An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

This volume is the second of three volumes comprising the final report of the research project "Biomechanics of Low Coal." It covers only the anthropometric study of low coal miners. Volume I summarizes the overall biomechanical, anthropometry, and work physiology study conducted. Development of work clothes modified to meet the needs of low coal miners is described in Volume III. The male and female anthropometry, with the exception of weight and circumferential dimensions, was quite similar to the comparison populations. The miners tended to be heavier and have greater circumferences. The measurements made in this study were used to develop 5th, 50th and 95th percentile, quarter and half scale, male and female mannequins. These twelve mannequins can be used in work place and equipment design and redesign.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

At the Twin Cities "lining Research Center (TCMRC) a project is underway to determine how varying the parameters of a coal-cutting process would affect the amount and the size distribution of the generated dust. The cutting parameters being investigated are the cutting speed, depth of cut and shape of the cutting, tool. To accomplish this research ft is necessary to collect and transport the coal dust venerated at the cutting tool to measuring instruments for analysis. The purpose of this contract was to develop and deliver a system of instruments for measuring the size distributions of the generated coal dust. The instruments employed are essentially those developed for particulate air pollution measurements (1, 2). The instrument system covers a particle size range of 0.005 to 20 microns and is capable of performing in situ measurement and presenting data in real time.

The design of primary sample cutters for high-capacity conveyors is critical to achieving a correct sample, both in collecting the sample and ensuring smooth sample discharge flow. Modelling usually occurs at the design stage and requires extensive experience to achieve the correct result. However, it is difficult to confirm the effectiveness of the cutter design until after installation. Even with high-speed video, confirmation of complete sample capture is difficult, especially if the material characteristics change over time. Recent investigation using discrete element method (DEM) simulation to model the flow of the ore into the cutter and observe how it interacts with the cutter has revealed some interesting design requirements not observed in the past. By including DEM modelling, the correct design and optimisation of the cutter can be more accurately determined prior to commissioning.CITATION:Hidding, M and Shaw, R, 2017. The behavior of tieback retaining walls depends on many factors, including soil properties, groundwater conditions, construction sequence, spacing and stiffness of tiebacks and soldier piles, tieback loads, and others. The primary design considerations for tieback walls are 1) adequate stability and 2) limiting wall movements. Traditional design methods rely on apparent earth pressure diagrams and experience to predict the forces which must be supported by the tiebacks to provide adequate stability. The required soil properties depend upon whether the soil is sand, soft clay, or stiff clay. Design to limit wall movements is more difficult and the usual approach is to design the wall with an adequate factor of safety for stability and then evaluate wall movements during construction through the use of load tests on individual tiebacks and monitoring of wall movements by optical surveying, slope indicators, and extensometers. If excessive movements are likely to occur, it is often not known until construction is well underway. This approach is reflected in the fact that few tieback walls fail due to a lack of adequate stability, while most litigation involving tieback wall performance is related to excessive movements. Much progress has been made in recent years in methods for predicting the movement of all types of insitu retaining walls (Clough et al. 1989, Clough and O'Rourke 1990). These methods are based upon both experience and analytical methods. This paper reviews the methods currently available for evaluating both the stability and movements of tieback retaining walls. Case histories involving excavations constructed in the downtown Seattle area are used to evaluate the applicability of the available methods to Seattle conditions and to illustrate the importance of soil behavior in tieback wall performance.

For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water that separates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peaceable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

This method determines tellurium at concentrations down to 0·01 p.p.m., with geochemical accuracy. Tellurium is volatilized from the rock at 800°C in the presence of sulphur from decomposing pyrite, condensed, dissolved, and finally determined by atomic absorption in a long tube burner. The distribution of Te is shown near some gold lodes at Kalgoorlie. Lastly, a method of synthesizing Te-free pyrite from sulphur and ferrous sulphate is described.

