IN the last analysis, two basic factors influence the use of metals and alloys; namely, cost and adaptability to the use under consideration. These are so interrelated that to study the properties of metals or alloys without considering the prices and price trends is quite illogical. Lead has been a cheap metal, selling in 1932 for the extremely low price of 2.56 cents per pound. The cheapness of lead in the past was not due to a particularly abundant supply of the element in the earth's crust but rather to the ease with which it was won from its ores and to the chemical stability of the metal, preventing its dissipation. Today, however, our modern economy has caught up with the distribution of lead in the earth's crust and the price is largely dictated by the supply of concentrates readily available for smelting, and which can be placed quickly upon the market. The demand for lead, particularly in times of stress, has brought the price up to the level of 19 cents in the United States, where the price is controlled by Government decree, and the price has been even higher in the world markets. The higher price for lead has changed the uses for this metal to a marked degree, driving it out of the fields where it is not essential. AFTER several years study, the Universal Atlas Cement Co. decided to rebuild its plant at Leeds, Alabama. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metal-lurgical practice. The latter saved power and steel wear and saved initial investment. This had been demonstrated in cement plants. Also, the elimination of tramp oversize was a most important advantage. Ease of chemical control was another factor. Blending in the thickener, with elimination of slurry mixers had been found practicable. Therefore, if wet raw grinding were used at all, the advantages were clearly in favor of closed-circuit grinding. Detailed layouts of the most modern possible closed-circuit dry-grinding plant and of a closed-circuit wet-grinding plant were prepared, and careful estimates were made of initial invest-ment and operating costs. Full consideration of all the factors involved resulted in a decision to install wet closed-circuit grinding.

What is a conflict, as it is understood by men of the extractive industries? And what are the circumstances out of which these conflicts arise? A start can be made with the notion of economic conflict, which can be defined as rivalry over the use of economic resources. Such rivalry is a central part of all economizing activity. It is present within the individual, within the family, and within the business firm. In each of these units there are multiple goals competing for use of a limited income. And economic rivalry is present among individuals and firms who are competing with one another for use of the limited quantity of economic resources available to us as a society.

IT may be a far cry from the days of the old horse whim, and it is relatively a long way back to hand production in factories. Modern machinery has made possible deep shaft-sinking, newer methods have increased the recovery of mineral. Technically, excavating and ore dressing have advanced as has mass production and its many ramifications in the manufacture of commercial product. To those of the mining industry who would have us believe that mining and manufacturing are totally different enterprises, it can be said that certain differences do exist. These differences rather than being fundamental are the result of adhering to past practices which were possibly sound years ago but do not measure up today. Differences in managerial control, sales, and distribution, cost finding, etc., are often so pronounced that efforts to compare or contrast are almost futile.

The paper relates to the laboratory and pilot plant studies that have been carried out by Sherritt Gordon Mines Ltd., Metallurgical Research Div., in developing the ammonia pressure leach process for extracting Cu, Ni, Co, and S from high grade Ni concentrate produced from Lynn Lake ores and describes in some detail the chemistry of the process. In the leaching stage air, ammonia, and sulphide minerals react in a sequence of inter-related steps to produce soluble amines of Ni, Cu, and Co in a solution containing sulphate, thiosulphate, polythionate, and sulphamate ions and a controlled amount of free ammonia, the iron and other components of the concentrate remaining as an insoluble residue which is separated from the leach solution by filtration. The pregnant solution produced in leaching is further treated by boiling to precipitate and remove Cu as cuprous sulphide, leaving a copper-free solution with a composition suitable for subsequent precipitation of Ni and Cu by H,

