Pilot plant test work in 1942 and 1943 showed that by a combination of deslim-ing, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. This appreciable improvement in gravity concentration practice has been substantiated by several full-sized plants. IN the past, mills treating ores of tin and tungsten by gravity concentration have recovered very little mineral finer than 325 mesh, although some form of slime concentration has been generally attempted by the use of buddies or round tables. This paper describes a series of pilot plant tests made in 1942 and 1943 in which the use of the Sullivan deck was investigated for the recovery of an appreciable amount of the fine values formerly lost. The investigation was initiated by the U. S. Government in an effort to increase the wartime production of tin. Bolivian milling practice at that time included jigging of the coarse sizes, tabling of the intermediate sizes on conventional shaking tables, and the use of buddies or round tables on the finest sizes. Flotation of the pyrite was employed at different stages of the treatment, depending upon the quantity present and the preference of the operator. Usually good recoveries and the bulk of the production were made in the jigging and tabling operations provided that these sections were not overloaded. Buddies and round tables were used for a small additional recovery if it could be shown that they could pay for their high cost of operation. Extensive test work established that by a combination of desliming, classification, and Sullivan deck treatment, cassiterite as fine as 10 microns (1500 mesh) could be recovered when proper conditions were maintained. This test work has been verified by several full-scale installations. The method is generally applicable to the preconcentra-tion of large tonnages of low-grade ores or tailings for the recovery of a small amount of a valuable heavy mineral. The Sullivan deck (or now the Denver Buckman tilting concentrator), which is the essential part of the method, was devised originally for the recovery of tin from tailings of the Sullivan concentrator, Kimberly, B. C. Since the material treated contained only 0.05 pct Sn, it was impractical to attempt to recover cassiterite finer than 500 mesh.*

The new entity, Yacimientos Petroliferos Fiscales Bolivianos, created in 1936 for the development and exploitation of all petroliferous zones of Bolivia, including those formerly belonging to the Standard Oil Co., is doing its utmost to bring about rapid development and by this means to create a new source of revenue for the State. With this in view, Y.P.F.B. has opened a new field in the Samaipata region, on the main road between Cochabamba and Santa Cruz. Installation of machinery has begun for the drilling of several wells on the five anticlines that occur in this region. Work has also begun in the Saipuru field, on the Santa Cruz-Charagua highway, which was discovered by the Standard Oil and temporarily abandoned. In this new field, a topping plant will be installed, to supply gasoline and kerosene to Santa Cruz. Explorations are also being made on the neighboring structures of Saipuru. At the end of 1937, the committee that is to study the region of the Chapare in the northeastern part of Cochabamba, was organized. The structures were studied 10 years ago by Kirtley Mather and other geologists. It is hoped that by March 1938 this camp will begin work, as this zone gives promise of being valuable. Development The capacity of the refinery at Camiri has been enlarged in order that it may supply all the needs of that region. In order that the supply of crude may be adequate, several wells that had been almost abandoned by the Standard Oil are being cleaned out. New wells have been located at this camp following the principal anticlinal structure, and during the first half of the year 1938 several wells will be drilled. The same program is being followed in Sanandita but on a greater scale, as the nearness of this district to the Argentine border, which is the best market for the Bolivian petroleum of the south, allows immediate sale of the petroleum. Possibly a new refinery will be installed at this camp, as the one now in existence is only a rudimentary distillery. At the Bermejo camp, which is farther south, intensive work is being done to bring the wells into production. Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee's business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee's work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country's need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only 'to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.

