Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating and meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lb per ton U3O8, although there are very large reserves below this grade, Rio Algom is interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals. Rio Algom has been investigating various applicable preconcentration processes since the early 1950s to date, on laboratory and pilot-plant scale. Methods investigated include gravity concentration by sink-float, high intensity wet magnetic separation, flotation of uranium, flotation of acid consumers, and a number of electronic sorting methods including radiometric, photometric, and conductimetric. No method tested has yet been satisfactory under Rio Algom's criteria of uranium recovery and cost, principally because uranium loss has been too high for a useful weight rejection. Metallurgical results of the preconcentration test work and the economic assessment therefrom are reviewed.

COAL is the basis upon which the activities of the industrial nations of the world rest today. In order that the coal industry may bee restored to a reasonably healthy condition, it is essential that both the operator and the miner should understand that they are directly concerned and that their selfish interests demand that they take an active, intelligent, self-sacrificing view of the entire situation and do their part in restoring and repairing the economic structure. Foreign credits, foreign debts, unstable exchanges, destroyed markets, and inability through lack of credit to carry on as before, all require our attention and cooperation. DEEP CONCERN AS TO FUTURE There is deep concern as to the future and a realiza-tion on the part of some of these leaders of industry that they will have to sacrifice their personal time, away from their desks and the details of business, in order to cooperate with other groups in studying the situation and endeavoring to find the best method of utilizing their knowledge in improving conditions and averting further disaster. It is most unfortunate for the country and for labor itself that the labor chiefs are blind to these necessities, and hostile to every effort to secure their cooperation in rebuilding prosperity.

To the American Institute of Mining Engineers: The committee appointed at the February meeting upon Railway Resistances would respectfully report: That one person has been constantly employed in calculating the results of the data taken prior to March 1st, 1876. Also to complete the data taken upon the Lake Shore and Michigan Southern Railway, a diagram was taken upon a through freight train from Cleveland to Chicago, and one from Chicago to Cleveland. So that now we have diagrams from Buffalo to Chicago and return, which, when fully worked up, will give results of the utmost importance in determining the cost of transportation of freight. These data will be of much importance in determining the proper methods of equating grades and curves, which is so essential in the location of new lines. The calculations show that instead of our attempting to formulate results from data obtained on one road, it will be best for the interests of transportation to enlarge the scope of our inquiries, and to extend the experiments so as to include all of the more probable causes which affect the cost of transportation. Were the details of railway equipment constructed alike, much work, which is now necessary, would be saved. It is not uncommon to find upon the same road 10 to 30 different patterns of something in construction to subserve the same purpose, which more or less modifies the friction of the cars. Take the majority of our trunk lines, with this diversity of construction, together with the varying conditions of track and manner of operating, and it will be at once seen that the labor and time to do the work and arrive at correct conclusions will occupy from two to three years. The results already attained in the short time in which they have been carried on, wholly by private enterprise, simply show what may be expected when the aid necessary is given to render them of the highest value to the great industries of the country. That the information may be general and of the greatest importance to our railway interests, the committee deem it advisable to secure, so

The House Ways and Means Committee recently heard a bitter dispute over whether gasoline with lead is a worse pollutant than gasoline without lead. The lead industry is also squarely in the middle of this dispute for obvious reasons. Lead used in gasoline amounts to 270,000 tpy, or more than 254 of the annual total mined in the U.S. Few industries can face the loss of such a market without wondering how they are to stay in business. The lead industry picked up unexpected support in this dispute, however, when the AFL-CIO stepped up with outright opposition to the President's proposal to tax lead in gasoline.

High-grade cobalt concentrates were produced from the complex Blackbird ore with very good recovery in continuous pilot-plant operations in which a low-grade bulk cobaltite-pyrite flotation concentrate was roasted in a multiple-hearth furnace to oxidize the pyrite selectively. The cobaltite was floated from the resulting calcine.

Coal was produced in this state, by white men, at an earlier date than in any state west of the Mississippi River, and for many years its production was larger than that of any state in that area. The coal immediately adjacent to St. Louis was mined commercially earlier than elsewhere because of a ready market which could be reached by teams. Generally the coal seams are more or less "spotty" in character, and in many places openings made in thick coal could only be mined for a few years. All of the data available from state survey reports, county histories and a few other sources are shown in Table 66.

