ESSENTIAL requirements for ensuring safe working atmospheres in underground metal mines are planned systems of ventilation and provision for effective distribution of sufficient volumes of air by auxiliary equipment. Investigators1 in the past have suggested that quantities of air supply ranging from 300 to 800 cu. ft. of air per minute per man underground are necessary, to establish adequate general ventilation. These fundamentals are just as important as the use of water in dust suppression, control of blasting, the use of personal protective equipment, frequent inspection of working areas and education of employees in good dust-prevention practice. During the past two years the necessity for direct control of the underground working environment has become particularly urgent. The increase in production rate, with two-shift and three-shift operation replacing the single shift, has complicated the problem of dealing with excessive concentrations of blasting fumes and gases, carbon dioxide and monoxide, heat and oxygen deficiency. Although previous industrial hygiene programs had given consideration to these factors, they were generally regarded by mine operators as secondary to the control of dust hazards. Today, blasting smoke in a mining area means delayed production because the miner cannot return to his work place after a short interval. Smoke on the haulage level means a safety hazard and exposure of the underground employees to excessive concentrations of atmospheric contaminants. Exposure to the moderately excessive concentrations of carbon dioxide and monoxide found in metal mines has caused physiological disturbances and a decreased capacity for work; deficiency of oxygen, in some cases to as low as 3 per cent, has resulted in fatalities. During the past 10 years the Saranac Laboratory2 has been associated with the iron mines in the Upper Peninsula of Michigan and Wisconsin in developing and maintaining an industrial hygiene and silicosis-prevention program. At present, about 35 underground iron-ore mines are operated full time in this area. With two exceptions, all of them are ventilated by main fan installations installed either on surface or underground. ,The types of mining used in these mines may be classified either as sublevel cave, radial top slice or sublevel stope, and the procedures commonly employed in the ventilation of these three types are described in Figs. 1 and 2. A number of different methods of mine ventilation had been in use in this area when the study was started. Natural ventilation had proved unsatisfactory. The wide variation between low air volumes during the summer months and higher volumes during winter led to unpredictable conditions that were difficult to control. SOME 40 miles east of Tampa is the center of the Florida pebble phosphate deposits. These are of Pliocene age and consist of several members of the Bone Valley formation.1 Physically the phosphate-bearing formation, locally called the "matrix," varies in thickness from nothing to about 25 ft., usually averages 10 ft., and consists mainly of clay, quartz and phosphate pebble, the latter particles varying in size from colloidal to one inch diameter. The pebbles range in color from dark gray, through white, to cream, and in hardness from that which must be broken with a hammer to that which can be scratched with the fingernail. They assay from 66 to 80 per cent bone phosphate of lime (called "B.P.L." in the trade) or tricalcium phosphate (Ca3P20s) and are secondary apatites. They form from 15 to 50 per cent by weight of the matrix, Over the matrix lies a varying thickness (5 to 40 ft.) of overburden composed of quartz and clay. Briefly, mining consists of two operations2 in open pits about 200 ft. wide by ½ mile or more in length. In the first step overburden is removed by large electric draglines at the rate of about 700 cu. yd. per hour. This is followed closely by hydraulic mining of the matrix at the rate of about 300 cu. yd. per hour. This matrix yardage is moved from an improvised sump in the floor of the pit to an ore-dressing plant, some-times a mile distant, by one, two or three "pit-cars" (pumping units) working on a 12-in. pipe line called the "rock line" to distinguish it from the high-pressure water line feeding the hydraulic giants, which is known as the "hydraulic line." This 700 yd. of overburden and 300 yd. of matrix-1000 yd. in all-amounts to about 1500 tons of material moved each hour. The over-burden is dumped into the mined-out pit alongside the pit being mined. The matrix moves to the ore-dressing plant at the rate of about 7 ½ long tons in 4000 gal. of water per minute-a ratio of approximately one to two by weight, or one to six by volume. This constitutes the "mill heads," but in the pebble district it is called the "matrix."

