THE bituminous sand of northern Alberta has already an extensive literature, and most of the reports dealing with the subject are still available (see Selected Bibliography at end of paper). A phenomenon so striking and, as regards its extent, so unique, as the deposit in the vicinity of McMurray settlement could not fail to attract the notice of the early explorers, and we find references to it as far back as the latter part of the eighteenth century. However, scarcely a thought had been bestowed upon the possible economic value of minerals in the the remote northern parts of Canada before the second decade of the present century, and practically no detailed mapping had been done north of the town of Athabaska. The late Wm. Ogilvie made a track survey of Athabaska river in 1884, and surveys of certain lines-including the 23rd base line-had been completed by 1911. Between this base line and lake Athabaska, nothing had been attempted. Actually, no definite information at all was available regarding the character and extent of the bituminous sand when, in the earl y summer of 1913, a reconnaissance party set out from Athabaska for McMurray. At that period, the journey was made in summer by scow or canoe. No telegraph line had been laid, and a casual mail service by canoe or dog team once in three months formed the only means of communication with the outside world. The investigation has begun by the Mines Branch was continued during several subsequent years. The sand deposits were studied and sampled, the bi rumen was extracted from the sand and studied chemically and physically, and the economic significance of the deposit was given exhaustive study.

Nowhere can there be found a more misleading statement than the old one that "Iron can be manufactured cheaper in the South." During the past decade ironmakers and users of iron have heard varied and sundry stories of the wonderful resources of the Birmingham district, including abundant ore and coal fields, cheap labor, a wonderful climate and similar industrial Utopian statements. Birmingham represents the major portion of the iron business in the South, and as Birmingham fares so goes the iron business of the South. The intent of this paper is to shed some light on the actual conditions surrounding ironmaking in the South, especially in the Birmingham, or North Alabama, district. By a presentation of facts it is desired to point out that the "cheap iron" of the industrial South is a thing of the past, primarily because of increased labor cost and because labor is radically different in performance to what it was years ago. Also, because most of the raw materials needed in ironmaking that would be classed better than inferior are gone. Important Factors The several important factors that have been responsible for this change are : 1. Shrinkage of the iron business in the South. 2. Increased labor cost. 3. The development of the South, with an industrial trend, without a substantial increase of its own iron-consuming market. 4. Increased freight rates, which has narrowed the market that might be reached from this district. 5. Depletion of the better grades of raw materials, both ore and coal. THE basis on which the modern metallurgical industry is operated is the endeavour to attain maximum return in purchasing power for the least expenditure of energy. This has always been the general objective of the industry, as of all industries. In recent years, however, it has received a new emphasis. Today, as never before, increased attention is being directed to the detailed study of plant operations and the application of scientific knowledge and of business principles in order to achieve the maximum efficiency. This new emphasis is the result in large part of the new problems and conditions with which the industry has been confronted, chief among which are the following: (l) Development of new ore-bodies and the treatment of complex ores. (2) Necessity of achieving a greater degree of purity in some of the metals in order to meet the newly discovered demands for some of the industrial metals. (3) Discovery of new markets for many of the metals, either in pure form or in the form of alloys. ( 4) Change in values, absolute or relative, of some of the important metals. (5) Increasing scale of investment in expensive plant and equipment, which makes imperative most efficient utilization if total unit costs are to be kept to a minimum. (6) Increasing scale of operations in some important branches of the industry, which also makes essential maximum efficiency in organization, administration, and operation. The success with which the metallurgical industry has met the problems created by these changing conditions has been due primarily to the following factors: (1) Results of research and experimental work carried on by universities, government laboratories, and many private corporations in the industry itself. (2) Closet study of every detail of plant operation, both from the technological and from the economic point of view, with the object of increasing plant efficiency. (3) Interchange of information and experience amongst the operating companies. It is only by the concerted efforts of numerous investigators and experimenters that the underlying fundamentals of plant operations can be learned. The exchange of results permits their easy assembly and correlation with maximum benefit to the whole industry. Unnecessary duplication of research and experimental work is avoided and the industry as a whole is able to reap the fruits of this work with the maximum of-speed and efficiency. (4) Advances made in recent years in so-called 'scientific management' in industry as a whole and the application of the principles learned to the metallurgical industry. A review of the modern trends in extractive non-ferrous metallurgical processes illustrates the afore-mentioned new conditions and problems, and gives some idea of the methods by which they have been and are being surmounted.

