AT the last meeting of the Institute, a discussion arose upon the question, Is there pressure in coke ovens?" and many of the members seemed to think that the superiority of the Belgian furnace might be due to the fact that it is a completely closed chamber, in which the gases given off by the coal are, or may be, at more than the atmospheric reassure. It seems to me that this position is untenable, 'and that an examination of one of these ovens in operation will show, not only that there is no excess of pressure in the coke chamber, but that the contrary is true, and a partial vacuum exists. The Belgian or Francoise oven consists of a rectangular chamber closed at the ends by sliding doors, and furnished with flues in the side walls and floor. The new charge is introduced at a time when the furnace is so hot as to cause immediate and copious discharge of the volatile constituents of the coal. The gases pass downwards through the side flues giving out their heat to the walls and thus to the coal. Underneath the floor air is introduced and the gases burn, producing intense heat. Heat is also reflected from the arched roof upon the coal which is therefore heated from all sides. The especial advantage which this construction was designed to secure is that no air is admitted to the coke-chamber. All the heat is produced by the combustion of the unsociable gases, and the yield ought to be a maximum. INTRODUCTION Characterization of a site for the prediction and simulation of dynamic events requires the determination of mechanical properties of the rock at stress/strain levels and rates and at a scale appropriate for the events and critical structures involved. The structures of interest can be on the surface, underground, or designed to impact and penetrate into the site (projectiles). Dynamic events of interest are equally diverse: seismic waves from distance earthquakes or explosions; close-in phenomena associated with earthquakes and explosions; vibrations associated with heavy equipment or machinery; and stress transients associated with impact and penetration. The complexity of site characterization depends on two factors not specifically related to the nature of the site itself: the stress levels generated by the dynamic event and the sophistication of the prediction and simulation techniques. For very high stress levels, such as occur near a nuclear detonation, and for low stress levels, such as occur during seismic wave propagation, site characterization is simplified, and often certain details of the site are not particularly important, such as shear strength variations in the case of very high stress levels. In the intermediate stress range, however, all descriptive relations are non- linear, a complete finite strain constitutive model is required, and all details of the site, such as lithology and fracture distribution, become important. The site characterization must be complete enough to support the most sophisticated prediction and simulation technique that will be applied to the analysis of the dynamic event. The procedures of site characterization are illustrated in this paper by a specific dynamic event, projectile impact and penetration, and a specific site, an outcrop of Dakota Sandstone near San Ysidro, New Mexico. CONSIDERABLE interest has been shown lately in various types of furnaces for the production of high, temperatures, both for laboratory purposes and for small industrial uses. Dr. J. A. Harker1 described certain modifications of the Arsem graphite resistance helix for high-temperature work at the National Physical Laboratory. Dr. Northrup ,also has developed two interesting forms of high-temperature furnaces. In 1911, Messrs. Winne and Dantsizen2 described two forms, of resistance furnaces using ductile molybdenum or tungsten as resistors. Since the discovery, by this laboratory, of methods for producing these metals in ductile form, their use as resistance elements in the research laboratory of the General Electric Co. has grown to such an extent that they are now almost indispensable. These furnaces are used here for alloy research, annealing, heat-treating, and practically all f the thermal processes requiring temperatures above 900° C. Various types of furnaces have been developed to meet the general needs of laboratory work, and it is the purpose of this paper briefly to describe some of these furnaces. A tubular furnace wound with a metallic resistor is the simplest type to construct, and almost every laboratory has made such furnaces. The only essential difference between a furnace wound with platinum or base metal and one wound with tungsten or molybdenum is that the coils of the latter must be heated in a neutral or reducing atmosphere. It has long been our custom here to build our resistance furnaces with a metallic casing from which the tube could be easily removed for rewinding. The heat-insulating material-usually calcined magnesia, alumina, silica, or silex, depending upon the nature of the resistor-is used in powdered form so that it can