INTRODUCTION Besides the European export credit agencies covered in Ted Rides' paper in this Chapter, other agencies are also active (see Appendix) but the most notable for mining projects are The Export-Import Bank of the United States ("US Exim") and the Export Development Corporation ("EDC") of Canada. Mexico's Fomex is basically a short-term trade-finance fund administered by the Central Bank. US Exim This independent agency can provide loans, guarantees, and insurance. Like all export-credit agencies, its mandate is to support the export of goods and services from the US as a means of competing against other countries' products. If a piece of mining equipment can only he made in the US, the US Exim may very well not provide any financial assistance. (It is important not to place the order for any item for which export credit is sought because, once ordered, the situation is no longer competitive in US Exim's eyes.) Direct Credits and financial guarantees ("buyer credits") are commonly in amounts greater than 85 million and for terms longer than six years. An example here is the $48.5 million provided to PT International Nickel Indonesia (see Robert de Gavre's paper in Chapter 12). US Exim usually requires a 15% downpayment and, therefore, finances up to 857 of the goods; less if the US content is lower. The dollar funding can he US prime, London Interbank Offered Rate (LIBOR), or other sources. Exim can fund in either or both of the following ways: 1. Under a US bank Letter of Credit ("L/C") 2. Reimbursement to the buyer/borrower via a US bank account. US Exim will, without charge, issue a preliminary commitment. It will, however, need to approve the various credit agreements and prefers to tie other parallel financings into one loan agreement. US Exim's total commitments are large, up to $5R billion in aggregate under various programs. US Exim has been the world's leader in medium-to long-term minerals project financings/ co-financings but suffers from (i) aggressive foreign export-credit competition whereby other nations mix in soft-loans or aid programs ("mixed credits") to increase the percentage financed and lower the interest margin and (ii) an imbalance in its own cost of funds. A common US Exim package would be as follows: 15% Banks under US Exim guarantee, floating rate over prime or LIBOR. 35% US Exim funding, fixed rate 35% Pefco funding, fixed rate 857 Drawn down pro-rata under US bank L/C 15% Cash down payment (may have been financed within a project/corporate credit) 100% Repayment usually begins six months after planned start-up in equal semi-annual instalments, with the banks usually paid out first, Pefco next, and US Exim last. Medium-term credits ("supplier credits") are issued for US equipment exports for terms up to five years, again for 85% of the equipment costs although the exporter is expected to bear at least 10% out of that 857 for its own risk. The buyer is required to be a first-class credit such as some governments or highly credit-worthy companies. Otherwise a bank L/C would be required. (This may be wrapped into an overall project-finance package for a minerals development. The project-finance banks provide an L/C to US Exim instead of funding that portion themselves.) On electropolishing, high-purity Cu-Sn and Cu-Sn-P alloys with more than 5 to 9 pct Sn were found to contain many grain boundaries with a ridge-and-furrow profile. The effect was not eliminated by solution treatment and was present at the new boundaries in recrystallized material. It could be produced by diffusing tin into the 3 pct Sn alloy and it is concluded that the effect is due to enrichment of certain boundaries in tin, or possibly in an impurity present in the tin, in solid solution. IN the hot working of tin bronzes, especially those with moderately high tin contents, considerable difficulty is frequently encountered from intercrystal-line weakness, which results in cracking at the edges in sheet on strip rolling and in the unsupported regions of the rod in rod rolling.' These difficulties are not at all pronounced with up to 3 pct Sn, but at 5 pct Sn impose serious limitations and at higher tin contents, especially if the phosphorus content is also high, they may become very severe. In some work carried out at the laboratories of The British Non-Ferrous Metals Research Association it was found that a notable lack of ductility in tension at elevated temperatures, associated with intercrystal-line failure, was characteristic of tin bronzes even of relatively high purity. That the intercrystalline fracture is not due to a brittle or molten impurity phase at the grain boundaries was shown by the fact that the temperature at which intercrystalline fracture first occurred decreased with decrease of rate of straining. Tensile tests on some commercial tin bronzes, reported by