The causes that have formed fissures in the earth's crust, and the agencies that have converted them into metallic beds, are amongst the most important and interesting subjects that can engage the attention of the mining engineer or the scientist. They lie at the very base of the whole system of vein geology, and until something like a correct theory can be arrived at with regard to them, the science as such is necessarily very incomplete. he data for such a theory, owing to a lack of careful and systematic observations in countries pre-eminently metalliferous, like Mexico and the States of Central and South America, are almost entirely wanting. Doubtless there has been abundant speculation on the subject, from the earliest times down to the present, in every country where mining has been one of the leading industries of the inhabitants. Perhaps the theory of Elie de Beaumont more nearly approaches a satisfactory explanation than that of any contemporary authority. The most recent investigations, both in Europe and on this continent, tend to produce the conviction that the phenomena of metallic fissure lodes are in some way connected with, and dependent upon, plutonic agencies— not, however, as the direct product of volcanic activity, but rather as the result of chemical agencies called into play through its aid. Active volcanoes generally produce only the well-known types of volcanic rocks, though, perhaps, well-marked cases can be shown where these contain ores of copper, etc., evidently derived from the same deepseated source as their hypogene gangue. IN laying out a new mine, provision should be made for the ultimate recovery of as much coal in any given bed as is consistent with safety and economic mining. Though each mining district, if not each individual mine, has problems that make the adoption of any hard and fast rule impossible, certain basic principles are adapted to practically all conditions. One of the most vital is the provision for barrier pillars of ample dimensions to protect all haulage and permanent airways during the life of the property. Where conditions permit, room or butt entries should be driven on the strike or slightly to the raise and rooms turned at right angles to said entries. The width of rooms and room pillars is governed by conditions prevailing in the mines under consideration. A safe rule is: In advancing, extract not more than 25 to 35 per cent. of the entire seam; in exceptionally thick seams, considerably less than 25 per cent. should be taken. Rooms usually vary in length from 250 to 350 ft. (76 to 106 m.) with a barrier pillar of not less than 80 ft. between the last crosscut in rooms, and entry and room crosscuts should be driven on sights; room crosscuts should be driven at right angles to the direction of the rooms. In mines under excessively heavy cover or where roof conditions are bad, rooms should be driven narrow and a barrier pillar left at every fifth to tenth room. This barrier should be of such dimensions that one or more rooms, with pillars of usual dimensions, may be turned through it when the barrier is no longer required. Two of the advantages of such a barrier are the protection of the panel against peaking of roof load during pillar extraction and the easy closing of the entry in case of fire.

The corrosion of metals is one problem on which time and thought have been expended for many years. In the effort to avert the destructive action of a hostile environment, attention has been directed almost entirely to the conditions under which most metallic structures are called upon to perform, and the extensive and complicated phenomena attending the corrosive action of atmospheric agencies, acting at the ordinary atmospheric temperatures, have been studied, but there is unanimity of opinion regarding many fundamental facts. One neglected phase is the corrosive action of various gases upon metals exposed to temperatures considerably higher than the atmospheric range, and more especially the attack of atmospheric oxygen upon exposed metallic surfaces. That the problem is difficult is connoted by the practical dominance of industrial electric heating by alloys of one type (nickel-chromium). Proprietary interest may account, in part, for the paucity of information available upon even the most general factors determining the behavior of metals and alloys when exposed to such exacting conditions. The present paper gives some conclusions reached as the result of experimental work, extending over several years, on the mechanism and contributory factors of the high-temperature oxidation of a number of simple unalloyed metals; it is free from experimental detail and proof. High-temperature metallic oxidation may be considered as a phase of metallic corrosion. The scheme outlined below, in which corrosive agent and environment are the principal criteria, is one way of analyzing the several groups of corrosion phenomena. Deep-seated human instincts urge us to positively mark the passage of time. We celebrate the passage of each year. Years give way to decades, and decades to half centuries and centuries. At all these mileposts we are inclined to pause, take a look around and catch our breaths before embarking on the next leg. We are at such a point now and this meeting I am sure will give direction to the road ahead into the decade of the seventies. In looking around at this point, 1979, it is obvious to all of us that the environment in which we must mine, mill, smelt and refine lead and zinc has radically changed. These changes have, of course, occurred over a long period of time. They have, however, all been in the same general direction. They have all had the same motivation. The period of greatest contrast is probably the fifteen years just before World War II and the fifteen years following the end of that war. I thought that I might review briefly with you what seems to me to be four of the more important changes that have developed since World War II that profoundly affect our activities in the lead and zinc industry. I mentioned before that all these changes have been in the same direction; that is, they have all tended to restrict our freedom of action in pursuing our objective of producing lead and zinc on a competitive basis at a profit. Consequently, in discussing them you may think that I am merely viewing with alarm. This is not the intent. This is merely supposed to be an objective analysis. I think it appropriate before discussing these trends in detail to examine the position of lead and zinc today.

