Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

Banded ironstone and associated fine-grained carbonaceous sediments near Jardine, Montana, are enriched in gold, arsenic, and tungsten. The mineralized sediments lie within a thick sequence of quartz-mica schists cut by a 2.6 b.y, granite. Surface, underground, and drill hole mapping are used to construct structure contour maps of individual ironstone lenses. Each lens is then unfolded by triangulation of minimum surface path distances between drill hole penetration points. Major and minor element abundances in composite ironstone samples are interrelated through R-mode factor analysis. Results indicate five significant element groupings thought to reflect coarse detrital, fine detrital, sulfide-rich chemical, iron-rich chemical, and epiclastic ultramafic sediment. Ultramafic factor scores are highest in a previously undefined rock type rich in cummingtonite, biotite, and chlorite; lacking in quartz; and closely associated with at least one ore horizon. Detrital dilution of ironstone, calculated from chromium and nickel content, drops off significantly as ore-bearing ironstone is approached. This observation may indicate that centers of gold precipitation have protected themselves, either topographically or by rapid deposition, from detrital contamination. Gold mineralization correlates most strongly with the sulfide- rich factor. Gold may have been introduced through hotspring activity as a bisulfide complex.

First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

The Ernest Henry Mine (EHM) is owned and operated by Xstrata Copper and is located in North-West Queensland, Australia. The mine is currently undergoing a transition from an 11 Mtpa open pit mine to a large sublevel cave underground mine producing 6 Mtpa. Due to a number of factors, including geometry of the pit and crusher depth, the decision has been taken to develop a hoisting shaft rather than inclined conveyors.During the feasibility study the strip and line shaft sinking methodology was preferred over blind sinking due to scheduling opportunities and interactions with level development. Other methods of sinking considered included large-diameter raise boring, which was rejected due to concerns relating to centreline accuracy. The strip and line decision was reviewed during the tender process where better than anticipated blind sink advance rates and costs were presented. This in turn enabled the higher cost of the blind sinking method to be justified by a combination of reduced risks including schedule and ground water management. This paper discusses the pros and cons of both strip and line and blind sinking methodologies in the Ernest Henry context including sinking rates and total schedule impacts of the two methods, the key risks associated with each method, cost implications of blind sinking and safety implications of the work methods in general. The paper then concludes with the reasoning behind the decision to change to blind sinking for the EHM shaft.

Artificial ground freezing is the unrivalled method for groundwater control during mine shaft sinking. Moreover, ground freezing may also provide temporary ground support. The fast development of fibre-optic temperature monitoring devices, three-dimensional freeze pipe survey methods and numerical modelling software provide grounds for developing new and reliable tools for ground control during freeze shaft sinking. This paper presents examples of predictive numerical models that are based on back-analysis and calibration of temperature data that covers the complete construction cycle from pre-freezing through to artificial thawing. The back-analyses showed that standard numerical models are not capable of predicting the prevailing thermo-mechanical conditions satisfactorily. This paper describes the development and implementation of new tools for improved consideration of concrete hydration and latent heat, along with the introduction of other algorithms that improve and simplify the efforts of managing complex numerical models. A function is presented that allows for an automated correction of the model’s mesh based on results of three-dimensional freeze pipe surveys. This paper demonstrates that the latter consideration is important, because the often employed assumption of idealised freeze circle geometry in numerical models impacts on the accuracy of such model’s predictions. Subsequently, the verification of these extended numerical models is demonstrated. Due to its flexibility, the FLAC3DTM code was employed for the numerical modelling. This software provides the possibility of implementing additional functions written in internal FISH or Python language into the models. It is concluded that state-of-the-art techniques for freeze hole drilling and surveying, on-site monitoring and advanced numerical analysis provide a significant potential for both the design and the operation of largescale ground freezing measures. The application of the extended numerical models for predictive simulations during construction allows for temporary shaft lining optimisation, for assisting in operational decision making and for compensating temporary loss of monitoring data. This paper introduces some of the problems encountered it pitch seam mining as they apply to the convention, room and pillar system employed at the present time. Further described is the test work now being conducted to overcome these obstacles with an. attendant increase in productivity. Included in this test work is a mining machine designed especially for pitching seams, an automated longwall, and hydraulic mining of the latter compared with those of conventional work presently employed.]