Goetzel,² show a similar fall in ductility with increasing temperature. As no visual evidence had been obtained showing that the grain boundaries of the tin bronzes were different from those in copper, a more detailed microscopical examination was carried out, and the results of this are given in the present report. Several workers"' have observed that electrolytic polishing is a powerful tool for detecting small amounts of a second phase and in particular for detecting high solute concentrations, "equilibrium segregation," at grain boundaries. Since it had been found that the suggested solutions for electropolishing bronze and the standard solutions for brass and copper did not give satisfactory results it was first necessary to find a suitable electropolishing solution.' Experimental Procedure Materials Used: The cast and wrought materials used for this work were the same as those used for the mechanical tests referred to above. They comprised 3, 6, and 9 pct Sn alloys without phosphorus and the same three basic alloys with 0.03 and 0.4 pct P. A 5 pct Sn alloy without phosphorus, of similar purity, was also examined. The basis materials were Chempur tin, high purity 15 pct phosphor-copper and cathode copper, and spectrographic analyses are given in Table I. Treatment: The cathode copper was first melted under charcoal, degassed by plunging marble chips beneath the surface, and cast through a coal gas flame into sand molds to produce a number of small ingots which after machining were of a suitable size for subsequent vacuum melting. Tun mines of the Calumet & Arizona Mining Co. are situated in the Warren Mining District, Cochise County, Arizona, between Bisbee and Warren and adjoin those of the Copper Queen Consolidated Mining Co. and the Shattuck Arizona Copper Co. Paleozoic limestones of considerable thickness have been intruded by granite porphyry. A great stock of the intrusive outcrops boldly near the city of Bisbee and is known as Sacramento Hill. From this central core the porphyry has tongued out into the limestone for many thousands of feet as dikes and sills of irregular shape and variable dimensions. Churn drilling has recently developed a large tonnage of secondarily enriched copper ore in the main porphyry mass of Sacramento Hill. While some ore has been found in porphyry in other parts of the district it is relatively unimportant compared with that which occurs in the Paleozoic limestone as irregular lenses replacing favorable beds near porphyry contacts or associated with well-marked fracture zones often many hundreds of feet away from the intrusive. In a zone extending from Sacramento Hill for a distance of from 1,500 to 3,000 ft. the limestone has been extensively metamorphosed and in this contact metamorphic zone the ore occurs through a known vertical thickness of upward of 900 ft. and individual orebodies often show extension in a vertical direction of over 200 ft. At a greater distance from the intrusive stock the ore occurs as lenses of greater horizontal than vertical dimensions with an average thickness of approximately 30 ft. An exception to this rule is found in the occasional steeply dipping mineralized fractures, almost true tabular veins, which are found long distances away from the zone of contact metamorphism.

mean to say that these explosions are mechanical, but that the ejectment of the stock, throwing out of tops, etc., are mechanical. I see no reason at present, although I have had almost no experience in the use of large quantities of Mesabi ore, to change my ideas on the subject. That these explosions should follow irregular working or slipping in the furnace, I think can be explained. I have noticed that immediately following slips there is little or no settling of the stock on top, although there is no lessening of the volume of gas passing into the stoves and boilers. Supposing that, after a slip of 3 or 4 feet, the filling continues, but for some distance from the 'top the stock fails to move: there would be a much better chance for the deposited carbon to clog interstices in the stock, and for the additional effect in the same direction of the fine ore in the charge, than if the stock were properly settling. Under such conditions it is easily supposable that the openings would be entirely closed, or closed so tightly that the pressure below the obstruction would be raised to a point approaching the blast-pressure, or to a point high enough to force a passage or an enlargement of the small passages which may remain. When this occurs, gas from below under pressure carries with it large quantities of deposited carbon and fine ore; if the case is aggravated, coke, stone, bell, etc. As soon as the red-hot deposited carbon meets the air there are perfect conditions for a dust explosion, which naturally follows, the same as in a coal-mine or flour-mill.

