Within the past few years, the mining industry has taken a new impetus in all its branches. New mines are being opened every day, while old ones, which have been either working at a loss, or have been compelled to shut down, are now gradually being reopened and placed on a paying basis. This growth and new life is due, in a measure, to the discovery of new mining districts, but the most important cause of the progress is the wonderful advance that has been made in all branches of mine-engineering. By means of the important inventions and discoveries that have been made in mechanics, chemistry, and electricity, we are now able to work ores which, only a short time ago, would have been regarded as worthless. We find, for instance, the electrician eliminating two of our greatest difficulties, those of distance and superior elevation, while the mechanic has brought to the highest degree of perfection, not only ore-crushing and hoisting machinery, but all such devices as pertain to the mechanical handling of ores, and, at the same time, the metallurgist, with his combined chemical and mechanical skill, has helped us to extract the precious metals from the most refractory of ores. PREVIOUS studies1 by the writer dealing with the embrittlement of copper have been concerned with the behavior of various pure and deoxidized coppers when exposed to an oxidation-reduction cycle, and the consequent evaluation of these materials on the basis of their resist-ance to this action. No attention was devoted to the variations in pene-tration of embrittlement with time, when these copper materials are exposed to a strong reducing gas, such as hydrogen, nor to the variations in oxygen penetration, with time and temperature, into the "pure" coppers. The cause of the embrittlement is the reduction of the oxygen in the copper by the hot reducing gas, so that a consideration of time, tempera-ture, the occurrence of hydrogen and oxygen must be given. For the purpose of differentiating some of "the involved factors, the present work may be divided into two separate series of experiments. The first of these deals with the oxidation of purified coppers under various conditions and then the subjection of these to a standard hydrogen treatment. The second series concerns the reduction, under different conditions, of tough-pitch coppers of several oxygen contents. The resulting data will give the rates of oxidation, and of reduction, for the materials involved. The first series of experiments will reveal how rapidly copper may become oxidized, while the second series will indicate how rapidly embrittlement will penetrate into an oxygen-containing copper when it is exposed to hydrogen at different temperatures.

A numerical procedure based on nonlinear finite element analysis has been developed for predicting subsidence profile over longwall mine panels. The developed procedure has been verified by comparing predictions with published field observations at several mine panels. This paper presents certain aspects of predicting subsidence profile over mine panels located in hilly terrain. Analysis of four such cases are presented herein.

THE relative partial molar enthalpies of aluminum, gallium, and indium in liquid tin have been measured at 750°K by liquid-metal solution calorimetry. The measured heat effects and the calculated relative partial molar heats of solutions at infinite dilution are listed in Table I along with the relative heat contents of the solutes calculated from the data of Kelley. All of the values are referred to 750°K even though the calorimeter temperature fluctuated by +1°K during the entire series of experiments. The effect of this small temperature variation on the experimental values should be less than the experimental error. The limits of error given in Table I represent the standard deviations of all values from the mean. In no case was the experimental deviation greater than the listed error limits. The reported error estimates only apply to the estimated precision of experimental values and not to their accuracy. Systematic errors could be present in the calorimeter which would affect the absolute values given. Moreover the heat-content data used could also be in error and this would affect the end results. The relative enthalpies used were listed in Table I so that future corrections could be made if necessary. The relative partial molar heats of solutions of aluminum in liquid tin and dilute A1-Sn liquid solutions are large and positive. The value at infinite dilution is given in Table I. In the dilute-solution region investigated the relative partial molar heat of solution was a linear function of composition. A least-squares analysis of the data gave the following expression at 750°K: Atf^ = 6195 - 12,160 A:A1(cal/g-atom) where XA1 is the mole fraction of aluminum in the alloy. This can be compared with the data of Cohen, Howlett, and ever' who obtained the expression: 1SM = 6075 - 10,750 XM at 573°K Apparently both the partial molar heat of solution at infinite dilution and the concentration dependence increase with increasing temperature. GOLD MOVEMENT ON SURFACE OF AURIFEROUS COPPER WHEN LATTER IS SUBJECTED TO OXIDATION SOME years ago the writer's attention was called to the fact that rolling-mill scales from auriferous copper do not have the gold content proportional to the gold contained in the copper from which they are derived. I So, later, he made a few simple experiments, which are described herewith. In: order to test the