This paper describing the mining practices at the Argonaut mine, Amador County, California, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The mining practices described are those used in exploiting the low-grade gold ores in the heavy and swelling ground that occurs on the Mother Lode belt. The author acknowledges the assistance of E. A. Stent, vice-president, James L. Fontenrose, cost clerk, Joseph Mohorovich, mine foreman, of the Argonaut mine, and of E. D. Introduction In opening up a new country, one of the most vital problems is that of transportation Without roads, railways, or water routes, development is very slow because these are the arteries through which the life-blood of the country flows. British Columbia is unusually fortunate in having along its western coast, for some 600 miles, a stretch of inside water unequalled, for comfortable and safe navigation, by any other similar stretch of ocean in the world. This solves in a general way the major north and south transportation problem for the coast section, and offers comparatively cheap rates for the shipping of all commodities. The principal cities and centres of distribution will naturally grow up on the coast. These cities, however, must have methods of communication with the hinterland, and it is the necessity of supplying these, as feeders to the principal ports, which presents problems of considerable magnitude.

In the year 1875, the Pennsylvania Supreme Court, acting on incorrect information concerning the production of oil and gas, established what has become the law of the land for the governing of oil production. While the decision was ideal for the refining monopoly which was completed in that year, there is no evidence that the court was in any way influenced by that refining monopoly. The evidence indicates that the court accepted the view of the royalty owner and independent oil producer. Throughout the life of the refining monopoly it accepted this law, which was so evidently to its advantage in securing cheap raw material. The same policy continued until the development of the exhaustion theory and the entry of the various units of the former monopoly into the production of crude oil. It is curious that no one doubted the new theory of shortage sufficiently to feel the need of changing the law. When the theory entered the economic field sufficiently to raise crude oil prices beyond justification it shortly disproved itself, but by this time the question of split ownership in producing fields made a change from legal error to justice too complicated to be undertaken by the large companies. Not even the ardent advocate of unit operation dared to carry the question to the United States Supreme Court, which has never been asked to pass on the complete question. The impossible position of the producing industry, hemmed in on one side by court law compelling wasteful production and on the other by the national law against cooperation, lasted until the demoralization of 1927 led to cooperation within a state and under state guidance. Since that time control of production has grown with the bringing in of each new field and at this time has the active support of the Department of the Interior in such ways as are definitely legal. As in 1875, the royalty owner and independent producer are opposing by all possible means the rational conduct of the business of producing crude oil. This paper has been confined to the consideration of the working of thick seams, from six feet to sixteen feet, which are pitching at about thirty degrees to the horizontal. The discussion has been limited to these set conditions because they are the ones of commonest occurrence in the Southern Alberta bituminous coal district, because, from the point of view of safety, thin seams are more easily worked, and because a discussion of all the possible combinations of thick and thin seams pitching at angles varying from zero to ninety degrees with the horizontal would involve a task impossible in the time available. It has been assumed that the mine makes gas freely and that the coal is friable and tends to make inflammable dust which is highly explosive. Since the problem requires the taking into account means of maintaining a high proportion of lump coal, it is further assumed that lump coal commands a price considerably higher than the price which can be obtained for run-of-mine or for slack coal. Figure 1, tabulating the various factors which must be considered and their relation to each other, indicates diagrammatically the complexity of the problem. Any method of working becomes divided into two distinct components, the active workings of the mine and the old abandoned workings. While these are in a measure distinct, they are nevertheless inter-related, as shown in the diagram.

This paper deals with an occurrence of radium ore near Wilberforce, Haliburton county, Ontario, upon which development work has recently been undertaken and which seems more likely to prove of commercial grade than any other deposit' of radioactive minerals hitherto found in Canada. This occurrence is sometimes called the Richardson property, after Mr. W. M. Richardson, the discoverer, and will be so referred to in the present paper. Occurrences of radioactive minerals are not uncommon in eastern Canada, and a number are recorded in the literature. The earliest of such references is probably that in Geology of Canada, 1863, where is mentioned an occurrence of uraninite at Mamainse, on the east shore of lake Superior. The mineral was first described by J. L. Leconte, in 1847, under the name of coracite, and was said to occur in a two-inch vein at the contact of trap and syenite. Search for this locality in recent years has proved unsuccessful. Obalski, in 1894, mentions (1) the occurrence of uraninite at a mica mine near Murray Bay, Que. In 1903, Obalski records (2) tests made on this uraninite by Rutherford and the Curies and the determination in it of the then newly-discovered element radium. In 1901, he mentions (3) the occurrence of uraninite at the Villeneuve mica mine, on the Lievre river, and of samarskite at the Maisonneuve mica mine, in Berthier county.