THINKING that it may prove of interest to the Institute, I have prepared a short account of the blowing in and subsequent working of the "A" furnace of the Edgar Thomson Steel Works. This furnace was built for the purpose of making spiegel, but has been started and is now running on Bessemer iron. The shape and size of the furnace are shown in the accompanying drawing. It will be seen that the section is formed of lines making very small angles with each other. In fact, an arc of a circle can be drawn, from the top to the tuyeres, which will nowhere deviate more than two inches from the lines given. In building, also, great pains were taken to gradually round the angles, so that the most careful observer, standing in the crucible and looking upward, could not tell at what points the slopes changed. It will also be seen that the widest part of the furnace is almost exactly midway between the bottom and the stock line, The flattest slope is maintained for 20 feet above the crucible, and is about 1 s inch to the foot from the perpendicular. The furnace is lined with small brick throughout, and has six tuyeres four inches in diameter, which project seven inches inside of crucible. There are three Siemens-Cowper-Cochrane stoves, each 15 feet in diameter by 50 feet high. Blast is furnished by an upright engine with 32-inch steam cylinder, 84-inch air cylinder, and 48-inch stroke. The steam cylinder has balanced poppet valves, working horizontally. The steam valves are worked by a Porter link-movement in order to obtain a variable cut-off. The exhaust valves are worked by a separate eccentric. THE mining .district is located in the northeasterly part of Nevada, between the Jarbidge River on the west and the East Fork of the Jarbidge on the east. The northern boundary of the district is but a few miles south of the Idaho state line-the gold-bearing area extending from this point south, for 5 or 6 miles. The Jarbidge Mountains, in which the ore deposits occur, range from 5000 to 11,000 ft. in elevation, the most important mines being situated about 7000 ft. or higher. The town of Jarbidge lies along the Jarbidge River and is reached by stage from Rogerson, Ida., the nearest railroad point. During the summer months, the camp may be entered from the south by way of Deeth, Nev., but no regular transportation facilities are available over this route. HISTORY The mineral deposits were not discovered until 1909, when D. A. Bourne, panning along the river bank, found gold in the gravel at the mouth of a small stream flowing into the Jarbidge. He prospected in the vicinity of this stream, later known as Bourne Gulch, and shortly after located the North Star claims. During the following spring and summer (1910), the camp of Jarbidge grew from nothing to a town of 2000 people and the hills surrounding it were practically all taken up by mining claims. Most of the work done during. the first year or two consisted of trenching and open-cut prospecting. Tunneling was started on a number of claims and many veins were uncovered. Mills were built and operated on a few properties, notably the Pavlak and the North Star. These ran only a few months, however, when they were closed down because of extraction and financial difficulties.

BECAUSE it is necessary that the powders made for casting have a magistery of salt water, I wish now to teach you to prepare the salt that must form this magistery, for without it these powders would not have the toughness to hold themselves together when they are dry. In short, you take the quantity [119v] of salt that you need to prepare and put it in a rough pot, either baked or, if it suits you better, raw but well dried. This is completely covered with a lid or is luted with well- made moulding clay. Then it is encircled with brick ends at a distance of three dita, like a drying furnace. This space is filled with good charcoal; fire is applied and it is left to stand until all the charcoal is consumed by itself* Then you take that quantity of this burned or rather melted salt which you wish to use for moistening the clay and which you think can be dissolved in the water so that it wd remain very salty. It is boiled in a pot with water and then left to stand. After it has settled, your powder is moistened with it and used for moulding. When you see by testing it that the powder stands up as you wish, it is good. If not, give it some more of this water again and continue until you see that it holds enough. For without this magistery it would return to the dryness that it had before as a powder, and you could not use it without fear that it would fall from the Games. In this way this earth, either natural or artificial, is prepared and made ready, and it is used as the need occurs.

(written discussion?).-The authors seem to have proved that for a phenomenon as irregular as the one they were investigating there was no perceptible conduction effect in the platinum wire. It should be mentioned, however, that the conduction of heat to and from small wires is not proportional to their surface and might give unexpected value, varying largely with the medium in which the wire was situated. Attempts to eliminate a conduction effect in the wire by extrapolating the curve obtained by using different sizes have in some cases given incorrect results, so that the authors' result should be applied with great care as a guide in other cases. The difference in size of wire employed by them is really rather small. If the desire had been to find out how great the effect was instead of merely to demonstrate its absence, a greater difference of diameter would, of course, have been selected. The sharp gradient immediately in front of the burning portion of the cigar is quite surprising at first sight. The weight of air coming from a flame is considerably greater than the weight of material burned, and it would be thought that this stream of heated air would heat very con-siderably the material not yet reached by the zone of combustion. Pos-sibly the heat is exhausted in evaporating moisture from the material. In that case the cigar is really a sort of regenerative furnace, except that it is not air but the, material which is preheated, and the pre-heating produces dryness rather than increase of temperature. Whether or not this is the case would be shown by finding how hot a thoroughly dry cigar would get.

