The Canadian Clean Power Coalition (CCPC) was created in 2001 to protect and enhance Canada’s vast coal and other carbon-based resource wealth, and to ensure that environmental public policy decisions recognize that these resources are a Canadian asset, not an environmental liability. To achieve its mandate, CCPC has undertaken to demonstrate technologies for use in new coal-fired power plants to control air emissions including carbon dioxide (CO2), nitrogen oxides (NOx), sulphur dioxides (SOx), mercury (Hg), and particulates (PM). The first phase of the demonstration project assessed three existing technologies for coal-fired power plants that reduce all emissions, including CO2, to levels equivalent to or below that of gas-fired power plants. The technologies considered in this phase included integrated gasification combined cycle (IGCC), ‘oxyfuel’ combustion, and amine scrubbing of pulverized coal. These technologies were evaluated with three coal types: Eastern bituminous, western sub-bituminous, and lignite coals. This paper presents the studies, conclusions concerning the capital and operating costs of these technologies, the cost of electricity produced (with CO2 removed), and the cost per tonne of CO2 avoided. It also discusses the potential for using captured CO2 for enhanced oil recovery, and possible technology enhancements for improving the competitiveness of gasification of low-rank western Canadian coals. The second ongoing phase of CCPC’s work includes the design and construction of a commercial-scale plant to demonstrate the feasibility of integrated gas combined cycle (IGCC) and/or polygeneration technologies and the potential for using the CO2 generated for enhanced recovery of conventional oil.

Analytical predictions of the rate and magnitude of settlement of deposited oil sands tailings slurries generally overestimate how fast pore pressures will dissipate. Field deposits of nonsegregating tailings to mature fine tailings show continued high pore pressures near the surface which impede surface reclamation. In geotechnical analyses which predict the consolidation behavior of soft soils a finite strain theory is used. Effective stress-void ratio and void ratio-hydraulic conductivity relationships determined from laboratory large strain consolidation tests, are used in the finite strain predictions. This theory, however, cannot predict the full range of sedimentation, consolidation and pore pressure dissipation which occurs in large scale deposits of thixotropic tailings slurries. A new large strain consolidation model which assumes that the creep rate of the slurry exceeds the pore pressure dissipation rate is being investigated. This model is relevant for rapidly deposited, low permeability thixotropic slurries where the upwards drainage path increases by several meters a year, such as, in oil sand fine tailings ponds and nonsegregating tailings deposits. The model will be verified by analyzing the 10m high column of fine tailings at the University of Alberta which has been monitored for over 20 years and in which the excess pore pressures are still very high.

"Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

Laser-arc Hybrid Welding (LAHW) is a relatively recent concept which effectively combines the advantages of laser welding such as the high depth of penetration, low heat input, high welding speed and the positive aspects of arc welding such as better edge bridging and possibility to add filler. For example, steel sections upto 12 mm thickness have been successfully welded in a single pass at a welding speed of 1 m/minute using a 3.5 kW CO2 laser in combination with a MIG arc. Maraging steel of grade M250 is widely used in the aerospace industry in thicknesses upto 10 mm. Conventionally, it is possible to MIG weld such thicknesses in 3-5 passes employing V-Groove joint preparation. However, this multi-pass welding results in formation of reverted austenite in the weld zone after post weld aging; and the high heat input widens the reverted austenite containing heat affected zone which is popularly known as the dark zone/eyebrow zone. Both these zones are detrimental to strength of the welded joint, specifically the fracture toughness. The width of the dark band is an important factor because, thinner the band, it is supported more effectively by the surrounding material. Therefore, in order to avoid multi-pass welding and reduce the overall heat input, single-pass laser-MIG hybrid welding was attempted on 10 mm thick maraging steel M 250 plates using a hybrid laser arc welding system comprising a 3.5 kW CO2 slab laser and a MIG welding system. Simultaneously, multi-pass MIG welds also are produced. Both the laser-MIG hybrid and MIG welds are characterized microstructurally and subjected to mechanical tests such as tensile and fracture toughness in as-welded and post weld aged condition. The amount and distribution of reverted austenite in the fusion zone and width of the dark band was found to be different. Hybrid welds showed a narrow dark band zone and improved mechanical properties. Laser-hybrid and MIG welding investigations carried out on thick section maraging steel M 250 will be presented in detail, including microstructure, tensile properties and fracture toughness of the welds. To the best of the knowledge of the authors there are no reports on laser-MIG hybrid welding of maraging steels.

