Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

"The development curve in the extractive sector has become longer, steeper, and riskier due to increased social, legal, and political risks from various stakeholders. Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

IN 1945, Illinois produced 75,210,000 bid. of oil, or 4.4 percent of the total for the United States, and ranked sixth in the nation in oil production for the third consecutive year. Production decreased about 3 per cent from that of 1944, when the total Illinois production was 77,413,000 bbl. This is the smallest percentage of decrease in production in the state for any year since a peak was reached in 1940. Daily average production for 1945 was approximately 206,000 bbl. Rehabilitation approaches, methods and outcomes have changed markedly over the last 100 years, and especially over the last 20 years. Alluvial gold dredges have moved from creating a legacy of boulder fields and ponds to radiata pine plantations and highly productive dairy pastures. The rehabilitated farmland has reduced flood risk, improved drainage and efficient paddock design. The next challenge is to include areas of environmental diversity in these projects, for example, shelter belts, patches of native trees, and wetlands that were part of the original landscape.   West Coast coal mines have also come from a legacy of leaving it to nature to rehabilitate damage by mining to establishing native ecosystems or plantation forests. Developments in techniques at Stockton Mine are used to illustrate the changes in approach to rehabilitation of native forest and tussock heathland ecosystems. The proposed Cypress Mine will adopt a full range of avoidance, remediation through rehabilitation, and off-site mitigation techniques in a æthree-prongedÆ approach.   We propose a coordinated extractive industry approach to mitigate for the impacts of mining on native ecosystems and achieve nationally important conservation benefits that individual projects cannot afford. This approach is particularly beneficial in New Zealand, as our native ecosystems must be actively managed to conserve native plants and animals. Currently, some important species and ecosystems are not being actively managed for conservation.

This report describes a microcomputer-based instrumentation system for structural monitoring of the circular, concrete-lined Silver Shaft in northern Idaho, The 1-ft-thick concrete lining and surrounding rock mass were instrumented with a total of 12 multiple-point borehole extensometers, 16 pressure cells, 22 concrete embedment strain gauges, and 12 thermistors. The instruments were distributed among four test sites and installed immediately above the shaft bottom during sinking at the 2,414, 4,063, 5,191, and 5,955 levels. Limited access to the instruments prompted the development of a microcomputer-based remote data acquisition system that could be operated from the surface. The system scanned the instruments on a programmed schedule, printed out reduced data, and stored the data for plotting and recall. Data acquisition from off-site and uploading of data to mainframe computers were accomplished by the addition of modems to the basic system. The system is suitable for use in monitoring the structural behavior of any deep mine opening, especially in harsh operating environments and where access is limited.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Modern production equipment has been designed with greater productive capacity and higher reliability to meet the rigorous operating demands of the mining industry. These improvements have also made the equipment more complex and challenging to maintain. Whether these equipment enhancements contribute to more effective mining operations depends on the overall quality of maintenance. Maintenance is not a stand-alone activity. Although its quality depends primarily on maintenance, cooperation and support from other departments, coupled with the skillful guidance of mining managers, greatly influence maintenance success. Therefore, maintenance risk management must look beyond maintenance itself. Successful maintenance risk management begins with an assessment of the maintenance-related interactions of all mining departments within the mine’s stated operating strategy.

Policies for reducing NOx emissions have led power plants to restrict O2, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer of a Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy. To build an effective entry roof beam, a roof bolting or supporting system must be of the ability of providing a clamping force to the bolted roof strata. Currently, two roof bolting systems are widely used to serve the purpose of providing such a clamping force. They are resin and mechanical anchorage bolting systems. Both numerical modeling and double shear testing results indicate that a greater pre-installed load or pretension of a roof bolting system is very critical for effective beam building. Although it?s generally accepted that a mechanical anchorage bolting system can provide a greater pretension than a resin anchorage bolting system does (Su and Poland, 2007 and Peng, 2008), no published field data are available to support such a conclusion. This paper analyzes the results of our field tests on both roof bolting systems, explains why one roof bolting system is better than the other under a typical roof condition, and finally discusses the effective means for coal mine operators to determine the best roof bolting system for their roof conditions.

Converter slag chemistry control has played an important role in optimizing converter operations. A thermodynamic model of copper P-S converter has been developed to predict the behavior of magnetite in the converter slag. Predictions of bath temperature, slag and matte compositions, and magnetite content in the slag have been validated by industrial data. The effects of fluxing strategy, returns and skim charges, oxygen enrichment, and temperature on the magnetite formation in the slag have been predicted and discussed. Some improvements of the industrial operations have been presented.