"INTRODUCTION Determination of the thermodynamic properties of metallurgically important compounds of chromium has been one of the activities of the Pacific Experiment Station of the Bureau of Mines. Earlier reports have dealt with the entropies 4/ 5/ of chromium, chromic oxide, and chromous and chromic chlorides, with the thermodynamic properties of the chlorides of chromium, 6/ and wits the thermodynamic properties of the carbides and oxide of chromium. 7/ Evaluation of the thermodynamic properties of chromite, FeO.Cr2O3, is desirable, as this material in impure form constitutes the only natural source of chromium of any consequence.Two general methods are available for directly determining heats of formation - (1) measurement of heats of combustion and (2) measurement of heats of solution. Neither of these methods is directly applicable at present to ferrous chromite, which accounts for the lack of previous data. Combustion of a stoichiometrical mixture of iron and chromium under conditions prevailing in a calorimetric bomb yields a mixture of iron and chromium oxides rather than chromite. None of the usual calorimetric solution media dissolve chromite at temperatures low enough for solution calorimetry. Sulfuric acid and an oxidizing agent, such as MnO2 or CrO3, are known to dissolve chromite, but the possible calorimetric use of t is medium would require long preliminary investigation. Consequently, recourse must be taken to some indirect method. At the start of the present work, the most promising method appeared to be the determination of equilibria in the selective, reduction of the iron in chromite by hydrogen;"

In this paper the production and stability of crystalline scorodite (FeAsO4·2H2O) is discussed both on the basis of previously published work as well as recent work performed in our laboratory. The production of scorodite, especially from arsenic-rich and iron-deficient sulphate solutions offers a number of operational advantages such as high arsenic content, stoichiometriciron demand, and excellent dewatering characteristics. In addition to hydrothermal production of scorodite the work done over the last 10 years in our laboratory has determined that it is feasible to produce scorodite by step-wise lime neutralization at 90°C. The atmospheric scorodite possesses the same structural and solubility characteristics with the hydrothermally produced scorodite. Long term equilibration tests (up to 66 weeks) in the pH range 5 to 9 and temperatures from 22 °C to 75 °C revealed scorodite to undergo slow incongruent dissolutionyielding a highly metastable nano-sized 2-line ferrihydrite phase. The equilibrium arsenic concentration with this phase was 0.35, 0.96 and 5.87 mg/L at pH 5, 6, and 7 respectively at 22°C. In the presence of gypsum slightly lower concentrations were measured, this being more pronounced at pH>7. It was tentatively deduced that a Fe-Ca-AsO4 association (in the form of a phase resembling the mineral yukonite) contributes to the lowering of As concentration. Finally thermodynamic calculations determined that scorodite is stable in the presence of ferrihydriteunder oxic conditions up to pH 6.75 at 22 °C or higher pH at lower temperature and gypsum-saturated solutions. The prevention of accidents to children from blasting cans is of vital importance not only to everyone using commercial explosives but to the country at large. The manufacturers of explosives have realized this danger for years and have attempted to publicize the hazards of allowing blasting caps to fall into the hands of children. Unfortunately, many of tie users of explosives have failed to realize the danger or have ignored their responsibilities in the matter. Investigations of accidents to children from blasting caps (and scores of them occur annually) reveal that most of them are caused by blasting caps picked up or made easily accessible to the victims. The children who are blinded, maimed for life, or killed are in large part the innocent victims of the carelessness, thoughtlessness, or negligence of their elders, by whom blasting caps are left lying about, carried in the pockets, dropped or lost around blasting operations, stored away and forgotten, or left in places where trey can be found or are accessible to children. Many such accidents occur to children under 12 years of age, when they are still curious or inquisitive. One of the first reactions of a child upon finding a blasting cap is to investigate and "see" how it is made or how it "works." A blasting cap in itself, with one end open, invites a child to poke it with a nail, piece of wire, or some other object to see what is inside; or he may attempt to break it open with a rock or hammer. A lighted match could be thrust into the open end, and there are numerous other approaches, may of which can result in serious accidents.

