RESEARCH, primarily, is finding out the truth. Research applied to engineering opens the door to new principles and processes, the application of. which benefits mankind in a material way. The engineer believes that investigation instituted with the primary view of making the results directly applicable to the industries is the highest type of research. Coal is essentially the basis of modern industrial civilization; therefore, any, considerable research pertaining to coal must link itself to the industry by, practical application of the results of the research. In other words, all investigational work connected in any way with coal leads to conclusions that permit a better understanding of the origin, nature of occurrence, composition, better and safer mining, more careful preparation, or greater efficiency in utilization of coal. Modern engineering research has been fostered essentially by universities and in the laboratories of institutions of learning. Coal problems that lend themselves to solution in the laboratories have been first attacked and are perhaps the farthest toward solution. For example, a great amount of research work has been carried out with the various phases of chemistry connected with coal. On the other hand, the equally important problems connected with methods of mining have received but little attention, primarily because their solution involves the continued use of a great and expensive laboratory, which is none other than the mine itself. As many of the problems already solved have had chemistry as their background, so many of the problems unsolved have physics as their background; there are also unsolved problems that deal in- coal economics. Even psychology must be called upon in future coal-mining research as a basis for solving those great problems that deal with human relationships. In general, considerable advance has been made in coal research dealing with chemistry, not so much progress has been made with problems having physics and engineering as a background, while there is a tremendous range of untouched problems that deal essentially with business and psychology.

During 1967 wage settlements and strikes ran at a high rate and it has been estimated that union gains of 4 ½ % to 5% per year have been attained in many instances. When these events are coupled with the need to operate on lower grade and deeper deposits the need for technological advances in underground mining becomes obvious. Emphasis has been on ways to reduce the number of manshifts required per ton of product. Most significant advances have been made in rapid advance of primary mine openings, development of mobile, rubber-tired, front-end loaders and hauling units, high-speed drilling with rotary and rotary percussive units and a serious look at nuclear devices to break large volumes of ore cheaply. Boring Developments in bit manufacture and metallurgy have allowed continuous boring-type machines to be used on harder formations than was deemed feasible in the past. Hecla Mining Co. has been using raise boring equipment for drilling 9 7/8 in. diam pilot holes in raises which are later reamed in an upward direction to 48 in. diam. The machine used is a J. S. Robbins model 42R raise borer which has been used successfully to drill two relatively long 48-in. diam holes. The first was 520 ft in length at a dip of 76º, and the second was a 785-ft vertical hole.

The process of diffusion alloying of mixed powders offers attractive possibilities both commercially and experimentally. It avoids the fabrication difficulties arising from high alloy contents. Indeed, the process is facilitated by larger alloy additions. The direct formation of the part or test piece and the opportunlity to perform machining operations under more favorable conditions are of no small importance. However, it is necessary to make only brief mention of the interesting features. As yet there have been few attempts to study this process in detail and to carry it to completion, if such is possible. It was intended not only to measure the intermediate and optimum magnetic properties of sintered alloys but to use magnetic testing itself as a means of following the progress of alloying under various condi-tions. Having established that alloys could be successfully synthesized by this tech. nique, the opportunity was taken to study the magnetic properties of several alloys of iron and silicon which had hitherto been too difficult to prepare in suitable test piece form. While avoiding some of the difficulties inherent in the fabrication of alloys by orthodox methods, the diffusion alloying process introduces a few of its own. The first of these is the evaluation of the approach to homogenization. In recent years some notable contributions have been made to this question, but considerable uncertainty remains in its definition and evaluation. This work has concerned itself with further study of this problem and it is hoped that more light has been shed on it. The second of these difficulties arises from the presence of porosity. It is inevitable that in the consolidation of a loose bulk of powder, there should remain some voids unless extremely high pressures are repeatedly applied. It was therefore of importance to investigate their effect on magnetic properties. Recently this effect has been studied and certain predictions made of its behavior. It is believed that the experimental results presented here provide a sound substantiation