Occasionally it is good to consider the past, assess the present and project the future. Curriculum, enrollment, matriculation of graduates and changes in industry which influence mineral education are all relevant for determining what changes will be needed in educational institutions to support growth and development in the United States. It would appear likely that with environmental pressures, energy needs with present stress in fossil fuels and general societal needs for metals and minerals that mining and metallurgical engineering faces a period of growth and may be on the threshold of a new era with a vitality that has not been enjoyed for several decades. The following information is based on material obtained through questionnaires received from twelve schools accredited in mining or mineral engineering (out of 18 in the U.S.), 2 not accredited and 5 which no longer have mineral engineering disciplines. The schools presented do not include the smaller nor larges of the undergraduate programs in mining engineering.

A study of the ground area surrounding the Getchell, Nev., gold mine mill tailings was conducted so that a better understanding of the effects of arsenic toxicity on Upper Sonoran vegetation could be obtained. The Getchell area was selected because of the known high values of arsenic currently contained in the tailings waste (1% or higher). Mill wastes as well as the scrubber product As2O3 are contained in the tailings pond. In order to determine the effect of the tailings disposal on the surrounding vegetation, plots and line-transect techniques were employed to obtain plant ecological information on the area surrounding the ponds, and also non-affected control plots. Data for percent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds were collected. Friends often ask how accurate the work of our little stamp mill is, or express the opinion that a little mill cannot do good work. As a reply we would like to place on record the results of a few tests. There are two periods of work in our laboratory; the fall term, when the class collectively goes through all our chief laboratory-processes, and the spring term, when the students work up their theses, each electing some one process or investigation and devoting himself wholly, or almost wholly, to that. Some of the tests, the results of which are recorded in this paper, were made in the fall term; the preparation of the apparatus, the sampling and the assaying being done largely by assistants, with the aid of the students. The regulations governing the filing of claims under the War Minerals Relief Act have been amended so as to allow claimants to file a brief with the questionnaire. It has been decided that hearings will be conducted by the War Minerals Relief Commission when good reason for such action can he shown. When justified, the Commission will conduct the hearing at a point easy of access from the mining district concerned. Applications for relief are beginning to reach the Commission in considerable volume. Thirty claims have been filed in such condition as has permitted of their formal filing with the Commission. Many others have been returned with instructions as to the information required and the procedure it is necessary to follow.' An effort was made to induce the Secretary of the Interior to open a Pacific Coast branch office of the War Minerals Relief Commission; this he has declined to do, claiming that it is impracticable to divide the work.

This report covers a study of three different methods for drying ultrafine coals by sound waves. Ultrafine material is classified as coal which passes through a 100-mesh sieve. During the investigations, it was found that the addition of acoustic radiation to the drying of ultrafine coal is effective in increasing the rate of drying; the effect of acoustic radiation to improve drying decreases with an increase in the temperature of the system; the drying rate increased 10-40% when acoustic radiation was introduced into a rotary kiln but was dependent upon the environmental conditions; the application of vertical vibrations to multi-tiered drying screens increased the rate of moisture removal ten times over that obtained in the rotary kiln; the formation of coal balls in any of the drier systems retards the rate of drying; the higher the initial moisture content of the coal the greater the amount of coal balls formed.

Albert Ludwig Serlo was born February 14, 1824, at Crossen-on-the-Oder. After completing his school-studies and his training as a mining official, he received in 1851 an appointment as Royal Manager of salt-works (Salinenfactor) and member of the Administratioll of Salines at Konigsborn, near Unna, Westphalia. The issue of new regulations for the training of higher State officials in the Department of Mining, Metallurgy and Salines, led him to pass in 1856 a special examination for the rank of Assessor, in consequence of which he was called to Berlin, to serve for a few months as an assistant in the Ministry of Commerce, which had charge of mining, etc. In the same year he became Bergmeister and member of the mining administration at Bochum, Westphalia, and in 1858 Oberbergrath and member of the provincial administration, called the Oberbergamt, having its headquarters located at Dortmund. An analysis of bolting reinforcement of several large [approximately 18 m (60 ft) cube] pillars was performed. The many overcoring stress profiles in pillars at the mine were used to produce generalized stress distributions at various stages in pre- and post-failure. A complete stress-deformation curve was estimated from this data. The effect of pillar bolting on the load-deformation behavior was extrapolated from the observed unbolted behavior. Bolting can increase pillar strength by up to 10 percent. The effect of bolting on general mine stability was examined with a short computer analysis. The computer model was calibrated against measurements performed at the mine, and produced good agreement between measured and modeled stresses. The analysis indicated that bolting increases the bolted pillar safety factors in the event of additional pillar failure by a small amount (approximately 5 percent). Progressive pillar failure is unlikely, because arching transfers most load from yielding pillars to large unmined abutments rather than to the smaller panel pillars.

