This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

Environmental impacts from acidic mine drainage are growing national concerns that are particularly acute in the headwaters of the Rocky Mountain region. In the Black Hills of South Dakota, approximately one thousand mines are inactive or abandoned, most of them in the headwaters of major drainages. This paper examines the Bear Butte Creek basin, a heavily mineralized watershed with significant historical mining impacts and a surface gold mine permitted in 1997. The watershed loses its surface discharge to swallow holes in the karstic Madison Limestone. The integrity of the aquatic ecosystem was monitored with a suite of sitespecific bio-indicators. Stream surveys covered the entire reach of Bear Butte Creek from near its headwaters to the swallow holes in the Madison aquifer. Data from the stream surveys, water-quality sampling, and bio-indicator surveys clearly showed that water-quality impacts are limited mainly to Strawberry Creek and to the area of Bear Butte Creek near and downstream of the town of Galena.

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks, held in Orleans, France, 1-3 September 1993. Platinum-group minerals (PGM) in the enriched zone at Dust Mountain occur in two separate parageneses, the first representing primary magmatic PGM and the second primary magmatic PGM that have been reduced to alloys during serpentinisation. Minerals in the first group were unaffected by hydrothermal alteration on account of their textural setting or stable chemical composition. Despite substantial alteration of the serpentinised assemblage, most evidence points to the dominant role of primary magmatic processes in determining PGM occurrence. Several base metals have nevertheless been introduced hydrothermally. With respect to surficial dispersion the single most important paragenetic factor was the reduction of sulphides to alloys, rendering them more susceptible to mechanical erosion and less so to chemical leaching. "In 1974, Copperfields Mining Corporation and Soquem formed a new company, Niobec Inc, to bring the niobium deposit of the St-Honore carbonatite into production.St-Honore is located in the Saguenay area, near the cities of Chicoutimi and Arvida, and about one hundred and forty (140) miles north of Quebec. The discovery of the carbonatite complex was made in the fall of 1967 as a result of an airborne radiometric survey in search of uranium. The detailed exploration of the carbonatite indicated two niobium-bearing formations besides the original discovery of a rare earths zone. During the following years, the niobium formations were defined by diamond drilling and a decline was driven down to obtain adequate samples for metallurgical evaluation. In 1974, after seven hundred (700) bench scale tests, eleven (11) months of pilot plant 2nd a worldwide market research, a joint decision was made to initiate the development of a fifteen hundred (1500) T.P.D. mine and mill, under the management of Teck Corporation. The construction of the facilities were completed in early 1976 both on time and within budget. Niobec is now the only north american and the world second largest producer of Niobium concentrate.The process used at Niobec was developed from the pilot plant programs and later modified by the mill personnel. A simplified flowsheet for this process is shown on the slide. Briefly, run of mine ore is crushed to minus 5/8"" and fed to a rod mill, ball mill, and screens circuit where the ore is ground to 92% passing 65 mesh. The ore is deslimed in two stages of cycloning, and the final cyclone overflow at 85% minus 11 microns goes to waste. The cyclone underflow is conditioned prior to flotation of a carbonate-apatite concentrate. This concentrate is cleaned twice and then pumped to tails. The carbonate rougher and cleaner tails are cycloned in two stages to change the process; water and then sent to the pyrochlore rougher flotation. The rougher concentrate is cleaned five times. This is followed by pyrite flotation to remove sulfur, leaching with hydrochloric acid to remove phosphorus and dyed to less than 0.1% moisture before being sent to packaging."

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

Elastic wave velocities and moduli were determined by both the pulse and resonance methods in a large number of specimens of St. Cloud Gray Granodiorite and Tennessee marble under the same moisture, temperature, and stress environment. Long cylinders were first tested by the resonance method to obtain longitudinal bar and torsional wave velocity. The cylinders were then sectioned in half and tested by the pulse method to obtain the transient pulse velocity. These velocities were later used to obtain various moduli for comparison. Statistical comparisons between the Young's, shear, and bulk moduli and Poisson's ratios obtained independently by the pulse and resonance methods indicate that the methods do not give equivalent results in nearly isotropic rock. The amount of difference varies for each modulus, with the least difference (less than 5 pct) occurring in the shear modulus and the greatest difference (as high as 34 pct) in the bulk modulus. Moduli determinations in aluminum show much closer agreement between the pulse and resonance methods than in rock. The discrepancy in pulse and resonance results probably is caused by frequency dispersion effects and by differences in error sensitivity in the various formulas used to calculate the moduli.

"Enterprises are faced with increasing economic competition and managers are obliged to look for methods that will ensure a competitive edge in their companies’ markets. These methods include managerial concepts that employ common sense and are low cost. One of these approaches is the KAIZEN methodology, of Japanese origin; kaizen means continuous improvement (CI) when translated. A mining company, despite some of its idiosyncrasies, is just an enterprise where the application of KAIZEN can be advantageous. The company investigated, OKD, is the only domestic producer of hard coal in the Czech Republic and operates four mines that produce 11 Mt of coal annually. The OKD management team opted for KAIZEN as their principal method of continuous quality improvement. This paper suggests ideas for development and application of processes that provide for continuing improvement of production and management. The authors have taken the OKD Company to be their benchmark in the field of mining activities. The paper also focuses on possible difficulties accompanying the introduction of CI sustainable methods. Three years of application of CI methods has increased the income of the company by almost US$38.1 million, which provides a strong argument for continued application."

