The San Vicente to 2nd Aqueduct Pipeline?Tunnel project is a raw water conveyance tunnel linking the San Vicente Reservoir (SVR) to the 2nd Aqueduct Pipeline via Rancho Penasquitos Pressure Control Facility (RPPCF). This 58,230 lf long tunnel will be 8.5? final ID, and has four points of construction access. The job is classified into 6 Reaches of tunnel, identified by the dominant geology within the reach. This paper will focus on Reach 3, specifically the measures necessary to drill and blast a 550 lineal foot section of granitic rock tunnel immediately in front of an open face digger shield.

This contribution introduces the fundamental concepts of wave propagation and fracture mechanics which form the basis of electronic blasting, i.e. precise initiation timing using electronic detonators. The concept of Lagrange diagrams will be frequently used for the calculation of the delay time between blast-holes in a row and rows of blast-holes. The effect of burden and structural geology will be briefly touched. It is found that the advanced blasting technology based on the use of electronic detonators introduces a change of paradigm. It will be shown that knowledge in wave propagation and fracture mechanics is essential for the successful application of the new blasting technique in industry. In particular, the delay time, the wave speeds in the rock mass, the shape of the wave pulse and the acoustic impedance mismatch have become decisive parameters in advanced blasting. If a conductor traversed by an electric current is broken, a conduction forms in the air between the two broken ends of the wire. This conduction manifests itself in an initial phase by an electric spark and, in a second phase, by an arc if the the circuit continues to supply sufficient power. This arc goes out when the distance between the two ends of the conductor becomes sufficiently large. If the break occurs in an explosive atmosphere, the energy contributed by the arc can cause an explosion. To avoid such accidents, electric circuits that may be utilized in hazardous atmospheres can be made "intrinsically safe". The investigation which we conducted is part of a research project on the intrinsic safety of arcs of high intensity but short duration, in the case of resistive circuits. We developed an electronic system which makes it possible to limit the duration of an arc at the level of the break of a conductor traversed by a current with a possible maximum intensity of 80 amperes. This experimental device for monitoring and measuring the parameters of the arc has shown that arcs of high intensity but with a duration limited to a few microseconds do not ignite an explosive methane-air mixture.

Currently, there are several techniques and technologies available which are used by mining industry in its attempts to remotely monitor the ground movements both at surface and underground mines. The currently available remote distance meters and distance change monitors mainly use phase change and time-of-flight techniques. The described monitor uses triangulation technique to track position of an optical spot projection and then image processing to measure mine wall movements. The system can be easily automated and poses no obstruction to mine traffic. The position of an off-normal laser spot will shift as the target wall moves. The described ground movement monitoring system has potential for superior accuracy and target monitoring can be made through air (gaseous) or other transparent media. The theoretical accuracy and range of this system depends solely on the resolution and focal length of the camera being used. The remote capabilities of the system make it uniquely suited to applications where monitoring is required in high-traffic, inaccessible, or unstable and dangerous areas of a mine.