Discussion of the paper of Robert Franke, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 79, July, 1913, pp. 1201 to 1205. ARTHUR 0. GATES, Lafayette, Ind. (communication to the Secretary*) :-In connection with the comparison of mechanical crushing efficiencies in Tables I and II of Mr. Franke's paper, I wish to suggest a somewhat simpler way of making this' comparison, based upon what the writer has called the "crushing-surface diagram," as published by him in the Engineering and Mining Journal for May 24, 1913. Such a diagram, based on the data given in Table II, is submitted herewith, Fig. 1, cumulative percentages being plotted as abscissas and reciprocals of diameters (theoretical mesh per inch). plotted as ordinates.. Such a diagram averages the diameters without calculation, and areas upon it are proportional to surface produced, and, in accordance with Rittinger's law, to energy spent on crushing alone.

IT IS hardly to be doubted that the opportunity within the grasp of the mine manager for beneficent and helpful action in relation to young engineers seeking employment under him is very broad and very big. It is my experience that a manager usually has a strong inclination to help along those who have chosen the career which he has selected for himself, and to aid them and support them as their steps tread the paths which his own feet have previously followed. He has .a strong sympathy for them in their efforts, he almost yearns to shield them from the mistakes into which he himself fell, and to assist them to avoid the pit-falls of which he knows by bitter experience. Yes, this tendency and inclination is strongly developed in most managers, and they would welcome the opportunity of extending the helping hand, if they knew precisely how best this could be done.

IT is difficult to give a refining outline that may be followed for any and all combinations of the platinum metals; different combinations require different methods of attack. This paper does not pretend to go into all of the reactions of the metals of the platinum group, but will outline the commercial refining of platinum scrap. TYPICAL PLATINUM SCRAP As a concrete case, let us take 100 oz. of miscellaneous scrap, made up of jewelry scrap, dental scrap and laboratory ware. This lot will contain some platinum, palladium, iridium, ruthenium, rhodium, gold, silver and copper. The first problem is to get all of the metals in solution. If the scrap is principally platinum, palladium and gold, a treatment with aqua regia is the course to pursue; but if the scrap contains alloys high in iridium or ruthenium, aqua regia will act too slowly. In the case in hand, we are going to presume that we have scrap high in iridium and ruthenium, and proceed accordingly.

A. G. WORTHING, Nela Park, Cleveland, Ohio (communication to the Secretary*).-The paper by Mr. Jeffries is very interesting. He is to be commended for his pioneer work in the study of equilibrium systems at the very high temperatures which one obtains with tungsten and molybdenum. There is one statement, however, to which I must take exception. On page 1227, a statement is made which would seem to indicate that the Nela Research Laboratory joined Dr. Langmuir in the recommendation of 3,300°C. as the most probable melting point of tungsten. This is not the case. In. the paper referred to by Mr. Jeffries, I have given 3,630°K. or 3,357°C. as the melting-point temperature for tungsten. Confirming observations by other workers in our laboratory justify the belief that this latter value is correct to within a small part of the discrepancy between the two values quoted.

F. G. SMITH.-Probably someone will ask whether I discovered why the bottoms of the large shells broke out. I did not, as a result of this investigation. An experiment was made along the lines indicated in this paper, to determine whether abnormal grains greatly affected the physical properties of brass. Two ordinary test bars were annealed for 1/2 hr. at 750° C. and physical properties determined on one. The other was covered with indentations made with a peen hammer and then reannealed. for 5 hr. at 750° C. It was found in the tensile test to be made up of large grains 1/4 to 1/2 in. in diameter. The physical properties, however, differed from those of the first bar only as much as might be expected after a 5 hr. anneal under normal conditions. It appears then that the large grains produced in this manner do not ruin the physical qualities of the brass.

With a growth of 718 per cent in the petroleum industry from 1901 to 1931, there was a corresponding increase in the demand for technically trained men in the industry. This was first met by increasing numbers of college graduates from the old established courses in chemistry, geology and engineering. However, a need began to be felt for scientists and engineers specially trained for the petroleum industry. In 1912 the University of Pittsburgh established the first department in any university in the world that offered major work in petroleum engineering and petroleum geology. In Europe, the first major work in petroleum engineering was offered in England in 1913 at the University of Birmingham. The University of California and Stanford University offered major work in petroleum engineering in 1915. Since that time at least 10 other American universities and colleges have offered major work and at least 12 others are now offering some courses dealing with petroleum and the petroleum industry.