IN my opinion antimony* is a composition made by Nature to create a metallic mineral that is overflowing with an undue proportion of hot and dry material and with its moisture poorly mixed, with an effect wholly contrary to the composition of metals. Therefore, it comes to be, like quicksilver, a mineral deformity and monstrosity among metals. Or it might be a material that is about to reach metallic perfection, but is hindered from doing so by being mined too soon. I am persuaded to this opinion by seeing in it so many parts similar to those of metals, considering first its clear and brilliant color and its great weight and then the regulus† that it leaves at the bottom of the vessel on melting. Obviously it has in it much earthiness, as is attested by the odor of its sulphurous burning, its imperfect blending, its defective mixture, its difficult fusion, and finally the character of its regulus, for although this is very white and almost more shining than silver, it is much more brittle than glass. [28] The practical philosophers make great use of it in their alchemistic work in order, they say, to make an oil that they believe gives the color of gold to fixed silver. For this reason many of them hold it in high repute, especially the kind that has long thin fibers like a bundle of bristles. And they say that they can obtain greater results with it than with sulphur. I believe this, however, in case it is aided by sulphur, since it is nearer the metallic species than sulphur is. This I know for a certainty because I have seen them extract from it a bloody liquor in the form of an oil. The alchemist who made that which I saw told me that it had not only the

The effect of small copper additions on the mar-tensitic transformation behavior in Au-47.5 at. pct Cd was studied by measuring electrical resistivity as a function of temperature. The transformation behavior was found to change and transformation start (M,) temperatures for both the ß to ß' and ß to ß' transformations were depressed substantially by the addition of small amounts of copper. Both M, temperatures were lowered approximately 70°C per at. pct Cu. Copper also had the effect of narrowing the transformation hysteresis region (resistivity us temperature), and for the alloy Au-47.5 Cd-1.5 Cu there was little or no hysteresis; in this alloy, the reverse transfmmation upon heating apparently occurs below the thermodynamic equilibrium temperature, To. THE ß phase in the Au-Cd system occurs at the electron/atom ratio 3/2, and is similar to other ß phases in alloys based on copper, silver, or gold. It is of the CsCl type, in which a considerable degree of long-range order persists to the melting temperature.' The phase boundaries of the ß phase are not known precisely below 300° C, but at room tem- perature the phase exists from approximately 46 to 52* at. pct Cd.2 At low temperatures, the ß phase transforms in a diffusionless (martensitic) manner. Alloys having a composition near 47.5 pct Cd transform upon slow cooling to an orthorhombic3 phase, ß', at - 60°C. Alloys having a composition near 49.0 pct Cd, transform at - 30°C into a phase, ß", which has been recently identified as trigonal.4 Alloys having compositions near 48.5 pct Cd will transform into both the 0' and 0" phases over a range of temperatures. The leading antimony mineral is stibnite. In smelting stibnite ore two processes are available, precipitation and roasting-reduction. The former is suited only for high-grade ores. As low-grade ores are more common than high-grade, roasting-reduction is of greater importance than precipitation. In the roasting process the aim may be to leave the oxidized antimony in the ore, or it may be to volatilize as much of the antimony as possible, collect the volatilized oxide as a rich intermediary product and smelt it for antimony, leaving the gangue poor enough to be considered a waste product. Whichever way the roast is conducted certain difficulties inherent in stibnite are encountered. These are: 1. The low melting point of stibnite which, according to Pélabon,' is 550°C., according to Wagemann2 540°C., and according to Borgstroma 546°C. 2. The ignition temperature: According to Friedrich,4 stibnite, if heated in air, begins to oxidize at 290°C. if the size of a grain is 0.1 mm. in diameter; at 343", if 0.1 to 0.2 mm.; and 430" if 0.2 mm. 3. The fusibility of a mixture of Sb2S33 and Sb203 which in the form of kermesite (Sb2S3)z.Sbz03 melts at 517°C.6 4. The volatility of Sb2Ss and SbzOs, for which no numerical data appear to exist, although practical experience has shown that they are volatile at low temperatures. The production of petroleum in Illinois in 1928 was approximately 6,500,000 bbl., a decline of about 500,000 bbl. from the previous year and of about 1,500,000 bbl. from 1924. Production increased about 200,000 bbl. in Indiana