of the theoretical treatment. The attempt has been made to synthesize five alloys of the iron-silicon system and three each of the iron-nickel and iron-cobalt systems. A series of experiments was also conducted on some of these alloys to test their susceptibility to heat treatment. Some unfortunate experiences have provided opportunity to report data on the deleterious effects of nitrogen on magnetic properties when present as a a in protective atmospheres. The oft repeated statements of the United States Geological Survey and the Bureau of Mines that the coal reserves in the United States are sufficient for 3000 yr have given us all a sense of security hard to disturb. If we discount that statement 66 pct, which to the uninformed seems drastic, we would still have 1000 yr supply, and why should mortal man worry about the difference between 1000 and 3000 yr supply of coal. That is exactly the attitude which many who should be better informed have taken toward the problem. A recent brochure "How Strong is America," by the New York Herald Tribune, states there is "no end to coal * * The truth is staggering * * U. S. has enough coal to last 4000 years." What the statement actually means is that the calculator got as high as 4000 yr and decided it was pointless to go on. The President's ERP Committee on Natural Resources and others in high places continue to assure the country of our superabundance of coal. In the past few days the "Wall Street Journal" carried an item from Director Boyd of the Bureau of Mines saying that within a hundred years we would need to triple our annual coal production of 600,000,000 tons, making it 1,800,000,000 tons annually, and at that rate we had coal reserves sufficient for 1000 yr. In my humble opinion, we cannot now or ever produce 1,800,000,000 tons annually, because we do not have the reserves in the producing districts to do it. Past reckoning in geology may be, as in the Psalms, a thousand years are as yesterday, but the future must be considered more realistically, and " a thousand years" is really a "heck" of a long time. In most developed areas, mining engineers can count the coal reserves in terms of a hundred years or less, and in some important areas now producing large annual tonnages in much under fifty years. They think when they hear of thousands of years coal reserves, reference is made to distant fields and "the fields are always green far away." The estimates of our coal reserves upon which we are relying were made in 1907 under the direction of Marius R. Campbell, Director of the United States Geological Survey. It is apparent this work was not well done. It was necessarily based on rather meager data because of the little development and prospecting as of that date. There were mistakes in the correlation of seams, and they assumed the continuity of thick seams throughout large coal bearing areas where coal often did not exist. The overstatement of coal bearing areas in the Campbell figures are common. The 1907 survey includes all coals over 14 in. in thickness to a depth of 3000 it. The total coal reserves according to Campbell were 3157.2 billion tons. The production and mining losses that year would amount to 570 million tons and

IN THE Alumni catalogue of Amherst College and with the Class of 1848 is recorded the name of Louis Palemon Ledoux, who on graduating studied for the ministry at the Union Theological Seminary in New York and was ordained by the Presbyterian church. Louis Palemon Ledoux entered college from Louisiana and, as his name implies, was of French ancestry. His departure from the traditions of his forebears in register-ing in a Protestant college and later becoming a Presby-terian minister brought about some alienation from his family which, however, softened with the passage of years and disappeared between later generations. In time the Rev. Louis P. Ledoux was married to Kate C. Reid of New York City and was stationed for a year at Newport, Ky., where on Nov. 2, 1852, his oldest son Albert Reid Ledoux was born. The next year, the family moved to Monroe, Mich., where for two years the young clergyman was pastor of the Presbyterian church. A call to Richmond, Va., then led them to live from 1855-1858 in the, Virginia capital, but the father became afflicted with what was then regarded as a mysterious ailment, malaria, and to escape it migrated in 1858, when the young boy Albert was a little over five years old, to Cornwall-on-Hudson, and became pastor of the Presbyterian church in the lower village near the river. In 1861 he was honored with the degree of D.D. from the State Uni-versity of Indiana. Some years later throat trouble compelled the Rev. Dr. Ledoux to give up preaching and led him to establish a school for boys, known as the Storm King School, above Cornwall, on the slopes of Storm King Mountain. As a boy Albert Ledoux roamed the woods of Storm King and became deeply attached to this .wonderful hillside, commanding as it does an extended view of Newburgh Bay to the north and the remoter reaches of the Hudson. In his later years he built his home on its slopes and continued to roam its woods for his recreation. In later years, also, the writer used to look each October for the fringed gentian which Dr. Ledoux gathered in some secret nook to wear in his lapel. In the Storm King school, Albert Ledoux and his brother Augustus Damon, seven years younger, were educated and entered the School of Mines of Columbia College.