To those who may not be familiar with the history and organization of the Flin Flon mining property from the rime of its examination and option by the Harry Payne Whitney interests until the present start of operations by the Hudson Bay Mining and Smelting Company, Limited, this paper may give a better understanding of the property. More technical discussions are being presented to you by the men most closely connected with the various operations of the property. Location The Flin Flon mine is situated along the boundary line between the Provinces of Manitoba and Saskatchewan at approximately. 54° 45? north latitude, but largely in Manitoba. Prior to the advent of the railway, the property was quite isolated. The summer route was over a course of some 175 miles, consisting of a 125-mile boat trip from The Pas, first up the Saskatchewan river, then across Cumberland and Sturgeon lakes to Sturgeon? Landing. From Sturgeon Landing, a .16-mile portage was necessary to Camp 2 on lake Athapapaskow. From Camp 2 the route consisted of a canoe trip of 32 miles across lake Athapapaskow, up the northwest arm of Schist lake, then up Ross creek to the Company's docks, and finally a 2-mile walk to the property. The winter route was just under 100 miles in length, the difference being due to the fact that a more direct route could be followed over the frozen lakes. It went up the Saskatchewan river for a short distance above The Pas and then, leaving the river, the road followed Reeder, Rocky, and Sturgeon lakes to Sturgeon Landing, and from there over the same route as the summer one, only across the frozen lakes.

It is very easy to reduce iron ore at a temperature well below its melting point and produce a more-or-less-pure metal which can be used directly for implements, tools, or machines. This simplicity has been the cause of much money loss by persons who were so satisfied with the successful operation of a process that they paid all too little attention to the commercial aspects of it. How easy a direct process is may be gleaned from the fact that it was practised with some -success by primitive man, and has been in almost continuous operation in one form or another for a period of probably 4,000 years. The production of steel in ton lots, beginning about 1860, brought a new phase into the economic situation, which, however, had been already greatly modified in 1784 by Henry Cort's invention of purifying pig iron. Direct processes survived both of these revolutions, under special geographical conditions, even up to the last few years of the nineteenth century, but ceased to have any general use as the basis of supply for structural, machine, or tool industries even in countries which could have manufactured iron by a direct process, but, instead, imported the product of established iron and steel processes. And this is still the situation today, notwithstanding the invention of an incredible number of 'new' processes since 1900, most of which are abandoned, and only survived as along as their financial backers were willing and able to Jose money. Probably none of these processes failed to work pretty well, and all seemed to show a handsome profit on paper.

This paper is intended to call attention to the manifold uses of limestone in industry; to indicate the types of limestone desired by some of the large consuming industries; and to give some information on the resources of limestone in Canada, so that an idea may be obtained of the present and future possibilities for limestone production. The word limestone is used in the usual broad sense to include both high-calcium limestone and the highly magnesian variety known as dolomite, as well as all intermediate types. Lime is simply calcined limestone, and in this general paper its uses have been included with those of raw limestone. It is of interest, in dealing with this subject, to glance back over the early history of the utilization of limestone, for by so doing we see that limestone has been of importance to mankind since the beginning of civilization and has contributed in no small measure to the development of a number of the arts and sciences. One of the first uses, if not the first use, of limestone was in connection with the making of lime for plastering purposes. This use antedates civilization. In the day of the ancient Greeks and Romans, the art of plastering had been brought to a state of perfection that is not nearly approached by the modern artisan.