he readily removed and replaced. C. B. POST*—Just what are you showing that has not been shown by fixing the attention on molecular species and choosing the molecular species to give you a perfect solution? J. CHIPMAN (authors' reply)—In general a fairly satisfactory thermody-uamic treatment of slag-metal equilibria can be worked out on the basis of assumed molecular species in the slag. This has been the method used by Shenck and more recently by White. Winkler and I also used it in studying dephosphoriza-tion. Darken and Gurry found that it did not fit satisfactorily in the case of their data on iron oxides. The ionic formulas used here conform to the data much better and probably correspond somewhat more closely with the actual structure of the slags. C. B. POST—It does seem to be similar to you? J. CHIPMAN—It is alternative, and may lead to a more complete understanding. C. B. POST—Have you had a chance to talk to glass technologists on this? Have they been using this type of set-up for glass solutions? J. CHIPMAN—Yes, and the ionic formulas have given them a little better understanding of what liquid glass is like. C. B. POST—Nelson Taylor always said we were going- about slag reactions from the wrong viewpoint when using molecular species. Evidently the glass technologists use ionic species exclusively when dealing with liquid glass reactions. J. CHIPMAN—I agree that it seems more rational and more accurate to use ionic rather than molecular formulas. We should be cautious, however, and not suppose that we really understand the structure of a slag just because we are able to fit its reactions by ionic equations.

John R. Lucas was born Apr. 15, 1866, at St. Louis, Mo. From his 19th year until his death on his 51st birthday anniversary, he was engaged in the mining industry, in which, however, he made his beginning and achieved his progress after a somewhat unusual fashion. Presumably without previous training as a mining engineer, he became in April, 1885, and remained until the end of 1892, bookkeeper of the Granite Metal Mining Co. at its St. Louis office. Then for a year he served as bookkeeper of the same company at its mine in Montana. This official of a mining company is at the very heart of its operations; and if he possesses ambition and intelligence, may learn the business thoroughly. It is not surprising, therefore, that Mr. Lucas, being that kind of man, assumed, in 1894, a position with the Hope Mining Co., another St. Louis corporation operating in Montana, which he retained for eight years, serving not only in the office, but becoming also successively mill foreman and assayer. This varied practical experience prepared him for important administrative functions. From April, 1902, he was for many years the business agent of the Goodhope Mining Co. In 1903, he became also the assistant superintendent of the Granite Bi-metallic Consolidated Mining Co., and subsequently its superintendent-a position which he retained until his health failed at the end of 1916. In addition to the other Granite Bi-metallic properties, he had charge of the sapphire mines in the west fork of Rock Creek, Mont., the Basin Gulch placer mines, the claims of the former Hope Co., etc., all of which he managed with skill, integrity and recognized business ability.

The flooding process was originally the result of accidents to casing and tubing, but it has gradually passed from an accidental condition to a definite engineering procedure. In spite of the general sheetlike char-acter of the major sand body, the position of shale bands, their thickness, the size of the grain and variations in effective porosity all give the sand different characteristics in different layers and in different places in the same layer. This condition has an important influence on the movement of flood oil and water, and on the yield per acre, as well as a bearing on what shall be considered the best method of handling flood wells. . A valuation takes into consideration six factors: (1) Flooding methods, of which four have been in common use, as follows, in order of effective recovery, (a) circular flood, (b) line flood, (c) five-spot and (d) five-spot with delayed drilling; (2) recovery per acre, which is definitely related to the oil content, the porosity, the method of flooding, the spacing program, and the continuity of the water supply; (3) the rate of production per well per day, which is definitely related to the mcthod of flooding, the oil content and the porosity of the sands; (4) the operating cost of the well, including royalty, overhead, taxes, etc. (Operating costs are usually expressed as unit cost per barrel.); (5) the expected price per barrel. It is safer to use the average price over a number of years than to attempt to forecast future price fluctuations. The discount factor (the sixth factor) used in appraisal of Bradford flood properties should be less than that commonly applied to other properties, because the hazards of operations have been reduced almost to those of a manufacturing industry.

