1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Much new data on the flow of gases have been discovered by recent experiments by the United States Bureau of Mines and others. Although additional investigation is still desirable, the information now collected seems sufficient to attempt a tentative coördination of the friction factors. This study is confined entirely to fluid friction when the density throughout the duct is so nearly constant that it may be so considered. In the subsequent discussion the following notation is used: v = mean velocity of fluid in duct, feet per second. v' = mean velocity of fluid in duct, meters per second. R = hydraulic radius of duct, feet. R' = hydraulic radius of duct, meters. S = the hydraulic slope. P = pressure absorbed by friction, pounds per square foot. p = pressure absorbed by friction, pounds per square inch. p' = pressure absorbed by friction, kilograms per square centimeter. Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilize crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realize reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

IN speaking of the mining and economic conditions prevailing at the present time on the Rand, it is not my intention to go into the details of the mining-practice, since this has been already well described both in the Transactions1 and elsewhere,2 but rather to take a more comprehensive view of the industry and its surroundings as a. whole, marking its general development and the lines of its future progress. In a. paper entitled Deep-Level Shafts on the Witwatersrand, with Remarks on a Method of Working the Greatest Number of Deep-Level Mines with the Fewest Possible Shafts,3 presented to this Institute in August, 1900, I drew attention to the great cost of sinking the very deep vertical shafts that were then being seriously proposed as necessary for the development of the deeper areas, pointing out the strong advisability of working this ground by means of inclines to be sunk from the existing shafts of from 3,000 to 4,000 ft. in vertical depth. In this paper it is stated (1:). 975): "In short, practice upon the Rand now tends towards fewer vertical shafts and more underground inclines, especially for the very deep mining about to be undertaken." In consequence, the 6,000-ft. vertical shafts, at one time so much discussed, have never been started, and they do not now seem likely ever to be. The necessity of placing all deep shafts further apart in order to make them control and exhaust larger areas was also dwelt upon. This paper is one of a series published by the Bureau of Mines on mining methods and operation practices. It describes the open-pit mining method and operations of the Kaiser Steel Corp. Eagle Mountain iron-ore mine, which is in the extreme southeastern part of California 175 miles east of Los Angeles in Riverside County. Nearest town to the mine is Indio, which is 60 miles away by an excellent highway (fig. 1). Elevations at the deposit vary from 1,400 to 3,000 feet. Figure 2 is a plan map of the Eagle Mountain iron mine. Kaiser Steel Corp. built a model camp at the mine, with all modern conveniences (fig. 3). The camp, comprising 145 homes, dormitories, mess hall, commissary, post office, and recreational facilities for 600 people, is at 1,390-foot elevation. The area has winter-resort weather between October and May, with occasional drops of temperature to 25° at night. From June to September temperatures sometimes rise to 1200 during the day. Rainfall is scant, approximately 2 inches a year, the majority of which comes as cloudbursts during the summer months.

New applications and concepts of solvent extraction as a unit operation in extractive metallurgy have been developed in the last decade. Wider use is being made of established solvent extraction techniques in processing spent nuclear fuel elements and in winning columbium-tantalum, hafnium-zirconium, thorium, tungsten, uranium, and vanadium. Commercial application has been extended to recovery of beryllium, boron, bromine, copper, molybdenum, phosphorus, rare-earth metals, and rhenium. Systems in use and proposed typically extract metals or salts as anion, cation, or neutral species from aqueous media by reaction with a recycleable organic reagent.