Prier to the date of this contract, Ocean Energy had developed and demonstrated a high efficiency fluorescent caplamp which operated from a standard 4 volt miner's caplamp battery. This unit produced about five times the light output of the standard incandescent miner's caplamp. The Company believed that the major market for this unique caplamp was in the industrial and municipal applications. Because of the additional safety requirements for coal mining use, and in conjunction with the much smaller market in the mining industry, the additional expense and difficulty of modifying this caplamp to comply with the Federal and State coal mine regulations were not considered at that time. Recognizing the potential of this lamp for improving illumination conditions for underground coal mining, the US Bureau of Mines contracted with Ocean Energy to make the required modifications to this lamp to bring it into compliance with the Federal and State of Pennsylvania regulations, and thereby, make this lamp available to the anthracite and bituminous coal mining industry. At the outset of the contract, the injection molds for the caplamp housing were being completed, and only prototype, hand fabricated, units were available for tests. The Bureau evaluated these prototype units and formulated a performance specification for the miner's version. Light level and distribution, weight, size, angle of tilt, and operating duration were all specified. In addition, it was required that the caplamp be com¬patible with existin charging equipment at the mines and that the final design be in full compliance with MESA Schedule 6D and he ultimately approved by MESA, Approval and Testing, as well as by the Pennsylvania Bureau of Deep Mine Safety. The scope of this contract covered the modifications required to achieve these objectives. It was agreed by the Bureau that all rights to the lamp, including design, material combinations, circuitry, etc. would remain with Ocean Energy. The charger/adapter system and components, which were developed under contract funds, are disclosed hero and become public knowledge and property. Patent applications have been filed by Ocean Energy to protect the mechanical and electrical design aspects of the lamp. It should be noted that this report contains details, designs and data which may be covered by one or more Ocean Energy patent applications, and disclosure herein is made only to provide better understanding of the contract results.

"1. IntroductionThe Falconbridge Owl Creek open pit gold mine is located 17 km northeast of Timmins and 2.5 km west of the Kidd Creek metallurgical site. Diamond drilling first commenced in 1964 with open pit production commencing in 1982. Other operations within close proximity are the Canamax-Pamour Bell Creek Mine and the Falconbridge Hoyle Pond Mine.Since 1982, 1,216,000 tonnes assaying 4.5 g/t have been processed in six concentrators. This paper summarizes the metallurgy achieved with special emphasis on some of the unique problems encountered in the processing of this refractory ore.2. GeologyThe Owl Creek deposit, located 3 km north of the Porcupine-Destor fault is in easterly trending carbonaceously altered volcanic and sedimentary rocks. The deposit strikes east and dips steeply north.The ore body can be best described as a wedge shaped sandwich of volcanic basalt between the surrounding sedimentary greywacke. The north and south volcanic-sedimentary interfaces are marked by graphitic zones. The south graphitic contact is more continuous with its thickness varying from 5 m to 20 m as compared to 0.5 m to 3 m to the north. Quartz veins occur throughout the deposit with a predominant vein running along the south contact where it is characterized by numerous graphitic inclusions. Some veins carrying gold values intrude into the sediments in the north. With depth the sedimentary and volcanic zones taper while the quartz-graphitic zones appear to become more dominant."

Deep mining requires innovative approaches in ground control technology and the search for new ground support materials including backfill. There is a need to look at mine waste materials that may be available in deep mines to assess their suitability for use as composite backfill. Composite materials are widely used in all areas of engineering because of their unique and often superior structural properties compared to those of the singular constituent materials. Over the past few years, there has been a growing interest towards the investigation and use of various types of composite backfill materials as special applications fill in mines. A research project is being conducted at CANMET- Mining and Mineral Sciences Laboratories, Natural Resources Canada, to investigate the properties of potential ground support materials for use in deep mines. As part of this investigation, composite backfill materials were prepared by combining waste rock aggregates and mill tailings in various ratios, to determine their optimal mix proportions for strength development. A few cemented rockfill and straight tailings paste backfill samples were also prepared and were used as controls for the study. Two sample sizes were used for the investigation in order to evaluate the scale effects on the material behaviour. A set of samples were cured at 44 EC to simulate the anticipated temperature conditions in deep mines. A second set of samples were cured at 23 EC to provide engineering reference data. The test results show that compared to either the cemented rockfill or the straight tailings pastefill material, the composite backfill samples were the strongest and stiffest of all the test materials investigated in this study. The composite backfill samples also produced the lowest void ratio and porosity values compared to the cemented rockfill and the straight tailings backfill material. This paper will present the results of the laboratory investigations to date. It will also outline the on-going work at CANMET - Mining and Mineral Sciences Laboratories to further assess the ground support potential and viability of using composite fills in deep mines.

