The first pump of this character, made by H. R. Worthington, and, so far as the writer is informed, the first and only one of this kind ever constructed, is now in daily use in the above-named works. The water-pressure necessary for the working of the hydraulic machinery of this plant had been supplied, up to the time of the building of this pump, by two Worthington Duplex High Pressure Pumps, having steam-cylinders of 20 inches diameter and 12-inch stroke, with water-plungers of 71/2 inches diameter; eight inlet and eight outlet valves of 24 inches diameter, and pumping into a 6-inch pipe. These pumps required a large amount of steam, and, in consequence of the various additions to their duty, their capacity became far short of the work required. In preference to putting in another engine of the same class, it was decided to accept Mr. Worthington's proposition to build the compound one under description, he guaranteeing that it should be equal to the demands of the works, and at the same time cause a saving of from 5 to 6 tons of coal per day from the amount required to run the two old pumps. The new engine has been in operation about one month, and so far has exceeded the most sanguine expectations. It consists of two high-pressure cylinders of 21 inches and two low-pressure ones of 363/8 inches diameter, by 36-inch stroke, with water-plungers of 961/2 inches diameter. There are two air-pumps of 20 inches diameter by 18-inch stroke; the condenser being 24 inches diameter by 60 inches high. Both cylinders are jacketed with wood and felt, and the low-pressure cylinder also with live steam. The high and low pressure steamcylinders are in line and immediately adjoining each other, while the inconveniences attending an internal stuffing-box are avoided by having two piston-rods for each of the low-pressure cylinders, running through stuffing-boxes on the outside of the smaller high-pressure ones. From the early part of the thirteenth century bituminous coal was called "sea coal" in England, from the fact that the coal seams in the Fife and Northumberland fields outcropped on the shores of the North Sea and wave action and erosion resulted in lumps of coal being found in large quantities along the shores. These were gathered by women and children and sold for fuel to replace wood. Coal first reached London by sea, and there was a "Secole Lane" in that city in 1228. The term was gradually applied to all coal and for some hundreds of years all coal in England was called "sea coal", and the term is not yet obsolete there. Another reason for the use of a defining word was the fact that from time immemorial, in England and elsewhere, the word coal meant char-coal, or coal made from wood, as this was the common fuel of those times when anything other than natural wood was burned. The biblical references to coal all mean wood-coals or charcoal, and one must be careful in writings prior to at least 1750, when "coal" is used to be sure that it means stone, or mineral coal, rather than wood or charcoal. "Sea-coal" was in common use along the Atlantic seaboard until after about 1780; the first map showing coal in Pennsylvania, Ohip and Kentucky, made as of 1750, used the term "sea-coal here."2 In the interior stone coal was used by the early writers almost entirely, partly to differentiate it from charcoal, but largely because it was found with stones and rocks, and in most places then had the same value. "Fossil" coal was used by Hamilton in 1790. Jefferson called it mineral coal and pit coal in 1781. The term mineral coal was usually used in the governmental references to it as late as 1850, but the present use of bituminous coal began as soon as anthracite came on the market in 1820. Both mineral and stone coal still survive in the laws of several states specifying the weight of a bushel of coal.

Nason thinks I could not have studied Mr. Witherbee's paper and doubts the arithmetic used, but in his discussion arrives at practically the same conclusion. He says 10 ft. thickness of ore over a square mile should give 27,878,400 tons, allowing 10 cu. ft. per ton of ore. This is correct, but if he reads carefully he will see that this depth of ore was figured as covering one-tenth of the surface, which reduces the figures to those used by Mr. Nason. I did not say, however, that there were 2,300,000,000 tons of ore in New Jersey, but that applying the same method of computation as used by Mr. Nason, to the area of the iron ore-bearing gneisses in New Jersey, we would get a total of 2,300,000,000. I did say, "In this area are located 366 magnetite mines that have been worked more or less. These lenses may easily be capable of producing (on an average) 1,000,000 tons each, and there are probably double the number listed not opened up." Thus my estimate for New Jersey, as far as any was made, would be: Probable ore 366,000,000 Possible ore in addition 732,000,000 1,098,000,000 Mr. Nason's final conclusion of his personal estimate was one-half of what he erroneously read to be the estimate given in the paper, or half of 2,300,000,000, which equals 1,150,000,000. So the two estimates seem to differ less than 5 per cent., and we have the two sister States of New York and New Jersey on an equal footing of productive possibilities in magnetic ore.

