THE Bureau of Mines for a number of years has been seeking additional ways and means of improving the efficiency of its operations and increasing its service to the public. It has become obvious that changes in the organization of the Bureau are essential to a more effective accomplishment of its functions and objectives. The old organization was defective in meeting current needs in that the Bureau's field activities were neither sufficiently coordinated with the national program nor were they particularly responsive to local needs of the mineral industries. Further, the traditional organization hampered the efforts of the Bureau to obtain, analyze and provide to the policy-making agencies of the Government essential information and advice in such a form that the requirements of domestic industry could be fully taken into consideration in the development of domestic and foreign policies. Consequently, the Bureau has now modified its organizational structure.

A statistical study of machinability led the writer to examine existing data in regard to a thermal conductivity-mechanical properties relationship. Various functional relationships were proposed and the multiple correlation determined by statistical methods discussed in detail in the 1iterature.4 The relationship having the greatest engineering and statistical significance is discussed below. The data for cast and wrought aluminum alloys''2 have been compiled and analyzed separately. The results of these analyses are presented in Table I. The empirical equations for estimating the thermal conductivity (cal sec-' cm-I °C) are: for cast aluminum alloys K = 0.584 -0.00984/ -0.00263 Hb [1] and for wrought aluminum alloys K = 0.604 -0.00424l- 0.00170 Hb [2] where 1 and Hb are the percentage elongation and Brinell hardness number. Results of a similar analysis pertaining to stainless steel3 are also given in Table I. This empirical equation for estimating thermal conductivity (Btu per sq ft per hr per °F per in.) is K = 216.19- 1.716l - 0.0997 Hb [3] The relationship between electrical resistivity and mechanical properties was also examined for aluminum alloys using the same statistical method. DRAINAGE water from coal mines is probably the most serious water pollution problem today, varying in importance according to location of the mines and geological structure. Drainage may be either acid or alkaline in character. Acid discharge, the most severely detrimental to a stream, is caused by natural oxidation of the sulfuritic material (FeS2) in the strata associated with the coal seam. Since the acid is the result of a natural reaction the acid water differs because it does not cease with abandonment of the mining operations. There is no known economical method of neutralizing acid mine water or any practical method to prevent oxidation of exposed pyrite. Since production of acid from a mine does not stop when mining stops, the total quantity produced depends entirely upon the excavated areas. The increasing volume of acid water in many mines has greatly increased operating costs. Pumping is expensive and acid mine waters are destructive of all equipment, especially metals in pumps and piping, and necessitate the use of corrosion-resistant materials. Discharge of the acid mine drainage into streams neutralizes their normal alkalinity, causes them to become acid, and produces an environment unfavorable for aquatic life and unsuited for industrial or domestic use without costly treatment.

What is the economic basis for direct, continuous particle size measurement and control? First, precise grinding control is necessary to achieve and maintain a specified recovery and throughput. Second, throughput and recovery are direct functions of particle size-and these two factors control the economic performance of the ore concentration process. Third, only size-based control using a particle size and percent solids monitor (PSM) has achieved the necessary precise control. Recovery, throughput and cost can be accurately measured for various concentrator operating conditions if particle size is closely controlled. From such data the economic results of different particle size grind points can be analyzed. This will reveal the best combination of recovery and throughput to meet objectives established by financial management. Predictable, repeatable response to set-point selection is essential if the projected profitability of the mill is to be reached.

Epitomized, there have been no innovations recently in crushing, but in grinding the trend has been towards larger units under more automatic control with an increased use of autogenous grinding. Crushing Portability of primary crushers to "follow the face" reduces material handling costs. The top size of crusher feed still establishes the size of the crusher; the feed opening should be 1 1/2 times the size of the largest feed. The maximum size of crusher product is 1 ½ times the open scale setting of a jaw or gyratory crusher. Practice dictates use of scalping screens ahead of any type of crusher when the feed contains 25% or more of product size. If required capacity is under 600-700 tph economics favor a double toggle crusher or an impactor. For larger capacities the gyratory crusher is favored.