gold movement on the changing surface of a copper plate under the influence of oxidation, plates 6 in. by 8 in. by I in. (15.2 cm. by 20.3 cm. by 2.5 cm.) of converter copper, refined, of 99.29 per cent. purity, and leaded copper with a content of 95.65 per cent. copper, were obtained. Ten cuts were made through the thickness of the plates along the longitudinal center and the silver and gold content ascertained in each of the 10 samples in both plates, as shown in the accompanying illustration. The assay results, recorded in Tables 1 and 2, show that the gold distribution is relatively uniform in both plates, while silver has greater variations, especially in the leaded plate. The plates subjected to oxidation were placed in a red-hot muffle for about 2 hr., two small scorifiers being used as supports. Arranged alongside each other, they nearly filled the width of the muffle, and so were practically under equal conditions of heat and draft. The accurate observance of the time was not possible, however, because of other work, but the time of the exposure of each plate in a pair was identical. At the end of each period, each plate was plunged into water and completely freed of scale, which was carefully collected, dried, weighed, and analyzed. Samples of the plates had also been taken of the molten metal and duly analyzed. Table 3 contains the analytical data for the two plates and their several sheets, or layers, of oxide scales. The following data concerning the general dimensions and district-location of the blast-furnaces of the United States are intended to supplement a paper of similar title, which appears in volume xiv., pages 561 to 577, of the Transactions, and bring the record to the end of the calendar year 1886. The reasons for presenting the figures at so short an interval since the former paper are that the American Iron and Steel Association has lately issued a new directory of iron and steel works (edition of 1886) from which many of the plants which have been inactive are omitted and new industries added, to such an extent as to materially affect the figures presented in the first paper; and also that the improvement in business has encouraged a production of pig-iron in 1886 in excess of any previous outputs, and the results obtained in the industry at large as well as at individual plants form a better index of what the American furnaces can accomplish than those heretofore presented. The statement will not be extended beyond the production of pigiron, although it could well be made to include the manufactured iron and steel; and while the data given have been verified as far as possible up to the close of the year 1886, no attempt, except in special cases, has been made to note the changes which have taken place since that time—changes which within the next twelvemouth will affect some of the figures here presented. At the close of the year 1886 there were 579 blast-furnaces reported on the active list—an apparent decrease, as compared with my former paper, of 97 stacks; but this was not an actual decrease, since most of the furnaces dropped from the Directory were those which, owing to location, inefficient equipment, or fake of ore-supplies, etc., were considered likely to remain inactive, although a number of them will possibly be temporarily put into blast with iron advancing in price. FREQUENT reference has been made to the increased domestic gasoline demand recorded for 1931. This increase was in the neighborhood of 7,000,000 bbl. Although smaller relatively than that to which the oil industry had become accustomed by virtue of the experience of preceding years, the increase was of substantial amount, particularly at a time when any increase at all could be regarded with eminent satisfaction. Less has been said, however, of the 18,000,000 bbl. decline in gasoline shipments to territories and foreign countries. When the loss of business outside the United States is combined with the domestic increase, there results a net loss of some 11,000,000 bbl._ in total gasoline demand. The gain of 2 per cent in domestic sales gives way to a loss of 2.5 per cent in total domestic and foreign sales. The United States actually has been losing ground in the international gasoline market since 1924, when shipments from this .country equaled 72 per cent of the gasoline shipments from the leading gasoline-producing countries of the world. A loss in relative standing was recorded with each succeeding year. As long, however, as gasoline shipments showed an actual increase, the loss in relative standing was of little concern. Foreign producing centers annually supplied an increasing share of the foreign gasoline markets, but, until the past year, the demand abroad con-tinued to increase at a pace which could accommodate all of the, increased output of foreign plants and yet require increasing quantities from the United States. It was not until 1931 that the various factors were combined so as to produce an actual and substantial decrease in the foreign demand for United States gasoline. Consumption in foreign countries generally declined, while the output of foreign refineries and the foreign manufacture of substitute fuels continued to increase. From our own viewpoint, this meant a loss of some 18,000,000 bbl. of gasoline busi-ness in foreign countries, one-half of it probably due to the lowering in foreign demand and the other half to the increased output of foreign refineries and the increased utilization of substitute fuels.