ON July 2 the Krupp plant in Essen was occupied by the French. The City of Frankfurt, on the edge of the Mayence Bridgehead was surrounded by the French. French infantry and cavalry occupied some more towns in the Ruhr. These moves were apparently in the way of reprisals. The Bank of England on July 5 raised its discount rate from three per cent. to four, per, cent., the lower rate having previously prevailed for almost exactly a year.. The advance appears to have been inspired by the reserve ratio, but especially owing to the fact that the low rate in the London market had led to the out-flow of funds from there to other markets. Philip Snowden brought up again in the British .Parliament his motion in favor of the condemnation of the capitalistic system and the substitution of socialism. The motion was put to vote and was defeated by large majority, only the members of the Labor party voting for it. The Allies and the Turks finally came to an agree-ment at Lausanne, the Turks getting about all for which they asked. It would be tiresome to record the details. The main fact is that the Turks, after having been ejected from Europe in 1918, are now going to return. Russia agreed to the settlement respecting the Straits. The Soviet Government of Russia formulated and adopted, subject to ratification, a constitution for the United States of Russia, which appears to be patterned after the constitution of the United States of America and the unwritten constitution of Great Britain. The important thing about this seems to be that it definitely reunites the constituent parts of the old Empire, the semi-independence of the Ukraine being surrendered.

THE TRANSACTIONS of the Institute for the early years display but Little interest in physical metallurgy-indeed, it is striking how thoroughly process metallurgy absorbed attention until quite recent years. The first volume carries no article that can be strictly described as physical metallurgy, unless one on the rolling and hammering of ingots be doubtfully so described. Nor does the second volume contribute more the interest then was in mining, and in production methods, both ferrous and nonferrous, with much attention to the new methods of making steel. The third volume records papers on: the condition of carbon in gray and white iron, a paper devoted to chemical rather than microscopic analysis; the annealing of spiegeleisen; phosphorus and carbon in iron and steel, similarly chemical. Much attention was given, and continued to be given for years, to the manufacture and behavior of rails. The question of the nature of steel appeared early (Vol. 11)-What is Steel, by A. L. Holley-where arguments on nomenclature were already active; and Holley also bemoans, in modern spirit, the Inadequate Union of Engineering Science and Art; Pearse wrote on cast iron for guns (reflecting again the ironic beneficence of war in metallurgy), and said that Captain Walbach was the first to insist on chemical analysis of gun irons; he quotes Major Wade's study of comparative hardness, using penetration hardness measurements (Brinell was to come later), and quotes the important Reports on the Strength and Other Properties of Metals for Cannon, by H. C. Baird, Philadelphia, 1855, in which the advanced state of tensile testing at the time is shown. Revision of the United States mining law is needed chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. Law of the Apex The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from mass? which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes.

