THE Western phosphate field, virtually ignored for 40 years, has been undergoing a rapid climb to economic importance. Until World War II there seemed to be no reason for developing the phosphate rock region of the Intermountain Empire. But the tremendously increased demand for food production and the needs of many branches of the chemical industry changed all that. Quite suddenly a report made by the U. S. Geological Survey at the turn of the century became important. The survey showed that 60 pet of the nation's phosphate reserves were in the western phosphate field. Simplot Fertilizer Co. was one of the first to become actively interested in the development of the area. In August, 1945 the company began exploration of the Phosphoria Formation on the Fort Hall Indian Reservation. The result was the Gay Mine, about 18 miles east of Indian Agency Headquarters at Fort Hall, Idaho, developed to supply high grade phosphate rock for processing into superphosphate fertilizer at the company's Pocatello plant. Six ft of high grade oolitic phosphate rock (ranging from 32.5 to 34.5 pet P2O5) were discovered at the base of the Phosphoria Formation by diamond drilling and dozer trenching. High quality and thickness, plus the fact that the formation lay flat and near the surface made strip and open pit mining possible. In one year of mining, starting June 1946, a total of 53,000 tons of main bed oolitic phosphate rock was hauled to Pocatello for processing into supersulphate. The first year's operation was in

The Alabama flake-graphite industry has flourished only in times of war when importations of foreign graphite for crucible use have been greatly curtailed or cut off. World War I was a boom period and in 1918 some 30 plants produced 7,795,475 lb. of flake graphite. The industry languished following the war and no graphite was produced from 1929 to 1939. The Federal Bureau of Mines began investigating the Alabama graphite deposits in 1940 and worked out modern recovery methods that were applied to production during part of World War II. A prospecting program disclosed reserves of over 25 million tons of graphitic schists. In 1942 the War Production Board authorized the enlargement of the only plant then producing flake graphite and the construction of two new plants. Production of flake graphite from these three plants in 1943 is estimated at 8,100,000 lb. Increased imports from Madagascar late in 1943 shut down one of the new plants and curtailed production at the other. Alabama flake graphite has not yet been able to compete with Madagascar graphite for use in the manufacture of any but small graphite crucibles. The future of the industry must depend on meeting the higher carbon content demanded for other uses.

It is well known that the hardness of metallic single crystals, like that of polycrystalline metals, increases during deformation (hardening by cold-work). It is also known that, as a consequence of deformation. the metallic material acquires an evident thermodynamic instability, revealed, for example, by the fact that the increased hardness gradually decreases with time, especially at elevated temperatures (softening by annealing). The temperature at which the stabilizing process begins is different for various metals, and for any metal it depends on the amount of deformation. Such stabilization of deformed metals may proceed in two different ways: through recovery, and through recrystallization. The former process allows the unstable deformed metal body to approach stability gradually and without visible change in the grain structure; the latter process, like an allotropic transformation, yields directly the undeformed stable "phase" in the form of new undeformed crystals, which, starting out of a certain number of nuclei, grow into and " consume " the deformed hard material. The extent of stability attainable through recovery is limited, especially if the deformation of the metal crystal or crystals involves not only the gliding along slip planes, but also the bending of the slip lamellae, or at any rate the bending of comparatively large parts of the crystal lattice. In such cases, for instance in bent single crystals or polycrystalline metals subjected to any deformation, recovery will not as a rule be able to restore the "istraight" undeformed lattice, and stability can be attained only by recrystallization; that is, by the consumption of the bent crystal lattice parts by new, undeformed crystals—a much more drastic process. It is evident that the part of the surplus free energy stored in deformed crystals, which is present in the form of the elastic energy of the bent lamellae, is in these instances not considerably involved