"The largest cost centres of the David Bell Mine concentrator are grinding, leaching and effluent treatment. Optimizing results during the 6th year of operation are listed below: o SAG mill slurry density control and operating strategies improved liner life and media consumption by 10 and 25%, respectively.o Poly-met liners clad the SAG mill except for the feed end. Lower noise levels and reduced mill downtime have resulted in an improved and more efficient workplace (time required for liner changes is 2 to 3%).o A comparative grinding media study using seven different marked media at the same time showed media wear rates range 120 to 198 mg/kWh and ball mill charge replacement frequencies of 8.3 to 13.1 per year, and that a meaningful wear test must include all media to be tested at the same time in the same mill. High quality carbon steel cylinders had the best economics.o Pre-aeration, using pure gaseous oxygen is accomplished in pipe reactors. Small bubble generators provide oxygen in the first three leach tanks. 1500 to 3000 kg of oxygen is consumed per day. Leach kinetics have improved and trends indicate increases in gold recovery of three to seven ounces per day at reduced costs. Effects of reduced cyanidation of accessory metals on the effluent treatment plant will be discussed in a separate paper."

Relative to slender pillars, larger size pillars exhibit improved strata control. Fly ash, though traditionally treated as a waste product, is emerging as an alternate engineering material. This paper deals with the development of a strong fly ash composite material with additives. The geotechnical properties of this fly ash composite were determined and used to trap model core pillars, which resemble squat pillars. The trapped samples were tested under uni-axial loading in the laboratory and the results showed higher load-bearing capacity of the model core pillars. The reinforced fly ash composites provide lateral confinement and exhibit improved post- failure behaviour of the model cores.

There has been a longstanding acceptance that burden plays a major role in the magnitude of ground vibration amplitudes generated from surface blasting. Much of the data that this belief is based upon is empirical in nature and may or may not represent an example of false inference. Recent published reports have rightly questioned the influence of burden and confinement on blast vibration amplitude, suggesting that the fracture condition of the rock mass is a better indicator. The increased investment in electronic detonators as a tool to control ground vibration amplitudes demands an understanding of vibration production detailed enough to make use of the vastly improved timing accuracy that they provide. A more accurate relationship may be found if we strip away the assumptions of the past and search for the underlying mechanism of vibration production in surface blasting. We must answer the question: What happens at or near the borehole when an explosive charge detonates that produces ground vibrations?

Due to environmental concerns in urban construction, many typically simple projects become very complex or feasibly impossible. The introduction of relatively new concepts has redefined "impossible", again simplifying these projects and making them "possible". Case Study One covers the use of Pressed-in Tubular Piles on portions of the Long Island Expressway in Queens, New York. Innovations in the design, material and installation method solved many typically inherent problems on projects of this type and resulted in cantilevered walls that supported a 35ft (10.668m) excavation. Design predictions and actual measured deflections of this wall were within millimeters. Case Study Two covers the use of Pressed-in Tubular Piles on portions of the Hodogaya Bypass in Yokohama, Japan. Innovations in equipment development allowed for a cantilevered retaining wall to be constructed without affecting the adjacent right-of-way, dramatic reduction of the overall construction duration and installation of tubular piles in soils with SPT N values greater than 160.

I wish to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphurets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chicago, St. Louis, Newark, New York, and Europe, of crnde argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, . - at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. Summary This paper describes the general situation of the mining industry in New Brunswick, and gives a detailed description of the recent developments in the antimony deposits at Lake George and the copper deposits in the vicinity of New Horton. At the end are lists of the most interesting geological literature relating to the Province and of the geological and topographic maps that have been published. Introduction In presenting this paper to the Institute, I apologize for the small amount of scientific data which it contains. Recent investigations in the Province of New Brunswick have been carried on largely by outside interests, and at present we ourselves are in the position .of taking stock. However, I am glad of the opportunity of giving you a general idea of the situation. The Province is making an honest effort to learn the truth concerning her mineral deposits and in time hopes to collect data which should be of interest to the mining community.