IN an investigation of the rolling and recrystalliz-ing textures obtained from single crystals of Si-Fe, Koh and Dunn included specimens in the (111) [lie] orientation.1,2 This note reports some additional results obtained on samples of this orientation set aside for further study. After, primary recrystallization longer annealing treatments at 980°C produced only normal grain growth; after 16 hr at 980°C the largest grains were approximately 0.010 to 0.020 in. in diam. The orientations of 13 of the larger grains were found by the transmission Laue method. The unidentified (110) poles of these grains have been added to the (110) pole figure obtained after primary recrystallization2 to give the plot shown in Fig. 1. When grain identifications are also included, such a plot reveals the following. Two orientations agree almost exactly with the peak pole ,density positions of component B of the primary recrystallization texture, one with component A, and one with component C. All the remaining orientations except one have (110) poles near weaker and unidentified pole density peaks. In fact, the correlation is good enough for an identification of eight components. Previously only components A, B, and C were certain. The results are perhaps even more informative when combined with the (110) pole figure of the cold-rolled crystal to give the plot shown in Fig. 2. Each of the 13 orientations is identified and uniquely determined by selecting two (110) poles per crystal, which are 90" apart. The plot shows that every grain of the 13, except grain 6, has a (110) pole in common with a (110) pole concentration of the cold-rolled crystal. The orientation relationship with the cold-rolled orientation may be expressed as approximately 25" rotations about <110> axes, which is in agreement with the results found for coarse-grained primary recrystallization.2 If primary recrystallization had occurred according to the <110> rule without preference, there would have been 12 components. Actually our limited data reveals nine of the possible 12. The integrated pole figure also shows preferences among them, since three are considerably stronger than the rest. In addition to the above direct information, the following conclusions may be drawn. Primary recrystallization of the (111) [110] cold-rolled crystal produces a limited number of weak and strong components with the larger than average primary grains from these components related to the cold-rolled crystal by 25° <110> relationships. In arriving at this conclusion of limited orientations the (111) [110] orientation has to be ruled out as a source of large primaries for two reasons. First, growth in this orientation was not observed, despite an expected high grain boundary mobility (due to its 25" <110> relationship with every component of the texture). Secondly, primary recrystallization usually produces grains in new orientations, particularly in a single orientation matrix; but (111) [110] is not new. Other orientations besides those of the <110> type may be considered unlikely, of course, because the <110> relationship holds quite well for primary recrystallization2 and should produce the large primaries. A study has been made of the effect of small additions of bismuth on the activity of zinc in dilute solution in molten tin. Free-energy interactions have previously been determined between zinc and various third elements where the solvents were molten bismuth or molten lead.&apos;-4 In both of these solvents, the activity of zinc exhibits a strong positive deviation from ideal behavior (at 550°C y° for zinc in lead is 11.4 and for zinc in bismuth is 3.0). The present work, using tin as the solvent, is an extension to a case where the positive deviation is considerably diminished (y°Zn at 550°C is 1.63). Several previous investigators have studied the Zn-Sn binary system; however, little data is available in the range below 0.1 mole fraction zinc.5= Previous high-temperature galvanic cell studies in the Sn-Zn-Bi ternary system included the determination by Gluck and Pehlke of interactions in the bismuth-rich corner1 and separate investigations of the central region by Oleari and Fioriani6 and by Ptak and Moser.7 Yokokowa et al.8 conducted Knudsen effusion studies in the central region; however, their experiments at 625°K were conducted somewhat below the present experimental temperature range. Their results indicated an increase in zinc activity with the addition of bismuth. The present series of experiments was conducted in galvanic cells represented as follows: Zn Zn++ in LiCI-KC1 eutectic Zn + Bi in Sn (pure reference (fused salt electrolyte) (molten alloy) standard) The experimental apparatus. a multi-electrode system employing alumina crucibles and contained in a Vycor tube under a helium atmosphere, has been described previously, as have been the experimental procedures, precautions, and the methods of data reduction.1-4,- The experimental measurements were made over the range from 450° to 650°C. Between thirty and forty measurements were made in each run. The linearity of the electromotive