The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

Efficiency demands that mine geologists devote the most time to tasks where they can have the biggest effect on production. One of the most time-consuming tasks is geological interpretation of the orebody and turning this into a block model for the planning engineers.The current best practice for mines that require a geologically constrained resource model involves capturing the interpretation of geologists as three-dimensional (3D) wireframes. However, there is significant overhead in the production of valid wireframes from sectional and plan interpretations. This overhead consists of the mundane tasks of digitising polylines, then building 3D wireframes and validating them. While software can simplify this task, the current process is not the best use of a geologist’s time. Under time pressure exerted by planning engineers and the time required for modelling from polylines, geologists are forced to roll-up the presence of other elements or impurities into the interpretation and encode them in the polylines, even though it is often desirable to consider these other factors separately.While it might seem unlikely that mine geologists can produce constrained geological models without the intermediary of wireframes, the technology to accomplish this is getting closer.In this paper, the results of a trial at the Savage River magnetite mine, which is owned and operated by Grange Resources Ltd, are reported. The trial was for a ‘direct-to-block’ implicit geological modelling method. The focus was on creating a geological attributed block model from drill hole geological log data; resource estimates were not determined. The categories modelled were air, waste, low-grade ore, medium-grade ore, and high-grade ore. The block model outputs either resulted in a proportional block model (categories expressed as percentages within equivolumetric blocks) or a sub-blocked model (parent block and one sub-block), which is the preferred block model output at the Savage River mine. When compared to the traditional best practice modelling method, which takes 43 work days, the wireframe-free modelling method took only 26 hours from initial modelling, using both exploration and grade control data. An update using appended drill hole data is achievable within one day. These results represent time savings of more than one order of magnitude compared to the traditional workflow, and, as such, these figures merit serious consideration for the use of the direct-to-block modelling approach at other operations.With these time savings, geological and estimation models can be kept updated constantly; geologists will not need to set aside two months for quarterly or half-yearly modelling of the drill hole data for resource review. Such dramatic time savings will allow for the better use of highly skilled geologists, who are in short supply in the current market, and will also impact directly on downstream mining engineering workflows.

In an extremely competitive mining industry, onsite experience is a big advantage. Mining education at the universities is mostly focused on theoretical studies without a possibility of practical training in mining sites. Hence, experimental mines suitable for practical education are needed to provide a platform for systematic research and education in industrial scale and for training in real mining conditions. Yet, this kind of mine sites is rare worldwide. Thus, a new educational research project, namely MINETRAIN is introduced in this paper evaluating the transition of the Pyhäsalmi mine in Central Finland from an active base metal mine to a research, educational and training underground facility. The uniqueness of MINETRAIN compared to other test mine programs is that the existing state‐of‐art infrastructure in Pyhäsalmi enables research and training facilities among all disciplines related to the overall mine value chain. Though all the above sound interesting in the context of research and education purposes, in practice Pyhäsalmi will have to become an experimental mine that can be sustainable in the future. Accordingly, a prefeasibility study is being conducted and some preliminary results are presented in this paper. INTRODUCTION Despite being a field of studies that requires practical knowledge and experience, mining engineering education follows the same pattern in most mining universities around the world; consisting of theoretical courses and laboratory-based practical modules (Mischo, 2015). The possibility of having practical training in real mining conditions on actual mine sites or processing plants is limited to none, while the only contact that undergraduate students have with mining operations during their time of studies is usually through short-time internships or visits in the context of educational trips. Yet, real integration between universities and the mining industry may be scarce, which does not help students to observe the actual processes, and thus understand the whole picture of mining operations. Indirect practical training is also possible nowadays that technology is shifting from mechanical to digital, and the use of virtual reality -in the context of Mining 4.0- can provide additional experience to the learning process. However, virtual reality is limited to the visual impression and is also limited in actions (Binder et al, 2018). In any case, when there is not a proper pragmatic view of how the different disciplines link to each other and especially if there is a lack of communication, unfortunately the results could be seen at a later stage in the mines as a poor performance of professionals and workers. Another major challenge for educating specialists in the mining sector is that experimental mines suitable for practical education, where the skills and know-how could be developed and/or enhanced are rare worldwide. Such research and educational (R&E) facilities are practically former metal ore mines that have been transformed into experimental sites. Besides being limited in number, not all facilities of this kind serve both a research and educational purpose.