"To improve the economic and environmental performance of underground mining operations, it is common practice to return the metallurgical waste material underground as backfill. This is called hydraulic backfill and is used to fill the mined-out areas not exposed to further mining. To provide mechanical support for underground mining a cemented backfill is normally used. Since its introduction, cemented backfill has allowed mining companies to increase their ore extraction and improve working and environmental conditions. However, cemented backfill represents up to 50% to 85% of the mine’s operating cost compared with 5% to 10% for hydraulic backfill.These economic pressures have led mining companies to carry out research into the partial or total replacement of cement using a variety of alternative materials. The materials are generally site-specific materials, readily available, and cost-effective relative to cement. Such investigations have led to reduced cost of many backfill mixes while maintaining, and in some cases improving, the physical properties of cemented backfill. However, in most cases, cement still remains an integral part of any binder combination. This can be attributed to the alternative binders investigated being either non-binding materials or capable of generating only low-strength backfills, except when used in conjunction with cement.This paper provides a historical review of backfilling binder materials and their characteristics. In particular, it reviews the many alternative materials that have been proposed to either partially or fully replace Portland cement as the main binder."

Baoahan Iron and Steel Complex is situated at lower beaches of the Yangtze River. The subsoils 50~70 M below the surface is a deposite of Yangtze River delta, consisting mainly of weak silty clay and loam, with low soil bearing capacity. Consequently, to build on such a weak soil a grant iron and steel integrated works weak soil improvement at the Complex, pile foundation is the effective type. It is estimated that at the first stage of Baoshan project 60,000 piles have been driven, of which 60% are steel pipe piles and 40% reinforced concrete piles. To provide reliable basis for pile foundation design, on-site loading tests were carried out for long reinforced concrete piles 27,45 60 M in length ,with strain gauges on the chief reinforcement of pile shaft and strain rod on pile tip. Based on loading tests, the paper discusses and analyses some issues, including determination of load transfer mechanism distribution of frictional resistance. Tests show that as far as long friction piles in soft clay are concerned, regardless of the properties of pile tip's bearing stratum, loads are mainly carried by shaft frictional resistance which it is effective to determine pile capacity in terms of P ~ S relationship.

"Neill and Gunter Limited (NGL) has prepared a preliminary design and a cost estimate for a ferric chloride leach plant to recover copper, lead, zinc, and silver from a typical complex sulphide ore. This plant design is specifically intended to treat unconcentrated ground ore (flotation feed), but can be readily adapted to treat bulk concentrates. Samples of ground ore and bulk concentrate were obtained from Heath Steele Mines, Miramichi, New Brunswick, laboratory testing, and preliminary process flow sheet preparation was carried out by the Research and Productivity Council in Fredericton, New Brunswick. Approximately thirty drawings have been produced, including process and equipment flowsheets, process piping and instrumentation drawings, and preliminary general arrangements. Preliminary capital and operating cost estimates were prepared for a plant that would treat 1000 t/d of crushed and ground ore to produce about 30 000 tpy of zinc. Capital and operating cost estimates were also projected for plants up to 4000 t/d of processed ore. Recoveries of 99% for zinc, 98% for lead, and 96% for copper were achieved in laboratory tests on unconcentrated ore. These recoveries were higher than the overall recoveries obtained from bulk concentrate, yielding approximately 10% more revenue.A 1000 tonne per day plant was determined to have a low return on investment, however, depending on the size and type of mining operations employed and the FCL plant throughput. DCF-ROI projections of 20% to over 30% were calculated for 100% equity financed “green field” mine, mill and FCL plant operations of 2000 t/d and higher"

