SECRETARY'S NOTE.-The complete list of all officers of the Institute will be found on p. iv. of this number of the Bulletin. The following explanation may recall to old members, and convey to new ones, the relations of the two governing bodies, as determined by the, Certificate of Incorporation of the Institute, and the Constitution and By-Laws adopted in accordance therewith. The body legally responsible for the business management is the Board of nine Directors (three elected annually to serve three years), which elects its own officers. This body, for reasons of practical convenience, is composed of well-known members, residing in New York City, and able to attend, without serious inconvenience or expense, the necessary meetings of the Board. The officers of this Board are legally the officers of the Institute. But, apart from business manage-ment, the Board exercises no control over the election of members, or the professional and technical work of the Institute, except that its vote is required to elect honorary members, upon the recommendation of the Council. The Council is a. body, constituted in all respects (except that it has no Treasurer) like the Council existing before the incorporation of the Institute, in January, 1905, and charged with all duties and powers, except those which the Board of Directors must legally perform. It elects members, appoints the times and places of professional meetings, and controls the publication and distribution of papers and volumes, etc. Its members (President, Vice-Presidents and Councilors) are elected by the members of the Institute, voting in person or by proxy, and after publication of the nominations received ; and it is intended to repre¬sent, as far as practicable, both the professional and the geographical distribution of the membership. Consequently, whatever professional honor attaches to official position belongs to membership in the Council, rather than in the legal Board of Directors. This remark implies no disparagement of the members of the latter body, every one of whom has served, or is now serving, as a member of the Council. But it is only fair to explain that their election and continued re-election as Directors is simply a matter of legal convenience.

FRom 1886 to 1889, approximately, Henry M. Howe was engaged most actively in preparing his Afetallugy of Sieei, which became the foundation for his leadership in the science of physical metallurgy of steel. During the same period, Hadfield was developing the first of the industrially-important alloy steels, and Riley was initiating the commercialization of nickel steel. Both of these alloys are treated briefly in Howe's book; indeed, he missed practically nothing of interest in all the steel literature preceding 1889. There had been many good books on steel before his, but none of the same character. His genius, like that of Aristotle and Francis Bacon, manifested itself in the painstaking collection of data, followed by their coordination and interpretation. Not only manganese and nickel steels were discussed, but several which most of us, with our tendency to overlook the past, are wont to regard as exclusively recent developments, such as: silicon, chrome, copper, tungsten, vanadium, titanium, chrome-tungsten and many other steels. But Howe never devoted much special attention, in his writings, to alloy steels; the science of the relations of iron and carbon offered field enough even for his capacity for constructive thought. And, today we find the science of alloy steels in much the same condition as was the metallurgy of steel before Howe wrote his first great book. Many, many important facts have been presented to the world, especially by Sir Robert Hadfield, James Riley, Henri le Chatelier, Kotaro Honda and his associates, Maunsel White, Harry Brearley, and a host of others. Several books have been devoted wholly or chiefly to alloy steels, such as those by Hibbard, Mars, Heyn and Wetzell, Grube, Burnham, Gillett and Mack, Billón, Brearley, Monypenny, Becker, Savoia, Sauveur, Guillet, Tammann, Guertler, Goerens, Guia, Wuest, Ledebur, Schenck, Aitchison, Osann, Guettier, Buchetti, Escard. Manganese is a nearly white metal, having about the same appearance when fractured as white cast-iron. Its specific gravity is about 8, while that of white cast-iron, reasonably free from impurities, is but a little above 7.5. As produced commercially, it is combined with iron, and with small percentages of silicon, phosphorus, and sulphur. It is generally produced in the blast-furnace. If the silicon is under 0.50 per cent., the product will be white. If the manganese is under 40 per cent., with the remainder mostly iron, and silicon not high enough to make the product gray, the alloy is called spiegeleisen, and the fracture will show flat reflecting surfaces, from which it takes its name. With manganese above 50 per cent., the iron alloy is called ferromanganese. As manganese increases beyond 50 per cent., the mass cracks in cooling, and when it approaches 98 per cent. the mass crumbles or falls in small pieces. When the percentage of manganese is high, the planes of the fracture are not so bright as when it is lower. The ferro-manganese which we have used in the experiments reported in this paper, contains Mn, 81.62; Si, 0.256 ; and combined carbon, 6.153 per cent. We have not been able to make test-bars from this, because the alloy cracks in small pieces in cooling. Manganese combines with iron in almost any proportion, but if an iron containing manganese is remelted, more or less of the manganese will escape by volatilization, and by oxidation with other elements present in the iron. If sulphur be present, some of the manganese will be likely to unite with it and escape, thus reducing the amount of both elements in the casting. Hence, in remelting irons, some of the sulphur which has entered from the fuel with which the iron is melted will very likely unite with some of the manganese in irons which make up the mixture and escape. Remelting, therefore,' reduces the percentage of manganese in cast-iron.