force vs temperature relations was verified by linear regression techniques. The correlation coefficients exceeded 0.99. The experimental results summarized in Table I include the interpolated electromotive force at 550°C and the temperature dependence of electromotive force. Only results from stable and consistent cells containing more than 0.025 mole fraction zinc are reported. Attempts to run cells at 0.01 or 0.02 mole fraction zinc were not satisfactory. This is attributed to the closeness of the free energies of formation of the chlorides of tin and zinc. Calculations employing Wagner and Werner&apos;s criteria for displacement reactions10 indicated that reduction of the zinc content to 0.01 mole fraction places the cell near the borderline concentration for a 1 pct error in measured potential. The compositions shown in Table I are the actual weighed-in amounts. Previous experience has indicated that compositional changes during the running of a stable cell are negligible.&apos; Over the range of compositions studied for the binary alloys, the activity coefficient of zinc was essentially constant indicating that Henry&apos;s law is followed to 0.05 mole fraction zinc. Barium can be purified by equilibration with titanium. The melting point of barium was found to be 726.2° i 0.5 °C. The room-temperature lattice parameters of BaTe and Bask are 7.004 * 0.002A and 6.600 * 0.002A. Melting points for BaTe and Base were found to be 1510° * 30°C and 1830° ± 50°C, respectively. HIGH-purity barium and its compounds are difficult to prepare because of the reactivity of barium with the atmosphere and the large heats of formation of the compounds. Purification of barium by vacuum distillation,&apos; and the preparation and properties of barium oxide2 and barium sulfide3 have been reported. However, little has been done on the homologous compounds barium selenide and telluride. PURIFICATION OF BARIUM Distilled barium obtained from King Laboratories was used as the starting material. The analysis supplied with the metal showed the presence of: 0.4 wt pct Sr, 0.001 pct Mg, 0.02 pct F, 0.003 pct Cu, 0.005 pct Na and less than 5 x 10-3 wt pct of any other metallic impurity. Analyses for oxygen and nitrogen were not available. Since there is evidence4 that any barium nitride present in the starting material may decompose on distillation producing nitrogen which can contaminate the distillate, further purification was performed. At elevated temperatures, any nitrogen and oxygen present in barium should be removed by reaction with titanium. Assuming that the solubility of oxygen in liquid barium is negligible near the melting point of barium, any oxygen present will be in the form of BaO. Removal of oxygen from molten barium is expressed by the equation: BaO(S)+ TixOy(S) = Ba(l)+ TixO(y+1)(s) where Ti,Oy and TixO(y+1) are solid solutions of oxygen in titanium. At 1000°C, the change in free energy for this reaction is negative for (y+1)/x +y+1) x (100) 17.5 at. pct O.5 Since reaction with commercially pure titanium (containing 0.07 wt pct oxygen) results in a free energy change for the reaction of -19 kcal per g-atom, slight solubility of oxygen in barium would not hinder the oxygen removal. Since comparable thermodynamic data are not available to permit calculation of the partition of nitrogen between liquid barium and titanium, a similar quantitative relationship cannot be obtained. However, on the basis of work by Kubaschewski and Dench,5 complete removal of nitrogen from liquid barium can be expected. Since the melting point of barium is depressed markedly by small additions of nitrogen,&apos; the change in melting point during reaction of barium with titanium was used to follow the purification reaction. MELTING POINT OF BARIUM A 50-g sample of barium was sealed by arc welding under argon into an all titanium crucible provided with a thermocouple well. The melting point of the sample was determined by thermal analysis, using a Pt/Pt-10 pct Rh thermocouple which was calibrated according to National Bureau of Standards specification6. The crucible was then heated for 48 hr at 950°C in vacuum and the melting point redetermined. This procedure was repeated until three successive thermal analyses agreed within ±0.5oC, the limits of error of the analysis. The melting point increased from an initial value of 720.0°C to a final value of 726.2°C. Analysis on samples quenched from 950°C gave a solubility value of 0.004 wt. pct Ti. Assuming that the titanium-barium phase diagram is similar to those of titanium-magnesium7 and titanium-calcium,8 the solubility of titanium in liquid barium decreases with decreasing temperature. Therefore, the solubility of titanium in liquid barium should be less than 0.004 wt. pctat the melting point (726oC), and the effect of dissolved titanium on the melting point would be negligible. Addition of up to 3 wt pct Sr does not significantly change the melting point of barium,7 so that the effect of the 0.4 wt pct Sr in the starting material will also be negligible. The value of 726.2" ± 0.5C obtained for the melting point