AN elaborate series of experiments has been conducted during the past three years at Irvington, N. J., which has resulted in the perfection of a process for the manufacture of smokeless fuel from high-volatile coals, and for the recovery and refinement of the coal-tar products derived therefrom. These experiments have been financed by Messrs. Blair Co., of New York, and were conducted under the direction of Charles H. Smith, a member of this Institute, and the inventor of the process. The low-temperature distillation of coal has interested investigators for many years. Sporadic attempts have been made to solve the mechanical problems, but until the Smith process. was developed, they were not carried to conclusions of economic value. The present coal shortage and the increasing demand for smokeless fuels make this subject one of timely interest.

As the radical element has secured control of the various local printers' unions of New- York City, 250 magazines have temporarily suspended publication rather than grant their demands. The actions of. these local unions have been repudiated by the officers of the different inter-national unions, who are seeking in every way to carry out their agree-ments with the publishers. The charters of the local pressmen's and feeders' unions have been revoked by the international officers and new local unions are being formed. Members of the typographical union are not, as yet, directly affected by the strike, but many of them are taking "vacations," which accomplishes the same purpose as the strike but without the odium. The Engineering and Mining Journal, with true engineering spirit refusing to admit insuperable obstacles, is sending out a two-page printed market bulletin, together with two typewritten pages, making an an-nouncement of its predicament and giving brief items of mining news. Thus s brought home to the members of the mining profession in a very direct way the pernicious results of unrestrained control of labor organi-zations-by foreign and un-American elements. No sermon on this sub-ject is required, as the facts themselves are sufficiently eloquent.

The uranium mill at Gunnison, Colorado, started crushing ore Dec. 31,1957, and has now been operating four months. The acid leached ore is washed by counter-current decantation through a system of four classifiers and four thickeners and most of the dissolved uranium reports in the overflow from the first washing thickener. This uranium is extracted from the aqueous pregnant solution by solvent extraction using di-2-ethyl hexyl phosphoric acid and tri-butyl phosphate dissolved in a high-flash-point kerosene as the extracting organic. The pregnant organic is then stripped with soda ash solution. The uranium bearing soda ash solution is filtered to remove insoluble carbonates and any sediment reaching that part of the circuit. The clarified carbonate pregnant solution is then acidified to 3 pH, heated to 180°F to drive off the last traces of CO2, and the uranium finally precipitated as yellow cake with MgO.

Finances Due to the growth of the activities of the United Engineering Society, it was found desirable early in the year to consolidate the various accounts and financial records of the Society and of the Library, heretofore kept separately, and to have all the data pertaining to the building and its operation in the charge of one individual. An assistant secretary especially assigned to this work has been appointed, and a separate office has been established. The Finance Committee has had all of the records brought fully to date and has prepared a new set of account books to meet the new conditions. The Real Estate Account now includes the following items: Land $ 540,000.00 Building 1,050,000.00 Equipment 33,171.16 Founder Societies, Preliminary expenses 24,000.00 Total $1,647,171.16

The past five years have seen communications techniques and hardware developed by the Bureau of Mines and its contractors increasingly brought into use in U.S. mines. The Bureau philosophy has been to help develop and introduce new hardware that goes as far as possible toward meeting the mining industry's needs. The Bureau programs are also designed to provide continuous fallout of new communications capabilities which are introduced to the mine operators as they occur. As more progress is made in meeting mine communications needs, it is hoped that the mining industry will readily adopt the equipment and techniques that it finds most useful in meeting its individual needs. This paper reports on recent advances achieved in the development of improved mine communications systems. In May 1975 the U.S. Bureau of Mines (USBM) conducted a mine communications technology meeting to provide a brief overview of the USBM communications technology developments in the past 5 yr. This meeting lasted for 1 1/2 days. Therefore, I have elected to narrow this paper to a brief review of recent underground mine communication developments. THE Lake Superior blast-furnaces probably represent the maximum economy of fuel possible in this country. They smelt an ore which is very rich and easily reducible, and as the small amount of gangue present is not all silica, but in part a silicate, the amount of limestone required is a minimum. The average yield of the ore treated at six furnaces was 63 per cent., and the average quantity of limestone 179 pounds per ton of pig. The fuel used is charcoal, so burned as to retain most of the combustible volatile part, which, before the utilization of furnace-gas, was burned away. With these conditions it is not surprising that the Lake Superior charcoal practice is extraordinary in almost every respect. In any scientific discussion of American furnace work, the establishments there will be found at the head of the list, and they work under conditions which are extremely favorable for careful study. The Bay Furnace, near Marquette, has the honor of carrying "the broom" for the largest daily make. With a capacity of 1908 cubic feet it has, for months together, produced 29 tons of pig, graded at