A modeling, simulation and optimization study of a complex industrial fluorspar beneficiation plant (Kadipani, Gujarat, India) with fourteen/ten flotation banks is carried out to find an optimum/near-optimum circuit for the given quality of feed ore. The phenomenological flotation model developed by Mehrotra and Kapur (1974) is used for circuit optimization. Two different optimization problems are formulated and solved. The first optimization problem involves a single objective function, which uses available plant data to estimate the feed-characterizing parameters, i.e., the flotation rate constants, by minimizing the weighted sum-of-square errors between the computed and plant values. The second optimization problem involves two objective functions to obtain several simplified circuits. The number of non-linking streams and the overall recovery of the concentrate, i.e., the acid-grade product, are maximized simultaneously in this problem. The single-objective variant (SGA-II-mJG) of the binary-coded elitist non-dominated sorting genetic algorithm with the jumping gene adaptation, NSGA-II-mJG, is used for the first problem, while NAGA-II-mJG (Guria et al., 2005 a) is used for the second problem. Simplified circuits with a few split streams are proposed on the basis of the present optimization study, which enhance the recovery of the acid-grade product without affecting its quality, for a given total volume of the flotation cell-bank. Even though the optimal solutions have certain drawbacks, they suggest a meaningful direction in using an iterative fitting of parameters to such optimal circuits, followed by re-optimization. The energy problem of the U. S; was emphasized by the oil embargo of late 1973 and early 1974 and it seemed for a time that the Federal Government, under pressure from the general public, might take some corrective action. However, this was not the case. With the gasoline lines gone and an apparent plentiful supply of petroleum products, public concern quickly dissipated., This country is more vulnerable to an oil embargo today than we were in 1973-1974 and this fact should be of concern to all our people. Since 1968, we have used oil and natural gas at a much more rapid rate than we have been able to find new domestic sources; thus, there is an increasing gap between domestic production and consumption and we have filled the gap with ever increasing oil' imports. These imports have increased at an alarming rate in the recent past, some 58 percent in 1976 compared with 1975. Imports are nearing 8 million barrels per day. Then, by applying some simple arithmetic, at $12 per barrel, the resulting trade deficit is $96 million per day or $35 billion per year. Obviously, this cannot be tolerated by our economy over a long period of time. Historically, we have shifted from one fuel to another as is shown in this slide. In 1850 about 90 percent of our fuel requirements came from direct combustion of wood, by 1900 we shifted to coal for 70 percent of our fuel, and now about 78 percent of fuel requirements comes from oil and natural gas. The difference is that the previous shifts were voluntary and the one facing us now is of necessity.

Large-scale shear apparatus is designed to investigate the shear hehaviour of simulated soft rock joints under constant normal stifmess condition. Regular saw-teeth profiles having inclinations between 9.5" and 26.5" have been tested. The strength envelope based on these test results indicates that predictions made by Panon (1966) are accurate for the lower asperity angles. However, for higher asperity angles, Patton's model overestimates the shear strength especially in the low to medium normal stress range. In contrast, while Barton's model (1973) is realistic for Constant Normal Load (CNL) condition, it seems to be inappropriate for modelling the shear behaviour of soft joints under Constant Normal Stiffness (CNS) condition. An empirical strength envelope for the prediction of peak shear strength of joints is proposed in this study to account for the change in normal stress and surface degradation during CNS shearing.

The outstanding trend in the graphite market is the fast-growing demand for cheaper qualities of graphite and the declining consumption of the more expensive varieties. The manufacture of graphite, crucibles for melting metals was one of the earliest applications of the-mineral and for many years constituted by far the leading source of demand. In later, years, however; and more especially since the Great War, the increasing demand for high-grade steel ingots and castings instead of enlarging crucible sales has permanently curtailed the domestic demand for crucibles because it has hastened the introduction of electric, oil or gas fired furnaces to replace the older types requiring pots to hold the metal during melting. While there has been a substantial increase in the use of graphite for miscellaneous refractories the total consumption for such purposes is too small to offset the shrinkage in demand for crucible making, and though it consumes the better and hence more expensive grades of crystalline flake graphite, it does not call so insistently for the still costlier Ceylon grades.