One of the three power plants that will be in the Curecanti Unit of the Bureau of Reclamation's Colorado River Storage Project is the power plant at Morrow Point Dam. Presently under construction, the Morrow Point Power Plant is between Gunnison and Montrose on the Gunnison River in west-central Colorado. (Fig. 1). Morrow Point Dam will be a thin, double-curvature, concrete-arch dam, 465 ft high and will impound 120,000 acre-ft of water. Two 60,000-kw hydroelectric generators will be housed in an underground power plant in the left abutment just down- stream from the dam. The power-plant chamber will be an unlined opening 205.5 ft long, 57 ft wide and 65 to 134 ft high. The arch-type roof with a rise-to-span ratio of 1 to 4 will be supported with rock bolts and chain link fence. A description and discussion of the design considerations for the power-plant opening and rock bolt design are given by William H. Wolf, Gilbert L. Brown, and Ernest D. Morgan in "Morrow Point Under- ground Powerplant," ASCE Power Division Specialty Conference, Denver Colorado, August 18-20, 1965. The Morrow Point site is in a moderately active region of mild earth- quakes, as evidenced by recent earthquakes in 1960 and 1962. Therefore, the Bureau of Reclamation undertook an investigation of the effects on the underground power-plant chamber when subjected to an earthquake. The art of earthquake engineering has been directed primarily at developing methods of analyzing the nature of ground surface motions and designing surface structures to resist damage from vibrations impressed on the structure by the ground motions. AUTOMATIC grinding control for ball mills in closed circuit with cyclones was developed for the concentrator of the Marmoraton Mining Co., a subsidiary company of Bethlehem Steel Corp. The concentrator, located at Marmora, Ont., Canada, treats an ore that analyzes 35 to 40 pct magnetic iron. Magnetite, the recoverable iron mineral, is concentrated by fine grinding and magnetic separation. The mesh of grind obtained in the plant is not determined by the point at which liberation is sufficient to yield a satisfactory grade of concentrate, but by the physical requirements of the downstream pelletizing operation. This is considerably finer than is metallurgically necessary. The concentrator has two identical units, each consisting of a rod mill in open circuit, followed by a ball mill in closed circuit with a cyclone and two rougher magnetic separators. The cyclone was chosen as a classifier because of its high efficiency on heavy gravity, magnetically flocculated material.

THE growth of human knowledge is an evolutionary process. His-torically our separate sciences came into existence as people became interested in various apparently unrelated domains of phenomena, and in this manner we acquired the sciences of physics, chemistry, astronomy, biology and geology. As various of these sciences became established, cognizance of them came to be taken by the universities and in this manner there arose the traditional departments of physics, astronomy, chemistry, biology and geology of our American universities. As there was no particular rationality in the boundaries separating the various sciences, in the university departments the jurisdiction of each has assumed quite arbitrary limits. In the domain of earth phenomena the first science to grow up was that of geology, which arose originally from the activities of the collectors of rocks, minerals and fossils. Thus geology evolved as a descriptive science dealing with directly observable terrestrial phenomena for which elementary rational explanations were offered. The traditional treat-ment of phenomena by the science of geology has rarely been with more than an elementary regard for the fact that these phenomena were also phenomena of physics and chemistry. Since the latter part of the nineteenth century, a new approach to terrestrial phenomena has been emerging and becoming of so great a significance that it can no longer be ignored. This approach has been made by people trained primarily in the sciences of physics and chemistry, who have investigated terrestrial phenomena as constituting phenomena of, their respective sciences. In this manner we have acquired the so-called "borderland sciences" of geophysics, the physics of the earth, and of geochemistry, the chemistry of the earth. Neither of these fields is new, having arisen chiefly at the hands of European investigators during the latter part of the nineteenth century. The European uni-versities have long since given official recognition at least to geophysics, by the establishment of departments or institutes of geophysics, which are on a par with ,the university departments of the other sciences.