The Spies mine is located in the eastern half of the northwest quarter of section 2443-35, near the village of Iron River, Mich., and is operated by The Cleveland-Cliffs Iron Co. Speaking generally, the jasper hanging walls of most of the deposits in the Iron River district dip at a steep angle and are exceedingly strong, standing without caving, even after mining has been continued for years and after large excavations have been made. The ore is fairly hard and tough and contains no slippage faces. It occurs in large masses, which are often egg shape, with the smaller end down, and can be mined in open stopes without the use of timber. The common system employed in the district is the shrinkage stope, or some modification of it. The Spies system was developed to utilize the advantages of the open-stope method and to avoid the disadvantages of the shrinkage stope. The Spies shaft was sunk to such a depth that the bottom, or third level, was in rock at a short distance below the bottom of the orebody, the shape and extent of which had been previously determined by diamond drilling. This is shown in plan and by the ore contours at the first, second, and third levels in Fig. 1, and in section in Figs. 2 to 7. In order to provide the necessary mills and raises, three parallel crosscuts were driven on 25 ft. centers on the bottom level. Drifts on the second and first levels were driven to the orebody and followed the foot wall in a southerly direction to the end of the ore. In crosscut 3, Fig. 1, raises 30, 40, 50, and 60 were carried up on the foot wall and holed into the second level, and were ultimately carried up and holed into the first level. These foot-wall raises carry the pipes and ladders, provide a means of ventilation, and furnish safe communication to all working places in the stope. From crosscuts 1, 2, and 3, raises were completed to a height of 32 ft., or the elevation of the first sublevel. They were then connected by east and west crosscuts to the main foot-wall raises 30, 40, 50, and 60, shown in Fig. 4. The crosscuts in raises 1 to 5 were then driven west and the

It is increasingly evident that the excellence of blast-furnace operation to a great extent depends upon the preparation of the products fed into the furnace. The preparation of these products is carried on largely in the roasting and sintering departments. Prior to the building of flotation plants in Utah and other western states for the treatment of lead-zinc ores, the gravity concentrates received at the Midvale smelter amounted to about 4000 tons per month, containing 24 per cent. lead and 10 or 11 per cent. zinc. This product was about 20 mesh—that is, 45 per cent. of it would be plus 20 mesh and the balance minus 20 mesh. About 1000 tons of pyrite per month, containing 5 per cent. lead and 10 per cent. zinc, was also received. These products were sent to the multiple-hearth roasters for calcining, after which they were sent to the Dwight-Lloyd machines for sintering with other ores. The sintering charge passed over the machines but once. The first flotation products received consisted of a wet, sticky, muddy mass, containing a large amount of moisture, up to 19 or 20 per cent., and it was almost impossible to feed them with any degree of regularity, if at all, through our standard feeders; but the amount of flotation product received during the first year or so was relatively small and it virtually lost its identity by being mixed with a large amount of jig and table concentrates. As the quantity of flotation products increased, more efficient filtering was accomplished and the moisture greatly reduced. Flotation Products Received At the present time the Midvale plant receives about 4300 tons per month of flotation product running 60 per cent, lead and 4.5 per cent. zinc, 85 per cent. of which is minus 200 mesh and contains about 8 per cent, moisture; and 4000 tons per month of pyrite of similar fineness, running about 2 per cent. lead and 3.5 per cent. zinc, containing about 10 per cent, moisture. The lower moisture greatly reduces the difficulties of handling, making it possible to run a 100 per cent. flotation feed on a multiple-hearth furnace without serious mechanical troubles. The German silver industry of the United States amounts in value to upwards of $6,000,000 or $8,000,000 annually. Several thousands of people earn a livelihood pursuing it, and the beautiful goods and articles manufactured from this time-honored and valued alloy are everywhere visible. German silver enters largely into our street signs, harness and house hardware, and all manner of table-ware, solid or plated. There is scarcely an hour