MOST mineral products are used in the finely divided state, but some are sold in larger sizes. Coal, gravel, metallurgical fluorspar, phosphate rock, hematite, chromite, and other products are sold in sizes coarser than can be treated by many mineral-dressing methods. Gravity separation of coarser sizes by log washing and jigging is probably as ancient as any process now in use. The performance of jigs on a feed with sufficient difference in density of the minerals is excellent, but many families of minerals are too similar in density to be separated effectively by this method. The use of heavy suspensions of fine solids to separate coarse coal from bone and slate has been in use for some years. This separation by sink-and-float was limited until recently to light minerals. Development of galena and ferrosilicon as suspension media, by Minerals Beneficiation, Inc., at Mascot, Tenn., Pitcher, Okla., and Crosby, Minn., under patents granted during and since 1938, has permitted excellent results to be obtained on minerals of very similar densities up to 3.3. This process has been put in the hands of American Cyanamid Co. for exploitation, and further research now in progress may increase the density of suspension obtainable so that separation, at a density of 4,0 may be practicable before this is published. The Huntington-Heberlein dense-medium process, developed in England, is also being commercialized in the United States by Sink and Float Corporation. Du Pont has developed a sink-and-float separation using halogenated hydrocarbons as parting liquids; at this writing, the method is used commercially only on coal but has been successful in the pilot plant on many other minerals using tetrabromethane at densities up to 2.95. While these processes were being developed to extend the range of separation by difference in density to the coarser sizes, the Bureau of Mines was engaged in developing a process that will extend the range of separation by difference in wettability up to 2-in, size. War work has pushed aside its further development indefinitely. The results are published here with the hope that some use may be suggested that will justify post-war development, and so that readers that may be able to make immediate use of the scheme may have the information. In the spring of 1952 Calumet and Hecla Inc. began a geophysical program near Shullsburg, Wis., in the Wisconsin-Illinois lead-zinc district, to assist the geological and drilling exploration programs. Sphalerite, the ore mineral in this area, occurs with a considerable amount of marcasite. In general the higher the percentage of sphalerite in the ore, the higher the percentage of marcasite; however, there may be mineralized zones high in marcasite but low in sphalerite. Orebodies in general are relatively narrow and elongated.

BACK in the early nineties the old Dickerson iron mine in Morris county, N. J., was operated by a vertical shaft 850 ft. deep and by a continuing slope for more than 1000 ft. more 011 an incline of 65", together making the vertical depth about 1800 ft. I was then the general superintendent there. This mine, named for a former governor of New Jersey, had been worked more or less continuously from long before the American Revolution and up to this particular time. The pumping equipment was of the old-time Cornish type, with its long pump-rods running down the vertical shaft and the slope to the sump at its bottom. It was operated by a large flywheel engine in the engine room and all angles were turned by the usual bobs. Saturday was the day fixed for lowering the "suction" into the deepened sump at the bottom of the advancing slope. The mine foreman had gone down with the morning shift to superintend this very vital and particular work, which consisted not only of lowering the "suction" into the sump immediately after the pump had been stopped, but of securing it to the rock and putting in the added sections of column-pipe and of tightening up the numerous bolts at their joints, all before the water rose to the point of working. At an appointed time during the forenoon I had agreed to go down into the mine and join the mine foreman in consultation over any difficulties that might have arisen. At the time agreed I went down by the cage to the bottom of the vertical 850-ft. shaft, and then by ladders down the slope for over 1000 ft. more.