Quality assurance of drilled shafts is highly dependent upon the construction practices used during the excavation and concrete placement process. When performed under slurry, challenges are presented in maintaining borehole stability and placing a uniform and continuous concrete column. An integral part of the construction operation is to evaluate the as-built integrity to verify the drilled shaft is capable of safely transferring the required loads to the subsurface. One such case is exemplified by a project involving the expansion of an existing public transit rail line. The expansion required the construction of a new bridge bent supported by seven 5-ft diameter drilled shafts of various lengths. The specifications for the project required both Cross-Hole Sonic Logging (CSL) and Thermal Integrity Profiling (TIP) for drilled shaft integrity evaluation. Both of these post-construction non-destructive tests (NDT) are designed to detect anomalies or the presence of regions with reduced concrete quality. However, the implementation and methodologies of performing each of these NDT methods are significantly different. Cross-Hole Sonic Logging uses ultrasonic signals emitted from a transmitter in one access tube to a receiver in another access tube. Thermal Integrity Profiling measures elevated concrete temperatures during the curing process using embedded thermal wires. Both test methods require different access details and therefore have different costs associated to the contractor or owner to perform. This paper provides a detailed comparison of these NDT methods as performed on these seven drilled shafts. The associated financial and time costs to perform each method are compared and the results are discussed in detail. INTRODUCTION Drilled shafts are a fundamental deep foundation element that can be designed to resist large bending moments as well as to transfer large compressive axial loads through weaker upper soils to competent soils or rock below. Often times when the upper soils are very soft, lateral support by casing or slurry, or a combination of both, may be used to hold back the softer soils from collapsing into the hole before concrete has been placed. Due to the blind nature of drilled shaft construction and the qualities issues that may arise during the placement process, it is essential for design engineers to specify non-destructive testing (NDT) to assess the quality of the as-built drilled shaft. CSL and TIP testing are two NDT methods designed to detect areas of lower quality concrete or soil inclusions throughout the length of the drilled shaft and determine its overall quality. Each method uses different technologies and methods to achieve the results required to determine the as-built condition of the drilled shaft.

The grouping and segregation error is one of Gy’s seven errors that cannot be measured in any qualitative manner because of its transient and changing characteristics each time the sample is handled mechanically. Attempts to calculate the mean and variance of the segregation error is considered by some as ‘an exercise in futility’ that would not help us achieve representative sampling. This research is aimed at understanding the process of segregation of dense, finely divided and dilute particulate materials supported in a clean quartz substrate during intense agitation. Several mixtures of fine-grained materials including steel, tungsten carbide and gold grains were used in these experiments. Four hundred grains of each of the minerals and metals at a top size of 2 mm were mixed with approximately 600 g of finely ground quartz material (95 per cent passing 2000 microns) in a 500 ml plastic jar with a sealable lid. The mineral–?metal mixtures were analysed in three steps using microfocus X-ray computed tomography. Step one consisted of rolling the containers on a flat surface in an attempt to concentrate the mineral and metal grains in the core of the supporting substrate; this is a base case that can be reconstructed after each session of analysis. The second step involved gentle and vigorous shaking of the mixtures in order to segregate the denser minerals and metals from the supporting quartz substrate. In some cases, a third step involved splitting the sample through a riffle splitter. Three-?dimensional images of the surface of each grain, its volume and its X-, Y- and Z-coordinates, before and after intense agitation of the container, were interpreted from the reconstruction of the tomographic X-ray data. The spatial analysis of grains using cell declustering and 3D variography provided a useful means of characterising the distribution of the grains in space and the extent to which they had become segregated during the process of agitation. Spatial analysis indicates that in general, grouping and continuity of grains is weakly developed. The modelled nugget effect remains high for most tests, indicating that grains of similar size did not group together strongly. Agitation through rolling provided the best continuity, although not consistently in the long axis of the plastic jar. The nugget effect was consistently highest, and the range of continuity shortest in samples that had been split, indicating that the grouping and continuity were reduced through splitting the sample. Initial results indicate that very little segregation of the minerals and metals occurs in the quartz substrate. This is somewhat counter-intuitive, but suggests that the effects of agitation on mixtures of dense minerals and metals in substrates of lower density do not lead to excessive segregation. Differences in behaviour between dense materials in response to agitation are evident. Grains of different composition and shape did not group and segregate in a predictable manner in response to the agitation methods. This paper has formulated the methods, both medical and engineering, for the control of pneumokoniosis in the haematite-mining industry in West Cumberland, but this is only part of a general service to improve the lot of the worker in these mines, to make him a better and happier workman, and to permit him to enjoy his work and leisure in comfort and good health. This organization has now been functioning for more than ten years and the results are indeed heartening, but it is only as a result of constant vigilance from the mining and medical point of view that such a plan can operate efficiently. The human element and its full understanding is by no means the least of the problems.