A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. The Oregon-Idaho graben evolved after widespread tholeiitic flood basalt volcanism associated with the arrival of the plume head of the Yellowstone hotspot beneath southeastern Oregon approximately 17 - 16 Ma. The north- to north-northeast-trending, 50 km-wide graben evolved between 15.5 and 10.5 Ma during east-west extension. The graben is part of a middle Miocene back-arc rift (1100 km long) that includes the northern Nevada rift, the Baker and LaGrande grabens, and the Chief Joseph dike swarm of the Columbia River Basalt Group. The graben ceased to be a volcanotectonic depression as the cross-cutting western Snake River plain began to evolve at approximately 10.5 Ma. At about 14.3 Ma and continuing to approximately 12.6 Ma the Oregon-Idaho graben began to break up into subbasins that were bounded by intragraben fault zones. The break up was accompanied by a change to calc-alkaline volcanism that persisted within the Oregon-Idaho graben until 8.1 Ma, approximately 2.5 million years after subsidence within the graben ceased. Three intragraben fault zones have been identified and a fourth is inferred. The easternmost, the Devils Gate fault zone, coincides with the magmatic axis of the graben at approximately 14.3 Ma. By approximately 13.5 Ma the magmatic axis had shifted to the west along the Dry Creek Buttes and Wall Rock Ridge fault zones. A diffuse magmatic axis developed at approximately 12 Ma farther to the west where the fourth intragraben fault zone is inferred. In addition to serving as conduits for the ascent of basalt, basaltic andesite, rhyodacite, and rhyolite magmas, the zones focused the discharge of large geothermal systems. The intragraben fault zones display a common evolutionary pattern. The 2 to 3 km-wide zones initially control the distribution of facies in volcaniclastic sediments and the location of basalt hydrovolcanic vents. During this stage, the fault zones may have had no surface expression other than a low elevation change on a relatively low-relief landscape. As relief developed by continued deformation along the fault zones, strike-length of individual faults increased and weakly consolidated volcaniclastic sediments, silicified sediments and hot-spring sinter, and palagonite were eroded from the uplifted blocks and deposited in neighboring subbasins. It is during this stage that the large hot-spring precious-metals bearing prospects evolved. Displacements of over 150 m on a few faults within the zones and possible reversal of the sense of displacement along the zones occurred in this final stage of development. Locally, the fault zones were remobilised during the subsidence of the cross-cutting western Snake River plain. The intragraben fault zones within the Oregon-Idaho graben illustrate the relations among syntectonic volcanism and sedimentation and the evolution of geothermal systems within continental rift systems.

High metal prices and new world trade standards and accounting for environmental liability in financial disclosures are creating markets for metals commodities that are produced using ?green technologies?. A promising "green" gold leaching system uses a polysulfide based lixiviant which is non-toxic and non-polluting. Laboratory testing has demonstrated selective gold extraction rates comparable to those of cyanide. The polysulfide lixiviant is a dilute aqueous solution which can be inexpensively produced from readily available chemical reagents and even mining wastes. The reagent system is self-buffering and maintains the optimal chemical environment for leaching. Treatment of residual leach solutions is not necessary because the lixiviant itself is not toxic, and breaks down as the system equilibrates. Simple closed system boiling is used to recover gold from process solutions. The polysulfide lixiviant can then be readily renewed and recycled back into the system, forming a closed loop system that conserves reagents and energy which minimizes operating costs. Economic projections have shown that the system can be used profitably for standard ore types and grades.

In this sense, the paper point out how to reduce the energy consumption in grinding, and increase efficiency in both grinding and gravity separation are of utmost importance to optimize the use of the country’s resources. For these purposes, chemical additives, such as rheology modifiers have shown great potential, and deserved careful consideration.

This study was conducted to make a limited evaluation of experimental and standard tractor dozer blades. A field test program was conducted in the southeastern part of Kansas on strip-mined areas where the spoil banks are parallel with rest-to-crest distances between 90 and 120 ft and maximum dozing distances usually less than 50 ft. This evaluation was a part of an overall joint Pittsburg and Midway Mining Company--U. S. Bureau of Mines (USBM) Specialized Reclamation Field Test Program primarily centered on the field t sting of experimental high-volume lateral relocation blades. The three blades evaluated were the 60-ft-wide angle (A) blade mounted on two 41B tractors. a 48-ft-wide A blade mounted on two D9H tractors, and a 13-ft-wide reclamation universal (Rec U) blade mounted on a D9H tractor. In addition to the experimental blades, three commercially available blades were tested: A 20-ft universal (U) blade mounted on two side-by-side (SxS) D9H tractors; a 20-ft U blade mounted on a 418 tractor; and a l2-ft straight (S) blade mounted on a D8H tractor. The dozer blade evaluations compared measured blade performance with soil and other site characteristics and with estimated earth-moving performance rates based on earthmoving methodology that accounts for the traction and speed of the tractor. The earthmoving methodology was also validated with data collected during this program.