On the basis of a statistical thermodynamic treatment of the data of smithz2 on the activity of carbon in austenite, a Darken and smith23 deduced that the interaction energy, wy, between carbon atoms occupying nearest-neighboring interstitial sites is repulsive. Aaronson, Domian, and pound 24 (ADP) have applied two different statistical thermodynamic analyses to the same data. One analysis, a composite of the treatments of Darken and Smith,23 Speiser and Spret-nak," and Kaufman, Radcliffe, and Cohen,26 primarily takes account of the positional entropic effects of wy in dilute solutions. The other, due to Lacher 27 and Fowler and Guggenheim," is also applicable to more concentrated solid solutions. The equations which both analyses produce for a,, can be rearranged so that, when In a,, is plotted against the appropriate function of the carbon content of the austenite, the plot will have a slope of unity when the correct value of wy is employed. Since no other constant need be simultaneously evaluated in order to make this determination, ascertaining the most probable value of wy from Smith's data on the bases of these analyses was an elementary problem in least-squares statistics. ADP demonstrated that the wy's obtained from both analyses vary with temperature in a statistically significant manner. McLellan, Gerrard, Horowitz, and sprague 29 (MGHS), on the other hand, have recently made a new statistical thermodynamic study of a,, and have concluded from this study that wy is independent of temperature. The equation which they derived for a,, is: where 0 = ratio of the mole fraction of carbon atoms to that of iron atoms, z = number of sites from which occupancy is excluded by the presence of a carbon atom and the repulsive character of its interaction with nearest-neighboring carbon atoms (z = zb in Ref. 24), and x = a geometric parameter taking account of overlapping of the exclusion shells of nearby carbon atoms. z is 1 when wy = 0 and 13 when wy = Q. For a given value of z there is a definite value of X . In the absence of an equation connecting z and X, MGHS computed geometrically the value of x at several integral values of z; x increases from 0.47 to 8.67 as z is increased from 2 to 5. MGHS fitted Eq. [I] to the a,, data of Ellis, Davidson, and Bodsworth30 at 925° and 1050°C and to the data of smithz2 at 1000°C. Confining z to integral values in the range 4 to 6, and also somewhat restricting AG, the values of z, X, and AG were sought which would minimize the average root mean square percent deviation, D, of the calculated a,, values from those obtained experimentally. Finding that D was almost always smallest when z = 5, they concluded that z is independent of temperature. Since:23, 26 where R = gas constant and T = absolute temperature, and w,, was considered to be similarly invariant, this statement cannot be strictly true. The temperature range employed, however, was small and the interval between the values of z tested was sufficiently large so that the results could still be consistent with a constant The statistical treatment of the a,, data applied by MGHS is clearly quite approximate. Since more than three values of a,, are available at each temperature, z, and X, and AG have actually been over deter mined, rather than underdetermined as their treatment implies. In order to make more complete and exact use of the a,, data, we shall employ the Legendre Method of Least Squares, as described by Whittaker and Robinson. This technique permits conversion of the overdetermined system of equations produced by the substitution into Eq. [I] of the available pairs of a,, and 0 data at a given temperature into an even determined system. Solution of the latter system yields the most probable value of each of the three constants. This procedure will allow a statistically rigorous test to be made of the conclusion drawn by MGHS in respect of the temperature dependence of In order to obtain linear iiequations of conditions" from Eq. Case histories were used to document and evaluate deficiencies in underground mine closures which have resulted in post-operation problems such as subsidence shaft failures, acid or toxic water drainage and others. Three different underground mining districts in the United States were investigated; 1) an iron mining district in Michigan 2) coal mining districts in eastern Ohio and southern Illinois and 3) three metal mining districts in central Colorado. Previous work in the Michigan district on problems with subsidence and acid water drainage provided the background from which the concept for this project was developed Student investigators working towards their MS degrees in Mining Engineering did the work on the eastern coal and western metal districts. The combined studies show that problems from acid water drainage, subsidence and inadequately protected mine shafts are the most severe and widespread. Suggestions of a technical nature are presented as partial solutions to some of these problems. It was determined that pre-closure evaluations could result in the identification of some potential problems that may occur after the mine is closed. Early recognition of these problems would be an advantage for at this time more options are available to the mine operator to either prevent them or to plan for their occurrence. Mine closure and reclamation should be considered as a part of mining and be incorporated in the mining plan. This would result in reduced environmental impact and would be achieved at a lower overall cost to the mining companies and to society. The role of water in the occurrence of several types of subsidence during mine flooding was significant at some mines in the Michigan district. These mechanisms which involve, friction reduction, gravity loading, overburden transport and hydraulic forces in a flooded mine probably have a broader effect than is currently recognized. Control of these processes may offer some interesting options during mine closure. It is recognized that technical solutions alone cannot provide all of the answers to problems associated with underground mines. Education, modified attitudes on the part of regulators and operators, and a more realistic perception of the importance and value of mining by the general public are also needed.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. This study focuses on the environmental characterization and assessment of long-term neutral mine drainage (CND) potential from waste rock piles at the abandoned Erdouz mine in Morocco. The study involved metallographic analysis, static tests, and column tests. Results indicate that the waste rock is not an acid mine drainage generator but produces CND, mainly with sulfates exceeding Moroccan standards. The waste rock is relatively stable and could be reused after pretreatment.