A large proportion of the work performed in wet-crushing silver mills is devoted to the handling and re-handling of pulp between the battery and the pans. There seems to be no generally applicable substitute for the settling-tanks, and in the present system of constructing mills the tanks involve an amount of labor which may be regarded as disproportionate and unnecessary, in view of the automatic improvements which have been introduced in other directions. This diffculty has been met, however, by Boss's continuous process, in which the pulp flows directly from the mortars to the first of a series of constantly working overflow-pans. This method has been adopted at the Noonday mill, Bodie, California; the Harshaw, Arizona; the Sierra Grande, New Mexico ; and the Prietas, Sonora. The continuous process, while giving excellent results with special ores, and under peculiar local conditions (such as a deficiency in water supply), is not, I believe, claimed to be available for all raw-amalgamating mills, notwithstanding its well-merited popularity for certain work. Some trouble has been experienced from the tendency to concentration in the pans, though this can be avoided by skilful manipulation. It has also the disadvantage inherent in combinations of distinct operations ; it requires a very nice adjustment of the water supply to obtain full battery efficiency without running the pans too thin, though the latter defect is partially compensated for by the gradual thickening of the pulp as it proceeds through the series of pans. The objection is similar to that which holds in a parallel duplex process, that of combining roasting and smelting in a single furnace, where each operation is injuriously affected by the necessity of fitting it in with another and entirely different one.

(Read at the Philadelphia Meeting, February, 1878.) THE manufacture of ferromanganese in the blast furnace having been the subject of considerable attention in the Institute, I beg to put on record a contribution to the discussion from a quarter hitherto not directly represented, namely, the St. Louis furnaces, near Marseilles in France, belonging to a company of which M. Jordan, a member of the Institute, is Managing Director. These furnaces commenced in 1862 to manufacture specular pig (fontes à facettes) containing from three to six per cent. of manganese. In 1864 the regular production of spiegeleisen (fontes miroitantes), containing seven to ten per cent, of manganese, was inaugurated. At that time the Rhine was the only locality of this manufacture, and the Bessemer works of England and France obtained from Germany all their spiegel. From 1864 to the present time, the St. Louis furnaces have been advancing steadily the percentage of manganese in their product. From ferromanganese of thirty per cent. they had arrived, about two years ago, at a product containing seventy to seventy-five per cent., and for some time past they have been turning out what, as M. Jordan remarks, may fairly be termed fonte de manganese, or manganese pig, instead of iron, since the percentage of iron it contains is not more than 8.5, while the percentage of manganese is 85, or ten times as great. This very high grade material has a peculiar appearance, entirely different from that of ordinary cast iron or spiegel. It is granular, and steely gray in color. The rapid development of transportation routes on the African continent in recent years has greatly stimulated the demand for motor fuels and this in turn has led to more extensive exploration of such limited portions of the continent as seem to give promise of commercial oil production. In 1930, however, only two countries were classed as producers of petroleum and only one, Egypt, attained any importance. Egypt The petroleum production of Egypt is derived from the Gemsah and Hurghada fields on the west coast of the Red Sea and the Abu Durba, on its eastern shore in the Sinai peninsula. The Gemsah field, which began to produce commercially in 1912, has now practically ceased production, owing to the invasion of salt water. The Hurghada field has been producing since October, 1914. It now has about 60 producing wells. During 1929, a deeper sand with flowing produition was discovered in the eastern part of the field, producing oil of lighter gravity and free from water. The Abu Durba field was discovered by the exploration work of the Egyptian Government in 1918, oil having been found at a depth of 172 ft. This field has now 15 producing wells but a very small production. During 1932 no important changes occurred in the position of Africa as a producer of petroleum. The progress of development and production in each of the areas of interest is described below. Egypt The producing fields of Egypt are Hurghada and Gemsa, located on the west short of the Red Sea, and Abu Durba in the Sinai Peninsula. Most of the production is obtained from the Hurghada field, chiefly from beds of Cretaceous age. To the end of 1930 the