In the United States, the U.S. Environmental Protection Agency (EPA) is set to implement its Tier 2 air quality standards governing high-horsepower, off-road diesel engines. The regulations take effect in January2006. In Europe, similar standards, called Stages, are due to take effect about the same time. And other markets, such as Japan and Australia, have their own standards on tap. Tier 2 standards will further reduce the amount of nitrogen oxide (NOX), sulfur dioxide (SO2), diesel particulate matter (DPM), carbon monoxide (CO) and hydrocarbons off-highway diesel engines are allowed to emit. And even more restrictive Tier 4 standards are due in 2011. The upshot is that operators of high-horsepower engines, particularly in mining, will begin using in their new off-road haul trucks, excavators, shovels and other mining machines diesel engines that are designed to meet these more stringent standards.

[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. This report presents a description of the Prototype Demonstration Vehicle developed under U.S. Bureau of Mines Contract No. JO 366003, "Improving Man Transit Safety". This vehicle was constructed to assess the feasibility of a set of equipment related guidelines which were drafted in Phase I of the same contract. State-of-the-Art improvements were embodied in such areas as collision survivability, occupant comfort, and multiple mode (on and off rail) operation. The electric battery-powered vehicle carries a twelve man section crew at speeds up to 12 mph. The description of the demonstration vehicle is presented in Volume I. Safety Guidelines are presented in Volume II.

Zincite and spinel phases are present in the complex slag systems encountered in zinc/lead sintering and zinc smelting processes. These phases form extensive solid solutions and are stable over a wide range of compositions, temperatures and oxygen partial pressures. Accurate information on the stability of these phases is required in order to develop thermodynamic models of these slag systems. Phase equilibria in the Fe-Zn-O system have been experimentally studied for a range of conditions, between 900 and 1580°C and oxygen partial pressures (pO2) between air and metallic iron saturation, using equilibration and quenching techniques. The compositions of the phases were measured using Electron Probe X-ray Microanalysis (EPMA). The ferrous and ferric bulk iron concentrations were determined using a specially developed wet-chemical analysis procedure based on the use of ammonium metavanadate. XRD was used to confirm phase identification. A procedure was developed to overcome the problems associated with evaporation of zinc at lowpO2s and to ensure the achievement of equilibria. An isothermal section of the system FeO-Fe2O3-ZnO at high ZnO concentrations at 1200°C was constructed. The maximum solubilities of iron and zinc in zincite and spinel phases in equilibrium were determined at pO2=1*10-6atm at 1200and 1300°C. The morphology of the zincite crystals sharply changes in air between 1200 and 1300°C from rounded to plate-like. This is shown to be associated with significant increase in total iron concentration, the additional iron being principally in the form of ferric iron. Calculations performed by Fact Sage with a thermodynamically optimized database have been compared with the experimental results. Approximately 2,500 tons of low-grade uranium ore were used to conduct a field-scale heap leaching test as well as throe column leach tests. The ore used to construct the field-scale heap leaching test had a grade 0.023% U308 while the ore used fur column leach tests had a grade of 0.027% U308. The ore was crushed to minus 4 in. The field-scale heap was constructed on a clay base with parallel effluent lines running under the heap spaced 7.5 ft apart. The heap was leached for 45 days, drained, washed, and dismantled. Based on residue analysis, approximately 205 tons of ore were leached with a final U308 extraction of 96%. The heap was 17.9 ft in height and leached in a near-vertical pattern down to approximately 1 ft, at which point the leached zone become bell-shaped. Two 8-ft column charges and one 18-ft column charge were leached for 36 and 45 days, respectively. Based on residue analyses, all U308 extractions were greater than 96%. The conclusions generated by the studies showed that (1) flow rates were similar for column leaching and field-scale leaching, (2) final U308 extractions were the same for both types of leaching; however, the deeper ore beds tended to require longer leaching times, and (3) the reagent requirements were reduced with increased bed depth.

"The Isle aux Morts Prospect is the first polymetallic, sulphide mineralization reported from the Port aux Basques Complex of southwest Newfoundland. Zn-Pb-Cu-Ba-Ag mineralization hosted by quartz-muscovite semipelite, occurs at the contact between a quartz of eldspathic unit and pelitic unit with intercalated amphibolite are minerals comprise sphalerite-galenachalcopyrite, in order of decreasing abundance. The principal gangue minerals are quartz, muscovite, feldspar and barite. Three morphologic types of mineralization are present: massive with more than 50% sulphide, flanked on one or both sides by disseminated and/or banded types. The massive type of mineralization exhibits a :durchbewegung"" fabric of rounded silicate fragments in a sulphide matrix, characteristic of intensely deformed and metamorphosed sulphide bodies. Sulphide minerals have been mobilized and recrystallized and share the same metamorphic and deformational history as the host rocks. Quartz muscovite schist which hosts disseminated mineralization, displays a K2O enrichment and Na2O depletion, that is typical of alteration associated with sulphide bodies in volcano sedimentary sequences. Isotopic ratios of sulphur are comparable to those of volcanogenic massive sulphide deposits.Despite penetrative deformation and metamorphic recrystallization, features of the local geology and the mineralization suggest that the Isle aux Morts Prospect is volcanogenic in origin. Through whole analysis of static testing piles information of a teaching building, this paper put for ward that when the ratioes of unload rebound amount to residual deformation and to total settlement reach the maximum, the testing load is selected as allowable capacity of single pile by camparing with the settlement in the practical engineering, it is proved that this method fits to practice, for other several projects, its also available. Therefore non-destructive testing pile method was improved, so all the tested piles can be reused as engineering piles.

Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

In geophysics we say that the earth-tides phenomenon is the elastico-viscous response of the earth's body to the attraction potential of moon and sun. By the fact that the tides on the planet take place in a regular periodic frequency, due to the earth rotation of 24 houres for one cycle, the rotation of the moon in about 28 days around the earth and finally to the rotation of the earth-moon combination around the sun in 365 days this phenomenon is a very important one in geophysics. The exact calculation of the acting forces is possible and the comparison of the earth's body response to these forces as well.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) become law April 5, 1644, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program bulletins were published on a pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to Hither the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable, collection of technical information in this form will be valuable. The material is presented in three parts, as follows: I. United States Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Belgium, French, German, Italian, and Swedish Patents. The domestic patents for this bulletin were collected between 1963 and 1955. Some of the Foreign Patents were collected at the same time and a few of them later in 1961. Part I was published in 1960; Part II was published in 1962.

Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.

The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.

Before describing the electrostatic processing of feldspar, it might be well to review some of the basic definitions and terminology of feldspars. The feldspar minerals constitute a group of alumino-silicates of potassium, sodium, and calcium. Barium feldspar sometimes occurs naturally but is very rare. Hardness varies between 6 and 6.5 and specific gravity between 2.5 and 2.8. Color is generally white or pale shades of red, yellow, or green. Industrial minerals and rocks are those which are economically important because of desirable physical and/or chemical properties rather than metal or energy content. The evaluation of these resources for investment purposes in general follows established procedures after due consideration of well documented input data. However, in view of the sensitivity of many industrial mineral projects to specific inputs they require very careful analysis. The characteristics of the industrial minerals and the industrial minerals industry are reviewed and the significance of logistics, customer requirements, technology and marketing are discussed. Implications in relation to resources/reserves terminology are considered with phosphate rock used as an example. It is concluded that industrial mineral projects as a consequence of technology and market dependence in particular can give a high level of investment risk. The industry, however, offers most interesting and challenging employment opportunities for geologists, mineral engineers and economists.

Results are presented of a census of the machines used in surface coal mines in the United States. The numbers of each machine type and model reported to be in use are tabulated for large and small mines in the Eastern, Central, and Western regions. Also tabulated are the average daily usage times of the major machine categories and the numbers of machines that have acoustical and other cabs. Projections of the total numbers of primary production machines are given. It is found that heavy tracked dozers and wheeled front end loaders constitute the most prevalent machine types, and that generally a very few models of machines made by one or two manufacturers constitute a major fraction of the population in each machine category. About 70 percent of all machines are reported to have some kind of cab, and about half of these are reported to be acoustical gabs; it is noted that acoustical cabs generally came into significant use since about the early 1970's. It is observed that the percentage-wise mixes of equipment types used in the various categories of mines differ significantly for only a few types of machines, notably for heavy dozers and loaders, and for haulers, highway trucks, and internal-combustion engine-powered shovels and draglines.

Structural properties of steel-fiber-reinforced shotcrete and polymer-impregnated shotcrete, both plain and fiber-reinforced, were investigated by the Federal Bureau of Mines, Spokane Mining Research Center. The research center has found that flexural strengths can be increased by as much as 106 percent, and splitting-tensile strength by 50 percent, by introducing randomly oriented steel fibers. A slight decrease of compressive strength was found in the fiber-reinforced shotcrete. Polymer-impregnated shotcrete exhibited a threefold to fourfold increase in compressive and splitting-tensile strength. The techniques of preparing shotcrete with the dry process, using both fast-set agents and regulated-set cement, are described, along with the results of physical-property testing. Physical properties include compressive and splitting-tensile strengths, tangent and secant moduli, and stress-strain curves for plain shotcrete, fiber-reinforced shotcrete, and polymer-impregnated plain and fiber-reinforced shotcrete. Flexural strengths for plain and fiber-reinforced shotcrete are also reported. Steel-fiber shotcrete is the more promising of the new structural materials for ground support, and additional research is recommended.

The use of a suspended growth system of T. ferrooxidans attached in a film to individual particles of bentonite and operated as a sequencing batch reactor has been shown to be a practical way of oxidizing ferrous iron in acid mine drainage. This component followed by limestone neutralization is both a technically and economically feasible approach to the treatment of these wastewaters in comparison to existing and proposed methods. The advantages, in addition to less expense, are greater safety, acceptable treatment at a lower pH, lower solids buildup, less danger of overtreatment, and greater flexibility in operational characteristics. In this report data on the continuous bench scale operation of the system under a variety of conditions shows sustained levels of oxidation in excess of 9%. A cost analysis projects capital and operating costs of $80/1,000 m3 of wastewater.

UK Mr. Price expanded on the content of his paper and presented elements of various case histories of bored piles instrumented by the Building Research Establishment. In particular, the interpretation of data from instrumented piles is critically related to: (i) the construction process (ii) concrete stiffness and variability (iii) the effects on the pile due to installing instruments The main role of the instrumentation in the examples presented was to establish pile performance under service loading conditions. Of particular interest is the mobilisation of skin friction and soil shear modulus.