PERHAPS the most extraordinary thing about business, the trade and production of the country as a whole, is its amazing continuity and growth, its momentum and energy. It goes on year after year, growing steadily, almost without breaks, in spite of every kind of disturbance. We have been grossly deceived into the idea that business is highly variable. We have taken a few things like pig iron, and the like, constructional activity broadly, and imagined that these are a trustworthy measure of trade. Actually they are the worst that we could find. They do not apply to more than 10 per cent or, at the most, possibly 15 per cent of the total of the country's industrial activity. The other 85 or 90 per cent, or even more, goes on growing surely and steadily just like the growth of population and the steady advance in technique, invention, discovery, and improved methods of production Let me give you what seems to me one of the most remarkable examples of this amazing momentum and regularity. You know that 90 per cent or more of the business of the country is done 'by means of checks. About seven-eighths of the total of all checks drawn are reported regularly every week in the newspapers. Let us follow these reports from week to week, just as they come, and plot them up against the correspond- ing weeks of last year, and the year before, and the gear before that, as far back as you would like to go. Take especially the figures for 140 selected cities out- side of New York.

THE difference between blast-furnace gas and ordinary producer-gas is chiefly that blast-furnace gas is richer in CO, and poorer in hydrocarbons and hydrogen, as is shown in Table I. Blast-furnace gas, however, possesses a virtue which is sometimes absent in producer-gas, especially with coals very high in sulphur-namely, that blast-furnace gas is relatively free from sulphur. In some regions the sulphur in coal is an acute problem, and it is highly desirable to find uses for the products which are specially high in sulphur-content. An advantage would be gained if coal was coked before charging into the gas-producers, but this adds to the expense. Sulphur may be partly eliminated from coal by washing it, the success depending upon the form in which the sulphur occurs, and upon the efficiency of the washer, but it cannot always be removed to the extent desired at most American plants. IT is, of course, expected that manufacture of the various metal powders should involve numerous methods adapted to the specific characteristics of the metals themselves. Several methods for powdering a particular metal may be available, but the physical characteristics of the powder as produced by the several methods may be quite different. In the final analysis, the application of the metal powder dictates the physical properties that the metal powder must possess, and this, to a very large extent, will determine which of several possible methods of manufacture is adopted. Sometimes powder of the same metal is produced by more than one method, each powder having specific characteristics that make it particularly suitable for its application. For purposes of classification, the various methods of powdering metals can be grouped as follows: 1. Machining. 2. Milling (by ball mills, stamps, attrition mills, etc.). 3. Shotting (pouring molten metal into water, air, etc.). 4. Granulation (by stirring molten metal while solidifying). 5. Atomizing (disintegrating by steam, compressed air, etc.). 6. Condensation of metal vapor. 7. Reduction of oxide powders. 8. Chemical precipitation. 9. Electrolytic deposition. 10. Sintering (for producing alloy powders). 11. Formation of an alloy followed by dissolving or otherwise remov-ing one of the alloying constituents.