From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

The conditions of a stability of metallurgical films on a surface of solid on the basis of classical regularities of a thermodynamics are considered. For specific conditions of metallurgical processes the basic equations relevant to non-metallic inclusions (product of steel killing) migration and transfer through the interface boundary of metal-slag are obtained. The basic criteria equations of conditions of stability of metallurgical dispersed systems are developed in view of films formation. The probable thermodynamics reason of wetting due to formation of stable films are discussed. The experimental measurement of thin and thick films elastic resistance for metallurgical systems are carried out and the results are discussed. The presence of a wetting thick film increases stability of dispersed systems (facilitates an inverse implication of non-metallic inclusion in a melt) due to a barrier effect of wetting films. The quantitative evaluations of non-metal inclusion stability for steel in contact with any metallurgical slag are carried out. The results are in accordance with technological experience. Biological leaching of low-grade nickel laterite is based on a non-traditional leaching of oxide minerals using heterotrophic micro-organisms. The organisms solubilise metals by excreting organic acids; these acids then form complexes with heavy metals. High salinity of water supplies and soils in the vicinity of nickel laterite ore bodies is a major abiotic stress to fungi and represents a major challenge in the application of bioleaching process in-situ. Salinity exposes fungi cells to Na+ toxicity and osmotic stress. This study examined the salt tolerance development of Aspergillus foetidus based on gradual acclimatization of organism, its salt threshold and the salinity effect on its metabolism. The biological leaching of weathered saprolite ore with the resulting halotolerant organism under saline conditions was assessed. The segregation process consists of heating crushed oxidized or mixed oxide-sulfide copper are with a copper-volatilizing salt and carbonaceous material at about 750° C. to produce metallic copper which is recovered from the furnace calcines by conventional sulfide flotation. The Bureau of Mines made a number of bench-scale laboratory tests on two copper ores to determine the relative merits of using halogen salts, potassium chlorate, or various salt mixtures as volatilizing agents in segregation of the copper. Laboratory investigation of typical siliceous and calcareous oxidized ores revealed that sodium chloride was a better segregating agent than the other salts. Calcium chloride, magnesium chloride, sodium fluoride, or potassium chlorate gave nearly as good segregation as the sodium chloride on the siliceous ore. Segregation of the calcareous ore with calcium chloride was nearly as good as that obtained with sodium chloride, but inferior segregation resulted when magnesium chloride, sodium bromide, or potassium chlorate was employed. The use of sodium bromide or sodium iodide on the siliceous ore, and of sodium fluoride or sodium iodide on the calcareous are, gave appreciably poorer segregation than sodium chloride or the other salts. Other tests of the ores, using mixtures of sodium chloride and the other halogen salts or potassium chlorate, gave segregation approaching that obtained with sodium chloride.

Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. As part of its risk management plan, the South Central Connecticut Regional Water Authority (RWA) is assessing the condition of its system of raw water conveyance tunnels and connecting pipelines. In 2006, the RWA inspected one of the system?s main tunnels, a 4-mi, 1950s-era tunnel that had not been inspected since its construction. The inspection team prepared extensively for the unknown conditions in the tunnel, and the inspection was completed safely and successfully. This paper describes the team?s pre-entry preparations, dewatering and ventilation efforts, surface-to-tunnel communication, access, physical inspection of the tunnel, and the lessons learned throughout the process. Additionally, this paper will preview planning for the subsequent inspections.

One important element of the U.S. Bureau of Mines computer-assisted mining research program is the development of a reliable coal interface detection (CID) system. Several candidate CID concepts currently being investigated by the Bureau include use of natural gamma radiation (NGR), vibration, passive infrared, video, and radar. To help establish which CID sensor technologies need to be developed for a given seam, the Bureau has collected geological and mining practices data from over 460 underground and surface mines in the United States. Also, over 500 coal and rock samples have been obtained for laboratory analyses of ash content, sulfur content, heating value, and NGR. The Bureau's findings indicate that the immediate roof strata in 81% of the underground mines and 93% of the surface mines are made up of shale, draw slate, or claystone. The immediate floor strata in 88% of both the underground and surface mines consist of fireclay, shale, draw slate, or claystone. The results of the NGR testing indicate that the NGR method appears to be a potentially useful CID tool, provided that the immediate roof and floor are both composed of a high percentage of shale-type material.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

The Farlin Creek study area encompasses 610 acres managed by the Bureau of Land Management in Beaverhead County, Montana. A mineral survey was conducted by the U.S. Bureau of Mines and U.S. Geological Survey in 1984. Bureau of Mines personnel reviewed literature and county mining records, and examined prospects or mineralized areas to determine its mineral potential. Geological Survey personnel evaluated the area by geochemical sampling and geophysical surveys. The study area is included in the Mount Baldy mining district. Nearby mineralized Quartz veins or tactite bodies apparently do not extend into or exist within the study area. No significant gold or economic detrital minerals were found in samples from streams draining the area. All of the study area is leased for oil and gas.

Of the three chemical elements most vitally essential for plant growth the United States, before World War I, had developed ample domestic supplies of but one-phosphorus. During and shortly after the war period, the fixation of nitrogen was greatly expanded in this country, as in many others, insuring a supply adequate for agriculture as well as for munitions. However, in spite of a search for sources of the third element, potassium, which began years before the war, attained almost frantic intensity between 1914 and 1919, and continued for 10 years thereafter, it was not until 1921 that the American Trona Corporation put its Searles Lake operations into continuous production. This company in 1926 became The American Potash & Chemical Co. but has never supplied much more than 15 percent of the potash consumed in the American market. Likewise, though discovered in 1921 in drill cuttings from oil wells, it was not until 1926 that domestic deposits of potassium salts adequate to render the United States independent of foreign sources of supply were proved to occur in the Permian Basin of Texas and New Mexico.