Hurghada field had produced 2,831,751 tons of petroleum. The Gemsa field, discovered in 1909, reached its peak of production in 1914, when 88,000 tons were produced. Of late years the production has greatly declined. Total production of the field to the end of 1930 is 182,870 tons. The total production of Abu Durba to the end of 1930 is 7069 tons. The production of Egypt for recent years is as follows: 1928, 269,324 tons; 1929, 271,520; 1930, 281,997 (1,996,000 bbl.); 1931, 288,260 (2,038,000 bbl.); 1932, 253,182 (approximately 1,790,000 bbl.). Mozambique The operations of Inyaminga Petroleum Ltd., which was engaged in drilling in the colony, have been suspended. Angola Drilling operations in this colony, conducted by Companhia de Petroleo de Angola under a concession from the Portuguese Government, were continued. A test well drilled at Cacoba, about 60 miles southeast of Luanda, to a depth of 5651 ft. was not a commercial producer. A second well was being drilled in the vicinity at the end of 1932. Morocco Until last year the search for petroleum in Morocco was in the hands of several private companies but during 1932 the National Office of Liquid Fuels of the French Government took an active interest in the develop-

It is perhaps significant that a few years ago the sessions held here were chiefly occupied with production. In the last two years these sessions have been concerned with production curtailment, unitization and conservation, notwithstanding that production in the United States in 1929 reached a total in excess of 1,000,000,000 barrels. A study of the leading producing units in the United States shows that Oklahoma, Texas and California in 1929 yielded 84 per cent. of the total production from 33.5 per cent. of the total number of producing wells. Production in the United States in 1929 showed an increase of 107,000,000 bbl. over the 1928 figures. This increase in itself perhaps is not enough to have caused the serious situation that is now confronting the industry. However, taking into account the gradual encroachment on the consumption of fuel oil through the greater utilization of natural gas, probably we have reached the point in the United States where prices will determine to a large extent,' in 1930, the amount that will be produced. In the states of Texas, Oklahoma and California, the most significant developmcnt of 1929 has been the desire of operators to reach some agreement to bring production more or less in control with the estimated demand. In November, production in California, particularly in the Santa Fe Springs field, was drastically cut to meet a certain requirement. Similarly, in Texas, the Yates field has been developed and has been producing under an agreement on the part of the operators; and more recently in Oklahoma City, serious efforts have been made to keep produetion in line with consumption. For the year 1930 we can see nothing in sight except drastic curtailment. This is a matter that I am sure is occupying the attention of all the leaders of the industry.

One of the greatest improvements in drilling equipment has been the development of hard facing metals which are welded by electricity or by acetylene to form a facing which protects the steel of the bit from abrasive wear. The main desirable characteristics of hard facing metals are resistance to abrasive wear, resistance to shock and perfect bond with underlying metal. Resistance to abrasion offered by various metals shows many anomalies. Compounds containing carbon, silicon and boron are the most important hard substances. Carbon, as diamond, silicon carbide and especially the carbides of iron, chromium and tungsten are the outstanding hard products in common use. Tungsten carbide is probably the most commonly used. It is made in the electric furnace and it is important to get the right amount of carbon and the correct crystalline structure in order to obtain the greatest hardness and greatest resistance to abrasion. It may be obtained in three main divisions: wrought, cast and casehardened. Insert hard metals are common. The method of application varies, but it is generally welded to the bit, placed in channels or in drilled holes and covered with a hard surfacing metal. Robinson' has given a very complete article on the use of inserts. Gregg and Küttner2 has discussed the metallography of tungsten carbides and given a good bibliography of the subject,. The time and expense of large-scale testing, together with variations in results, led to the development of a laboratory testing machine for determining the abrasive-resisting qualities of different metals. This machine consists of a motor-driven 40-grain, alumina-base corundum wheel, 8 in. dia., rotating at 30 r.p.m. It is run wet and dressed with