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen: - I herewith present a report of some. of the more important activities of the Institute for the year of 1922. The outstanding feature of the year is the optimism felt by our members despite the continued depression in the mining industry. January 1, 1921, found many of our members out of employment or drifting into other industries to tide them over the depression, but almost universally the feeling has been that this was but a temporary condition and that sooner or later the necessary production of raw materials would enable these members to return to their former activities and renew their participation in Institute affairs. As the year passed conditions improved and, before it ended, many had found employment in their previous occupations. Bearing in mind that this depression has been very real, we have reason to be well satisfied with the work that the Institute has been able to do. The loss of members through inability to pay, dues has been large, and income has been correspondingly reduced, but it proved to be materially in excess of that anticipated early in the year, so that a substantial and unanticipated balance was carried forward toward the activities of 1923. PUBLICATIONS Following the example of other technical societies, and to conserve our resources, no Year Book was published in 1922. The lack of an up-to-date membership list for the use of our members was regrettable, but the saving of $5000 proved to be worth while. During the year, Volumes LXV, LXVI, and LXVII were printed and sent to members. These volumes were composed largely of the papers of 1920 and 1921, publication of which had been delayed partly through lack of funds and partly for the purpose of segregating into volumes those papers dealing with the same general subject. The segregation of papers had been suggested by a number of members who had advised that they were not primarily interested in all subjects

Not much more is known about concrete today than was known to the Romans. For all the research only better tools have resulted to measure the quality of the materials that go into it." In this paper "some of the materials for lightweight concrete and their characteristics are considered and effort is made to indicate their effect on the end result — a structure of lightweight concrete." Lightweight concrete had noble beginnings. It is believed that the first specification for lightweight concrete was written by the Roman Emperor Hadrian in the early years of his reign, 117-138 AD. Hadrian, was an engineer by trade and an Emperor by adoption. He took considerable interest in the structures sponsored during his reign, even to the point of working out the structural details and preparing working drawings for some of the more prominent works in the vicinity of Rome. In order to reduce the dead weight of the 140 ft diam dome of the Pantheon he specified that the lightweight structural concrete members supporting this concrete and tile composite dome were to be fabricated from a concrete containing pumice and scoria. Still standing after 18 centuries of abuse, this structure has been described as the master effort of a great structural genius, the ultimate achievement of Roman engineering skill.' The Romans were the first to employ many concrete techniques we think of as modem innovations. Some unnamed superintendent noted that when a carefully measured amount of pigs blood was measured into each batch of concrete during mixing, the concrete was more durable and exhibited much better resistance to freezing and thawing climates. He no doubt, attributed this success to the appeasement of one of the gods who in return provided protection for the building containing this sacrificial offering in its walls. It is known today that the blood-entrained air in the concrete tends to make mixtures more workable, resistant to moisture penetration and more resistant to frost damage.

