Design methods for foundation anchors and sockets constructed in rock are based largely on empirical correlations which yield a reasonable estimate for initial capacity, but do not address the general concerns of failure mode and load-displacement behavior. This paper focuses on the behavior of foundation-rock interfaces and shows that interface behavior under increasing load results in a progression from an elastic response to secondary behavior, in which interface failure occurs, and finally to a residual stage at large deformations. Procedures to follow this progression are outlined to provide a more fundamental understanding of the problem.

PROPERTY of Malartic Gold Fields Ltd. is situaated in the great clay belt in the northern part of the Province of Quebec. This belt represents the floor of the glacial lake Barlow-Ojibway. The clay blanket has a gently rolling, almost flat surface, with here and there projecting knobs and ridges that outline the large irregularities of the surface on which the clay was deposited. At irregular intervals glacial eskers dominate the landscape. The ore-bearing country rock is covered by strata of clay, sand, and silt to a depth varying to 40 ft. There are serious structural problems when it is necessary to place loads of unequal intensities on this surface to support buildings and machinery for a modern mining plant. Earlier mining companies and their engineers paid little attention to the science of soil mechanics, partly because they believed it unnecessary and partly because they knew little of the subject. The results are evident in some of the tottering structures in older camps. Careful analysis of soil problems is well worth-while, since cost of foundations may vary from 20 to 50 pct of the final cost of a structure. Low operating and maintenance costs can be achieved only in this way.

he possibility that carbon may be soluble in copper to a limited extent has bten recognized for over a century. The quantitative investigation of this problem, however, requires more sensitive techniques than have formerly been available. Three recent developments have made possible more accurate determinations: the vacuum-fusion method of analysis, the production of copper of high purity and the availability of high-purity refractories, particularly graphite. In addition to its obvious theoretical interest, the problem of carbon solubility in copper is of practical importance. In the production of copper and of high-copper alloys, carbonaceous covers are freauerltlv used. If even minute amounts of carbon are dissolved, insoluble carbon oxide gases will be formed when such metals are poured under oxidizing conditions. A mechanism of this kind could well be one of the principal causes of gas porosity in casting copper-base products. Review of Literature In 1823 Vivian1 raised the question as to whether copper by overpoling becomes "combined with a minute portion of carbon." Karsten2 asserted, in 1832, that carbon reduces the high-temperature strength of pure copper, so that when the carbon content has reached 0.2 per cent the metal will be brittle at a dark red heat. According to Karsten, carbon contents of 0.05 per cent make it difficult to hot-work copper. He also reported that the specific gravity of copper is 8.8969 and that it increases to 8.9258 if the copper is cemented with carbon and then melted. He emphasized the difficulty of determining analytically the small amounts of carbon present in copper. The metal was removed by wet methods and the residue considered as carbon. At Percy's request, Dick,3 in 1856, carried out various working tests on copper that had been ill prolonged contact with carbon, and found that the working properties of the metal had not been affected. He also attempted to determine the presence of carbon analytically. In one experiment the copper was dissolved and the residue was fused with litharge, and in another essentially a combustion analysis was made on a copper sample. In a final experiment, a sample was dissolved and the residue subsequently subjected to a combustion analysis. Indications of as much as 0.005 per cent carbon were found, but Dick considered his work inconclusive largely because of the possible interference of sulphur. SINCE the beginning of the industry, commercial electrolytic manganese has followed the Shelton patent' among others, which called for the addition of sulfur dioxide in controlled amounts, to a purified manganese sulfate-ammonium sulfate at a controlled pH. Every attempt to eliminate sulfur dioxide additions has resulted in operating difficulties, chiefly solution of the deposited metal and lowered current efficiencies. Many replacements for sulfur dioxide have been proposed and studied, chiefly sulfur compounds, urea, thiourea, and proteins similar to those employed successfully in copper refining. It has been suggested that sulfur dioxide is a re-ductant for higher-valence manganese compounds, or that it is reduced by manganese metal in the deposit to hyposulfites or its compounds, and that these might affect the cathode film or the deposition potential, or the overvoltage of manganese. The additives were studied following the method of Mantel1 and Ferment2 who determined the feasibility of current-potential curves as an analytical tool for monitoring manganese elec trowinning solutions for metallic impurities: nickel, cobalt, silver, copper, zinc, molybdenum, cadmium, magnesium, and sodium. The individual effect of each on the standard polarization was determined for a range of concentrations. Not all affected the polarization curve; cadmium, magnesium, and sodium had no effect. Nickel, cobalt, silver, copper, and zinc yielded a correlation between transition current and concentration of impurity.