Approximately two years ago the authors obtained data that indicated that initial precipitation could not be detected by change of lattice parameter in the aluminum-rich aluminum-magnesium alloys. Some of these data were first published in a brief note in Mining and Metallurgy'. Cast specimens were used at that time and they showed initial precipitation relatively sooner than sheet material of the same composition. For this reason a more thorough investigation has been carried out using a homogenized aluminum-magnesium sheet corltairling approximately 10 per cent magnesium. Materials.—The aluminum used in the preparation of the aluminum-magnesium alloy was of high purity, containing less than 0.01 per cent each of iron, silicon and copper. The magnesium was high-purity sublimed magnesium. Preparation of Alloy.—Approximately 4 kg. of the aluminunl was melted in a plumbago crucible in an electric furnace and the magnesium was added. The melt was thoroughly stirred with a graphite rod and fluxed with chlorine gas before casting. The alloy was cast in the form of a sheet ingot in a cold iron tilting mold (approximately 200 by 165 by 40 mm.) and into small chill-cast slabs for chemical analysis (75 by 40 by 5 mm.). The chemical analyses were made upon drillings from the analysis slabs. The analytical methods were those described in "Chemical Analysis of Aluminum," published by the Aluminum Company of America. The composition of the alloy was found to be: magnesium 10.30, silicon 0.013, iron 0.008 and copper 0.005 per cent. In order to insure homogeneity the alloy was given two intermediate anneals at 430' C. for a total time of 36 hr. The ingot was hot-rolled

It is nearly twenty years since Dr. Raymond, then U. S. Commissioner of Mining Statistics, wrote the first paper (so far as I have been informed) upon the education of tile mining engineer, as a distinct profession for American youth. At that time nearly all the prominent mining engineers in the country had studied in one or more of the foreign schools, or had reached their high standing through years of experience in the school of life. The paper mentioned five schools in the United States in which some attention was paid to the teaching of mining engineering, but as four of them had barely graduated their first classes, their influence had not begun to make itself widely felt. Two years later the American Institute of Mining Engineers was formed, and it has been a most potent factor in the problem of "disseminating information on mining and metallurgical subjects," so potent that the need of a national school of mines as headquarters for information as well as for instruction is no longer urged. The number of schools also increased, and in 1876 Abram S. Hewitt, in his Presidential address on "A Century of Mining and Metallurgy in the United States,'' gave a list of fourteen. In 1876 the series of discussions, led by Holley's admirable paper, brought the whole subject of technical education before the country. These discussions, while mostly devoted to the engineering professions in general, touched upon the question of mining and metallurgicel training to some extent. Since that time several papers, inspired by the publication of that series of discussions, have appeared in our Transactions, and several notable addresses have been delivered at the opening or at the commencement exercises of various schools. But nothing directly bearing upon the curriculum of the mining and metallurgical schools has ever appeared in our annual volumes. As education is one of the many-sided subjects which cannot be discussed too often, I have ventured to bring it up again. In a recent study1 of the deformation of metastable beta copper-zinc and beta copper-tin crystals, it was established that the parallel markings that appear on the surface of these crystals after slight deformation represent lattice transformations. Stereographic analysis showed that in beta copper-tin, the poles of these markings deviated one or two degrees from poles of the form {133}. In beta copper-zinc the plane delineated by the markings corresponded to no one crystallographic plane of the matrix lattice; the marking poles deviated from 5° to 11° from poles of the form (110), and were displaced only a few degrees from (110) zones. Inasmuch as the new transition lattices produced as the result of the deformation are different for each alloy, it was thought at first that the habits of the markings might be the result of a cooperation between matrix lattice and transformed lattice. (Both matrix lattices arc body-centered cubic.) Such a cooperative effect is thought to obtain in the formation of Widmanstätten figures, for it is well known that the matrix lattice alone does not determine the habit assumed by a segregate phase. On the other hand, it is not inconceivable that the dissimilarity in marking habit might be due to differences in deformation characteristics of beta brass and beta bronze. Barrett and co-workers2 have shown that slip-line habits in pure iron are markedly different from those in high-silicon ferrite; and although it has been repeatedly demonstrated that plates of a segregate phase do not necessarily form on the slip planes of the matrix lattice, deformation characteristics may be more intimately allied with plate formation when a transformation is made to occur as a result of plastic deformation. However, there is the fact that the orientation of markings in metastable beta copper-zinc is the same whether the markings be produced by quenching, deformation, or liquid-air cooling; likewise, quenching and deformation markings in metastable beta copper-tin are oriented in the same way with respect to the beta matrix. THE solubilities of a series of experimental alloys covering the range 0 to 100 per cent. Ni, 0 to 30 per cent. Cr have been studied under conditions of complete submersion in several fully aerated acid solutions, and in solutions containing sulfurous acid. In nonoxidizing, hydrogen-discharging acids, if the nickel content is below a certain critical amount, chromium increases the rate of solution and nickel decreases this rate; this critical content of nickel is about 13 per cent. Alloys containing more than this corrode at a constant minimum rate independent of iron, nickel or chromium contents. Austenitic chrome-nickel steels may thus have a resistance to these acids equal to that of nickel-chromium alloys. In nitric acid and in unaerated sulfurous acid rather sharp limits of attack occur which are principally dependent on chromium content. In the former the limit of attack is not related to a particular chromium content but varies continuously with acid concentration. The action of sulfurous acid on these alloys is highly dependent on the presence of small amounts of other substances in solution, and many sulfurous acid mixtures rapidly attack alloys to which the pure acid is wholly inert. The observed effects are. not compatible with Tammann's theory relating corrosion resistance to lattice structure but are believed to be concordant with current views of the electrochemical nature of corrosion.