Fox some years the prejudice against basic open-hearth steel for casting has been gradually decreasing. Yet many consumers and engineers still cling to acid steel for castings, because of their alleged greater freedom from blow-holes and sponginess. Acid steel has been used for this purpose much longer than basic steel; and the melters in acid practice had it well in hand when basic steel was first tried. Then the necessity of learning a new set of laws for the production of satisfactory basic open-hearth steel for castings became evident. The first of these laws, in my opinion, has to do with the furnace construction. The heat should be melted down as speedily as possible so as to prevent excessive oxidation. I have described in another article ' some furnaces designed by me, and having as one of their features the promotion of quick melting. Size of the Furnace. The hearth of the furnace, however, is a decisive factor in the production of solid castings. The manufacturer should know the size of the heats he intends to make constantly, and should have his furnace built for that size of heat. The hearth should differ in dimensions from that of a furnace making ingotr steel. That is, the bath should be deeper and should have less surface-area. A shallow bath permits the slag to come out soon after the steel commences to flow, and thus prevents the additions from going into the steel, or from becoming uniformly distributed in case they have been put in hurriedly. Under this head comes the very poor practice of making small heats in hearths of a much larger capacity. The urgent need for new base metal ore discoveries was discussed by various authoritative exploration personnel at a CIM symposium on the future of the Canadian mineral industry held at Ottawa in 1967. Data presented at this meeting showed that approximately 150 new mines have started or restarted production in Canada since 1955. Over half of these mines were discovered prior to 1950. The distribution of Canadian ore discoveries during the last 15 years (shown in Fig. 1) illustrates a striking reduction in the discovery rate in recent years in spite of increasing exploration expenditures. These data indicate that $20 million is now spent in exploration for every significant metal deposit found, and evidently the cost of discovery is still rising. Even fewer discoveries are being made in some other important continental areas of the world such as Africa, Australia and South America. The discovery record in the U.S. is thought to be more rewarding than in Canada because the new deposits appear to be substantially larger. Fortunately, most good base metal ore deposits have attractive investment re- turns to justify large exploration expenditures. The magnitude of the exploration expenditures and the increasing need to develop additional metal resources justifies a critical review of the procedures used in the search for ore deposits. Of particular concern is the need to improve the use of exploration techniques in the attempt to obtain better discrimination and efficiency. There is a tendency by inexperienced exploration groups to think of any geological, geochemical or geophysical anomaly as an exploration target and ignore the fact that anomalies can result from many factors other than economic concentration of metals. The desire for a unique and favorable explanation of exploration data often results in too rapid a movement from the reconnaissance to the drilling stage without the use of all the relevant information.

THE mines are near the town of Gilmore, in the Texas mining district. This district was organized in 1880. The present producing mines are near the terminus of the Gilmore & Pittsburg railroad. This railroad connects with the main line of the Oregon Short Line at Armstead, Mont. The distance from Gilmore to Armstead is 70 miles. The town of Gilmore is near the head of the Lemhi river at an elevation of 7,000 ft., while the mines are from 400 to 1,300 ft. higher. The range of mountains upon which the mines are situated forms the water shed for the Little Lost river on the west and the, Lemhi river on the east. The winters are severe and the snow fall is heavy, but the mines ship right through the year. There is an abundance of timber suitable for all mining purposes in the immediate vicinity. Water is piped into the camp from a lake about 2.5 miles distant. This lake is about 1,400 ft. above the town of Gilmore. The water is exceptionally good for boiler and domestic purposes. The mining companies now producing are. the Pittsburg Idaho Co., Ltd. ; the Latest Out Mining & Smelting Co:, Ltd. ; and the Gilmore Mining Co., Ltd. Besides the above properties, there are a number .of prospects in different stages of development. The producing mines of the district are fissures in limestone, with a general northeast-southwest course .and a dip to the west of from 40° to 70°. These fissures are at about right angles to the bedding of the limestones. The veins are regular and the ore shoots strong, both laterally and in depth, so far as developed. The ore shoots have a rake or pitch to the south. The character of the formation is shown in Fig. 1, a section of the Latest Out mine.

