The following petition for amendment of the constitutional provisions relating to qualifications for membership in the Institute, signed by 75 members, of whom 27 are members of the Committee on Increase of Membership, was received by the Board of Directors, was printed on the program of the New York Meeting sent to all members early in January, and is now being voted upon by the membership: In accordance with the terms f Article X, we hereby propose the following amendment to the Constitution, Article II, Section 2: Members shall comprise all those persons who on the third Monday of February, 1918, were members of the Institute, and in addition thereto, all those thereafter, elected or transferred into the, class of Members. A person to he eligible for election or transfer into the class of Members must he at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. Graduation from the scientific course of a college, approved by the Committee on Membership, shall be considered equivalent to two years' employment, as required in the previous sentence.

That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained. II. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 29th day of December, 1904.

Mr. Tays (communication to the Secretary): Mr. Wynne's criticism of my paper* brings forward a few points which are really important, and might properly have been considered in the original paper. By calling attention to them he has rendered me a service. It is quite true, as Mr. Wynne says, that, in the tests reported by me, the Bryan mill was always working at a relative disadvantage, and my comparison of the work of this mill with that of the stamp-battery should be interpreted, therefore, so much the more favorably to the mill. Incidentally, as between folks who like to work with words, refer to line 6, second full paragraph, page 773 (August Mining Engineering) Would "for" preceding technological have changed the percentages in lines two and three of the bold-face heading on page 770? The intent was coequality among three, (studies of mankind, of science, and of technological empirics). Thirty-three pct for "man" studies is a pretty big bite for engineering schoolmen; 50 pct they won't even examine, let alone nibble at. Arthur F. The Half-Moon mine, situated three miles west of the town of Pioche, exhibits geological features which are peculiar and interesting. The general formation in the vicinity of Pioche consists of a quartzite, usually covered with an overlying limestone containing strata of shale. In the camp itself, where the original mines are situated, the quartzite has been denuded, and the principal veins outcrop in this formation; to the west, the quartzite is again covered with limestone, containing thin strata of shale.

THE proper classification of mining methods has received the earnest study of many mining engineers and has resulted in much technical con-troversy, depending no doubt upon the point from which classification is viewed or the use to which it is put. So far as the writer is aware, the discussion has invariably centered around the classification of under-ground mining methods, and only superficial attention has been directed to surface methods. Volume 72, page 10, of the Institute TRANSACTIONS, presents such a classification, sponsored by the Mining Methods Committee of the Institute. A similar classification by Prof. Hugh P. Nicholson appeared in MINING AND METALLURGY in October, 1934. The two classifications are quite different in their treatment of underground methods but are identical in classifying surface methods, although Professor Nicholson does suggest possible further divisions for surface mining and admits that such subdivision is more difficult than appears at first. Surface subdivisions as given by these two authorities are as follows, showing that in spite of rearrangement the two classifications are identical:

A cost breakdown is given for reclamation and mine drainage abatement conducted by the Federal Water Quality Administration's demonstration project near Elkins, W. Va. Costs for construction of control measures have been developed and include backfilling strip mines, sealing subsidence areas, reconstructing stream channels, and installing mine seals to prevent the entrance of water and air.

A recent study has attempted to identify properties of hard-to-float coal that make them responsive to froth conditioning. Froth conditioning is the process of chemically enhancing the hydrophobic surface character of fine coal particles to improve their recovery by froth flotation. Since its introduction, froth conditioning has enabled recovery of an additional 1.9 Mt (2.1 million st) of coal. This study correlates field results to chemical, physical, and petrographic properties. The most direct correlation relates the coal's oxygen content to its response to froth conditioning. The higher the oxygen content, the greater the benefits of froth conditioning.