Future nuclear reactor systems such as a sodium-cooled fast reactor are being designed under severe conditions in terms of operating temperature and irradiation fluence compared to current commercial reactors. For realization of such systems, it is necessary to develop an advanced structural material having both high strength and irradiation resistance at high temperatures. Oxide dispersion strengthened (ODS) steel is considered as one of the most promising structural material because of its excellent creep and irradiation resistance on the basis of uniformly distributed nano-oxide particles with a high density. Up to now, ODS steels have been intensively studied and developed to apply these materials to the in-core structural component of future nuclear systems. Several advanced ODS steels were designed and fabricated by a mechanical alloying, hot isostatic pressing and hot extrusion processes. This study focuses on the effects of heat treatment parameters during the fabrication process parameters on the microstructures of ODS steels for future nuclear system applications.

This report describes instrumentation which is part of a system for extinguishing mine fires by pumping material through surface boreholes in order to seal off all underground passageways leading to the fire area. Major instrumentation systems include a closed circuit television probing system and an acoustic seal checking system. The latter consists of a speaker probe, a receiver probe and related signal processing equipment. All probes can be winch-deployed down a 6-inch diameter borehole. The CCTV unit can be rotated 360 degrees in the horizontal plane, and contains sufficient lighting to reliably assay conditions for sealing or rescue within a 200 foot radius. The acoustic seal checker monitors the completion of a seal as it progresses by use of probes lowered through boreholes on either side of the seal.

Other costs, such as the required land area and spatial volume, were mentioned but not emphasized, as these were not deemed as important for new projects where the space was appropriated as required. During the last decade, these other costs have proven to be more than equal in importance. Large volume, highangle conveying by “conveyors with cover belt, dates back to the early 1950s, when such systems were employed at the bucket wheel excavator boom conveyor in German lignite mines to increase the depth of cut without increasing the boom length. Various systems were developed, patented and built. These systems were not a lasting success for various reasons, which are noted by Rasper[1]. In his 1958 “Review of Cover Belt Systems,” Rasper summarizes the characteristics which are worth pursing and those that should be abandoned. The former are akin to good conveyor engineering. The sandwich belt conveyor model. The first sandwich belt conveyor model allowed calculation of the required hugging pressure to develop the bulk material’s internal friction and preclude material slideback. A modern, accurate version of the sandwich belt conveyor model is presented in Fig. 1. This model depicts accurately a derating of the material cross-section allowing an ample belt edge distance that can tolerate normal belt misalignment without material spillage. The calculations must thus recognize that only part of the hugging pressure is imparted onto the material with the remainder transferred belt edge to belt edge affecting a material seal. Mathematical development of the sandwich belt model is covered by Dos Santos and Frizzell in their 1983 article, “Evolution of Sandwich Belt High Angle Conveyors.”"
