FOR the first time other than on occasion of war the people of the United States are experiencing full-scale participation in world affairs. Public concern has seldom been so involved with conditions and events beyond our own continental limits. Our interest is not wholly of recent origin. Over the years the activity of the United States as a world power and an important trading nation brought about the widening of our political interests and the progressive interrelation of our economy with that of the rest of the world. Some may see in our present phase of world-wide activity the natural consequence of our continued growth. Such observers must also be aware that within recent years our importance in world affairs has been considerably increased. For within the space of an extremely short period events have occurred that have literally jet-propelled the United States into the role of a leading participant in the conduct of world affairs. Little of the choice of this role was left to us. The decline of power in western Europe, the ascendancy between the Elbe and the Pacific shore of an obviously antagonistic force, our earnest endeavor to secure international control of atomic energy, the necessity of providing relief and rehabilitation to war-ravaged areas, and the police work that must be done in occupied territories are problems which have risen in great measure without our help-but they cannot be solved without it.

"The results of laboratory evaluations were used to compare the potential of two alternative, biomass-derived fuels as a control strategy to reduce the exposure of underground miners to aerosols and gases emitted by diesel-powered equipment. The effects of fatty acid methyl ester (FAME) biodiesel and hydrotreated vegetable oil renewable diesel (HVORD) on criteria aerosol and gaseous emissions from an older-technology, naturally aspirated, mechanically controlled engine equipped with a diesel oxidation catalytic converter were compared with those of widely used petroleum-derived, ultralow-sulfur diesels (ULSDs). The emissions were characterized for four selected steady-state conditions. When fueled with FAME biodiesel and HVORD, the engine emitted less aerosols by total particulate mass, total carbon mass, elemental carbon mass and total number than when it was fueled with ULSDs. Compared with ULSDs, FAME biodiesel and HVORD produced aerosols that were characterized by single modal distributions, smaller count median diameters, and lower total and peak concentrations. For the majority of test cases, FAME biodiesel and HVORD favorably affected nitric oxide (NO) and adversely affected nitrogen dioxide (NO2) generation. Therefore, the use of these alternative fuels appears to be a viable tool for the underground mining industry to address the issues related to emissions from diesel engines, and to transition toward more universal solutions provided by advanced engines with integrated exhaust aftertreatment technologies. IntroductionDiesel engines have been the workhorses of modern society for industrial and transportation enterprises. Diesel engines of all generations are extensively used in a variety of light-, medium- and heavy-duty applications in underground mining operations around the world. Fuels obtained from various sources and with wide-ranging chemistries have been combusted in diesel engines. However, the bulk of the currently used fuel can still be traced to nonrenewable petroleum sources. The petroleum-derived diesel fuels are primarily made up of saturated acyclic hydrocarbons (parafins or alkanes), aromatic hydrocarbons (arenes or aryl hydrocarbon), and unsaturated hydrocarbons with double bonds (olefins and alkenes). Improvements in the quality of petroleum-based diesel fuels was identified in federal regulations as an important piece in resolving the puzzle of diesel engine emissions (Environmental Protection Agency, 2001, 2004). The reduction of U.S. diesel fuel sulfur content below 15 ppm had the effect of lowering sulfate emissions and enabling the development and implementation of catalyzed emissions control technology across a wide spectrum of applications."

Today Hudson Bay Mining and SmeltingÆs 777 Project is the largest mining construction project under way in Canada. The project comprises six components: construction of the new 777 zinc-copper mine; construction of the new Chisel North zinc mine that will truck ore out from 600 metres below surface; expansion of the Flin Flon ore concentrator; expansion of the zinc plant to increase throughput by 15 per cent; a spill gas project that will reduce fugitive gas emissions by some 90 per cent; and infrastructure improvements including construction of a new electrical substation. Total investment in The 777 Project is over $US 260 million. Seven years ago, the Flin Flon, Manitoba-based company was fighting for its very existence. How does a company go from down-for-the-count to robust contender in just seven years? Contributing reasons are many, but all have their root in a process HBMS calls æTransformationÆ. It is transformation that has taken HBMS, a very traditional company, through a very non-traditional turnaround (Figure 1).

