The erection of large metallurgical establishments for the treatment of gold, silver, copper, and lead-ores, at railroad arid topographical centers, where fuel and fluxes, together with proper oremixtures, can be cheaply and constantly obtained at all seasons of the year, has led to the very general introduction of a system of ore-handling known as "public sampling." By this system the ore, instead of being shipped direct to the mill or smelter, is sent to a public sampler, where it is crushed and sampled. Guaranteed samples are sent to the different metallurgical establishments, and the ore is then sold to the highest bidder. This paper takes a look at the optimal velocity to be used in coal mine entries and determines a statistical relationship for optimal velocity that can be applied under current mining conditions. This relationship provides the optimal velocity for coal mine airways under variations in power cost, mining cost differential, airway friction factor, time value of money, airway lifespan, and quantity of air carried. This enables the ventilation engineer to make an easy, rapid determination of the optimal velocity for planning purposes.

Continental Materials Corp. operates two under- ground uranium mines in the Crooks Gap district of central Wyoming. Both mines are developed as slusher mining operations through vertical shafts with single level haulage to slusher pocket loading stations. In general, operations at both mines are similar except for depth and some minor details. The shafts are identical in cross-section, each with a 4 ½ x 5-ft hoisting compartment and a 4 ½ x 5-ft manway. Kimberley-type skips are loaded from measuring pockets through air-operated guillotine gates. The Seismic shaft is 245 ft deep and the Reserve shaft depth is 585 ft. The Seismic shaft was sunk in 1957 and the mine has been producing 200 tpd since 1958. The Reserve shaft was sunk in 1960 and the mine is still in the development stage. The hoists of both mines are equipped for semi-automatic operation; that is, they are mechanically controlled to perform a certain cycle of duty and then stop until another cycle is manually initiated. The Seismic hoist, however, was originally a conventional, manually controlled unit; the reserve hoist was installed as an automated system.

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. Conquista, the uranium mining and milling complex owned jointly by Continental Oil Co. and Pioneer Nuclear, Inc., has begun operations in Falls City, Texas. The mill has been designed to produce 1.5 million lb of U3O, from 600,000 tpy of ore mined. Currently, the plant processes a maximum 2000 tpd of ore. Mine Planning Texas ore deposits are small and scattered in comparison to other uranium mining districts. Those to be mined at Conquista range from a few acres to more than 100 acres in size. Ore thickness ranges from a few inches to over 15 ft, and depth from less than 20 ft to more than 170 ft below ground surface. Distance from the mill ranges up to 35 mi.

A process breakthrough was needed for the complete destruction of total cyanide influent as high as 100,000 mg per 1, or below 1 mg per 1, to produce an influent with total cyanide below the limit of detection. The process uses ozone for the total destruction of cyanide and metal cyanide complexes. It was found that while ozone alone reacted with the iron cyanide complexes too slowly for practical application, ozone at slightly elevated temperature became more effective, and ozone with ultraviolet light became effective enough to permit the design of a successful system.

The Surface Mining Act of 1977 required a study by the National Academy of Sciences regarding the special mine reclamation requirements of Alaska. The status of mines operating and planned in Alaska will be presented. New mines opening in Alaska must establish a baseline inventory of plants and animals in the mine site area as well as determine pre-mining air and water quality. Current work in these areas will be summarized. Reclamation practices in Alaska and other Arctic countries as practiced currently will be described. A summary of current research in Alaska dealing with revegetation on surface mined lanais, re-establishment of animal populations, and water treatment processes necessary in this pristine environment will be discussed. Included will be future predictions of the direction of mine reclamation in Alaska as more mines enter the industry.

The comments by George L. Gates are appropriate to the characteristics that we sought to feature in our study and they are appreciated by the authors. In our laboratory deposition tests the smoothness of the surface seemed to be more important than the type of surface. However, we also noted that even where very smooth glass, plastic or polished metal coupons were used, scale deposition still occurred though the rate varied. Much more information is needed, however, and new work to solve the mineral scale deposition problem by mechanical and chemical means is expected to continue.

Longwall coal mining is a growing mining technique in the United States. However, very little premining exploration data are collected presently by coal companies to 1) select coal winning equipment, 2) select and design face supports and supports in gate and tail entries, or 3) optimize operational parameters such as length, width, and orientation of face. The authors are of the opinion that much of the data needed for mine planning and design for longwall mining can be obtained during exploration. In this paper, the authors identify the data requirements, discuss how these data can be obtained during exploration, propose an exploration program and estimate the cost to obtain the necessary data.