This paper is presented in the belief that metallurgists and chemists will be interested in the practice of grinding in tube-mills in connection with stamps, especially since the records of working here given extend over a lengthy period of time (since May, 1905). The ore from the Waihi mine—more especially that produced in the upper levels—contains a large proportion of hard, chalce-donic quartz, and the gold exists in an exceedingly fine state, conditions which necessitate very fine crushing in order to obtain a high extraction of the precious metal. Before the introduction of tube-mills at the 90-stamp Waihi mill, it was found necessary to stamp through 40-mesh (1,600 holes per sq. in.) woven wire-screens, having a fairly high discharge. The pulp then graded : Per Cent. Per Cent. On 50-mes11, .- 0.1 On l20-mesh ..8.77 On 60-mesh, . 8-74 On 150-mesh,.... 7.48 On 80-mesh,... 16.06 Passed 150-mesh,... 55.19 On 100-mesh,.... 3.66 The stamp-dnty was 2.89 short tons per stamp per day, or a total of 260 tons daily. Although the extraction on this pulp was: gold, from 88 to 90 per cent., and silver, from 74 to 78 per cent., it was recognized that finer grinding of the sands would prove beneficial, provided a machine could be found to do this work economically. Various grinding-mills and pans were tried, but without satisfactory results, the particles of sand being so hard that the capacity of any of the machines was too small to be economical. A SERIES of studies of the corrosion of tin is under way in the Metals Research Laboratory at the Carnegie Institute of Technology. The complete program includes examination of the corrosion properties of high-purity tin and the changes produced in these properties by the addition of varying amounts of alloying elements. Other studies of this subject have been made recently under the sponsorship of the International Tin Research and Development Council, but these researches have been confined largely to the weakly acid environments commonly encountered in the canning industry.1 There is little information available regarding the corrosion of tin under alkaline conditions, but such data would be of value, for a large amount of the metal is used under such conditions. The potential measurements to be described were made because they seemed to offer the most rapid method for obtaining a general view of the conditions to be encountered in such service. These experiments will also serve to establish a technique that will be of value in further studies. It must be emphasized that the results reported are those of controlled laboratory experiments and that the conclusions drawn cannot yet be applied to service conditions; rather, they point to the directions in which more exhaustive experimental work may be done to best advantage. EXPERIMENTAL PROCEDURE The first work was devoted entirely to the problem of obtaining reproducible results from a series of potential measurements. This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

Prior to 1885, the College of Engineering in the State University was under the care of such professors and instructors as were required for efficient work in the Schools of Mechanical Engineering, Civil Engineering and Architecture. The development of the coal and other important mineral resources of the commonwealth led gradually to a considerable demand for instruction in the branches more closely related to mining engineering, and a very creditable effort was made to meet this want by arranging special work in the field and in the laboratory for students of mining and metallurgy. This plan, while it gave much added labor to several already heavily taxed professors, caused such students to become something like undesirable excrescences upon the regular courses. But its partial success gave abundant proof of the real necessity for a complete course in Mining Engineering. The famous Braidwood disaster emphasized anew the importance of thorough training on the part of those to whom the responsible duties of mining must be confided. As is well known, a very excellent beginning was made some years ago by the Legislature in the matters of inspection and regulation by the enactment of a reasonably effective law, which was afterward much improved.* About the date of the last Acts, it was deemed wise to enlarge the facilities at the University arid to furnish adequate training for the increasing number of applicants. Accordingly, in August, 1885, the writer was requested to assume the duties of the professorship, it being the expressed desire of the Board of Trustees and the Regent of the University that a School of Mining Engineering should be founded which might eventually come to rank with the other engineering schools already flourishing here.
