Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

Pronounced isothermal martensite formation at room temperature was measured dilatometrically in a steel containing 0.01 pct C, 24.9 pct Ni, 0.26 pctAl, 2.58 pct Ti and 0.25 pct Cb. It is shown that martensite will form isothermally if stabilization of the austenite-martensite transformation is eliminated by removal of carbon. The decarburization of two iron-nickel alloys allows isothermal transformation to martensite to occur at temperatures above their athermal Ms temperatures. In an Fe-22.4 pct Ni alloy, at the 0.008 pct C level, the Ms temperature during air cooling is 85°F higher than that during- water quenching-. At the 0.15 pct C level this difference is reduced to only 5°F. The introduction of carbon causes stabilization during air cooling which lowers the Ms temperature virtually to the same level as determined during mate?. quenching. Thus in the 0.15 pct C alloy, the Ms temperature is almost independent of cooling rate. It is suggested that rival theories of martensite formation should be reexamined in alloys of sufficiently low carbon and nitrogen content to eliminate the complication of stabilization. The Ms temperature of a steel containing 0.01 pct C, 24.9 pct Ni, 0.26 pct Al, 1.58 pct Ti and 0.15 pct Cb, solution treated at 1500°F and air cooled as 1/8-in. diam specimens, was found to be 57 °F. 1 However, when held for several hours at room temperature the steel hardened slightly and became appreciably ferromagnetic. Isothermal transformation to martensite was first revealed by Kurdjumov and Maksimova2 in an iron-base alloy containing 0.6 pct C, 6.0 pct Mn and 2 pct Cu. Most of the other studies of isothermal martensite have also been confined to highly alloyed steels which transform at subzero temperatures; for instance, DasGupta and Lement, 3 Cech and Hollomon, 4 Machlin and Cohen,5 Shih, Averbach, and Cohen.6 Averbach and cohen7 noted a rapidly decaying volume increase at room temperature in a steel containing 1 pct C, 1.5 pct Cr and 0.2 pct V. cina8 and Marshall, Perry, and Harpster9 have described the isothermal transformation to martensite at room and subzero temperature in stainless steels. Kurdjumov10 has recently reviewed the subject, noting that the isothermal formation of martensite can be observed only in the temperature range somewhat below Ms or below -50°C. The isothermal formation of martensite may be characterized as follows: 1) It occurs in steels of widely different compositions, the main prerequisite being a low transformation temperature. 2) The transformation occurs by the formation of new plates and not by the growth of old ones. 3) The isothermal transformation is suppresed by stabilization during slow cooling or holding at temperatures near room temperature. However, the factors governing this mode of transformation are still not fully understood. The formation of martensite isothermally suggests an activated process. The early theories of martensite formation did, in fact, utilize classical nucleation concepts. Kurdjumov 11 first proposed the presence of thermally activated nuclei of different sizes and compositions which would grow if they reached critical size during cooling. This treatment was enlarged and developed quantitatively by Fisher, Holloman, and Turnbull12,13 and was later reviewed by the latter two authors.14 Fisher15 associates Ms with a nucleation rate of one per cc per sec. At slightly higher temperatures the nucleation rate is so low that isothermal formation of martensite is not observed in reasonable times. At slightly lower temperatures the nucleation rate is so high that it could not be suppressed by rapid cooling. By judicious use of parameters Fisher 16 was able to obtain good agreement between classical nucleation theory and the incubation times of martensite formation.4 However the application of these principles to martensite formation in iron-nickel alloys15 predicts that an alloy containing about 30 pct (31 at. pet) Ni would not transform. The presence of an Ms temperature at -223° C in an alloy containing 34.1 pct (33 at. pct) Ni led Kaufman and cohen17 to reject the hypothesis of homogeneous nucleation in favor of the reaction path theory originally proposed by Cohen, Machlin and Paranjpe.18 This theory conveniently explains the formation of martensite athermally but becomes labored when dealing with isothermal formation. Kaufman and cohen19 did explain the isothermal activation of embryos by assuming it to be a result of the expansion of their boundary dislocation loops but this treatment predicts an upper temperature limit of isothermal martensite formation.