THE peninsula of Nicoya contains virtually all of the known manganese deposits of Costa Rica. These are south and west of the Tempisque River, which flows across the peninsula near its juncture with the mainland. This peninsula forms the westernmost part of the province of Guanacaste, which is the northern of the two Pacific Coast provinces of Costa Rica. The larger villages are connected by ox-cart roads and trails. The area may be covered on horseback without difficulty except during the rainy season, when rivers are in flood and difficult to ford. This is particularly true of the Rio Seco-Guayjiniquil area, where there are no inhabitants and few open trails through the tropical jungle. Santa Cruz and Sardinal are served by the Taca Airlines, two planes a week from San Jose and Puntarenas. The port of Puntarenas has excellent loading facilities but none are available nearer the manganese districts; there ore must be lightered to vessels standing offshore. PHYSIOGRAPHY In Costa Rica there are three physiographic divisions: (I) the central plateau (Mesa Central), a somewhat dissected lava platform upon which are superimposed volcanic peaks, some of which are still active: (2) the Atlantic low-lands and (3) the Pacific lowlands. The peninsula of Nicoya and the larger part of the province of Guanacaste lie within the Pacific low lands. The term "lowland" indicates relation to the central plateau, as the peninsula of Nicoya is largely mountainous. The mountains of Nicoya form the southern extremity of a range of low hills, which are almost continuous along the Costa Rican coast to the Nicaraguan border. The coast line shows evidence of subsidence. The Gulf of Nicoya obviously is the drowned valley of the Tempisque River. The west coast of Nicoya shows many rocks, shoals, bays, inlets and small islands as evidence of a sea encroachment. The altitude of the manganese deposits ranges from o to 800 ft. Topography is of the mature type of wide valleys and low hills, often with abrupt slopes. The climate is tropical and humid; rainfall of 125 in. falls largely between Sept. I and Jan. I. Vegetation often is very dense, the Rio Seco-Guayjiniquil area being truly tropical jungle, containing many hardwoods. HISTORY AND PRODUCTION The production of manganese ore in Costa Rica apparently dates from the first World War. It reached a peak of about 10,000 tons in the year 1919, then declined rapidly. Evidence of this period of prospecting has rotted away or been swallowed by the jungle. The war now in progress apparently revived the interest in Costa Rican manganese and has encouraged further prospecting. The solubilities of the transition metals from scundium to nickel, inclusive, in liquid cadmium were determined by sampling saturated solutions. At 400°C these solubilities (ppm) are:Sc, Co, 22; Ni, 12000. Relative partial molal enthalpies and excess partial molal entropies at infinite dilution for the solutes Cr, Mn, Fe, and Co are compared zoitlz similar data for the post-transition metals. Three new intermetallic phases, ScCd,, TiCd, and Ti,Cd, encozaztered in the course of this work, are reported. Measurements of the solubility of the 3-d transition metals in liquid cadmium have been reported' only for iron. The present measurements for the entire series were made as an aid to the study of the systematics of alloy formation. EXPERIMENTAL The apparatus and sampling techniques used for the solubility determinations were similar to those described by Martin etal.' Temperatures were measured with a Pt/Pt-10 pct Rh thermocouple sheathed in recrystallized alumina and immersed in the solution. The thermocouple was recalibrated periodically during the course of the investigation. Thermocouple voltages were measured to the neares 0.01 mv with a Rubicon model 2732 potentiometer. A scaled-down version of the apparratus, in which the total metal charge was about 90 g, was employed to measure the solubility of scandium. Two-mm ID Vycor filter pipets were used to sample the scandium-cadmiurn solutions; the samples weighed about 2g- Cadmium with a minimum purity of 99.95 pct was used; the only impurities detected spectrochem-ically were C'u and Mg, both less than 10 ppm. The purities of the other metals were: scandium, 99.9 pct; titanium. 99.92 pct; vanadium, 99.9 pct; chromium, 99).99 pct; manganese, 99.9+ pct; iron, 99.90 pct; cobalt, 99.95 pct; and nickel, 99.96 pct. Solidified melts were routinely analyzed spectro-graphically. No significant contamination by the crucible, sampling pipets, or other materials of construction was observed. The entire specimen obtained by sampling was dissolved to preclude analytical errors due to segregation on cooling. Colorimetric methods3 were used for the analyses of cobalt (2-nitroso-l-naphthol), manganese (permanganate), nickel (dimethylglyoxime), titanium (peroxide), and vanadium (thiocyanate).4 Chromium, iron, and scandium were neutron-irradiated to produce The dissolved samples were gamma-counted to determine solute concentration.For the separation of intermediate phases from cadmium-rich alloys selective leaching by saturated ammonium nitrate solutions was employed. The concentration of cadmium in the successive leaches was followed polarographically and the process was terminated when the rate of cadmium dissolution decreased markedly. For the further investigation of intermediate phases 1/4- in. diam powder compacts were pressed at 80,000 psi and annealed in argon at 315" to 330°C for 10 days. Larger quantities of alloys were prepared in sealed tantalum capsules heated in a rocking furnace.