THROUGHOUT this article, minerals used in the paint industry are designated 'pigments'. They may be classified in two groups: (1) Pigments which are used in the state in which they occur in nature, requiring only mechanical preparation. (2) Pigments which require heating or chemical treatment before use, in order to obtain from them a product of the desired quality or shade of colour. They may be further classified according to colour, as follows: White Pigments .-These include calcium carbonate (chalk, marble), gypsum and alabaster, kaolin-or china-clay, and magnesia. However, the white pigments most extensively used are compounds prepared chemically from minerals containing lead, zinc, titanium, and antimony. The white pigments are of particular importance because, not only are they used by themselves, but they also serve as adjuncts to other colours for the production of special shades. Yellow Pigments.-These are mainly naturally occurring ferric hydroxides, as limonite and bog iron ore, or similar. compounds prepared artificially. Brown Pigments .-Pigments of this group are distinguished for their beauty and depth of colour, and many of them are used in the finest of paintings. Familiar names are sienna, umber, and Vandyke brown. They are for the most part ferric hydroxides, containing varying amounts of water; but the group also includes a manganese brown, which consists chiefly of a mixture of oxide and hydroxide of manganese. Red Pigments.-Chief among this group is ferric oxide, known under various trade-names, such as Canadian red, Persian red, etc., and also the much prized and somewhat rare vermilion. The pigment used is either naturally occurring hematite, de-hydrated limonite, or artificially produced red ferric oxide.

THE basic products of the Company are lead and zinc. Around 950 tons of these metals are produced each day. In the last decade, the production of by-products has increased to such an extent that they are now nearly as large an operation as that of the base-metals. Of the many by-products, the most objectionable, and up to a few years ago the most useless, was the sulphur. The sulphur comes in the ore from the Sullivan mine. It is in the ore chiefly as lead, zinc, and iron sulphide. By selective flotation, these three sulphides are separated into the lead concentrates, the zinc concentrates, and the mill tailings. These mill tailings contain the bulk of the iron and the sulphur. Of the 6,5CO tons of ore treated per day, about 5,000 tons are wasted to the mill tailings dump, and, while now valueless, will in future years undoubtedly be used as a source of iron and sulphur. There are about 1,500 tons of sulphur and 2,200 tons of iron per day in the tailings, and about 400 tons of sulphur left in the total concentrates. In the recovery of lead and zinc in the pure form, the first step is the roasting operation. Here, most of the sulphur is driven off as sulphur dioxide in the gases. It has always been apparent that this sulphur should be. recovered and utilized if possible. At the same time, this would cure the smoke nuisance. Because, in spite of the low concentration of sulphur dioxide and the fact that it was discharged from stacks at an elevation of 400 feet above the plant, some damage to vegetation close to the plant had been experienced.

The work of the copper metallurgy section during the year was devoted to laboratory studies of sulphur recovery from smelter smoke and combination smelting of copper and manganese. Both of these subjects were new this year. Combination Smelting of Copper and Manganese According to published work, the affinity of manganese for sulphur is greater than that of iron for sulphur, so that if a suitable mixture of com-pounds of iron, copper, and manganese be smelted to form a matte and slag, manganese should concentrate in the matte, together with copper.

THE profitable disposal and utilization of much of our slack coal, lignite, and other low-grade fuels is one of the major problems facing the coal mining industry of Canada today. It is my belief that the pulverization process applied to these fuels opens the door to greater efficiency and greater prosperity, and I wish to discuss briefly with you some features of its development and advantages to date. Indeed, the art of burning pulverized coal under stationary boilers is one of the romances of modern engineering. As a Nova Scotian, I feel some pride in the fact that at Chignecto Mines, N.S., was built in 1906 the first pit-mouth power plant on the North American continent. This was built to make effective for the first time Edison's dream of carrying coal for power by wire rather than by rail. This plant, built by the Maritime Coal, Railway and Power Company, Limited, success-fully utilized underfeed stokers for twenty years but in 1927 was replaced by a more modern plant equipped with machinery for burning pulverized coal, which is now operating very successfully. A further source of pride is the fact that the first boilers on this continent to be operated by pulverized coal were installed by the Dominion Coal Company at New Waterford, N.S., in 1912 and were satisfactorily operated during the lifetime of the plant. It is an acknowledged fact that average living conditions on a large part of the North American continent are far superior to those of any other people on earth. The reason is that we use so much more machinery per capita, and cheap power supply has been a large factor in bringing that about. Statistics show that where one horse-power was used one hundred years ago to assist man in his work, five hundred horse-power is used today. Truly a remarkable development and the key to our present high standard of living. Lack of coal in the chief industrial centres of Canada has forced the extra-ordinary development of the water powers which Providence has placed in those centres. How many of us realize that Canada stands second in the world in the per capita development of hydro power, Switzerland being first and the United States sixth? From this condition, we are reminded of the fact that the per capita foreign trade of Canada far exceeds that of our great neighbour to the South-but another illustration of the benefits accruing from our great power development.