A conference on coalbed and coal mine methane was held March 27 and 28, 2000, in Denver, CO. The conference, organized by the Strategic Resource Institute, was attended by leaders in the coal mining and gas energy industry. The conference focused on the recovery of methane from coal beds as an energy resource and the removal and utilization of coal-mine methane (CMM) related to underground coal mining. The two-day conference discussed methane resources around the world, methods of recovery, methane markets, underground coal mining, health and safety issues and environmental issues related to methane. The consensus among the presenters is that the future looks promising for coal bed methane (CBM) and CMM.

INTRODUCTION Geology, the science of the earth, is the fundamental science in the construction of a tunnel. The approximate site of a tunnel is determined by its purpose. The geology of the tunnel site will determine the cost--or feasibility of a tunnel--the specific alignment to accomplish the purpose of the tunnel, the design of the tunnel (within the limits of the purpose of the tunnel), and the methods of construction. The more accurately the geology of a proposed tunnel can be depicted, the more accurately can the cost of a tunnel be estimated. The factors that should be defined for tunnel design and construction are the physical characteristics of the material in which the tunnel is to be constructed. The physical characteristics of the material are determined by the genesis of the material, and subsequent geologic processes that have affected the material. The geologic materials in which tunnels are constructed can be broadly classified as unconsolidated and consolidated. The unconsolidated materials include chiefly deposits of recent geologic time that occur near the surface. Because these deposits occur near the surface, and tunnels constructed in them will be at shallow depth, methods of physical exploration such as geophysical methods, trenching, and drilling will give more data at relatively low cost--therefore the physical exploration is generally, or should be, quite extensive--and the

Gilsonite is a lustrous black material that can be easily crushed into a chocolate-colored powder. It is a solid but relatively soft, lightweight hydrocarbon that visually resembles the volcanic glass obsidian. It was once thought to be a type of coal, but because it is thermoplastic it melts rather than bums. Gilsonite is found in commercial quantities only in the Uinta Basin of eastern Utah and western Colorado, where it forms vertical, nearly parallel veins of varying depth, width, and length. Gilsonite from different veins has different properties, most notably variations in softening point and solubility. These differences result in its use in a variety of industrial applications. Gilsonite's earliest commercial uses were in varnishes, buggy paints, and beer vat linings. Eventually it came to be used in more than 160 products ranging from inks to explosives. It is exported from the United States to most industrialized countries throughout the world. Today, due to competition from synthetics and other hydrocarbon products, its use has narrowed to several specific industries. Although sold mostly as a commodity, current research is focused on applications for gilsonite as a value added product. Historical Overview The discovery of gold in California and the dawn of the mining era in Nevada, Colorado, and Utah around 1850 brought a wave of prospectors to the western United States. One of those pioneers, Samuel H. Gilson, is generally credited with a major role in the discovery of gilsonite. The material now known as gilsonite was discovered several times from the late 1860s through the mid-1880s. It was William P. Blake who, after receiving samples of the material, wrote a paper in 1885 describing "a new variety of asphaltum from the Uinta Mountains." He termed the material uintaite. Although Sam Gilson was not the first to discover the mineral, he was an-inventor who used gilsonite in products that he patented. It was his conviction that the substance was of great value, which caused some to refer to it as gilsonite. The term Gilsonite became the registered trademark of the American Gilsonite Co., and it continues to be in use today. When the first company was formed to mine this substance in 1886 it was named the Gilsonite Manufacturing Co. This firm acquired many gilsonite mining claims and marketed a varnish made from the material. It was the unusual properties of gilsonite varnish that attracted the attention of Adolphus Busch of the Anheuser-Busch Brewing Co. In 1889 Anheuser-Busch bought out Gilson's interests and formed the Gilson Asphaltum Co. Busch had been importing asphalt from Sicily for use in lining beer barrels and saw gilsonite as being more readily available and cheaper. Although gilsonite did not work well in this application, Busch did acquire a large number of mining claims in the Uinta Basin. In 1903 the parent firm of Gilson Asphaltum financed the building of an 85-km railroad from near Grand Junction, CO, to Dragon, UT, to haul gilsonite ore to market. Underground mining was initially centered near Dragon and then later at Bonanza, UT, as different veins were mined. The railway was abandoned in 1937 in favor of truck transportation. In 1938 Gilson Asphaltum changed its name to Barber Asphalt Co., the predecessor of Barber Oil Corp. In 1946 Barber Oil teamed with Standard Oil of California to form a partnership, American Gilsonite Co., which today has its operational headquarters at Bonanza, UT. Barber Oil investigated many new uses for gilsonite, including the making of petroleum derivatives such as gasoline. This work led to the construction of a 116-km pipeline to carry slurried gilsonite to a refinery in Colorado for the production of gasoline, fuel oil, and coke. Pipeline operations began in 1957 but stopped when the economics of competing with petroleum became unfavorable, and the refinery was sold in 1973. In 1981 Standard Oil (later Chevron) became the sole owner of American Gilsonite and remained so until 1991, when it sold its interest to Stratford Enterprises Co. of Tulsa, OK. The companies have since been merged and now operate under the name American Gilsonite Co. with headquarters in Salt Lake City, UT. American Gilsonite continues to be the world's largest miner and supplier of the mineral. The American Asphalt Association was formed in 1902 by former stockholders in Gilson Asphaltum. This company mined various gilsonite claims until it was dissolved in 1953 and its properties were sold to American Gilsonite and Gordon S. Ziegler and Associates. The Utah Gilsonite Co. was established in 1920 and mined several claims until 1952, when its holdings were sold to Gordon Ziegler. Several other gilsonite mining ventures have been pursued in Utah, although they were significantly smaller in scale than those described above. There are currently three companies which mine gilsonite resin in Utah. They are American Gilsonite Co., Ziegler Chemical & Mineral Corp., and Lexco.