THE purpose of this chapter is to present a general outline of the basic open-hearth process for the benefit of students, practicing open-hearth operators, and metallurgists who wish to review the subject. The discussion is limited to a description of the sequence and purpose of the operations, illustrated by data and examples. Subsequent chapters deal with more detailed and fundamental studies of the subject. The function of the basic open-hearth furnace is to convert various types of ferrous material into finished steel of given com- position and quality. In comparison with other steelmaking methods, the basic open-hearth process is one of the most versa- tile, both from the standpoint of the raw materials that can be used and the types of steel that can be produced. The process can be considered as a sequence involving melting, refining, and deoxidation. With some types of liquid-metal charges, the melting stage is not present, but refining and deoxidation in varying degrees are fundamental features of the process. GENERAL DISCUSSION OF BASIC OPEN-HEARTH PROCESS The first consideration in open-hearth practice is the type of charge on which the operation is based. This consists of three components-fluxing, oxidizing, and metallic materials. Fluxes. In the basic process the fluxing material is primarily lime, added in the form of either limestone (CaC03) or burnt lime (CaO) . This is supplemented by magnesia (MgO) and lime from the furnace bottom and banks. The function of these fluxes is to form a slag with the silica (SiO2) , manganese oxide (MnO), iron oxides (FeO and Fe203), and phosphorus oxide (P205) that are produced by the oxidation of varying amounts of the silicon, manganese, iron, and phosphorus in the charge during melting and refining. The slag, composed of the basic fluxes and the neutral and acid oxides, floats on top of the steel bath when the charge is melted. For the last 20 years mine slopes have been monitored with slope stability radars. Since 2015 a group of dedicated geotechnical engineers dedicated to remotely monitor radars around the world have detected 2000+ slope failures of different characteristics. A statistical analysis of the information gathered of these failures have been made and the summarized results are presented with some degree of analysis appropriate for the vastness of the database. The analysis considers different types of commodities, countries, mining processes, rock types, and weather conditions.

A special high-pressure Burnett-type compressibility apparatus was constructed and used to determine compressibility factors for pure helium, pure nitrogen, and nine helium-nitrogen mixtures containing 89.47, 79.04, 69.69, 60.09, 49.24, 41.02, 30.99, 20.53, and 10.67 mole-percent helium. A total of 161 runs were made consisting of 2,355 observed pressures. Data were obtained at 0°, 25°, and 50° C and at pressures to 1,000 atmospheres. A power series in the reciprocal volume, commonly called a Leiden series, is used to represent the compressibility factors. Three parameters in the series are required to represent helium, five parameters to represent nitrogen, and from three to five parameters to represent the mixtures. Compressibility factors are believed to be accurate to better than 0.1 percent over the entire pressure, temperature, and composition range.

For several years the Klukwan deposit near Haines, Alaska, has attracted interest as a potential source of iron. Limited field and laboratory investigation has indicated that the deposit contains a large amount of Iron that is recoverable as high-grade concentrate. This report summarizes the results of laboratory beneficiation testing of the Klukwan ore, as represented by six samples submitted to the Alaska Experiment Station of the Bureau of Mines, Juneau, Alaska, Iron is present in the ore as a fine-grained magnetite associated with a pyroxenite type basic rock.. Satisfactory magnetic-separation procedures were developed for the production of concentrates assaying more than 60 percent Fe and 2 to 4 percent Ti02. During the investigation many data were obtained and compiled, but for convenience and clarity data of secondary importance have been omitted or condensed; only the more pertinent test results are discussed in detail.

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made. Questions of mine development and details of underground practice such as drilling and blasting, loading, hauling, hoisting, ventilating, pay systems and mine management are omitted, as these have been or will be discussed in other bureau publications.