of barium can be compared .with a determination carried out by Keller and coworkers in low-carbon steel crucibles,&apos; who obtained a value of 725± 1C, using barium purified by fractional distillation. The higher value obtained in the present investigation is indicative of the effectiveness of titanium in removing traces of nitrogen. The wide grooves formed at the grain boundaries when high purity aluminum is attacked by hydrochloric acid or sodium hydroxide have been attributed by earlier workers to the high energy of the grain boundary material. The effect has been investigated for high-purity AI-Fe alloys with up to 0.055 pct Fe as a function of iron content and heat treatment. It is shown that the explanation given above is untenable, but that the results can be explained on the assumption that iron segregates to the grain boundary in solid solution. IN 1934, Rohrmann¹ showed that aluminum of 99.95 pct purity suffered intercrystalline corrosion when immersed in 10 to 20 pct hydrochloric acid, and that the susceptibility to intercrystalline corrosion depended upon the heat treatment given. The greatest susceptibility was found for specimens quenched from a high temperature (600°C) and the lowest susceptibility for specimens cooled slowly from that temperature. Lacombe and Yannaquis2 have shown that super-pure aluminum (99.9986 pct) annealed at 600°C suffers intercrystalline attack in 10 pct hydrochloric acid and that this attack is intensified by anodic dissolution in the same solution at a current density of 10 milliamperes per sq dm. No difference in extent of intercrystalline attack was found between the 99.993 and 99.986 pct Al, which led the authors to suggest that impurities played only a secondary role in the mechanism of intercrystalline corrosion. It was found, however, that the attack at the grain boundaries depended upon the relative orientation of the grains, large differences in orientation favoring rapid attack. Boundaries where the two neighboring grains were similarly orientated showed high resistance to attack as did boundaries between grains which were in twin relationship. These observations led Lacombe and Yannaquis to suggest that the intercrystalline attack was due to lattice discontinuities present at grain boundaries. Assuming that the grain boundary is a layer three to five atoms thick and has a crystal structure which is a compromise between the two neighboring grains it is clear that the discontinuities will increase with increasing difference in orientation between the neighboring grains and hence the increasing tendency to intercrystalline attack. Roald and Streicher³ investigated the effect of heat treatment of aluminum alloys ranging in purity from 99.2 to 99.998 pct on the corrosion resistance in 20 pct hydrochloric acid and 0.30N sodium hydroxide. They found that in hydrochloric acid the intercrystalline attack appeared to be determined by the type and quantity of impurities present and by the relative orientation of the grains. No difference in the susceptibility to intercrystalline attack was observed between specimens quenched and those furnace cooled, from 575°C. In 0.30N sodium hydroxide some materials exhibited intercrystalline attack, this taking the form of V-notches. Rohrmann¹ offered no explanation for the greater susceptibility to corrosion of material quenched from 600°C. It seems possible that this difference is connected in some way with a different distribution of impurity elements in the quenched and slowly cooled specimens. The fact that Roald and Streicher8 observed no difference between quenched and slowly cooled specimens may possibly be due to differences in either rate of cooling or silicon content or possibly both. Both these would be expected to have an effect on the distribution of impurity elements. Although the rate of cooling used by Rohrmann was slightly more rapid than that used by Roald and Streicher the position cannot be clarified because Rohrmann does not give the silicon content and Roald and Streicher give the silicon contents of only a few of their alloys. That Lacombe and Yannaquis2 found no difference in corrosion behavior attributable to impurities between the two materials they used may be because both were of high purity compared with the aluminum used by Rohrmann.¹ Although they found no difference in the corrosion behavior of their two materials it is possible that the results obtained by Lacombe and Yannaquis may, nevertheless, have been influenced by impurity distribution, since, on the transition lattice theory of grain boundary structure, it would be expected that sparingly soluble impurities would tend to segregate to boundaries where the orientation difference is such that there is a greater density of atomic sites of suitable size to contain them. COAL, its acquisition and consumption, has loomed large enough in the lives of many of us at one time or another, not from a technical standpoint, perhaps, but on a utility basis, to keep the house warm and the plant going. The Chairman of the Coal Division was much like many of us in that respect