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. Introduction The importance of the preservative treatment of mine timbers need scarcely be stressed here. Increasing the life of mine timbers will reduce one of the major costs of mining and also conserve the available timber supply which lies within easy access of the mines. When treated, several species of timber may be used which otherwise could not be considered, owing to their short life. Another feature which should appeal to the mining industry is that wood preservatives are a mine product, and the benefit to be derived from the increased consumption of wood preservatives due to the example set by mine owners is not inconsiderable. Mine timbers may be divided into three classes when considering preservative treatments. (1) Timber obviously not profitable to treat owing to long natural life or short period of time in service. (2) Timber that obviously should receive protection from decay. (3) Timber installed in locations where the length of service required will depend on future developments, so that preservative treatments might or might not prove to be a profitable investment.

Introduction In presenting this paper on the water-power resources of the Province of Manitoba, it was considered that a brief resume of the power resources of Canada, of the power already developed, and its utilization in the industries 9f the country, would be of particular interest in showing the rapid progress that has already been made. Amongst Canada's national assets, water power occupies a foremost place because of the facilities it provides for the development of her other great natural resources. The rapid development of the mining, pulp and paper, and general manufacturing industries, and the concomitant growth in urbanization, with its numerous demands for domestic, commercial, and municipal service power, have combined to stimulate hydraulic development to a point surpassing even the most sanguine predictions of a few years ago. With the bringing into operation during 1928 of hydraulic turbines aggregating over 550,300 h.p., and of a further 378,400 h.p. in 1929, Canada's total hydraulic development at the end of 1929 amounted to over 5,700,000 h.p., and in this year, 1930, the active construction in hydro-electric plants throughout the country totals in excess of 1,600,000 h .p.

This paper, describing the leaching practice at the Calumet and Hecla mills, Lake Linden, Mich., is one of a series on milling methods and costs being published by the United States Bureau of Mines. GENERAL DESCRIPTION The reclamation plant is located along the shores of Torch Lake at a slightly lower level than the concentrator itself. The entire location of the original concentrator, in connection with the present reclamation plant, has been ideal, lore particularly as the leaching and flotation departments are common to both units. After 15 years of operation and with the reclamation sands just a little more than half exhausted it would appear that the remaining life of the deposit could be worked by the present plan, without decided changes or renewals of plant or equipment.

The study of leached outcrops as an aid in determining the character of mineralization beneath the surface is in its infancy. Practically all the work on this subject up to the present has been applied to the 'porphyry' copper deposits of the southwestern United States. Some work has been done also on the zinc-lead solid sulphide deposits of the western United States. The question has been asked, "Can this study be applied, and would it have any practical application, in northern Manitoba?" When one realizes the size of the unprospected territory in this Province and the consequent need for a cheap and rapid method of interpreting the countless outcrops which occur in order to discriminate between valueless iron sulphides and valuable sulphides of the base metals, it is readily seen that the study is of great value if it can be applied with a reasonable degree of surety. Augustus Locke, well known economic geologist of the southwestern United States and a pioneer in the study of leached outcrops of disseminated copper ore, has written much on the subject. Messrs. Blanchard and Boswell in a series of articles have dealt with the leached outcrops derived from lead and zinc sulphides in the western United States. Since this paper is essentially a comparison between the leached outcrops of the southwestern United States and those of northern Manitoba with the purpose of testing the adaptability of the study in this Province, an outline of the criteria used in the southwest will be of value to the reader.

The sulphur consumed in Canadian pulp mills and acid plants is worth approximately three million dollars annually and amounts to one hundred and fifty thousand long tons, all of which is imported from the United States. Concurrently with a decline in the value of newsprint there has been a gradual increase in the price of this raw material. Most pulp mills in Canada are situated within reasonable distance of domestic pyrite deposits; nevertheless it has not yet been found possible to mine these deposits and utilize the contained sulphur in competition with the imported material. It is the purpose of this paper to elucidate the reasons therefor, and to describe? a commercial-scale experiment undertaken with the object of introducing a native raw material into the Canadian pulp industry on the purely economic basis. Reasons for the Preferred use of Sulphur The known sulphur deposits in the United States are very large, so that at least a twenty-year supply of this material is assured. It is recovered cheaply and in pure condition. Although large deposits of pyrite are known in Canada, nothing has yet been developed to compare in size, cost of mining, or purity with the United States material. It has been necessary to handle and transport more than two tons of pyrite to equal a ton of sulphur.