This paper aims to study the influence and action mechanism of collector Y-89 on the flotation of auriferous pyrite. The measurement to identify adsorption quantity, IR and XPS spectrum analysis and flotation experiment made on the pure mineral were conducted. The research results show that when the dosage of MIBC is 20 mg/L, and pH of 8, the dosage of Y-89 over 60 mg/L, the pyrite recovery rate is greater than 80%.And when the dosage of Y-89is 60 mg/L, dosage of MIBC 20 mg/L, the pH in a wider range (pH=4~9), the recovery is greater than 75%. When the pH is above 10, the pyrite is depressed and its recovery rate is found to be dramatically dropping. Adsorption quantity measurement also shows that the strong alkaline conditions inhibit the adsorption of Y-89 on the surface of auriferous pyrite. IR measurement indicates that chemisorption of Y-89 occurs on the surface of auriferous pyrite. XPS spectrum analysis indicates that without adding Y-89, oxidation reaction occurs on the surface of pyrite. But when Y-89 is added, the chemical environment of Fe on the surface of pyrite has changed. Such findings indicate that with Y-89, chemisorption occurs on the surface of auriferous pyrite.

This paper is written to convey the latest developments in compact bucket wheel excavators (BWE's) operating in medium-hard rock and will serve to indicate that BWE and compact machines in particular do in fact have application in materials other than loose sandy soils and soft rock. A recently run extensive three month field test in hard marl, which was previously considered too hard and difficult to be handled by a BWE, is used as an example to explain some of the design requirements and problems associated with digging harder materials.

An austenitic stainless steel ISO 5832-9 was deformed in a torsion test machine over the temperature range of 1,000°C – 1,200°C and strain rates of 0.05, 0.1, 1.0 and 5.0s-1. The Steel plastic behavior was studied by analyzing the flow curves shapes and using the constitutive equations under the conditions of thermomechanical treatment. The curves initially presented an increase in stress characterized by hardening work, followed by a drop in stress to an intermediate level that reached or not, for certain conditions, the steady state softening. The plastic flow curves of ISO 5832-9 steel displayed in three different ways: (i) Curves with continuous softening presenting plastic instability for low temperatures and high strain rates; (ii) curves type flat, here after the peak there is little variation of stress with strain presenting softening mechanism by higher contribution of dynamic recovery at low temperatures and low and intermediate strain rates; (iii) curves with softening after the critical deformation favored by high temperatures and low strain rates. These behaviors indicate the influence of the stacking fault energy (SFE) and precipitated particles on the softening kinetics of this steel.

When methods to prevent the occurrence of fire in underground mines fail, the next line of defense is to rapidly and reliably detect the developing fire, so that subsequent evacuation and control procedures can be safely and successfully implemented. To provide this capability requires an understanding of the operational principles of different types of fire sensors, their merits as well as their limitations, and performance characteristics of the monitoring systems that control and process sensor data; an understanding of how fires develop and the different types of fires that can occur, along with their characteristics and the hazards they present; an understanding of the impact of the mine environment and routine mining activities, not only in terms of these effects on fire sensors but also in terms of the impact of mine ventilation and mine geometry on fire growth, fire characteristics and the detection process. All of these factors are components of the technology of fire detection, and when insufficient knowledge of any of these components exists, the ability to implement adequate mine fire detection systems is diminished. Within the last decade, significant advances have been made in fire detection technology applicable to underground mines. These advances include not only the development of improved sensors and better monitoring systems, but also an expanded understanding of how to deploy sensors, set sensor alert/alarm levels, account for ventilation effects, etc. In addition, there has been an increase in our knowledge of the types of fires that occur, the types of combustibles involved, characteristic times for fire growth and development, the levels of heat, smoke and gas that are produced and the hazards that result. It is the intent of this paper to provide not an overview of current mine fire detection technology and, also, to present data obtained for some smoke sensors that have potential for use in underground mines. The paper will also discuss the data, information and resources that are currently available and seek to identify those areas most in need of further research and development.