I. INTRODUCTION We are aware that as a general rule zinc and lead deposits located by the Mediterranean Sea contain important proportions of oxidized ores of lead and zinc (cerussite, anglesite, smithsonite, hemimorphite). Although their economical significance is decreasing in favor of totally sulphurous ores*, la Societe Miniere et Metallurgique de Penarroya and its subsidiaries are still operating four small oxidized ore-bodies in Morocco, Spain, France, and Italy (see Figure 1). Not all of these deposits contain exclusively oxidized lead and zinc ores but also sulphides such as galena, sphalerite, and pyrite. However, the very presence of the oxidized ores gives the treatment methods their characteristics and it is bearing this in mind that we think the description of these four mills worthwhile. Flotation remains the basic process. It uses sulphurization in alkaline medium and long chain xanthate in order to concentrate lead minerals (amylxanthate) and fatty amines (sterarylamine acetate) to concentrate zinc minerals.

Beneficiation of low-grade nonmetalliferous mineral deposits by electronic color sorting is currently undergoing a period of rapid development. For those deposits in which the specific gravity, strength, soundness, and electric and magnetic properties of the ore and gangue are similar, the possibility of separation by color, reflectivity, or fluorescence offers hope for the utilization of much poorer quality ore than previously thought possible. For those ores in which consistency of color is required or for which a dry process is preferred, the electronic color sorter is particularly adaptable. Tests performed late in 1966 and reported herein are the result of continued interest in the dry beneficiation of gypsum and the development of higher capacity color-sorting machines. These tests should be considered only as an indication of the efficiency of the process and only with respect to the low-grade, untreated ore tested. Although most of the ore mined in Martin County, Ind., is of acceptable quality, a few thin carbonate strata and irregular nodules of dolomite and limestone are present within the main evaporite bed (Fig. 1).

While most of the Pittsburgh coal horizon is dependably regular, there are areas where it is dis-turbed by sandstone cutouts which can seriously hamper mining operations. Because these channel sandstones often cut out the coal abruptly, they are difficult to detect by core drilling; and mine operators, for want of a better way to discover them, have largely trusted to luck to avoid them. This paper, based on a study the author is presently conducting, is an attempt to point out some sources of information and signposts which might aid the operator in determining the presence of a cutout before he begins to mine. The presence of sandstone cutouts in the Pittsburgh coal has been known for many years. Some of these irregularities were observed at outcrops and others were discovered by drilling, but the majority were and are found during mining operations. These sandstone cutouts are commonly called "faults" and have been a bane to mining companies wherever they have been encountered. Profiles of some typical deposits appear in Fig. 1. The cutouts disrupt the normal system of mining, replace valuable coal reserves, create ventilation problems by emitting large quantities of gas and sometimes oil, limit the number of entries that can be economically driven, affect the quality of the coal, disrupt the normal structure of the coal, and create roof control problems. It might be expected that such severe disturbances in the structural regularity of the coal would instigate determined and extensive searches for possible cutouts prior to mining operations, but this apparently has not been so except in isolated cases. Two reasons may be cited to explain this lack of exploratory work. The first and probably the strongest reason is the over-all regularity of the Pittsburgh coal. No coal seam in the country exhibits the horizontal continuity and relative regularity of the Pittsburgh coal. It lies in an almost unbroken sheet across southwestern Pennsylvania, eastern Ohio and northern West Virginia, and has been recognized as far east as the Potomac Basin of western Maryland. Over 5729 square miles are underlain by this coal, of which 2077 square miles are in Pennsylvania, 2214 square miles in West Virginia, 1410 square miles in Ohio, and 28 square miles in Maryland. The area covered by this study is outlined by the map in Fig. 2. Over most of this territory the coal has the following characteristic structure as illustrated in Fig. 3: roof coal, draw slate, breast coal, parting, bearing in coal, parting, brick coal, parting, and bottom coal. With such regularity of thickness and structure, mines were opened and laid out with confidence that the coal would be present. Extensive drill testing was considered unwarranted and it was also quite expensive because the coal dipped to the west away from the Monongahela River. Metal mining in the People's Republic of China has shown great growth during the last three decades. Over 150 new iron ore mines and nonferrous base metal mines have been opened since 1949, althouc.11 most of them of medium and small size. Concurrently, many old mines were enlarged and reconstructed. The production of iron ore has grown from less than 1.5 million tons per year in 1949 to almost 76 million tons in 1978. A corresponding increase in the total annual output in the nonferrous metal mineral industry has also been noted. It is well known that the PRC is very rich in metal mineral resources. The reserves of tungsten, tin, antimony, molybdenum and iron ore are ranked in the top three in the world. Recently, some copper porphyry ore deposits were discovered in Jianxi and Anhui provinces. Some large nickel-copper sulfide deposits were discovered and have been developed in North- West China. Huge iron ore deposits have been found in Liaoning, Hebei and Szechwan provinces. However, the bulk of the iron ores are low grade. The growing metal mineral production has met basic domestic needs since 1949; it has also proven China's big resource potential. Mining methods have also undergone development in the past 30 years. About 80% of the annual output of iron ore comes from open pits, whereas about 58% of nonferrous metal ores come from underground mines. Blasthole open stoping, sublevel caving and induced block caving are widely used in Chinese underground metal mines (table 1). This paper summarizes in detail the planning for and application of these three bulk mining methods in the nonferrous and iron ore mines in China. CLASSIFICATION OF UNDERGROUND MINING METHODS The main principle of the classification of underground mining methods in PRC is ground support in the stoping cycles of the mining blocks or stopes. Table 2 lists this classification. It is essentially the same as that given in the SME Mining Engineering Handbook. Be- cause pillar removal is a secondary mining operation, using a variety of methods, they are not included in this classification. As is the case with most classifications in science and technology, there is no precise division between the classes of mining methods. Because of the rapid development of consolidated filling techniques in the past twenty years, some types of open stoping methods use fill in order to improve the ground conditions for the secondary recovery stage. Thus, these mining methods have features of both methods using no artificial support and those using artificial support. In this classification, this type of mining method is placed in the latter category. The shrinkage stoping method has been employed extensively to mine steeply dipping narrow veins of tungsten and tin in the Jiangxi, Hunan, Guangdong and Guangxi provinces. Shrink- age stoping is placed under the class of mining methods without artificial support be- cause this reflects the nature of the Chinese experience. The function of the broken ore serving to support the footwall and/or hanging wall is limited, because the expectation is for the host rocks to remain unsupported until the stope is drawn empty. APPLICATION OF BULK MINING METHODS Bulk mining methods consist of blasthole open stoping, sublevel caving and block caving. These stoping methods have much in common, such as: bulk ore materials blasted by long holes; higher production rates of stopes or blocks and higher production efficiencies of the whole mining systems.

