Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. The Massachusetts Highway Department awarded the Porter Street Outfall Project to the J.M. Cashman Company in November 1991. Timely completion of the Project in one and one half years is critical to the start of the subsequent Third Harbor Tunnel North Approach project. Existing subsurface conditions and the Project's location at Boston's Logan International Airport significantly increases the difficulty of construction. The major contractual work involves relocating a reinforced concrete double box culvert supported on a continuous wood pile foundation. This existing culvert crosses and interferes with the future Third Harbor Tunnel North Approach alignment. Two parallel culverts constructed approximately 20 feet from either side of the future Third Harbor Tunnel alignment replace the existing double box culvert structure. Under the original contract design, approximately 3,100 feet of 14 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the west side of the Third Harbor Tunnel and is located in the center of the Airport's main service roadway, Harborside Drive. This culvert is the Porter Street Combined Sewer, PSCS, which handles a combined flow of sewerage from the East Boston community and storm water runoff from Logan Airport. In addition, approximately 2,230 feet of 17 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the east side of the Third Harbor Tunnel and is within 20 feet of an active aircraft taxiway and heliport. This culvert is the Bird Island Flats Storm Drain, BIFSD, which handles storm water runoff from the Logan Airport airfield. The existing outfall, on the west side of the Third Harbor Tunnel alignment is to remain in service and is to be connected to the new PSCS and BIFSD culverts. Therefore, a portion of the BIFSD culvert is designed as a bridge to span 128 ft. across the Third Harbor Tunnel excavation during construction.

Forage plots were established on agricultural lands contaminated by acid mining waste. The acid produced through oxidation of pyrite and other sulfides caused elevated solubility and plant availability of copper, zinc, and arsenic which killed vegetation and polluted surface and groundwater. Soil amendments including agricultural lime (CaCO3), hydrated lime (Ca(OH)2), phosphorus, and organic matter were used to reduce the toxicity of metals. Several acid-tolerant grasses were used to vegetate the amended soils. Various soil extraction techniques were used to see which best correlated with vegetation performance. The extractions corresponded to three "forms" of metals in soil including soluble (water-saturation extract); plant-available/weakly adsorbed (DTPA extract); and total (HNO3/H202 extract). Of the extractants tested the DTPA levels appeared to correlate best with metal levels in plant tissue. The DTPA soil extractant serves as a useful tool in predicting potential phytotoxicity of mine waste materials.

Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

A mineral survey of the approximately 144,000-acre Borah Peak study area was conducted by the U.S. Bureau of Mines in 1985 at the request of the U.S. Forest Service. The area studied included the Borah Peak RARE II roadless areas (No. 14210, 119,864 acres of land recommended for wilderness designation; and No. X4210, 18,440 acres of land recommended as non-wilderness) and other contiguous Forest Service administered land. The study area is in Challis National Forest in southeast Idaho about 30 miles south-southeast of Challis, ID. Burnt Creek, a conterminous study area to the northeast, on lands administered by the U.S. Bureau of Land Managment, was examined concurrently. Dolomite and limestone inferred reserve bases exceed 1 billion tons each within the Borah Peak study area. The material is widespread and of high quality. Extensive sampling and more detailed mapping are required to better define the resources; however, ample dolomite and limestone occur nearby, outside the study area. Dolomite is the main constituent of several geologic formations within the study area. Sample analyses indicate that the more than 1,000-ft-thick Jefferson Formation dolomite is the most pure and is equivalent to material being mined at a dolomite-to-magnesium processing plant near Addy, WA. Analyses from limestone-bearing formations underlying much of the study area indicate that large quantities of the limestone may be suitable for a variety of uses.

The matte/slag tidal zone in a nickel-copper-iron-sulphide matte smelting furnace is subject to severe process conditions that can lead to premature failure of the lining. The MgO-FeO-SiO2 slag is aggressive to refractory bricks, while the Ni-Cu-Fe-S matte is aggressive to water-cooled copper cooling elements, and can penetrate and sulphidize refractory bricks. A novel approach to the lining design was taken at a PGM smelting furnace, where an indirectly-cooled graphite ring was applied in the matte/slag tidal zone, with refractory bricks on the hot face. The graphite was cooled by the copper cooling elements in the slag zone, obviating the need for copper cooling elements in the tidal zone. In this paper the effectiveness of different lining designs utilizing varying degrees of cooling in the slag zone and slag/matte tidal zones is compared. In comparison to water-cooled copper in various configurations, cooled graphite shows promise as an indirect refractory cooling system in the tidal zone area of furnaces. The purpose of the project was to propose a coal clearance system (coal transportation system from the mining face to the plant) that could be used for the planned underground operations at Zondagsfontein Colliery. Components of the current coal clearance system were overlooked during feasibility studies. Subsequent studies of the coal clearance system revealed that the combined capacity of the two trunk belts does not match that of the shaft (main) belt. As a result production downtimes will be encountered due to bottlenecks in the system. Ways of addressing this challenge were analysed by weighing both advantages and disadvantages and ultimately a surge bin option was selected. Belt conveyor simulations were conducted in order to determine the optimum capacity of the surge bin. The configuration of the surge bin in relation to the two trunk belts was chosen by considering development cost, advantages, and disadvantages of each option. It was concluded and recommended that a 500 tonnes capacity surge bin is required to remove the bottleneck from the system.