in the day that German or nickel-silver is not before our eyes. The composition of this alloy is a very uncertain thing, and depends largely on the honesty of the manufacturer and the price the purchaser is willing to pay. It is composed of copper, zinc and nickel in varying proportions. The best varieties contain from 18 to 25 per cent. of nickel, and from 20 to 30 per cent. of zinc, the remainder being copper. The more expensive nickel-silver contains from 25 to 33 per cent. of nickel, and from 75 to 66 per cent. of copper. The nickel is used as a whitening element; it also strengthens the alloy and renders it harder and more non-corrodible than the brass made without it, of copper and zinc. Moreover, it reduces the odor emanating from brass, which is so disagreeable if it occurs about the dining-table. Of all troublesome alloys to handle in the foundry or rollingmill, German silver is the worst. It is unmanageable and refractory at every step in its transition from the crude elements into rods, sheets or wire. As a white-headed furnace-man recently said to the writer, in one of our large mills, " you can put eight crucibles into the fire, each containing exactly the same mixture of German silver, and when you take them out and pour them into slabs for rolling, seven will be a mass of scum or slag, or the stuff will swell up like rising bread and overflow the moulds, and be so full of blow-holes that it will look like a sponge. The eighth crucible will contain perfectly good metal. On remelting the next day, the bad stuff will, in nine chances out of ten, come out just as good metal as the eighth pot the day before, and under apparently the same conditions." A RETROSPECT of the growth of the production of pig-iron for the past half century would be the history of the invention and introduction of heated blast as applied to the smelting of iron ores. As the apparatus employed was improved in conception and construction, the economical operation of the furnaces to which it was attached was the more marked, and the production correspondingly increased. To compare the original iron box placed over a coal fire with the modern hot-blast stove, with its combustion-chamber, gas-burners, and air-regulators, would be as unfavorable to the former as to contrast the product of the little Blauöfen with the yield of the improved furnaces of to-day. But, as these little Blauöfen were the germs from which the larger plants have grown, so from the crude apparatus invented and applied by Neilson has grown, in the face of great opposition, the more economical hot-blast stoves now in use. It is not surprising that an innovation like heated blast should have received a large amount of attention from metallurgists, nor that men of recognized ability should formerly have been found both among its champions and opponents, but it is remarkable that, at the present day, with the results of careful research and thorough experiment compiled in convenient shape for perusal, there are iron¬masters who still consider it economy to allow the products of combustion to escape into the atmosphere, rather than utilize them in heating the blast, because of a supposed injury to the quality of the product. In the present state of knowledge and practice, it is proper to express as an axiom, that a well-constructed hot-blast apparatus is essential to the economic operation of an iron-producing plant. Of the interpretation of proper construction there is of necessity a variety of opinions, and, with the view of solving the problem, the apparatus for heating blast has from time to time assumed various forms. Boxes, cylinders, and pipes, placed horizontally, vertically, inclined, or in circles and spirals, have been tried ; there have been pistol-shaped pipes, double pipes, divided or diaphragm pipes, siphon pipes, and as much variety in the mains, connections, flues, and setting. BrinSmade, Ixmiquilpan, Hgo., Mexico (written discussion*).—While agreeing with Mr. Gibson that his net-profit tax is the fairest and best for mines, I believe that the tax he describes can be more accurately defined by another name. In accounting, net profits are usually considered to be the residual of the gross income after operating expenses and the annual charge for upkeep of plant have been deducted. Even the necessary interest on bonds or mortgages should not be subtracted in this calculation, for this interest represents merely that fixed portion of the net profits going as a return to that fraction of the total property value owned by the bondholders. Applying this method of calculation to the gross income of a mining property, we should onIy deduct