I. INTRODUCTION The new slime-concentrating plant at the Washoe Reduction Works, Anaconda, was put into operation during March, 1914. This plant, which has a capacity of 26,000,000 gal. of slime pulp carrying 2,500 tons. of solid matter per day, consists of Dorr thickeners and Anaconda multiple-deck slime concentrators.' This plant is the culmination of a great deal of experimental work extending over a considerable period of time, which work will be described briefly in the following pages.

Mineral deposits examined in and near the Raywood Flats RARE II area have low potential for development. The Mill Creek Mine (fig. 1), has produced about 14,000 tons (13,000 t) of marble, and another 5.5 million tons (5.0 million t) of marginal marble reserves suitable for lime, chemicals, and cement production are estimated to remain at this deposit. However, nearly all the marble is outside the study area. The deposit is marginal because alternate sources of marble are closer to markets. A tungsten occurrence in the marble is too small and low grade to be considered a resource. Ten tons (9.1 t) of uranium- and thorium-bearing material have been mined from a pegmatite dike at the St. Patrick Mine. However, this occurrence also is too small and low grade to be considered a resource. More than 400 lode and placer claims have been located in or near the study area. There are no current claims or mineral, oil and gas or geothermal leases.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

"Electrochemical techniques are a valuable means of analyzing the passivation of commercial copper anodes. Electrochemical impedance spectroscopy (EIS) provides information concerning transport and reaction phenomena occurring at an electrode surface. Commercial. copper anodes of varying compositions have been examined using EIS. Experiments were conducted in a flat cell with an electrolyte of 40 gil Cu2 + and 160 gil H2S04 maintained at 65 DC. Impedance spectra were obtained at the potentials characteristic of the open circuit voltage and passive region for each anode. The spectra of the passivating films exhibited a flattened resistive/capacitive loop at middle to high frequencies and an inductive loop at low frequencies. An equivalent· circuit utilizing an inductor-resistor series in parallel with the double layer capacitance and charge transfer resistance was adequate in modeling the impedance data. The influence of anodes impurities on the components of the equivalent circuit is discussed and correlated with a hi-layer passivation model.IntroductionPassivation of copper anodes during industrial electrorefining has received considerable attention in the past few decades. Great strides have been made in understanding the roles of anode impurities [1-25], electrolysis parameters [20,26], and electrolyte chemistries [20,26]. Even so, passivation still occurs even in the most modem of refineries. The exact cause of passivation is not fully understood. It is known that the anode surface becomes covered by a passivating film. This film has been proposed to be CuS04'&5H20, Cu20, or mixed oxides. The localized concentrations of Ft, Cu+, and Cu2+ ions determines which phase is more favorable. The presence of these ions is controlled by the reaction kinetics and diffusion of species through the slimes layer.Reaction kinetics between Cu, Cu +, and Cu2+ are based on the dissolution mechanism of copper. There exists four different models to describe the dissolution of pure copper. The classical model of Mattsson and Bockris [27] involves two single electron transfers with the cuprous-cupric reaction being the rate detennining step. More recently, Wong, Collier, and MacFarlane [28] used ac impedance to elucidate a more complex mechanism involving the affect of pH and anions. Their findings indicate that the formation of cuprous ions in solution, Cu(I)so~ is favored over Cu(1I) ions adsorbed to the electrode surface in the presence of sulfate and as pH increases from pH 1 to pH 5."

"The Con-Rycon mine is located on the north shore of Great Slave Lake in the Northwest Territories within the present city limits of Yellow-knife. Development work on the Con property started in 1936, resulting in a mine-mill complex which produced its first gold brick on September 5, 1938. Since that date 5,000,000 tons of ore have been mined yielding 3,000,000 ounces of gold. At present there are 220 employees at the mine.MineThe mine has 1.22 miles of vertical shaft, 41 miles of level development and 10 miles of inclined raises. There has been 1,000,000 feet of diamond drilling in search of ore. The temperature at the 4900 level (4400 feet below sea level) is 68 deg. F.The present mining method is cut and fill. The majority of the ore mined today passed through an internal winze before reaching the main shaft. The long haulage and double handling will be eliminated with the completion of a new shaft presently under construction to the 5800 level.MineralizationThe ore treated today is from the Campbell shear 1vhich is characterized by lenses and veinlets of coarse textured quartz containing some carbonate, sulphides and finely disseminated as well as visible gold. At the lower levels of the mine the arsenopyrite content in the ore is de-creasing with a~ increase in the levels of chalcopyrite and pyrrhotite."