IN mining in Malaya has been a courageous ad- venture in private enterprise, attended by all the hazards of prospecting in unexplored areas of tropical jungles-jungles that still cover four-fifths of the country. To assess the contribution of an industry to a country's revenue, it is necessary to consider not only duties levied on the products, but also the revenue from all businesses and individuals directly and indirectly deriving income from the industry. Exact figures are not obtainable, but from 1850 until shortly before the first World War, tin mining in Malaya was a dominant factor in the Federation's development. Even at the turn of the century, tin export duty alone represented 45 pct of total Government revenue, while in the 40-year period up to the end of 1937, tin ore duties collected by the Federated Malay States Government amounted to 383,- 81 0,284 Malayan dollars,* approximately one-fifth of the total revenue for the same period.

President Allende says he will expropriate all American investments in Chile and he's already well on the way to accomplishing this objective. What the average observer doesn't realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers' pockets. Premier Castro expropriated the U.S. taxpayers' investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies' foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.

AS in former years, Pechelbronn, in Alsace, was the most important producer in 1936, with 484,453 bbl., of which 283,151 from drilling and 201,302 from mining showed a slight increase in comparison with the preceding year. Gabian, in France and Tliouanet, in Algeria, are nearly exhausted. At Gabian, four wells drilled in intermittent exploitation produced during the year 2893 bbl. Four wildcats, one of which is producing, constituted all the activity in research on French territory. In Morocco, some wildcats have been drilled in search for new fields and exploratory drilling has been done in Tselfat and in Djebel Bou Draa in known fields, but the results have been inconsiderable. In Tunisia there was a gas outburst in Kebir 1, which is the first practical result obtained. In Madagascar, the Andrafiavelo region has been left and a new region has been tried in Folakara with the Tsimororo. In French Equatorial Africa, one drilling is in progress.

In uranium metallurgy, the main purpose is to obtain a product containing 80-85% U308 (yellowcake) from ores whose average grade is a mere 0.21% U30& Essentially, the task of extraction and concentration involves dissolving the ore's U308 values, followed by purification and concentration of the uranium-rich solution (using such operations as filtration, clarification, and ion-exchange), and then selectively precipitating and isolating U308. Leaching is First Step In yellowcake production mills, the first chemical change occurs by leaching the ore with either sulfuric acid-as done by Anaconda and Kerr-McGee-or with an alkaline solution of, say, sodium carbonate, as done by United Nuclear-Homestake Partners. The choice of either acid or alkaline leaching is not an arbitrary one: it depends on the chemical and physical characteristics of a particular ore. That is, on the presence of clays, organic compounds (usually of carbonaceous origin), and soluble impurities, as well as on the ore's wetness and grindability.

W. M. CORSE,?Mansfield, Ohio.-The conservation of tin, in view of the shipping situation; is one of great importance. Several methods of conservation can be employed: 1. Reduction of the amount of tin in an alloy or compound. 2. Substitution of an entirely different metal or compound for tin. 3. A combination of the first and second methods. The second method is the one that I wish to discuss. Metallic aluminum has been known for a long time, and its use in copper alloys was discovered about 1855 by Lord Percy. The high cost of production of metallic aluminum retarded its commercial development, and it was not until the discovery of the electrochemical processes for its production that it came to be known as a common metal. I have been particularly interested, for the past few years, in working with the alloy known as aluminum bronze, which is usually composed of approximately 90 parts of copper and 10 parts of aluminum, by weight.

THE structure observed in thin foils by transmission electron microscopy is not necessarily representative of the initial bulk material. We have shown that hydrogen, originally present in a specimen of vanadium, niobium, or tantalum, can be concentrated by the thinning operation used to prepare foils from the bulk materials.' These foils exhibited domain walls indicative of a tetragonal distortion of the bcc unit cells, probably caused by ordering of the hydrogen in preferred interstitial sites. We believe this ordering does not occur at room temperature in the bulk material which contains less than 1 at. pct H. In a continued effort to prepare metal foils whose hydrogen concentrations remain constant during preparation, we have developed some new chemical and electrothinning techniques for vanadium. Each of the procedures presented in Table I produced foils that were thin enough for transmission electron microscopy.