This study focused on the chemical reactions between uranium tailings fluids and cores of subjacent bedrock from the site of the Cotter Corporation uranium mill at Canon City, Colorado. Actual and synthetic tailings fluids were forced through cores of bedrock. The pH of the effluent solutions was the dominant control on the behavior of dissolved species in solution. The pH depended on the presence or absence of calcite cement in the rocks. Calcite neutralized acidic raffinates and caused the precipitation of iron, manganese, aluminum, and possibly uranium. Chloride, sulfate, and sodium were not retarded upon passage through the cores, and sulfate and chloride should be useful as tracers of escaping tailings fluids. Zinc, copper, cobalt, nickel, uranium, and vanadium exhibited high mobility under acidic conditions and were strongly retarded at elevated pH. Calcium was released due to dissolution of calcite and ion-exchange. Magnesium was not retarded in concentrated solutions, but showed moderate retardation in dilute fluids. Potassium and ammonium both showed early retardation followed by breakthrough and mobility. The behavior of molybdenum was strongly dependent on pH, with retardation at low pH and mobility at elevated pH. Selenium was highly mobile under all conditions. Selenium should be a better tracer than molybdenum for many situations. Precipitation of carnotite appears to control the solubility of uranium and, possibly, vanadium. With the exception of the precipitation of aluminum and silica, all reactions were rapid.

A review is presented of the furnace cooling system design and operating developments since the initial furnace start-up in January 2001 of the Chambishi DC-arc furnace to produce ferrocobalt alloy. The furnace operating conditions present a number of challenges to the furnace designers and operators, in particular, to provide a sustainable lining that can withstand the highly corrosive siliceous slag (roughly 50% SiO2). This is exacerbated by the dual requirement of operating this slag in a relatively highly superheated state (?T ?400°C when tapped at 1550°C) to ensure that the ferroalloy can be tapped (estimated 1370°C alloy liquidus temperature) prior to atomization. The core design challenge occurs at the alloy-slag interface, where a single refractory type cannot simultaneously meet the dual requirement of both adequate alloy and slag corrosion compatibility. Progression by the fourth furnace campaign to involve a retrofit of the bath sidewall to HATCH high-intensity, water-cooled, copper Waffle coolers and tap blocks is described. This involves operation of the entire slag bath, the slag-alloy interface and a portion of the alloy within a more chemically compatible refractory/slag (and possibly at times even an alloy) freeze-lining. Due to the high furnace power density employed (up to 500 kW/m2 hearth area), coupled with the large slag superheat needed, the resulting imposed peak bath sidewall heat fluxes are substantial, especially in the alloy (typically averaging 170 kW/m2), and on occasion have exceeded 1000 kW/m2. The performance of the HATCH Copper Waffle coolers under such aggressive process pyrometallurgical conditions is described. Aspects of the design and especially operating strategies to effect sustained production at up to 38 MW power input are also discussed.

There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.