The term "total operation" is meant to include problems that cannot be answered from the standpoint of either the blast furnace or the open hearth separately but must be studied by considering the interrelations of these two processes. There are other ways of expressing this idea, such as reference to the blast furnace and the open hearth as an integrated process or by emphasizing the interrelation and interaction of the two processes. Much progress has been made in metallurgy and other fields by breaking complicated processes and reactions into simpler parts and studying each of these intensively. This intensive study frequently is done under the controlled conditions of the laboratory experiment. The entire process is understood better by this specialized study of each of its parts. This procedure is so satisfactory that an understanding of unit operations is a fundamental requirement of chemical engineering. Much discussion of the open-hearth process is in terms of one heat or one furnace. By this is meant that the conclusions apply to one furnace, wherever it may be. Furnaces seldom occur singly; they are located in groups and these groups are located in steel plants having characteristic blast-furnace equipment. Problems that are affected by the number of furnaces operating, by the number of blast furnaces in the plant and by the fact that the open- hearth shop is dependent on the bla furnace capacity rather than on its o needs for the amount of iron available among those which, in contrast to "u operations," we have chosen to call "to operations." Many of these problems, such as cha ing delays and the general mechani problem of material handling, are familiar that merely to define " total op ations" brings them to mind. These pr lems are of such importance that alrea they have received careful thought 2 study and probably will merit furt study. As will be shown later, these mechan problems are so intimately related metallurgical problems of total operati that the effect of certain changes cannot ascribed with certainty to either a mech ical or a metallurgical cause entirely. Although the problems coming under general term of "railroading" are inclu in the problems of total operations, ' others are selected for the discussion of paper, One of these is strictly a problem composition; the other is strictly a prob of tonnage production. Rates of prisnzatic plastic glide ( {1010}<2110>) in pure Cd crystals have been measured at temperatures from 158° to 276°C. The glide rate is proportional to the 2.75 power of the applied shear-stress. The activation energy is 29.2 kcal per mol. It is suggested that the rates of prismatic glide in Cd and Zn crystals are determined by the strengths of the atomic bonds across the prism planes. ALTHOUGH zinc and cadmium crystals both have hexagonal structures with nearly the same c/o ratios, their mechanical behaviors are quite different. Whereas zinc becomes quite brittle below room temperature, and cleaves readily on (0001) planes, cadmium is very ductile even at 4.2°K, and cannot be cleaved at any temperature. As part of a search for the explanation of this difference in behavior, a study has been made of prismatic glide in cadmium. It complements a previous study of the same phenomenon in zinc.1 The primary glide plane in cadmium is the basal (0001) plane, and the primary glide direction is the direction of atomic close-packing <2110>. However, if a tensile stress is applied parallel to the basal plane, then the shear stress on the basal plane equals zero so basal glide cannot occur. At low temperatures, deformation by twinning occurs; but at high temperatures, it has been found in this study that gliding on prismatic planes (1010) occurs in the close-packed direction. This is completely analogous with the case of zinc, except that lower temperatures are required. EXPERIMENTAL The experiments were done in nearly the same way as for zinc.&apos; Therefore, only the differences in the two sets of experiments will be described here; for other details the reader is referred to the previous paper. Crystals 6 by 6 mm sq were used that were grown from "Super Purity" 99.999 + pct Cd purchased from the New Jersey Zinc Co. The crystals were grown with their basal planes parallel to both the rod axis and one of the flat sides of the square cross section, A close-packed direction in the basal plane was oriented parallel to the rod axis. Gage sections were carefully machined into the crystals, and the surface damage caused by machining was removed with the same chemical polishing reagent as had been used for zinc. Thus, specimens of the same form and size as the previous zinc ones were produced. The crystals were heated to the test temperatures in a silicone oil bath (fused salts were tried first, but they reacted badly with the cadmium). An Instron tensile-testing machine was used for applying stresses to the crystals at various constant strain-rates. RESULTS The general behavior of cadmium crystals is much the same as for zinc. THE study of the possibility of effecting a lower cost in the manu-facture of pig iron reveals the importance of the ever present question of slag chemistry and volume. Factors that determine slag chemistry and volume are the impurities in the ore available, the ash-sulphur content of the coke, and a flux material necessary to promote removal of sulphur. Of these, the ores present by far the major source of impurities and what may prove to be the lowest practical slag volume with desired chemistry in one locality may be considered low or high in some other center of iron manufacture. The Chicago district is not only blessed with ores of high quality, but with excellent coke and flux materials as well. It is the intent of this paper to discuss slag problems at the South Works only, where burdens consist of Mesabi ores, Michigan stone, and coke ranging from 7 to 9 per cent ash and containing an average of 0.57 per cent sulphur. Early in the development of modern blast-furnace practice, the con-sideration of slags was secondary to the many adjustments of mechanical difficulties, such as furnace lines, stock distribution, stove design for obtaining higher blast temperatures, improved chemical segregation and size of raw materials. Furnace operators, after making these improve-ments, turned their attention to the study of other refinements in practice, of which slag chemistry appeared to be the most important. It is only within the last two decades that operators have become familiar with the various aspects of slag compositions. The industry, while rather slow in its recognition, is indebted to such investigators as Rankin,1 Wright,1 Feild,2 Royster,2 McCaffery,3 Kinney,4 Holbrook,5 and Joseph5, whose researches concerning the elimination of sulphur within the blast furnace and the effect of slag composition upon melting point, viscosity, and desulphurizing power have established criteria for the selection of slags of the requisite quality.