T. W. ROBINSON, Pueblo, Colo.: Mr. Potter's review is a striking testimony to the important part played by science in this branch of practice. But, the question arises, In which department has science effected most ? The available raw material, the size of furnaces, the general design and equipment of the plant, and the daily management, are particulars, each of which contributes to the general result, while the effect of each merges into that of the others. The following notes concerning the operations of the furnace-plant of the Colorado Fuel and Iron Company (formerly the Colorado Coal and Iron Company), at Pueblo, may throw some light upon the question of their relative importance. This company operates three stacks, and when the plant first came under my observation, about nine months ago, the furnaces were constructed, equipped,and run as stated below: Raw Materials.—The main sources of ore-supply were, as they still are, the Orient and Calumet mines of the company. The Brecce and Morning Glory ores, mentioned below, were formerly brought from Leadville, but are practically now no longer used. The Orient ore is a porous brown hematite, easily reducible in the furnace. The Calumet is a magnetite, very refractory in character, requiring preliminary roasting. Both are fairly uniform in composition. The Breece and Morning Glory are red hematites, resembling in appearance the soft ores of the Vermilion range, Lake Superior. The coke here used is made of coal from the company's mines in southern Colorado, and is distinct from that produced by the company in the western part of the State. The structure is similar to that of Alabama coke. The limestone employed is a calcite. The analyses are given in Table I. PUMICE and pumice are varieties of volcanic ejecta formed from lavas of the more silicic types. Chemical analyses of pumice, pumicite and perlite, from which synthetic pumice is now produced, will generally fall within the limits 65 to 75 pct silica, 9 to 20 pct alumina, less than 8 pct combined alkalies (sodium and potassium oxides), less than 3 pct calcium and magnesium oxide, less than 3 pct iron oxide, with smaller amounts of manganese, titanium, phosphorus and other oxides. Perlite is characterized chemically by having, in addition to the percentages of oxides given above, as high as 6 pct combined water. PROPERTIES Pumice is a natural silicic foam glass produced by volcanic eruptions. The molten glass foam, upon rapid cooling, trapped the steam and volcanic gases that caused it to remain extremely porous and vesicular in structure. Pumice is found in the form of large lumps several cubic feet in volume and also in grains only a few millimeters in diameter. Chemically, pumicite is of the same range of composition as pumice. The distinction between pumice and pumicite is one of particle size; the coarser materials are pumice; the fine particles, an appreciable percentage of which is in the range of 100 to 325-mesh or finer, are pumicite. If the erupting volcano ejects a silicic lava containing much gas and water vapor, the sudden release of pressure tends to free the gas. The viscosity of the lava, its rate of cooling and the amount of gas evolved, all have part in determining the degree of expansion of the glassy particles and the fineness of the vesicle. If the lava is of the correct viscosity and there is not too much gas, a pumice may be formed. Large amounts of gas may cause complete disruption into pumicite.30 In 1916, Barbour gave the name "pumicite" to the volcanic ash of Nebraska and since then the name has been widely used in industrial circles for the finer-grained commercial varieties. The isothermal section of the Ta-Ti-Zr-0 system at 1500°C was investigated using X-ray diffraction and rrzetallographic techniques. Up to 71.4 at, pct 0 the system contains nine four -phase regions. Zsopleths at 10, 20, 30, 40, 50, and 60 at. pct 0 were constructed. The purpose of this investigation was to determine the general shape of the quaternary equilibrium phase diagram of tantalum, titanium, zirconium, and oxygen at 1500°C. The system was truncated at 66.7 at. pct 0 on the Ti-0 and Zr-0 binaries and at 71.4 at. pct 0 on the Ta-0 binary. The Ti-Zr-0 system was investigated in this laboratory.' The binary systems of interest have been compiled and discussed by Hansen and Anderk, chmidt, Hayes, Roberson, and asche, and Hoch and athur.' EQUIPMENT The Same equipment as that for the study of the Nb(Cb)-Ti-Zr-0 system was used.' The X-ray dif- fraction patterns were analyzed with the help of the ASTM card set7 and NBS circulars.' MATERIALS The tantalum powder (99 pct pure), the titanium powder (99.6 pct pure), the tantalum pentoxide, and the zirconium dioxide used in this study were purchased from the Fairmont Chemical Co., Newark, N.J. The zirconium powder (99.4 pct pure) was obtained from the Charles Hardy Co., Inc., New York. Reagent-grade titanium dioxide was purchased from the Matheson Co., Inc., Norwood, Ohio. The oxides were dried in air at 700°C for 24 hr before use. Though the materials used were not "hyper-pure", the impurities present do not affect the results (lattice parameters, phase boundaries), within the experimental accuracy. PROCEDURE The samples were heated by induction in a vacuum furnace, and examined metallographically and by X-ray diffraction at room temperature. Unlike the furnaces employed in the reduction of ores to mattes and metals, the foundry-cupola has only melting to do. This looks simple enough; and its development has progressed through centuries by cut-and-try methods; but there is still much to be learned concerning the causes which underlie the production of defective castings, even from first-rate materials. There are other differences between the smelter and the cupola. The former is usually, the latter rarely, run continuously. In the smelter there is some chance for experiment, since rich slags can be treated again; while in the cupola the metal must be good for casting from the first tap to the drop of the bottom ; otherwise, heavy damage will result. In the smelter, the object sought is the production of metal or matte with a minimum loss in the slag; whereas, in the foundry, a variety of castings of different compositions must often be run from the same heat, one after the other. Experience with the cupola has shown that the melting should take place, throughout the heat, in one zone, the zone of maximum temperature, which is clearly marked on the cupola-lining by the severe cutting action of the slag and iron oxide. The design and operation of the cupola must conform to this condition. This conformity having been secured, other considerations resolve themselves into those details of construction which will involve least trouble and cost of repairs. The very high temperatures required to melt iron and steel in the cupola, leaving the metal sufficiently superheated for casting, render the use of water-jackets inadvisable. It is always possible to patch up the lining at the melting-zone between daily heats; and the rest of the lining is seldom affected enough by abrasion and chemical action to require replacement oftener than once in nine months. The cupola is practically a shell of steel, lined with the proper refractory material, and provided with a sct of tuyeres for the admission of air to burn the fuel and melt the metallic

