Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. This method of warning is by no means experimental, inasmuch as it has been used successfully for many years in

"INTRODUCTION The highly mechanized character of modern warfare makes steel the most vital raw material. The shortage of steel scrap in the United States is forcing the use of increased quantities of pig iron in steel manufacture, so that the rate of pig-iron output will continue to be the controlling factor in steel production. 5/ At the same time, the construction of new blast furnaces is limited both by time and the amount of strategic material available. Under such circumstances, every effort must be made to attain and then maintain maximum pig-iron output from the equipment now in use.When forcing a blast furnace to the ultimate in production the highest standards for quality and uniformity of the coke must be maintained. In view of these facts, the Bureau of Mines, in cooperation with the Office of the Solid Fuels Coordinator for War, is surveying the coke industry to study the various steps in producing coke of higher quality and greater uniformity. 6/ The engineers conducting the survey are visiting key men in coke-oven and blast-furnace organizations to determine, first, the major and most common problems in coke production and use; and, second, the best and quickest method for solving them. Various operators have made good progress in solving individual problems, and a Nation-wide exchange of information among them will make possible widespread adoption of the best practices. It is the purpose, of the survey and reports such as this preliminary one to facilitate such exchange of information. As an outgrowth of the survey, it was soon revealed that many operators could be helped by cooperation with various Government agencies, particularly to procure suitable coals, minor additions to equipment facilities, and tests on certain properties of coal or coke, or specific advice concerning the operation of various types of equipment. The machinery and organization necessary for securing this cooperation have been set up as a part of this work."

A series of coal- mine catastrophes in the latter part of the first decade of this century focused public attention on the need for safety in mines and resulted in the establishment of the Federal Bureau of Mines , whose primary function was to promote safety and improve hygienic conditions of workers in the mineral and related industries . These activities are carried out by the Safety Division of the Bureau's Health and Safety Service . In general , the work performed by the Safety Division personnel may be classified as educational and investigative . Instruction is given in accident prevention for mine officials and miners ; first aid to the injured ; the use and care of oxygen breathing apparatus ; and advanced mine rescue and recovery operations . A specialized safety course is offered to the petroleum and gas industries . Division personnel also aids in or directs rescue and recovery work after mine fires and explosions ; assists at first - aid and mine rescue contests ; conducts safety exhibits and demonstrations ; and presents safety talks , often accompanied by sound safety motion pictures or latern slides , before employee and official groups , at meetings of Holmes safety chapters , at mining institutes , and at other safety or technical gatherings . Coal - mine fires and explosions are investigated , as well as quarry or metalmine explosions and fires , miscellaneous accidents , health and safety hazards , and safety conditions at mines and plants ; safety devices are investigated and developed . Field studies cover ventilation , methods of allaying suspended coal - dust particles , prevention of dust accumulations , the proper use of rock dust to prevent or limit explosions , explosives practices , and the care and use of underground equipment . The results of these studies and investigations are widely applied in the various training courses and are prepared as reports and recommendations , which are submitted to interested persons or are combined and distributed to the public as bulletins , technical papers , miners ' circulars , information circulars , and reports of investigations . These studies also afford a basis for the development of new or modification of old Safety Decisions of the Mine Safety Board of the Bureau of Mines . The following pages review the accomplishments of the division as regards safety during 1942,2/ with like information for a series of recent years and summaries to date . A striking feature of the division's work has been the safety education of more than 1-1/2 million persons who have taken first -aid and mine rescue training courses . That these efforts over a period of 3 decades have been successful is revealed by the decline in coal - mine fatality rates and a somewhat smaller decrease in metal - mining and quarrying fatality rates .