In an inflationary environment the need for reduced cost is a daily concern of all industries. The Du Pont do Brasil "Expanded Pattern" method has proven to be an extremely effective means of reducing costs in mining, quarrying and construction operations. Over the past years much emphasis was placed on rectangular drilling patterns where the burdens are less than the spacing. The Expanded Pattern method combining rectangular and staggered patterns, was implemented in 1971 in Brazil after extensive trials in close collaboration with numerous explosives users and Du Pont do Brasil Technical Services Engineers. The best multiple row spacing-to-burden ratio (S/B) was demonstrated to be in the 2 to 5 range and the effective spacing to burden ratio (Se/Be) was found to vary from 5 to 11. These ratios are for the interior of the blast pattern and do not hold true along the front row of holes. Geological rock properties, hole diameter and inclination, explosives energy and loading density, explosives characteristics, blast pattern geometry, bench height and delay patterns along with type and size of digging, hauling and crushing equipment must all be evaluated for each and every operation. The integration of these interrelated parameters, together with sound blasting practices are the basis for the Expanded Pattern method. Color slides and documented case histories will be presented.

"The curtailment of imports of foreign potash during the World War directed attention to the necessity of establishing a domestic source of potash for fertilizer, and considerable study has been given to the subject by Government bureaus, research organizations, and private individuals. These studies have covered all known sources of potash, and among them the extensive greensand deposits of New Jersey in which the potash content is found in the mineral glauconite have been investigated.Several hundred patents have been obtained covering processes for the extraction of potash from siliceous minerals, but up to the present time none have proved successful on a large commercial scale.When the investigation of the potash deposits of Texas was started by the Federal Government, the laboratory study of the drill cores was assigned to the Nonmetallic Minerals Experiment Station at New Brunswick, New Jersey, with the object of ascertaining a possible commercial method of utilization.The purpose of this preliminary study was to investigate existing literature and previous investigations to ascertain the extent and availability of the deposits, the extent of commercial success so far attained in potash extraction, the most promising known methods and by-products obtained from them, probable markets, and possibility of competition with foreign potash, and by a study of these data to determine whether further chemical engineering analysis and laboratory investigation were warranted.As the study advanced it became evident that adequate reserves of green-sand were available for many years supply. and that whereas many processes had been patented few had been tried commercially. Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways, so air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between the intake and the return airway(s) is zero and at this point there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation; however, in practice the position of the neutral point is not static and it changes as the ventilation system parameters change. This paper presents a study of how changes in the system parameters affect the location of the neutral point in a model coal mine ventilation system. First the effects of booster fan pressure and location on the neutral point are evaluated. Next the effect of increasing mine distance, and therefore mine resistance, on the location of the neutral point and the magnitude of recirculation is evaluated.

