THE Russellton preparation plant of Republic Steel Corp., located north of Pittsburgh, Pa., prepares 3 1/2x0-in. Thick-Freeport coal by means of a 13-ft 6-in. diam Chance cone and 16 No. 7 Deister tables. The plant feed ranges between 370 and 410 tons per hr, of which approximately 31 pct is ¼x0-in. size, and the plant reject ranges between 14 and 16 pct of the feed. The 3½xY4-in. washed coal, the cone product, is dewatered and desanded by a double-deck Parrish-type shaking screen 46 ft long and 7 ft wide. The 1¼x¼-in. portion is further dewatered by two 4x12-ft single-deck vibrating screens. The ¼x0-in. washed coal from the tables is distributed to three 54x70 in. Bird centrifuges. The dewatered centrifuge product is combined with the product of the de-watering screens prior to loading into railroad cars. During the early part of 1951 complaints were received from officials at Republic's coke ovens concerning the moisture content of Russellton washed coal. The records revealed that during the first half of 1951 the shipped washed coal moisture averaged

Considering the two great interests of to-day, in iron upon the one hand and steel upon the other, and recognizing with measurable distinctness the peculiar fitness of each for special services to which they are applied, the proposition to unite the two metals in combination, to bring into simultaneous use the peculiar advantages which each offers, has great attractions. The limited success which has been attained by trying to bring about such combinations of the two metals through the use of fluxes in welding, has led to the general adoption of the opinion that an effective union of the two metals is impracticable, or to the view that if practicable it would have but limited commercial value. Such opinions are, I think, premature and erroneous, and having gained some knowledge of the character and value of the "Wheeler process" for welding iron and steel without the use of fluxes, I submit the following observations and opinions of the matter for your information, with the hope of eliciting such a discussion of the subject as it may require. The principle of the invention is to bring the two metals simultaneously to a welding heat in one pile, and then to manipulate it.

Dr. James Douglas, who is memorialized on another page of this Bulletin, who held a place in the affections and regard of Institute members second to that of no other living roan, left in his will the sum of $100,000 for the maintenance of the Library of the American Institute of Mining Engineers. This is in addition to the $100,000 which Dr. Douglas gave during his lifetime. We believe that it is Dr. Douglas' wish that the library, the great means by which the benefits of Institute membership may be extended to those distant from headquarters, should be maintained by the Institute at the highest possible level of efficiency and serviceability.

The question of alternating current vs direct current has become an important consideration to the mining industry. Rising production costs demand lower investment, which, in many instances, can be realized by the use of ac mining machines. Generally ac motors, control systems, and distribution and power conversion equipment can be installed for approximately 50 pct of the first cost of their dc equivalents. This basic saving has made ac mining a serious competitor for the traditional dc mining systems. With the increased use of ac voltages underground, there has developed the problem of conveniently converting distribution voltages to usable 480-v power. Power at low voltages should not be carried for comparatively long distances, and the transformation should be made at the point of use. Otherwise, serious voltage regulation problems and objectionable line losses will occur.

On Jan. 1, Harvard opened its reorganized School of Engineering and will continue the work during the summer to enable the entrants to complete a full year's work by the opening of the next academic year in September. Some time ago Harvard University and the Massachusetts Institute of Technology agreed to combine effort in engineering instruction, making use of funds provided under the will of the late Gordon McKay. The agreement was objected to and the Massachusetts Supreme Court held that the arrangement was not in accord with the provisions of the will. The new arrangement has been approved both by the trustees of the McKay estate and by the governing boards of the university. Instruction will be offered in the following subjects; mechanical engineering, civil engineering, sanitary engineering, electrical engineering, mining and metallurgy, and industrial chemistry. Henry Lloyd Smyth has been appointed professor of mining and metallurgy, Albert Sauveur, professor of metallurgy and metallography, and Louis C. Graton, professor of economic geology.