"This paper challenges the traditional notion that mine planners need to plan production so as to incur the lowest mining cost. For a given mine configuration, a mine that increases its mining rate will incur increased mining costs. In an environment in which operations are fixated on cost reduction, a proposal that increases costs will not be readily accepted. Such a proposal requires financial justification—the increase in costs might be recuperated by the additional production. This paper evaluates the net present value (NPV) across a range of copper prices for two underground orebodies located at different depths, using a production rate of 300 kt per quarter and a scenario that introduces additional equipment and costs for 450 kt per quarter. The evaluation was based on the changes of NPV for the orebody located at a shallow depth compared with the orebody at a greater depth. Discrete event simulation combined with mixed integer programming was used for analysis. Unlike traditional sensitivity analysis, this study re-optimizes the mine plan for each commodity price at each production rate. The results show that, for the low mining rate at the final copper price, an NPV of A$1530.64 million is achieved, whereas an NPV of A$1537.59 million is achieved at a higher mining rate. Even though pushing mining rates beyond traditional limits may increase mining costs, this option may be beneficial at certain commodity prices, particularly when prices are elevated. IntroductionA traditional notion among mine planners is that mining rates should be planned in such a way as to reduce production costs. This concept generally relates to the mining rate that results in the highest machine utilization for the selected equipment. Although an existing mine may consider increasing its mining rate by adding equipment to a given mine configuration, this typically increases mining costs. In an environment in which operations are fixated on cost reduction, a proposal to increase costs may be very difficult to argue for. The value of the mine plan is well recognized as varying with the mining rate for a given orebody (Smith, 1997)"

Recent research both on active and fossil systems has demonstrated that shallow subseafloor replacement processes are not only viable depositional mechanisms for massive sulfide mineralization, but likely contributed as a major component of the mineralization occurring in large VHMS deposits and in many present-day seafloor hydrothermal systems. In the giant Neves Corvo deposit, as in many others VHMS deposits of the Iberian Pyrite Belt, there is overwhelming evidence for silicate-sulfide replacement processes being largely responsible for the efficiency of the ore-forming systems and huge size of the deposits. Textural evidences at all scales, coupled with a well-constrained mass-balance geochemical analysis, indicate that extensive replacement in the lavadominated volcanic rocks of the footwall sequence, and disseminated replacement mineralization in the volcaniclastic and/or sedimentary units were major mechanisms of ore formation in the Neves Corvo deposit. Shallow metal deposition prior to fluid discharge on the seafloor is likely to play a major role in seafloor massive sulfide mineralization. This premise should be envisaged as critical in evaluating the economic potential of seafloor resources, and should certainly be part of the equation when plans for seafloor mineral exploration missions are drawn.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. This report describes the engineering work leading to the design of an underground coal mine piping system to transport approximately 2,000,000 cubic feet per day of methane gas to the surface from degasification holes drilled horizontally into the coalbed in existing coal mines. Safety instrumentation for detection of gas leaks and provisions for automatic emergency shutdown are included in the design. It also includes specifications for a safe system of handling gas, water, and drill cuttings during drilling of the horizontal holes and recommendations for compressor and metering facilities at the surface. The main pipeline is recommended to be constructed of polyethylene plastic pipe joined by a butt fusion method while lateral lines and separator and meter piping at the horizontal holes are recommended to be screwed steel piping. The materials used are to be resistant to the forces of impact exerted by falling rock. The pipelines are to be suspended from the ceiling with pipe hangers. All steel components are protected from chemical corrosion by applying protective coatings and the vertical casing to the surface is protected from electrolytic corrosion by a rectifier station. Methane gas detectors monitor the mine atmosphere to detect the presence of gas leaks and a pneumatic plastic tubing line provides for control of the safety shutdown system. Both the recommended design and the required construction procedures are in compliance with the applicable Federal codes for coal mine safety.