DURING a study of the tempering of ß-quenched alloys of cobalt in titanium, parallel lines were observed crossing certain faces of retained-ß crystals in the early stages of tempering, Fig. 1. The lines closely resemble stress-induced martensite' or substructures attributed to clusters of faults in titanium-nickel2 and copper-silicon3 alloys. The markings were observed only in intensely etched quenched and tempered alloys having compositions ranging from 4.5 pct* Co (the composi- formed by the lines was reproduced upon repolishing and reetching. Close metallographic examination indicated that the markings were troughs, Fig. 2, and that the characteristic surface substructure persisted within the troughs. The occurrence of the troughs was associated with the age hardening reaction due to the metastable u) phase (previously reported in titanium-cobalt alloys by Raub and Beeskow4 and indicated in this work by the broadening of 0 diffraction peaks and by hardnesses approaching 600 Dph). A 2 m. cube of jointed, Pre Cambrian biotite gneiss was subjected to uniaxial and biaxial loading at ambient and elevated temperature. The effects of different boundary conditions on the following rockmass properties were investigated: deformation modulus, joint stiffness, dynamic modulus, coefficient of thermal expansion, thermal diffusivity and conductivity, and joint permeability. Test conditions ranged between 0 and 6.9 MPa uniaxial and biaxial load, and 12° to 74°C mean block temperature. The tests were performed as part of the Office of Nuclear Waste Isolation program for evaluating site charterization test methods for measuring the hydro-thermal-mechanical properties of rock masses. The fracture flow experiments discussed in this paper were described in detail in a similar paper given to this symposium in 1981 (Voegele, 1981). DEFORMATION MODULUS Horizontal deformation measurements oriented parallel to the loading direction were made at the block surface. Several instrument types were employed: surface short-rod extensometers, bonded strain gauges, vibrating wire strain gauges and the Whittemore caliper strain gauge. Two vertical and two slant borehole extensometers measured vertical displacement. Loading history, especially during uniaxial loading, was critical to interpretation of observed deformation and fracture flow data. This important tendency has been observed in other large-scale laboratory (Bandis, 1980) and field tests (Pratt, et al., 1977). Excavation of the block resulted in minimal disturbance to the intrinsic condition of the sample. Even so, permanent, unrecovered "set" was imparted to the block beginning with the first low-stress biaxial load cycle to 3.45 MPa (Table 1). Unloading

During the recent development of aluminum alloys for free-cutting screw-machine rod, it became desirable to know something of the solubility of lead and bismuth in liquid aluminum and in some aluminum alloys. The literature is not particularly helpful in supplying this information. These portions, therefore, of the constitutional relationships of aluminum-bismuth and aluminum-lead alloys were investigated by thermal analysis and by chemical analysis of samples taken from aluminum-rich melts in equilibrium with precipitated lead or bismuth. The solubility of lead and bismuth in some liquid aluminum-copper alloys was also investigated. Some consideration was also given to the solubility of these elements in solid aluminum. Among the earliest investigators of the aluminum-lead and alunlinum-bismuth systems was Wright,' who reported that melts of aluminum and lead formed two layers indicating limited liquid solubility. Under his conditions, the aluminum-rich layer was reported to contain 1.91 per cent Pb and the lead-rich layer, 0.07 per cent Al. Subsequently, Pecheau2 found that in aluminum-rich alloy melts with more than 10 per cent Pb three layers were distinguishable. He reported that the middle layer contained from 3 to 10 per cent Pb. He also found that the melting point of aluminum appeared to be lowered slightly by the addition of lead. Gwyer3 investigated these alloys and found evidence of a slight lowering of the freezing point of aluminum by the addition of either lead or bismuth. He found no evidence of solid solubility in either case and made no attempt to determine the liquidus curves. Hansen and Blumen-tha14 reported that the addition of lead distinctly lowered the solidification point of aluminum. They also found that bismuth lowered the melting point of aluminum. Guillet5 reported almost complete mutual immiscibility for the aluminum-bismuth alloys in the liquid state. Bohner6 examined the effect of various concentrations of lead and bismuth on the electrical conductivity of aluminum. He found decreases in conductivity on annealing at 500' C. as compared with the conductivity of the same alloys on annealing at 300' C.

IT is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the "do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co. has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as "extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go.

This paper presents an investigation of the accuracy of population balance model predictions for ball mill scale-up. Experiments performed in 25.4 x 29.2 cm (10 x 11.5) batch mill are used to estimate linear grinding rate parameters that, in turn are scaled according to specific power draft to predict performance in 381 x 292 mm (15 x 11.5 in.) and 762 x 457 mm (30 x 18 in.) batch and continuous ball mills, respectively. Results are presented for wet and dry grinding of two homogeneous solids, limestone (soft) and quartz (hard), and one heterogeneous solid, a complex molybdenite ore. In all cases good agreement between predicted and experimental product size distributions was obtained.