operation expenses and upkeep of plant to get the net profits on its whole property value. So Mr. Gibson in deducting a further sum, to cover the interest and amortization of the capital expended in mine development and equipment, really arrives at something quite differen't from net profits; which can properly only be defined as the annual value of the mineral in the ground, or the royalty value in miners' parlance. From one viewpoint, Mr. Gibson's first principle, which assesses taxes, "proportionate to the benefits received by the person or property taxed," is identical with his third principle wbich assesses "with reference to the extent and value of the natural resources enjoyed." With one exception, everything of use around a mine represents a cash expenditure, or its equivalent in human labor, and state action has not added an iota to its value. The one exception is what makes the enterprise possible and it includes the mineral deposits and their associated surface; water and other landed rights. These natural resources are origin2!1y the gift of tile people acting through their agent, the state, and it is evident that a tax laid on whatever profits may arise from their enjoyment will be exactly "proportionate to the benefits received by the person or property taxed." Tripoli is the general name for a number of fine-grained, lightweight, friable, minutely porous, forms of decomposed siliceous rock, probably derived from siliceous limestones or calcareous cherts. Tripoli is often confused, both in the trade and technical literature, with tripolite, a diatomaceous earth (diatomite), found in Tripoli, North Africa. A material found near Seneca, Mo., resembling tripolite was incorrectly termed "tripoli." This name has persisted and now has a definite physical and trade meaning. However, tripoli contains no diatoms, is of an entirely different origin, and has chemical and physical properties different from those of tripolite. There are two distinct types of tripoli in the United States; that from the Missouri-Oklahoma field and that from the Southern Illinois field. Commercially the term "tripoli" is applied to the material from the Missouri-Oklahoma field, while the material from the Southern Illinois area is often referred to as "amorphous" or "soft" silica. Material similar to the Missouri-Oklahoma tripoli, but finer grained, occurs in northwestern Arkansas. In its Minerals Yearbook the Federal Bureau of Mines groups statistically under "natural silica abrasives," tripoli from these producing areas and rottenstone from Pennsylvania. The justification for this grouping is the similarity of use. Composition and Physical Properties Commercial tripoli contains 97 to 99 pet SiO2. The remainder is mostly alumina, iron, lime, soda, and potash, some of which may impart desirable physical properties to the material. Variations in the chemical composition of tripoli are not as important as its physical characteristics. The color of tripoli varies from white to cream, brown, rose, and red, the variations from white being the result of iron deposited from percolating surface waters. The commercial varieties of tripoli mined in the Missouri-Oklahoma area are designated as cream and rose. Other physical properties of the tripoli from this area are: Free quartz, less than 0.5 pct; oil absorption, 50.71 to 53.14 pct; water absorption of the crude tripoli, about 38 pct, and of prepared material, about 52 pct; fracture, uneven to conchoidal; specific gravity, 2.15 to 2.62; weight per cubic foot crude, 35 lb, ground, 55 lb; fusion point, 3,225° to 3,300°F; and refractive index, 1.54. Tripoli occupies about 1 cu yd to the short ton in place and about 1.5 cu yd when broken. Packed for shipment, the powdered material occupies about 33 cu ft to the ton. Its value and usefulness depend primarily on a low content of crystalline silica, size of the natural particles, absorption, and color. Some beds in the Missouri-Oklahoma area are of sufficiently compact material that large, fairly strong blocks may be removed. These find a market as filter blocks and have been used for building material. In the Southern Illinois field the color of the material is the important physical property; pure white is preferred. The rottenstone mined in Pennsylvania is of higher density and lower in silica content than the various types of tripoli. Its composition approximates 60 pct silica, 18 pct alumina, 9 pct iron oxide, 8 pct alkalies, with small amounts of lime and magnesia. The material apparently is a ferruginous and siliceous shale, having properties rendering it suitable as an abrasive or as a filter for paint, rubber, and plastics.