As political tensions in African and Asian mineral producing regions increase, the orientation of Latin America's economic development assumes importance not only in the U.S. hemispheric policy but also in our mineral-based economy. Latin America as a mineral supply source has been confronted with regional, political and economic problems which may, at best, have limited further investment and, at worst, have suggested possible repudiation of existing investments. Historically, the mining industry has provided a basis for the national economies of Bolivia, Chile and Peru, and recently the governments of these countries have sought to force increased development of the industry through new and somewhat revolutionary mineral legislation. The extent to which the mineral industries are intended to finance economic development is uncertain and the influence of this legislation on economic freedom and incentive for foreign and domestic investment is a matter for some thought. Two facts are outstanding: first, mining, at present, provides approximately 80% of the foreign exchange in Chile and Bolivia and 42% of that in Peru and, second, existing tax revenues are insufficient to finance a developing economy.

PRIOR to the World War most of the barite used in the United States for manufacturing lithopone and barium chemicals was imported. Germany, by virtue of an abundance of high-grade ore and low labor costs, was in a position to dominate the world market. With the cessa-tion of imports and with the war demand for barium chemicals, the barium chemical industry and the mining of barite became well estab-lished in the United States. This industry has continued to expand because of the increasing use of lithopone. In 1914 the sales of domestic crude barite was 52,919 tons and in 1934 it was 209,850 tons. Barite deposits of economic importance occur in at least 20 states, but the principal producers in 1934 were Missouri, Georgia, Tennessee, South Carolina, Virginia, California and Arizona. The main mining centers are located near the crude barite markets of the three principal marketing districts-the Pacific Coast, the Midwestern area, and the Eastern area. The Pacific Coast is supplied entirely by California, Nevada, and Arizona. The Midwestern area uses most of the Missouri crude and a small amount from the southern states. The eastern market is the chief competitive area. Practically all of the imported crude is marketed there; also the bulk of the southern crude and ground barite. In addition, this area absorbs a small part of the Missouri crude and 80 per cent of the ground barite. Besides the advantage of low delivered costs and purity of product, the imported barite has commanded a price differential because it is soft rather than hard, like many of the domestic ores. The inherent physical properties of the southern ores remain, but the purity can be controlled to a great extent by beneficiation. Simple washing or gravity concentra-tion has sufficed in the past, but in many cases a more efficient process now becomes imperative to remove impurities not amenable to these methods. Certain deposits now being opened are of lower grade and require more precise milling conditions. In some ores, the kind of impurities has changed as the mining advanced.

When a metal solidifies, gas, initially present in solution, may be concentrated at the grain boundaries, leading to brittleness, or it may form solid compounds which, if localized at the grain boundaries, impair the properties. On the other hand, the solid compounds formed sometimes distribute themselves more or less uniformly, and hence may be relatively harmless. If metallic oxides are heated under a partial oxygen pressure less than that corresponding to the dissociation pressure of the oxide in solution in the melt, they will decompose and oxygen will tend to be eliminated from the melt. This paper presents data on the partial oxygen pressures of copper and nickel oxides over a wide range of temperatures; it also presents data regarding the amount and nature of the gases evolved in the vacuum melting of a 3500-kg. charge of nickel-chromium alloy and gives test values indicating the improvement in impact values ascribed to vacuum melting. The results of commercial experience with a 4-ton vacuum melting and casting furnace indicate that this method entails an increase in cost of about 10 cents per pound of ingot over orthodox practice, which may be justified for special products and may be lowered if hot metal is charged into the vacuum furnace. DISCUSSION (Howard Scott presiding) J. H. ScafF, New York, N. Y. (written discussion).—In the section of Dr. Rohn's paper describing the effect of melting -metals in vacuo, he says, "In this way plain copper, nickel and iron may be easily purified. For example, vacuum-melted copper does not contain any oxygen and for this reason it is never sensitive to hydrogen embrittlement." This statement is contrary to the results of our experiments at the Bell Telephone Laboratories on the effect of vacuum melting on the properties of copper. Several 150-gram samples of tough-pitch copper were melted in a vacuum of the order of 1 X 10-5 to 1 X 10-6 mm. Hg for 2 hr. Jen Inc., operator of the Cord mine, in the Big Indian district of San Juan County, Utah, has a contract with a milling company that provides a small bonus for proper grading and preparation of uranium ores shipped. To obtain maximum returns on this contract very close grading is required with settlements made on individual lots, which vary from 250 to 300 tons. Another feature of the contract, and one that is rather unique in this country, is that the ore is sold over truck scales at the mine. Grade is determined at the buyer's sample plant. It is necessary to take a moisture sample of each truckload shipped for ac- curate weighing and this is done by the representative of the buyer, using facilities supplied by Jen Inc. The sample is hardly more than a grab sample and includes only the finer and smaller pieces of the ore shipped.