A broad definition of' "Mill Design" might cover everything from the first tentative choice of general process to the final structural details for construction. The first phases are mainly concerned with metallurgy and economics and the final stages with the mechanics of putting the selected equipment together into an integrated plant. It is the purpose of this article to discuss only data, derived from laboratory testing, that contributes directly to design of the milling plant itself, and only the plant design phases that are influenced by laboratory testing. Most ore beneficiation testing is devoted to determining recoveries, grades of products, elimination of impurities, reagent and supply requirements, etc. having little to do with physical plant design although these factors are of prime importance in the evaluation of a mining project.

The Institute maintains a dual reltionship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 9, Article I, of the Bylaws of the Institute (see page 60 and following pages). During 1934, sundry amendments were made for the purpose of improving the student relationship. Post-graduate students are now eligible; and associateship can be maintained, with the payment of the regular dues of $2 per year, for 18 months following graduation in. June. With his regular dues, each Student Associate is entitled to receive during the year his choice of MINING AND METALLURGY, METALS TECHNOLOGY, MINING TECHNOLOGY, PETROLEUM TECHNOLOGY, or two "classes" of Technical Publications; and on payment of an additional fifty cents. he can have both MINING AND METALLURGY and any one of the others. He is accorded the privilege of getting special publications such as "The Porphyry Coppers" and "Elements of the Petroleum Industry" at the reduced prices applicable to Members; he has the privileges of the Engineering Societies Personnel Service and the Engineering Societies Library; and he is not only invited but urged to attend all meetings of the Institute, its Divisions and its Local Sections. A method to determine in situ stress directions and magnitudes from anelastic strain recovery measurements of oriented core has been used to determine the principal horizontal in situ stresses in the Rollins Sandstone in a deep well near Rifle, Colorado. The principal horizontal stress directions were determined directly from the principal horizontal strain recovery directions. The principal horizontal stress magnitudes were calculated from the principal strain recovery magnitudes, overburden stress, and Poison's ratio of the rock using a viscoelastic model. The accuracy of the in situ stress directions and magnitudes determined from anelastic strain recovery measurements was substantiated by a direct comparison with open-hole hydraulic fracture stress measurements. The anelastic strain recovery method predicted the magnitudes of the maximum and minimum horizontal principal stresses to be 54.5 MPa and 51.9 MPa, respectively; with an azimuth of N63ºW ± 8º for the maximum horizontal stress. The hydraulic fracture stress measurements yielded maximum and minimum horizontal principal stress magnitudes of 49.6 MPa and 46.8 MPa, respectively. The azimuth of the maximum horizontal stress ranged from N50ºW to N70°W.