Experiments in sheets of mercury and water have confirmed that the dynamics of bubble rise are simi-lur in Liquid metal and aqueous systems. RECOGNITION that bubble/metal interactions are important in pyrometallurgical refining processes (e.g., steelmaking, vacuum degassing, deoxidation of copper) has led to a number of investigations into the dynamic behavior of bubbles rising in liquid metals. Terminal velocities of bubbles rising in mercury (20°C)' and silver (1000" to 1050"c)1,2 have been measured. Good agreement between aqueous and liquid metal systems has been obtained. Shapes of air bubbles rising in mercury have been determined experimentally by Davenport, Bradshaw, and Richardsonl who used a system of electric probes to measure maximum horizontal and vertical dimensions, Fig. 5. In the present work the motion and shape of nitrogen bubbles rising in a thin sheet of mercury (i.e., a "two-dimensional" environment) have been studied with the view of confirming dynamic similarity between aqueous and metallic systems. The use of thin sheets of liquid permitted direct visual and photographic comparisons of bubble behavior in clear liquids and in mercury. EXPERIMENTAL METHOD The thin sheets of mercury or water were held in a clear acrylic plastic container, Fig. 1. The sheets of liquid were 80 cm high by 30 cm wide and 0.47 cm thick. Single bubbles were formed by injecting the desired volume of nitrogen into an inverted semicircular cup (stainless steel). The cup was then rotated into the upright position using an external handle thus releasing a single bubble of measured volume. Nitrogen was injected into the cup from a nitrogen cylinder through the external handle and a hollow rotating axle. The volume of a bubble (volume range 0.01 to 10 cu cm) at any instant was obtained by connecting a soap film meter to a small gas space above the liquid. By this technique any change in the volume of a gas bubble in the liquid (i.e., during cup filling or during rise) produces an equivalent displacement from gas space A into the buret B. This displacement is determined by measuring the movement of a horizontal soap film in the buret. Bubble shapes were determined using single-frame photography. Rising velocities were determined by cinephotography with a 1/100-sec stopwatch in the field of view. In both cases dimensions were referenced to a rule attached to the container surface, also in the field of view. Linear dimensions were measured on projections of the single-frame negatives. Rising velocities were calculated from measured heights of rise (10 to 20 cm) and times of rise. The effects of disturbances caused by cup rotation and by bubble release were minimized by photographing bubbles at a point not less than 25 cm above the cup. This paper describes the process of scraper winch pull force measurement and shows the results of the actual winch pull force in extreme stall situations as well as during the face and gulley cleaning. It was found that by slowing down the motor and causing it to slip, torque up to 3.5 times higher than the nominal can be developed, resulting in the same increase of winch pull force. On the other hand, measurements of the actual force needed for cleaning of the face and the gully have shown that the currently used winches are too powerful. The extra torque that can be developed by the already too powerful winch motor poses a significant danger and necessitates the implementation of measures that will eliminate this risk.

The history of mining education, like the history of the mining industry, is typified by “boom and bust” cycles. In academia, the perpetual problem can be stated as “too many graduates for the jobs or too many jobs for the graduates.” The deep “bust cycle” that spanned the 1990s through 2003 spawned renewed efforts to eliminate, consolidate, restructure, rename, reinvent or otherwise change mining education to make it (for some) more fiscally or socially acceptable. During this period, a number of mining programs were eliminated, and by the late 1990s senior people in academia and their counter-parts in industry became increasing concerned about the very real possibility that strategic disciplines may disappear altogether. As a result, the Mining and Metallurgy Society of America (MMSA) created an educational committee to explore how industry could help preserve key programs necessary to provide future professionals. Several meetings were held to assess the problems and look for solutions. In 2004, this effort culminated in the first of the “Engineering Education” sessions to be held at the SME Annual Meetings. In response to the information presented in this first meeting, Marc LeVier (then president of MMSA) invited a number of the participants to reconvene the following day. An action plan was formulated and a task force was organized. To more fully represent all industry sectors, SME later that year assumed the sponsorship role for the task force.

Exactly 25 years ago this month (August 12, 1981), IBM introduced the ?Personnel Computer? with a 16 bit operating system called MS-DOS 1.0. Since then, Moore?s Law, which essentially states that computer capability will doubled every 18 months, has been fully evident in the computer industry. As computers have advanced from main frames to initial personnel computers to the powerful graphical workstations of today, numerical modeling for ground control in mining has followed closely behind. Twenty five years ago, many numerical methods for solving ground control problems were little more than equations on a piece of paper. In the intervening years, these numerical models have grown from initial trial programs to highly-complex computational systems with numerous capabilities for different material behavior, failure criteria, gridding methods, discontinuities, etc. In some instances, the capability of the programs has quickly outstripped the geo-technical modeler?s ability to get accurate, realistic input and boundary conditions. This paper will look at: how numerical models have evolved in the last 25 years, how the models have been applied to ground control problems in that time period, and where numerical modeling is headed in the immediate future.