In 1971 the government of British Columbia issued a permit for the Island Copper Mine to commence disposal of 33,000 tons per day of mine tailings into Rupert Inlet, a marine fjord on the northwest coast of Vancouver Island. There was considerable controversy surrounding the development, public hearings were held, and as a requirement of the permit the company was obliged to carry out a comprehensive environmental monitoring program. The results of this program provide a thorough assessment of the environmental impact of submarine tailings disposal over the 24-year life of the mine. Following closure in December, 1995, the monitoring program continued for three years to determine the extent of marine ecosystem recovery and re-colonization. It is apparent from the findings of the monitoring program that the mine tailings were dispersed more widely than was originally predicted. It is also clear that widespread heavy metal contamination has not materialized. In retrospect it appears that submarine tailings disposal has resulted in far less severe environmental impacts than if the alternative of land disposal had been adopted. This review highlights significant aspects of public policy decision-making, design of environmental monitoring programs, and questions of interpretation of monitoring program data.

A general description of investigative work conducted by the Bureau of Mines at the, Missouri Valley. manganese deposits and leading to tonnage and grade estimates has been given in Report of Investigations 4375, part 1 of a three-part report of work done between July 1945 and August 1947. Basic factual information from which tonnage and grade estimates were drawn was derived through the drilling sampling of 238 large-diameter bucket-drill holes in 11 widely separated areas. Drilling areas were selected after careful reconnaissance, mapping, and consideration of earlier work done on the deposits by the Bureau of Mines, State agencies, and private organizations and individuals. Stratigraphic studies permitted extending the results compiled within the drilling; areas to outcrop and lightly covered manganiferous zones between an beyond drilling areas. The locations of drilling areas, drilling sections, and individual drill hues are shown on illustrations in part 1 f this report. The individual drill holes, aside from providing the basic information for tonnage and grade estimates, disclosed features affecting any future plan As exploitation. It in particularly significant that a large part of the visible outcrops is faulted end otherwise complicated by slides that give a false impression of the thickness, vertical location, and even the existence of manganese-bearing zones.

A modified Hallimond tube is described which allows the determination of the ultimate recovery R and the flotation rate constant k in a single, continuous experiment. The range of fine particles which can be satisfactorily floated with the modified apparatus can be extended by increasing the length of the bottom part of the tube. Findings suggest that pyrite and arsenopyrite can be separated in alkaline suspension using the so-called F series of collectors. Lime was found to act as a depressant. The collectors operate under pH and dosage control and do not require other depressants. Collectors used in the study were thio-amine (a cationic surfactant) and alkyl propionamide (a non-ionic surfactant)

Fairmount Mineral's Maiden Rock underground sand mine historically delivered air to ventilate diesel-powered equipment at its working faces through high-resistance, 381-mm- (15-in.-) diameter PVC distribution lines. In support of plans for expanded production, three new, low-resistance ventilation design alternatives were analyzed. The study determined that adequate ventilation for expanded production was possible with various commercially available, high-volume/ low-pressure fans combined with a systematic layout of control structures. The recommended redesign was implemented in 2001, resulting in a significant increase in flow volumes and a noticeable improvement in the mine environment.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

After years of cutbacks, closures and layoffs, the mining industry is beginning to expand again. Metals prices are up and so is investor interest and confidence in the industry. Gold prices began to slowly move up in January2003 and finally cracked the $12.86/g ($400/oz) mark in early December. Silver, too, is up, as is copper. So the mining industry is feeling good about itself again and many companies are expanding existing mines and developing new ones. One side benefit to mining’s improved outlook is that companies are beginning to send more of their employees to industry conferences. Such was the case at the109th Northwest Mining Association meeting in Spokane, WA. The meeting was held in early December and attracted 1,100 attendees and 84 exhibiting companies. That is up from 2002’s attendance of about 900 people and 65 exhibitors. The theme was “A Partnership into the Future.”