until after his graduation from Northwestern in 1928. Then he went to work as geologist for the Zeigler Coal Co., investigating strip coal possibilities in western Illinois, and also did research in the microscopy of coal at the Illinois Geological Survey. His interest in coal was originated and stimulated by Gilbert H. Cady, of the Illinois Geological Survey. With his advice, and with the co-operation of M. M. Leighton, Survey chief, the results of his research work on the mineral constituents of coal at the Survey were accepted as a thesis for his doctorate which he received from Harvard in 1935. Nine days before the Christmas of 1906, Clayton Garrett Ball was born at Wauconda, Ill. His father was professor of geology at Northwestern until he retired in 1946; retirement didn&apos;t lessen his active interest in his profession; he&apos;s still teaching geology at the University of Kansas City. Internal friction studies on annealed and cold-worked pure silver and alloys of silver with 4.5 atomic pct each of Cd, Sn, and Sb are reported. Small amounts of cold work, introduced by stretching pure silver, decrease the internal friction; large amounts of cold work, by wire drawing, cause this decreased internal friction to rise. Results of severol anneoling histories on the room-temperature in-ternal friction indicate a rather complex recovery and recrystallization behavior. A rather system-atic alloy effect is observed for the elements of Period V-B in silver in both the annealed and cold-worked states. DURING recent years internal friction measurements at very small stress levels have been interpreted in terms of structural models and mechanisms occurring within the metal or alloy.These measurements have been made over wide ranges of frequency of vibration and of temperature. While the effects of impurities, alloying, and plastic deformation have been studied by numerous investigators, no investigations of the effect of a series of solutes related by their position in the Periodic Table on a given solvent seem to have been reported. The present paper reports internal friction measurements on silver and on certain silver-base solid solutions to determine the values of room-temperature internal friction associated with varying amounts of plastic deformation and after different annealing

Capital, as represented by mineral resources, is being exhausted rapidly without possibility of identical replacement. The public must be discouraged from thinking-why worry about the bank balance so long as there are plenty of blank checks? Instead of each man, woman, and child being owners of a mineral capital of $89,000 as former Secretary Ickes once stated, they are really the guardians of a mineral reserve which, when harvested, cannot be reproduced. The proper use of this material is the basis of modern civilization and military power. The best American institutions cannot be maintained or transmitted to our children unless this trust is guarded. It is unfortunate that more attention has not been focused on the fact that this country is headed for a have-not status in the family of great nations if some- thing is not done to preserve its mineral heritage. It is the privilege of the United States now to champion and implement democracy because it is industrialized and can get at its raw materials. A high price is being paid every day in mineral depletion for the privilege. No one can eat his cake and have it too. The United States still must face world-wide economic competition and, perhaps, World War III. In the final analysis all wealth comes from the ground, whether plant, animal, or mineral. Value is in-

INTRODUCTION The principal applications of the flocculation process in the coal industry lie in the area of waste water treatment. Consequently, the concern is more with the behavior of the associated minerals, clays for example, than with the coal itself. At the same time, however, the presence of even small amounts of fine coal can significantly influence the performance of the flocculation operation. Coal preparation waste water treatment is a substantial problem involving over 200 billion gallons of water annually. There can be no doubt that these quantities will continue to increase as coal production increases and environmental considerations dictate the increased use of closed circuit systems and tighter control of effluent quality. Furthermore, we can expect to find a continued increase in the amount of fines generated in the coal mining and processing operations. Modern mining techniques tend to yield a finer raw coal with a higher ash content. The greater emphasis on fine coal cleaning for improved sulfur and ash removal and increased coal recovery will also lead to greater demands being placed upon the wastewater treatment system. The costs of "blackwater" treatment have been shown to vary widely from plant to plant (1). Part of this variation can be attributed to differences in the coal being mined and the plant flowsheet but there are no doubt significant contributions from the improper design and operation of treatment facilities.