While many parts of Canada's pre-Cambrian shield are well served by railway, it is frequently necessary for prospecting purposes to proceed farther into areas inaccessible by rail. To such areas in summer the canoe was at one time the accepted means of travel for the prospector while the dog team was much used in winter. Although summer travel was much improved by the development of the outboard motor, the lack of facilities for cheap transportation has been a serious hindrance to the employment of capital in opening up the distant fields. The pre-Cambrian surface of Manitoba, like that of Ontario, is hummocky, with rounded hills and ridges of rock alternating with basinlike depressions and valleys occupied by lakes and rivers Or by many low-lying portions covered with muskeg' Routes to the mines have not usually been direct or easy and seasonal vagaries have presented problems in themselves. In summer, water transportation may be the cheapest method for the longer distances but it is not every water route that will satisfy the conditions of loading freight on to a boat or scow and of conveying it without interruption to its destination. By its location, a mine may require a large program of boat transportation in summer Over part of its route, to be followed by winter freighting for the remainder. In order to carry on development and produc- tion over a long period, it may be necessary to haul large quantities of supplies during the winter. This seasonal problem, particularly for the out-of-the-way properties, is SO important and demanding as to make it a major operation in the life of the mine. The -use of the tractor during winter months for heavy machinery and bulk supplies, and the use of the airplane throughout the year for the transportation of personnel and for emergency requirements, have greatly improved transportation to places that are inaccessible by rail. Canada has pioneered in both these methods. Development oF Transportation Twenty-two years have seen a marked change in transportation methods in Canada's mining country. Horse-drawn sleighs have given way to the tractor and that to some extent has been supplanted by the airplane. One of the earliest ventures involving transportation of considerable magnitude was that of the Mandy mine, on Schist at in northern Manitoba. According to accounts of early mining activities in Manitoba, the Mandy mine, beginning December 1916, had 3300 tons of ore hauled 40 miles by sleigh to Saskatchewan River and in summer this was conveyed by barge to The Pas, 130 miles, and then by railroad to Trail, British Columbia, 1200 miles. The mine shipped 6000 tons of ore in 1918 and 15,000 tons in 1919. In winter of the latter year, as many as 300 teams of horses were used on the 40-mile stretch to

Production of magnesium metal in the United States during the past decade has increased from less than 600,000 lb. in 1928 to more than 4,800,000 lb. in 1938.1 The growing industry has stimulated interest in methods of production and in sources of raw material. All of the present domestic production is from brines. However, the availability of large tonnages of magnesite in the state of Washington, together with the possibility of cheap power, have created interest in the utilization of magnesite for the production of magnesium metal as well as for other purposes. Magnesite, the carbonate of magnesium (MgCO3), usually is associated with limestone (CaC03) and dolomite (MgCO3. CaC03). It occurs in crystalline and microcrystalline (sometimes termed amorphous) forms.2 The more common crystalline mineral is found in various shades of white, gray, yellow and brown, the colors being due to impurities, chiefly iron. Magnesite has a hardness of 3.5 to 4.5 and a specific gravity of 3.0 to 3.1. It forms rhombohedra1 crystals in the hexagonal system, having a vitreous, pearly luster. The quarries and mines of the Northwest Magnesite Co. near Chewelah, Wash., are large producers of magnesite for refractories. The deposits are extensive, some veins being hundreds of feet wide. The boundaries of the veins are indefinite, and the magnesite is interfingered with dolomite. Calcite, talc, serpentine, quartz and shale are disseminated through the deposits. The quality of the ore cannot be determined by appearance or by simple tests; chemical analysis is required. These features make it difficult to determine the boundaries or total quantity of workable ore.3 Only the higher-grade ores are mined, and a considerable proportion of the magnesite content is discarded by hand-sorting and log-washing methods. After calcining, the sorted product meets the specifications for usual refractory material, as it contains approximately 81 per cent MgO, 7 per cent SiO2, 6 per cent CaO and 6 per cent Fe203 + A1203. A sample of the reject material had the following analysis after calcining: 65.4 per cent MgO, 6.3 CaO, 21.1 SiO2 and 6.5 R2O3. The percentage reported as R2O3 includes compounds whose chlorides are acid-soluble but give precipitates in ammoniacal solution that are ignited and weighed. The more common constituents are Fe2O3, A1203 and TiO2. The sorted magnesite product is not the best grade. even for refractory purposes, and leaves much to be desired for a reduction process. The rejected material contains a large proportion of magnesite. It is apparent that an effective concentration method would yield a higher recovery and a better product. THE Granby Consolidated Mining, Smelting and Power Company, Limited, is engaged in the mining and concentrating of copper ores, and, incidentally, in the mining of coal and the production of electric power. The Company has been engaged in these various operations both on the mainland of British Columbia and on Vancouver island for the past forty-five years. This paper will attempt to cover their present operations in the Similkameen mining district of southern interior British Columbia. GENERAL CHARACTER OF THE DISTRICT The Interior Plateau in southern British Columbia ranges in elevation from 3,000 feet to 6,000 feet. In the vicinity of Princet0n, a depression in the Plateau forms a well defined basin which is floored with a series of nearly flat-lying Tertiary sediments containing some workable seams of lignite. From this basin, the upland surface rises gradually t0ward the south, from an elevation of 2,000 feet at Princet0n to 4,000 feet at Copper mountain, and 6,000 feet in the upper parts of the Similkameen basin, where it merges into the rugged and diversified t0pography of the Cascade system, with glacier inhabited peaks rising to over 9,000 feet. The valleys of Similkameen river and its tributaries are wide, having flaring sides and gentle slopes, and are separated one from another by subdued rounded spurs, of which Copper mountain is typical. The drainage of this district is taken care of by Similkameen river and its larger tributaries, such as Pasayten river, and Wolfe, Friday, and Whipsaw creeks. The name Copper mountain is applied to a gently arched, nearly flat-topped spur between the deep valley of Similkameen river to the west and the shallower valley of Wolfe creek tO the east. The mountain is appro-priately named from the number of copper deposits occurring on its sides and summit, some of which have been developed int0 an important producer, known as the Copper Mountain mine.