to slightly less than 1,000,000 bbl. Production for 1929 is estimated at approximately 6,000,000 bbl. for Illinois and 1,000,000 bbl. for Indiana. Illinois Because production from most of the wells in the state has declined to a small daily average and the low prices for crude oil discouraged wildcatting, the number of wells drilled fell below that for any previous year since the development of commercially important production in the state. The Ohio Oil Co. discovered a pool of apparent commercial importance in southwestern Illinois near Dupo, in St. Clair County, and favorable showings of oil were encountered in a well in southeastern Illinois, near Harrisburg in Saline County. New production from the Dupo area is expected to check the rate of decline for the state. THE essential principle of this new process, now in operation in Chili and in North Carolina, for the extraction of copper from its ores, is the dissolving of the oxides of copper by a hot solution of protochloride of iron and common salt. In the action which takes place, the protochloride of iron is converted into peroxide, while the oxides of copper are changed into protochloride and dichloride, the latter of which, though insoluble in water, is readily soluble in a hot strong brine. From the solution thus obtained, metallic iron throws down the copper in a metallic state, regenerating the protochloride of iron; which is then ready for the treatment of a fresh portion of oxidized copper ore. In the case of slimy ores, the contact of the bath with the ore is effected by agitation in tubs; but when the ores are granular, lixiviation in large vats is equally efficient and simpler. The hot solutions, charged with chlorides of copper, are digested in tanks with scrap-iron, or better, are made to flow through covered channels containing the scrap-iron, and in their passage lose the whole of their copper; the reaction at the same time evolving so much heat as to keep up the temperature of the liquid. In order to prevent a certain loss of chlorine, which otherwise takes place from the production of some basic ferric chloride in the reaction between the ferrous chloride and the oxides of copper (both protoxide and dinoxide being generally present in calcined ores), a portion of sulphurous fumes from the roasting is made to pass through the regenerated bath before adding it to fresh ore. This has hitherto been effected by injection, with the aid of a jet of steam.

At the General Electric ResearchLabora-tories, we have been interested in the iron-manganese system and the effect of hydrogen on the properties of these alloys. Dr. H. H. Uhlig previously has presented some of these results.' We wish now to offer some other of the data that have a bearing on the subject of this symposium. In the determination of hydrogen in the iron-manganese system by any heating Method we are presented with the problem of the evaporation of volatile manganese and the consequent adsorption of hydrogen by this evaporated metal. It seems wise. therefore, to extract gas at as low a temperature as feasible. Consequently we chose the vacuum or hot extraction method for the analyses of these alloys. The apparatus used is shown in Fig. I. The design is a modification of the apparatus described by Holm and Thompson. To limit loss of hydrogen, samples are stored in a chamber immersed in liquid air. We recommend this procedure whenever there is a question of loss of hydrogen at room temperature. Thence they are moved to the quartz furnace by means of a small magnet, where they are heated by induction to 700' to 800°C. The extracted gas is removed by the circulating pump and placed in the known volume VI (or V2). The circulating pump has been described.3 It is so designed that in spite of the fact that the outlet portion of the pump is part of the known volume, this volume is affected neither by the speed of pumping nor by the pressure of stored gas. Of the two methods of mechanical reduction—that of percussion and that of abrasion—it is not easy to say which was first employed by primeval man. The stone hammer and the flat or hollowed stone used for grinding are found together in the remains of prehistoric periods. But the use of the maray, or bucking-stone, developed from the hammer, was probably introduced later than that of crude millstones. Diodorus Siculus, the Roman historian of the first century B. c., mentions such millstones as used in the mines of Egypt to pulverize material which had been previously broken in a mortar. The invention of the arrastra for fine grinding is declared by some authorities to have been made by Bartolomeo de Medina, at Pachuca, Mexico, about A. D. 1557—which is quite probable. Being the first to amalgamate silver on anything like a business scale, he must have felt the necessity for oregrinding apparatus of greater capacity than