Laboratory batch rod and ball milling tests were conducted on samples of Heavy Medium Separator (HMS) sinks from Renison Limited. The effects of mill rotation speed, rod volume and ball size on the resulting product size distribution were investigated. Between 48 and 69 per cent of critical speed, the product sizing distribution curves remained very similar, with a finer grind resulting from increasing the speed of rotation at constant grind time. Increasing the rod loading from ten to 53 per cent by volume caused the product size to become finer and more closely sized with a transition occurring at approximately 29 per cent. This was interpreted as a change of dominant grinding mechanism from abrasion to impact. No preferential grinding of the cassiterite was observed. The effect of increasing ball size at constant charge weight was to preferentially grind the coarser particles and generate more intermediate sized particles, whereas the product from a mixed ball charge gave a distribution similar to that obtained when a charge containing only smaller balls was used.

The Southern Peru Copper Corp. (SPCC) recently built an integrated copper project consisting of dump- and heap-leaching operations at its mine complex in Peru. The pregnant leach solution (PLS) containing the solubilized copper from the leaching operations is processed in a new solvent extraction/electrowinning (SX/EW) facility to produce high-purity cathode copper. The dump leaching and SX/EW facilities are located near the Toquepala mine site. The crushing and heap-leaching operation is located at the Cuajone Mine. The pregnant leach solution from Toquepala and Cuajone is pumped 35 km (22 miles) to the SX/EW plant at Toquepala. The SX/EW plant consists of three trains of solvent extraction (SX), a tank farm area and an electrowinning (EW) facility. The solvent extraction plant has a total PLS flow capacity of 3,210 m3/hr (113,360 cu ft/hr). The electrowinning facility has an expected long-term production capacity of 97 t/d(107 stpd) or about 35 kt/a (38,500 stpy) of cathode copper. However, present production exceeds the expected long-term by about 20%.

Study on Reasonable Mineral Processing Flow Sheet of Yunfu Low-Grade Pyrite Ores Low-grade ores in Yunfu Pyrite Mining Area were investigated, in order to find an economical, reasonable and environment-friendly mineral processing technology, which is of low consumption and high efficiency in pyrite recovering, which can ensure that the quality of pyrite concentrate product is eligible for sale and the sulfur content of the discharged tailings meets the national emission standards. A flow sheet with a classification, a jigging for coarse-grain minerals and a spiral chute separation for fine-grained minerals was adopted, and the sulfur grade and recovery of the pyrite concentrate is 35.50 per cent and 86.70 per cent respectively, while the grade of tailings is only 6.70 per cent.

Abstract: The amount of published literature pertaining to the field of rock mechanics has increased markedly in recent years. Whilst computer applications aid our understanding of the mechanisms of pillar instability, the applications do not take into account the effect of time; thus the determined pillar factor of safety has limited meaning. A more realistic approach would be to consider pillar stability in terms of time to failure. However such an approach would require a reasonable estimate of the in-situ pillar mass strength and a validated methodology linking the time to failure with in-situ pillar mass strength and the geometric layout of the working. Résumé: Le volume de bibliographie au sujet de la mécanique des roches a augmenté considérablement ces derniêres années. Alors que des modeles informatiques aident a la compréhension des mécanismes d'instabilité de pilliers, ces modèles ne prennent pas en compte les effets du temps; ainsi, la determination du coefficient de surete du pillier a un sens limité. Une approche plus réaliste devrait considérer la stabilité du pillier en fonction du temps de défaillance. Cependant une telle approche exigerait une estimation raisonnable de la resistance du massif rocheux du pillier ainsi qu'une méthodologie qui lie le temps de défaillance avec la résistance in-situ du massif rocheux du pillier et la géometrie de l'excavation souterraine. Zusammenfassung: Die Anzahl der Veröffentlichungen auf dem Gebiet der Felsmechanik ist in jüngster Zeit sehr gestiegen. Computerprogramme sind wertvoll um den Mechanismus der Pfeilerunbeständigkeit zu verstehen, aber sie vernachlässigen den Zeiteffekt. Daher haben die errechneten Sicherheitsfaktoren der Pfeiler nur begrenzte Bedeutung. Eine realistischere Bewertung wäre, die Stabilität der Pfeiler auf Grund der Zeit bis zum Verfall zu beurteilen. So ein Verfahren würde eine Schätzung der in-situ Gebirgsfestigkeit und eine validierte Methologie, die die Zeit zum Verfall in Abhängigkeit der in-situ Pfeilerfestigkeit und der geometrischen Auslage der Grube zusammenbringt, brauchen.

