Expressions are derived for tke orientation factors appearing in the Grana to -Lucke theory of dislocation damping, for fcc crystals. The factors are given as functions of the elastic constants, the direction cosines of the specimen axis, atld the direction cosines of the particle displacemeizts, for darnping due to dislocation motion on each of the twelve possible slip systems as ixell as lor simultaneous dislocation rnotion on all twelve systems. RECENTLY Green' has outlined the general procedure for calculation of the modes of wave propagation in a single crystal possessing a given crystallo-graphic orientation. In addition he has suggested how the results of such calculations along with calculations of the resolved shear-stress factors for slip enable the orientation-dependent factors (orientation factors) appearing in the Granato-Lucke theory of dislocation damping to be calculated. However, reen' assumed that the maximum stress on dislocations was in the direction of the particle displacement of the elastic wave giving rise to the dislocation damping. The present cal'culations show that this is an oversimplified approach appropriate only to special cases of high crystallographic symmetry. The exact calculation of stress on the dislocations can only be obtained by resolving the nine components of stress associated with the elastic wave into the appropriate slip direction and then summing. In this paper the general expressions for orientation factors are derived for fcc crystals in terms of the elastic constants, the direction cosines of the particle displacements, and the direction cosines of the specimen axis, bearing in mind the point mentioned above. Equations are presented which give the orientation factors for damping due to dislocation motion on each of the twelve possible slip systems as well as for simultaneous dislocation motion on all twelve systems arising from elastic-wave propagation. These orientation factors are appropriate to attenuation measurements made by the pulse-echo technique, where the elastic wave is a traveling wave. They will be compared with those for the case of a standing wave as derived by Granato and Lucke which are appropriate to measurements of internal friction by the resonance technique. The expressions for the orientation factors are compared with the five values given by insruch,' based on unpublished work of Granato and Liicke, for positions of highest symmetry in the stereographic triangle. The various equations derived for modes of wave propagation and orientation factors have been evaluated for the case of aluminum crystals at 1-deg intervals throughout the stereographic triangle. These results will be presented in the form of contour diagrams in a subsequent paper3 and their relevance to ultrasonic measurements discussed. ORIENTATION FACTORS The coordinate system used for the calculations is shown in Fig. 1 and all specimen axes are taken to lie in the shaded standard triangle. COAL petrology is the study of the lithologic composition and texture of coal and includes megascopic as well as microscopic differentiation. Coal petrography is a quantitative study, principally (but not exclusively) microscopical in nature. The distinction between coal petrologic and coal petro-graphic studies usually is not important, but it is important to recognize that these studies differ materially from other types of petrology that deal primarily with minerals. The petrologic entities* of coal are less clearly distinguished than most minerals and the basis of distinction is not always clearly expressed. The relation of coal petrology to geologic, mining, and technologic problems is most evident when results of coal petrologic studies can be stated quantitatively. The chemical and physical composition of coal and the determination of its quality and properties are continuing problems. The source of these problems lies in the heterogeneity of coal and in its almost complete insolubility in ordinary solvents at normal temperatures. The empirical and comparative character of standard chemical coal analytic values is one of the consequences resulting from heterogeneity and insolubility of coal. Nevertheless, these coal analytic methods are highly technical and diversified. Coal petrol.ogy employs a group of similar analytical methods which provide information about coal that the other methods cannot supply. The heterogeneity of coal is most clearly demonstrated by means of petrologic studies. The properties utilized in coal petrologic studies are related to texture (size, form, and association), hardness, light reflectance, and light absorption and transmission (color). Size relations are most evident but are commonly overlooked. Coal is classed chemically as a mixture, and chemical analyses thus show the composition of the sample as a whole. Geologically coal is an organic clastic deposit, derived from diverse plant fragments and particles having a size range comparable to that of a conglomerate or breccia. The mixture of different materials that compose coal, large and small, can be realized only by microscopic study. This is because the fundamental cellular units of plants, from which coal is formed, are microscopic in size. The kinds of altered plant particles and fragments in coal have specific differences in hardness, reflectance, and color that signify differences in composition. These differences must be taken into account in evaluating the aggregate properties of coal. Terminology and Texture Full discussion of terms applied by various petro-logists in analysis of coal is beyond the scope of this article. For convenience the simpler types of petrologic entities that are defined without reference to lithologic occurrence or texture will be called coal components. The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.