(Read at the Philadelphia Meeting, February, 1878.) UNTIL June, 1868, it had not been attempted, either in this country or abroad, to manufacture by mechanical means, from anthracite coal-dust, artificial fuel for domestic use. Several attempts had been made to utilize coal-waste by converting it into a fuel for manufacturing purposes, but none of the processes were original, and they were merely applications of the well-known European processes and machinery, slightly modified by American ingenuity and mechanical skill. With one exception all those attempts have been failures. The great difficulty in the application of European processes and machinery has always been the limited production, and the excessive cost of the manufactured product, as compared with the cost of mining and preparing the ordinary anthracite coal for the market. The only serious and intelligent attempt to manufacture, on a large scale, artificial fuel for manufacturing purposes, has been made by the Anthracite Fuel Company, whose works are erected at Fort Ewen, near Rondout, New York. This company, organized under the auspices of the Delaware and Hudson Canal Company, had to go through the usual course of difficulties, breakages, and disappointments, which seems to be the lot of every new industry. Thanks, however, to the energy and perseverance of Mr. L. L. Crounsse, a gentleman of means, from Washington, D. C., the enterprise succeeded, and it is to-day established on a permanent basis. In order to increase the production, and to reduce its cost, the Anthracite Fuel Company was compelled to change most of its plant, and to erect more powerful machinery, producing lumps of a larger size, almost twice the size of the lumps made previously by the same company. DURING the last three or four years I have had occasion to examine, chemically, various samples of matter commonly called flue-dust or cinder, found deposited in the flues and hot-blast chambers and under the boilers of blast furnaces, and also in the flues and under the boilers of puddling and boiling furnaces. Recently several of these examinations were made quite in detail, and as the results reveal, I believe, information of no inconsiderable importance, I am induced to communicate them to this Institute. A sample of deposit obtained from the flues of one of the blast furnaces at the works of the Phoenix Iron Company, at Phoenixville, Pa., was found to have the composition given in Column I of the following table

Auger mining-extraction of coal with large diameter augers is proving profitable in recovering coal left after stripping has ceased to be economical. Its many advantages-low initial cost of equipment, low operating cost, low power demand, adaptability to selective mining, simplicity of operation, etc.-have excited the interest of some in the industry in its possibilities for underground operation.

The Purpose of this paper is to present an overview of research underway at the Los Alamos Scientific Laboratory to investigate some of the more attractive options for controlling trace element contamination of coal refuse drainages. * The control methods under consideration include chemical and physical methods to immobilize or remove undesirable contaminants prior to refuse disposal, the treatment of refuse disposal sites with attenuating agents to prevent the discharge of contaminated water, and the direct treatment of refuse drainage as it emerges from the refuse disposal site. The results from these laboratory studies suggest that many of these techniques are technically feasible for controlling trace element contamination of refuse dump drainage.

The paper read by Mr. George J. Snelus, in 1894, before the Iron and Steel Institute of Great Britain* so fully and ably described the Walrand-Leghisel process that there remains very little to add beyond recording some changes in practice, made since that date, and observed by the writer last summer, at several continental works, and the further fact that the process has now been for some time in successful operation in this country. Briefiy stated, the Walrand-LegBnisel process is an addition to the Bessemer operation, with the object of obtaining quiet and more fluid steel, and consequently sound castings and ingots. This is achieved by adding ferro-silicon at approximately the time of flame-drop in the ordinary Bessemer operation, and making an after-blow. Seventeen members of the Board were present, and the Secretary of the Institute. During part of the meeting, seven other Members of the Institute were also present as guests. After extended discussion, the Board approved the general principles embodied in the War Minerals bill, and recommended the passage of a bill embodying these principles. The vote stood 14 in favor and two opposed, one member not voting. On motion, duly seconded, it was RESOLVED, that in connection with the appointment of the proposed War Minerals Administrator, the attention off the War Minerals Committee be called to the importance of selecting a man trained in the mining and metallurgical industry, but having no pecuniary interest in these industries. John V. N. Dorr was elected Director to fill the vacancy caused by the election of Robert M. Raymond as Vice-President. Charles W. Goodale was elected First Vice-President. George C. Stone was elected Treasurer. Rossiter W. Raymond was appointed Secretary Emeritus. Bradley Stoughton was elected Secretary. The following committees were elected: Executive Committee, Finance Committee, Committee on Papers and Publications, Committee on Membership, Library Committee, Committee on Nominations, Committee on Safety, Sanitation and Welfare. John V. N. Dorr was appointed Chairman of the Committee on Increase of Membership.