The. problem of supplying enough magnesia for the American war effort has become highly important. Before hostilities began, only about two-thirds of our, require vents came from domestic sources; now they must supply almost all the magnesia we need. A further burden is placed upon our own supply by the fact that more and more magnesia is being required, not alone to pace the war tempo of general industrial activity, but also to replace chrome ore in refractories and to make magnesium metal. The domestic magnesite and brucite industry is equipping itself to satisfy much of this greater demand for magnesia, but the remainder must be obtained elsewhere. The principal sources of magnesia are magnesite, brucite, dolomite or high-magnesium limestone, natural brines, sea water, salt-works bitterns, magnesium silicates, and magnesium salts. Although dolomite is tae subject of this paper, it should be considered in perspective with all these highly competitive sources of magnesia.

Fifty years ago, the belief that "fillers" were added to paints for the sole purpose of diluting and cheapening the pigment may have been justified; but paint technology has made tremendous progress since that time, and today both the manufacturer and the consumer know that the judicious use of fillers may add desirable properties to a paint that cannot be introduced in any other way. A growing respect for these accessory materials has led to the use of the more euphemistic term "extender." The names "extender" and "filler" are to a considerable degree synonymous. The newer term, "extender," is adopted in this paper, though it is actually no more descriptive than the older name. Stewart's3/ definition of extender is: "A cheap pigment, usually of an inert type, used to extend or increase the bulk of a paint, thus reducing its unit cost. Extenders are also used to adjust the consistency of a paint and to let down colored pigments of great tinting strength. The use of an extender in a paint does not necessarily mean the resultant product will be inferior. In fact, extenders sometimes, improve -certain characteristics of a film." All extenders are not cheap, as, for example, wet-ground mica and diatomite. Research in the, use of extenders (also sometimes called "inerts") has been one of the host active branches of study in the paint field; and many thousands of dollars have been spent in establishing the physical and chemical characteristics required of various natural mineral extenders for numerous paint formulas