Energy consumption in domes tic copper production has increased nearly 60 percent in the last 10 years, reaching approximately 175 trillion Btu in 1973. Energy required to produce 1 pound of copper rose from nearly 41,000 Btu in 1963 to nearly 50,000 Btu in 1973. Production from lower grade ores and strict pollution control regulations have contributed to this increase. Each stage of copper production has been analyzed to determine total energy consumed, energy mix required, cost of the energy, and recent or proposed changes in operations which may affect the consumption of energy by the copper industry. Data have been gathered from a recent Bureau of Mines canvass of the industry, from visits to copper operations, and from conversations with copper industry officials.

The Mineral Industry of Canada in 1951 Continuance of the remarkable, successive increases in the value -of Canada's mineral production, chief basis of the nation's post-war expansion, was one of the highlights of Canadian development in 1951, when, according to the preliminary estimate is-sued by the Dominion Bureau of Statistics and reported in the BULLETIN for February, 1952, mineral output for the year reached a new high of $1,228 millions. This marked an increase of 17.5 percent over the previous year, which was the first in which the billion dollar mark had been reached, and an increase of 143.7 per cent over 1946, when production was valued at approximately $503 millions. While higher prices for the principal base metals accounted for a large part of the 1951 increase, quantity gains were made by copper, nickel, zinc, asbestos. lead, cement, and strikingly important. by petroleum, the value of which exceeded for the first time that of coal production. Gold was an exception to the general trend, being lower in both quantity and value than in 1950. For the first time nickel .came within $9 millions of surpassing-gold as the leading mineral product. Metals and Fuels The value of all metals, estimated at $733 millions, was 18.7 per cent more than in the previous year. Nickel advanced 11 per cent in volume and 34 per cent in value. Copper was up 2.4 per cent in quantity and 21 per cent in value, zinc rose 6.6 per cent in quantity and 35 per cent in value, and although the volume of lead produced was lower by 8 per cent, its value increased by 17 per cent. The tonnage of iron ore was 31 per cent higher than in 1950.

This paper describes the microbiology basics underlying heap and tank biooxidation of metal sulfide ores and concentrates. The primary organisms are identified and described along with the reactions they catalyze and their growth requirements. Also described is the interaction between ore leaching bacteria and the leaching environment in terms of solution chemistry, temperature, and mineral precipitation. Specific factors and agents that stimulate or inhibit growth and activity of ore bioleaching will be identified. Some of these factors are organism-specific and others are generic for microorganisms that grow under acidic conditions. Current knowledge of the limits of bioleaching in terms of dissolved ions in leach solutions, pH, and temperature will be summarized.

The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company's research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company's ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. Overall mineral industry productive activity in Europe increased in 1965, following general upward trends in gross national product and total industrial production4 recorded. The gross national product of non-Communist Europe in market prices in 1965 was estimated at $572 billion and that of Communist Europe at $409 billion. However, the extractive sectors of the mineral industries generally did not fare as well as the processing sectors. In fact, a number of countries recorded lower production levels in this sector in 1965 than in 1964 and most countries had a lower growth rate in extractive industry output than in overall industrial output. Among the non-Communist nations of Europe, a general decline in coal production and lower levels of iron ore output in France, West Germany, and Luxembourg contributed significantly to the smaller growth rates or declines in extractive indexes. Where higher indexes were registered, this generally resulted from the performance of the petroleum and natural gas industry; exceptions were Greece, Norway, and Sweden. The decline recorded for Czechoslovakia was attributable entirely to poorer performance by that nation's coal industry.

