Common salt is mentioned in the most ancient writings as an important article of diet. It is fairly certain that it was used by men and animals long before the dawn of civilization. Its presence in natural springs has often been the determining factor in colonization; wars have been fought for possession of salt deposits; trade routes have been established expressly for the purpose of traffic in salt. Naturally this led men into adventures and discoveries that altered history and advanced civilization. In the early days the uses for salt were few and the methods of manufacture were crude and the purity low when compared to salt of the present day. Then the salt came largely from springs, shallow wells or the ocean, while today deep wells must be drilled to the natural brines or beds of rock salt and spacious shafts sunk so that the ancient deposits may be made to yield their supply of stored mineral. Mining and Purification The quantity of available salt seems inexhaustible. It occurs in practically every country of the globe. About 20 million tons is produced and consumed annually in the world. Of this amount about 7 million tons is produced in the United States; 13/4 million tons of rock salt, 2 1/4 million tons as evaporated salt and 31/2 million tons in brine used in the chemical industry. Mined rock salt is used in its natural state without purification. It is classified for the trade by crushing and screening. The average purity of rock salt mined in the United States is about 98.3 per cent pure sodium chloride1. The usual impurities are gypsiferous shale, anhydrite and silica, with traces of potassium, magnesium and calcium compounds. Refined or evaporated salt is made by crystallizing the salt from brine in open pans or vacuum pans. A comparatively small amount of salt is made from ocean water or the brines of inland lakes or seas, sometimes by solar evaporation. By far the larger amount of brine is obtained by drill-

The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. In 1943, Illinois produced 82,256,000 bbl. of oil, or 5.5 per cent of the total for the United States, and ranked sixth in the nation in oil production. This represents a decline of 23 per cent from 1942, when the total Illinois production was 106,ggo,o~~ bbl. and Illinois ranked fifth. The daily average production for 1943 was approximately 225,000 bbl. THE session on milling methods on Monday afternoon.* with G. H. Clevenger, chairman of the Mining Methods Committee presiding, was well attended. However, none of the authors of the papers presented were present except Messrs. Taggart and Ince. The paper on "Elements of Operations of the Pneu¬matic Table," by Messrs. Taggart and. Lechmere-Oertel, was presented by Professor Taggart as was the paper on "Calculations in Ore Dressing," by Luyken and Bierbrauer, due to the absence of the authors.

HISTORY IT is not known when kaolin mining was first begun in North Carolina. Evidence, in the form of excavations and primitive tools, indicates that some of the deposits were worked in prehistoric times. It has been suggested that the prehistoric mining was for mica, but the workings were all in altered or partly altered pegmatite material and the dumps do not represent the amount of material removed. Some of the early openings may have been made in search of kaolin or semi-kaolinized feldspar which was sold to English1 traders along the coast and used in some of the early English porcelains. In 1944,2 an application was made for an English patent to produce porcelain from an earthy mixture obtained from the Cherokee Nation in North America. It is well established, however, that the occurrence of kaolin in western North Carolina was known in England by 1767. In that year, Josiah Wedgewood sent T. Griffiths3,4 to what is now Macon County, North Carolina, to secure a supply of kaolin for use in England. Griffiths diary, now in Etruria Museum, Stokes-on-Trent, contains a most interesting account of his experience. Kaolin was discovered at St. Austell, England, shortly after the voyage of Griffiths, which probably accounts for the lack of further interest in American kaolin. Between 1767 and 1888, there are no records of kaolin mining in North Carolina. In the latter year, however, mining was begun near Webster, Jackson County, and, in the intervening period, has become an important industry. For some 20 years, kaolin mining was carried on chiefly in Jackson, Macon, and Swain Counties. About 1904, it was begun in the Spruce Pine district and for the past 20 years most of the kaolin mined in the State has come from Avery, Mitchell, and Yancey Counties. DISTRIBUTION The kaolins of North Carolina are limited in occurrence to the Piedmont Plateau and Appalachian Mountain area of the State. While kaolins are widespread in the Piedmont Plateau, having been prospected for in Rutherford, Cleveland, Gaston, Granville, Lincoln, Catawba, Iredell, Richmond, Moore, Randolph, and Montgomery Counties, the production from that area has never been important. The known deposits of commercial importance are limited entirely to the mountain area of the State. While kaolins occur widely distributed throughout the mountain area and have been prospected for in many counties of that area, commercial production has come chiefly from two districts. One of these includes Jackson, Macon, Swain, and Haywood Counties. The other includes Avery, Mitchell, and Yancey Counties. Science attracts the attention and interest of an individual or an industry in general only in proportion to the apparent direct application to its immediate welfare or benefit. Engineering accomplishments, as aphlied science, therefore receive more recognition than the scientific discoveries on which they are based. Even self-evident truth needs endless repetition before recognition: engineering as applied science cannot advance beyond the science on which it is founded. Scientific research, and discovery, is sometimes forced by the limitations recognized by those active in its development for the use of society and industry and sometimes results from an apparently superficially illogical curiosity about natural phenomena. Research has received inadequate support except in industries born in the laboratory, the chemical and electrical industries, from which many lessons might well be drawn by their elder associates. The rapid growth of these industries has been largely due to close cooperation of scientists and engineers. Most rapid advance is made when the research worker and the engineer keep in close touch with each other's ideas and problems. Many of the developments of modern industry are based on discoveries buried for years in scientific journals because the "time was not ripe" at their discovery. The situation with regard to utilization of coal is quite the oppositre. The fundamental facts in regard to the scientific aspects of the problem of developing the energy from coal are scarcely known. The engineer, without much scientific cooperation, has accomplished much in increasing the number of kilowatt-hours per pound of coal from 0.31 in 1919 to 0.69 in 1934, in increasing the 1000 gross ton-miles of freight hauled from 12.2 to 16.4 per ton of coal in the same period, in fuel economy in production of coke, and in developing the production of motor fuel in Germany and England by hydrogenation of coal. This lack of scientific research on the utilization of our most important natural resource, coal, has been due undoubtedly in large part to the reluctance of investigators to study the interrelationships involved in the complicated processes in which coal is used. During the past three decades an ever increasing number of uses for underground storage space has been developed. In some instances, the value of the space created has been so great that the host rock has been wasted. The preferential use of salt to host underground cavities is based on numerous factors, the primary two being low extraction costs and low permeability. Both dry and solution mined cavities have been created for the storage of a variety of materials. As the demand for underground storage and disposal grows, so must our selectivity of the materials to be stored.