The bituminous coal industry faces a real problem, if it desires to retain the position in the power-generation field to which it is economically entitled. More power is probably produced today for electrical energy, for steam-driven and steam-heating industries and processes, for transportation by rail, water, highway and air, collectively, than ever before, and yet the total bituminous coal production has decreased about 38 per cent, from 575,000,000 tons in 1926 to 357,500,000 tons in 1934. It is not the intention of the writer to recommend coal as a fuel for automobiles and airplanes, but rather to point to these forms of transportation as being responsible in a very measurable degree for reducing the coal consumed by railroads. Petroleum products may still further reduce consumption of locomotive fuel through the extension of the use of Diesel-driven trains. Oil-burning steam-driven locomotivcs are replacing coal in some places, where railroads operating high-speed passenger trains are willing, temporarily at least, to pay a premium for the fuel that is low in ash and produces less smoke and practically no cinders. In the navy and ocean-going passenger ships, oil is so firmly established, and has such definite advantages over coal as formerly fired, in steaming radius, in ease of bunkering, cleanliness, and reduction in firing labor, that very outstanding developments in the handling and burning of coal will be rcquired in order to replace oil. For freighters on the Great Lakes, coal is the logical fuel, but there is great and immediate need of radical improvements in its use, else that market also may be lessened. It is not within the scope of this paper to discuss in detail bituminous coal for either locomotive or marine use, but, rather, generation of power in stationary plants, consisting of electrical generating stations and that very large group of miscellaneous industrial plants, such as paper, rubber, textile, steel and other industries that use electrical, mechanical, and steam power, derived from either hydro or some form of fuel.

FLOTATION is now commonly practiced in alkaline ore pulps, yet little is known regarding the action of the alkaline solutions on the ore particles beyond the fact that films of oxidized material form. We wish to chronicle our discovery of the presence of soluble reducing agents in alkaline ore pulps of the United Verde, and present some data on lime consumption. During the grinding and flotation of a pyritic ore containing small amounts of ferrous sulfate and other soluble salts, an excess of lime was added to precipitate the salts, and filtered samples of the solution were titrated with standard permanganate solution. Even in pulps of high causticity an appreciable permanganate titration was always obtained, in spite of the fact that the solutions were shown to contain little iron. Investigation of the cause brought about the discovery of several previously unsuspected compounds in flotation pulps made from pyritic ore. Not only the reducing agents present had to be identified, but also the amount of dissolved oxygen, and a survey was finally made of the free oxygen content and reducing agents of the mill pulp in the concentrating mill at Clarkdale. A great many compounds might form, caused by oxidation of pyrite or other metal sulfides or by reaction between a lime solution and pyrite. The most probable compounds considered were calcium sulfides; polysul-fides, thiosulfates, and polythionates. Later it was discovered in the literature that in alkaline pulp polythionates do not exist and if introduced. are decomposed into sulfites and thiosulfates.1 Any precipitated sulfur is changed by alkali into thiosulfate and polysulfide. Sulfites and sulfides react to form thiosulfate, so that in the end it is possible to have in an alkaline solution only thiosulfate and an excess either of sulfide or sulfite. Confirmatory tests were made and it was finally established that the alkaline mill pulps made from the United Verde ore contained

Uranium, discovered in 1949 at Rum Jungle, 40 miles south of Darwin, N. T., was mined and processed to U3O8 from 1954 to 1963 by the Territory Enterprises Pty. Ltd. TEP is a Government company managed by Conzinc RioTinto of Australia Ltd. During this period, the uranium oxide was sold under contract to the Combined Development Agency, a joint Anglo-American uranium procurement agency. When the contract terminated in 1963, more than 31/4 million pounds of uranium oxide had been delivered which had been mined from three open pits. Copper ores, found with the uranium, necessitated the addition of a copper circuit to the concentrator. Copper concentrates containing 12,981 pounds of copper were also produced. Rum Jungle was the largest single industrial enterprise in the Northern Territories and, as such, was an important economic and social factor in this sparsely settled tropical region. To stretch out the life of this enterprise for the above reasons, and with the added possibility that the uranium market might improve, the Commonwealth mined out and stockpiled 650,000 tons of ore containing 9.6 lb of U,O, per ton, which is sufficient to sustain the treatment plant at 200 tpd until about 1971. In the plant, uranium is recovered from solution by solvent ex- traction. Current output is being stockpiled pending suitable market conditions.