CORUNDUM, little publicized as an industrial abrasive, has, in its small way, contributed greatly to the production of many specialized items vital to our war program and to our allies. Optical elements of the highest quality for range finders, bombsights, and scientific instruments; precision metal parts for torpedoes and airplane engines; quartz crystal plates for military radios; armorplate and malleable castings for tanks and guns; and eyeglasses for everyone; these are some of the products that corundum has helped to produce in the quantities needed and on time. Unlike metals and many other raw materials, corundum is not incorporated into any of these finished products. It is simply a grinding medium used to produce the desired finish or precision; an operating supply or tool, so to speak. With a Mohs' scale index of o, corundum ranks next to the diamond in hardness among the natural minerals and is superior to emery and garnet. The gem varieties of corundum, including the Oriental ruby and sapphire, are frequently more highly prized as jewels than the diamond. It is the intent of this paper to deal only with a description of the corundum industry, the administration of wartime control, and certain economic aspects as seen by the author. Several references are listed to assist anyone who wishes further information on the geological occurrence of the mineral. ORE PRODUCTION AND CONSUMPTION For the past two decades, South Africa has been the world's sole producer of corundum ore. A possible exception is Russia, where, it is understood, there was considerable production during the thirties for domestic consumption but for which statistics are lacking. The United States is the world's principal consumer of corundum ore; imports for the period 1934 through 1940 averaging 3000 short tons per year. The years 1935 and 1936 were close to the 5000-ton mark, and imports during 1941, the last prewar year for which statistics have been released, were approximately 6000 short tons. Again lacking statistics on Russia, the United Kingdom ranks second, but far below the United States in consumption of ore. Historically, corundum has been found in some 35 countries throughout the world, but the principal deposits are in South Africa, Canada, Madagascar, Russia and the United States. Deposits are generally small and subject to rapid exhaustion. Thus, the United States was the principal world producer for the period 1870 to 1900, when operations ceased except for two years during World War I. India was a producer of ore from 1898 through 1921, with peak output in 1916 through 1918. Canada came into production in 1901 with substantial output of ore and finished grain until 1914; the production thereafter was smaller until 1921. Madagascar has produced ore since 1910 but has had important output in only a few scattered years. South African production started in 1912,

DURING the 30-year period spanned by these annual Howe Memorial presentations, many lecturers could proudly claim a kinship either as a student or an associate of the man whose memory we honor. Although it has been my good fortune to have attended many of these annual lectures, it was not my privilege to have known Henry Marion Howe personally. However, his great repute as teacher and scientist was known to all undergraduates of my day and the later years have enhanced my appreciation of his wisdom and foresight. Those who knew him well have said he derived particular pleasure from speculations on the future world of metallurgy. For this reason, I feel that perhaps he would not be unsympathetic to a lecture in his honor which departs from the highly instructive scientific presentations made in the past by so many able Howe Memorial lecturers, and which is concerned more with the practical phases of various steelmak-ing processes and some speculations on their future form and relative importance. The word "revolutionary" is frequently applied to each seemingly important improvement in the production of steel ingots, but in retrospect these changes, impressive as they appear at the time, are merely steps of progress. In the hundred years from the inception of tonnage steelmaking, only three processes can be truly classified as revolutionary. They are the pneumatic process, known in this country as the bessemer process; the reverberatory method called the open hearth process; and, the electric furnace process. There have been many variations and combinations of the three fundamental methods, but they remain truly the only revolutionary methods in steelmaking since its early history. Everything else has been evolutionary, in effect. doing the same things that we have done in the past but doing them better, correcting our errors through experience, and slowly but inevitably reaching a higher state of accomplishment. It has often been said that coming events cast their shadows before, and the production of steel ingots is no exception. As a result of the unrelenting demands of World War I1 and the years that followed, truly impressive progress has been made in steel ingot production. The incessant pressure for immediate results during this period required the employment of initiative and daring, as in few past decades, and many developments were brought to fruition. Of equal importance is the possible effect on future steelmaking methods of the many ideas initiated but still in formative stages. Fig. 1 portrays ingot production in the United States by the three fundamental processes over a period of 75 years and is interesting because it poses some questions as to future trends. The early ascendancy of the bessemer, its replacement in importance by the open hearth process, the amazing growth of the latter, and the recent challenge of the electric furnace are evident from the chart. Management is fully aware of these changes, but is even more interested in the future trends. Our concepts of the relative importance of the more recent developments and their possible effect on future processes may perhaps be best exemplified by a specific, hypothetical problem. Let us assume management is contemplating a new ingot producing plant with an output of 100,000 net tons per month, located in an area where some purchased scrap may be obtained but where by far the largest component will be own-produced blast furnace iron. Management requires a process or combination of processes which will yield highly uniform quality characteristics in the ingot form, and represent the soundest selection in investment and operating cost. Under these conditions, the obvious selection for the past four decades has been the open hearth process but, in view of more recent developments, management may believe that it is no longer permissible to disregard other possibilities with impunity. Accordingly, to be assured of the best possible selection, they request that you review not only the possibilities of utilizing the conventional open hearth, duplex, bessemer, and electric furnace methods, but also the more recent developments, such as the turbo-hearth, the Linz-Donawitz method, the Perrin modifications, and other possibilities. With this background, one might then appraise the relative importance of these methods to meet a specific need, and concurrently speculate on the forms that future ingot processes will assume and the relative importance of these processes.