The Bureau of Mines conducted batch-?scale tests on a sample of parphyry copper mill tailings as part of a study to determine the feasibility of rutile recovery from this source. The tailings that were tested contained 0.75 percent titanium dioxide (Ti02), with about two-thirds of the Ti02 values occurring as rutile. Mineralogical studies indicated that about one-half of the Ti02 content could be considered recoverable. Beneficiation studies of the tailings showed that best flotation results were obtained when sulfides and carbonates were removed by bulk flotation prior to rutile flotation. Rutile flotation was most effective when a petroleum sulfonate collector was used in an acid circuit. From this basic method of flotation, two alternative procedures were developed. The first procedure was to size and grind the tailings to minus 200 mesh; deslime the total pulp; and then float the sulfides, carbonates, and rutile. The second procedure was the same, except that it did not include sizing and grinding. Flotation of the sized and ground tailings yielded rutile concentrates containing 43.1 percent Ti02 and 75.7 percent of the recoverable Ti02. Rutile concentrates floated from the tailings that were deslimed but not ground contained only 34.7 percent Ti02 and 69.4 percent of the recoverable Ti02.

Longwall extraction in the Phalen Scam in the Sydney Coalfield of Nova Scotia is carried out under flooded abandoned workings in the Harbour Seam 140 m above, and at depth of up to 700 m beneath the Atlantic Ocean. Careful planning of panel and pillar dimensions is necessary to prevent inflows from the overlying workings and to prevent the development of excessive subsidence strains at the seabed. This paper briefly summarises the research undertaken over the past five years by CBDC and CBCRL into the problems associated with mining under water, and then describes the development and application of a design/planning code of practice developed jointly by CBDC, CBCRL and mine regulatory agencies. The design method employed in the Code of Practise is based on empirical data from the coalfield and parameters developed from subsidence modelling and previous water inflow experience. It includes precautionary measures to be adopted during development and mining, and monitoring procedures to be followed. It is flexible enough to allow future developments in the understanding of inflow mechanisms to be incoporated without major modifications, and represents a major step forward in reducing the potential hazards associated with coal extraction in the coalfield.

Several static tests estimate the capacity of mine waste to produce and neutralize acid and are used as tools for predicting metal-mine waste drainage quality. Various methods and their accuracies are addressed. More accurate quantification of these capacities, as well as their availability and reactivity, may be necessary to predict drainage quality from some mine wastes. Chemical analyses, x-ray diffraction, optical microscopy, scanning electron microscopy, and electron beam analyses are among the techniques commercially available to more accurately quantify these capacities and provide insight into their availability and reactivity.

The techniques of geological control developed by the Coal Geology Sections of the Broken Hill Proprietary Company Limited and Australian Iron and Steel Proprietary Limited in providing geological service in the coilieries operated by these associated companies cover the provision of geological control for both planning and production in each of which the significance of geology has in the past been only poorly appreciated by the coal mining industry.While the adoption of similar techniques is well within the capacity of major companies there is considerable scope for the development of government geological services providing specialized assistance of this nature for smaller scale producers.INTRODUCTIONThe coal mining industry in Australia can instance many notable mistakes caused by failure to obtain sufficient geological information or by incorrect interpretation of available geological evidence both before the commencement of mining and during the progress of operations. Substantial development undertaken in, areas with insufficient or inferior coal reserves, difficult mining conditions caused by failure to adjust operations to geological circumstances, and the irregular development of mine workings caused by unexpected geological features, all bear witness to the lack of geological foresight by the industry.Along with the more widespread general use of applied geology, an increasing acceptance has developed during the past ten years of the valuable contribution which can be made by this science to the exploitation of coalfields. In spite of the advances which have been made, there is still a wide scope for further detailed application of geology throughout the coal mining industry in Australia.