Definition and delineation of in-pit ore and waste material are the most significant tasks for an open pit production geologist; adding or destroying value in the mining value chain. Anglo American’s Mogalakwena Platinum mine, an open pit operation in South Africa moving 100 Mt/a, has recognised the value of improved material definition and is in the process of changing from blasthole to reverse circulation (RC) sampling for in-pit grade control. This is aimed at obtaining more representative samples, which are required to maximise ore recovery, minimise waste dilution and to increase the accuracy and confidence of production forecasts. Early in the project, it was realised that the key risks for implementing RC grade control were related to change management processes, rather than failure of technology. Recognising the importance of this issue, Mogalakwena chose an integrated implementation approach that incorporates all stakeholders of the mining cycle in order to develop a process that delivers maximum value and is sustainable within an active mining environment. The following core goals were addressed over five phases of project implementation: extensive definition and design of integrated project implementation, comprising: project buy-in and ownership from all key stakeholders, including survey, geology, mine planning, drill and blast, load and haul, maintenance, supply chain and finance; and detailed analysis of all potential issues and possible solutions, allocated to stakeholders as part of the scoping process; optimising hole patterns and drilling procedures, focusing on delivering maximum value for minimum cost using multiple scenario analysis from borehole data and operational sequencing requirements; and evaluation of lessons learnt during project implementation in order to optimise the technical solution and operational efficiencies. Although this project is not yet finalised, Mogalakwena Platinum Mine is already providing a blueprint for the effective development, implementation and optimisation of sustainable in-pit grade control RC drilling for other open pit mines within Anglo American plc.

In 2000, Laubscher’s Mining Rock Mass Rating (MRMR) classification system was updated and published. The new system brought a few fundamental changes that were in direct response to the challenges and problems encountered when applying the classification system in the mining environment, specifically caving operations. The fundamental changes introduced into the MRMR system in 2000 were the abandonment of the Rock Quality Designation (RQD) as an input parameter, accounting for healed and cemented joints, and the concept of rock block strength. The objective of this paper is not to discuss the role and usefulness of classification systems; the fact that classification systems are widely used in every stage of mining projects speaks for itself. This paper discusses some of the experiences gained with the MRMR 2000 system in various mining projects and shows how the changes to the system have resulted in improved assessment of rock mass conditions. Issues related to core logging for rock mass assessment are also presented.

The electrification of ammonium nitrate-fuel oil (AN-FO) blasting agents by pneumatic loaders is described and discussed. The consequences of the electrification are considered in light of the initiation requirements of electric blasting caps. It is recommended (1) that semiconductive loading tubing be utilized and (2) that the resistivity of the AN-FO be controlled; it is further recommended that the operator (3) test to assure continuity of the electric detonator legwire-bridgewire-legwire circuit prior to insertion of the cap into charge or borehole, (4) keep the legwires shunted but not otherwise connected to ground during loading of the blasting agent into the borehole, (5) assure that the borehole is discharged prior to hooking up the detonator leads, (6) assure that he is himself discharged prior to handling the detonator leads, and (7) assure that the blasting cap leads are never carried to the AN-FO loader. The basis and significance of these recommendations are explained.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Kendenggaoer-Kuokuqueke region lies in the western part of Chinese North-western Tianshan. New laser ablation inductively coupled plasma mass spectrometry zircon U-Pb geochronology for five separate granitic plutons for this region reveal two distinct intrusive periods: late Devonian (367~361 Ma) and late Carboniferous (315~301 Ma). These intrusions all share an arc-like geochemical affinity (ie enrichment of large ion lithosphere elements and negative anomalies of Nb, Ta and Ti). In situ zircon Hf isotopic compositions further differentiate the magmatic cycle, with the late Devonian intrusions yielding more depleted eHf(t) (+1.47~+6.54) composition than the late Carboniferous intrusions (eHf(t) = +4.95~+9.79). These geochemical data suggest that they might be mainly derived from different source regions and the tectonic setting was transformed into post-collisional in the late Carboniferous. As in many significant porphyry-ore districts, this dramatic tectonic reconfiguration, combined with melting of an evolved crust, resulted in genesis of metal-bearing melts. Furthermore, we can show that Neoproterozoic mafic juvenile lower crust intruded by mantle-derived melts and/or partial melting of slab material generated hybrid primary magma during subduction of the Palaeo-Junggar oceanic crust in the late Devonian. Underground miners are exposed to some of the highest levels of diesel particulate matter (DPM) in the United States. Therefore, it is important to monitor the exposure of miners to DPM, but it can be difficult because of the complex composition of DPM and the number of interferences. Currently, elemental carbon (EC) is used as a surrogate because it makes up a significant fraction of the DPM and is not affected by interferences. Standard measurement methods for EC can be time consuming and only record end of shift results. In this research, a laser absorption technique that enables one to measure EC concentration in near real time was shown to be a beneficial tool. The real time data showed that the fresh air being drawn into a stone mine was not properly reaching the working area and needed to be redirected to decrease DPM concentrations. The real time data also provided a more accurate efficiency ofan environmental cab compared to just using the standard method by detecting the opening of the cab's window and door. The EC optical monitor was also worn by researchers in a mine to show how it can give not only the average concentration for the shift but also reveal when and where a miner is exposed to DPM. This paper suggests an alternative design approach for an innovative shovel dipper, for use in ground conditions where cutting of virgin ground rather than scooping of blasted material is required. Not only does the new design have an optimized dimension ratio (width:height:depth) and attachment arrangement (angle, position), but also a non-linear pro¯le in 2D and 3D. The approach is based on the simulation of a shovel's duty cycle to verify a pilot dipper model. In order to achieve a realistic simulation that could be used to evaluate a dipper design, the model is e®ectively a descriptor of actual shovel activity under soft ground conditions. The shovel geometry, motion and operation, with an emphasis on digging and dumping kinematics and dynamics are the principal elements of the simulation. The simulation considers a fresh face location, repeating tucking, digging and dumping swing motions within the geometric range of the machine, ending when no more face material remaining within reach without re- positioning. The simulation yields digging force, friction force, trajectory, ¯ll time, ¯ll factor, etc, which may be integrated into two basic considerations: power draw (output) and volume delivered (production), as indicators of dipper performance. The simulation has been used as a tool to modify an existing dipper design, prior to looping further simulation cycles. Ultimately, an optimized or totally-new-concept shape is realized. A prototype dipper as a fractional scale model will be built to verity the performance under actual mining conditions.