The mechanization of hard rock underground mines offers a large potential for reducing cost, improving efficiency, and increasing profitability. However, in spite of serious efforts by quite a number of equipment developers and mining company initiatives, the industry has achieved little real progress. The task is difficult and the blasting alternative to mechanical excavation is an effective and well-developed method, which continues to improve in spite of its inherent limitations. A large number of machines have been built and tried. Only a few developments have succeeded to make a major impact on underground hard rock mining. It is certain that hard rock mines would be laid out and designed quite differently if the mining engineers knew they had available continuous mechanical excavation machines. In the absence of the machines, mines will be designed for excavation by traditional methods. It is not easy to utilize mechanical excavation in a mine which is designed to operate with normal drill and blast excavation. This is certainly an impediment to machine development. But what if an ore body cannot be mined conventionally, simply because the mining company cannot get permits to satisfy the ever increasing strict EIS requirements of the general public and governmental agencies? This may provide the incentive necessary to develop the equipment that will be needed by a new mining method that will have almost no impact on the environment.

What do all iron ore mines have in common? Perfect production days! Yes, those harmonious 24-hour periods when the stars align and the daily output number rockets past the long-term average to hit new heights. While perfect days are always welcome, the focusing question iswas that just a ‘flash in the pan’ (due to a special cause) or an indication of the process’s capability (with clues to the common causes) which, if addressed, could make every day perfect? In the context of today’s operating environment, with the need to maximise productivity at minimum cost, it’s an important question.Investigations reveal that the throughput difference between a perfect production day and the average is often in the order of 40 per cent, and that bulk solids handling (BSH) system deficiencies are the largest (>50 per cent) class of lost opportunity. Root causes for underperformance of elements in BSH systems can often be traced back to the detailed design and even study-stage oversights. Essentially baked into the fabricated plant, operations are effectively forced to accept them at the point of practical completion and then deal with the consequences for the life of the mine. Subsequent normalisation of these defects in the planning process reduces visibility and hence the impetus for long-term solutions in favour of lower targets and quick fixes to keep the show on the road. On an industry wide basis the design processes and assumptions responsible for BSH system underperformance become enshrined as common practice and hence repeated across sites and organisations.In addition to making the case for action, practical steps that can be taken to help realise the significant productivity prize and avoid the problems in first place are provided.CITATION:Wellwood, G A, 2017. Pig iron nuggets, which have similar chemical and physical properties with blast furnace pig iron, were produced by a single step heat treatment of self reducing – fluxing dried greenballs. During this single step heat treatment the transformation of self reducing fluxing dried greenballs into pig iron nuggets did not take place instantaneously. Rather, it was composed of three transformation stages, (1) transformation of self reducing – fluxing dried greenballs into direct reduced iron (DRI), (2) transformation of DRI into transition direct reduced iron (TDRI), and (3) transformation of TDRI into pig iron nuggets. Thus, the objective of this research was to investigate these transformation mechanisms by analyzing the transformation stage products. The transformation stage products were produced at a constant furnace temperature of 1425°C and various furnace residence times. They were characterized according to their microstructure, microhardness and apparent density. The changes in the product’s physical and chemical properties with furnace residence time were utilized in understanding the transformation behavior, the chemical events that took place and the controlling mechanisms. It was determined that the transformations were dictated by the changes in the slag viscosity and wetting properties, and by carbon diffusion into metallized areas.

Excavation for The Bow, EnCana, in downtown Calgary, occurred between May 2007 and September 2008. A monitoring programme was used to determine the behaviour of the shoring wall, soil and bedrock during the excavation for the 21 metre (69 ft) deep excavation with a footprint of approximately 17,000 m2 (183,000 sq ft). Results from the inclinometer readings indicated that significant horizontal movement due to a weak rock layer and shear band effect. These modes of movement account for up to 100 mm (4.0 in) and 45 mm (1.8 in) of lateral deflection, respectively. Based upon the results of the monitoring programme, rock samples were collected from the weak mudstone bedrock, with great difficulty, to determine the strength and deformation parameters. Results from the uniaxial compression tests indicate a UCS around 830 kPa (120 psi) and elastic modulus between 80 and 180 MPa (11 and 26 ksi). Mohr-Columb parameters were determined to be c' = 340 kPa (49 psi) and f' = 24°. Residual strengths were determined to be c'r = 0 and f'r = 15°. Using the results of the laboratory tests and field investigation records, an initial finite element analysis was conducted. Results of the analysis show good correlation when compared with the observed monitoring deformation, indicating accurate portrayal of rock parameters. Additional analysis and investigation is required to determine the principal horizontal stresses in magnitude and direction.