T HE engineer of today is by his training, by his traditions, and by the service which he must render, irrevocably committed to taking his part in public life along with the members of the older professions of ministry, medicine and law. Nevertheless, in comparison with these: three, so long recognized as the "learned professions-all three of which grew out of the functions of the priesthood-engineering in any modern sense of the word is a youthful profession indeed. So youthful is engineering in its present significance, that it may be said to date from the labors of John Smeaton, the lighthouse builder; of Simon Newcomen and James Watt, the inventors of the steam engine; and of George Stephenson, the inventor of the locomotive; at the dawn of the 19th century. Great works of an engineering character had, it is true, been executed long before this, but practically all of them had been rule-of-thumb enterprises, dependent upon a plethora of slave labor for their accomplishment. For illustration it is said that at Rio Tinto in the days of Hiram, king of Tyre, 40,000 men worked for a year to produce three tons of silver from the rich outcrop ore. Such an operation can scarcely be called an engineering enterprise, however, when we remember that a fourth of this number of men in these same mines, from which the richest ore was long ago extracted, produce at present over 100 tons of copper per day.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. The development and distribution of gold placers in Otago û Southland is related primarily to the evolution and architecture of three distinctly different drainage networks that developed during and since Gondwana breakup: +        Late-Gondwana û Pre-marine; +        Middle Tertiary Post-marine; and +        Modern. Late Gondwana û Pre-marine drainage was dominantly recti-linear and controlled by normal faults and sedimentary basins formed before or during Gondwana breakup. Placers formed dominantly in 2nd order transverse drainages with primary sources in their catchments. This drainage network was progressively destroyed by inundation and burial by marine strata during Late Cretaceous û Middle Tertiary marine transgression that ultimately covered most of New Zealand. Middle Tertiary Post-marine drainage evolved on and incised the newly emergent low-relief landscape during regional marine regression driven by development of the present plate boundary through South Island. Most of Central Otago was drained into Southland and to the southern coast via a large braided river system with an extensive network of tributaries in its Central Otago reach. East Otago was drained by several smaller systems. Placers formed dominantly in proximal and medial reaches of 1st and 2nd order drainages with primary or pre-existing placers in their catchments. This drainage network was destroyed by inundation and burial of the Central Otago reach of the major system by lacustrine strata following tectonic damning of its middle reach by range uplift and development of a lake complex that covered >5000km2 of Central Otago. The Modern drainage network evolved from the Middle Tertiary network through complex response, firstly to uplift of NW-trending and NE-trending ranges throughout the region since the Late Miocene, and secondly to the effects of major Pleistocene glacial advances in West Otago. Placers formed in alluvial fans at range margins, proximal and medial pre-glacial fluvial systems and glacial outwash sequences. Evolution of each of these drainage networks has been accompanied by widespread sedimentary recycling of alluvial gold from older to younger placers, augmented locally by input of first-cycle gold derived from erosion of primary sources in the repeatedly exhumed basement rocks.

"The Ventura County Medical Center Hospital Replacement Wing project consists of the construction of a 2- to 3-story building with a basement encompassing the entire footprint and two corridors connecting the new hospital wing to existing buildings. The site is located in the Ventura Basin where strong ground shaking has been observed during moderate to large earthquakes on nearby faults. The upper 90 feet of the soil consists of loose to medium dense finegrained sands and low plasticity silts that are potentially susceptible to liquefaction, seismic densification, and hydroconsolidation. Ground settlement associated with a large seismic event on a nearby fault is estimated at 20 to 26 inches. To account for the anticipated ground settlement, auger pressure grouted (APG) piles gaining support below the potentially liquefiable soil were selected for the support of the proposed structure. Challenges for pile design included the anticipated earthquake-induced ground settlement, high downdrag loads, low soil lateral capacity during strong ground shaking, and the effect of pile installation on the performance of the existing adjacent buildings and the installed shoring system. The replacement hospital is supported on over 600 APG piles, with lengths varying between 120 and 140 feet. Axial pile capacities were verified with an extensive indicator pile installation program and dynamic pile load testing.INTRODUCTIONThe Hospital Replacement Wing (HRW) project is at the Ventura County Medical Center (VCMC) in Ventura County, Southern California (Figure 1). The VCMC consists of three interconnected hospital buildings (Buildings 303, 304, and Fainer Building), the Medical Laboratory/Cafeteria Building, two mental health buildings, a medical office building, an emergency generator building, and surface parking lots. The HRW is near the center of the campus, adjacent to several existing buildings.The HRW is a 2- to 3-story structure, with a 15- to 20-foot-deep basement beneath the entire 95,000-square-foot building footprint. The HRW project includes a Loading Dock, a four-level corridor to the Fainer Building (Fainer connector), and a two-level corridor to the Medical Laboratory/Cafeteria Building (Café connector). The corridors are structurally separated from the existing buildings. Typical dead plus live load column loads for the HRW range from about 635 kips to 935 kips and total loads range from about 860 kips to 1,295 kips."

Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. Content addresses advantages/disadvantages of control techniques, design and operating specifications, and implementation and maintenance guidelines. An indexed list of selected references is also included. In addition to the completed manual, this report documents work performed in the course of its preparation.