The Coal Mining Engineering Branch of the New South Wales (NSW) Department of Mineral Resources, in its continuing effort to improve coal recovery from underground coal mining operations, has undertaken a study of the mechanics of sub-surface deformation caused by caving of the extracted area behind retreating longwall faces. The strata movement was monitored by a multi-wire borehole instrumentation system consisting of mechanical anchors installed at different horizons in a borehole extending from the surface to the coal seam. The mechanical anchors were connected to the suspended weights on the surface by stainless steel multi-strand wires. The movement of these weights was monitored as the longwall face approached and retreated past the borehole. The anchors started subsiding as soon as the face retreated past the borehole and continued to subside until the subsidence levelled off when the face retreated 900 m past the borehole. The zone of major caving and bed separation extended to roughly 10 to 13 times the extracted seam thickness and high tensile strains developed inthis zone. The bulking factor of broken strata was less than 1.14 which indicated that the roof layers collapsed in big blocks. The goaf compaction was almost complete when the face retreat was 200 m. Low tensile strains prevailed in the strata overlying the zone of caving and bed separation.

The coke analogue is a new research tool that has been developed to quantify and characterize the effect minerals in coke have on coke reactivity. The analogue material is made from a number of different carbon or carbon containing materials and minerals to in part replicate real industrial coke’s reactivity behavior. Elucidation of the effects of minerals on coke reactivity has proved difficult due to the complex and heterogeneous nature of industrial coke and the potential non-additive effects of minerals on coke reactivity. The coke analogue addresses this complexity and heterogeneity through control of its mineralogy, mineral size and mineral dispersion through the analogue, porosity and carbon structures. Initial studies using the analogue were focused on coke dissolution kinetics in liquid iron but recent work has focused in characterization of its porosity, carbon structure and rate of reaction.

The following observations on the mineral composition of the lead-zinc ores at Captain's Flat, New South Wales, are based upon the examination of a collection of specimens made during a brief visit to the mine in January, 1942, in conjunction with earlier studies of specimens and mill products, which have 'been the subject of various Mineragraphic Reports, Captain's Flat is about 35 miles south of Canberra, and is connected with the main line from Goulburn to Bombala by a branch line to Bungendore, 23 miles away from the mine.The geology of the mine has been described by Kenny and Mulholland2 and by Harper.3 The country consists of Silurian sediments, which have been invaded by a composite sill of quartz-felspar-porphyry. Both sediments and sill have been folded gently, the axial lines of the folds trending north and south. In the vicinity of the orebodies the folds are steeper, and thru,st faults are associated with the anticlines. The intense compression and shearing that accompanied the faulting has converted the adjacent porphyry to schist. The Captain's Flat orebodies occur along such a zone of shearing and faulting, on the eastern limb of a steep, north-pitching anticline. At their southern end the orebodies are enclosed in the slates underlying the porphyry, but the northerly pitch of the fold carries the slate to greater depth in the northern part of the mine, where the orebody lies beween schistose porphyry on the hanging wall and massive porphyry in the footwall.THE OREBODIESThe orebodies occur along a N.-S. strike length of 4,200 ft., and from the point of view of mining, fall into three sections: the Elliot's Section to the north, the Central Section, and the Keating's Section to the south. The Keating's Section is separated from the Central Section by 500-600 ft. of mineralised ground of so low a grade as' to be called barren, and is offset about 125 ft. to the 'east of the Central body by an oblique fault striking N.300E. Froth flotation of iron ores is one of the most widely used methods to upgrade iron ore into high-grade concentrates. In recent years, reverse cationic flotation of iron ores has been specifically the subject of several studies. Since quartz is the most common gangue mineral in iron ores, understanding the behaviour of this mineral was the main target of the majority of such studies. However, with the depletion of mineral deposits considered rich and easy to process, it has become more common to find iron ores with complex gangue minerals, which are composed not only of quartz but by a variety of silicates. The mineralogical composition of the ore is an important factor for determining reagents and mineral processing parameters. The mineralogical suite of an ore also presents a paramount role for operational optimisation of any given flotation process. Some studies were performed with different types of amphiboles and other Fe-bearing silicates, for example, but the influence of the mineralogical nature of these silicates in reverse cationic flotation has not been fully explored and will be discussed here. "Abstract - A heavy mineral survey of beach and dune sands including geochemical analysis for trace elements was undertaken to evaluate the economic potential of the sands and to understand the nature and distribution of the heavy minerals relative to potential source rocks. Results indicate that heavy minerals are generally derived from outcropping volcanic rocks that comprise a proportion of the hinterland in the south part of our survey area. The most abundant minerals are magnetite and pyroxene. The morphologies of the heavy mineral grains are angular to subangular, suggesting that they were transported short distances from the source rocks. Factors controlling heavy mineral distributions include wave and wind action, proximity to provenance, the fluvial drainage network, and longshore currrents.The most economically important mineral is ilmenite. Zircon and rutile concentrations are relatively minor and thus have lower economic potential."