The general history of piling is traced up to the present time with regard to the evolution of methods and materials. The processes have been strongly influenced by developments in basic equipment and industrial change. It is noticeable that in the twentieth century more progress has taken place than in the many previous centuries. It has been strongly influenced by the general development of Soil Mechanics. Test loading is probably the most effective way to assess the success of designs and many empirical relationships have been challenged through it. As we approach a new century it appears that it will be an age of rapid equipment development, with much enhancement of understanding of what has been done. Processes of automatic construction and testing will becoming commonplace. These changes will narrow the limits of conventional scatter that have come to be accepted and to a large extent will be driven by political efforts to curtail energy consumption, to raise standards of quality and reliability, and to conserve the environment. 1. Ancient history. Piling is an ancient art. Its first mention in history is from Herodotus, the first person to commit an account of his times to the written word in the years 557 to 479 BC. He evidently had a strong interest in engineering matters because he wrote of building, brick making, reinforced brickwork, river training, canal building, bridge construction, tunnelling and its acoustic detection and piling. The piling reference comes from Book 5 at paragraph 16.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high' throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

Heats of formation of Au-Zn alloys of compositions Au3Zn and AuZn were rneasured at several temperatures by liquid tin solution calorimetry. The data for Au3Zn show that much smaller heat and entropy effects are associated with the a2- a1 transformation than for the a1 - a transformation. This result is consistent with reported X-ray diffraction studies which indicate that the a1 and (a2 phases have ordered structures which only slightly differ, whereas the a phase is disordered. The heat of formation of AuZn(ß') does not change significantly between 322o and 8000 K, confirming that the ß' alloy remains highly ordered to high temperatures. Not many measurements have been made of the energies of order-disorder transformations in alloy phases. In many cases these energies may be conveniently determined by measuring heats of formation as a function of temperature. Many alloy phases approximately obey Kopp's law of additivity of heat capacities; as a consequence their heats of formation do not change with temperature. In ordered alloys, however, a decrease in degree of order with increasing temperature will contribute an endothermic component to the heat of formation. Thus, for ordered phases where other anomalous contributions to heat capacity in the alloy or its pure components are absent, a measured change in the heat of formation may be attributed to the energy of disordering. A portion of the Au-Zn phase diagram1" is shown in Fig. 1. The composition AuZn(ß') has a well-ordered superlattice structure of the CsCl type at room temperature. The alloy is considered to remain ordered to its melting point,1 although, from X-ray diffraction data and electromotive force measurements of zinc activities, Terpilowski3 concluded that considerable disordering began at -673°K. The Au3Zn composition is a disordered fee solid solution (a) at high temperatures. Between 693o and 543oK, the ailoy orders to form the a1 phase, having a structure based on the L12(AuCu3) type, but with a regular distribution of ordering faults in the c direction, making it tetragonal. Below 543oK, the alloy orders further by means of slight atomic shifts, without diffusion, yielding a complex long-period orthorhom-bic superlattice structure, a2.4-7 Heats of formation of Au3Zn(a2) and AuZn(ß') were measured at 363°K by Biltz et al.8 by aqueous solution calorimetry. Heat capacities of several alloys between 14.9 and 38.4 at. pet Zn in the range from 373" to 723°K were measured by Iwasaki ef al.6 Stoichiometric Au3Zn, however, was not included in the alloys measured, the nearest composition being 26.1 at, pet Zn. Also, the heating rate used for the measurements, 2 deg per min, may not have permitted equilibrium to be reached in the neighborhood of the transformations. Heat contents of solid and liquid AuZn were measured between 488o and 1138°K by Kubaschewski.9 It was decided to determine the ordering energies of Au3Zn and to check on the possible disordering of AuZn by measuring the heats of formation of these alloys at several temperatures. The present paper reports measurements by liquid tin solution calorimetry of the heats of formation of the three phases of Au3Zn at temperatures within their regions of stability, and of AuZn at a low (322°K) and a high (800°K) temperature. EXPERIMENTAL Alloy Preparation and X-Ray Examination. Ten-gram ingots of Au3Zn and AuZn were prepared by melting weighed amounts of gold (99.95 pct Au) and zinc (99.99 pet Zn) together in sealed evacuated Vycor tubes at 1060°K, followed by rapid quenching. The resulting ingots were homogenized at 900°K for 10 days. The Au3Zn alloy lost no weight in preparation, the loss from the AuZn alloy was enough to introduce an uncertainty of only 0.1 at. pet in its composition. Filings for X-ray examination were taken from various parts of each ingot and strain-annealed at 723°K for 20 min in vacuo. The Au3Zn filings were quenched rapidly to retain the disordered phase. Diffraction patterns were determined with an X-ray dif-fractometer using copper Ka radiation.