Small particles, 10-20 microns diameter, of a 28.6 atom pct nickel, balance iron alloy, have been supercooled 186 C with respect to bulk alloy M, temperature. Particles exhibit a marked mechanical shock sensitivity while being held in a supercooled state. The tendency for shock to induce martensitic transformation appears to be a maximum at —140 to —160°. Slow cooling of particles in mechanical contact with one another results in extensive martensite formation. This is prob-ably the same effect as the catalytic effect observed in polycrystals where martensite formation in one grain induces transformation in other grains. AS a result of extensive research over the past decade on the martensitic transformation, a much better though not complete understanding of the transformation has resulted. The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion con- stituting endowments for especial purpose?s. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

IF THE engineer is to go into politics, as I think he should, I believe the curriculum of every engineering school should be amended to include a good stiff course in public speaking. My observation has been that the engineer in private conversation can scintillate as brightly as a life insurance agent or an oil stock salesman, but before an audience, with rare exceptions, he is a total loss. He will not get up and talk. He hides his light under a bushel, and sits on the bushel as dumb as an oyster. I have seen meetings of the Utah Section at which some topic of general interest to the members was up for discussion, and where an animated debate was the logical thing to expect. After the chairman states the subject and invites discussion, there is dense silence. Finally a member, bolder than the rest, gets up and with trembling voice and knees makes a motion. The motion carries, the meeting adjourns, and then the members gather into groups and begin to discuss the question seriously -and intelligently, giving cogent arguments on either side and embellishing their remarks with appropriate or inappropriate epithets illustrations and figures of speech. Now, I am not pleading for more speechmaking. The good Lord knows we have too much of this great American indoor sport already. But I think every man ought to be able and ready to express his opinions at the proper time. Some men have a reputation for wisdom because they do not talk much. We speak of the wise old owl because she never speaks, but in my opinion the owl's reputation for wisdom is vastly overrated. silence is more apt to be a cloak for stupidity than for wisdom. The person who has ideas can- not exert any influence by keeping them locked up in his own mind. The great motive force of the world is not muscle, but ideas, and ideas in order to get in their work must be released.