The ash-fusion gas producer, blown with air preheated to a high temperature, was perfected by the Société des Houilléres de Saint-Etienne during the years 1920 to 1925, for the treatment of a mixture of ashy fuel and limestone. The temperature, about 1800° C., obtained by using hot air in running the producer, ensures the fusion of all the slag and the transformation into carbon monoxide of every particle of carbon contained in the materials treated.

OUTBURSTS in coal mines have contributed greatly to the hazard of mining operations in localities in which they occur. They have been responsible for many casualties and fatalities and much property damage. An excellent review and symposium on the subject appeared recently1. From a study of the papers included in this symposium, and other litera-ture on this subject2, the following conclusions or statements seem justified: 1. Outbursts are more likely to occur in deep mines; that is, where the coal seam being mined has considerable overburden. 2. Outbursts usually occur when hard, dense, nonfractured coal is being mined. It is believed that in most cases a fault or a pocket of friable or soft or pulverized coal existed some distance behind the dense coal at the time of the outburst. 3. The outburst involves a rending or pushing of the solid material of the coal face, the roof, or the floor outwards and often is accompanied by the discharge of large quantities of very fine coal. 4. Drill holes or borings into the coal ahead of the workings have failed to yield information either from evidence of increased gas pressure or increased gas flow that makes possible the prediction of outbursts. 5. Mines in which outbursts occur are usually considered "nongassy," or only very slightly "gassy"; yet large volumes of gas may be produced at the time of the outburst. Despite the varied conditions and varied locations in which outbursts have occurred, the foregoing general statements appear to be applicable in whole or in part to all the recorded cases. These observations there-fore should be significant and any explanation of the mechanism of the phenomena should be consistent with them. The following suggestion seems to be in accord with this requirement, and is offered in the hope that it may assist in the further elucidation of this phenomenon.

Dynamic rock mechanic as it pertains to blasting has involved several areas of active research effort. Among the important problems which have been the subject of research are wave mechanics in rocks, mechanisms of rock breakage, cratering, applications of similitude, energy partitioning of explosives, coupling, and other related factors. In some of these areas many problems have received fairly complete answers, while in others, investigations have raised new questions while attempting to answer existing ones. The slabbing mechanism explains many of the phenomena observed in blasting, but is hot the complete answer to observed breakage and fragmentation phenomena. There is currently a gap between coupling experimental results and theory. Applications of similitude to open pit blasting have been made unnecessarily complicated. Basic scaling laws for large true and apparent craters have not been derived for either chemical or nuclear explosives. There are few useful data and little developed theory on the partitioning of energy of explosives in all types of blasting. No suitable mathematical model has been developed which will describe the stress waves in rock which are responsible for rock breakage: Significant progress has been and is being made in these areas of research, however. ELASTIC AND NONELASTIC WAVES Complete solutions for spherical wave equations in viscoelastic media are not available in the literature. Equations for certain viscoelastic models do show limited promise, however, of being applicable to rock masses, particularly for pulse type phenomena. THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.