As man's need for minerals continues to grow and as the known mineral deposits become depleted, it may be expected that these increased demands will result in greater exploration for additional deposits and at continually increasing depths below the earth's surface. As labor and material costs continue to rise, the need for more economic material handling will be emphasized. The quest for heavier payloads, safely moved at faster speeds from deeper mines, will be vigorously pursued. Strenuous efforts are, therefore, being made in the wire rope industry to develop ropes with greater strength-to-weight ratios than presently available while maintaining the dependability and long life being received from the conventional rope manufactured today. For many years, high quality rope wire has been manufactured from rods of selected steel compositions. Carefully-controlled wire drawing combined with proper heat treatment has resulted in high quality wire and wire rope throughout this period. Refinements in the rod produced from specially-selected high carbon steels combined with the latest improvements in wire drawing and heat treatments have made it possible to manufacture higher strength rope wire of uniform composition and structure that is suitable for use in Special High Strength wire rope.

Recent underground nuclear tests in tuff, alluvium, salt, and granite have yielded data essential to the evaluation of mining applications of contained nuclear detonations. The data indicate that for these media the cavity radius is predictable within ±20% without regard to the properties of the rock in the immediate shot environment. Properties of the chimney of broken rock resulting from collapse of the cavity, on the other hand, are found to be related to the properties of the rock and its preshot structural weaknesses. Seismic effects and radioactivity distribution are sufficiently documented to serve as a basis for predicting the safety conditions associated with detonations for a variety of yields.

Mining cycles have come and gone and with them there have been dramatic swings in the levels of interest and student entry into minerals-related education programs, hence graduate supply to the industry. So what is the problem? These trends will keep happening and the industry will keep on keeping on – or will it?This paper discusses recent trends in Australian minerals education programs and some international examples, together with some of the more recent initiatives taken by both the minerals education sector and the industry, such as the Minerals Tertiary Education Council (MTEC) and MEA. The real problem is that things will not just keep going the way they have over recent decades – there will come a time when there is no longer a supply of minerals academics available to provide the educational programs; and universities will simply shut down subcritical mass mining programs and invest in the much more lucrative programs such as commerce, law, medicine, etc. By the time this starts to happen it will be at least ten years too late for any last-minute reactive response by industry, if they were to try and avert such a consequence. International experience with mining programs bears out this scenario quite clearly.It is therefore timely for industry individual mines and mine management to take a much more strategic look at their role in the education sector. Sustainable mining also means sustainable minerals education – without one, the other will not function over the long-term. There is a pressing need for long-term strategic buy-in by industry into the education sector – not just for the good times, but also through the tough times. This means much more than a scholarship here or there, but includes such commitments as major industry-university research partnerships; collaborative recruitment initiatives and much more. The paper will discuss a range of such issues, problems and opportunities to address these important issues through strategic, comprehensive, long-term commitments by industry and equally significant and appropriate responses by the education sector. Each year more than 400 coal miners are injured (fatally and nonfatally) by rock falling from between or around roof supports. Many of these injuries can be prevented by the installation of roof screen. However, many coal mines are reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential savings in workers' compensation (W C) premiums that can be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by Illinois and Kentucky were investigated in this study. Using data obtained from the Mine Safety and Health Administration, national and state WC bodies and individual insurance companies (e.g., average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), baseline mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state's actual WC rate-setting formulas, a sensitivity analysis was conducted to determine the total savings in WC costs after a three-year period. Annual savings in WC premiums ranged from $41,000 to $326,000 for the 67-person mine, and $96,000 to $843,000 for the 150-person mine. An economic analysis of the cost of a roof screening program at a 67-person mine was also conducted. The annual cost of a roof screening program here was estimated at $240,000. At this mine, the reduction in WC premiums alone could pay for the entire screening program.