The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

IN 1902, a famous Canadian geologist made the following statement : ?'From what we know row of the iron-ore fields of the Province, we may feel that Ontario is assured of a great future as an iron-ore producing country. Judging from the extent of the territory over which the newly discovered ranges have been found, Ontario should in the not far distant future take her place as one of the chief iron producers in the world". In 1905, an official of the Department of Mines said: "In ten years Canada will have b:ecome a great metallurgical country. You will see an iron industry in this Dominion larger than in any country in the world. Canada will yet furnish the world with its iron supply. It will be the same with iron as with wheat. A decade from now Canada will outstrip all other countries in wheat growing. The production of iron at a cheaper rate than it can be made elsewhere will cause Canada to take a similar position as far as iron is concerned". In 1924, a former President of the Institute, in arguing his claim for inconceivable mineral wealth in this country, stated as a "certainty" that iron-ore deposits on the scale of the ones in Minnesota would be found "again and again" in the Canadian Precambrian. In 1930, a Minister of Mines announced that "The country surrounding Churchill holds large deposits of valuable iron and coal", and he stated that, at that place, 'We will have an industry in iron that will compare with Pittsburgh". These statements are definite promises, just as definite and important as the statement "I promise to pay" on a note, and they are not fulfilled by casually stating, as is the habit, that someday we will work our low-grade iron ores. Nor are they fulfilled by stating, as is often done, "Oh, So-and-So did not mean that ' . Due to their importance and to the prominent positions held by the men who made these statements, they were widely circulated throughout Canada. They were taken at their face value, and on the strength of them and many more of the same kind in regard to our other resources we have planned and built, at huge expense, provinces, governments, civil services, railways, and other equipment. The reserves that were to justify these expenditures have not appeared. There has not been a ton of iron ore mined in Canada for many years, and important commercial reserves are unknown. We have built the mill, but adequate ore is lacking.

IT is a high compliment to be invited to present a pap::r on the subject of "Mining in the National Economy". To cover it adequately would need the knowledge of the economic geologist and of the technical mining engineer, together with the arts of the statistician and of the economist in general, allied with generous psychic powers. Further, one should embellish the tale with a touch of drama. It is comforting that the subject is so broad that whatever may be said within the compass of a paper like the present, can hardly be criticized as going beyond the terms of reference. A conventional approach would be to begin with the noteworthy statistics of the mining industry of yesterday and today. But in the present company this would be "carrying coals to Newcastle"-or to give the venerable metaphor local colour, "nickel to Sudbury". Such statistics are available in all their stimulating detail in our official publications. Let us tackle at once, therefore, as a less hackneyed theme, the relationship of mining to other phases of the Canadian economy. RELATION TO TOTAL PRODUCTION While mining occupies a position of less importance than manufacturing or agriculture in Canada, its relative contribution has greatly increased during the post-war period. Due to the fall in wholesale prices, the net value of production in Canada has shown a decrease averaging about 1.5 per cent per year during the post-war period, though its volume of course has gone up. Mineral production on a value basis, on the other hand, showed a gain of 2.8 per cent per year. Mineral production was only 5.14 per cent of the net value of production of all kinds of commodities in 1919, bur from 1929 to 1936 the proportion rose steadily rill it reached no less than 12. 76 per cent in the latter year.

Until recent years the term "whiting" was applied exclusively to the water-ground chalks of certain north European countries. In many industries these are still considered superior to the whiting made from domestic limestone and marble. However, the latter material has replaced much of the European whiting in the American market, largely due to improvements in grinding and classification by American manufacturers.4 To encourage the domestic industry, the Bureau of Mines in 1931 undertook a study of the preparation of whiting from American raw materials and a comparison of the finished products with European whitings.