London Underground is the oldest and one of the deepest Metros in the world. The temperature of the Underground has been increasing over the last 100 years, mainly as a consequence of increases in train service. Further increases in train service are planned in the coming years to meet the predicted growth in passenger demand. Unabated, the additional service will increase temperatures on the Underground. London Underground Limited (LUL) has therefore set up the Cooling the Tube Programme (CTP) to tackle the issues of thermal conditions on the Underground. Some of LUL?s studies and cooling methods have borrowed experience and techniques from the mining industry; some of methods used or proposed may in turn be of interest to the mining community. This paper presents a background into the sources of heat on the Underground network, the manner in which the heat is presently dissipated, the analysis of future temperatures and criterion and a number of means and methods being used or proposed to cool the network in an environmentally sensitive manner.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971. A good deal of experimental work has been done from time to time on the application of compressed air to the elevation of wet pulp. On account of the flat nature of most of our mill sites elevation of the pulp has to be provided for, and the various methods in vogue show considerable loss of time, in the replaceing of wearing parts. During the last two years the writer has carried out a great many experiments with a view of devising an elevator that will give continuous work with a minimum of wear.The results do not show a high efficiency for the power employed, but the lift is continuous in operation, very cheaply installed, and possesses no wearing parts. The lift was tried working in a bore hole of 8 in. diameter, but in many cases it is more convenient to sink a small well for the purpose. The result to date showed that the most efficiency was obtained when the depth of the wellwas not less than the height of the lift required. The pressure of air required in pounds per square inch was (approximately) half the number of feet to be lifted.In the majority of cases the lift required varied between 20 ft. and 50 ft. and the air pressure required between 10 lbs. and 25 lhs. per square inch. In most existing installations the air compressors in use were delivering air to the receivers at about four times that pressure, and when air so compressed was expanded to perform its work at a reduced pressure, it was apparent that the power exerted in origInally compressing the air above the working pressure required at the lift was absolutely lost.

Free energies, heats, and entropies of mixing of solid Fe-Au alloys have been measured by the galvanic cell method between 800° and 900°C. A positive deviation from Raoult's law and a large excess entropy of mixing were observed, both attributable to lattice distortion caused by the disparity in component atom sizes. Since the terminal solid solutortiontions are not regular, thermodynamic properties computed from the location of the mis-cibility gap do not agree well with measured quantities. The electromotive force data suggest some changes in the existing Fe-Au phase diagram. ALTHOUGH a considerable amount of information has been accumulated about the thermodynamic properties of metal solid solutions which exhibit negative deviation from Raoult's law, particularly those in which ordering occurs, relatively few experimental measurements have been made on solutions with positive deviation. This is due to the infrequency of broad homogeneous regions suitable for experimental measurement in solutions of this type, since any marked positive deviations from ideality lead to restricted solubility and the formation of miscibility gaps. Thermodynamic data reported in the literature for such systems have usually been calculated from the location of the miscibility gap boundaries under the assumption that the entropies of mixing are ideal, i.e., the terminal solutions are regular.' One of the few binary systems with both positive deviation and a wide homogeneous range in the solid is the Ni-Au system. A recent investigation of solid Ni-Au alloys' revealed that the entropies of mixing were much larger than ideal and consequently thermal data computed from the phase boundaries assuming regular solutions were seriously in error. Theoretical considerations put forward by Zener indicated that high entropy values should generally be associated with systems possessing a miscibility gap in the solid, when this is due to differences in the size of component atoms. These facts suggest that the regular solution assumption is a poor approximation for many solid solutions with positive deviation and that reliable thermodynamic data generally cannot be obtained by conventional methods from the location of miscibility gap boundaries. The Fe-Au system, Fig. 1, resembles the Ni-Au system in certain respects. The presence of a miscibility gap in the solid indicates a large positive deviation from ideality, but there is nevertheless an extensive single phase region suitable for experimental measurement. The following investigation of solid Fe-Au alloys was carried out in order to obtain additional data on the thermodynamic properties of metal solid solutions with positive deviation from Raoult's law and to further compare thermodynamic data computed from miscibility gap boundaries with those measured experimentally. Experimental Method The thermodynamic properties were derived from measurements of the potential developed between pure solid iron and Fe-Au alloys in a high temperature galvanic cell. The experimental apparatus and technique were the same as those used for the Ni-Au alloys and described in a previous report.' Cell electrodes were 1/16 in. diam rods swaged from chill-cast ingots and annealed for one week at 850°C. Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

Effective strata control, utilising fully encapsulated resin grouted roof bolts is dependent on the installed quality of the reinforcement elements. Resin based grouts are the main form of rock bolt anchorage in the underground coal industry in Australia and New Zealand. To be effective the system requires the mixing of the catalyst and mastic components of the resin as well as shredding of the cartridge that contains the resin. Over the past six years Solid Energy New Zealand Ltd (SENZ) has pioneered an extensive work programme quantifying the effects and extent of poor installation quality due to gloving, poor mixing and loss of encapsulation (Pastars 2003, Campbell et al 2003, Mould et al 2004, Campbell et al 2005 and Pastars & MacGregor, 2005). The One-Step Bolt (OSB), an innovative bolting solution designed and manufactured by Hilti Pty Ltd offers a self drilling, single pass bolting method that eliminates gloving, guarantees mixing quality and encapsulation performance of the installed product while not jeopardising the mechanical performance of the bolt. This paper details recent work undertaken by SENZ designed to understand and quantify the system performance of the Hilti OSB in New Zealand?s thick coal seam mining environments.