The overall success of many strip coal mining operations depends primarily upon the efficient use of draglines to remove overburden. These machines require enormous capital investment and unless used efficiently the profitability of a venture is adversely affected. It is important that the dragline works continuously and it is imperative that the walking path and other facets of its operation be predetermined exactly so that the desired production rate is achieved with a minimum of non-productive time. Details of dragline operations which are of particular interest are walking path, prediction of best cut and positioning to maximize production, the angle of swing which produces the swiftest operation, optimum fill factor allowable for the type of material and conditions of ground, the maximum depth from which it can excavate and operating level with respect to the elevation of the high wall. The aims of the present paper are: 1. To establish a cut-off point in the cost-depth ratio. 2. Predict the most economic method of stripping in a given area using graphical plots of walking path implemented with information necessary to ensure optimum production. The optimum operating efficiency of the dragline in relation to the terrain and other conditions imposed on its operation will be evaluated. The model is based upon operating data which has been collected from site observations of a large strip coal mining operation in Central Queensland, Australia.

KEYES, Des Moines, Iowa (communication to the Secretary*):-It is with pleasure that I acknowledge the value and interest of the historical notes on early mining at Lake Valley, contributed by Messrs. MacDonald and Courtis. In my own paper there was no attempt to enter into this phase of the subject; partly for reason that the intention was to take up this in detail in another connection, partly because there was not space enough to. devote to it in a brief geologic paper, and partly on account of the fact that the strictly mining features are quite distinct from the purely geologic characteristics. As may be inferred from its perusal, the brief historical paragraph prefacing my paper was in reality geologic in its bearing. The events referred to therein relate to the published information concerning the geologic structure. The personages principally mentioned were noted merely to show how the names of several of our most distinguished scientists came to be closely associated with that of Lake Valley. Far from my intentions was it to slight the memory of any , of that brave band who, with lives in their hands, took so active a part in the early development of the mines. The value of their records is perhaps much greater than that of any published notes. The narratives of Messrs. MacDonald and Courtis are as thrilling as many other experiences related of that time and place. Few of us at the present time can appreciate the dangers of that early day, when the fierce Apache all but swept the. white man from that part of the country, when renegades from Texas overran the land, and when the outlaws of the nations took their last stand before advancing civilization. The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

The Ottawa river, the northeastern boundary of the Province of Ontario, and the dividing line between the latter and the Province of Quebec, has long been famous for the rafts of timber floated over its waters from the depths of the forest, and other poets besides Moore, have immortalized its beauties in verse. But with the ad vent of the railway which now pierces the forest solitudes, the days of rafting were numbered ; and the boat song is now heard no more on "Ottawa's tide," or at such long intervals only, that, when heard, it seems an echo of the past. The lumber trade is fast leav ing Ottawa City, the old headquarters of the business; and such square timber as is now cut is gradually finding other outlets than shipment to Great Britain, and other channels of transportation than the Ottawa river. Skirting the northern shore of this great river runs a vast chain of hills, assuming at times the altitude of mountains. Their geological character marks them as remnants of the earliest land of this conti nent. Following the course of the St. Lawrence from the Gulf of that name to the confluence of the river with the Ottawa, the course of which latter they then pursue, the range has been styled " the Lau rentians." Rolling in long undulations, with rounded, rather than rugged or pointed summits, they leave a margin of 8 or 10 miles, dipping in a gentle slope to the water's edge, rich for agricultural use, and dotted here and there with farms and settlements. Beyond this margin bold hills stretch northerly to blue mountains, rich in iron, lead, plumbago, and other minerals. The Apatite District.—One of these minerals is apatite, or phos phate of lime, the use of which as a material for the manufacture of superphosphate as a fertilizer has become the basis of the industry bidding Fair to prove ere long one of the chief elements of Canadian trade. So rapid has been the growth of this new industry that if the lumber business were to disappear from this mineral district, its void would be filled by that which has sprung up in connection with phosphate.