Face ventilation is generally the most critical area in the coal mine ventilation system. Various studies have repeatedly shown that good ventilation is by far the most effective and least costly method of controlling dust and gas problems created during face operations. The Bureau of Mines has recently developed and assisted in the development of several new concepts in face ventilation systems, and in methods to accurately evaluate these systems underground. A new type of scrubber and ventilation system design built into the auger support frame of a continu- ous miner was developed. The objective was to improve face ventilation and reduce respirable dust concentrations. With this arrangement, one scrubber is mounted into each side of the boom. Laboratory and underground tests of various scrubber discharge arrangements showed good to excellent dust and methane control. Combined face ventilation systems, using both blowing and exhaust curtain, potentially offer dust and gas control and deeper cutting. Bureau tests at a mine using a combined face ventilation system and remote- control-operated continuous miners showed excellent dust and methane control. The advancement of line curtain systems beyond permanent supports without exposing workmen to roof fall hazards can be accomplished only with specially designed extendable devices. Numerous concepts for line curtain extension have been developed and tested. For the past several years, the Bureau has been testing various types of extensible face ventilation systems. These extensible systems can generally be classified as floor-, roof-, machine-, and rib-mounted systems. In the past 6 years, approximately 40 systems have been evaluated for feasibility. From these, several have been selected as practical or innovative and are presented herein. A technique developed by the Bureau to accurately and safely evaluate the effectiveness of face ventilation is also presented.