Chemistry of Iron Solution IRON is much more soluble in the ferrous than in the ferric form. Where, as in the case of the ferrous silicates and the sulphides, the iron is already in the ferrous form, it may go at once into solution and be removed, upon the breaking down of the parent rock. If in the ferric form, it must first be reduced; usually by the decay of organic matter, the demand of the decaying carbonaceous matter for oxygen being so great that the latter is abstracted from the ferric compounds and the iron is thereby reduced and rendered' soluble. The iron may go into solution as the sulphate, or in the presence of excess CO2 as ferrous carbonate. It is probably soluble as salts of the organic acids.1 Recent work indicates that these are important in the formation of bog ores.2 There is considerable variety of opinion concerning the behavior of these organic compounds.3 The secretions about the roots of plants and trees also cause the solution and removal of iron and a consequent bleaching of the soil.4 While the matter is not yet well understood, we can probably say definitely that the so-called organic acids are a group of colloids which possess slightly acid properties, and the salts of which are partly soluble

DIFFERENT parts of the world in which mineral separation by flotation is practiced experience vastly different natural temperatures, and in some districts there is a big difference between summer and winter tempera-tures. It will be shown in this paper that the temperature is of con-siderable importance where it is desired to separate pyrite or arsenopyrite from other minerals. It is probable that some of the differences obtained in the flotation of these minerals at plants working under otherwise similar conditions are due to temperature variations. The influence of temperature on the flotation of galena, chalcopyrite and sphalerite by xanthates is less marked than its influence on pyrite flotation.

Still another shadow was cast over coal's largest market-the electric utilities-when President Johnson signed into law the Federal Clean Air Act of 1967. Air pollution-sulfur reduction-was thus brought into sharper focus as one of the central problems of the coal industry. Industry executives testified in both Houses of Congress to enable the lawmakers to develop a workable and economic law. The new legislation calls for the Secretary of Health, Education and Welfare to establish air control regions. After the regions are outlined the Department will publish air quality criteria on pollutants. Anticipating this legislation, the coal and utility industries have for the last several years been involved in extensive research programs to develop solutions to the air pollution problem. Even though the coal industry has been under strong attack for its part in adding contaminants to the atmosphere, it is by no means the major contributor.