THE problem of making iron-manganese alloys of scientific purity is a rather difficult one. They cannot be prepared in air because of the readiness with which the metals oxidize at the temperature of melting; and they cannot be prepared in vacuum because of the, high vapor pressure-of- manganese. The very property of: manganese which permits it to be purified interferes with the utilization of the best method of making pure alloys. Accordingly, it is necessary to use a gas atmosphere which will not affect the-properties of the alloys. The gases available for the purposes are hydrogen; helium and argon. Nitrogen forms intermetallic compounds with manganese very readily. Hydrogen, while valuable as a deoxidizer and having the advantage of being comparatively cheap, is explosive over a wide range and, has a rather high thermal conductivity. Helium is reported as, costing little but is difficult to secure at a reasonable price and also has a conductivity nearly as high as hydrogen. Since argon has a sufficiently low thermal conductivity, it has been selected for use in one induction furnace for melting, under a controlled, gas atmosphere, in spite of its cost, which is so high (70 cents to $1.50 per cubic foot) that it must be stored and purified.. Such a gas atmosphere-as argon makes necessary the use of the, high-frequency induction method of heating. The objective of the mission was basically to study the utilization of engineers and engineering technicians and their interrelationship in the Soviet Union. Beginning with their graduation from the engineering institutes and technicums, we hoped to learn how the graduates started out in industry, what their training on the job was, what sort of work they did, and how they worked themselves up within their profession. However, it turned out that, as our host was the Ministry of Higher and Secondary Education, most of our visits were to educational establishments. Our itinerary covered Moscow, Leningrad, Kharkov, Rostov, Baku, and Tashkent, with a side trip to Samarkand. In all, we visited 13 technical institutes, three technicums, and five industrial plants or enterprises, as they are called there. Our trip was one of only four weeks. Our observations were limited by the few cities and enterprises we were permitted to visit. Nevertheless, we did come back with some definite impressions and conclusions which we feel should be of interest to engineers, educators, and those concerned with the relative economic and technical power of the USSR and the U.S.

INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

In answer to inquiries from members, Mr. Sheafer said that the culm-banks of which his paper gave the shipments were of about the average quality of the banks in the Mahanoy region of the Schuylkill field,.made prior to 1881 or 1882, when the practice of preparing buckwheat coal was introduced; but that in a very old hank, made about 1849, no coal above pea-size had been found. Apparently it was then the practice to ship everything. In reply to an inquiry concerning the utilization of the fine coaldust, Mr. Sheafer said that it was not utilized in connection with the washing described in his paper, but was carried away in the water as waste; that during Mr. Corbin's presidency the Reading Company built at Mahanoy City an extensive plant for making artificial fuel, but difficulty was encountered, due to the circumstance that the small coal from different collieries varied in its combustible quality and also in the amount of pitch required to be mixed with it, and he believed they concluded that from some varieties of the coal-dust a very good fuel could be made, but at a cost entirely too great for successful competition with cheap coal. Of course, the anthracite dust was not so well suited to this manufacture as bituminous slack. R. W. Raymond, New York City : I believe that was the practical outcome of the enterprise of a member of the Institute, Mr. E. F. Loiseau, now deceased. It was found, I think, as an additional drawback, that the manufacture of artificial compressed fuel from anthracite dust could not be successfully practiced with material so impure as that of the culm-banks. Consequently, the manufacture could be based on that source of supply only when accompanied with a preparatory washing. The most favorable location for it would be at large yards where the waste from the handling of coal, which is comparatively pure material, could be thus treated. I believe the manufacture of compressed fuel from bituminous coal was at one time a profitable business in Nova Scotia, but was destroyed by the indirect effect of the general introduction of watergas for illuminating purposes. THE basic problem in the generation of water gas from carbonaceous fuels and steam is the supply of the heat of reaction, and in general the source of this heat is the combustion of a further quantity of carbon with oxygen. Existing and proposed processes for complete gasification differ in the methods employed for transferring this heat to the fuel, and involve one or other of the following alternatives: 1. Use of a steam-oxygen mixture as the gasifying medium, so that the combustion and gasification reactions are combined. 2. Alternate passage of air and steam through a fixed bed, as in conventional water-gas production. 3. Cyclic passage of fluidized fuel through combustion and gasification zones. 4. Intense preheating of steam and of a portion of the gas made, and recirculation of this mixture through the fuel bed. 5. Supply of heat to the fuel bed through an externally heated wall. Except for the conventional water-gas process using large coke or low- volatile coal, only processes in the first group, operating with steam and oxygen, have proved practicable with fuels other than brown coals and lignites. A possible exception, which has not so far reached a commercial scale, is the moving-burden process developed by Imperial Chemical Indus- tries, Ltd. The cost of industrial oxygen is so high that its use can probably be justified only if it is attended by substantial savings in other directions; for instance, the use of cheap fuel. In the United Kingdom, no very cheap solid fuels are available, and it is unlikely that an oxygen-gasification process could compete economically with conventional production of blue water gas from coke. Hence particular interest attaches to all possibilities of making water gas without using oxygen, if any possible saving in fuel or other costs is involved. The cheapest and most abundant coals in the United Kingdom are the low-rank noncaking bituminous coals in small and ungraded sizes, typically those from the East Midlands coal field, and-fines of high ash content produced in coal-cleaning operations. During the boom period of 1928 and 1929, several oil companies took advantage of high security prices to sell stocks, thereby securing money for the company very cheaply. Few if any of those companies realized that the money received was not at all cheap in view of the fact that it was for investment in fixed assets at inflated prices. Suppose a company borrowed twenty millions of dollars to expand its marketing facilities during the boom. It diluted its capital and acquired fixed property which could not earn its interest requirements during the following deflation and therefore consumed income from other company activities. The company also had to stand the deflation in the capital value of all the property it bought. Since the mistaken expansion during the boom accelerated the decline in net income during deflation, the financial position of the company was harmed in proportion to the amount of that expansion. Thus the company was unable to get money to buy fixed assets in the depression when all property is cheap. The same condition holds for the company that sold common stock for the purpose of developing potential production in a newly discovered oil field. Regardless of what the ultimate value of the new field may be, potential production does not increase the net income of the company. The difficulty of meeting the enlarged dividend requirements due to the increased number of shares outstanding impairs the financial position of the company during deflation in some relation to the probability of decreased dividends. This company also is not in a position to expand during the depression when properties and companies can be bought for a fraction of their real value. Expansion of fixed assets during boom times has been the ruin of many otherwise good companies. Some of those which most extensively bought property during the post-war boom have not yet recovered. A number of cases could be cited in sugar, leather, fertilizer and wool. This does not seem to be governed by the quality of the property bought, for examination shows the assets to have been of individual high quality in many cases. When recovery is long deferred it is likely to be true, as in sugar or textiles, that the industry has a large "potential" capacity for overproduction.

Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

A complete rational analysis for design of excavation slopes and loaded rock masses is a desirable but perhaps unattainable goal. Irregular external and internal boundary conditions, poor understanding of failure criteria for large masses of rock, capricious material properties, and the importance of indeterminate forces and inaccessible and virtually un- sampleable rock defects emphasize the importance of experience in this aspect of rock engineering. The experience must be correlated with geological factors. In certain regions the accumulation of such experience through the observation of existing rock slopes in various formations constitutes an important aspect of studies for design of rock excavations.

IN combating mine-fires the use of carbon dioxide as a means of producing an atmosphere in which combustion cannot be sustained, has been many times suggested and frequently tried, generally with a fair degree of success. The carbon dioxide is produced by acting on limestone with dilute sulphuric acid, large wooden boxes being used to hold the limestone, and arranged in such a manner that one box may, be cleaned and refilled with blocks of limestone while another is being used in generating the carbon dioxide. The gas is led by means of pipes of large diameter to the location of the fire, tight brattices having been previously put up as close to the fire as possible on every side, so as to limit the space to be filled with the .gas to the smallest possible volume. The cost of producing Carbon Dioxide has been, however, a decided draw-back to the use of this method, and the danger of producing carbon monoxide by the reduction of the carbon dioxide by heated carbon, and consequently bringing about an explosion, has also tended to prevent the application of this method. The use of sulphur dioxide in combating mine-fires has not, I believe, been previously suggested or tried, and yet the method presents such decided advantages over the use of carbon dioxide that it seems proper to suggest the advisability of considering it as a cheap, convenient, and safe means of fighting stubborn mine-fires. 1. Cost, Preparation, etc.-One ton of brimstone, costing from $20 to $30, will produce about 25,000 cu. ft. of sulphur dioxide gas, and allowing for all sources of loss it is probable that sulphur dioxide gas can be produced for about $1,300 per 1,000,000 cu. ft. For carbon dioxide gas, produced by the action of sulphuric acid on limestone, a good estimate would be $4,000 per 1,000,000 cu. ft., provided that sulphuric acid