The thermal decomposition of cupric sulfate and of cupric oxysulfate has been examined by deter-mining the equilibrium gas pressure generated over each pure compound. The equilibrium data have been used to calculate the thermodynamic properties of both compounds, and the results have been combined with previously published data to establish a predominance-volume diagram for the Cu-S-O system over the normal range of roasting temperature and gas composition used in the treatment of copper minerals. Copper oxysulfate recrystal-lizes at 1100°K with an apparently irreversible en-dothermic heat requirement of 2.9 * 0.3 kcal per mole. WHEN mixed sulfide minerals containing copper are roasted, either of two procedures may be followed, depending on the nature of the other metals. In the first procedure, the roasting is controlled to produce a maximum amount of water-soluble copper sulfate which may be removed selectively from the water-insoluble compounds of the other metals. In the second, control is directed toward the production of water-soluble sulfates of the other metals and an insoluble salt of copper. Effective control of either of these processes would be enhanced by knowledge of the thermal stability of cupric sulfate and of cupric oxysulfate. In this paper, established data for the thermal stability of cuprous and cupric sulfide and of cuprous and cupric oxide will be combined with new data for the therma1 stability of cupric sulfate and cupric oxysulfate, to designate the volumes of stability of the significant compounds in the Cu-S-O system in the temperature range 750° to 950°K. EXPERIMENTAL Materials, Apparatus, and Procedure. The copper source material used in all experiments was Fisher Certified Reagent Grade "anhydrous" cupric sulfate, for which the following analysis was supplied by the manufacturer: chloride, 0.002 pct; alkalies and earths, 0.2 pct; insoluble, 0.002 pct; iron, 0.020 pct. Cupric oxysulfate was prepared from the normal sulfate by two procedures. In the first, equimolar quantities of cupric oxide (prepared by decomposition of the sulfate) and cupric sulfate were ground together and heated under vacuum in a sealed silica vessel at 800°C. This procedure was subject to failure because of explosion of the silica vessels due to the pressure of the final traces of water released from the sulfate on the initiation of its decomposition. The second procedure involved roasting the cupric sulfate, with frequent rabbling, in a muffle furnace at 725°C for a period of 48 hr. This produced an excellent product, which was confirmed as copper oxysulfate by X-ray and chemical analyses. The experimental technique used was that of measuring the total pressure exerted by the sulfur trioxide, sulfur dioxide, and oxygen produced by the following reactions: 2 CuS04 = cuo • CuSO4 + SO3 [1] cuo . WHEN a liquid alloy freezes, the solid first formed usually differs widely in chemical composition from that last formed, so that there is segregation in the alloy as cast. For example in the copper-nickel system (fig. 1) the first solid formed from a liquid containing 55 atomic pct Cu may contain as little as 38 pct Cu, while the last must contain well over 55 pct. Three factors may act to decrease segregation from the maximum possible. 1. Diffusion in the cooling solid tends to make the phase homogeneous, decreasing segregation. This may be important at slow rates of cooling. 2. Segregation is impossible without diffusion in the liquid. At extremely rapid rates of cooling there may not be enough time to allow maximum segregation. 3. Supercooling delays nucleation to temperatures well below the liquidus thereby decreasing segregation. Hence the first nucleus in the copper-nickel system may contain well over 38 pct Cu. At sufficient supercooling the first nucleus may form below the solidus, in which case there is no reason to expect any segregation whatever. From these considerations, we could predict that at sufficiently low rates of cooling the alloy would be unsegregated because of factor 1 and at sufficiently high rates of cooling there should also be no segregation because of factors 2 and 3. Considerable segregation should occur only at intermediate rates of cooling. We have demonstrated experimentally that segregation can be completely suppressed by rapid rates of cooling. For the alloys studied, however, these rates are too great to be attained in any commercial practice. An alloy of 55 atomic pct Cu, 45 atomic pct Ni was frozen by cooling at varying rates. The degree of segregation in the solid was determined by X-ray diffraction photographs. Slow rates were obtained by slowly cooling the furnace containing the liquid alloy; fast rates by pouring or ejecting droplets of the alloy into water or iced sodium hydroxide solutions. The cooling rate of the droplets can be cal-culated from their dimensions by assuming reason- able values of thermal conductivity.' The experi-ments were repeated with an alloy of 16.5 pct Cu and 83.5 pct Au. A single experiment also showed a 50 atomic pct Bi-Sb alloy had no segregation at the most rapid quench. The position of back-reflection X-ray diffraction lines is a highly sensitive function of the lattice constant, which in turn depends on the chemical composition of the phase. A phase of varying composition will give broad diffraction lines. By measuring the edges of these lines and making suitable corrections for intrinsic line width, it is possible to determine the range of lattice constants represented. These can be converted to chemical compositions from a lattice constant vs. composition curve. Results are shown in table I. In the copper-nickel system the greatest segregation is found at the slowest cooling rates, where the lowest percentage of copper theoretically possible is found. In the copper-gold system, on the other hand, the degree of segregation is decidedly less at the slowest rates of cooling, being greatest at 11,100°C per sec. At no rate is the theoretically lowest percentage of copper (12 pct) found. At the rates of cooling found in sand and die castings the degree of segregation is large and depends little on the rate of cooling. In order to meet the ever-increasing demand by consumers for uniformity of ground talc, a new method of blending its finished product has been developed by Gouverneur Talc Company, Inc., at its plant near Gouverneur, N. Y. The method has been in use for a sufficient length of time to be now judged a success. The Gouverneur district is the leading talc producing area of the world, inasmuch as more tonnage is produced there than from any other state in the U.S. or, so far as is known, from any other locality in the world. Almost all of the output goes into industrial uses, with ceramics and paint being the principal consuming industries. The physical and chemical specifications imposed by these industries are stringent and the trend, as in most industries, is toward ever increasing severity. The blending method described herein has aided Gouverneur Talc to keep up with this trend.