The ability of activated charcoal or carbon to adsorb complex metal ions has been recognized for many years, but it wasn't until the late 1940s and early 1950s that attempts were made to employ carbon-In-Pulp or C. I. P. processing to the recovery of gold. Early plants using the process were those at the Golden Cycle in Cripple Creek, Colorado, the Getchell Mine near Golconda, Nevada, and at the Idria Mine in Honduras. Recovery of the carbon from the pulp was done by screening or flotation, and recovery of gold from the carbon was done by burning the carbon (a very difficult task) or by sending it to a smelter. Unfortunately at the time, the price of gold was still fixed at $3-5 per ounce and labor costs were rising to the point where these mines were no longer able to operate. Consequently, C. I. P. treatment was temporarily forgotten. In the early 1970s, however, Homestake Mining Company at Lead, South Dakota, were being forced by environmental regulations to discontinue the use of mercury for amalgamation in their 7,500 ton per day plant, and at the same time were encountering high labor costs in the slime circuit of the plant, where over 2,000 tons of slimes were filtered each day in Merrill plate and frame filter presses. Shortly before that, researchers of the United States Bureau of Mines had developed the caustic -cyanide method of stripping gold from activated carbon and an electrolytic cell (now known as the Zadra cell) to recover gold from the carbon strip liquor. Homestake and the United States Bureau of Mines then jointly operated a C. I. P. pilot plant at Lead. Results were immediately favorable and a 2,400 ton per day C. I. P. plant was then built to treat the slime fraction of the Homestake ore. (See Au and Ag Cyanidation Plant Practice, Volume I, SME of AIME, 1975. Later, Homestake built a second plant at Creede, Colorado, to treat the slime fraction of the tailings from a silver-lead flotation plant. Next was Duval Corporation's 3,000 ton per day C. I. P. plant at Battle Mountain, Nevada. Both of these latter plants are described in this volume. C. I. (Royal School of Mines), will shortly proceed to the appointment of a Professor of Metallurgy. This important Chair has been filled in the past by such eminent metallurgists as John Percy, Sir William C. Roberts-Austen, and others. A large manufacturing company having two iron foundries, blast furnace, etc., requires the services of a chemist, metallographist, and metallurgical engineer qualified to give advice on cast iron practice, and to prescribe remedies for difficulties often met with in the usual iron foundry. The position of converter blower at a side-blow Bessemer steel casting plant is vacant.