the old primitive millstones; and the arrastra was thus the natural successor of the millstone. It is very unfortunate that the archives of Pachuca, which has made so much history in ore-treatment, were destroyed in some one of the many insurrections for which, also, the place is renowned. The first application of the stamp to the crushing of rock is asserted by some writers to have been the invention of a Saxon nobleman named Von Maltitz, about the year 1505. Better authenticated reference, however, is made to one Paul Gronstetter, a native of Schwarz, and called an ingenious worker, who, in the year 1519, established at Joachimsthal a process of wet stamping and sifting. Two years later, a larger plant was established at the came place. It is said that he had previously introduced the same device at Schneeberg. How much of the invention was due to Gronstetter is not certain;

The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will 'pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location! Practice under the Present Law Nature did not make all veins clearly defined and readily traceable upon the surface; nor did she, in all cases, leave upon the surface which overlies important ore bodies such outcrops as would in them-selyes be considered valuable; and the citizen of the United States has in the past endeavored to steer his course between the mandates of the law and the limitations of nature. A party, consisting of George I. Adams, of the United States Geological Survey, A. H. Purdue, of the University of Arkansas, and Ernest F. Burchard, was engaged, during the summer of 1902, in the study of the zinc- and lead-deposits of Northern Arkansas. An extensive report on this field is now in preparation. The following preliminary statement of results and conclusions is made in advance of the final publication, which will be accompanied by detailed geologic maps and other illustrations and a fuller treatment of the subject. Location.—The Northern Arkansas field embraces Marion county and adjacent portions of Boone, Baxter, Newton and Searcy counties. Outside of this area there are a few scat tered mines, notably in Sharp and Lawrence counties. The mining development lies north of the Boston mountains, in what is known as the Ozark Plateau. The country has a broken surface, as a result of dissection by streams, and there are numerous exposures of the mineral-bearing horizons in the valley slopes. This has greatly facilitated prospecting. History.—Lead-ore was discovered in Northern Arkansas by the early explorers and pioneers, and at first was utilized for rifle-ballets. Later, it attracted considerable attention, and in the '50's was smelted in the vicinity of Lead Hill. There was a revival of the industry during the "70's, but the cost of transportation was so great that it was practically abandoned. Zinc-ores at first attracted little attention, probably because they were not so well understood. Before the Civil War, however, some zinc was smelted. IN thermodynamic studies of gas mixtures and liquid solutions, the respective problems have been greatly simplified by the use of two general limiting laws; Dalton's law of partial pressures and Raoult's law. It is generally recognized that these two laws have a common physical and chemical basis which may be stated as follows: The law may be expected to be strictly valid only for systems in which the different molecular species are so nearly the same in their physical and chemical properties that a molecule is unable to recognize whether its neighbor is one of its own kind or not. Positive and negative deviations from both laws are frequently encountered. The occurrence of negative deviations in both gases and liquids is ascribed to attractive forces which, in the more extreme cases, may be so large in magnitude and so highly specific in character as to lead to the formation of definite chemical compounds. Positive deviations in gases develop only at higher pressures where the intermolecular distances are so decreased that factors such as molecular size and shape, which ultimately become concerned with the repulsive forces, come into play. In liquid mixtures, positive deviations are generally considered as due to differences in the symmetrical (nonpolar) fields of force which surround the various molecular species and which are supposed to give rise to a tendency for each species to associate with its own kind and thus to "squeeze out" the other variety. Fundamentally this also involves the existence of repulsive forces between unlike molecules. If the fields of force are unsymmetrical (polar) a tendency towards compound formation results. Stated in more exact terms, strict adherence to the law means that the "activity" (or any adequate measure of this quantity) of a component in a mixture is a linear function of the molecular (or atomic)