THE engineer and the conservationist agree that effective water drive is the desirable reservoir production mechanism. Water drive may result either from the expansion of edge water, the reservoir water bordering an oil pool, or from the artesian flow of edge water from the outcrop. Thus, the extent of the reservoir has an important bearing upon both the rate and the ultimate quantity of water influx to an oil pool. Lens-type reservoirs are generally recognizable, but the complete structure of the more important domal types, having possible limitations from crestal and synclinal faulting, is not well understood. The delineation from cores, electrical logs and exploitation phenomena of the crestal portions of reservoirs is increasingly exact. This paper suggests that inference from these factual pictures, combined with the scattered well and geophysical data of the synclines and with consideration of the dynamics of structural formation, may be applied to solving the complete geologic structure. Since faulting on the domes and in the synclines may effectively seal and thus limit the size of a reservoir and bar additional water influx, consideration of geologic structure and its possible effects is essential to complete analysis and prediction of reservoir performance.

The pottery of the New Jersey Zinc Co. (of Pa.) is equipped to make three classes of refractories; namely, spelter vessels, spelter condensers, and high-grade fire-brick. The most important of these are the spelter vessels, on account of the extreme severity of the service which they must perform, necessitating great care in the selection of materials and in the whole process of manufacture. Next to the spelter vessels in importance come the condensers, as large numbers are used in the manufacture of spelter, and improvements in quality result in material decreases in working cost. While the fire-brick which form the laboratory, or high-temperature portion of the spelter furnaces, are placed at the foot of the list, they are nevertheless of much importance, since high quality will decrease the frequency of the always expensive shutdowns for repairs. To promote simplicity, the manufacture of these three products will be described separately in this paper, except in so far as materials and the crushing and handling system common to all are conccrned. Materials Bond Clay.—The bond clay used entirely at the Palmerton pottery is a St. Louis clay furnished by the Grand View Fire Clay Co. It is stored in a system of covered bins, and no attempt is made to weather it in the accepted sense of the term " weathering." Some years ago our clay was weathered before pugging, but we did not find the benefit sufficient to offset the additional handling and the loss of clay incurred. Furthermore, we believe that the rotting of the pugged mix (described later) accomplishes the same results to better advantage. That there is some action taking place in the clay while stored in the covered bins, however, is evidenced by an increase in volume which at times has caused damage to the retaining walls of the bins. We have at present a stock of bond clay weathering in the open, and when this is put into service an opportunity will be afforded for making comparisons with the clay as usually handled.

The purification of commercial-purity tantalum powder by vacuum sintering in the temperature range 2600° to 2860°C has been investigated. Mixtures of tantalum oxide and tantalum carbide were sintered at 1800° and 2200°C. Tantalum bars containing 1 pct additions of oxygen, nitrogen, and carbon. were sintered in the range 1800° to 2600°C. Anulyses were conducted on the sititeyed mixtures to determine the extent of removal of oxygen, nitrogen, and carbon at each sintering condition. The mechanism for remova1 of each impurity, and the conditions necessary for preparing ductile tantalum by vacuum sintering are discussed. INTEREST in the refractory metals has been stimulated in recent years by the need for structural materials capable of operating at temperatures of 1100°C and higher. These metals include columbium (niobium) (mp 2468°C), molybdenum (mp 2620°C), tantalum (mp 2996°C), rhenium (mp 3160°C), and tung- sten (mp 3415°C). In addition to its high melting point, tantalum possesses the advantages of forming a solid, nonvolatile oxide at temperatures of interest and of being ductile and easy to fabricate. The classic method of consolidating tantalum from powder refined from the ores is by vacuum sintering at temperatures on the order of 2600°C. This sintering treatment both densifies the compacted powder bars and purifies the metal by causing impurities to boil out. The present work was undertaken to provide more quantative data on the relationship between sintering conditions and purity and to determine the mechanisms of impurity removal.

His face wreathed in smiles, J. Richard Lucas, Chairman of the Keynote Session, conceded that "the papers appeared to have been of some interest." This was a modest description of the opening day of technical sessions at the SME Fall Meeting and Exhibition, October 13 to 15, in Tampa, Fla. The auditorium had capacity for 800 spectators and there was hardly a vacant seat visible. The topic, Resource Development of the Fertilizer Minerals, was covered in four authoritative papers. H. S. Ten Eyck set the stage. Resources are always viewed in relation to future requirements, and these depend largely on population. If the population trend continues, the world's 3.3 billion people will increase to 6.7 billion people by the year 2000. About 70% of this increased population will be in developing areas which are not capable of supplying sufficient food and fiber for their needs. Fertilizer is a means of bridging the crop shortage. Projections of fertilizer requirements by 1970 are from 53 million to 67.5 million long tons of plant nutrient which compares with 1964 consumption of 37.7 million tons. Looking ahead to 1980, the growth continues with an estimated demand of 80 million to 113 million tons combined of N P and K.