The eleven mines of the United States Coal and Coke Co. in the Pocahontas coal field are situated in McDowell County, W. Va., which is a mountainous region. The valleys rarely exceed 200 ft. (60 m.) in width, the hillsides slope from 25°to 33°, and the tops, from 600 to 900 ft. above the valleys, carry practically no level land. At least 80 per cent. of the area is covered with timber. All the workings are drift mines; and while the average grades of the seams worked are ample for drainage, local dips and swamps necessitate the use of a large number of local pumps or of numerous drainage ditches to keep the mines free from water during heavy rains. The water handled in any mine is not great, compared with the coal output, and usually causes little trouble except during extremely wet periods. In new workings, the water encountered, except in rare cases, is trifling; it is only after rib drawing has started and the surface has been broken that water troubles begin. The strata overlying the coal are sandstone, shales, and slates; as the soil is thin and sandy, it does not tend to puddle and stop the cracks, which remain open for a long time. As mining progresses and the robbed area increases, the broken area becomes larger, increasing the openings into the mined territory. The cover over the robbed portions of the mines varies from 30 to 750 ft. (9 to 228 m.). When the ground is saturated, considerable water finds its way into the mines the day after a heavy rainfall and for three or four days it tends to fill the low places, wash the tracks, etc. and unless from three to four times as many pumps are installed as are normally needed, considerable output is lost. In most cases the water will flow from the mines, and the obvious solution is to provide drainage ditches of ample size to carry the maximum flow expected, so that the inflow will have no opportunity to flood the working places. Laying out the drainage headings on the proper average grades was an easy matter but where blasting was necessary to provide uniform grades, as was frequently the case, it was important that the maximum flow to be expected and the size of ditches to be provided should be known so that only rock work necessary to provide proper drainage

EXTENDED discussions, by inviting attention to problems affecting the conservation of natural resources, have encouraged investigations as to their sufficiency, with the general result that the more thorough the examination, the less cause appears for anxiety as to the exhaustion or serious depletion of these resources. The extent of industrial development, the large plants and the enormous volumes of materials required, when compared with conditions a few decades ago, are sufficiently startling to enlist the attention of those who "fear .the pace," and yet in but few instances has real solicitude for the future. been warranted by a knowledge of true conditions. In a former communication, presented 5 years ago,1 I endeavored to emphasize the fact that true conservation represented the best utilization of reserves and not the locking up of resources for future use; a conviction which has become more pronounced as the subject was investigated. Prophecies of the, early exhaustion of mineral resources have raised the question as to our permanent reliance upon these, and encouraged inquiries which have in most cases developed reassuring conditions. But the fact that the future appears less dark than prognosticated cannot excuse wastefulness or improvidence; and detailed study which demonstrates an apparent abundance of natural resources should encourage their best application. In making inventories of resources one is liable to confine conclusions as to availability upon present circumstances and conditions in the past, or to formulate data for the future upon methods which are rapidly being displaced. In reserves which are not reproductive, such as minerals, the possibilities of exhausting the supply are startling if estimates assume that future extensions will follow methods which were less economical than those now employed, or to he used, and we dare not claim that the limit of advanced practice has been attained.

There are important phenomena in rock and soil mechanics that cannot be explained in terms of theories of homogeneous, isotropic materials. Subsidence of strata about mine openings is an example. In-situ stress measurements in nonisotropic sedimentary and metamorphic rocks is another. Patterns of joints, faults, fractures, and similar geologic features impart directional mechanical properties to rock masses that are locally isotropic or anisotropic. On the geologic scale, the nonhomogeneity of composite rock masses may, in certain instances, be dealt with as homogeneous anisotropy. The mechanics of large rock masses can, therefore, be expected to involve considerations of anisotropy. The source of the anisotropy is not relevant. Once the scale of observation is selected and the material is defined accordingly, the analysis of stress and deformation proceeds without regard to the numerical values of the material constants. There are also important phenomena in rock and soil mechanics that cannot be explained in terms of linear elasticity, theory. For the mechanical description of anisotropic geologic materials capable of deforming beyond the limit of purely elastic strains, a plasticity theory is required. The purpose of this chapter is to present a plasticity theory for anisotropic rocks and soils. The proposed theory is based on the work of Hill in anisotropic metal plasticity and represents an extension of his work so as to include anisotropic geologic materials. The point of departure from metal plasticity theory begins with the inclusion of the normal stresses as linear terms in the yield condition, which plays a central role in plasticity. Once the yield condition is established, the plastic strain increments are obtained immediately through the principle of normality. MUCH has been written of late regarding the flotation of coal as a means of reclaiming the valuable portion of the fines encountered in nearly all methods of coal preparation. Whether the process be wet or dry, whether the dust be sent through the entire process or removed prior to the cleaning by some such method as screening or aspiration, one of the final products consists of a considerable proportion of -48-mesh material. The percentage of this -48-mesh material depends upon the mining method, transportation, storage, and method of preparation. The ton-nage of this dust material ranges from 1 to 10 per cent of the total output of the cleaning plants. Four methods of disposal are available for this coal: 1. Disposal with the refuse from the plant. 2. Addition, after being reclaimed from the wash water, or dust collectors, without cleaning to the larger sizes. 3. Separate disposal as a pulverized fuel. 4. Cleaning so that addition to the larger sizes benefits the product as a whole. It is also true that flotation in one form or another is the only known way to effectively clean this material. While some processes do a reason-able cleaning job down to and including +100 mesh, by far the greater-majority stop at or short of the +48-mesh size.

