowledged, has not been studied or treated quantitatively. To do so one should obtain absolutely untempered martensite and study its decomposition. This as-formed martensite could be obtained either by extremely rapid quenching, requiring very thin specimens, or by lowering the martensite formation temperature range. Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary&apos;s cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.