In 1976, The Bureau of Mines developed a prototype system to sense and extinguish fires in shafts and shaft stations in underground metal and nonmetal mines. Subsequent work modified this technology to include fueling areas, spontaneous combustion zones and coal mines. This paper updates IC-8783 "In-mine Fire Tests of Mine Shaft Fire and Smoke Protection Systems," which was published in 1978 and summarized the design and in-mine, actual fire testing of the first prototype mine shaft fire and smoke protection system. This paper also updates related work from IC-8775 "Spontaneous Oxidation and Combustion of Sulfide Ores in Underground Mines," (also published in 1978) and IC-8808 "In-mine Evaluation of Under- ground Fire and Smoke Detectors," (published in early 1979).

Twenty years ago, the standard voltage for stripping machines was 4160 v and few people even thought of using a higher voltage. It was adequate for the machines of the day, which seldom exceeded 2500 hp, and higher voltages were considered to be too expensive and even dangerous. Then, in 1956, a 4500-hp machine was placed in operation and it was determined, with some reluctance, that it should operate on 7200 v. The next step, to 14,400 v, was taken in 1964 and the latest, but perhaps not final, step was made in 1967, when voltage was increased to 25,000 v. Today, 4160 v is considered almost obsolete and 7200 v is generally considered standard. However, a few mines are using 14,400 v and some eight machines soon will be operating on 25 KV, indicating that the technical and safety problems have been solved and that there must be some merit to the higher voltages. Thus, it is logical to question, "How do I determine the best voltage for my operation?"

As a basis for interpretation of grinding behavior, the discretized batch grinding model is briefly presented and described, with solutions of the resultant equations for linear systems. Techniques for obtaining relevant experimental data are discussed for first order grinding systems, with methods for estimating other systems1 parameters from these data. Computer methods are described for conducting a sensitivity analysis which can be used to obtain an improved estimate of the system parameters. Examples of the use of the computer in conjunction with the grinding model for the simulation of batch grinding, locked-cycle grinding, and closed-circuit grinding are presented.

Solution mining got back in the news recently when Kalium Chemicals, Ltd., a joint subsidiary of Pittsburgh Plate Glass and Armour & Co. announced its plans to go full speed ahead in mining potash by the solution method in its vast holdings 30 miles west of Regina, Saskatchewan. The company is keeping the technical details of this mining technique under wraps for competitive reasons, but company officials insist that the major difficulties in solution mining of potash have been overcome and that the final product will have definite competitive advantages on the open market. Kalium's holdings in the Regina area total about 500 sq mi. The ore-primarily sylvite mixed with appreciable quantities of halite-occurs in the Prairie Evaporite formation at a depth of 5300 ft. The ore zone averages about 100 ft in thickness. Too deep to be economically mined by conventional underground methods, such as is being done at International Minerals & Chemical Corp.'s Esterhazy mine (depth about 3100 ft), Kalium gambled that it could develop a successful method of solution mining even though earlier attempts in Germany, the U.S., and Canada had failed.