ALTHOUGH the (111) slip direction in pure bcc metals is well established, the information on operative slip planes is less unambiguously interpreted. So far, (110) {112), and (123) slip planes have been identified, but it is not certain whether glide on (112) and (123) really occurs or if it is composite slip on non-parallel (110) planes. The second of these possibilities is supported by the work of Chen and Maddin on niobium and molybdenum, and a subsequent analysis by these same workers of slip in bcc metals generally.3 The alternative possibility is exemplified by the work of Opinsky and smoluchowsky4 who concluded that slip in Fe-Si crystals can occur on any one of the systems {110}(111), {112}(111), and {123)(111), depending on which system the resolved shear stress is highest. Allen et alS5 also found that glide in ar iron could occur on any of these three systems, the operative system being determined principally by orientation. By an analysis of crystal rotation, slip lines, and X-ray asterism Harris6 concluded that niobium also deforms on these same systems, but if one of these glide planes does not coincide with the plane of maximum resolved shear stress, composite slip on nonparallel (110) planes may occur giving a macroscopic high indices slip plane. Earlier work on iron by Vogel and Brick reached the same conclusion.7 The analysis of slip in bcc metals is made more difficult by the fact that the slip lines may be quite wavy. In fact, the generality of wavy slip lines suggests that screw dislocations slip readily from one plane to another in the (111) zone ("pencil glide") although, as noted, it is not certain whether planes other than (110) really contribute to the slip. If planes of higher indices than {110} do operate, there is a possibility they may do so more readily at higher temperature Argon and Maloof9 observed {100}{211}(111) slip in tungsten single crystals plastically strained at low temperatures, but the results were interpreted in terms of an orientation-dependence rather than temperature-dependence. Therefore, at the present time corroborative evidence for the operation of higher indices slip planes at higher temperatures is lacking. The present results were obtained during the course of an investigation into the effect of cathode and anode surface crystallography on the prebreakdown currents of vacuum insulated devices. In the experiment of particular interest, the 1/8-in.-diam anode and the in.-diam cathode were tungsten crystals (total impurities -230 ppm) with (110) and (100) faces respectively. The faces were electrolytically planed and examined for initial perfection by plastic/carbon replicas and a study of Kikuchi lines in reflection electron diffraction patterns. They were aligned precisely parallel in an insulating holder incorporated into the electron microscope, the measured microscope vacuum being 2 x 10-5 torr, and the electrode spacing 0.01524 cm. Edward Leonce Dufourcq, mining engineer, President of Dufourcq & Co., Inc., New York, and Assistant General Manager of the Teziutlan Copper Co., New York, was attacked by bandits and mortally wounded on Wednesday, Apr. 16, while trying out a' gasoline motor car on a line of railroad between Teziutlan and the company's mine, twelve miles away. Word of his death was received Friday by Mrs. Effie Mason Dufourcq of 227 Riverside Drive and by D. C. Brown, Vice-president of the Teziutlan Copper Co.

THE group of iron-ore mines known as the Red Ore Mines, owned and operated by the Woodward Iron Co., is on Red Mountain approximately ten miles southwest of Birmingham, Ala. At the, present time No. 1 and No. 3 mines are active, No. 2 mines having been abandoned in 1928. Ore from this group of mines was first mined in 1882, and originally came from open cuts along the outcrop, but, when the "soft ore" (weathered hematite) was mined out and the harder ore was encountered, it became necessary to develop the orebody by means of slopes driven in the ore formation. The three mines to date have produced more than 22,000,000 tons, and the two operating mines now have a capacity of over 1,000,000 tons per year.

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

POLITICAL developments, the impact of Korean warfare necessitating immediate rearmament plans, and recent developments in mining taconites have focused attention on their immediate exploitation to fill the gap created by diminishing reserves. The question of rich foreign ores versus low grade development is past-we need both sources with emphasis on the immediate large scale mining of taconites. In the past three months several things have occurred which add to the taconite picture: (1) Pellets have been used successfully in the blast furnace by Armco. (2) In Congress HR 8512 was introduced by Congressman Blatnik of Minnesota to amend the lending powers of RFC to permit long term loans on basic mining developments, particularly the taconites, which may be needed for the strengthening of the national economy. (3) Walter S. Tower, president of the American Iron & Steel Institute, announced that American steel companies are planning expansion of 6,000,000 tons of steelmaking capacities in the next few years. (4) The outbreak of war in Korea has obliged the United States to rearm and make plans for a semipermanent defense establishment to which 10 to 12 pct of the national income will be budgeted. (5) Startling new advances have been made in the Linde Air Products Co.'s jet-piercing drilling. The United States is now confronted with the problem of increasing its steel capacity and at the same time of securing enough iron ore to supply this increase as well as make provision for the rapidly decreasing supply of rich iron ore on the Mesabi range. Taconites, the low grade iron ore at the east end of the Mesabi, of which there are literally billions and billions of tons of easily concentratable magnetic ore, are the immediate answer. According to the Wall Street Journal on July 24: "Reserve Mining Co., backed by such steelmakers as the Armco Steel Corp., Wheeling Steel Co., Republic Steel Corp., is reported ready-as soon as the pending bill clears (HR 8512)-to seek a $100 million federal loan to build a taconite processing plant at Beaver Bay, Minn., to produce about five million tons (of pellets) annually of 60 pct to 65 pct in iron ore . . ."