The more stringent ventilation requirements of the 1969 Act have created a greater need for improved network analyses. More air is required at the last open crosscut (9000 cfm) and for the first time a minimum quantity is specified for the face (3000 cfm). Severe restrictions are placed on both belt and track haulage, and the intake air cannot contain more than 2 mg per cu m of respirable dust, to be reduced to 1 mg later. Larger tonnage and longer life mines are the trend today, necessitating multiple fans and shafts. Yet relatively little engineering goes into designing the mine ventilation system. In this paper a ventilation system is designed for a typical Pittsburgh block system, manual calculations are made and then checked by a computer solution. The computer is the ideal tool to try out proposed changes on paper to insure that the entire mine is properly ventilated and no costly adjustments need be made by dumping air. While it is theoretically possible to solve complex ventilation network problems by hand, it is not practical to do so because of the tremendous man-hours required and the many opportunities for errors. Thus the digital computer is indispensible to the ventilation engineer and newer improved ventilation programs are being developed to more realistically model mine ventilation networks. Suggested ventilation changes to comply with the new regulations are also critically evaluated.

THE Northwestern Pennsylvania Oil Producers Association and the United States Geological Survey have cooperated in conducting a pre-liminary study of the character of the flood waters, the relationship of changes in concentration of the salts dissolved in these waters to ultimate flood-oil production, and the original association of oil and water in the Bradford field. Bradford has long been recognized as a dry-sand field. As a matter of fact, there had been little information available on the oil-field waters of northern Pennsylvania until this investigation was undertaken. THE BRADFORD SAND Practically all of the oil produced in the Bradford field comes from one horizon, generally known as the Third, or Bradford, sand. Originally, it was believed that the Bradford sand was equivalent to the Third sand of Venango County, Pennsylvania and the name "Third" unfortunately still persists, although shortly after the discovery of the Bradford pool Carll1 determined that there was a stratigraphic interval of approximately ;000 ft. between the two horizons. The Bradford sand, although varying considerably in thickness and lithology within local areas, is persistent throughout the field. It is of marine origin and, upon both paleontologi-cal and stratigraphic evidence, is regarded as a basal member of the Chemung formation.

We give the following brief notes on early works containing some reference to mineralogy, mining, or metallurgy, to indicate the literature available to Agricola and for historical notes bearing upon the subject. References to these works in the footnotes may be most easily consulted through the personal index. GREEK AUTHORS.-Only a very limited Greek literature upon subjects allied to mining or natural science survives. The whole of the material of technical interest could be , reproduced on less than twenty of these pages. Those of most importance are : Aristotle (384-322 B.c.), Theophrastus (371-288 B.c.), Diodorus Siculus (1st Century B.c.), Strabo (64 B.c.-25 A.D.), and Dioscorides (1st Century A.D.). Aristotle, apart from occasional mineralogical or metallurgical references in De Mirabilibus, is mostly of interest as the author of the Peripatetic theory of the elements and the relation of these to the origin of stones and metals. Agricola was, to a considerable measure, a follower of this school, and their views colour much of his writings. We, however, discuss elsewhere1 at what point he departed from them. Especially in De Ortu ct Causis does he quote largely from Aristotle's Meteorologica. Physica, and De Coelo on these subjects. There is a spurious work on stones attributed to Aristotle of some interest to mineralogists. It was probably the work of some Arab early in the Middle Ages.[ ]