Situated in the Greymouth Coalfield, the Mt Davy Block contains a significant resource of high quality bituminous coal suitable for use in metallurgical coking coal blends. The coal, which is all low sulphur, is seen as a complementary deposit to export coking coal at Stockton Mine.   Previous drilling by State Coal Mines (1948 - 1953) and Japanese interests (1970's) have been supplemented by Coal New Zealand drilling (1992 - 1993) and surface mapping. A mining feasibility study was completed in late 1993 and approval gained for the driveage of an exploratory tunnel to the target seam.   Following construction of surface facilities, tunnel driveage on a 1:5 decline commenced from Rewanui in May 1995 and to date about half the required length has been driven. When the seam is intersected a comprehensive geotechnical testing programme will be undertaken to assess the in-situ mining conditions. It is expected that the results will confirm the assumptions made in the feasibility study.   The Mt Davy Mine, at depths of 500 - 700 metres, will be the deepest underground coal mine ever inNew Zealand and in-situ stresses (orientation and magnitude) will be important considerations for mining engineering. The coal has a high gas content and suitable techniques for gas control and prevention/mitigation of coal outbursts will be necessary.   Mine development is scheduled to commence in mid 1998 and an annual production level of 500 000 tonnes is forecast. The coal seams will be developed by continuous miner and coal extraction will be by hydraulic monitor. Coal will be pumped to the surface and from Rewanui transported five kilometres to Dunollie either by truck or slurry pipeline. At Dunollie a coal dewatering plant, coal stockpile and rail loadout will be constructed.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion. The Intec Process is a generic process for the production of pure base metals and precious metals from sulphides concentrates derived from copper, nickel, zinc and lead ores. The development program for the Intec Process initially focussed on the treatment of copper concentrates, (the ?Intec Copper Process?), and more recently of zinc concentrates, (?the Intec Zinc Process?). Developed and proven in Sydney, Australia at a cost of US$15m over the last ten years, the Intec Copper Process is now ready for commercial application. The knowledge gained during the development of the Intec Copper Process has been applied to the Intec Zinc Process, which utilises the same basic chemistry to produce high purity zinc ingot from metallurgically complex zinc sulphide concentrates containing lead, copper, iron, silver and gold. The demonstrated ability of the Intec Zinc Process to treat low grade mixed zinc/lead/copper concentrates, including those with high iron and manganese levels, holds out the real prospect of overcoming major metallurgical hurdles that have long affected the zinc industry. The Intec Zinc Process consists of the three consecutive circuits of leaching, purification and electrowinning. The leach circuit is of single stage configuration with a series of reactors to which concentrate and lixiviant are fed. Purification consists of cementation and precipitation by pH adjustment. Electrowinning employs an electrolytic cell very similar in design to that of the Intec Copper Process, but differs in that a conventional plate cathode is produced. During electrowinning, the same mixed halide species (BrCl2 -, HalexTM) that is integral to the Intec Copper Process is generated in solution at the anode and exhibits powerful leaching characteristics capable of directly leaching the sulphide concentrate feed. The need to roast the concentrate prior to leaching, as is practised in the conventional Roast/Leach/Electrowin (RLE) process, is thus eliminated whilst a range of by-products (notably lead, copper and precious metals) can be extracted in the simple, single-stage leach. This paper describes the Intec Zinc Process; the technology, predicted economics and its environmental aspects.