As Dr. G. 0. Smith has already discussed these propositions from the standpoint of the experience of other countries, I shall base my criticism upon certain general economic principles, which will be grouped under the following five topics: 1. The dual theory of property. 2. The essential factors in fixing prices. 3. The relation of land ownership to the distribution of wealth. 4. The relation of land ownership to speculation and development. 5. The relation of land ownership to the political power. I shall give here only a brief outline of these topics, as they are fully treated in the standard treatises on political economy.1

IN 1923, Oklahoma took second place as an oil-producing state; whereas in 1922 it was the leader. California surpassed it, in 1923, by nearly 100,000,000 bbl. In 1923, Oklahoma produced, according to statistics of The Oil & Gas Journal, 165,013,685 bbl., or an increase of approximately 10 per cent. over the preceding year; the increase in California was approximately 90 per cent. The number of wells drilled in Oklahoma and the results of the two years are contrasted in the following table from data published in a preliminary bulletin by the U. S. Geological Survey. 1922 1923 Oil wells 4,149,68%. 3,515, 60% Gas wells 571, 9 %u 587, 11% Dry holes 1,428,23% 1,731,29% Total wells 6,148 5,833 The initial production from wells drilled in Oklahoma in 1923, according to The Oil & Gas Journal, was the largest in the history of the state, being 1,277,936 bbl. It has been 32 years since oil development began in the state, last year being the largest in the amount of production. The production of the past year would have been considerably greater were it not for the shutdown order in the Burbank field and curtailment of production in the Hewitt and Tonkawa pools.

THE trend in modern building construction is definitely toward the use of weight-reducing materials. The basic advantage of lighter structural weight is obvious; reduction of dead load with retention of equivalent strength affords the possibility of increasing the live load, or if this is not desirable or necessary it makes feasible a reduction in size of structural steel members and corresponding savings in other phases of construction. Among the weight-reducing materials and practices rapidly gaining favor are the use of light-weight patented insulating board to replace back-up tile or units, particularly in home construction; introduction of aluminum alloys to replace steel for many purposes; manufacture of porous brick, the use of which materially reduces the weight of masonry walls and partitions; and the use of self-rising vesicular concrete, diatomite and sawdust tile, porous gypsum, or gypsum tile for nonload-bearing partitions and walls. Even building accessories are being designed to save weight and space; one of the most striking examples of this is improved radiator construction. Concrete technique is keeping pace with the rest of the industry. Burned shale aggregates now available in many sections of the country will make concrete weighing only 100 lb. per cubic foot, saving roughly 35 per cent. in weight and sacrificing none of the strength of a rock-sand mix. It may be more expensive, but actual experience has shown that the saving in dead load will effect a reduction in structural steel which in many instances will more than offset the increased cost of the aggregate. The vesicular nature of most light-weight aggregates gives the concrete especially good insulating, fireproofing and soundproofing properties; yet absorption is comparatively low. Strangely enough, however, the increased use of light-weight aggregates appears to have augmented the demand for ordinary aggregates in concrete construction rather than to have decreased it. Light-weight aggregates have widened the field for concrete structures and, since the producers do not attempt to recommend the use of their material except where weight or other special properties are important factors, impetus- has been given to sales of other aggregates.

Discussion of the paper of LAWRENCE ADDICKS, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1471 to 1484. L. D. RICKETTS, New York, N. Y.--In the Southwest we have stored up millions of tons of tailings in which the copper exists partly as sulphide and partly in an oxidized condition. Mr. Addicks' first paper suggests a, likely process for the treatment of such material. His second paper 1 deals with the recovery of copper from clear solutions of notable strength, and such solutions may come from the sulphating roast or direct from the leaching of completely oxidized copper ores of which vast deposits are known to exist. What strikes me particularly about the latter paper is the keen perception shown and the clear manner in which the writer has attacked the fundamental principles of the process. He calls your attention to the fact that ferrous sulphate is necessary in the electrolyte and is an ideal depolarizer; that sulphurous acid must be, used to reduce the ferric sulphate produced and thus prevent re-solution of copper at the cathode; that mechanical agitation in the cell, in order to bring the ferrous sulphate in contact with the anode and the copper in contact with the cathode, is essential to efficient work; that lead anodes are

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metaliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land the surface of which is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar" method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago, has become valuable agricultural land dotted here and there with growing towns. Frequent references. will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are equally applicable to all coal-mining states. Briefly stated, the question: is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.