RESULTS presented in a previous paper1 have shown that the strength of fired pellets made from eastern Mesabi magnetite concentrates containing 8 to 9 pct Si02 as quartz and silicates is due to several processes which occur during firing. These are: l-recrystallization and cementation of the fragmented magnetite grains; 2-formation of slag from reaction between the quartz, silicates, and available ferrous iron, followed by slag-bonding of the magnetite grains; and 3-oxidation of the magnetite to hematite and subsequent recrystallization and grain growth of this constituent. Microscopic examination of all magnetite pellets fired in one operation in small and large-scale pilot plant furnaces and possessing normal strengths shows that the processes 1,2, and 3 have taken place; where strengths are low and the pellets are otherwise sub- normal, one or more of the processes has not occurred. For example, soft and friable red pellets may contain a central core of slag-bonded recrystallized magnetite which is strong enough in itself, but the shell contains only slightly recrystallized hematite, indicating that the maximum temperature reached was too low. Processes 1 and 2 can occur only under reducing conditions, as for example, when coal is intention- ally added to the original pellets; under neutral conditions, when pellets are fired in an inert atmosphere; or when pellets are brought so rapidly to temperature in an oxidizing atmosphere that oxygen diffusion to the core lags behind the recrystallization and slagging effects. Rock mechanics, like all engineering disciplines, must have a theoretical foundation. The subject of this chapter is the formulation of analytical methods that may aid in the rational design and determination of the stability of engineering structures in competent brittle rock materials. By an engineering structure in rock, we mean any (1) excavated sub- surface opening, (2) open surface structure, or (3) system of openings in rock that is virtually self-supporting-that is, not requiring artificial systems to carry structural stresses.

Since the time of the early Egyptians, the use of copper: has been a boon to the life of most of the civilized world. Its use has been varied; in many connections, the art by which it attained its greatest usefulness has been lost. In this paper an endeavor will be made to take into consideration some of the many changes that have occurred during the last 40 years of copper-smelting operations. During that period the copper blast furnace has been almost forced out of existence by new methods of ore concen-tration—first, gravity concentration, and then flotation. These new methods of concentration introduced many new factors into the metallurgy of copper. The product was wet, it was fine and it was high grade. To overcome all these factors many changes have been necessary throughout the smelting agenda. New equipment has been necessary for transportation, unloading, sampling, bedding and moisturing in all smelting plants, especially the custom smelter' During the early days of "flotation," little was known about filtering or the use of an alkaline circuit; often the concentrate going to the smelter contained 2' to '5 Per cent moisture. It is easy to imagine the difficulty arising with a product of this nature when it had to be shoveled by hand labor. To meet these conditions, mechanical unload- ing and sampling devices were soon developed. In many instances such good progress was made that actual costs for handling this unfavorable product were lower than those formerly incurred on the old product. Today most sampling of copper ores and concentrates is being done by mechanical sampling, pipe or augur sampling, or shovel sampling. Where concentrates are uniform in metal content, a great many of the plants now use pipe or augur sampling. For spotty ores, the old shovel sample with cone and quartering during the final stages is still in' use. Where big tonnages are handled, mechanical sampling of concentrates is being done, with satisfactory results. To curtail slow and tedious cutting and mixing procedure, mechanical mixing boxes, splitters and cutters are used to cut down labor costs. Milling As crude ores become scarcer, the use of milling operations increases. The few crude ores that are still smelted are used as fluxing types. To use these ores finer grinding has been found advantageous. This has made for better bedding and fluxillg conditions, which in turn makes for faster smelting, lower fuel consumption and better metal recovery. The degree of fineness is more or less determined by the nature of the product. Most plants have set a standard of through 3/8-in. mesh screen for roaster -reverberatory smelting and through 3/4-in. mesh screen for converter fluxes.