[Ferromanganese continues to be in indispensable requirement in steel manufacture. Approximately 470,000 tons of the 80 per cent ferro-alloy was consumed in 1929 and increasing amounts will be required annually by the steel industry unless some satisfactory substitute is found. An average of 14 pounds of metallic manganese is for each ton or steel produced, The principal use of manganese is for deoxidation of the metal in the steel refining processes, although a considerable amount r s also used for the production of special manganese steels. Unfortunately, domestic production of manganese ore is inadequate to meet normal peace-time requirements, not to mention increased abnormal war-time demands.]

Many organizations, including the Bureau of Mines, have made intensive studies of the application of leaching methods to relatively small low-grade disseminated deposits of copper ores, containing both oxide and sulphide minerals. One of the principal difficulties has been to obtain a solvent that could be made at a low cost and would effectively dissolve the copper minerals. Another drawback has been the high initial cost of a plant and the refined type of mechanism ordinarily required by standard practice for carrying out the leaching cycle. The Bureau of Mines has attempted to develop a cheap and efficient solvent that would especially meet the requirements of smaller plants. (See Bibliography.) It has been known that dilute ferric sulphate-sulphuric acid solution is an excellent solvent for most copper minerals, such as chalcocite, bornite, and oxidized forms, but not for chalcopyrite and certain silicates. A method of producing this solution from sulphurous products and waste liquors was developed by the bureau and tried successfully on a test-plant scale at the Southwest Experiment Station in cooperation with the department of mining and metallurgy, University of Arizona, Tucson, Ariz. However, this work did not involve the actual leaching of ores with the solutions thus produced or the cyclic use of the iron solutions in the regenerator cell. Except for certain laboratory tests, in which known impurities were added, no data were available to show the effect on regeneration if accumulations of impurities were built up in the leaching circuit.

The fundamental chemistry of zinc smelting, especially that part dealing with the chemical reduction of the zinc-oxide content of a roasted zinc ore, has been discussed by metallurgists in some detail, but, in the light of present knowledge, unsatisfactorily. A considerable portion of the information available has been qualitative, or quantitative in a sense that could not be interpreted chemically. A number of attempts to elucidate the physical chemistry of zinc oxide reduction have been based upon unsubstantiated and, as is now known, incorrect equilibrium data. To write upon the chemistry of zinc smelting at this time, when electrolytic methods for the production of zinc metal from ore are becoming increasingly widespread, may seem a belated effort. So, for example, C. A. Hansen,3 in the communicated discussion of an article by the author,4 writes as follows:

During the past year a special study was made of shrinkage stoping A large number of mines in the United States and Canada which employ this method were visited and their practices were discussed with the operating staffs. The operating data obtained are appended hereto. Data were also abstracted from the literature on other mines and are combined in tables with data personally secured by the author. References are made to these published articles, some of which have appeared as information circulars of the United States Bureau of Mines, in the Transactions of the American Institute of Mining and Metallurgical Engineers, and the Engineering and Mining Journal. Several of the mines referred to which have not been described in individual papers will be described in detail in information circulars to be issued by the bureau. Eventually it is planned to combine and condense the information in these circulars and present the data in bulletin form.

THE recent completion by the United States Aluminum Company of a $4,000,000 addition to its plant at Massena, N. Y., consisting of a large blooming mill and structural mill, gives this organization, a subsidiary of the Aluminum Company of America, the distinction of possessing the largest aluminum rolling mill in the world, as well as the first mil1 in this country to roll aluminum exclusively. The plant is located near the international boundary line between Canada and the United States, about 3 miles from the St. Lawrence River, to take advantage of the development of cheap hydroelectric power which is needed not only for the manufacture of structural shapes from the ingots, but in the reduction of alumina to the metal by the well-known Hall process as well. A power canal from the St. Lawrence River to the power house on the Grasse River at the plant provides for the waterflow, which, coupled with a drop of 47 ft. in 2% miles, generates 80,000 hp. through vertical turbines. An additional 60,000 hp. is purchased.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.