Carbon has long been recognized as one of the most powerful reducing agents in the deposition of ores. Investigations, made by myself, of the zinc- and lead-deposits in Southwest Missouri, in the region centering about Joplin, where the formation of the metallic sulphides has been due to the action of bitumen, carbonaceous shales and bituminous coal, have afforded abundant evidence that the solid oxygenated hydrocarbons, particularly when in fine powder and in suspension in the waters circulating through the ore-bodies, are the most energetic and powerful reducing agents known. Bitumen, liberated by the decomposition of the ore-bearing limestone, is found in the Joplin mines in all degrees of fluidity and hardness, dependent on the amount of oxidation it has undergone. From semi-fluid maltha it grades into partly oxidized mineral-pitch, which, by further oxidation, changes to hard asphalt, finally breaking up, from continued absorption of oxygen, into a fine powder resembling in appearance powdered coal. In this condition oxidized bitumen, from its light gravity, is transported readily in suspension in the underground circulating-waters. Although the first application of strip mining dates back to 1866, the true origin of today's problem of land reclamation is found in World War II, when the yawning war machines demanded more, and faster fuel production. To meet the new wartime demands, the strip coal mining companies that had been producing coal for the normal needs of industry and commerce during peacetime worked to the full extent of their capacities but were unable to satisfy the voracious demand. To supplement the production of the established mining firms, a host of temporary, make-shift coal strip operations came into being-road contractors, ditchers and foundation excavators, earth movers of every type became strip coal operators. Unfortunately, many were of the here-today-gone-tomorrow category, and showed little concern for the condition of the land after mining. Likewise, the land owners of the mined properties (most of the land was on royalty lease or tonnage contract) showed little concern. Land owners realized from their acreages more income during the war years of coal production than could have been obtained in two or three lifetimes of conventional farming or other land uses. Most of these mined lands were sub-marginal with little productive promise. As a result the wartime stripping produced most of what are known today as "orphan banks" or "abandoned strip pits." It is of these that so much of the present day complaints about strip mine reclamation are being made.

Young† (communication to the Secretary): Before the appearance of Mr. Scott's paper in these Transactions we were not specially interested in the investigation which he has started; but at his request we have endeavored to collect from musty records and the recollection of our old friends a brief chronicle of the progress made by this house. As 3000 instruments were manufactured by us before any descriptive record was kept, and 2000 more before the record contained more than a statement whether the instrument was a transit or a level, and sometimes its size, we approach the task with timidity, trusting that the reader will bear the difficulties in mind, particularly as the writer's predecessors, from whom, no doubt, the information desired could have been obtained, have passed away. Instruments for surveying were manufactured by David Rittenhouse, of Philadelphia, as early as 1760; but it was not until late in the first quarter of this century that there was any American market for an instrument outside of the ordinary surveyor's compass. With the advent of canals and railroads, and the more extensive development of the Pennsylvania coalfields, arose a demand for surveying-instruments to meet problems in engineering beyond the limited field of the compass. THERE is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat-treatment, structure, and physical properties. In order to promote discussion, which it is hoped may lead to the discovery of the source of 'some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat-treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.1 The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08. per cent. The minimum physical requirements are: Tensile strength,- 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirement's gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in- the best heats of open-hearth steel, so that' faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at, a proper temperature clown to the form of tapered barrel blanks or by heat-treating bars that have been upset to enlarge the breech section. The transformation temperature of this steel, on heating, is around 1350° F. (732° C.), varying somewhat with the composition and the rate of heating. The rate of acid leaching of malachite from a sandstone ore was shown to be controlled by the diffusion of H+ ions through the host rock. The kinetics of the reaction can be expressed by a shrinking core model. Equations for calculating effective diffusivities from an "infinite" slab and a cylindrical core were derived. The effective diffusivity, of H+ ions in a sandstone ore was measured.

The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

This research provides an empirical approach toward further analysist10 of the variables in rock breakage under direct, hydroimpact (impacting on fluid) and explosive impulse loading. That the strain on the face of a block of rock, below an impact pin or explosive charge, is directly proportionate to the rupturing force F and inversely proportionate to the product of the burden W and the hole periphery S, is borne out in the laboratory using electrical resistance strain gages to measure a peak strain during rupture by small explosive charges detonated in boreholes. Furthermore, such findings established the validity of the expression F = Ss • Wy • R as a useful relationship from which, it is believed, can be derived practical applications in commercial rock blast design.

THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep¬resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geological Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals. Coal, although it is, one of the most important minerals, was omitted because not more than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

This paper summarizes recent developments in modeling of underground coal slurry haulage networks to determine optimum design and operating parameters. The model presented is based on a stochastic dynamic program¬ming formulation. It is applicable in any typical room-and-pillar or longwall mining configuration commonly practiced in the US. The formulation and structure of the model is general enough to handle design problems involving more than one face and mining method. Given the stochastic operating characteristics and a system layout, the model can be used to determine the equipment configuration and operating regimes that minimize the overall unit cost of coal haulage.

Two new phosphate transfer complexes with a multi- million ton annual capacity are in operation in Tampa, Fla. Revolutionary in concept, these companion installations represent a total investment in the Tampa Bay area of $18.5 million.

THE fact that this latest and most modern of the Universal Atlas Cement Company's plants at Northampton, Pa., is the fifth to be built on these same properties, and their development has been coincidental with the development of the portland cement industry in the United States, makes it appropriate to sketch briefly the history of the successive steps. In 1889 the original Atlas Portland Cement Co. started its first plant at Coplay, Pa., which is just across the Lehigh River from the present operation. Here the first successful rotary kiln was operated. These kilns were 6 ft. in diameter and 60 ft. long; they used oil for fuel until 1895, when the company developed the first burner for pulverized coal. Shortly thereafter the Atlas company acquired property on the Northampton side of the river and built its plants Nos. 2, 3 and 4 within the following 10 years. During the same period the production of portland cement in the country was increasing rapidly; owing largely to the development of the rotary kiln and improved grinding machinery, which lowered the cost and improved the quality of cement. The general tendency has been to increase the length of the kiln and grind both raw material and finished product finer. In 1930 the Atlas Portland Cement Co. and the Universal Portland Cement Co. united to form the Universal Atlas Cement Co., and the same policy of improving the product has been continued. Because of the large amount of research carried on by manufacturers and consumers, including government agencies, there is a demand for cement of different chemical and physical characteristics for different kinds of structures. Hence many engineers in recent years have been asking for cements of certain definite chemical analyses, which they think are best for their particular jobs. This has compelled the manufacturer to make several different types of cement by variations of chemical composition. These are generally made by adding silica, iron and lime to the standard mixture, which necessarily increases the cost of the product. Therefore the Universal Atlas Cement Co., in planning the modernization of its Northampton plant, gave this particular phase of the problem considerable study. Research and experimentation have developed the practicability of making a wide variety of differently proportioned raw materials for cement by a process of subtraction rather than by addition. With such process, it is possible to discard the undesirable aluminates and silicates from the ample supply of impure limestone available from the company's property rather than by adding high-grade limestone obtained from distant sources. This procedure requires mineral separation by centrifugal sedimentation and froth flotation. AS a result of the study of social problems to which so much thought has been given in this country and Europe in the last half century, many employers of labor have come to think that some provision should be made for their workingmen in case of injury. There has been a growing tendency so to administer the laws governing industrial pursuits in these countries as to add self-interest on the part of capitalists, to the plea urged by humanity, that every possible care should be taken to guard the workers from accident; but as no care can guarantee immunity, there is a necessity to supplement these precautions by some method of providing pecuniary aid that shall be available when disabling accidents do occur. It was once a favorite idea of theorists on political economy, that in the ideal state of society every man should take care of himself, and that the less care or control there was assumed by any man over others' private affairs, the better; but this gospel of selfishness has had its day, and it is now generally recognized that in the existing state of affairs the stronger and richer cannot escape the duty of being to some extent, the keepers of their less fortunate brethren ; and, on the other hand, that an assumption of care for them involving to some extent an exercise of authority, is not a thing to he necessarily and always resisted.