0. C. Ralston and F. Fraas—Dr. Sun and associates have presented an interesting paper not all of which is comprehended by us. The data assembled measure the deflections of particles in an electrostatic field as a function of a number of independent variables and some dependent variables that are not sharply differentiated. These data are all based on a Johnson type machine of definite, well-described geometry, something not often done in electrostatic separation literature. One new fact brought out by this technique is the effect of coal dust on admixed pyrite and quartz. The effects are opposite in character, as should be expected and we do not agree with the authors that these effects are negligible. Fraas' also used a multiple cell "distribution analyzer" and gives in fig. 5 of his paper a straight line plot with no humps or curves. This is not necessarily at variance with Sun's results because Fraas used a larger gap between electrodes and had no evidence of particles adhering to or dropping off the charged electrode. The section of Sun's paper on effect of surface conductivity contains a speculation that the dielectric constant "represents more or less the electrical conductance of the bulk body instead of the surface of the mineral particles." A simple picture of the meaning of the dielectric constant is that it is the specific inductive capacity of a dielectric when used as the dielectric between the plates of a condenser. It is at once evident that the above speculation confuses capacity with conductance—two definitely independent variables. We ask the authors to state in what group or subdivision their garnet belongs; what method and units were used in calculating the data of col. A, table I and their meaning; what was the temperature of the carrier roll and, finally, has any effort been made to investigate the effects of particle shape on distribution in the electrostatic field? S. B. Hudson—I have read this article with great interest. We have been engaged in research work on the principles of electrostatic separation in this laboratory for some time now, and our findings agree with those of the authors in many respects. The article shows evidence of careful and valuable research in the field of electrostatic separation. A "distribution analyser," very similar to that described in an earlier article by one of the authors," was incorporated in an inclined plate-type electrostatic separator designed and built in the Melbourne University laboratory in 1948 for investigation purposes.22 The actual splitting edges were machined from y! in. per-spex, and the paper hoppers were supported on linen thread immediately below the perspex dividers. These dividers fitted into machined slots in a framework to give accurate Yz-in. spacings. The hoppers (staggered) fed directly into a rack of test tubes, which is supported on a vertical pantograph arrangement. The rack was positioned with guides on the horizontal pantograph stand, and this ensured positive alignment when replacing the rack after making weighings. In later work, when much heavier feed rates were used, of the order of 30 to 40 Ib per in. per hr a rack fitted with rectangular metal containers and similarly aligned was used. Some work was done here on comparing the distributions of minerals when passed separately and when passed as a mixture, and it was found that there was quite an appreciable difference in the two results.= However, in our separator the particles do not pass down the plate in a single layer, and this difference is probably caused by collisions of one mineral particles with the other mineral particles. In most of the investigational work here, the change of the center point of the distribution is measured to establish the effect of a variable, such as voltage. Two minerals (zircon and rutile) have been studied rather exhaustively, and it was found that their distributions are very nearly normal. Owing to the sharpness of the distribution curves, the usual method of obtaining the mean or median was inaccurate, and was not used; instead the mean (also the median), calculated on the assumption of a normal distribution, was used to locate the center point of each distribution and proved satisfactory. The effect of polarity becomes very apparent in the plate-type separator where frictional charges play a very important part when using highly resistive minerals such as zircon. With rutile, a comparatively conductive mineral, polarity of the electrode has little effect. The fabrication characteristics and properties of phosphorized arsenical Lake copper have been compared with phosphorized prime Lake and phosphorized electrolytic seamless copper tubing, in a series of mill-scale tests employing commercial drawing schedules. Phosphorized arsenical coppers containing as much as 0.20 per cent arsenic were drawn with various reductions into 7/8and 3/8in. seamless tubing along with billets of the two types of arsenic-free copper. The effect of arsenic was determined by the average power required to draw given compositions and by the final properties of the respective materials in the annealed condition and after various degrees of cold reduction. Power consumption data show that no more power is required to draw arsenical coppers of this type than the arsenic-free copper. The result? of tensile tests indicate that arsenic increases the strength of cold-drawn tubing somewhat, but has no measurable effect on the properties of annealed tubing; the ductility of the tubing as evidenced by the elongation and other prescribed tests is unaffectetl by 0.20 per cent arsenic.

Prior to the year 1902 electricity was used in the Butte district only for lighting, for the tramming of ores on the surface, and for the electrolytic refining of copper. In that year the Canyon Ferry hydro-electric plant on the Missouri river, with a transmission line to Butte and Anaconda, was completed, and enabled the mining operators to purchase electric current in large quantities at reasonable rates, and its application and use in the various mining operations and reduction works proceeded rapidly. The principal applications. of electric current in metal mining may be listed as follows: Compressing air for hoisting. Compressing air for rock drills and pneumatic tools. Pumping. Ventilating. Lighting. Tramming. Compressing air for blast furnaces and converters Running shop and miscellaneous motors.

Geological study of the Prony Nilaterite (New Caledonia) began in 1969 and included drilling, geological mapping and laboratory studies. The deposit is the product of weathering of basic rocks. From top to bottom, the following zones can be distinguished: a compact ferruginous cover; ore associated with yellow laterite, containing 1.0-1.5% Ni and low in impurities (SiO2, Mg); an intermediate silicated ore containing 1.3-2.0% Ni and higher percentages of impurities; garnierite ore much richer in nickel (2-4%) but high in SiO, and Mg contents (Mg up to 20%) ; and parent rock, largely peridotites. Distinction between types of ore is essential because the high grade ore (silicated and granierites) is penalized for its high Mg contents that demand additional acid treatment. All studies made distinguish two types of ore, laterite and silicated.

In June, 1906, I delivered to the graduating class of Lehigh Cniversity an address upon this subject, the substance of which, with sundry omissions and additions, was subsequently repeated, in October of the same year, in an extempore address before the Schenectady branch of the American Institute of Electrical Engineers. The latter, as stenographically reported, was published in the Proceedings of that society for November, 1906, and was referred to by President John Hays Hammond in his address at the Chattanooga meeting of October, 1908. Requests have been received from various quarters for the repub-lication of this address by the Institute. This I do not regard as necessary or proper; but I yield to that demand so far as to reproduce in the Transactions a summary of my views, as expressed in the two addresses above mentioned.