THE history of the froth flotation of coal is relatively short. The flotation process was applied to fine-coal cleaning about the time of the end of World War I. Coal flotation finds more widespread use in Europe than in the United States and is used on a commercial scale in nearly all major coal-producing countries in the world. In Fig. 1 the general arrangement of a froth-flotation plant at a British colliery is shown. GENERAL FEATIJIEES OF THE PROCESS Application The flotation process is applicable to the cleaning of the fine sizes, particularly minus 48-mesh coal, although it may be used on sizes as coarse as 1/8 in. Since most cleaning processes usually are not effective on sizes smaller than 48-mesh and certainly not effective on minus 100- mesh, the froth-flotation process offers a solution to the problem of cleaning these sizes. This process consists-of agitating the feed pulp with a small amount of reagents, usually 1.0 to 2 ½ lb. per ton of feed in the presence of water and air; the reagents help to form small bubbles that collect on the particles having a greater affinity for the bubble surface than for the water surface, in this case the fine coal, and the bubbles buoy these particles to the surface to form the frothor concentrate. Slate and shale particles remain wetted and suspended in the water to be drawn off as tailing. The frothers commonly used in coal flotation are cresylic acid, pine oil, and alcohols. More expensive frothers, used in ore flotation, work satisfactorily but do not compare with these cheaper reagents for over-all cost. Collectors- used are low-grade petroleum fractions, such as cheap, partly refined fuel oil, or lubricating oil, sometimes mixed with small amounts of kerosene. DIAMOND drills have played an important part in the development of mines for many years. Recently. they have also entered the production field arid the use of diamond drills m the primary breaking of ores has become a big branch of the industry. The writer has estimated roughly that the total diamond drilling in Canada during 1942 was 5,625,000 feet, of which 2,250,000 feet, or 40 per cent, was for blast-holes. This accounts for 6,750,000 tons of ore broken, using the conservative factor of 3 tons per foot of hole. Many consider that the use of diamond drills for blast-holes is the most important advance in mine practice of the past decade, and the industry owes a great deal to the staff of Noranda Mines, Limited, for the pioneering they have done in the development of long-hole mining methods and for publishing their results. A great many mines have followed Noranda's lead. At the Waite-Amulet, Aldermac, Flin Flon, Canadian Malartic, Hoyle, and Matachewan Consolidated mines, most of the ore is broken by long-hole blasting. While the mines were developing new methods, the diamond-drill industry was developing mechanically-set bits and better machines. Through the effective use o smaller, cheaper diamonds, as well as more efficient setting, bit costs per foot are only one-half what they were ten years ago. Few people realize that a diamond bit is relatively inexpensive. The common EXT coring bit, for example, contains some 200 small diamonds, weighing altogether about 2.70 carats which, at $3.40 per carat, cost $9.20. After use, the equivalent of about 100 of these diamonds may be recovered. Therefore the true cost of the bit is only $7.00, made up of $4.60, the cost of the diamonds lost, $2.00 for setting, and $0.40 tax. The trend in machines has been toward specialization for the different classes of rock in blast-hole work. Light, high-speed machines have been developed for soft ores and higher powered machines for hard ores.

The mineral olivine, though known to mineralogists for many years, was of little commercial value in the United States before 1933. It was first described in 1790 by Johann Gottlieb Werner, who named it "olivine in allusion to its olive-green color. Commercial olivine first attracted attention because of its refractory properties. Further research has developed methods of extracting the magnesia content for the production of various magnesium compounds. Experimental and pilot-plant work also are in progress to make olivine available as a low-cost raw material for the production of magnesium metal.

IN order to provide a clear picture of the development of the sink-and-float process of concentration as applied to the iron ores of Minnesota, a few pertinent facts should be brought out concerning the ores and the products of concentration. Iron ore is primarily a cheap commodity handled in immense quantities. The price of iron ore at present, based on a natural iron content of 51.5 per cent, varies from $2.55 to $2.70 per gross ton f.o.b. cars at the mine or washing plant in Minnesota. Last year 92,000,000 gross tons were shipped from the Lake Superior district (Minnesota, Michigan, and Wisconsin) to the furnaces. Concentrated iron ores have no greater value per unit of iron content than ores that can be mined and shipped direct from the shafts or open pits. For years only the higher grades of concentrating ores could be treated and sold in competition with the immense reserves of direct shipping ore available. These higher-grade "straight wash" ores required only the simplest treatment; namely, the washing out of fine sand from coarse ore particles. As the exhaustion of the "straight wash" ore is reached, rock is found replacing part of this sand, and the ore no longer responds to the former sizing treatment. Substantial tonnages of this marginal (jig ore) remained to be treated. Because of the limitations placed on concentrates by the furnaces-namely, low price of product and minimum amount of fines-iron-ore concentration has been and must continue to be a one-pass process. Only an increase in price or a change in structure of concentrates allowed by the ore consumer will encourage departure from this practice. Faced with the necessity of handling large tonnages, with the limitations mentioned, iron-ore research men have found their search for new and more efficient methods of treatment seriously handicapped and removed from the field of fine crushing. Sink-and-float treatment appeared to offer the best field in coarse concentration and has been proved by several plants to be well adapted to our problem. The use of ferrosilicon as a medium solid was decided upon. In our present practice, the ferrosilicon metal, carrying about 83 per cent iron, 15 per cent silicon and 2 per cent carbon and nonmagnetics, is crushed to pass 65 mesh and used without further sizing. When mixed with water the specific gravity of the medium may be controlled to within 0.02 per cent above or below the required gravity. Monazite sand is the only commercial source of cerium, other rare-earth metals and thorium. Although used in rather small quantities, it is essential to many industries. The United Unites is entirely dependent upon British India and Brazil for its supplies. Monazite sand or sand imported under the tariff classification for monazite was shipped to the United States in greater quantities, in 1940 than ever before. About 75 percent of our imports was from British India and most of the remainder from Brazil. If need be, Brazilian production can be expanded to supply all of our essential requirements, and the theater of war expands in the Pacific Brazil may supersede India as the principal source. PHYSICAL PROPERTIES The mineral monazite is generally honey yellow or may vary from greenish yellow to clove brown. AT the present time we hear a great deal about organization of labour, collective bargaining, workmen's councils, and company unions; about C.1.0. with its principle of vertical unions and A.F.L., largely based on craft unions; and about provincial and federal laws for protection of labour's right to collective bargaining. What we perhaps hear too little about is corresponding organization of the employers, although it recently is mentioned more frequently. I will only mention W. H. Davis, Chairman of the United States War Labour Board, who has had and is having plenty of experience in this field and has also studied labour conditions in Europe-in Sweden for instance. He has repeatedly expressed the opinion that where employer-employee problems are involved, a thing badly needed in America is organization of employers as well as employees to get some order in the present chaos. With this I agree. I believe a strong organization on one side necessitates a correspondingly strong organization on the other side; that has at least been the experience in the industrialized countries in Europe. I happen to be fairly familiar with conditions in Norway, where they have struggled with these problems for fifty years, and a talk on the history, development, and present state of employer-employee relations in that country might perhaps be of interest as giving a general picture of the development of such relations in the northwestern European countries as a whole. The talk was originally given to the Fourth Year students in Mining and Metallurgy at the University of Toronto. I have changed it somewhat to fit a different audience, but I hope you will make allowances if you now and then are reminded of the school auditorium. I will try to be as objective and factual as possible, but it is probably unavoidable that some of what is said is coloured by personal opinion.