Joule-THomson coefficients for two natural gases were determined at pressures up to 600 lb. per sq. in. throughout the temperature interval between 70" and 310°F. From these primary data and available information relating to the isobaric heat capacities of the components at infinite volume, the heat capacities of these gases were computed throughout the above-mentioned range of pressures and temperatures. The enthalpies of the gases were computed as a function of state and the results compared with values obtained by several methods of prediction currently available. Relatively small samples of these natural gases were available, together with their analyses, and the Joule-Thomson coeffi- The Joule-Thomson coefficients were determined by measuring the change in temperature resulting from the passage of the gas through a porous thimble with a known pressure difference and under such conditions that the process was substantially isonthalpic. The details of the apparatus employed for this purpose have been described.' It is believed that the changes in temperature and pressure were ascertained with an uncertainty of not more than 0.3 per cent. However, as a result of deviations from steady flow, it is probable that uncertainties as large as 2 per cent may exist in the measured Joule-Thomson coefficient. The gases utilized in this work were taken from high-pressure separators and were dried prior to use by passage over calcium chloride at pressures in excess of 300 lb. per sq. in. The gases were subjected to the conventional fractionation and Orsat analyses. The results are recorded in Table I. The composition is typical of gases from such sources, with the possible exception of the presence of significant quantities of carbon dioxide in each of the samples. Probably the earliest sinter from lead ore was made in the product sinter boxes attached to some hand reverberatory roasters. The ore was drawn from the roaster bed when dead roasted, and then by laborious effort fritted together by rabbling at a high temperature in the sinter box. This was not a true sinter, but was a great improvement over the dusty dead-roasted fine ores. The Huntington-Heberlein pots were the first real advance in the art, and produced some real sinter. They required that the sulphides be preroasted to 5 or 6 per cent sulphur, and the long cycle of operating and deep bed of material used in the pots fostered the formation of densely fused material and fines. This necessitated crushing of the densely fused cake and returning to the next charge large amounts of fines screened out. The Huntington-Heberlein pots made comparatively high lead losses because the deep bed and high internal temperature together favored the volatilization of lead. Lime (CaO) was added to the charges, and this addition constituted the patented feature of the Huntington-Heberlein process. Its sole function we now know was to act as an isolator of the sulphide particles, and any other substance—for instance, iron oxide—of equal fineness performed the same function. The Savelsberg process used limestone instead of burned lime, and in this there was a definite advantage. The converting of CaCO3, to CaO is a highly endothermic reaction, so the lime acted not only as an isolator of sulphide particles but absorbed excess heat and to some extent prevented premature fusion of the sulphides. The Carmichael-Bradford process used gypsum instead of limestone, and had the disadvantage of adding more sulphur to a charge from which it was desired to eliminate sulphur. Here again the gypsum served only as an infusible isolator of sulphide particles. The first Dwight-Lloyd apparatus to sinter lead ores commercially was installed at Perth Amboy in 1907. The fact that lime in any form was necessary to sintering was quickly disproved by making excellent sinter from Bunker Hill and Sullivan table concentrates, silica sand and iron oxide only.

1 1.4-1. Source of Water. Precipitation in the form of rain or snow is the original source of water that enters most surface mines. The precipitation, which does not escape to the atmosphere, either becomes surface run- off or infiltrates into the ground to become ground water (3,4). Evaporation and surface run-off can be measured. The water that infiltrates the ground disappears from view and is more difficult to evaluate. In general, it moves in a pattern similar to the surface run-off, but at a much slower rate, since its progress is impeded by many subsurface conditions. The infiltrating water descends through the soil and rock by whatever passageways permit flow until the water table or top of the zone of saturation is reached. Though usually pictured as a level surface, it is dependent upon the topography and the permeability of the enclosing material, and therefore it can be as erratic and unpredictable as the subsurface geology. Ground water may become surface run-off again at a lower point, and likewise, surface run-off of lakes and streams can infiltrate to become ground water. Should the ground water be confined to a permeable zone overlain by an impermeable barrier, a pressure is created. Such water is said to be artesian if the pressure head is sufficient to raise the confined water to the surface. These conditions are more commonly found in relatively flat-lying bedded formations. 11.4-2. Recognition and Estimation of Water. Dewatering and flood control should be considered by the design engineer at an early stage in all surface mine planning. Recognition of the possible problems, and making allowance for their solution, is an inexpensive precaution. Circumstances which should lead to investigation are: 1. High rainfall 2. Experience of other mines in the area 3. Evidence of water and caving in drill holes 4. Presence of springs and artesian wells 5. Geological evidence of aquifers.

An official of one of the prominent iron companies of the South recently made the following statement during a discussion of the present conditions of the Southern iron business: " The trouble with us in the South has been that we have been satisfied to buy iron and coal lands, build blast-furnaces, and make pig-iron. We stopped at pig-iron, and as a result we are all poor. The South needs diversified industries, and needs to work up its raw products into articles the Southern market can use. If we had realized this sooner, some of us might now be rich." The South is awakening to this view, and in the Birmingham district alone one basic steel-mill is already in operation, and in a year's time another and much larger one will be turning out rails and shapes, with rod- and wire-mills in prospect. It is to chronicle another metallurgical step forward in the same district that I have prepared the following description of the new by-product retort coke-oven plant recently put in opera-