With statistics still incomplete, it appears that the safety record of the mineral industry for 1955 will do well to hold its own in comparison with 1954. On the one hand, metal mining shows an improvement in its record, due in part to intensive campaigns for preventing ground fall accidents. Coal mining, on the other hand, is showing a poorer record in 1955 than for the preceding year. While no major disasters occurred during the year, increased fatalities resulted from ground fall, haulage, and machinery accidents. It seems probable that increased job training may serve to improve the situation. Health: Utilization of diesel equipment continues to increase in noncoal mines, in spite of existing prejudice. In 1955 two types of diesel-driven tractors and one shuttle car were approved by the USBM. Where diesel engines are used controlled ventilation is mandatory in order to keep the CO content under 20 ppm, but such ventilation is not difficult to achieve with normal equipment.

ROSPECTING for uranium in the East is hampered by the lack of bedrock exposure due to extensive overburden and residual soil. But, despite the problems of this physiographic province, it has not been ignored in the search for radioactive materials. Since 1951 both the U.S. Geological Survey and the Atomic Energy Commission have had field parties in the eastern U.S. Tempo of private prospecting is increasing, and many discoveries have resulted. AEC work so far has been concentrated in the areas of most numerous discoveries-Pennsylvania, New Jersey, and New York. Accounts of uranium mineralization in the eastern U.S. are found in the old literature and one site in the Mauch Chunk area of Pennsylvania has been known since 1874. In 1949 McKeown examined the original occurrence there and found another southeast of the town. The deposit appeared to have commercial possibilities and a short period of production began in July 1954

Western Mining Corp. has announced plans to expand its mining operations at Kambalda, and to build a nickel refinery at Kwinana, near Perth, Western Australia. The refinery will use the ammonia-leach hydrogen reduction processes of Sherritt Gordon Mines Ltd., and it is expected that by 1970, when the expansion is scheduled for completion, Western will be the world's fourth largest nickel producer. Although estimates have not been finalized, the total cost is expected to be about $55 million. The mine and mill facilities at Kambalda, which began production in June 1967, are now producing at the rate of 11 million lb of contained nickel per year. The company estimates the sulfide ore reserves at Kambalda and St. Ives at 10.4 million tons averaging an usually high grade of 3.8% nickel, or about 790 million lb of contained nickel. In addition, silicate and oxidized ores have been located in both areas.

Methods of fair payment for excavating, supporting, and concrete lining tunnels have been sought by various owners for years. Tunneling techniques have changed with the development of equipment-from the hand-mucking operation to the machine mucker and, most recently, to machine-boring; from tunnel supports using timber sets to steel sets to rock bolts and, most recently, to shotcrete support; and from hand-placing the concrete lining using wooden forms to pumping or pneumatic placing using steel forms. As tunnel construction techniques advanced, so did methods for payment for the work performed. The recent development of tunnel-boring machines, or "moles," is precipitating another change. These changes have led to some difficulty in providing proper payment for the various items of work for different types of tunnels. As a major construction agency engaged in water-resources development in the western states, the U.S. Bureau of Reclamation has long been aware of the need for clarification of payment provisions in tunnel construction. The Bureau has some 150 miles of tunnels completed on its projects and about 50 miles of tunnels under construction. In this construction, the Bureau has benefited by the advance made by contractors in improving the techniques of tunnel excavation. To assure that the Bureau has an up-to-date approach to payment provisions, the Chief Engineer recently established a "standard" method of payment for all types of tunnels. It is believed that this new method of payment will be equitable for all contractors bidding on various types of tunnels using the diversity of methods of excavation now available to them. These payment provisions provide for different quantities for excavated tunnels using the blasting technique or using machine-boring techniques. In this way, the contractors have a choice in excavation methods and an equal opportunity to be low in their bids. We believe this will be an incentive to all contractors to be as progressive as the development of new equipment economically allows.