The two largest contributors to silicosis in machine men are dust from drilling and dust from blasting. With the advent of the shatter-cut method of blasting, the evils of blasting dust were greatly reduced. The problem of dust from drilling has been attacked from two different angles: (1) The adoption of dustless frontheads or enlarged water tubes, both of which have proved capable of reducing dust concentrations; and (2) The adoption of better ventilation. Many operators are loath to adopt dustless frontheads or enlarged water tubes on Leyner drills because of the increased repair costs on drills, and also because it has been found difficult to enforce 'the proper usage of dustless machines: for example, workmen sometimes plug the vents in the fronthead.

THE history of the froth flotation of coal is relatively short. The flotation process was applied to fine-coal cleaning about the time of the end of World War I. Coal flotation finds more widespread use in Europe than in the United States and is used on a commercial scale in nearly all major coal-producing countries in the world. In Fig. 1 the general arrangement of a froth-flotation plant at a British colliery is shown. GENERAL FEATURES OF THE PROCESS Application The flotation process is applicable to the cleaning of the fine sizes, particularly minus 48-mesh coal, although it may be used on sizes as coarse as % in. Since most cleaning processes usually are not effective on sizes smaller than 48-mesh and certainly not effective on minus 100¬mesh, the froth-flotation process offers a solution to the problem of cleaning these sizes. This process consists of agitating the feed pulp with a small amount of reagents, usually 1.0 to 91/ lb. per ton of feed in the presence of water and air; the reagents help to form small bubbles that collect on the particles having a greater affinity for the bubble surface than for the water surface, in this case the fine coal, and the bubbles buoy these particles to the surface to form the froth or concentrate. Slate and shale particles remain wetted and suspended in the water to be drawn off as tailing. The frothers commonly used in coal flotation are cresylic acid, pine oil, and alcohols. More expensive frothers, used in ore flotation, work satisfactorily but do not compare with these cheaper reagents for over-all cost. Collectors used are low-grade petroleum fractions, such as cheap, partly refined fuel oil, or lubricating oil, sometimes mixed with small amounts of kerosene. The annual reports of the research and technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining preparation, and uses of coal, of which the present report is the seventh,4/ are intended to be brief summaries of progress. They are guides to the current work and publications of the Bureau but do not replace the more complete reports published by individuals and groups of workers on specific problems. The annual reports present the results of tests, often in advance of publication in other forms, but original contributions in research are reserved for initial publication by their authors. A survey of the accomplishments of the Bureau in research and technologic work on coal during the 5 year period 1935-40 has been made available in the form of a bibliography.5/ This supplements a similar bibliography on this subject that covers the first 25 years of the Bureau, 1910-35.6/