THE development of "fiber" or preferred orientations, during the plastic deformation of metals, and the relation of such structures to the anisotropic characteristics of worked metals has become a subject of common knowledge among metallurgists. Very little has been published, however, relative to variations existent throughout the cross-sections of rolled strips,1 and the influence that such variations may have. This paper presents such a study on a rolled zinc alloy.2 The significance of small differences in surface structure is shown in relation to bending properties. Experience with zinc and its alloys has shown that the outer radius of the bend, which is subject to tensile deformation, is the common region of failure. In considering relations of structural characteristics to bending properties it will suffice, therefore, to consider the ease and possible extent of tensile deformation resulting from various orientations. It is necessary in this connection to assume that on the average the individual crystals of a polycrystalline material act substantially as if their movements were unobstructed by the surrounding grains. This assumption is not strictly valid, but the error involved is unlikely to affect seriously the qualitative conclusions derived from its use. THE area described herein is situated on what is known as the Arches Fork anticline in Roane and Calhoun Counties, W. Va. When the area was first mapped, it was felt that well records would give a more intimate idea of conditions, both structural and lithologic, than could be expected from surface horizons. The surface formations are chiefly members of the Monongahela series, though northward the hilltop outcrops are those of the Dunkard. Neither series offers a key horizon sufficiently definite to be satisfactory, although the structure as determined from well records was later checked against two of the more persistent surface sandstones. In mapping the subsurface structure, the top of the Big Lime (Greenbrier) was employed as the key horizon. The average depth to the top of the Big Lime varies from 1600 to 2000 ft. (487 to 609 m.), while the average thickness as indicated by well records is 113 ft. (34 m.). The oil-producing formation is the Big Injun, lying just below the Big Lime. In two instances, well records show the Lime and Injun separated by a few feet of "break." The Big Injun is recorded as having a variable thickness. Seven logs report it as missing and one gives it the maximum thickness of 105 ft. (32 m.), while the entire average for thickness is 19 ft. (6 m.).

1st. THE fine iron ore is mixed with a sufficient proportion of fine coking coal, and is coked in any of the ordinary methods for making coke. The effect of this is to convert the iron oxide into sponge in such a shape that the usual trouble of oxidation is avoided. 2d. The resulting mixture of coke and sponge is melted down in an ordinary cupola, the coke furnishing more than sufficient fuel for that purpose. I may briefly point out here that in the first place the iron is sponged, and this sponge, as is well known, contain-, no phosphorus or silicon when the reduction takes place at a low temperature; and in the second place this sponge is melted down in a cupola in which there is no zone of reduction for phosphorus or silicon, and that con¬sequently the resulting iron should be free from both of these impu¬rities. 3d. The liquid sponge, now carburized, is run into an open-hearth furnace, where the requisite degree of hardness or softness is obtained by adding some of the fine ore, and the usual dose of ferronmanganose. I have merely given above the rough outlines of the process, but it is my intention, as early as possible, to bring the process more fully before the Institute.

THE year 1923 was marked by slight progress in exploring and developing the petroleum resources assumed to exist in Central America. Actual drilling for oil took place only in Costa Rica and Panama. The Sinclair Consolidated Oil Corpn., through its subsidiary the Costa Rica Oil Corpn., drilled in southeastern Costa Rica.. Its, Panaman subsidiary is reported to have abandoned drilling in Bocas del Toro. The Texas Co. drilled in Chiriqui, and the Panama Gulf Co. in Garachiné, Province of Darién. No oil was obtained in any of these wells;&apos; shows of gas were met in Costa Rica. Concession hunting continued during the year. A number of concessions, several of which appear to be purely speculative, were submitted for ratification. Some confusion has been caused by overlapping concessions and claims to oil lands, caused partly by the imperfection of existing maps. A conflict between the Sinclair, and Gulf companies in Panama has been compromised. The Amory concession in central Costa Rica, held by the British Controlled Oilfields, Ltd., was voided by decision of the arbitrator, Chief -Justice Taft. Geologic exploration took-place in Guatemala and in Panama. The chief contribution of the year to Central American geology was a description by Katherine Van Winkle Palmer of Lower Miocene foraminifera and mollusks from southeastern Costa Rica. A new petroleum law was promulgated in Panama.