Receiving the Richards Award is undoubtedly the most memorable event in my entire life. There should, however, be more names engraved on it. These are the names of men who were my teachers (but not all of the academic variety) and my friends, each of whom had a part in my ever continuing education and thus have a part of this award. There was Bill Caldwell who made me into a chemist, and Will Shorey who added a lot of ore dressing. There was Rush Spedden who put me to work in his minerals research lab, Joe Brennan who made me turn my research into plant practice, and Tom Meek who sent me all over the world on metallurgical jobs. Bob Cheatham and Abe Dor taught me to try to give the client what he needs rather than what he wants, while Ed Malouf and Casey Davis always gave their particular brand of advice at exactly the right time. And, lastly, there was Leo Abell and Frank McQuiston, both fine metallurgists and the best friends a man could have. In addition to those I have mentioned, there are literally scores of others I would like to acknowledge with my sincere appreciation.

WHILE the effect of the cold-junction temperature has been known by many, its consideration has been ignored in a number of installations, resulting at tunes in a very considerable error. In fact, the magnitude of this error may amount to over 100° in some cases. Numerous methods for automatically compensating for cold-junction temperature changes of thermocouples have been proposed and used in connection with millivoltmeters. One of the earliest proposed was that shown in Fig. 1. A bare resistance wire was immersed in a column of mercury located near the cold junction of the thermocouple. An increase in temperature near the cold junction resulted in a rise of the mercury column, which short-circuited more of the resistance wire causing an increase in the potential difference across the millivoltmeter, which compensated for the decreased electromotive force of the thermocouple.

The many complexities arising from our present oil pool proration systems emphasize the need for a suitable standard of property rights. Attempts at conservation and unitization agreements have frequently failed because of the lack of such a standard. The necessity of reducing production to consumption has caused umpires, committees, commissions and other governing bodies to allocate the production of flush fields among the respective owners. The methods of allocation vary widely and conservation of underground reserves is frequently neglected or misused. Critical economic conditions increase, rather than modify, competitive methods. In some fields we have irregular and uneconomically close well spacing. Many operators drill unreasonably large holes, take excessive sand penetrations or leave their wells untubed in order to secure higher potential open-flow tests than their offsets. All of these practices result in economic waste and frequently damage to the pool. Regardless of our agreement with the fundamental principles of proration or unitization, both are actual necessities in many of our present economic situations, and we are in urgent need of a suitable standard of rights to facilitate and simplify their operation. The problems pertinent to unit management are simple and of daily use in many partnership enterprises, but the problems of fair and proper division of production under either proration or unitization are, as yet, subject to controversy. The rights of respective owners must be ascertained and standardized before we can eliminate wasteful practices and still preserve constructive competition in our industry. Valuation of Tracts In a recent unitization conference it was found that each participant had a different basis for calculating the relative values of tracts. Some of these assumptions were as follows: 1. Unrestricted open-flow operation to abandonment. 2. Current proration system to abandonment.

THE proposed revision of the mining law as set forth in the Arentz Bill, now before Congress, is centered about the pretty commonly acknowledged f act that the present law is outlawed both by the large mining companies and the United States Land Office. By common agreement, the law of the apex is non-opera¬tive as between adjacent properties in many instances, and this practice is becoming more common. - If this is a fact, there is no escape from the conclusion that the law is antiquated and should be revised to meet modern conditions more equitable. The thing to be considered seriously is in what direction and to what extent the laws should be changed. Before deciding this, it is logical to inquire in what particulars the present law is troublesome or useless. This was all threshed out by the committee of the Bureau of Mines that worked out the proposed bill, but their testimony was not placed before the public, so far as 1 am aware. Most mine managers and engineers connected with producing properties are a unit in agreeing that the law as applied to the underground extension of orebodies, that is, the "law of the apex," as it is called, is the source of more litigation and expense than any other phase of the law, or perhaps than all other phases combined. This being true, it seems that this part of the law should be changed. Another phase which is troublesome and will continue to be so long as there is unpatented mineral land on the Public Domain, is the discovery requirement. The present law requires that a dis¬covery be made before a claim is staked and the courts certainly agree that such must be the case before patent issues.