Birmingham - A City With a Future COURTING new industries is the time honored duty of the chambers of commerce; but Birmingham, until recently, has done its courting without the benefit of troubadors. This is all changed now for the iron and steel industry is singing an enticing song about steel priorities for new industries from Birmingham's own mills. Along with the increasing industrialization of Birmingham there has been a marked influx of industry into the Southeast and neighboring areas in the south central states which augurs well for business in Birmingham. This important stronghold of the foundry industry (consuming 95 pct of Birmingham's merchant pig iron in 1950) has been the source of important announcements about additions to steel ingot capacity. The virtual abolition of basing point pricing gives the Birmingham iron and steel industry an advantage in the South's new markets. This means more business for Birmingham, but the problem of raw materials supplies is posed.

Of all the developments in the post-war history of Western Europe, none has been more remarkable in its aims and in the progress it has achieved than the movement toward European integration. It is not an exaggeration to say that this movement marks a virtual revolution, an about-face, in the long and complicated history of European states over the past three centuries. Although sporadic efforts to achieve European integration can be traced back for at least a 100 years, it remained for the breakdown of the European economies as a result of World War II and the subsequent Russian threat to give new impetus to the concept of broader economic and political integration. In fact, the economic integration of Europe following the end of the war was considered so essential that, in 1949, the administrator of the European Cooperation Administration, Paul Hoffman, spoke of the economic integration of Western Europe as an objective of American policy embodied in the Marshall Plan.

D. W. Fuerstenau (Associate Professor of Metallurgy, Dept. of Mineral Technology, University of California, Berkeley, Calif.) and D. A. Sullivan, Jr. (with the University of California) — Messrs. Bergstrom, Sollenberger and Mitchell have shown in two excellent papers that the energy per unit mass required for the breaking of spheres is inversely proportional to the size modulus of the fragments of the broken spheres. They found that the fragments of spheres broken within a steel enclosure were finer than those produced by breaking spheres encased in gelatin. This results from utilization of part of the strain energy at fracture for secondary breakage. For spheres not encased in gelatin, these authors found that after fracture the fragments of the spheres possess kinetic energy amounting to 45% of the strain energy needed for initial fracture. Breakage of a sphere in gelatin results in waste of this kinetic energy, whereas breakage inside the steel container makes use of this kinetic energy for further size

The apparent small effect of skimming on desulphurization is somewhat misleading because the data was collected during the first months of use on the skimmer. During this period of time, the operators were, of course, just learning to use the equipment and, consequently, in many cases a so-called skimmed heat may have only been partially skimmed. In addition, during this period, the percentage of sulphur in the blast furnace slag was gradually increasing because of the increasing oil injection rates being employed at the blast furnace. An additional factor that cannot be disregarded is the apparent slower slag formation rate obtained in the BOF when the blast furnace slag is removed. This is evidenced at our shop by a much stronger tendency toward sparking and related lance skulling problems with deslagging, in spite of satisfactory manganese levels in the hot metal. Naturally, slower slag formation could account for poor desulphurization which would partially offset the beneficial effect of a lower sulphur input.