Measurement of radioactivity of rocks and ores has developed into a complete method of geophysical exploration. The problem falls into three natural categories: (1) surface radiation measurement in the field and underground; (2) radioactivity logging of drillholes; and (3) laboratory analysis of samples. Portable counters are used in the field for tracing radioactive formations and for quanti tative estimates of radioactive content of surface rock. Wartime advances in battery design make it possible to construct small precision counters that can be carried easily. Even the smallest conventional diamond drillholes can be logged, and actual content of the radioactive element can be measured. The exact grade of very thin active layers or veins can be estimated only approximately. Samples may be analyzed for their alpha, beta or gamma activity, and beta assaying is the best suited to rapid routine operation. Simple calibration with standard samples is sufficient for rough work, but a density correction is necessary when greater precision is required. Samples with high emanating power should be fixed and stored for three weeks to reestablish the radium-radon equilibrium prior to precision assaying. Carno-tite can be fixed by sintering or molding with plastics. Among the important new developments, a low-voltage Geiger tube has been 'designed recently, and crystal scintillation counters hold great promise for high-efficiency gamma-ray measurement. Introduction During the last few years we have witnessed an unprecedented rise in the demand for radioactive minerals, coming as a direct consequence of the discovery of nuclear fission and subsequent developments, the full impact of which is by no means in sight even now. It remains certain, however, that radioactive minerals, and especially those which can be used as ores of uranium and thorium, will continue to be of great interest not only to the prospector and mine operator but also to the various inspection parties envisioned by most of the schemes advanced for the control of nuclear energy on a world-wide basis. It is clear, therefore, that the measurement of radioactivity in rocks in the field as well as in samples in the laboratory has become a method of geophysical exploration of some importance. If we consider the recent technological advances in the general fields of nuclear physics and electronics it seems proper to review the present status of the methods and procedures of radiological exploration. General Considerations Equilibrium If we take a fixed amount of uranium that has just been purified, some of it will immediately start decaying into its first daughter element which in turn decays into its own daughter and so on down the line until the last daughter is reached—a stable isotope of lead. The rate at which a radioactive element decays is frequently expressed as the half-life, which is the length of time required for the decay of half the atoms in a given amount. Direct oxidation refers to the reaction that results from introducing oxygen either alone or mixed with other gases directly into the steel bath. In working a heat, oxygen in some form is added to the steel to remove the undesirable constituents as oxides. There are two general methods of supplying this oxygen to the open hearth bath. The method in which the oxygen is added as a compound such as Con or iron ore is designated an indirect method because the steel bath must first decompose the compound to attain oxygen in a usable form. The other method in which oxygen is added to the bath in the elemental or gaseous form, more or less diluted by other gases such as nitrogen, is a direct method because no decomposition is necessary before the oxygen reacts with iron to form FeO which is dissolved in the bath in a usable form. Bubble formation (at least of a macroscopic size) presents no problem in case of direct oxidation because the reacting agent (oxygen) is in the form of bubbles when entering the metal. Regardless of whether oxygen is intro- duced into the bath directly or indirectly, several reactions proceed concurrently. In the presence of the bath of molten iron, FeO is formed either by oxidation of iron by oxygen or reduction of oxides by iron. This FeO dissolved in the molten iron is the source of oxygen for the oxidation of manganese, carbon, silicon, and phosphorus if these are present. The oxidation of carbon from steel is the controlling steelmaking reaction. The introduction of oxygen into the bath, its reaction in the elimination of impurities, and its control by the use of de-oxidizing additions have been subjects of importance since steel was first made by the bessemer process. Direct oxidation is, in a sense, an application of the bessemer