"The Ansil deposit is located in the Noranda mining camp in the southern part of the Abitibi greenstone belt. /twas discovered in 1981 and production began in 1989 with proven reserves of 1.58 Mt grading 7.2% copper, 0.9% zinc, 26.5 glt of silver and 1.6 glt of gold. It is centered at a depth of 1.3 kilometre and represents one of the deepest ore discoveries ever made from surface.The deposit consists of a single massive sulphide lens located at the contact between the Northwest Rhyolite and the Rusty Ridge Andesite. The lens strikes north-south and dips 50° east. The thickness of the lens may reach up to 35 m and can change very abruptly both along strike and along dip. The maximum thicknesses of the sulphide lens are reached in its upper (western) and at its lower (eastern) edges, thus giving the deposit its present shape of two sulphide domes connected by a thinner central portion. The lower dome is underlain by a thick accumulation of massive magnetite which may reach 10 to 15m in thickness. The upper and lower domes are underlain by two distinct pipe-shaped zones of stringer and disseminated sulphides which merge with a larger stringer zone at depth.The Ansi/ deposit displays strong relationships between its morphology and the distribution of metals. Hydrothermal alteration consists of chloritization and sericitization. Chlorite alteration is closely associated with stringer sulphide mineralization while sericite is developed in diffuse zones bordering the chloritic zones. Unlike other similar deposits, the Ansil deposit is characterized by very extensive alteration and sulphide mineralization in the hangingwall of the massive sulphides. Several features of the deposit are consistent with an origin from a submarine hydrothermal system which was particularly long-lived, and which thus promoted the build-up of very high fluid temperatures with extensive replacement (and enrichment) of pre-existing sulphides after their original deposition onto the seafloor."

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, was developed by the Metropolitan Water Reclamation District of Greater Chicago as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer overflows. With only one contract left before completion of the Phase I tunnels—the 12.4 km(7.7 mi.) long Little Calumet leg—the pollution control phase of the 175.7 km(109.2 mi.) long system will be 93% complete, once the Torrence Avenue tunnel project comes to an end. This paper describes the Torrence Avenue tunnel project, currently under construction by the joint venture of Kenny (Sponsor) / Kiewit / Shea. Mining of the10.4 km (34,151 feet) long and 8.3 m (27'-4") diameter mainline tunnel was completed in a record thirty-one-weeks period and the concrete lining is nearing completion. Details on the complete muck handling system, numerous mining and concrete lining records will be given.

"Normal sequence of operations to develop a new underground mine is: construct and outfit headframe for shaft sinking, sink shaft, construct and outfit shaft sump, develop shaft station and shaft bottom steel. In an effort to reduce the overall project schedule, an innovative plan was developed to install service shaft steel below station level, prior to the completion of the shaft sinking effort. To better evaluate the construction of this substantial steel tower, a preliminary constructability evaluation was conducted, including the best method of supporting the main tower; from the bottom, middle or top of the tower. The design criteria and plan involved: •,Develop access from existing service shaft, 25 km underground •,Use of materials to maximize strength while minimizing corrosion exposure •,Estimating the location of the shaft centerline •,Over excavating the station and shaft below station to allow future shaft steel repositioning •,Designing the tower steel for modular installation •,Incorporate commissioning considerations, such as suspension of the cheese weights during steel installation •,Provision for covered stair access to shaft bottom •,Enclosed shaft envelope with open panels to allow visibility and ventilation The design approach was innovative and this paper will describe the design principles and challenges encountered while providing insight into the solutions developed and implemented; especially the modular construction and installation methodology. INTRODUCTION In an effort to expand the mining operations, a plan was developed to construct a new service shaft closer to the new mine workings and convert the existing service shaft to a production shaft at the Potash Corporation of Saskatchewan Inc. (PCS now Nutrien) Rocanville Potash mine in southeast Saskatchewan. The new service shaft required a multi roped friction hoist operating a cage / counterweight, rope guided conveyances to support the operational requirements. The service shaft is an integral part of the mining infrastructure as it provides access to the underground workings, transport personnel and materials underground for operation and maintenance of the mine. The shaft also allows for services required for safe operation of the underground mine, power supply, controls, communication, dewatering and fresh water supply."