The equilibrium of gaseous H20-H2 mixtures with liquid iron-columbium alloys in the range 0.2 to 2.4 pct Cb shows that the activity coefficient of oxygen is strongly diminished by Cb. The oxide in equilibvium with the melt is identified as CbO2. The equi-librium constant at 1600 deg C is [%Cb][fo. % 0]2 = 2.9 x 10-4 where log fo= —0.14 [%Cb]. The deoxidizing power is comparable to that of vanadium, COLUMBIUM (niobium) is finding increasing use as an alloying element in steel. It forms several stable oxides and is removed from the steel bath by oxidizing slags. The specific oxide formed in steel-making is not known although Sazanov snd Shvarts-man,' in their study of its partition between slag and metal, have assumed this to be Cb2O5 It is the purpose of this study to determine its deoxidation equilibrium at 1600°c, the nature of the oxide formed and the interaction between columbium and oxygen in the melt. The investigation was based on the reaction H2 + O=H2O; Kl=ph2o/(pH2[%O]) [1] in which 0 signifies oxygen dissolved in the liquid Fe-Cb alloy. The method and equipment of recent studies2,3 were utilized. In brief, the molten alloy, contained in a small crucible, is held in a controlled mixture of steam, hydrogen, and argon until equilibrium is reached. It is then cooled quickly in a stream of helium and analyzed for columbium and oxygen, the latter by vacuum fusion.4 The solubility of the oxide in liquid iron is determined by visual observation of scum formation on the surface of the melt. Crucibles of MgO proved unsatisfactory because of partial reduction at the metal interface. Pure A12O3 crucibles were heavily blackened by the melt and could not be used at high concentrations of columbium. Silica crucibles were more satisfactory but these introduced some silicon into the melt thus necessitating an uncertain but small correction for its effect on the activities of the other solutes. In silica it was possible to observe the scum formation when the melt became saturated and there was no apparent reaction between scum and crucible. The procedure for saturated melts was as follows. The alloy charge composed of electrolytic iron and columbium grain was melted and held at constant temperature. The gas ratio H2O:H2 was progressively increased by raising the saturator temperature until a point was reached at which a bright film appeared on the surface and covered it completely. This film could be dissolved by raising the temperature of the melt and it reappeared when the temperature was lowered. Under a partial film covering, utilizing bare areas for temperature measurement, the melt was brought to equilibrium with the atmosphere by holding at temperature for about 1 hr as suggested by Dastur.5 INTERACTION IN THE MELT Several experiments were made without columbium to establish a base in silica crucibles. The results are shown in Table I. Except for one run, they agreed well with Floridis1 comparable results in other crucibles. The value of log K1 is taken from Table I as 0.58. This is slightly larger than Floridis' result, probably because of less elaborate safeguards against thermal diffusion. Results obtained in the Fe-Cb-0 series in which no scum formed are shown in Table 11. The equilibrium ratio Kl is defined as ph2o/(ph2[%O]). It is related to the equilibrium constant K1 as follows:

MORE than 20 years have passed since the publication of Lindgren and Ransome's report on the Cripple Creek District,1 which was made when the district was much more active and prosperous than in recent years. They concluded that the output of the district, which had reached its maximum of about $18,200,000 in 1900, would gradually decline, and their conclusion has been confirmed by records of subsequent production. Between 1905 and 1915 annual declines were partly compensated by encouraging increases, especially in 1908, 1914, and 1915; but a rapid continuous decline followed, due largely to the war and its after effects, until in 1922 the value of output was only slightly more than $4,000,000. It rose to nearly $5,000,000 in 1924, but declined again in 1925 and in 1926, when it was about $4,400,000, and represented ores mainly from deep levels in the Cresson and Portland mines. The profitable operations of these two mines were the principal factors leading to a study of ore at deep levels in the district by the U. S. Geological Survey in coopera-tion with the Colorado Metal Mining Fund. The principal reasons for Lindgren and Ransome's conclusion were three: (1) the greater cost and difficulty of deep exploration; (2) the decrease in the number of veins with increasing depth, and (3) the probability that the telluride ore, believed to have formed at comparatively low temperature, would not persist indefinitely -in depth. Operations since they made these statements have verified the first two, but call for some modification of the third. Rich telluride, ore is being mined at a profit in the Portland mine 3000 ft. below the present surface, or 5000 ft. below the original surface of the Cripple Creek volcano, as interpreted by Lindgren and Ransome. The question arises, therefore, as to the number and extent of such deep deposits, and the answer, so far as it can now be given, must be based mainly on structural data, supplemented by data on the processes of ore deposition. IN our study of the mechanism of and the prevention of corrosion in stainless steels, it was considered of fundamental importance to obtain knowledge of the surface structure of such alloys. If corrosion resistance is due to a self-healing oxide layer, which like a paint film protects the underlying metal, it would be obviously relevant were the effort made to make the film less permeable and more adherent; for example, the surface might be expected to respond to an anodizing process, which is found successful in increasing the film thickness and corrosion resistance of aluminum. However, if passivity and corrosion resistance of stainless steels are due to another cause, the attack of the problem would follow another path. One of the most effective techniques for studying passivity and corrosion tendency is the measurement of the electrochemical potential. Not only can one determine by potential measurements whether a metal is active or passive, but also one can determine the degree of passivity and rate of transformation of passivity with time. Chemical media that build up or destroy passivity when in contact with the steel can also be classified by potential measurements. Something can be learned, too, of the effect of alloy additions such as molybdenum to 18-8, known to decrease corrosion of the alloy in chloride solutions. A study of alloys in previous investigations has sometimes included data on the electrochemical potentials. Tammann and Sotter1 measured the electrochemical potentials of alloys of iron-molybdenum and iron-chromium and reported the critical concentration of molybdenum or chromium at which passivity initiates. Strauss2 made similar measure-ments for the iron-chromium system. The electrochemical potential' has also been used to indicate carbide precipitated 18-8. In 18-8, heat-treated to precipitate carbide, active metal exists at the region of the grain boundaries, contrasted with passive metal within the grains, the active metal accounting for a resultant active potential. The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be .of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or, personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will. use the Library freely, and assurance is given that most careful service will be rendered to them.

Demands on available lands will continue to increase due to the projected population increase and industrial expansion. Though there is an upper limit on available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as nonrenewable and renewable. Lands with minable resources can be dedicated at some Point to the extraction of resources. Such a dedication, however longterm, is only temporary because of the nonrenewable nature of the minable resources. The land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no nonrenewable uses are preempted and no renewable uses are permanently destroyed. This paper addresses primary aspects of this planning process. These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning, and a long-term plan for resource conservation and utilization. Minerals, with agriculture and forest products, are the primary sources of wealth. Therefore, to amid land development that may preempt future mineral resource utilization, local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more land use planning is needed for lands with mineral deposits.

Potential differences between strata of shale and sandstone have been recognized for about 15 years, and they form the basis of the electrical logging of oil wells. Hitherto these potentials have been ascribed solely to electro-¦ chemical reactions caused by the disturbing effects of the water in the drill hole through which they are generally measured. Observations by the author in wells empty of water and in a mine shaft suggest that potential differences between sandstones and shales are natural and specific properties of the rocks, although they are moditied in measurement by the disturbing effects of the water in the drill hole. The cause of these potentials probably is to be sought in the relative polar adsorptive capacities of quartz and clay particles. Introduction The existence of potential differences in the surface of the earth has been known for some time, and their measurement has facilitated the discovery of geological discontinuities such as ore bodies. The technique of measurement has been well established.1-3 In measurements in oil wells, it has been found that the potential of shales with respect to some arbitrary reference is very nearly constant in any one well, at least below the zone to which meteoric water has gained access. Sandstones and some other types of sedimentary rocks have a difference of potential with respect to shale that is negative arid may attain a value of 200 millivolts or more. The difference of potential, as usually measured commercially with water in the hole, is distributed over about one foot vertically at the top and bottom contacts of the sandstones. The sharpness of the curve at the formation contacts can be improved by using a short electrode that is close to the wall of the hole' These potentials generally have been ascribed to the disturbing effects of the water in the drill hole. Potentials have been found, however, in wells in which no water was present. In the course of experiments in electrical logging in pennsylvania, carried out by the pennsylvania Geological Survey, observations were made of several phenomena that hitherto have not been described, to the author's knowledge, ill the published literature. The potential differences across the contacts of sandstone and shale are called ill this paper "natural potentials," as distinguished from the potentials caused by electroendosmosis (electrofiltration) and concentration differences, which will be discussed subsequently. Potentials in Cored WeLl In the spring of 1942, the author measured the potentials in an exploratory well (Day 13, near Grand Valley, Pa.) which had been cored With diamond tools.