This paper describes development of a cost report that is descriptive, logically oriented, and concise. Since the costs involved relate to mining, this reporting technique could help bridge any possible communications gap between "mining men" and computer personnel, at the same time giving the computer-oriented mining individual information to assist him in his job performance. As computers become entrenched in the mining world, meaningful report assimilation becomes a major task. No one should be more capable of defining required results than the man requesting a report. If he is able to clearly state his needs and has researched his problem, it will be reflected in the computer output. During 1970, The Anaconda Company's Berkeley Pit Operation, at Butte, Montana, received many different computer-generated equipment cost reports. Up to thirty-six different components for each type (class) of pit equipment contributed cost data to the Berkeley Pit cost system files for both operating and repairs during current month, year-to-date and accumulation-to-date time periods. This reporting approach was taken to facilitate analyzing this voluminous data. SUMMARY A Major Component Cost Analysis (Exhibits 6-A thru 6-C) developed by arranging the top ten operating and repair percentages (component cost divided by total cost) in descending order, and then accumulating these percentages to a possible one-hundred percent. The Bureau of Mines conducted a field study to assess the performance of various chain pillar configurations in terms of gate road entry sta-bility. Vibrating wire stressmeters (VWS's) were installed in four consecutive gate road chain pillars. Field data collected during panel retreat were analyzed to gain a better understanding of the mechanics of vertical load redistribution in gate road chain pillars as it relates to ground control problems. Several different pillar configurations were investigated including abutment-yield and yield-abutment-yield designs. Correlations between mass spectra and molecular structures of 186 organic sulfur compounds are discussed. The olefinic ions, the alkyl ions, the CnE2n+1 ions, the m/e 61 ions, and the m/e 35 ions in the spectra of thiols are related to molecular structure. In the spectra of sulfides, the olefinic ions, the m/e 61 ions, the m/e 35 ions, the CnH2n+1S+ ions, and the CnH2n+1SH+ ions are correlated with molecular structure. For disu1fides, the correlations relate HSSF+& and RSSH+ ions to molecular structure. Base peaks of alkylthiophenes are correlated to their molecular structures. Some unimolecular reactions of sulfur compounds in the mass spectrometer are considered. A cyclic intermediate is suggested for the reaction which produces m/e 47, CH3S+, and m/e 48, CH4S+, ions in the spectra of sulfides. An expanded ring is suggested as a possible intermediate in the reactions of thiophenes. Heats of formation of sulfur-containing ions and their appearance potentials are presented in tabular form. Ionization potentials for sulfur-containing radicals and molecules are also given. Discussion of the spectra, tabulated in the appendixes, provides an insight into the relationship of the molecular structure of a compound to the mass-to-charge ratios and the intensities of the ions in its mass spectrum. Correlations of the mass spectra with molecular structures are empirically developed by observing regularities in the spectra of the reference compounds. Correlations extend the usefulness of mass spectra because they can be employed to determine the molecular structure of an unknown compound.