Longwall shields provide essential ground control in longwall mining, yet a high percentage of shields are operating at less than peak capacity and many at well below the rated support capacity due to defective hydraulic cylinders or malfunctions in other hydraulic components. Leg pressure data are currently collected on state-of-the-art longwall shields, but typically are not analyzed to evaluate shield performance. The National Institute for Occupational Safety and Health (NIOSH) Shield Hydraulics Inspection and Evaluation of Leg Data (SHIELD) program is a Visual Basic software system that is designed to analyze leg pressure data and identify shields that are not performing to rated specifications. The program analysis is configured to detect the following conditions: (1) loss of leg pressure, (2) imbalance in leg pressure, (3) low set pressure, (4) low yield pressure, and (5) full extension of the bottom stage. Other performance assessment measures include the percentage of the support capacity utilized (ratio of peak load to yield load), the percent of time that a shield operates at yield load, the ratio of the set load to the yield load, and the amount of support capacity that is lost due to leaking cylinders. Historical record keeping will allow the user to select a particular shield and review the performance record as developed by the program for that shield. In addition to these performance assessment measures, the software will include an animated description of shield hydraulic systems that will describe the operation and significance of each hydraulic component and the impact of component failures on the shield’s capability to provide the required roof support. A general overview of the SHIELD program is provided in the paper together with an example analysis of a 2.5-year-old Australian longwall face.

Geological information is essential for a diversity of public and other purposes, including land use planning, hazard mitigation, and the exploration and sustainable use of natural resources. This is especially important in New Zealand, where the complexity of the geology is due to its position on an active plate boundary - the ultimate cause of earthquakes, mountain building, subsidence and volcanic activity. The geological setting also controls the origin and distribution of New Zealand's varied mineral and energy resources. Providing information about the origin, quality and quantity of mineral resources has long been seen as a key function of national geological organisations such as the Institute of Geological and Nuclear Sciences. Such information is essential for wise land-use decisions under the Resource Management Act. One of the major goals of the Institute is to quickly and effectively disseminate research results to interested users. The most effective and internationally accepted method of presenting geological data is by means of geological maps, which show the distribution of rock types and structural features at the surface. Most countries have ongoing gelogical mapping programmes, and in recent years the need for up-to-date, reliable information has led to a trend to accelerate basic geological mapping (eg US National Geological Mapping Act 1992; Australian National Mapping Accord 1990; Plan 2000 in the UK). Over the last 25 years, the Institute of Geological and Nuclear Sciences and its predecessors (NZ Geological Survey and DSIR Geology and Geophysics) have concentrated on detailed mapping of priority areas selected on the basis of economic and scientific interest. This has included remapping of Nelson-West Coast and Coromandel, regions with high mineral potential, for which 1:63 360 or 1:50 000 maps have been prepared.