Recently the operating philosophy at concentrators processing platinum bearing ores has started to move from a recovery dominated system to one in which the production of high grade concentrates at the expense of some recovery would provide greater benefits in the further upgrading of the platinum group minerals (PGM). The low grades usually obtained are associated with the presence of naturally floatable talcaceous gangue minerals in all PGM ores. Polysaccharide depressants such as guar gum and carboxymethyl cellulose (CMC) are used to improve the grades of the concentrates. Recent testwork has shown that the use of high depressant concentrations can prevent any naturally floatable gangue from reporting to the concentrate. The only gangue present in the concentrates would be due to its entrainment in the froth. Under these conditions much higher grades can be achieved. The sulphide minerals themselves, however, become susceptible to depression at high depressant concentrations. This work examines how the recovery of sulphide minerals in two Merensky ores was affected by the type and concentration of the collector in the presence of high depressant concentration (500 g/t) and that the response of the sulphide minerals was also dependent on the type of depressant used (guar or CMC).

The seams of black coal occurring in Victoria are so disturbed by faulting, wash-outs, thinning, etc., that it is necessary, for the prevention of costly errors in development, that close boring be undertaken so that the correct positions of the shafts, tunnels, main and auxiliary roadways can be set out in order that the area can be economically worked. The State Coal Mine has two boring plants continuously at work, which have given good service for the last twenty-five years.The information supplied herein is merely our experience in boring at the State Coal Mine over an extended period. The type of plant in use is that known as the Victoria Drilling Plant, equipped with an 11 h.p. portable oil engine, using power kerosene as fuel. It was purchased in 1914, complete with mechanism for cable drilling, capable of boring to a depth of 1500 ft. with a guarantee of 1000 ft., with Calyx cutters, boring rods and all necessary equipment for the sum of £1473. The chief mechanical features of the plant are as follows:-The derrick is in the shape of a tripod (see Fig. 1), two of the legs being of steel channel built together to form a frame which, when lowered on to two sets of road wheels, forms a carriage for the transport of a portion of the boring equipment. The third leg is made of oregon in the form of a double bow, with bolts and distance pieces between the wooden sides. The top of this is hinged on to the steel frame, and the bottom is fitted into a cast iron block, having two small wheels to facilitate erection.