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. It is very seldom that a completely new project is initiated. Most projects consist of a new and different combination of proven techniques or a combination of proven and new techniques. The theme of my discussion today falls in the second category. Proven methods of water transportation and proven methods of bulk material handling were combined with some new techniques which resulted in a new market for the coal industry and a cheaper fuel supply for the power industry. In this respect I refer to the water transportation of coal from the West Kentucky coal fields to coal burning power plants on the west coast of Florida. Peabody Coal Company, Florida Power Company, Gulf Coast Transit, and Mid-South Towing combined their individual requirements and "know how' to make this project possible. I feel the results speak for themselves since it proves that coal can be mined in the West Kentucky coal fields, transported some 1,200 miles by river barge and some 450 miles by ocean going barges, be delivered to power plants on the west coast of Florida and still meet the competitive prices of gas and residual oil. The unique parts of this project concerns the storage and trans loading facilities for coal from river equipment to ocean equipment near New Orleans; the return haul of phosphate and it's trans loading from ocean to river equipment at the same facility and the use of large ocean going barges. In detail it works as follows: Coal is mined in West Kentucky and loaded into 1,500 ton river barges on the Green River. It is then transported some 100 miles to the mouth of the Green on the Ohio River, then 200 miles down the Ohio to it's convergence with the Mississippi, and then 900 miles down the Mississippi to the trans loading facility some 40 miles South of New Orleans. There it is transferred from the 1,500 ton river barges to 18,000 ton ocean going barges and hauled some 450 miles across the Gulf of Mexico to the Gannon Station of Tampa Electric at Tampa entailing a total haul of approximately 1,650 miles.

The filtration of phosphogypsum is a ubiquitous step in the manufacturing of phosphoric acid. It is highly desired to achieve the minimum concentration of P2O5 in the phosphogypsum cake. This work is aimed at addressing P2O5 losses in phosphogypsum (PG) along with the recovery of P2O5 from slurry by using constant pressure filtration at 1 bar pressure. Laboratory tests were carried out in the phosphoric acid production plant situated in Paradeep, India. Recycled water source near acid plant (i.e., pond water) was used for cake washing to reduce the burden on fresh water stock. The findings indicated that pressure filtration offered the most effective P2O5 recovery (nearly 93.48%). The moisture was reduced to 14–16%, and watersoluble P2O5 in the gypsum cake was found to be negligible. A narrow particle size distribution was observed, which offered effective filterability with average cake resistance of 2.38 × 1010 m/kg, indicating a moderately separable cake.

Seasonally adjusted new factory orders for primary metals declined in January, February, and March, especially in the steel industry. The decline was part of an apparent slowdown for the entire manufacturing sector. Orders for all durable goods, including not only primary metals, but also clay, glass, and stone products, fabricated metal products, machinery, and transportation equipment, fell in January and February. In March, orders rose a slight 0.8%. According to the U.S. Department of Commerce, the downturns in durable goods orders in January and February were the first back-to-back declines in 3 years. They were largely attributed to a drop in orders for transportation equipment, mainly auto-mobiles and aircraft, while the small gain in March was due to a surge in aircraft orders. Higher interest rates may be partly responsible for the slowdown in durable goods orders over the past 3 months. The higher rates have also hit the construction industry--another major end-user of minerals. Construction of new homes and apartments fell by a seasonally adjusted annual rate of 5.4% in March, following a 12% decline in February.