DURING the past year, purchases of coal-preparation equipment and the discussions and plant-scale tests conducted indicate that much attention is being given to better recoveries of coal by preparation plants and improved quality of the finer sizes to widen their market. In the anthracite regions the new equipment was predominantly for the cleaning of the steam sizes, much of it for treating No. 4 and No. 5 buckwheat. The units installed were largely coal-washing tables, Hydrotators, and Menzies cone separators.

During recent years the use of lithium has expanded greatly in industrial, chemical, and metallurgical fields, while at the same time modernized methods of mining and refining lithium have increased production. Technical literature includes many papers describing the geology and mineralogy of lithium deposits. Mining and beneficiating problems, however, have not been thoroughly described. Published reports have failed to emphasize that one of the chief reasons lithium minerals were not extensively mined until recently is the difficulty of beneficiation. Four lithium minerals of pegmatites and the lithium-sodium-phosphate byproduct from the brines at Searles Lake, Calif., have been sources of lithium. Among the pegmatite minerals, only spodumene and petaline are known to occur in deposits large enough to support large tonnage operations. Spodumene, a lithium-aluminum-silicate, is the principal lithium mineral mined in the U. S.

A description f the geology and conditions affecting the occurrence and mining of oil; also the prospects of obtaining oil in different parts of the country. THE Colombian highlands consist of three parallel mountain ranges (Fig. 1) called respectively the eastern, central, and western cordillera of the Andes. A segment of the range that forms the backbone of the Isthmus of Panama also extends into Colombia, along the Pacific coast, as far southward as the mouth of the San Juan River. These four mountain ranges furnish the key to the varying climatic conditions and vegetation of the country. The river valleys are hot and covered with dense tropical growth. This is also generally true of the coastal plain, although in the northern portion there are some fairly open stretches where cattle are raised and even small districts where semi-arid conditions prevail. The population of this heavily wooded wet lowland depends almost entirely on river transportation for all intercourse. The elevated mountainous plateaus of the three ranges are more open and more generally cultivated; all traffic is by means of horses, mules, and the burro. The canoe and river-steamer transportation systems of the valleys are connected with the highland system of trails and roads by short cross trails and the few short railroads of the country. As these cross trails must pass through the intermediate foot-hill region, where the heavy rainfall reaches its maximum, they are exceedingly bad and the life of pack animals is short. The oil development of the Magdalena River valley is in this intermediate region, between the river and the sierras, north of Bogotá.

THE processes of hardening and tempering steel tools within the past 15 or 20 years have been so developed that the forward strides of the industry can scarcely be followed by the average observer. No small part of the credit for this phenomenal advancement is due to the improved methods of measuring the high temperatures necessary. Pyrometry has made possible the discovery and use of the many special alloy steels the wonderful properties of which are revolutionizing the industrial world. So sensitive are these steels to changes of temperature that often a variation of only 10° F. at a critical point of the heat treatment will cause the failure of the tool. In the tool-manufacturing industry today, accurate control of the many heating operations is imperative. The principal processes in the manufacture of tools that require accurate high-temperature measurements are annealing, carburizing, hardening, tempering, and laboratory research. Several other operations, such as forging and straightening, use rougher and correspondingly less accurate methods. These operations are usually performed in the following approximate ranges of temperature: DEGREES F. DEGREES F. Annealing 1000 to 1700 Tempering 200 to 1200 Carburizing 1400 to 1000 Forging 1400 to 1800 Hardening 1400 to 2500 Straightening 300 to 1300 Laboratory research covers the entire range. Annealing and carburizing are usually done in muffle or semi-muffle furnaces, heated with coal, coke, oil, gas, or electricity. Many of them are of large size, holding several tons of steel at one charge. Both indicating and recording pyrometers are used. The recording instruments are generally of the thermoelectric type, while for the indicating, both optical and thermoelectric are used.