The Bureau of Mines inventoried the land availability for mineral exploration and development in northern Alaska and compared this land with known mineral terranes and mineral deposits, to quantify the potential for favorable location of mining claims for metalliferous mineral deposits. This report includes thirty-three 1:500,000-scale maps that depict land availability, and the accompanying text and tables relate availability acreage to areas of favorable mineral terranes. Three categories of land availability and ownership are identified, along with 12 subcategories of land status. Available land comprises approximately 14.5 million acres or 16% of the 90.3-million-acre study area; land available with restrictions accounts for 7.5 million acres or 8%; and unavailable land encompasses 68.3 million acres or 76%. Mineral terranes underlie 37.8 million acres or 42% of the study area; 5.3 million acres or 14% are available for mineral location, 2.8 million acres or 7% are available with restrictions, and 29.7 million acres or 79% are unavailable. There are 500 known mineral deposits or occurrences within the study area. This includes 271 lode deposits, of which 171 lie within a recognized mineral terrane and 55 are on available land. The remaining 229 are placer deposits.

The mining industry needs to attract and recruit young talented people. An important task is, therefore, to create an attractive mining workplace that engages with, and motivates youngsters who are not particularly interested in working in the industry. This paper aims to illustrate a way forward for the mining industry to form healthy and safe workplaces honouring key components such as knowledge, skill, co-operation, continual development and acceptance of diversity. This is a way to create a vision of healthy and safe mining work. The mining industry must work towards zero vision; a future without accidents and hazardous environments. In this paper the authors discuss different aspects of an ‘attractive workplace’ and summarises lessons learnt in 26 statements dealing with safety, both physical and social work environments, and social responsibility. The authors hope these recommendations will provide some guidance for how attractive workplaces should be designed for future deep mining.The paper is based on lessons from two large European projects, a Swedish-Polish project: The Smart Mine of the Future; and a European Union project: Sustainable Intelligent Mining Systems (SIMS). In 1969, the number of fatal injuries in the coal mining industry was lower than in any previous year and the number of nonfatal injuries was lower than in any preceding year except 1968. Fatal injuries in 1969 totaled 203 with frequency rates of 0.85 per million man-hours of worktime and 0.36 per million tons of coal These rates were new annual lows. Nonfatal injuries totaled 9,917 with frequency rates of 41.76 per million man-hours and 17.42 per million tons. The severity rate for fatal and nonfatal injuries combined was 7,359 days lost or charged per million man-hours. The average severity was 173 days lost or charged per injury. These statistics represent the injury experience of an average of 133,302 employees per day working an average of 225 days in 5,955 coal mines for a total of 237-5 million man-hours worked and a coal output of 565 2 million tons

The Southern 'B' lode orebody at the New Broken Hill Consolidated Limited (NBHC) mine, Broken Hill, is a continuation of the zinc-rich orebody that was first mined in NBHC in the 1940's. Preliminary diamond drilling in the early 1960's resulted in sufficient information to delineate the southern extension of the presently mined 'B' lode orebody, In 1966 the sinking of a 7.3 metre diameter circular shaft (No. 3 Airway) was commenced to improve the ventilation of the southern extremities of existing workings and to provide a base to further explore and develop the orebody extension. Development on four levels was started in the early 1970'.s to link the existing workings with the new shaft. Three possible mining methods - sublevel open stoping, loader cut and fill with ramp access and sublevel caving - were investigated and the decision was made to mine the orebody by transverse sublevel longhole stopes and pillars with trackless equipment and ramp access between the major working levels.

The Bureau of Mines has used Fourier transform infrared spectroscopy (FT-1R) to study in situ reactions of aqueous solutions of potassium ethylxanthate with CU(II)-and Pb(II)-activated sphalerite plates, in which the plates were both the infrared-transparent windows and the reacting surfaces. A copper (I) ethylxanthate formed predominantly with Cu(II)-activated sphalerite, regardless of the activation time. The products formed on Pb(II)-activated sphalerite depended on the activation times; a short activation time (30 min) yielded a lead ethylxanthate-like product, but a long activation time (90 min) yielded a considerable amount of dixanthogen.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration.