DURING the development of froth flotation for the treatment of sulphide ores, a certain amount of information was collected about a few of the nonmetallic minerals, and occasionally the gangue minerals in the sulphide ores showed an embarrassing tendency to float. However, for many years efforts were expended to develop reagents that would cause wetting and depression of these minerals. Among the nonmetallics, the minerals sulphur, graphite, and talc probably should be classified as 'natural floaters', and perhaps sericite. They respond to almost any type of flotation reagent, and their beneficiation by flotation had been attempted years ago. Flotation of sulphur is now common practice, and graphite was concentrated during the World War in many mills, most of which have now closed down. A talc mill has just been constructed, and another may soon be erected. Second to the 'natural floaters' come the 'easy floaters', cassiterite, fluorite, barite, mica, colloidal gangue, and paper pulp from white water of paper mills. That these materials responded to some of the early flotation reagents, as oleic acid, has long been known; occasional references to their behaviour are found in the very early flotation literature and in that of today. In general, however, nonmetallic minerals, valued at $2.00 to $15.00 per ton, have for a long time been regarded as cheap products and not worth much beneficiation. Consequently, only high-grade natural deposits suitable for direct mining and sale have been gouged out. Furthermore, the mining of these minerals has too frequently been in the hands of 'super-practical' men-men of no technical or other training, willing to work for a very low compensation. From the social standpoint, nonmetallics has been the field for small, untrained enterprisers with little money to spend on plant or equipment. But times have been changing. The impact of technically trained men on the old industry has revealed appalling losses and inefficien-cies and proved the value of processing materials discarded or avoided by the old regime.

Wells based his "Food. of the Gods," namely that growth does not and cannot take place smoothly and steadily, but occurs in a series of bursts and intermissions: "It is as if every living thing has to accumulate force to grow, grows with vigor only for a time, and then has to wait for a space before it can go on growing again."

RECENTLY completed experimental work, carried out in the department of geology at the University of Wisconsin, aiming at a prevention of silicosis in industry has been reported in the American Mineralogist. A vast amount of work on silicosis has been reported in the literature, the clinical aspects having been especially well covered. A host of critical observations have been made on the variations in the nature of the silicosis problem in different environments, and a great deal of valuable experimental work has helped to clarify these observations. At present a greater amount of information of a critical sort is available than ever before, which affords a more sound basis for interpretive thought. It has been observed in industry that essentially pure silica dust gives rise to silicosis. Jones would modify this conclusion to place the responsibility on sericite, a silicate mineral present in the siliceous dust. Material such as granite dust, which carries a high free silica (quartz) content, is also a silicosis hazard. But sericite, too, is usually present in granite. In general it is widely believed that silicosis is caused by the presence in the lung of silicic acid regardless of the source. This view is adopted here.

GENERAL conditions in the lead industry have registered a distinct improvement. The first signs of a strengthening market were found in an increasing demand for scrap. There is keen competition for old battery plates both by large and small dealers. The large operator smelts them either alone or in combination with ores or other lead-bearing material, giving an antimonial lead for which there is brisk demand. The small operator usually has three alternatives. He may simply melt out the metallics in a kettle at low temperature, giving an antimonial lead and a pulverulent lead oxide; he may fuse under oxidizing conditions, giving a soft lead and lead-antimony slag; or he may fuse under reducing conditions, giving a relatively low-grade antimonial lead and a low-antimony slag. In each case the metal product is used or sold, and the dross or slag sold to a large smelter. It will be interesting to see what the final outcome will be of this situation which is generally conceded to be unsatisfactory.

NEVER before have so many men chosen the mineral technology field for their college training. In the college year 1936-'37, 7190 such students were enrolled in the 53 schools of the United States. My last study of the mineral technology schools of the United States and Canada was made for the year -1934-'35, and the current study, as the previous one was made for the A.I.M.E. under the auspices of the Division of Mineral Industry Education. Altogether, four studies of enrollment have been made. The first three were for successive college years beginning with 1932-'33. This present one covers a two-year period, for the purpose of these studies may he served satisfactorily if they are made biannually. The data on the schools were collected in the same way as for former studies, 'namely, by questionnaire, dated in this case Nov. 18, 1936. The figures reported are therefore comparable with those of former cars.

AT just about the geographical center of the peninsula of Lower California is the El Arco gold mine. It is small and spotty, and three separate attempts to operate it in the past have failed. The only reason the present operation is possible is because of the higher price of gold and because the previous operators had spent about $300,000 developing the property with shafts, four levels, machinery, and a complete mill, all of which was acquired at a bargain price.