Blowing acid Bessemer converters with oxygen-steam produces steel of below 0.002 pct N2 content. This method of blowing, combined with a dephosphorizing treatment in the steel ladle, results in low-carbon steels of low nitrogen and low phosphorous (under 0.035 pet) contents, which has physical properties equivalent to open-hearth steels of similar analysis. Using a 50-50 mixture of oxygen and steam, the refinitzg rate is increased 25 pct over blowing with natural air, and scrap charge increased from 3 to 10 pet. Bottom life is normal with proper tuyere area and arrangements, fumes are decreased, yields increased, and hydrogen content is normal. THE acid Bessemer plant at the South Works of Wheeling Steel Corp., consists of two 15-ton bottom blown converters with a monthly capacity of 57,000 N.T. The product of the shop is skelp billets for continuous welded pipe and slabs for ordinary drawing and forming quality sheets. Approximately 50 pct of ingot production is regular Bessemer steel of natural Phos content and the remainder is a dephosphorized grade of steel made by a special treatment of the blown metal as it is poured into the steel ladle. The low Phos grade of steel has certain advantages over the higher Phos grade but since both grades were produced by blowing natural air, the N2 content was in the range of 0.015 pct which limited its application. In 1954 it was decided to explore the possibilities of blowing with a steam-oxygen mixture for the production of steel of both low N2 and low Phos contents. The necessary equipment was installed to operate one converter in this manner and early in 1955 an experimental run of 160 heats was made by blowing with a steam-oxygen blast and excluding natural air entirely. During this period the proper operating techniques were established, such as blast pressures, steam-oxygen mixtures, valves and instrumental control equipment, tuyere arrangement in the bottoms, blowing times and production rates, and a thorough study made of the final steel quality. Also during this experimental period the dephosphorizing practice was improved by the use of a tap hole below the lip of the vessel. This provided a clean separation of the acid converter slag and blown metal which made the dephosphorizing treatment more effective. The results of this experimental run dictated further development of this practice and a second run of 720 heats was made in 1957. The quality features and conversion cost results were in line with expectations and accordingly a 400-ton per day oxygen plant is now being installed. The plant is scheduled for completion in September of this year. This will provide sufficient oxygen to operate both vessels on steam-oxygen blast and delete natural air blowing entirely. The steel will then be below 0.002 pct N2 bar content and the dephosphorized grades will be between 0.015 and 0.040 pct Phos. STEAM-OXYGEN BLOWING The steam for the process is fed to the plant at 220 psig pressure through a 6-in. line. The high-purity oxygen is compressed to 200 psig and conducted through an 8-in. line. The oxygen from the main line is valved down to 100 psig and passed through a steam heated heat exchanger. The heat exchanger is regulated to supply oxygen at 300°F to the steam-oxygen mixing station. It is essential that the incoming oxygen be held at this temperature to avoid condensation of the steam with resulting excessive erosion of the clay tuyeres in the vessel bottom. Oxygen is admitted to the mixing chamber by a 6-in. hydraulically operated valve driven by the ratio control regulator on impulse from the flow of steam. Steam is admitted to the steam-oxygen mixture station through a 2 1/2-in. hydraulically driven valve. The ratio control regulator acts to increase or decrease oxygen input as the steam flow increases or decreases with changing positions of the Blower's control lever. The important point to note here is that steam flow always precedes the oxygen flow as a safety measure. The control valves have sufficient capacity to afford protection should blow pipe trouble develop. A 50-50 mixture for these 15-ton heats demands an oxygen flow of 3800 standard cu ft per min along with 317 lb of steam. The Blower's stations is provided with an indicating blast pressure gage, and indicating steam and oxygen flow meters. Signal and warning lights indicate the valve positions and line pressures. A control room at the real of the Blower's pulpit room houses the ratio control and pressure regulators, as well as the various meter bodies. The hand actuated wheels used to change the conditions are mounted on a panel on the front of the meter control house. The recording steam and oxygen meters used for totalizing and accounting purposes are also mounted on this panel.

I DESIRE to call the attention of the Institute to an interesting experiment, which may turn out to be an indication of a valuable improvement in the manufacture of steel. As the members are aware, the addition of ordinary spiegeleisen, in the open hearth or Bessemer converter, to a bath of decarbonized iron, has a twofold object,-the recarbonization of the bath to a desired degree, and the remedy of the red shortness otherwise found to be inevitable in the final product. This red shortness is ascribed to the presence of oxide of iron in the molten metal ; and it is supposed that the manganese of the spiegeleisen, uniting with the oxygen of such oxide, carries it into the slag. At the same time there is a small percentage of the manganese usually left in the cast steel, probably to the improvement of its quality. Whatever be the true explanation the effect of the manganese is acknowledged to be not only beneficial, but necessary. But the use of spiegeleisen containing high percentages of carbon limits the quantity that can be introduced, because the carbon must be limited if soft steel is desired. This inconvenience becomes so serious as to prevent the use of ordinary spiegeleisen in the manufacture of steel containing more than, say two-tenths per cent. of phosphorus; since the quality of the steel can be made tolerable only by reducing its contents of carbon in proportion as the

SOME time ago, in a conference considering the mechanizing of a group of mines, I was asked if I knew of any data showing the relative frequency of accidents due to the use of 275 or 550-volt current inside mines and having a recollection of seeing some in print, the answer was made that I would find what was available. Subsequent search failed to find any pub-lished records of any kind giving such figures and none of the compensation agencies of whom inquiry was made were able to supply any, excepting the Pennsyl-vania Compensation Rating and Inspection Bureau, which had some data covering a few months for some companies in that State. The inquiry was confined to the three largest producing States, Pennsylvania, West Virginia, and Illinois. The inspection departments of neither of the first two had any such records, and in Illinois, only 275 volts has been allowed inside the mines for many years. A laborious inquiry has resulted in the data, shown in Table 1, which on this account was confined to the years 1921 and 1925, the latter being the latest figures available. In each State, to find the mines using 275 and 550-volt current respectively, it was necessary to list the mines from the Coal Catalog, and then to complete the list by inquiries from the companies directly, from Operators' Associations and from Inspection Depart-ments. INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lake-land, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern pro-ducers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This informa-tion has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered.

In taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Efficiencj-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-recorcis, due to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost-sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences. Efficiency-records supply this need. They compare actual

For the performance prediction of multiphase oil recovery processes such as steam stimulation, there is an acute need for three-phase relative permeability data. No fast and simple experimental technique, such as the unsteady state method proposed by Welge for two-phase flow, is available for the three-phase flow. In this paper, an unsteady - state method is presented for obtaining three-phase relative permeability data; this method is as fast and easy as Welge's method for two - phase flow. Analytical expressions are derived by extension of the Buckley-Leverett theory to three-phase flow to express the saturation at the outflow face for all three phases in terms of the known parameters. It is assumed that the fractional flow and relative permeability of each phase are a function of the saturation of that phase. Other simplifying assumptions made include the neglect of capillary and gravity effects. The effect of saturation history upon relative permeability is acknowledged and attainment of similar saturation history in laboratory and field is recommended. The required experimental work and computations are simple to perform. The test core is presaturated with oil and water, then subjected to gas drive. During the test, required data are the rates of oil, water, and gas production, together with pressure drop and temperature. The ordinary gas-oil unsteady-state relative permeability apparatus can be readily modified to measure the required data. The proposed technique was applied to samples of a Berea and a reservoir core. The effect of saturation history upon relative permeability was studied on one Berea core. It was found that increase in initial water saturation has a similar effect upon three-pbase relative permeability as it does in two-phase flow. INTRODUCTION In the light of increasing demand for three-phase relative permeability data for predicting the performance of thermal and other multiphase-flow recovery processes, a simple and accurate method of experimental determination of such data is extremely desirable. Leverett and Lewis 1 described the simultaneous flow method of obtaining three-phase relative permeability data. However, Caudle et al.2 reported that this method is very time consuming and cumbersome. Corey3 proposed calculating the three-phase relative permeability from measured krg data. Corey's theory is based on simplified capillary pressure curves,4 assuming a straight line relationship between I/Pc2 and saturation. Also, Corey's method assumes a preferentially water-wet system. The simplest and quickest method of obtaining three-phase relative permeability data is the unsteady-state method where, for instance, oil and water are displaced by gas. However, in such a test the correlation of average saturation with relative permeability does not give a valid relationship because the rates of oil, water and gas flow in the sample change continuously from the upstream to downstream end. This difficulty in calculating valid relationships was solved by Welge for two-phase flow by deriving an expression for determining the outflow face saturation from Buckley and Leverett frontal advance equations.5,6 In this paper, relations are established to determine the outflow face saturation and relative permeability to all phases in a three-phase flow displacement experiment. PROPOSED METHOD The fundamentals established by Buckley and Leverett5 for two-phase flow were extended to three - phase flow and used as a basis for the derivation of saturation equations. This approach is comparable to Welge's6 use of Buckley and Leverett theory in arriving at expressions to determine the outflow face saturation of the displacing fluid in a two-phase flow system.

Swelling ground is one of the most feared problems in tunneling. Although usually not causing sudden failures during construction, the very large and longlasting deformations give contractors and designers the impression of facing an inevitable phenomenon against which there is no technical defense. Examples are concrete liners up to 1 m (3 ft) thickness that have been cracked or crushed, tunnel inverts that are heaving at 0.1 m (0.3 ft) per week during construction and continue to heave during decades. This paper summarizes essential components of design construction procedures where tunnels in swelling rock can be built to perform satisfactorily. It is important to point out that design and construction cannot and should not be separated. The way the tunnel will be built has to be an integral part of the design. Swelling can be defined as time dependent volume increase and is distinguished from squeezing, another time dependent phenomenon occurring in tunneling. Squeezing involves exceeding the shearing resistance while swelling usually does not. Swelling of rock masses can occur as swelling of the intact rock, swelling of wall rock, of gouge and of filler in the discontinuities of a rock mass, and as a combination of the above. Swelling mechanisms have been discussed elsewhere (ISRM 1983).

ACCORDING to the data of Maier and Ralston1 zinc vapor and carbon monoxide under the conditions in which they are present in a zinc condenser should, from a thermodynamic point of view, react to form zinc oxide and carbon, Zn (gas) + CO = ZnO (solid) + C.