principle to the open hearth process. Graham13 states: "The use of oxygen or air jets introduced into the metal bath is essentially an effort to approach in the open hearth the turbulence, rapid interface reaction, and high production rate per hour that exists in the bessemer process." The general subject, "Oxygen in Steel-making," was given new life by the studies of Herty and associates starting about1925. The current interest in elemental oxygen is intimately related to the large scale production of oxygen developed during the war period. Some of the first applications were made during the early summer of 1946 at the Steel Co. of Canada using oxygen with the fuel. Such a use is of considerable interest and importance in contributing to faster heats but is not the subject of the present discussion which deals entirely with the introduction of elemental oxygen directly into the open hearth bath.

THE coercimeter, as its name implies, is an instrument for measuring the coercive force[+] of magnetic substances. It was developed by Davis and Hartenheim in the Special Studies Section, Metallurgical Division. A detailed description of this apparatus may be found elsewhere.2 The coercive force determinations of magnetic materials are interesting because of the relationship established by Gottschalk,4 who showed a linear relationship between the magnetization coercive force and the specific surface of comminuted particles. The value of this relationship in determining grinding efficiency has been shown by Dean.3 The determination of the surface contained in the subsieve sizes has always been a difficult problem for investigators. They made approximate measurements of the surface of coarse materials by sizing on screens, but for the determination of the surface of the sub- sieve sizes it was necessary to make detailed grain counts or elutriation tests, or to study dissolution rates. The technical literature contains many references to other methods for determining these surfaces, either by some special apparatus or by mathematical calculations based on distribution lines. Many of the methods are long and tedious, and the results of some, at least, are questionable. The turbidimeter gives quick results on ground cement. By using magnetite as the material to be ground, a simple determination of its coercive force by the coercimeter, requiring 10 minutes or less, can be transposed directly and accurately into units of relative surface. This subject has been pursued further by the U. S. Bureau of Mines in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., and the following is a description of the results.

Coal, like most other minerals, only exceptionally occurs in a sufficiently pare state to he directly available for general manufacturing purposes. And even where this is the case, the small coal or slack is usually more impure than the lump coal, as the slate, clay, etc., from the roof and bottom of the vein become mixed with it in the handling it undergoes. These impurities often exceed ten or more per cent. in addition to the impurities of the coal itself. The most common impurities of the coal are slate, or shale, clay, and sulphur. The latter occurs in different forms, but moat frequently as bisulphide of iron, or iron pyrites, and as sulphate of lime, or gypum. In both cases the impnrities add greatly to the amount of ash, and where they are present in considerable quantities the raw coal, and still more the coke made from it, is unfit for the manufacture of iron. Coke will coutain on an average at least fifty per cent. more ash and sulphur than the ram coal from which it is made. To the manufacturer of iron every additional per cent. of ash which his coal or coke contains is a source of additional expense, seemingly small, and yet very important in the aggregate. In the blast-furnace, for instance, the ash must be heated up to the melting-point, and, since it is composed largely of refractory substances, the consumption of carbon in melting it will be equal to at least one-half of its weight; that is, a certain part of tile coke is consumed for the melting and fluxing of the ash and is lost. Besides this, it is well enough known to the iron-master that coke containing lees ash makes the &lag or cinder more liquid and less incliner1 to stick to the walls of the furnace. Fuel containing much sulphur produces generally a white iron, poor in carbon, while from the same ore arrd flux, with a pure fuel, a good foundry iron might be obtained. The work of separating slate, sulphur, etd, from the coal has as yet only been successfully accomplished by the washing process. FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,400. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum.
